AVAO CITY Mayor Sara D. Carpio has created a local committee to talk peace with the New People’s Army (NPA) on the local level.

Mayor Inday announced the formation of the Davao City Local Peace Committee, or the DC Peace, during her State of the City Address on Tuesday. She said this would be the city government’s ini-

tiative to address issues and concerns that involve the communist rebels in the city.

She said the DC Peace is composed of Maria Luisa Bermudo of the CSSDO, lawyer Elisa Lapina of the City Legal Of�ice, Barangay Malabog Chairman Jessielito Areja, and Archbishop Romulo Valles, along with a few consultants.

ANILA -- American companies doing business in the Philippines remain optimistic in their expansion plans in the country, the 2018 Association of Southeast Asian Nations (ASEAN) Business Outlook Survey (ABOS) showed.

The 2018 ABOS released

by American Chamber of Commerce of the Philippines, the US Chamber of Commerce, and the American Chamber of Commerce in Singapore on Wednesday noted that 70 percent of US �irms in the Philippines will expand their businesses here.

The con�idence of US �irms in their business expansion in the Philippines is

even higher than the ASEAN average of 62 percent.

About 30 percent of US companies in the Philippines expressed their businesses will “remain about the same”, while none has mentioned to contract their business operations in the country.

The 2018 ABOS added that 96 percent of US businesses in the Philippines said they hire Filipinos to compose 70 percent or more of their workforce.

PHL economy seen to grow faster in H2 M ANILA-The Philippine economy is expected to further accelerate in the second half of the year, buoyed by the rapid spending on infrastructure and the strong domestic demand.

“The continued improvement in exports, coupled with higher in�lows from OFW (overseas Filipino workers) remittances, should moreover push further the country’s economic expansion,” said investment bank First Metro Investment Corp. (FMIC) and the University of Asia & the Paci�ic (UA&P) in the latest issue of The Market Call.

The country’s gross domestic product (GDP) expanded 6.4 percent in January to June this year, making it still one of Asia’s fastest growing economies.

FMIC and UA&P noted that early data indicate further growth in the second half after the economy expanded 6.5 percent in the second quarter.

They cited national government spending, especially on infrastructures, which con-

tinued its double-digit growth pace in July 2017 The report also noted the sharp 17.6-percent gain in Bureau of Internal Revenue (BIR) tax collections that “suggests better sales and pro�its in second quarter that should carry over into third quarter spending.”

It said exports should also maintain its double-digit growth pace as the United States (US) economy has shown robustness in GDP growth in second quarter, and strong gains in job creation in June to August.

The European Union, Japan, China and India also “keep on surprising in the upside,” it added.

FMIC and UA&P further said manufacturing remains as a “bright spot” with its 8.1-percent expansion in June supported by 12 out of 20 subsectors posting two-�igure gains.

“Continued fast growth in OFW remittances in peso terms will likely translate to stronger domestic demand,” they said. (PNA)

2,500 boats in Davao 11-M ballots so far printed now registered: PCG for barangay, SK elections

ANILA- The Commission on Elections (Comelec) has printed more than 11 million of�icial ballots that will be used in the October 23 barangay and Sangguniang Kabataan (SK) elections.

“As of Tuesday po, we have printed around 11.6 million ballots. Average po is 1.6 million ballots a day using one printer,” said Atty. Genevieve Guevarra, Comelec Printing Committee head.

The Comelec of�icial noted that they expect to double the average number of printed ballots to 3 million per day

when they start to use two printers.

he ongoing implementation of the Safety, Security and Environmental Numbering (SSEN) System in Davao city has registered 2,500 boats. This was reported by Coastguard authorities who took pride in the fact that thre Davao station breached initial watercraft target of 2,000 boats as early as last week.

The House members overwhelmingly passed House Bill No. 6016, otherwise known as the “Gift Check Non-Expiry Act”, prohibiting expiry dates on gift checks, gift certi�icates, and gift cards.

Under the bill, it shall be unlawful for any issuer to issue or sell a gift check, gift certi�icate, and gift card

that contain an expiry date.

Only gift checks, gift certi�icates, and gift cards that are issued to a consumer under an award, loyalty, or promotional program are excluded from the coverage of the bill.

Any violator shall be subjected to a �ine of not less than PHP500,000 but not more than PHP1 million or imprisonment of one to �ive years, or both, upon the discretion of the court.

The Department of Trade and Industry is tasked to be the lead implementing agency.

The Senate has already passed its own version on third reading last August. (PNA)

o help solve so many grave problems confronting the country, a local businessman reiterated his earlier proposal to reopen a designated examination area (DEA) of the Bureau of Customs (BOC) in the Sasa Wharf in Davao City.

Businessman Rodolfo Reta who has been doing business in the Sasa waterfront for decades said the giant x-ray machine estimated to have been acquired by the BOC at about P250 million is capable of detecting all kinds of contraband goods, including illegal drugs, �irearms and explosives. The costly imaging machine was installed by the BOC in the DEA inside the Aquarius Container Yard owned

by Reta pursuant to a memorandum of agreement (MOA) between him and BOC in 2009 has been proven to be effective in detecting smuggled goods,

other contraband items, even illegal drugs.

However, it had been unused and rendered a white elephant for the last seven years, after certain Customs of�icials padlocked the DEA in a controversial move that caused the Ombudsman to later dismiss the services of a Customs collector and penalized three accomplices.

Reta has called on the national government to reopen the establishment and help concerned agencies �ight corruption and the wars on drugs and terrorism.

He said that the reopening of the DEA will help government �lag illegal shipments as well as improve revenue collections.

“The government needs it now as the BOC needs all the help if it wants to �ight smuggling,” Reta said.

The DEA was recently mentioned when the Senate called on Vice Mayor Paolo Z. Duterte and lawyer Manases R. Carpio to a hearing in relation to the smuggling activities in the agen-

cy.

BOC commissioner Nicanor E. Faeldon during the latter’s short stint at the agency to brief him about the importance of the DEA to the BOC operations.

Reta said he was “thankful to Atty. Carpio because he has been helping me in bringing my case to the consciousness of the national government.”

It was in 2015 when Carpio, husband of Mayor Sara Z. Duterte-Carpio, joined Reta’s legal team after a “lengthy due diligence” following the closure of the DEA. Based on the documents available, in 2009, the Customs bureau decided to sign a MOA with Reta for the operations of the DEA, which hosts the P250-million x-ray machine and other facilities for the inspection of suspected contraband items, for 25 years.

The reason for the accord was for the BOC to have a space where it could install the x-ray machine “free of charge” and inspect cargoes, particularly those placed on alert. In return, Reta would provide the trucking services.

Another reason for the signing of the agreement was to stop the entry of contrabands as the BOC commissioner at that time, Napoleon L. Morales even alerted the port to inspect empty containers. “Effective immediately, all empty containers entering the port of Davao shall be a subject of a mandatory x-ray examination,” said Morales in a letter dated December 11, 2009.

The collector of the port of Davao at that time of the signing of the agreement, Ronnie C. Silvestre, said that with the DEA, the BOC could easily achieve its collection target as it would be able to collect the right revenues on cargos.

In February 2010, based on documents, Reta, through one of his lawyers, informed the BOC about a cargo which was declared as construction materials, but which was suspected to be containing rice.

To his surprise, however, instead of appreciating his effort, the collector at that time, lawyer Anju Nereo Castigador, ordered the closure of his DEA on the ground that he was not doing his part of the agreement. The cargo proved to be rice which

the BOC later auctioned off.

Reta suspected that his DEA was closed down because some groups could not bring in their smuggled cargoes as he was strict in implementing the provisions of the contract he signed with the BOC. “They could not include me in their tara system (bribery system), so they decided to shut down the DEA,” he explained.

The “tara” system, which has also become the issue in the Senate hearing at present, is a scheme where unscrupulous players in the BOC would divide among them the bribe that they would get in the entry of cargoes, be they legal or illegal.

This prompted Reta to �ile cases against Collector Castigador and some other of�icials of the BOC, which resulted in the of�icial’s termination from service. Other of�icials were either terminated or suspended as Castigador has appealed his case before the higher courts which have yet to �inally decided on it.

In March 2014, a cargo of cocaine was found inside an empty container van in a private yard in the city.

Reta said the �inding of the illegal drug cargo was due to the failure of the BOC to follow the order of Morales as stated in the letter of the latter in 2009.

Reta’s proposal to reopen the DEA and institutionalize the same in the government’s struggles against corruption and smuggling in the BOC is backed by certain civil society organizations who believed in his crusade in the Sasa wharf.

He said the operation of the DEA could even be sourced out to private groups so there will be total transparency in the graft-ridden customs agency.

He said his proposal is known to all past Customs commissioners and a number of senators, including Sen. Bam Aquino, and some congressmen who want to give his proposal a try for the sake of transparency.

SoCot eyes another seal of good governance award

D

espite previous setbacks, the provincial government of South Cotabato has remained optimistic in getting another Seal of Good Local Governance (SGLG) award this year.

South Cotabato Gov. Daisy Avance-Fuentes said Wednesday the province’s chances for the award have

improved this year after facing problems in the past years over its remittances with the Government Service Insurance System (GSIS).

Such problem had affected the province’s compliance with the �inancial administration criteria of the SGLG, which it last received in 2014.

Last week, the provincial government hurdled the national evaluation for the SGLG, which is spearheaded by the Department of the Interior and Local Government (DILG).

“They are still looking into our GSIS remittances and the compliance of the provincial capitol as a

PWD (persons with disability)-friendly institution,” Fuentes said.

The governor said the local government has undertaken various reforms these past years in line with the SGLG’s 4+1 assessment criteria.

evelopment works have shifted to high gear for the P434 million expansion and rehabilitation of the city international airport’s passenger terminal building to meet its targeted completion in two years.

Engr. Ginalyn Cachuela, manager of the Soccsksargen Area Development Project Of�ice, said the demolition and clearing works are ongoing in portions of the airport’s terminal building as part of the initial construction phase.

She said the preparatory works started last April following the release of the notice to proceed with the project’s construction by the Department of Transportation (DOTr).

DOTr and the Civil Aviation Authority of the Philippines (CAAP) had awarded the project’s contract to joint venture �irms Vicente T. Lao Construction and C.B. Garay Philwide Builders Inc. “This is a two-year project and we expect its completion by April 2019,” Cachuela said in a presentation at the city council’s regular session on Tuesday.

She said the project includes the expansion of the terminal building’s arrival and pre-departure area and the improvement of basic fa-

cilities.

When completed, she said the existing terminal building would expand to around 12,000 square meters.

Aside from the terminal building project, Cachuela said the clearing and stripping works are also ongoing for the expansion of the airport’s apron space, drainage and storm drains.

She said the DOTr has allotted around P54.3 million for the project, which is being undertaken by the Premium Megastructures Inc. The of�icial said the two projects are part of the nearly P1 billion funding approved by the DOTr in 2015 for the upgrading and improvement of the city airport.

She said the other component projects are the upgrading of the airport’s water supply facilities worth P100 million, upgrading of navigational aids worth P137 million, and construction of various support facilities worth P294 million.

hile carrying out the perilous task of combating �ire and smoke, a �ire�ighter is always confronted with threats of injury. And though successful in mastering the craft of putting out a �ire through various techniques in the �ire scene, burn injury is so common that is always expected to hound both the �irst responders and the �ire victims.

The above-mentioned scenario calls for emphasis in the �ire�ighters’ noble mandate of saving lives as the Bureau of Fire Protection (BFP) XI through the Emergency Medical Services (EMS) sponsored a two-day Burn Injury and Trauma Seminar last September 5-6, 2017. The �irst of its kind activity was purposely held to provide knowledge to the �ire�ight-

ers in addressing the said injury in the course of �ire�ighting operation. Innovations in giving �irst aid to burn and suffocation victims were introduced by medical experts composed of burn injury specialists from the Southern Philippines Medical Center (SPMC) - Rizal D. Aportadera, SPMC Burn Institute in Davao City.

It can be noted that SPMC is the lone medical institution that has a burn center in Mindanao and Sulu and only the third in the Philippines with the other two in Luzon. Attended mostly by medical practitioners turned �ire�ighters from different �ire stations and units of BFP XI, the seminar also paved the way for a strong linkage between SPMC and BFP XI as to establishing direct referral of burn patients being rescued

by BFP personnel in the line of duty.

Aside from Davao City Fire District, �ire stations from �ive provinces all over Davao Region can now have direct access to the burn center in Davao City, a positive development which is deemed unprecedented since the inception of the BFP. The event was highlighted with informative audio visual presentations by burn injury specialists of SPMC composed of Dr. Rizal D. Aportadera, FPCS, DPBS, Director Emeritus; Dr. Katrina Victoria B. Angeles, FPAPRAS; Dr. Arnulfo Mapayo; Dr. Kaitlin Ann Lim; Dr. Charmaine Catherine P. Sasa Port ‘s fate

t looks like the much-ballyhooed and the once very controversial modernization of the Sasa Wharf would push through after all.

No less than Davao City Mayor Sara D. Carpio approves of the idea as she prominently mentioned the project in her State of the City Address (SOCA) the other day.

It is now really a question of when the multi-billion peso project will start, considering that the national government is having its hands full with the “Build, build, build!” big ticket infrastructure projects.

As two researchers of the Ateneo de Davao University Center for Business Research and Extension claimed further delay in the modernization could cost the government opportunity losses in the billions of pesos.

Researchers Cleofe Arib and Jocelyn Joson a lot of expected revenue will be lost if the government delays the needed rehabilitation and repairs of the fast decaying facilities of Sasa Port ideally nestled in the city’s original central business district straddling City Hall a little over 10 kilometers away.

This was just one of the �indings of a study on the Sasa Port case conducted by two researchers – Cleofe Arib and Jocelyn Joson, belonging to the Center for Business Research and Extension (CBRE) of the Ateneo de Davao University (AdDU).

“Due to its delayed modernization and upgrading of equipment, the government has incurred opportunity loss,” the researchers said, adding that for 2015 alone, the government has forgone approximately

They said that it is expected that this will balloon to an accumulated total of P1.8 billion in the next �ive years, yes, even granting that there would be no increase in rates and added opportunities to earn more government revenues.

In their study, the lady researchers pointed out the strategic location of the Sasa Port as it “possesses the ideal environment for a commercial port.”

They pointed out at least four advantages of the biggest government port in the region.

They said that Sasa Port is along the Pakiputan Strait and opposite the island Garden City of Samal, a strategic location that “offers natural protection from the force of high winds and powerful waves needed for safe berthing and anchorage. There is no need to construct breakwaters.

Another advantage is that the port has deep waters. The researchers said the draft at Sasa wharf is at 10 meters which is suf�icient to accommodate larger ships with minimal dredging needed.

“At least 200 of the country’s largest companies operate in the city and the Davao region is Mindanao’s major economic center in terms of value of gross domestic product,” the research indicated.

Indeed, we can rhapsodize on these numerous advantages, but still our greatest enemy is procrastination on the part of government which has the resources to �ix the port.

roductiveness in pursuing business was a key element in the speedy rise of Japanese in�luence in Davao’s prewar economy. All throughout the region, without fail, they acquired properties by effectively circumventing the existing regulations on land ownership during that period.

Utilizing dummies, marrying local maidens, or entering into contracts were some of the remedies the Japanese, including some American expatriates, had to adopt in order to maintain their hold of agricultural lands they cultivated into sprawling abaca plantations.

This uneasy development was not lost on lawyer Pantaleon Pelayo Sr., a Davao delegate in the 1934 Constitution Convention, who delivered an impassioned speech on September 22, 1934, condemning the Japanese incursion and calling on the framers of the Commonwealth Constitution to limit the ownership of lands to Filipinos only.

He declared that “insular, provincial, and municipal of�icials in Davao are in connivance with Japanese in the alienation of Philippine agricultural lands.”

The exposé, given its preponderance, raised concern in the Department of Agriculture and Natural Resources (DANR). In reaction, Sec. Eulogio ‘Amang’ Rodriguez ordered a full examination of the Japanese landholdings in Davao.

Maybe there’s no actual magic in it, but when you know what you hope for most and hold it like a light within you, you can make things happen, almost like magic.”

The statement above, from the pen of Laini Taylor (author of Daughter to Smoke and Bone), came to my mind while reading The Gift of Hope, written

by Susan Strohm. In her article, she tells of being at the Mayo Clinic in Minnesota, United States, awaiting the results of a battery of neurological tests. Doctors were searching for the mysterious cause of her period blurred vision and profound fatigue.

With Strohm in the waiting room was another patient also waiting for the results of her tests. As strangers sometimes do when they face a similar crisis, Strohm and the older woman shared fears and problems. The older woman talked about grandchildren, and Strohm spoke lovingly of her two gradeschool children and worried husband.

After several hours, the older woman was called into a private of�ice.

She emerged relieved and smiling, telling Strohm her only problem was a light elevation in blood pressure. “I hope your tests results are as promising as mine,” she told Strohm and added: “If they aren’t, please try to �ind comfort in this little message.”

The older woman extended her hand and pressed a small laminated plastic copy of Reinhold Niebuhr’s

The Pelayo provision On January 7, 1935, the secretary dispatched a six-man committee to Davao led by Alfredo Fajardo of the Bureau of Lands as chair. The committee was under instruction to gather speci�ic data on the extent and nature of the Japanese landholdings and to make recommendations.

Not content, Sec. Rodriguez and a party of 15 government of�icials also traveled to Davao to conduct a separate study on the role the Japanese played in the region. This development came a day after he made a public statement on a plan to buy all Japanese-held lands in Davao to the tune of PhP20 million, the equivalent of PhP720 million in 2017!

Rodriguez called the recommendation, to be paid on installment basis, as “ef�icacious and expeditious” and that the Davao Consul General Kimura was agreeable to the suggestion. Grant K. Goodman, in Davao: A Case Study in Japanese-Philippine Relations (1967) wrote: “On his arrival at Davao, Secretary Rodriguez held a series of discussions with provincial of�icials, prominent business �igures, and leaders of the foreign community, including Consul Kaneko. Not unexpectedly, Kaneko [said] the Japanese in Davao came there simply to make an honest living, that they had no ulterior motives, and that they did not intend to stay permanently in the serenity prayer into Strohm’s palm. It reads: “God, grant me the serenity to accept the things I cannot change, the courage to change the things I can, and the wisdom to know the difference.”

Almost immediately, Strohm was called to the neurology department, where the physician told her she had multiple sclerosis (MS). The doctor told her there were three distinct types of MS, but she had the “best” kind. It would not likely cripple her nor result in her death, the doctor said.

“I don’t enjoy having the ‘best’ kind of MS, but I �ind immeasurable contentment in the message a caring stranger gave me,” she wrote. “When hopeless depression threatens, I read those simple, ful�illing words and am reminded a higher power offers hope and refuge to all.”

In Eat, Pray, Love, author Elizabeth Gilbert penned: “Deep grief sometimes is almost like a speci�ic location, a coordinate on a map of time. When you are standing in that forest of sorrow, you cannot imagine that you could ever �ind your way to a better place. But if someone can assure you that they themselves have stood in that same place, and now have moved on, sometimes this will bring hope” Former American president Barack Obama himself said so, too. “The best way to not feel hopeless is to get up and do something. To direct cadastral parties to go to Davao and other Mindanao areas to subdivide public lands into small parcels which would be made available only to quali�ied applicants.

To cancel immediately or reject applications from government of�icials guilty of leasing or subleasing to Japanese or other aliens.

To cancel other illegal leases or subleases after a general study of all the contracts entered into had been undertaken.

To have the government plan a de�inite policy of not renewing land leases under Acts 2921 and 2975 when they expire.

To require all notaries public to submit to the Secretary of Agriculture and Commerce a copy of all contracts executed by them affecting any lands involving aliens.

He said the Philippine Army could even pursue its reintegration program, continue securing the people, and developing con�lict-resilient communities.

“It is not about winning the war but it is about winning the peace,” Datuin stressed, hoping that the other side will also respect the peace initiatives of the mayor.

“Let’s give it a try,” he said.

Meanwhile, Lt. Col Raymund Lachica, Commander of the Army’s 3rd Infantry Battalion, said it is a good move on Mayor Sara to look for political solution to the ongoing con�lict with the NPA. The 3rd IB covers the area of Davao City’s Marilog, Calinan, Toril and Marilog Districts. These are also the areas where NPA guerrilla fronts 54, 56, and Pulang Bagani Command (PBC) 1, 2, and reportedly

Luisa Bermudo, Lawyer Eliza Lapeña from the City Legal Of�ice, Barangay Captain Joselito Areja of Barangay Malabog, Davao City Archbishop Romulo Valles, representative from the private sector, and 2 other consultants.

She said the city is still vetting for a chairperson from the private sector.

Duterte-Carpio said the committee will initiate all the negotiations between the local government and the rebels to ensure lasting peace in the city.

“It is the duty of your duly elected public of�icials to pursue just and lasting peace in the city, we have created the Davao City- Local Peace Committee with the objective and function to manage the localized peace talks with the NPA operating within the area of responsibility of Davao City,” she said.

The mayor said it is her duty as a local government leader for the Dabawenyos to achieve just and lasting peace even if the national government already suspended the peace negotiations with the NDF. If the committee fails to achieve positive outcome in a year, she will terminate it in November 2018 and �ind alternative solution to bring peace in the city.

“The life of the committee will only be until November 2018. If there are no signi�icant developments and movements in the localized process, we will pursue other options to achieve peace,” the mayor said.

“I am asking our NPA friends to work with us in the local government. After all, we all want to see a better Davao and we surely can attain this if you work beside us,” she urged.

It can be recalled that Duterte-Carpio already offered the NPA for local talks as long as they will be sincere with their intention to put down their guns and accept her job offer for them.

A helping hand

O

n that day in May as she was preparing for the anniversary of the founding of the Integrated Resource Development for Tri-people, an organization that she established, Kalma Jikiri-Isnain was worried as it was at that time when President Rodrigo Duterte declared Martial Law in Mindanao so he could focus on defeating the extremists that wrought havoc in Marawi City.

Jikiri-Isnain, who has focused her energy in helping the vulnerable sector, expressed her worry as some members of the non-government organization that she has led were in Marawi City to provide assistance to communities. “I have been in touch with them,” she told the visitors who were gathered in the headquarters of her organization.

Immediately the day after, Jikiri-isnain and several others visited a community of temporary shelters of those displaced of the September 2013 siege in Zamboanga City where as many as 100 families have been staying at that time even when several others were already transferred to their permanent communities.

Those members of families who were still staying at the community at that time still complained of the lack of basic utilities, particularly water, even when the government has been attending to them four years after the incident.

“Those extending help to the displaced people must muster sensitivity because each tribe has a different of culture,” she said, alluding to the daunting task

of rehabilitating Marawi City as both government and its partners have even found themselves facing huge problems in dealing with the impact of Zamboanga siege when the community that was devastated was even smaller.

For the children in the temporary shelter community, it was good that the group of Ms. Jikiri-Isnain was able to set up a center for them which not only serves as school for them but also a go-to place for their mothers. “This is not just their school, but this is also the center for their mothers for them to learn about the basics of managing their homes.”

EXPOSED TO CONFLICT Although at �irst she wanted to become an accountant when she entered college, her aunt, then a faculty member of the Western Mindanao University, convinced her to enrol in social work which she �inished in 1994.

Immediately after �inishing her degree, she hopped on to become a volunteer teacher in Zamboanga City which exposed her to children with special needs, with her knowledge in social work coming in handy.

Having spent her childhood in Sulu being a member of a prominent family of the province, the displacement of people is not new to Jikiri-Isnain as like any other Moro, she also saw with her own eyes how people in her province had to leave their homes brought about by the campaign of the government against the Moro rebels.

She continued working for an NGO and that in 1998, she became a United Nations volunteer under the Government of the Philippines-United Nations Multi-donor program where she spent four years. After that stint, she went on to become a consultant in project development, training community volunteers and peace advocates, many of them members of the Moro National Liberation Front who had started assimilating themselves back to their communities after the group signed an agreement with the gov-

ernment in September 1996.

Jikiri-Isnain helped the former rebels draft their proposals for funding and organized women so they could become productive. As she was doing these initiatives, she thought it would be better to help these vulnerable group if she could establish her own group.

It was in 2003 when she established the Mindanao Integrated Resource Development, a non-government organization that has been helping the provinces in the Autonomous Region in Muslim Mindanao.

ESTABLISHING A HELPING HAND Because she saw that her job was limiting, as there were others who needed help, she then set up the Integrated Resource Development for Tri-People (IRDT) three years later to expand the reach of her work to other areas outside the ARMM, particularly Western Mindanao. The NGO, which has about 100 employees, is present in four areas within the Western Mindanao area, including the ARMM.

Since then, Jikiri-Isnain, who also completed her masters degree in social work last year, has also been collaborating with the government and international organizations in serving vulnerable communities.

Even as she was leading these NGOs, she was also involved in other social initiatives as she served as community development specialist for the ARMM Social Fund from 2003 until 2006 and as area technical assistant for Western Mindanao for ACT for Peace Program until 2006 until 2010.

Sin 2014, she was tapped for a �ive-year contract as area coordinator fos Zamboanga of�ice of a contractor of the United States Assistance for International Development, but she eventually gave up the contract because she wanted to

focus on her NGO. Her work has also provided her with some recognitions, among them the most outstanding alumna of her university in the �ield of social work.

Even with the activities she is involved in, however, Jikiri-Isnain said she will not abandon her family; her children, her husband, her parents and other members of the kin. “They keep me place my feet on the ground,” she added.

But she said the pockets of armed con�lict in Marawi City and elsewhere in Mindanao has made her realize that she needs to double her efforts. “For as long as there are vulnerable communities, we will continue to do what we believe we can do for these vulnerable people,” she added.

Chris Gavina sees a perfect fit for top draft prospect Christian Standhardinger to spark Kia’s turnaround in the PBA.

HRIS Gavina is aware all current talk about KIA Picanto has less to do with their winless stint so far in the PBA Governors Cup, but more on the franchise’s next move should they end up with the top overall pick in the coming draft.

No of�icial order of drafting has been released by the league, although based on the performance of all 12 teams going into the homestretch of the season, signs point to the Picanto as the probable owner of the coveted pick in next month’s rookie draft.

In determining the order of draft, performances of all teams will be based on percentages in the Philippine Cup (40 percent), Commissioner’s Cup (30 percent), and Governors Cup (30 percent).

N L E X , Blackwater, and KIA are the three teams in contention for the top pick, but it appears the Picanto have the edge out of the two at the moment.

While Gavina is thrilled at such prospect, he actually has no idea at what management plans about the coming new season.

Heck, he isn’t even sure of his fate with the franchise.

“That’s a great position to be in. Hopefully, I’ll still be (the) coach,” said the FilAm mentor, who acts as the lead deputy of

playing-coach Manny Pacquiao, in between laughs.

But he said owning the top pick would be a great opportunity for the Picanto to turn the franchise around, especially after a disappointing campaign this season that had the team failing to make the playoffs and compiling a combined 6-25 (win-loss) record going to its last two games in the season-ending meet against San Miguel and Star.

Gavina was vocal enough to mention big Fil-German Christian Standhardinger as almost a sure bet for the no.1 overall draft.

“If we can get a guy like Standhardinger, with his experience, demeanor on the court, skill set, he can easily turn this franchise around if you can get him,” said Gavina, the brainchild behind the new sports drink Impakt.

But then, the coming draft is not all about the 6-foot-7 Standhardinger.

There are a couple of Fil-Ams and locals, too, who impressed the KIA coach, among them Jason Perkins and national team member Raymar Jose, who reminds him of a do-itall veteran forward from Barangay Ginebra.

“All those guys are so versatile they really remind me of Joe Devance, tough guy that has multiple skills set and great basketball IQ,” he pointed out.

Then there’s also the duo of Davon Potts and Andreas Cahilig.

“I like Potts and Cahilig, he impressed me a lot during their championship run (in the D-League with Cignal HD),” said Gavina. “So hopefully all of these guys land our way.”

The KIA coach, though, failed to mention one thing: Will the Picanto keep their draft pick or not?

Lakers set to honor Kobe L

OS ANGELES — One retired jersey number just isn’t enough for Kobe Bryant and the Los Angeles Lakers.

The Lakers will retire Bryant’s No. 8 and No. 24 in a ceremony Dec. 18 during their game against Golden State, the franchise announced on Tuesday.

Bryant wore No. 8 from 1996 to 2006, when he switched to No. 24 for the remainder of a 20-year career spent entirely with the Lakers. He will be the 10th player honored by the Lakers with a retired number hung high on the Staples Center wall, but the �irst in NBA history to have two numbers retired by the same team.

“Kobe’s jerseys are taking their rightful home next to the greatest Lakers of all time,” Lakers owner Jeanie Buss said. “There was never any doubt this day would come. The only question was when. Once again, Lakers fans will celebrate our hero, and once again, our foes will envy the legendary Kobe Bryant.”

test conducted on the ‘B’ sample of the urine provided by Jon Jones to a United States Anti-Doping Agency collector on July 28 has con�irmed the presence of turinabol in his system.

Sources close to the UFC con�irmed to the Review-Journal information �irst reported by ESPN.com on Tuesday.

Now that the original �indings have been backed up, the adjudication process can move forward between USADA and the UFC light heavyweight champion.

The sample was collected the night before Jones won back the belt with a third-round knockout of Daniel Cormier in

the main event of UFC 214 in Anaheim, California.

The development does not come as a surprise as ‘B’ samples almost invariably con�irm the �indings of the ‘A’ sample.

A blood test conducted on the night of the �ight has come back clean, but was not screened for the same substances.

Jones, who will likely go before an arbitrator to decide his fate on the latest infraction, faces a potential ban of up to four years for his second violation of the UFC’s anti-doping policy, which is administered by USADA. He was previously suspended one year when he was found negligent after testing posi-

tive for two estrogen blockers, which he argued were found in a tainted sexual enhancement pill he had received from a friend.

Jones, 30, was �irst stripped of the title as a result of several legal issues, including a hit-andrun accident in Albuquerque, New Mexico.

It is very possible UFC of�icials will again take the belt away from Jones, though no determination has been made at this point.

Messi struck two shots past Buffon to lead Barcelona to a 3-0 victory over Juventus in their opening match of the Champions League on Tuesday.
