he Commission on Elections in Region XI said on Wednesday that because of the implementation of Martial law, barangay and sangguniang kabataan (SK) elections in Mindanao will be postponed inde�initely. Assistant Regional Director Marlon Casquejo told members of AFP-PNP Press Corps-Southern Mindanao that the COMELEC itself made the decision based on a public hearing it conducted in Davao City last month. However, if Martial Law is lifted, barangay and SK elec-
tions in Mindanao will proceed within 30 days. If elections in Mindanao will be postponed inde�initely due to Martial Law, the incumbent of�icials will continue serving in holdover capacity. “No replacement of�icials or OICs (of�icers-in-charge) will be appointed,” said Casquejo. He however said if both houses of Congress will �inally approve a law postponing barangay and SK elections nationwide, that law would be the one followed. The bill seeking to post-
pone barangay and SK election is now in second reading in the Senate. Because of this, the schedule for the barangay and SK elections in Luzon and the Visayas has yet to be determined. The COMELEC has also moved the schedule of �iling of certi�icate of candidacy (COC) to October 5. The COMELEC Manila Central Of�ice is expecting an approved law soon, said Casquejo. Cashopes that the con�lict in schedule and resolution in the house of representatives
of the Philippines will be settled to have the bill approved. Casquejo said that the COMELEC is ready for the elections in Luzon and Visayas this October if the bill will not be approved. “Naka print naman sila ug of�icial ballot and the list of voters,” said Casquejo.
