The BDF facility converts used cooking oil to biodiesel fuel, primarily reducing the amount of harmful emissions and prevents water pollution and blockage of sewage sys-

tem.

The facility from Japan International Cooperation Agency (Jica) arrived in the city last June and has already initially converted 1,000 liters of used cooking oil, currently fueling several of the city government’s vehicles, also part of the test run.

Davao City Mayor sees this as an important milestone for the city, most especially that waste management is one of the key priorities of the city government of Davao, moreover, consumers will be able to

save half of what they are currently paying for a liter of diesel since Biodiesel Fuel will be sold at P16 per liter only.

Woman says Maute warrior looked like her missing son

woman said she may have found her longlost son, who disappeared seven years ago, after seeing a social media photo of alleged child warriors of the Maute terrorist group.

Rowhanisa Abdul Jabar, resident of Tondo, Manila, said she was stunned upon seeing the Facebook photo in question, which showed three teenage boys brandishing high-powered �irearms.

One of the boys, she said, had eerie similarities with her son Azramie, who was abducted when he was only three on July 4, 2010 at their rented apartment in Manila.

A househelp named Ula Urada was arrested in connection with the boy’s disappearance, though her other accomplices remain at-large.

Authorities said the Maute terrorist group has been known to use child warriors in their months-long siege of Marawi City.

Last month, a captured 17-year-old Maute member said that as part of their training, child warriors are asked to perform beheading before they can “graduate.”

Faisal (not his real name) said he has been training with the group since he was 10 years old.

Jabar appealed to the military to bring the child, whom she believed to be her son, alive.

he Department of Trade and Industry is staging a conference to update concerned stakeholders on policy directions and inform them about the latest in the Philippine Micro, Small and Medium Entrepreneurs Development Agenda.

About 400 entrepreneurs from all over Zamboanga Peninsula are expected to attend the one-day activity, dubbed as the 2017 Zamboanga Peninsula MSME Conference, which is set on Wednesday, August 30, in Pagadian City.

The land referred to sits on

the conservation area but very far from the environmentally critical area.

If approved by the city council, it will ensure stable water supply for the city in the next 30 years.

DCWD is praying for the urgent approval so that they could start the construction of the Water Treatment plant by November or December.

“The production wells numbering around 67 will be our buffer,” said De Lima. “This buffer will ensure the water supply of the future generation.”

169,448 hectares rice areas in the region, only about 10,000 hectares are planted with hybrid rice, according to Torres.

The area only accounts 5.9 percent of farms cultivated with rice in the region’s six provinces.

About half of the areas devoted to hybrid varieties are covered by DA’s program known as enhancing competitiveness through expanded hybrid rice seeds utilization in three Samar provinces identi�ied as low yielding areas. The program provides free seeds and fertilizers to selected farmers.

“We are trying to educate farmers on the bene�its of us-

ing hybrid seeds. We also need support from local government units since the national government cannot shoulder the cost of providing high yielding seeds,” Torres said.

In demonstration farms, a hectare planted with hybrid seeds yield nine MT, nearly �ive times more than the average yield of traditional seeds.

The low utilization of high yielding seeds is cited as the reason behind the region’s consistent failure to reach the one million MT annual rice yield since 2008.

Last year, the region posted a 954,844 MT output, even lower than the 955,709 MT harvest in 2015.

DA notes low use of hybrid rice seeds in east Visayas

tilization of hybrid rice varieties in Eastern Visayas remains low, a major setback in hitting the one million metric tons (MT) annual target yield in the region, the Department of Agriculture said on Tuesday.

DA-Eastern Visayas Assistant Regional Director for Research and Regulations Elvira Torres said majority of farmers still use traditional seeds due to its availability and cheaper buying cost.

A farmer spends PHP5,000 to plant high quality seeds in a hectare or three times higher than the cost of cultivating traditional seeds.

Online program for ASEAN women entrepreneurs on

A

n online program for women entrepreneurs of the Association of Southeast Asian Nations (ASEAN) regional bloc was launched Monday afternoon at the Philippine International Convention Center in Pasay City.

The program, called Women ICT Frontier Initiative (WIFI), seeks to promote women entrepreneurship in Asia and the Paci�ic through information and communication technology (ICT) capacity development.

The United Nations Asian and Paci�ic Training Centre for Information and Communication Technology for Development (APCICT), in partnership with the Department of Information and Communications Technology (DICT), Philippine Commission for Women (PCW) and the ASEAN Women Entrepreneurs Network (AWEN), spearheaded the launch.

A �lagship project of the UN APCICT, WIFI aims to create socially and economically empowered women through ICT-enabled entrepreneurship.

It pursues accomplishing this objective through strengthening the capacity of current and potential women entrepreneurs in Asia and Paci�ic in utilizing ICT and

enhancing the capability of government leaders and policymakers in cultivating an enabling environment for ICT-empowered women entrepreneurship.

APCICT is a regional institute of the Economic and Social Commission for Asia and the Paci�ic (ESCAP).

In his keynote address, DICT Secretary Rodolfo Salalima called for all sectors of society to push for gender equality and economic empowerment of women.

“The WIFI initiative strengthens the women’s capacity for entrepreneurship through the use and application of ICT which will assist them in business development and management. Digital technology will signi�icantly improve the productivity and ef�iciency. A signi�icant growth in female employment can be expected,” according to Salalima.

APCICT/ESCAP Director Hyeun Suk Rhee said it has been in the forefront of implementing women development programs in the Asia Paci�ic region. It likewise recognizes ICT as an enabler of sustainable development in the region.

“The initiative aims to strengthen the capacity of women in utilizing ICT for the growth of business,” she said.

PPSTA head backs TRAIN

he president of the Philippine Public School Teachers Association has given his full backing to the proposed Tax Reform for Acceleration and Inclusion Act (TRAIN), which he views as a “bene�icial” tool that will uplift not only the economic status of its members, but their dignity and morale as well.

In a statement, PPSTA president, Dr. Kahar Macasayon also said this tax reform package will put �lesh into the constitutional mandate of granting the highest budgetary priority to education and help ful�ill the goal of the Magna Carta for Public School Teachers to make public schools attractive to the best quali�ied minds in the teaching profession.

“The tax reform serves as an eye-opener to the current economic standing of government employees most especially the public school teachers in the country. This tax reform is a social legislation intended to uplift the dignity and morale of our teachers, notwithstanding the intricacies within their sphere,” said Macasayon in a statement of support addressed to Finance Undersecretary Karl Kendrick Chua.

He added that “in the several meetings and consultations held on separate occasions with the Department of Finance (DOF), PPSTA considers this tax reform bill a welcom[e] development

bene�icial to the teachers.”

Macasayon heads the PPSTA whose members include administrators, supervisors, classroom teachers and non-teaching support personnel in the country’s public schools.

“Now, it is but timely that the Tax Reform Bill now pending in Congress be passed in the soonest possible time in order to address pressing concerns affecting [the] welfare (of public school teachers) and (their) well-being in general,” read the statement.

The TRAIN was approved by the House of Representatives as House Bill 5636 last May 31 and is now under consideration by the Senate. This tax reform bill aims to slash personal income taxes by making the �irst P250,000 in income of compensation earners tax exempt while providing for complementary measures that will raise additional revenues to help fund the government’s unprecedented spending on infrastructure, education, health and other social services.

The PPSTA noted that the Constitution provides that “the State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and ful�illment.”(DOF)

inance Secretary Carlos Dominguez III told American business leaders that now is the best time to invest in the Philippines, given its vibrant economic prospects anchored on an unprecedented infrastructure buildup on the Duterte watch.

Dominguez said President Duterte’s “Build, Build, Build” program, which is a capital-intensive undertaking to be partly funded by the administration’s Comprehensive Tax Reform Program (CTRP), aims to modernize the country’s logistics backbone, attract investments and create more jobs.

“We are making the right investments, we are moving ahead,” Dominguez said in his recent meeting with members of the US-ASEAN Business Council led by its president and CEO Alexander Feldman.

Besides Feldman, also

present at the meeting were Ambassador Michael Michalak, Senior Vice President and Regional Managing Director of the Council; Kim YaegerDirector for ICT and Energy in Maritime Southeast Asia; Riley Smith- Senior Manager for Energy in the Philippines and Singapore; Elizabeth Magsaysay-Crebassa, Senior Representative, ASEAN-Philippines; and Evelyn Mariano, Representative, Philippines.

Representatives of US companies in Asia such as 3M, Citi, Coca-Cola, Emerson, Exxon Mobil, Fluor, Fod, IM System Group, Microsoft, Monsanto, PMFTC Inc., Uber, UPS and Visa also attended the meeting.

Feldman said they met with Dominguez to �ind out how American companies can support the Philippine government in carrying out its economic agenda.

In response to queries about the government’s

economic priorities, Dominguez told the Council that in President Duterte’s recent State-of-the-Nation Address (SONA), the chief executive gave his unequivocal support not only for reforms in tax policy and administration, but also in running after bigtime tax cheats.

Dominguez informed them that the President has accepted the offer of a cigarette manufacturer to settle its tax iabilities for P25 billion, which will rise to P30 billion inclusive of the value added tax--the biggest settlement ever in the Philippines’ tax history.

Mr. Duterte also said that the case of the cigarette manufacturer, which is facing several criminal complaints before the Department of Justice for using counterfeit tax stamps, should serve as a lesson to others that his “administration will spare no one found cheating the gov-

ernment of its due.”

Dominguez has said that the Philippines’ benign interest rates, low oil prices, positive credit ratings, low debt-to-GDP ratio and its young, dynamic workforce are among the key factors that will help sustain robust economic growth beyond the medium term and entice investors to relocate here.

He also told American investors at the meeting that the government is currently reviewing its Foreign Investment Negative List to further liberalize and open more industries to foreign investors.

istration has a number of remaining reform packages it wishes to push, and a good working relationship with the legislators would be key going forward,” Angara said.

During his second State of the Nation Address, President Duterte urged the Senate to pass the proposed comprehensive tax reform package “in full”.

Senators previously expressed their doubts to pass their version of the package citing several concerns such as the effect of petroleum taxes and excise taxes on poor sectors.

Franklin Drilon, however, revealed that the President has accepted that “�lexibility” is needed on the part of the executive to ensure the passage of the proposed tax package.

Drilon said the President “left it to the good judgment” of the legislature and consultation with the DOF as to what is the appropriate tax structure to be passed.

The House of Representatives has already approved the �irst package with 246 votes that are in favor, nine against it, and one abstention last May 31.(PNA)

Senator says no finality if tax bill will be vetoed

enator Juan Edgardo Angara on Tuesday said that it is too early to say if the proposed tax reform program will be vetoed if the House version of the package would be “watered-down” by the Senate.

“It’s a bit early for that considering the Senate committee has yet to come up with a �inal version,” Angara, chair of the Senate Committee on Ways and Means, said in a press statement.

Angara made this remark after Department of Finance Secretary (DOF) Carlos Dominguez said that his agency is likely to recom-

resident Rodrigo Duterte must have surprised his critics when a recent survey revealed that most Filipinos see him as a caring and loving leader.

This is the opposite of the images being drawn by the President’s critics and political rivals. What they project to the whole world as a “serial killer”, “murderer”, and “butcher” is not what people see him to be. In fact, the survey reveaed he is the most caring and loving aside from being solid and decisive.

The survey results were made involving the top �ive of�icials of the land and President Duterte just topped all quarters with a very wide margin. HIs main rival-Vice President Leni Robredo--who has always thrown herself around as a virtual comfort blanket--was a distant second in the survey.

President Duterte’s compassion is genuine and that perhaps lingered on people. From his tenure as Davao

This latest survey should open the eyes of his critics and foes that they have failed to bring the man down despite �iring on all cylinders.

It will take a hell of a demolition job to put the charismatic leader down. At this point, it is rather unlikely that even the most damning attacks from militants, opposition and church could change what people felt about their leader. It’s no secret. roductiveness in pursuing business was a key element in the speedy rise of Japanese in�luence in Davao’s prewar economy.

All throughout the region, without fail, they acquired properties by effectively circumventing the existing regulations on land ownership during that period.

Utilizing dummies, marrying local maidens, or entering into contracts were some of the remedies the Japanese, including some American expatriates, had to adopt in order to maintain their hold of agricultural lands they cultivated into sprawling abaca plantations.

This uneasy development was not lost on lawyer Pantaleon Pelayo Sr., a Davao delegate in the 1934 Constitution Convention, who delivered an impassioned speech on September 22, 1934, condemning the Japanese incursion and calling on the framers of the Commonwealth Constitution to limit the ownership of lands to Filipinos only.

He declared that “insular, provincial, and municipal of�icials in Davao are in connivance with Japanese in the alienation of Philippine agricultural lands.”

The exposé, given its preponderance, raised concern in the Department of Agriculture and Natural Resources (DANR). In reaction, Sec. Eulogio ‘Amang’ Rodriguez ordered a full examination of the Japanese

This was the recommendation of Dr. Wilfredo Roehl Y. Licuanan during his talk at the recent forum on National Coral Research and Development Program organized by the Department of Science and Technology (DOST).

“Reefs do not form overnight.

They take thousands of years to develop,” he said in his talk entitled “Current Status of Philippine Coral Reefs and Prospects for the Near Future.”

According to him, the current coral reef crisis cannot be resolved by coral gardening as it is expensive and is not practical. The method, he said, is also risky as instead of actually repairing the damaged coral reef, it might harm the reef even more.

A couple of years ago, I attended an international conference on coral reefs in Fort Lauderdale, Florida. In a press conference during the symposium, Dr. Baruch Rinkevich, a senior scientist with the Israel Oceanographic and Limnological Research, talked about the so-called “gardening coral reefs concept,” a method inspired from forest restoration guidelines.

The Pelayo provision landholdings in Davao.

On January 7, 1935, the secretary dispatched a six-man committee to Davao led by Alfredo Fajardo of the Bureau of Lands as chair. The committee was under instruction to gather speci�ic data on the extent and nature of the Japanese landholdings and to make recommendations.

Not content, Sec. Rodriguez and a party of 15 government of�icials also traveled to Davao to conduct a separate study on the role the Japanese played in the region. This development came a day after he made a public statement on a plan to buy all Japanese-held lands in Davao to the tune of PhP20 million, the equivalent of PhP720 million in 2017!

Rodriguez called the recommendation, to be paid on installment basis, as “ef�icacious and expeditious” and that the Davao Consul General Kimura was agreeable to the suggestion. Grant K. Goodman, in Davao: A Case Study in JapanesePhilippine Relations (1967) wrote: “On his arrival at Davao, Secretary Rodriguez held a series of discussions with provincial of�icials, prominent business �igures, and leaders of the foreign community, including Consul Kaneko. Not unexpectedly, Kaneko [said] the Japanese in Davao came there simply to make an honest living, that they had no ulterior motives, and that they did not intend to stay

Kaneko estimated the Japanese population in Davao at about 13,000 and claimed Japanese investments in the province to be worth between 40 and 50 million pesos. He also said that some 40,000 Filipinos were given employment by virtue of those investments.”

But the larger impact of the Pelayo disclosure was the bearing it created in the country’s relationship with Japan. As a stop-gap measure, President Manuel L. Quezon promptly �lew to Tokyo to explain the snag to authorities.

As a result of the revelation, the constitutional assembly adopted the Pelayo proposal which became Article

13, Section 5 of the 1935 Constitution: “Save in case of hereditary succession, no private agricultural land shall be transferred or assigned except to individuals, corporations or associations quali�ied to acquire or hold lands of the public domain of the Philippines.”

In the cancellation of lease contracts of lands under the Japanese, the Commonwealth government adopted a more friendly option by asking the foreigners to renew their application for agricultural lands or �ile a motion for reconsideration for the landholdings cancelled with the rati�ication of the new constitution.

On his return to Manila, Sec. Rodriguez came out with four possible solutions to the Davao conundrum, namely: unconditional cancellation of illegally leased public lands, dissolution of subleasing with compensation for losses, legalization of subleases, and cancellation of subleasing and permitting direct leases by Japanese.

Five days after arriving in Manila on February 14, 1935, Rodriguez issued a public statement on the �indings on the Davao land problem his personal inquiry had yielded. He concluded that the Japanese by now had controlled 59,998.8659 hectares of land in Davao Province. Seven remedies were adopted as a result of the inquiry, namely:

To suspend of any action related to public land concessions in Davao and other Mindanao regions until such time the best scheme in disposing the lands shall have been found.

To exercise closer supervision in the issuance of pasture permits by the Bureau of Forestry and provisional permits for pasture purposes by the Bureau of Lands.

To direct cadastral parties to go to Davao and other Mindanao areas to subdivide public lands into small parcels which would be made available only to quali�ied applicants.

To cancel immediately or reject applications from government of�icials guilty of leasing or subleasing to Japanese or other aliens.

To cancel other illegal leases or subleases after a general study of all the contracts entered into had been undertaken.

To have the government plan a de�inite policy of not renewing land leases under Acts 2921 and 2975 when they expire.

To require all notaries public to submit to the Secretary of Agriculture and Commerce a copy of all contracts executed by them affecting any lands involving aliens.

As of December 31, 1934, the secretary reported, there was already an estimated population of 13,857 Japanese in Davao.

or anyone interested in studying corals pursue basic science to understand reefs; consider other ecological processes in conducting reef restoration efforts, and integrate restoration with management efforts.

Coral reefs, which are described as “Eden beneath the waves,” support a quarter of all marine species, as well as half a billion people around the world.

And they are fast disappearing from this planet.

“This isn’t something that’s going to happen 100 years from now. We’re losing them right now,” said marine biologist Julia Baum of Canada’s University of Victoria. “We’re losing them really quickly, much more quickly than I think any of us ever could have imagined.”

Even in the Philippines, home to more than 7,000 islands, coral reefs are not spared from extinction.

Our country has about 27,000 square kilometers of coral reefs.

Two-thirds of them are in Palawan (the country’s last frontier) and Sulu Archipelago.

Of the almost 700 coral species known to man, 500 of these species can be found in our country. But only 400 of these remain, according to the Center for Environmental Concern.

Yes, we are losing our coral reefs.

A survey conducted in 19911992 by the Regional Fishermen’s Training Center in Panabo, Davao del Norte at Sarangani Bay and Davao Gulf had shown that most of the shallow or inshore coral reefs “were totally damaged because they are exposed to greater pressure.”

As early as 1970s, the EastWest Center in Hawaii had already sounded the alarm. At that time, the study disclosed that more than half of the reefs in the country were “in advanced states of destruction.”

The same study reported that only about 25% were considered to be “in good condition” while only 5% were “in excellent condition.”

Nothing much have changed since then. In truth, the destruction of this vital Philippine resource is getting worse, as recent studies have shown.

“Nowhere else in the world are coral reefs abused as much as the reefs in the Philippines,” commented marine scientist Don C. McAllister, who once studied the cost of coral reef destruction in the country.

“To lose coral reefs is to fundamentally undermine the health of a very large proportion of the human race,” said Ruth Gates, director of the Hawaii Institute of Marine Biology.

“In past efforts, we have taken coral colonies from healthy localities and transplanted them into denuded areas,” Dr. Rinkevich said. “This method resulted in low survival rates and in�licted stress on donor coral colonies.”

But in the case of the Philippines, coral gardening might not work. Dr. Licuanan claimed that 80% of the coral mortality is actually caused by various human activities and not natural calamities.

He cited the case of the minesweeper ship USS Guardian.

On January 17, 2013, the ship ran aground on the south atoll of the Tubbataha Reefs, a delicate ecosystem in the Sulu Sea treasured for its rich marine biodiversity.

The grounding damaged 2,345 square meters of coral on the reefs.

What made the damage alarming is the fact Tubbataha Reefs is considered a World Heritage Site by the United Nations Educational, Scienti�ic and Cultural Organization (UNESCO).

“The better thing to do is to take care of the remaining reefs,” Dr. Licuanan suggested.

resident Rodrigo Duterte has declared September 1 a regular holiday in observance of the Muslim festival Eid’l Adha or the Feast of Sacri�ice.

The declaration was issued through Proclamation No. 297 which the President signed August 29, 2017.

The National Commission on Muslim Filipinos (NCMF) has recommended September 1, which falls on

a Friday, as the day corresponding to the observance of Eid’l Adha based on the Islamic Calendar.

Eid’l Adha is one of Islam’s two major feasts that is celebrated worldwide each year.

AFP, PNP deploy all-female contingent in Marawi City

I

n line with government efforts to care for families displaced by �ighting in Marawi City, the AFP and PNP of�icially deployed Tuesday an all-female civil relations company in the war-torn locality.

The send-off ceremony in Villamor Airbase, Pasay City was spearheaded by Armed Forces of the Philippines chief-of-staff, Gen. Eduardo Año.

The contingent is composed of 105 troops, of which 100 are enlisted military and police personnel, and �ive of�icers, including four from AFP. Of the 105, 30 are from Luzon, 59 from Mindanao, and 16 from Visayas consisting of various religious denominations.

“The all-female CRC will be deployed to Marawi to form part of an inter-agency team that shall assist in the implementation of rehabilitation and recovery programs for internally-displaced persons (IDPs) in the battle-stricken city,” AFP public affairs of�ice chief, Col. Edgard Arevalo, said.

Their mission is to assist in the implementation of programs that will help IDPs who have been traumatized by their experience in the ongoing clashes in Marawi City.

“The CRC may also serve as a mother or elder sister �ig-

ure to the evacuees, especially the youth, to help alleviate their conditions in various evacuation centers,” Arevalo added.

Prior to their send-off, the CRC completed the required pre-deployment training organized by the AFP Civil-Military Operations School, and Teach Peace, Build Peace Movement from Aug. 21 to 25.

The CRC will be under the operational control of Western Mindanao Command. They will be positioned in evacuation centers as well as in communities that signi�icantly need rehabilitation.

The deployment of the all-female CRC is one of the efforts of the Joint AFP-PNP Civil Relations Committee .

It seeks to promote and enable the coordination and synchronization of AFP Civil-Military Operations and PNP Police Community Relations on matters relating to national security and development.

“The AFP and PNP recognize the need to address the substantial psychological stress experienced by the residents of Marawi City. With this, we commit our forces not only to liberate Marawi from the terrorists but to help the city get back up on its feet again, and ensure the protection of its citizens,” Año said. (PNA)

Tribal meets technology MODA Mindanao, the South’s longest running fashion design competition, returned this year in SM Lanang Premier to celebrate unpublished and original fashion designs with contemporary interpretations of Mindanao culture and artistry.

On its 12th season, MODA Mindanao had the theme DEMI-COUTURE: Fashion in the Age of Technology. This aimed to bring Mindanao fashion to a new summit, embracing the use of technology to preserve, develop, and promote southern culture and aesthetics.

The design competition is a key fashion component of a bigger SM Supermalls campaign called Festive Mindanao.

The campaign put emphasis on local culture and establishes Mindanao malls as venues for

cultural and artistic endeavors.

Legarda wants Boracay model in eco-solid waste management

orty-seven years after the Datu Bago Awards was instituted in 1969, the book that deals with the life and times of the Moro datu after whom the annual recognition was named, is now off the press.

Written by Edge Davao, columnist-historian Antonio V. Figueroa, the book attempts to piece together the events that led to Datu Bago’s decision to challenge Spanish supremacy at a time when the Maguindanao sultanate was sealing peace accords with the colonial administration.

Included the book is the updated list of the Datu Bago Awards recipients (19692017).

Published through the support of Don Antonio O. Floirendo Foundation, the book, among others, also answers questions on Don Oyanguren’s life, the fate of the steamship Elcano, the role of the Samal natives in the conquest of the datu’s enclave, and the views raised by other researchers on the historicity of accounts about Datu Bago’s escape from the invaders.

The author, who studied

Philosophy at Saint Francis Xavier College Seminary (SFXS) under the Brothers of the Sacred Heart (SC), is the founder of Philippine Industrial Archaeology Society (PIAS), a trustee of Manila Railroad Club (MRC), and an active member of the Philippine National Historical Society, Incorporated (PNHS) and the Davao Historical Society Foundation, Incorporated (DHSF). He is also a nationally awarded journalist.

enator Loren Legarda today urged the Department of Environment and Natural Resources to make Boracay Island in Aklan province a model for ecological solid waste management (ESWM) and renewed her call for stronger implementation of Republic Act 9003.

Legarda, Chair of the Senate Committee on Finance, made the statement during the hearing for the proposed 2018 budget of the DENR after con�irming with the Environmental Management Bureau (EMB) that 12 commercial establishments in Boracay Island illegally used the storm drain canals to discharge wastewater.

The Senator urged the DENR to exercise utmost vigilance especially in monitoring compliance to or violation of environmental laws such as the Ecological Solid Waste Management Act (RA 9003) and the Clean Water Act (RA 9275), even as the EMB has already plugged the pipes from the establishments leading to the storm drain canals and has issued notices of violation.

“Let us make Boracay a model green island that exercises the elements of a blue economy, respecting and protecting the water around it. Let us do the same in Puerto Galera, Pasig River, Laguna de Bay, Manila Bay, and in other areas that are tourist havens and heavily populated,”

said Legarda.

She also renewed her call to ensure full compliance to RA 9003 by all local government units (LGUs) including all barangays in the country.

According to the DENR, there are still 420 LGUs with open dumpsites, which are prohibited under the ESWM Law. “I urge the DENR to strengthen implementation of the ESWM Law and ensure that all barangays in the country are compliant. I know it is a herculean task, but if one barangay can do it, there is no reason for the 42,000 other barangays not to do it,” said Legarda.

The Senator cited several barangays and LGUs that have been successful in implementing the law, such as, Barangay Potrero in Malabon; Barangay Neogan in Tagaytay; Barangay Sicat in Alfonso, Cavite; Las Piñas City; Barangay Holy Spirit in Quezon City; Barangay Fort in Taguig City; and San Fernando City in Pampanga.

Legarda also cited a report from the Commission on Audit (COA) that the Makati City government saved P108.72 million in its 2016 environment/ sanitary services expenses, or 24.35% lower than its 2015 expenses for the same category, due to intensive pro-environment programs, particularly the enforcement of the ESWM Law.(PNA)

Breeding Goats all-year round using “Green” Methods

C

an goats breed all year round – even during those months when they are not “in heat”? Is it possible to do so even without using chemical hormones?

Yes, it is possible. And it can accomplished by adopting “green” methods developed by researchers of the University of Southern Mindanao (USM) in Kabacan, North Cotabato.

“Goats are known to be seasonal breeders,” explained Dr. Carlito B. Sanchez, who headed the study.

“They come to heat only

during cool months when the day length is short. In the Philippines, this is usually between September to February. For goats to give kids year-round, they need to be ‘in heat’ even during summer.”

Experts call this as “out-of-season” breeding.

“This kind of breeding is of interest to both dairy and slaughter goat owners because it reduces seasonal �luctuations in the herd’s milk and meat production,” he said.

Because of this, the USM researchers came up

with alternative off-season “green” solutions in manipulating estrus in goats. Estrus is the period of sexual excitement at which time the female accepts the mating with the male.

“Such methods sit well with the Halal system of goat production under which use of chemical hormones is not acceptable,” Dr. Sanchez said. Among the Muslims, unnatural breeding of goats is considered “haram.”

“Green solutions ensure sustainability of production to cater to the

needs of Muslim Filipinos, especially during festivities like Eid’l Fitr and Eid’l Adha,” Dr. Sanchez said.

The USM researchers have developed three “green” methods in estrus synchronization or heat induction in goat: photoperiodism or light effect, male/ buck effect, and dormitory effect.

The goats are kept under natural photoperiod.

Their nutritional levels are adjusted to meet maintenance requirements. The goats are allowed to graze during the day if the climatic condition is favorable. In addition, they are given free access to water and mineral blocks. At night, they are con�ined.

The goats for breeding are identi�ied by placing ear tags or neck tags. Herding is done daily at around

10 am. At 6 pm., they are brought back to their pens.

“Strategic deworming is followed with the �irst dose given a month before the onset of the rainy season and succeeding dose given as the fecal egg count exceeds 100 eggs per gram in mixed infection,” Dr. Sanchez said. “Ivermectin injection is also given to the animals to control external parasitism.”

The estrus activity in goats is observed three times a day: at 5 am, 12 pm, and 6 pm with one-hour observation for each period. “Doelings that exhibit a tail-�lagging response and stand for mounting are considered to be in estrus,” Dr. Sanchez said.

According to Dr. Sanchez, the light effect method consists of controlling exposure to daylight to mimic short-day periods.

Does are con�ined in pens where they encounter shorter period of exposure to light.

“As most goat breeds are photosensitive with respect to reproduction, the likelihood of their breeding is strongly in�luenced by how long or how short the days are,” Dr. Sanchez explained.

Goats are described as short-day breeders. “This means that the doe shows evidence of desire to breed when day length grows shorter,” he surmised. “A long day photoperiod consists of 16 to 18 hours of light exposure. In contrast, short day photoperiod is characterized by eight hours of light followed by 16 hours of darkness.”

To maintain good health, the goats are housed in a building with adequate ventilation and regular cleaning. The pens are covered with plastic curtains from 4 am to 8 am to achieve the effect of light.

“This gives a total darkness of 14 to 10 hours,” Dr. Sanchez said, adding that in this method, the duration of estrus from onset of behavioral estrus to standing estrus among goats ranges from 12 to 14.6 hours. The duration of behavioral estrus from standing estrus

to the end of estrus ranges from 14.5 to 19.83 hours.

“Overall, the total estrus period ranges from 27 to 34 hours,” he said. “The number of days to breeding is from 10.25 to 21.5 days and the conception rate is from 66.67% to 100%.”

The second method – male/buck effect – requires a minimal amount of labor and cost, according to Dr. Sanchez.

“The initiation of behavioral estrus in the doe is triggered by olfactory, behavioral and visual stimuli which result in ovulation of does,” he said. As such, “activities around the doe perceived by her brain can trigger excitement in the does affecting estrus.

These include exuberant vocal expression of the buck and the odor emitted by the buck through its musk glands located behind the horn area that secretes strong odors.”

In this method, the bucks are isolated for three weeks before they are allowed to join the does.

“The buck joins the herd of female goats for 12 hours each day,” Dr. Sanchez said.

This method shows duration of estrus from the start of behavioral up to the standing estrus from six to 12.5 hours. On the other hand, the duration of behavioral estrus from standing estrus to the end of estrus is from 11.5 to 13.88 hours. All in all, the estrus period ranges from 17.5 to 26.38 hours.

The number of days to breeding is from 5.66 to 16.67 days, while the conception rate is from 83.33%

to 100%, Dr. Sanchez said.

In the third method – the dormitory effect – social interactions play an important role in estrus induction among goats.

“When does start cycling, the anestrous group will start to cycle too,” Dr. Sanchez said. “Rest may respond within 14.5 to 33.5 days and the conception rate is from 50% to 100%.

The minimum number of keeping goats that can induce estrus is two heads of does.”

All over the country, more and more farmers are now raising goats. And this out-of-season natural breeding will de�initely help those goat farmers.

This means more income for them.

“They may be known as ‘poor man’s cow,’ but goats can be farmers’ source of income should there be crop failure,” points out Roy C. Alimoane, the director of the Mindanao Baptist Rural Life Center (MBRLC) based in Kinuskusan, Bansalan, Davao del Sur. Goats have been raised since time immemorial.

David Mackenzie, in his book Goat Husbandry, wrote: “When man began his farming operations in the dawn of history, the goat was the kingpin of the personal life, making possible the conquest of desert and mountain and the occupation of the fertile land that lay beyond. The �irst of Man’s domestic animals to colonize the wilderness, the goat is the last to abandon the deserts that man leaves behind him.”

5 militants trying to reinforce Maute in Marawi slain -AFP

o v e r n ment troops killed �ive suspected militants reportedly trying to reinforce the Islamic State-inspired Maute gunmen �ighting in Marawi City on Monday.

Armed Forces of the Philippines Western Mindanao chief Lt. Gen. Carlito Galvez said the slain militants were part of a 10-man group trying to sneak into Marawi on board two motorized pump boats around 2:30 am dawn.

Galvez said soldiers engaged the militants in a three-hour �ire�ight killing �ive of them.

He said the troops recovered the bodies of their slain adversaries.

UALA LUMPUR – Southeast Asian Games judo sensation Mariya Takahashi has Dabawenya blood running down her veins.

The 16-year old daughter of a Dabawenya mother and Japanese father was born and raised in Kobe, Japan.

She rocked the judo competition after a huge ippon victory over a four-time champion on Sunday in the Southeast Asian Games in Kuala Lumpur, Malaysia delivering the country’s 21st gold medal.

Takahashi pinned down heavy favorite Surattana Thongsri of Thailand in less than one minute of the -70 kilogram �inal to secure the country’s second gold

of the competition.

Although Takashi only speaks Japanese, her heart burst with happiness and pride as she wore the Philippines’ tri-color for only the second time.

She competed for the Philippines in the Jigoro Kano Cup held early this year.

The promising judoka is a high school senior at Shukugawa Gakuin High School.

The Philippine JUdo Federation (PJF) said they are now lining up Takahashi for a slot in the Tokyo Olympics in 2020.

t the Twitter page of Far Eastern University, some Tamaraws (FEU grads) admit guard Ron Denison is a “dirty player.”

One even went on to comment, Dennison always starts trouble and wants him out of the squad.

That may have backed up recent videos surfacing out of the brawl-rocked Kadayawan Basketball Tournament involving the FEU Tamaraws and De La Salle University which carried the colors of The Royal Mandaya Hotel-City Mayor’s Of�ice.

The recent development on the free for all came by way of a report of SPIN.ph which revealed a new clip which surfaced on social media on Monday to shed light on Green Archer Ricci Rivero’s role in the melee last Friday.

The �inal clip showed Barkly Ebona igniting the brawl after throwing the �irst punch on Prince Rivero. A free-for-all then ensued with the man of the hour, Dennison, making a reappearance from ejection to land a big one on Kib Montalbo’s face.

The report quoted Dennison as earlier saying that he was just out there defending his teammates, but recent clips may have proven that he’s been involved more times than he wants to admit.

Those hits might have prompted Rivero to go on the full offensive on Ebona, which led to the total stoppage of the entire match.

Dennison incidentally traces his roots in Davao and has relatives backing him up whenever he plays in the city.

“He has so many relatives in Davao who showed up in his games,” said a source from the TRMH-CMO camp which also supported FEU in the Kadayawan tournament in 2016 before bringing back DLSU this year.

DCWD installs artificial reefs in Bago Aplaya

Davao City Water District installed articial reefs in Brgy. Bago Aplaya’s Marine Protected Area on August 24, 2017 as part of its ongoing Artificial Reefs Project. Lending assistance to DCWD were the Philippine Navy, Bureau of Fisheries and Aquatic Resources, City Agriculturist Office, and Brgy.

Conducted as an inter-purok contest, the project gave way for the fabrication of five artificial reefs by the community. All artificial reefs underwent the first round of judging on July 28, 2017 and were approved by the BFAR, CAO, and Department of Environment and Natural Resources for installation. Each reef has partial scores for functionality (25%) and concept and originality (10%).

A separate round of judging is slated in October 2017 after the conduct of an underwater assessment which will determine the points for environmental compatibility (35%) and durability and stability (25%) of the artificial reefs. Top three entries will then be awarded in November 2017 in time for Davao City’s Water Consciousness Month celebration.
