NDRRMC on red alert for‘Jolina’

A

s Tropical Storm Jolina rages over northern Luzon, the National Disaster Risk Reduction and Management Council placed its Operations Center in Quezon City on red alert Friday evening.

This is to ensure that personnel from member agencies, especially the DOST-PAGASA, the departments of the interior, social welfare and health, the military, police, the Bureau of Fire Protection, and the Philippine Coast Guard, could render 24-hour duty and coordination in any eventuality.

The respective Regional Disaster Risk Reduction and

Management Councils of Ilocos, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol and the Cordilleras were likewise placed on red alert.

NDRRMC Executive Director Ricardo Jalad, meanwhile advised the public to stay alert and continue monitoring weather updates and advisories on television, radio and social media, and heed the advice of their local officials.

He urged everyone to stay at home and postpone any leisure and tourist activity, especially in northern Luzon until the storm has passed. (PNA)

Nograles panel wraps up hearings for P3.767T budget

ouse Appropriations Committee Chair and Davao City Rep. Karlo Nograles wrapped up the final week of its deliberations on each of the different agencies’ proposed budgets for 2018 with a clear commitment to allocate funds where it really matters most.

Nograles said all the agencies’ budget hearings have now been terminated, paving the way for the scheduled plenary debates on September 4.

He said that the proposed 2018 national expenditure program (NEP) worth P3.767

he world-renowned Fujitsu Company formally opened its fourth office in the country in Davao City located at Regus Office space inside the Damosa complex in Lanang.

“Our plan really is to be close to our clients,” said Raul M. Santiago, President and CEO of Fujitsu Philippines.

Fujitsu executives admitted the decision to open an

office in Davao City is a spinoff to the growing attention it has been generating since the election of forer Davao City Mayor Rodrigo Duterte as the country’s leader.

“On the China side, they have to clear the companies to bid for the project

and they have to give us trustworthy candidates, those with good reputation,” he said in an economic forum organized by the Economic Journalists Association of the Philippines (EJAP).

“And for our side, the ICC (Investment Coordination Committee) will serve as a screening process for us to be able to pick the one to undertake the project,”

Pernia added that hiring workers from China for China-financed infrastructure projects in the country still depends on the agreement between the Philippines and Chinese sides.

have brought some labor. I don’t know for technical skills level, but definitely Filipino workers will also participate,” he said.

inance Secretary Carlos Dominguez III said the proposed comprehensive tax reform program of the Duterte administration will serve as the fiscal buffer that would enable the government to pursue its expansionary economic policy anchored on an ambitious “Build, Build, Build” infrastructure program consisting of some 75 major flagship projects that would either be completed or started over the next five years.

The first package of this tax reform program—the Tax Reform for Acceleration and Inclusion Act (TRAIN)-is meant to provide the government with sufficient funds to maintain fiscal discipline while it invests heavily not only in infrastructure, but also in programs to expand access to social services such as health and education, Dominguez said.

“It is important, to be sure, that the tax reform program be passed as soon as possible. Tax reform will give us the fiscal space to pursue the expansionary measures. Without the additional revenues the reform package will bring, we cannot fully pursue the infrastructure program,” Dominguez said in his videotaped message to the Economic Journalists As-

sociation of the Philippines during its Economic Forum held at the Ayutamiento building of the Bureau of Treasury (BTr) in Manila.

Earlier, Dominguez told members of the foreign media that the failure to pass the TRAIN would “be very bad for the government’s infra program,” which, he said, would have to be “whittled down by 30 to 40 percent” without tax reform.

In his message to EJAP, Dominguez said the government has “identified 75 major infra projects to be undertaken over the next few years” under its “Build, Build, Build” program.

“Of these flagship projects, 18 have been approved by the NEDA Board. When the shovels hit the ground, expect an economic growth spurt,” he said.

Dominguez said that aside from ensuring the fiscal space needed for the government’s massive spending on infra and social services, the Duterte administration also has to deal with constraints such as the rehabilitation of Marawi City, which will likely cost P30 billion, and a new law mandating free tuition and other school fees for all public tertiary institutions, which still has no clear funding mechanism. Tax reform to benefit poor: PSI economist P oor families can benefit from the Department of Finance’s tax reform proposal with the highly targeted cash transfers that will be distributed to the country’s poorest households, according to an economist.

Rosario Manasan, a senior research fellow of government think tank Philippine Institute for Development Studies (PIDS), said 40 percent of the increment on excise tax from petroleum will be used for targeted cash transfers.

Manasan, an expert in public finance, noted that target beneficiaries will be identified utilizing the National Household Targeting System of the Department of Social Welfare and Development (DSWD), the same tool used by the Pantawid Pamilyang Pilipino Program (4Ps).

But she said both Congress and Senate have yet to decide whether to provide the targeted unconditional cash transfer for three years based on Senate Bill 1408, or for one year only as stipulated in House Bill (HB) 5636.

“My own recommenda-

tion is three years to give time for the transfer to have some impact on growth and benefit the poor,” Manasan stressed.

HB 5636, also known as the Tax Reform for Acceleration and Inclusion (TRAIN), is part of the DOF’s Comprehensive Tax Reform Program (CTRP) that recommends the lowering of personal income tax (PIT) but increasing excise taxes on fuel, new cars and sugar products.

In contrast, poor families will not benefit from the reduction of the PIT because they are not paying any personal income tax even under the present system as their incomes are below the taxable threshold.

But Manasan said poor families are also bound to be adversely affected due to the proposed increase in the excise tax on petroleum products and expansion of the coverage of the value-added tax (VAT).

resident Rodrigo Duterte has assured the private sector the government has taken measures to ensure ease of doing business in the country.

“We intend to establish an environment that is more conducive for new investments to prosper and for existing businesses to expand and grow,” the President said in his speech during the unveiling of Azuela Cove in Davao City Friday.

Duterte said Azuela Cove is a manifestation of the government and the private sector’s commitment to vigorously pursue economic development in many parts of the country.

Azuela Cove is 25-hectare development in Lanang that will become the city’s prime waterside business and residential district. It is the brainchild of Aviana Development Corporation which is a joint venture company of Davao’s Alcantara Group of Companies and Ayala Land, Inc. It will also include the construction of St Luke’s Medical Center, the first locator at Azuela Cove. The site was an old plywood plant and sawmill owned by the Alcantaras.

The Alcantara Group of Companies is into a wide range of industries including power generation, agribusiness, forestry, transportation, real estate development, and construction-related industries.

Ayala Land Inc. first ventured to Davao City through Abreeza estate.

Ayala brought in Abreeza Mall then Seda Hotel with a total investment of P15 billion

over the last eight years.

Fernando Zobel de Ayala, president and COO of Ayala Corporation, said Ayala would bring in P20 billion investments in Davao and Mindanao by 2026.

He said the Ayalas are also committed to help Mindanaoans and the administration’s campaign to rehabilitate and reconstruct Marawi.

“This joint venture shows what we can achieve when we foster strong ties with our partners in the private sector,” he said.

Duterte said Azuela Cove is expected to boost commercial activity in the city as it will bring more jobs for the people of Davao City and neighboring areas.

The President is optimistic the construction and operations alone would open more opportunities for Davaoenos with an estimated 6,500 workers to be employed.

He said the surrounding areas are also expected to benefit from the increase in land value and the opportunities that will follow.

“This property development will further define the city as a thriving hub in Mindanao,” he said.

However, based on Department of Budget and Management records, Campos said LGUs in Western Visayas and Caraga took the

largest portions of national government income from coal and metallic mining activities respectively in 2016.

Campos said LGUs in Western Visayas received P1.81 billion last year, mainly because Semirara Mining and Power Corp. runs the country’s largest coal mine in an island that forms part of the Municipality of Caluya in the Province of Antique.

Congress and Senate have yet to decide whether to provide the targeted unconditional cash transfer for three years based on Senate Bill 1408, or for one year only as stipulated in House Bill (HB) 5636. It as been recommended that the cash transfer for three years should be enough for the transfer to have some impact on growth and benefit the poor.

There is also the downside. While poor families will not benefit from the reduction of the PIT because they are not paying any personal income tax as their incomes are below the taxable threshold, they are still bound to be adversely affected due to the proposed increase in the excise tax on petroleum products and expansion of the coverage of the value-added tax (VAT).

Even then, the negative should well be offset by the more impacting cash transfer the poor will be getting out of the new tax system.

he end of World War II produced economic dislocation; more profoundly, it resulted in the dispersal of foreign cliques that were once based in Davao City. The Japanese, who suffered humiliation in the hands of the Allied forces, returned to their motherland in the hope of starting a new life. And so were the American planters who had to endure the pains of war by bringing home whatever remains of their colleagues after the conflict was over.

Right here in our City and Province (Davao), we find so many Filipinos apparently engaged in multifarious businesses—

land and water transportation, agriculture and lumber industries, and the like—but in actual values are no more than mere dummies of foreigners.”

The feisty lawmaker also lamented the neglect Filipinos had embraced by allowing themselves to serve as pawns in the proliferation of corrupt ways that directly impacted on the economic wellbeing of the country and the welfare of future generations. He added: “[The Filipinos] allow themselves as tools of foreign imperialism on monetary considerations to the total disregard of the future of our industriesandtheirresponsibilities to the Filipino generations that are yet to come. They set a fiesta of borrowed contentment that cloaks imperialism and materialism for practical values. Indeed, this is not only here felt! Moreover, 50 to 60 percent of all the cafeterias in the city also carried Chinese-sounding owners (i.e., Bin An, Bok Lo, Chang Chae, Chay Ong, Chong Lo, Cuan Ley, Su Oh, etc.) Eighty percent of the candy factories belonged to Chinese families, and roughly

olice here arrested two suspected “big time” drug pushers and recovered around P1 million worth of illegal drugs in a buy-bust operation in a village here Friday afternoon.

Supt. Ronald Allan Penaverde, Koronadal City police chief, identified the suspects as Ver Gil Subaldo Hurtado, 35, alias “Benje,” and Mark Palma dela Cruz, 37, alias “Intsik,” both residents of Purok Twin River East in Barangay Sto. Nino.

He said the suspects were

arrested at Hurtado’s house at around 4 p.m. after selling a sachet of suspected metamphetamine hydrochloride or shabu worth P500 to a police officer who posed as a buyer.

In a subsequent search, Penaverde said they recovered from the possession of the two suspects two small packs, two medium packs, three large packs, five big packs and a jumbo pack of suspected shabu, a “wrap” of dried marijuana leaves, five open plastic sachets with traces of suspected shabu,

four empty transparent plastic sachets, disposable lighter, bamboo sealer, improvised tooter, stainless scissor, multicolor pouch and aluminum container box.

The police official said the recovered shabu was estimated at a market value of around P1.062 million.

Penaverde said they were earlier informed of the illegal activities of the suspects.

He said they subjected the two to surveillance operations and a “test-buy” that turned out

positive.

Dr. Glorio Sandig, City Anti-Drug Abuse Council action officer, said the volume of the seized shabu shows that the suspects are high-level targets.

“They were into repacking of shabu based on the recovered pieces of evidence,” he said.

The 39-year old farm worker in Tagum Agricultural Development Company, Inc. (TADECO), negotiated the 100-kilometer race in 12

hours and 10 minutes.

“I’m very much thankful to God of this another achievement in my life. I thank TADECO, and to the rest of the sponsors, who contributed greatly to make my participation to the marathon possible. I also thank my wife Lusie Aguirre and my two daughters for always supporting me in everything that I do. My success is also yours,” said Aguirre.

My fears that chunks of people’s moolah would go the wrong way have been eased a bit although there are always sinister minds lurking behind the shadows to snatch away some goodies while we are not looking.

Why am I so concerned about these issues?

Because the money that should go to the identification, training, development and preparation of Pinoy athletes are instead being diverted and pocketed by thieves masquerading as sports leaders.

Ask former POC president Celso Dayrit and he will tell you more.

This is the primary reason why we have rollercoaster performances in many international competitions notably the Asian and Olympic Games. Oftentimes we stay too long in the bottom rungs and then we strived very hard to climb back to the top but are still unable to reach the peak.

To this date, there is no Olympic gold medal the country can boast of.

There is no consistency

because the money meant for the athletes does not flow consistently and adequately to benefit them.

POC and NSA officials also play favorites. If an athlete, whatever his/her potential, is not the official’s apple of the eye, that’s a problem.

Many athletes have approached me during my more than three-decades old beat at the Rizal Memorial Sports Complex complaining of ill-treatment and favoritism by NSA officials.

Oh, if only you heard their moans and lamentations.

Anyway, don’t tell me I didn’t warn you. The POC has targeted a 50-gold medal haul for this KL SEAG. I don’t know where it is going to get the next 35 first places.

The bottom line is consistency.

To achieve this, we need to change the old foggies at the helm.

BACKFIRE Is the collegiate formula in Kadayawan hoops backfiring?

riday’s fracas between UAAP rivals and former champions Far Eastern University and De La Salle University in the 2017 Kadayawan Invitational Basketbalal Tournament raised a big question on the face of organizers.

The annual Kadayawan basketball showcase is traditionally one of two major basketball tournaments in the city every year--the other being the Araw ng Davao tournament--was ‘reformatted’ this year and had collegiate teams invited to play. Gone are the commercial squads that used to lord over the annual cagefest featuring ageing players and reinforcements from the PBA. It’s a switch that’s aimed at making the tournament a venue for collegiate squads to showcase their line-ups in the South.

The more obvious reason, however, is the fact that there had been several controversies rigging the tournament in the past including charges of game fixing and results-manipulating.

Gone are past champions Goldstar Hardware, Montana Pawnshop, and Pacman Warriors who were traditionally the prime contenders for the title year in and year out.

The collegiate trend began when the consortium of The Royal Mandaya Hotel-City Mayor’s Office (CMO) used an all collegiate squad San Beda to compete in the 2015

Kadayawan tournament. Then it brought in the De La Salle University squad in the 2016 Araw ng Davao and the Far Eastern University in the 2016 Kadayawan.

Prior to that, Phoenix Petroleum backed up San Sebastian College starring Calvin Abueva in 2013.

In this year’s Kadayawan tournament, all four squads are collegiate-TRMH-CMO brought in DLSU Green Archers while FEU Tamaraws and University of Sto. Tomas Growling Tigers also joined the pre-UAAP event along with fourth team Davao City All Stars collegiate squad.

On Friday night, a pair of bench-clearing brawls broke out during a game between UAAP rivals La Salle and Far Eastern University.

According to eyewitnesses, the game was halted with 20 seconds left in the third quarter and the Tamaraws comfortably ahead, 7359, leading to a double forfeiture as both teams were sent back to their respective hotels.

Francis Calatrava came down with a decision to mete a double forfeiture. Both teams werev also slapped with suspension and with that, both squadsare out of the running for the finals having to end the eliminations with a 1-2 win-loss cards.
