Catholics welcome pilgrim image of Our Lady of Fatima

C

atholics in Laoag City are excited to welcome the pilgrim image of Our Lady of Fatima which is expected to arrive Thursday at the Badoc gateway, the boundary of Ilocos Sur and Ilocos Norte.

From the Archdiocese of Nueva Segovia in Ilocos Sur, the pilgrim image will be toured in various churches of the Archdiocese of Laoag on August 24-27 as part of its worldwide tour to mark the 100 years anniversary of the Marian apparitions in Fatima, Portugal.

The image, which was blessed by Pope Francis, is believed to grant favors and

manifest miracles.

Led by Bishop Renato Mayugba of Laoag, the Catholic faithful in collaboration with local government units and other officials here have scheduled mass and prayer vigils where the image will stop.

Mayugba said the pilgrim image will arrive Thursday afternoon at the Badoc gateway.

A welcome Mass will be held on the same day at the Saint John the Baptist in Badoc, home of La Virgen Milagrosa de Badoc, a local Marian devotion.

Mindanao PDP-Laban leaders slam Speaker M

ore than 200 political leaders claiming to be original PDP-Laban stalwarts from various regions of Mindanao strongly criticized House Speaker Pantaleon Alvarez for certain actuations allegedly violative of party rules.

Led by former labor undersecretary Rogelio “Bicbic” Garcia, party chairman for Region 12, and Cesar Cuntapay, interim president of Southern Mindanao regional council, the group also moved to de-

clare the House leader “persona non grata” calling Rep. Alvarez “a guy with no moral ascendancy,”among other unsavory names.

The Mindanao party bigwigs who met in Tagum City Thursday (August 24) passed a total of four resolutions, including one filed by Nerio Navarro from Davao City calling for the unification and strengthening of the Mindanao sector of the party.

The PDP-Laban bloc also passed a resolution stopping

Alvarez from conducting any more mass oath-takings without the applicants undergoing the Basic Membership Seminar (BMS), which is required under the party by-laws.

The group said Speaker Alvarez as alleged “fake secretary general” is not authorized to induct new members and reorganize the party organization by replacing its leaders.

In a third resolution, the party stalwarts also called on Senate President Aquilino

‘Koko’ Pimentel III, PDP Laban president, to convene the party for a Mindanao Summit on November 30 this year.

The fourth resolution called for the declaration of Alvarez, who represents the first congressional district of Davao del Norte where the assembly was held, as “persona non grata.”

Cuntapay, who was earlier replaced by Alvarez, slammed the House leadership of fortifying his hold in

the vast coverage of the socio-cultural pillar under the ASEAN Community Vision 2025, saying that it covers social issues from A to Z. “A for Arts and Culture, Z for Zone of peace, freedom and equality. In between, wwe have public health and of course, protecting the rights of our migrant workers.”

She also highlighted her journey in pushing for the rights of the migrant workers since her ASEAN Charimanship back in 2007 and announced that senior labor officials are now meeting to

discuss the implementation of the rights of the migrant workers and hopefully, would be subjected for signature in the coming November Summit.

Filipino community in Texas sends gifts to wounded troops

T

roops wounded-in-action in the ongoing operations against Maute Group terrorists in Marawi City got a pleasant surprise from a Filipino community in Texas, United States last Tuesday.

In a statement Thursday, Department of National Defense Secretary Delfin Lorenzana said the gift-giving event took place at the Heroes Ward of the AFP Medical Center along V. Luna Road in Quezon City.

An estimated 900 troopers were reported wounded and another 129 killed in the ongoing anti-terror campaign in Marawi City which started last May 23 after an attempt to arrest Abu Sayyaf leader Isnilon Hapilon and his cohorts.

“This is actually a reflection of the good reputation that the Armed Forces has, hindi lang dito sa Pilipinas kung ‘di sa abroad. Mataas na ang ating prestige doon kasi lahat tayo sumusunod sa batas,” Lorenzana said.

Lorenzana also thanked the San Angelo, Texas, Filipino Community and Rhea Agatep-Hale who initiated the collection of donations from community members. “Sabi nga niya, ‘Nag-umpisa ‘lang sa bahay ito. Then lumaki nang lumaki hanggang sa dumami na ‘yung participants and they had to transfer to a convention center,” Lorenza-

na said.

As the number of donors increased, the initial USD2,000 worth of donations has reached USD7,000 (PHP350,000), the DND chief said.

The turn-over of gifts to the patients was facilitated by the Defense Intelligence and Security Group (DISG) of the DND headed by Lt. Col. Estrellito P. Romero.

It is part of the monthlong series of activities in celebration of the DISG’s 26th Anniversary which included the SND Cup, an invitational shooting competition held to raise funds for the beneficiaries of the AFP Educational Benefit Systems Office (AFPEBSO).

DISG was able to raise PHP150,000 which was formally turned over on Aug. 16 to AFPEBSO to help fund the education of children of soldiers who were killed or wounded in action.

Lorenzana likewise thanked the officers and enlisted personnel of the DISG for facilitating the gift-giving to their fellow soldiers. LTFTB tells taxi operators to comply with guidelines

T

axi services should be at par with those offered by transportation network companies, an official of the Land Transportation Franchising and Regulatory Board said Wednesday.

This, as the agency plans to increase the number of taxis plying Metro Manila roads to address the demand of commuters.

LTFRB board member and spokesperson Aileen Lizada said taxi operators should comply with the omnibus franchising guidelines issued last June as part of the government’s public utility vehicle (PUV) modernization program.

“The taxis should have automated fare collection, WiFi connectivity, dashcam, among others to comply with the franchising guidelines,” Lizada said in an interview with reporters.

Under the Omnibus Franchising Guidelines, local government units plan public transport routes based on the current and projected travel patterns in their respective areas.

These routes will be contained in the Local Public Transport Route Plan (LPTRP) of LGUs that will serve as basis for franchise issuance by the LTFRB. The LTFRB said it is

planning to meet with taxi operators who are partnering with taxi-hailing app MiCab to discuss the issue of granting more taxi franchises. MiCab has earlier said that it would partner with as many as 7,000 cabs in Metro Manila this year.

The service, which is available in Cebu and Iloilo, is aiming for an initial 3,000 taxis in the metropolis by October.

Unlike transportation network companies (TNCs) Uber and Grab, MiCab only connects passengers to a network of regular taxis with franchises, not private vehicles. It also allows users to give feedback about their taxi ride and rate their driver.

The agency, she said, would coordinate with the Land Transportation Office (LTO) to craft policies that will impose stricter sanctions on abusive taxi drivers.

“The board is contemplating on the idea to link up with LTO to issue some policies. We are leaning towards the direction wherein a taxi driver’s license will be suspended for a certain number of months for the first offense and cancellation of their licenses for subsequent offenses,” she said.

he Taiwan government, through the Taipei Economic and Cultural Office, on Wednesday alerted the Philippine government on the potential entry of huge investment from You Hao Chen , who it said is one of Taiwan’s most wanted economic criminals.

In a statement, TECO identified Chen as founder and chief executive of Xianglu Dragon Group “an out-and-out economic criminal.”

Last July 7, TECO said the Philippine Economic Zone Authority reported that Xianglu Dragon Group, owned by Y.H. Chen, is eyeing to put up the largest economic zone in Pangasinan with investments amounting to USD360 billion and PHP12-billion 85-storey information technology (IT) building along Roxas Boulevard in Manila.

“Chen is a notorious Taiwanese fugitive swindler. Chen was the former CEO of Tuntex Group in Taiwan. He was prosecuted by the Taiwan Taipei District Prosecutors Office on account of fraud, unlawful embezzlement and other serious economic crimes of defrauding more than NTD800 million

(equivalent to PHP1.32 billion),” TECO stated.

It said the Taiwan Taipei District Court issued a circular order for Chen’s arrest on Jan. 14, 2014.

“However, he subsequently escaped from Taiwan and fled away to Xiamen, China. Chen and his Tuntex Group left nothing beneficial to the Taiwanese people but owed Taiwan government at least NTD415 million (equivalent to PHP684.75 million) tax arrears and defrauded the Taiwanese banks and investors over NTD70 billion (equivalent to PHP115.50 billion),” TECO added.

TECO said Chen’s eyed investments in the Philippines could put the country into a “very high financial and legal risk” that could adversely impact the reputation and credibility rating of the Philippines.

“Therefore, the TECO has already filed a formal request to call on the relevant Philippine authorities to be vigilant and reject this notorious crook’s highly risky investment projects derived from Chen’s ill-gotten capital and assets from Taiwan and also urged the Philippine legal enforcement agencies,” TECO said. he Department of Labor and Employment (DOLE) in Region 12 is targeting to enlist an initial 200 outof-school youths here for a series of trainings aimed to prepare them for gainful employment.

Yahya Centi, DOLE-12 assistant regional director, said Thursday the trainings are part of the ongoing implementation in the region of the agency’s newly-launched Jobstart Philippines program.

Under the program, he said out-of-school and other disadvantaged youths in the city will have access to life skills trainings from local employers and eventually gain employment.

Centi said a number

of local companies have signified to participate in the program, which is supported by the Asian Development Bank and the government of Canada.

Last week, some 38 employers and representatives from various companies joined an employer’s forum organized by DOLE-12 in line with the program’s rollout.

The activity was aimed to orient and consult local employers on possible partnerships with the government for the training of unemployed youths to enhance their employability and help prepare their integration into productive employment.

The participants were from the city’s fishing industry, food sector, medi-

cal services sector, shopping malls, manpower agencies and car dealership.

Mary Joy Pasigan, Jobstart program officer, said the training program will benefit youths aged 18 to 24.

She said the selected participants will be provided with stipends and there will be provisions for their training expenses.

“And what is more important is the assurance of immediate hiring and employment after completing the training,” Pasigan said.

During the forum, she said the participating employers pledged to help train and eventually hire qualified applicants for their respective vacancies.

Among the job vacancies are for administrative and accounting staff, industrial skilled workers, sales and marketing staff, heavy equipment operators and automotive industry workers, she said.

City Mayor Ronnel Rivera lauded DOLE-12 and its partners for the implementation of the program in the city.

He said the program is very relevant as it notes the importance of the youth in the community-building.

“We want our young in GenSan to be productive, responsible and employed. What better way than to integrate them to laudable programs such as Jobstart,” he said. (MindaNews)

Based on a report of Philippine Statistics Authority , an attached agency of the National Economic and Development Authority, the figure was pulled down by lower production in commercial

and municipal fisheries, with only aquaculture managing to pull up its output.

The PSA said commercial fisheries declined 11.89 percent due to less unloading of species in Navotas fishport brought about by frequent rains that hampered fishing operations in surrounding marine waters of Antique, Bataan, Zambales and Visayan Sea. By species, marine

species like roundscad, yellowfin tuna, frigate tuna and Indian sardines all contributed to the decline in fisheries production.

Municipal fisheries production went down by 0.69 percent to 303,000 metric tons in April to June quarter.

It attributed lower municipal fisheries output to reduced unloading in Palawan resulting from the shifting of some fishermen

to construction work and the effect of illegal fishing activities.

Harvests from aquaculture, meanwhile, surged five percent to 520,000 metric tons during the period on additional seaweed area harvested in MIMAROPA (Mindoro, Marinduque, Romblon and Palawan) and sufficiency of supply of fingerlings for stocking in brackish fishponds. (PNA)

P65-B investments seen vote of support to PRRD

inance Secretary Carlos Dominguez III said the move by Macquarie Infrastructure Management (Asia) Pty Ltd and Arran Investments to pump P65 billion into the Philippine energy sector is a vote of trust and confidence by foreign investors in the Duterte administration and its socioeconomic reform agenda anchored on high and inclusive growth.

A consortium of investors comprising funds managed by Macquarie Infrastructure Management and Arran Investments have formed the Philippines Renewable Energy Holdings Corp (PREHC) and offered to acquire up to 31.7 percent of Energy Development Corp.

(EDC), a renewable power producer, for $1.3 billion or about P65 billion.

Macquarie Infrastructure Management is a member of Macquarie Infrastructure and Real Assets (MIRA), one of the world’s largest infrastructure asset managers. Arran, meanwhile, is an affiliate of the GIC Pte Ltd., which manages Singapore’s Sovereign Wealth Fund.

The consortium is planning to buy 6.6 billion to 8.9 billion common

shares of EDC, mostly from minority shareholders, at P7.25 per share, or a maximum total price of P64.525 billion ($1.28 billion), said First Gen Corp., the mother company of EDC, in a report to the Philippine Stock Exchange.

Dominguez said that along with the additional P45 billion investment in the local cigarette industry from Japan Tobacco International (JTI), following its acquisition of Mighty Corp., the total foreign direct investment from these two sectors alone will amount to P110 billion.

“The credit goes to President Duterte who inspires trust and confidence in the Philippines,” Dominguez said.

JTI, which is partly owned by the Japanese government, has sealed the deal to acquire cigarette manufacturer Mighty Corp. for P45 billion, of which P25 billion will be paid to the government to ORGANIC BANANAS. “Since developing solar energy projects in the Philippines mostly requires imported materi-

als, it is high time that we begin to establish local solar power factories,” the President said.

“Aside from helping us achieve energy sufficiency, this is an exciting time for you to start your venture as we are making substantial gains in our social economic reforms,” he said, adding that he looks forward to the realization of the company’s goal to be the largest exporter of solar-batteries next to China.

According to the Chief Executive, the solar products and services of Solar Philippines are expected to meet the need of solar panels in the Philippines

and other countries to increase supply and at the same time, lower the cost of solar photovoltaics.

He pledged that the government will continue to aid the development of renewable energy in the Philippines. During the inauguration, President Duterte led the ceremonial unveiling of a solar panel embossed with the map of the Philippines.

Volume for the day reached 762.82 million shares amounting to PHP5.7 billion.

Advancers led decliners at 99 to 88 while 59 shares were unchanged.

hile Agriculture Secretary Emmanuel Pinol has lifted the ban on poultry and poultry products from Luzon following the outbreak of avian flu in San Luis, Pampanga, the North Cotabato provincial council is eyeing to put up animal checkpoints on all entry points of the province.

Ironically, the agriculture secretary’s brother was the one who recommended to the provincial council the setting up of animal quarantine checkpoints in the province’s seven entry and exit points.

“This is aimed at preventing the possible entry of avian influenza virus to the province,” Boardmember Socrates Pinol told the Philippine News Agency (PNA) Wednesday. He made the statement on the day the agriculture secretary lifted the ban.

He added that his move was to ensure the poultry industry of North Cotabato will not be af-

fected by the virus should it re-occur.

Geographically, North Cotabato has at least seven entry points through national highways.

In coordination with the Department of Agriculture provincial office, Pinol said animal quarantine should be established in the towns of Tulunan which borders with Datu Paglas in Maguindanao. This is the road linking Kidpawan City to Sultan Kudarat via Maguindanao.

Another is in the town of Makilala in North Cotabato and Bansalan in Davao del Sur, portion of the North Cotabato-Davao highway. Quarantine checkpoint is also recommended in the towns of Carmen in North Cotabato and Maramag in Bukidnon and in Banisilan town in North Cotabato and Wao in Lanao del Sur. A checkpoint manned by veterinarians and police and military authorities should be established in the towns of

Pigcawayan in North Cotabato and Sultan Kudarat town in Maguindanao.

This road network connects North Cotabato to Cotabato City and Maguindanao.

A road less travelled but normally used by traders transporting large cattle and other animals should have one checkpoint. It will be at the boundary of Midsayap in North Cotabato and Datu Piang in Maguindanao.

North Cotabato, according to Boardmember Pinol, is thousands of kilometers away from Pampanga but added that if there’s no animal quarantine inspection area there’s a possibility of contamination.

rime incidents in Maguindanao have dramatically dropped to its lowest since Mindanao was placed under Martial Law following the Marawi siege three months ago, a police official said Wednesday.

Senior Supt. Agustin Tello, Maguindanao provincial police director, told reporters the crime incidents have been reduced by as high as 80 percent as compared to the time when martial law was not in place.

“I cannot provide exact figure but crime incidents have dramatically reduced due to martial law,” Tello said, adding that no reported human rights violation arising from the declaration of military rule had been reported since May 23.

On May 23, President Duterte placed the entire island of Mindanao under martial law to prevent the supporters and sympathizers of Maute and Abu Sayyaf groups from terrorizing communities outside Marawi City.

Tello said the presence of more checkpoints on major highways and the pro-active stance of the police, along with the military in Maguindanao’s 36

municipalities contributed to the crime volume reduction.

Tello would not claim credit for the reduction of violence and petty crimes in Maguindanao and lauded the stakeholders across the province.

“Credit should go to all the stakeholders, meaning every one of us,” he said.

Tello lauded the public in general and law enforcers in particular, including force multipliers in every town.

The daily information drive of the municipal office to its constituents was also a major factor “because the public is informed and helped the police identify and eventually arrest persons involved in illegal drugs who were also involved in other crimes.”

Tello also advised the public to continue supporting the police and military authorities in crime prevention.

He reminded everyone to cooperate with the local police in highway checkpoints and urged the public not to be worried about the martial law as this is primarily aimed at restoring law and order.

Philippine Mango: God’s gift to filipinos

T

here are several varieties of mango grown in the Philippines. But when people talk about the fruit, they are actually referring to mango carabao. The fruit is elongated and kidney-shaped, weighs about 240 grams, with thin, yellow pulp, very tender taste and slight aroma.

The Philippine mango is one of the best mangoes around the globe. In fact, former Agriculture Secretary Leonardo Q. Montemayor said the variety has found its way in the Guinness Book of World Records as “the sweetest of its kind in the world.”

During the “Mindanao Mango Stakeholders’ Forum,” the current Agriculture Secretary, Emmanuel F. Piñol was quoted as saying: “You talk to anybody and they will tell you that the best mango in the world is the Philippine mango.”

It’s not only Filipinos who love this fruit – even foreigners. Larry Stoffel, an American who is married to a Filipino, confirmed this. “The rich juicy flavored mango from the Philippines is the most fantastic fruit I have ever tasted,” he revealed. “It’s true that we import mangoes from other countries but those imports cannot duplicate the mangoes

I have eaten in Bohol. I miss the mangoes and can’t wait until I can have some more when I go back there.”

Mango is very popular around the world because it is a vitamin powerhouse. “One small mango provides a quarter of your recommended daily allowance for vitamin C, nearly two thirds of your daily quota for vitamin A, good amounts of vitamin E and fiber. They also contain vitamin K, phosphorus and magnesium.

Mangoes are particularly rich in potassium,” wrote Fiona Wilkinson, author of “Health Benefits of Mangoes.”

Mango is also considered a ‘high volume’ food; it means you get a lot of food for a relatively small amount of calories. “One mango contains around 135 calories,” wrote Wilkinson. “However, they are quite high in natural sugar with one mango containing around 30 grams.”

Mango, being high in calories and carbohydrates, is good for those who are trying to gain. As it is high in iron, mango is said to be very good for pregnant women as well as for people suffering from anemia.

“Mango has three times the vitamin C of a

single orange or apple and important minerals essential to prevent cancer and other diseases,” said Dr. Martin Hirte, a German health food researcher and pediatrician.

After banana and pineapple, mango is the third most important fruit in terms of volume of production. But in recent years, production of mango has been declining.

From 1.5-million metric tons in previous years, the production plummeted to only a little over 800,000-metric tons in 2016, according to Piñol.

Data from the Bureau of Plant Industry showed there was a drop of mango production from 2006 to 2016. From 5.35 metric tons per hectare yield in 2006, the production decreased to 4.33 metric tons per hectare yield in 2016.

This year, the production fares no better. Data from the Philippine Statistics Authority (PSA) for the first quarter (January to March) dropped by 7.8% -- from 117,000 metric tons in 2016 to 107,830 metric tons this year.

The PSA attributed the decrease to the incidence of capsid bug and cecid fly in Zambales that resulted to poor quality of fruits and premature fruit

drops. In Nueva Ecija and Pangasinan, the decrease in yield was due to rainshowers during the flowering stage.

According to PSA, Ilocos Region topped all the mango producing regions contributing 55.6% to the national total. Central Luzon ranked second with 18.4% share and Western Visayas with 5.8%.

The Philippines is one of the world’s leading mango producers. Among its foreign markets are Hong Kong, Japan and Singapore. Other markets include United Kingdom, United States, Switzerland and Korea.

The mango fruit is eaten as dessert (ripe) or relish (immature), depending on fruit maturity. It can be processed into a number of unique products such as dried, puree, juice, nectar, chutney, pickle mango scoops, roll, powder, and halves or scoops in light syrup. In addition, mango can be used as flavoring for ice cream, bakery products, and confectionaries.

Fresh mango is the leading dollar earner for the country; it constitutes more than half (59%) of total mango export. Other export products include mango puree (18%), dried mangoes (16%), juice concentrates (6%)

and other mango juices (1%).

The government is batting for mango production in the country.

Among the prospects and strengths of growing mango include the following: Mango growing is in line with the initiatives of both government and private sectors in terms of production, processing and marketing support; · Once productive, a 10-15 year old tree will yield approximately 500 kilograms; · There is a niche market for both fresh and processed mangoes, locally and abroad. The export market is expanding; · Technologies from propagation to post-harvest handling have been tested, verified and adopted nationwide; · Processing technologies are also available

and continuing efforts are exerted to develop new products; · There is a pool of experts in the country that can be tapped to provide technical assistance to mango growers and processors; · Research and development activities on emerging pests and diseases are given priority by relevant agencies of the government.

During the recent mango forum in Davao City, Secretary Piñol said that while the price of mangoes these days seem to be fluctuating, improved productivity and increased n yield could still boost farmers income.

“I want to address this problem because we have taken for granted the God-given gift which is the Philippine mango,” Piñol pointed out.

ith his name prominently cropping up in the ongoing Senate investigation on the drug smuggling and bribery cases involving the Bureau of Customs, city councilor Nilo Abellera Jr., also known as “Small” should come out and face the music.

Abellera was implicated in the testimony of customs broker Mark Taguba as having received P5 million as “enrollment fee” to facilitate the release of cargo shipment under his name or account. This implication is no “small” matter as it also linked to Vice Mayor Pulong Duterte although there are no direct links nor pieces of evidence to establish that fact. he Municipality of Maco in Compostela Valley province has hogged the news lately for two reasons both of which are related to Apex Mining.

The first one revolved around the decision of Apex Mining to bolt the Chamber of Mines of the Philippines.

From the news accounts, it appeared that Apex president and chief executive officer Walter Brown has been frustrated and disappointed lately with the chamber’s response to President Rodrigo Duterte for the local mining industry to clean up its acts.

“I do not agree that we should blame the illegal smallscale miners when the mining industry is put to task for perceived destruction of the environment,” Brown was quoted as saying.

He added that the mining industry is currently subject to intense scrutiny, and the COMP needs to regulate its members who are not complying with

He declared that “insular, provincial, and municipal officials in Davao are in connivance with Japanese in the alienation of Philippine agricultural lands.”

The exposé, given its preponderance, raised concern in the Department of Agriculture and Natural Resources (DANR).

participated in what amounted to a four-month ‘crash course’ that enabled them to come up with a community royalty development plan that would manage their royalty in the spirit of transparency and accountability.

Providing the catalyst is the USAID-funded Kaisampalad non-government organization that brought in experts to help

them appreciate the value of their natural resources as well as to manage their IP organization and their investment plan.

The theme of the whole exercise: “Securing the present and investing in the future.”

In Tagum City last month at their summit conference, the Maco IPs expressed optimism that they were able to evolve a model in managing royalty and the natural resources that is first of its kind in the Philippines.

I am inclined to agree. In contrast, the royalty fees arising from the operation of the Philex Mines in Benguet province remains stuck in the bank after the IPs would not agree to get their acts together. Add to this, the inability of the National Commission on Indigenous Peoples to resolve the conflict with three to four groups each claiming to represent the IPs. Some say some interests are out to see the IPs divided while others say it is greed (by those that previously received the royalty fees) that prevents the

IPs from uniting. In Maco, I can see sincerity and humbleness on the part of the IPs in their bid to succeed.

The cancellation of lease contracts of lands under the Japanese, the Commonwealth government adopted a more friendly option by asking the foreigners to renew their application for agricultural lands or file a motion for reconsideration for the landholdings cancelled with the ratification of the new constitution.

On his return to Manila, the secretary came out with four possible solutions to the Davao conundrum, namely: unconditional cancellation of illegally leased public lands, dissolution of subleasing with compensation for losses, legalization of subleases, and cancellation of subleasing and permitting direct leases by Japanese.

Five days after arriving in Manila on February 14, 1935, Rodriguez issued a public statement on the findings on the Davao land problem his personal inquiry had yielded. He concluded that the Japanese by now had controlled 59,998.8659 hectares of land in Davao Province.

As of December 31, 1934, the secretary reported, there was already an estimated population of 13,857 Japanese in Davao.

Seven remedies were adopted as a result of the inquiry, namely: To suspend of any action related to public land concessions in Davao and other Mindanao regions until such time the best scheme in disposing the lands shall have been found.

To exercise closer supervision in the issuance of pasture permits by the Bureau of Forestry and provisional permits for pasture purposes by the Bureau of Lands.

To direct cadastral parties to go to Davao and other Mindanao areas to subdivide public lands into small parcels which would be made available only to qualified applicants.

To cancel immediately or reject applications from government officials guilty of leasing or subleasing to Japanese or other aliens.

To cancel other illegal leases or subleases after a general study of all the contracts entered into had been undertaken.

To have the government plan a definite policy of not renewing land leases under Acts 2921 and 2975 when they expire.

To require all notaries public to submit to the Secretary of Agriculture and Commerce a copy of all contracts executed by them affecting any lands involving aliens.

Rodriguez called the recommendation, to be paid on installment basis, as “efficacious and expeditious” and that the Davao Consul General Kimura was agreeable to the suggestion.

Grant K. Goodman, in Davao: A Case Study in Japanese-Philippine Relations (1967) wrote: “On his arrival at Davao, Secretary Rodriguez held a series of discussions with provincial officials, prominent business figures, and leaders of the foreign community, including Consul Kaneko. Not unexpectedly, Kaneko [said] the Japanese in Davao came there simply to make an honest living, that they had no

Royal tower rises 35 stories, not 29

he Davao Royal Suites and Residences that the Escandor Group of Companies intends to build where the Royal House stands is designed to be a 35-story skyscraper, not 29 as previously reported.

“It will be a new icon in Davao that will really help the tourism industry,” said Benjamin J. Banzon, Jr., general manager of the Royal Mandaya Hotel. The company

plans to install the tallest tower in the city, “kung ano yung limit ng local government natin we will maximize the capacity kung hanggang saan tayo ppwede, if they would allow us to set 35 floors then we will,” said Banzon.

As of the moment the Davao Royal Suites and Residences continues its business as usual. This hotel now has 71 rooms and 49 dormitories, one convenience store,

Ibasco, a medical physicist, voiced her support for the fuel excise tax provision at one of the recent hearings conducted by the Senate ways and means committee on the proposed Tax Reform for Acceleration and Inclusion Act (TRAIN).

The Ms. Earth Philippines titleholder, who is a strong advocate of the shift to RE and

sustainable energy sources, said gradually increasing fuel excise taxes will also help in the “decarbonization” of the environment.

“Since now we are also talking about the Tax Reform for Acceleration and Inclusion (Act), there is a section about the excise tax on petroleum products, and it is a form also of carbon tax in which it can do a great

deal [for] the environment as we see it to be one of the things that we can transition people from using fossil fuels to renewable energy. And we’ll also do our part if ever this will be passed.

HANDLING ART WITH CARE DESPITE the human evolution of being able to expertly manipulate the powers of speech, we are still hard-wired to involve our hands to more accurately communicate what we are really saying and even feeling. In fact, even without speaking, hands can do the talking as part of nonverbal behavior that helps in the subconscious understanding of covert thoughts and feelings of the one you are interacting with.

Human hands are so expressive and can reveal so much that no other species has appendages with such wide range of capabilities—from the warmth or coolness and from the pressure of a touch, from how you point at something to the type of handshake that you offer, the rubbing of hands together that show stress or anxiety—hands are such emotional centers that it is no wonder we are mesmerized by them; even Hitler used this to his advantage. We give disproportionate attention to hands more than any other body part because it is a human’s personal “Swiss Army Knife”—yes, it can be used as a weapon of discomfort and destruction in itself, but in a whole lot of ways, it is the genesis point for positive creation. That’s why young Davao Artist, Rey Mark Gipulao, chose human hands as his first subject and trademark into the art industry.

“I am using the hand to try and communicate my stories about love and pain through hand ges-

tures. Why hands? Because for me, it is one of

the most passionate parts of our body, it can show more emotions than our eyes, it can do more actions, and it is more interesting to draw and manipulate. I have always wanted to share my art by letting the audience think more about the elements-why is there a hand?

How does the hand relate to the subject? What is the story behind the hands? Etcetera,” the artist states.

Rey Mark’s contemporary artworks use ballpoint pens as the main medium. Despite the medium’s limitations like light sensitivity and color availability, since their invention, it has been prolific since the mid-20th

century and is a cheap and versatile mode of creating for professional artists and amateur doodlers alike. Ballpoint also has its own techniques of application like “stippling”, “cross-hatching”, and “pen blow” that when done right, gives more of a “wow factor” compared to traditional mediums.

“Here in Davao, I am

not the only one doing scribble art; I just learned it in our group, “Guhit Pinas, Davao Chapter”.

Unlike pencils, ballpoint is a bit harder to use because it takes much patience and time, and it is hard to edit if there are mistakes in my artwork,” the artist says.

Rey Mark uses drawing as a channel for ex-

pressing his emotions that he can’t even share through words. Observing some of his works, it has a deep message that tells the story of a man that is pained by his past, struggling in the present and yet still looks forward for a better tomorrow.

What is most admirable about this young Davao artist is that every summer, Rey Mark conducts art workshops for the orphans of the “House of Padre Pio for Children” at Tugbok, Davao City. “I started conducting this workshop two years ago

and call it “ARtMazing Project”—sharing my knowledge in arts to the children makes me feel happy and blessed,” Rey Mark shares.

One of the artist’s influences and admirations came from Mr. Joey Velasco. Despite his short artistic career, Mr. Velasco’s emotional and thought-provoking oil paintings of Jesus Christ interacting with the masses served as an inspiration for Rey Mark to give time of servitude to the less-fortunate no matter how simple.

The Davao Leg was held at the R.Magsaysay park skating rink, and was participated by a number of locals and visitors who came as far as Bacolod. This year’s theme was five.

It was indeed a best time to socialize and meet other FUJIFILM users and photo enthusiasts. From amateurs to professionals, the photowalk, that began at 6:00am and ended at 10:00am, proved to be a perfect time to showcase the magnificence of the city, its people, culture and surroundings.

About the same time, the Kadayawan Dragon Boat event took place at the nearby wharf hence

elevating the whole photowalk experience.

Participants were encouraged to take photos around Magsaysay park, Chinatown and nearby wharf. Together with them were William Pedroza, Jose Miguel Lisbona and Jojie Alcantara that served as motivators throughout the photowalk.

The event was free but

participants were asked to pre-register in order to join. More so, the photowalk was not restricted to just FUJIFILM users; photowalk was open to all camera users. However, the photo contest was exclusive for FUJIFILM users only. All entries must be original and taken on the day of the event.

Alessandra “Ella” Nagayo has risen to the elite circle of junior golf in all of Victoria after a breakthrough 2017 season.

This week, the 13-year old daughter of former Davao City Councilor Rachel Zozobrado-Nagayo and nurse businessman Danny Nagayo, was selected to be part of the 2017 State Development Squads by Golf Victoria, the state’s golf governing body and as member of the team which will represent Golf Victoria

at the 15 and under Golf Championship.

According to her mother Rachel, the objectives of the State Development squads are to commence the education and process of long term athlete development (LTAD), to educate players on the

HighPerformance Player Development and Competition Pathways within Victoria and Australia, to add value to players’ homebased and/or VRAS coaching and training programs, to provide access to the Golf Victoria High Performance Team like State level Coaches, Strength and Conditioning Coaches, Sports Psychologist, to provide access to HP protocols and statistics, and to monitor the progress some of the state’s talented juniors in a training environment.

“We received the letter from Golf Victoria via email this week and Ella is just so excited to be part of the squad. It means a lot to her development as a player because she will now be guided through many aspects of golf,” said Rachel in a message to Edge Davao.

She also bared that another email confirmed E l l a ’ s inclusion to the AllVictoria squad to the 15 and Under Hampionship.

“The most recent was another email from Golf Victoria, this time from the Schools Events Coordinator informing us that Ella was selected to be part of the team which will represent Golf Victoria at the 15 & under Golf Championship,” Rachel said.

The Championship will

be played on November 2023 at The Coast Golf Club Sydney. All travel expense will be shouldered by Golf Victoria and the Jack Newton Junior Golf.

Naawan priest: ‘I never felt my life was in danger’

I

never felt my life was in danger when I was with him,” Naawan parish priest Roniedon Valmoria said of the 33-year-old musician who held him for about two hours inside the convent of the San Labrador parish church on Wednesday.

Valmoria said he knew the suspect, Loverton Ruedas, who used to be a member of the parish choir.

“I can only talk about what transpired inside the convent when he came to me this morning,” the Valmoria said.

He recalled that Ruedas wept while they talked.

“He was scared that he would be killed by the policemen. I, too, was scared that there was already a sniper waiting for an opportunity to shoot Ruedas,” the priest said.

Valmoria said luckily cooler heads prevailed and it was resolved peacefully.

Chief Insp. Francis Estigoy, Naawan police chief, said Ruedas

had a brief altercation that resulted to a brief exchange of gunfire between him and policemen at the Naawan police station.

Estigoy said Ruedas, sensing the arrival of more policemen, fled to the convent just across the street from the police station.

He said once inside the convent, Ruedas allegedly held the priest for more than two hours.

“Father Valmoria clearly did not have the freedom to walk away from him,” Estigoy said.

Ruedas later surrendered to Father Valmoria after a negotiating team led by Misamis Oriental Gov. Yevgeny Emano arrived at the scene.

He said Ruedas surrendered a Chinese-made Norinco cal.

“Reyes saw that Ruedas had a gun tucked in his waist. So he pulled his own gun and fired at Ruedas,” Israel narrated.

UALA LUMPUR -- The Philippine athletics team has produced two more gold medals on Wednesday night in the ongoing 29th Southeast Asian G a m e s here.

Filipino-American Trenten Anthony Beram ruled the men’s 200-meter run while Aries Toledo won the men’s decathlon event at the National Stadium in Bukit Jalil.

T h e athletics team now has four gold medals, including the country’s first gold delivered by Cebuana Mary Joy Tabal in the women’s marathon event on August 19 and another one coming from Filipino-American Eric Shauwn Cray in the men’s 400-meter hurdles on August 22.

Beram, whose mother is from Cebu, said he wasn’t expecting to w i n the gold medal.

“I feel great because this is my first SEA Games. I knew that I was coming in as a rookie so winning the gold was a bonus,” he said after clocking 20.84 seconds, a new national record. His old mark of 20.96 seconds was set during the Asian championships in Bhupaneswar, India last month.

Thailand’s Jirapong Meenapra took the silver in 21.22 seconds while Malaysian Gunesegaran Aravinn Thevarr registered 21.26 seconds to claim the bronze medal.

Malaysian Khairul Hafiz Jantan, who won the gold in the century on Tuesday, finished fourth with a time of 21.28 seconds.

Aravinn said he wasn’t expecting a podium finish. “This is an unexpected (bronze) medal.

I did not expect to be on the podium knowing that I am against a strong field. To my parents, coach Balamurugan, YB Brig Gen Khairy (Jamaluddin), National Sports Council and all others I thank them.”

In decathlon, Toledo was thankful that he managed to win gold despite the pain all over his body.

“I was praying so hard to make it because my whole body was hurting since the javelin throw (the ninth event),” said Toledo, who had a total of 6,894 points.

“I told myself that I have to win. This is for the country and I cannot lose,” said Toledo, who is a former sprinter.

Thailand’s Suttisak Singkon, the 2014 Incheon Asian Games champion, finished with 6,678 points to win the silver while, Vietnam’s Bui Van Su tallied 6,207 points to take the bronze.

PH spikers march to semis

UALA LUMPUR The Philippines debuted with an impressive 25-18, 25-11, 25-16 win over Malaysia on Thursday to clinch a place in the semifinals of the 29th Southeast Asian Games women’s volleyball tournament.

The celebrated women’s team started strongly at the jampacked Malaysia International Trade and Exhibition Centre Hall 11 and never looked back in

an auspicious start to its Group B campaign.

With Malaysia falling to 0-2 in the preliminaries, the Philippines automatically advanced to the semifinals of the six-team field alongside group favorite Vietnam.

“We need to push more. Trabaho pa tayo.

Hindi pa tayo puwedeng tumigil. We can’t stop,” said national coach Francis Vicente.
