Kadayawan draws biggest security forces in Davao

his year’s Kadayawan festival drew the biggest number of security officers deployed and recorded in the city’s history.

“As far as security forces and safety agencies are concerned, there are a total about of 17,000 deployed during this Kadayawan week,” said Col. Erwin Bernard Neri Task Force Davao Commander on AFP-PNP Media Briefing August 23, Wednesday.

PNP ready to counter plot to oust Duterte

T

he Philippine National Police said it is prepared to counter groups that are calling for the ouster of President Rodrigo Duterte.

Chief Supt. Dionardo Carlos, the spokesperson of PNP, stressed this Wednesday following public statements issued by a group that called itself Patriotic and Democractic Movement or PADEM against Duterte.

The group has claimed it has members from the PNP and the Armed Forces of the Philippines.

“The full might of the 190,000-strong PNP will stand in the way of any attempt to destabilize government and challenge our earnest resolve to protect the state and its institutions,” he said.

“Law and order will prevail,” Carlos added.

In the same vein, the PNP spokesperson said the top police officials and rank-andfile personnel strongly deny involvement with PADEM. “We call on these shadowy groups with sinister motives to please spare the PNP from their delusion of getting any form of support from our ranks. We will never allow the PNP to be used in any move to betray the Constitution and grab power,” Carlos pointed out.

He also added that the PNP remains faithful to the Flag, the Constitution, the Filipino people and to its sworn duty to uphold the rule of law; and obey only legal orders of the duly constituted authorities thru the Chain-ofCommand. (PNA)

Nograles says Kian case to trigger budget debate

ouse Appropriations Committee Chairman, Davao City 1st district Rep. Karlo Nograles expects heated debate among his colleagues once the proposed P170.7 billion budget of the Department of Interior and Local Government for 2018 reaches the plenary.

Nograles, in a radio interview, said this is due to the current controversies surrounding the Philippine National Police (PNP), which is under the DILG. In particular, this has to do with the recent spate of killings of drug suspects in police operations.

Among those slain the past few days was Kian Loyd de los Santos, a Grade 11 student in Caloocan City. The student’s kin has denied his involvement in the illegal

drug trade.

A huge portion of the Department’s proposed appropriation--some P131 billion--is allocated to the PNP. As such, Nograles said he is anticipating calls to reduce the PNP budget over these alleged abuses.

“Ine-expect ko pagdating sa plenaryo, it might come out as an issue. Pag-uusapan naman natin don itong mga panawagan na bawasan ang pondo ng PNP. So ayokong pangunahan kung ano ang pag-uusapan namin sa plenary,” Nograles said in the interview.

phase.

Kids from ages 6-19 residing in the nearby slum area, are being trained and educated under various courses including public administration and governance, the basics of Economics and other more courses that would train these children to be future public servants and leaders.

One of their main and existing projects is the “Learning on the streets” of LOTS. Here, interested children gets paid for reading a book. Baes explained that in this way, these children develop their

DOF sees sustained improvement in BOC

inance Secretary Carlos Dominguez III is not worried about the management change in the Bureau of Customs .

This, after President Rodrigo R. Duterte on Monday announced that Philippine Drug Enforcement Agency (PDEA) chief Isidro Lapena will be the new BOC chief in lieu of Commissioner Nicanor Faeldon.

The President earlier disclosed that Faeldon has offered to resign from his post thrice after the drug and corruption issues against the agency came out following the entry into the Philippines of some PHP6.4 billion worth of shabu from China earlier this year.

Dominguez said the change in BOC was only in terms of leadership and not the agency’s goal.

“I expect that the improvements will continue and that we will move forward with the current

thrust of the agency,” he said.

The Finance Secretary said he did not doubt Faeldon’s integrity because he had proven his commitment on the government’s drive against tax evaders through the raids conducted in several warehouses of cigarette manufacturer Mighty Corporation.

The Bureau of Internal Revenue (BIR) has filed several cases against officials of Mighty Corporation for non-payment of excise taxes for its cigarette products and the use of fake tax stamps.

Mighty Corporation has offered to pay its PHP25-billion tax deficiencies, PHP3.5 billion of which was paid last July 20.

Dominguez earlier said they expect to collect as much as PHP30 billion from Mighty Corporation, once value added tax is included in the computation of tax deficiencies. (PNA)

Davao City Council okays Road Board scuttling asked amendments to tax code to prevent road tax misuse H

ouse Speaker Pantaleon Alvarez is pushing for the abolition of the Road Board to prevent the misuse of billions of pesos of the road user’s tax.

Alvarez filed on Tuesday House Bill No. 6236 that seeks to abolish the Road Board and transfer its functions to the Department of Public Works and Highways (DPWH) and the Department of Transportation (DOTr).

The Road Board was created under the Republic Act No. 8794, which imposed a motor vehicle users’ charge on owners of all types of motor vehicles.

Under RA 8794, the Road Board is tasked to implement the prudent and efficient management and utilization of the special funds.

Alvarez said the special fund known as the road user’s tax (road fund) is earmarked solely for road maintenance and improvement of road drainage, installation of efficient traffic lights and road safety devices, and air pollution control.

Alvarez, however, pointed out the illegal utilization of the road user’s tax collection over the years, estimated to have amounted to a total of PHP90.72 billion from 2001 to December 2012.

“Obviously, the Road Board is just another layer of bureaucracy, which became another avenue for graft and corruption,” Alvarez said.

Under the bill, all collections of the road fund shall be remitted to the National Treasury and shall be appropriated to the DPWH and the DOTr that will implement the road safety measures and projects.

The bill retained the original provision of the law which requires that funds collected under RA 8794 pertaining to the Trust Fund for Pollution Control, shall be appropriated to the Department of Environment and Natural Resources (DENR).

Alvarez cited Commission on Audit (COA) reports that some PHP515.50 million of the road fund was used in 2004 to 2008 for payment of salaries, allowances, maintenance and other operating expenses, which were properly chargeable to the regular budget.

COA also revealed that PHP62.52 million of the Road Fund was used in 2011 for the Road Board’s engineering and administrative overhead expenses.

In 2013, COA found irregularities in the use of more than PHP1.66 billion of the funds.

Furthermore, COA noted from 2001 to 2010 that there were discrepancies amounting to PHP1.495 billion in the total collection of road user’s tax between the collections declared by the Land Transportation Office and the certification from the Bureau of Treasury. PNA

P326M increase in tax collection seen

T

he City Council on Tuesday approved on third reading amendments to the Real Property Tax (RPT) Code, which could raise P326 million increase in real property tax collection if fully implemented.

The amendments came after 12 years that the city never made any changes to the real property tax ordinance. The amendments included the four per cent increase for residential; 9.5 per cent in agriculture; 11 per cent for commercial, and 25 per cent in mineral, industrial and timberland industry.

The approved amendments were lower than the proposed increase of the City Assessor’s Office (CAO) which recommended an increase of five per cnet for residential; 10 per cent for agricultural, and 12 percent for commercial.

New investors in the city were also subjected to two years exemption of RPT as part of the city’s way to attract investors.

Committee on Finance, Ways and Means chair Councilor Danilo Dayanghirang said the city council considered the status of the Dabawenyo taxpayers in increasing

real property taxes.

“The basic principle here is affordability. We considered the situation of the Dabawenyos if we will impose big increase in their real property tax,” he said.

Dayanghirang said the increase on the real property tax will be split into three. On first payment, taxpayers will pay one third of the increase; two thirds on the second payment while a full payment on the third payment will be imposed.

“We split it into three so that the Dabawenyos can adjust on the increase,” he said. The

amendments of RPT were supposedly done every five years. The last amendment was made in 2005.

The RPT amendments are still subject for approval of the Department of Finance (DOF).

“We are very confident that the Department of Finance will approve our RPT increase proposal without amendments,” Dayanghirang said.

300 informal workers to get livelihood grants

4 die, 3 survive in Zambo landslide F our people were buried alive while three others survived in a landslide caused by heavy downpour in the province of Zamboanga Sibugay, a police official said Wednesday.

Chief Insp. Helen Galvez, Police Regional Office-9 information officer, identified the fatalities as: Jeffrey Lamparas; Sannylito Tuquib, 21; Danilo Balicoco, 53; and Adrian Ledesma, 30, all residents of Purok 5, Barangay Tigbangagan, Kabasalan.

The survivors were identified as Ernacio Catipay; Joel Longgaquit; and, Joe Ledesma. They sus-

tained injuries.

Galvez said the landslide occurred at around 5 a.m. Tuesday in Barangay Peñaranda, Kabasalan.

She said the victims, who were rubber tappers, were resting in a shack located on a hillside when suddenly the soil eroded and buried them alive.

She said the victims sought shelter in a shack due to heavy downpour triggered by inclement weather.

6 more nabbed for selling bomb materials

ix more people were arrested in possession of improvised explosive devices (IEDs) and bomb-making components in this city, the police said Tuesday.

Supt. Nonito Asdai, Police Station 6 chief, identified those arrested as: Garry Jarani, 21; Abdusali Jarani, 58; Balli Samsarani, 50; Munsol Bara, 19; Alijon Maimbong, 45; and, Tando Tanoh, 48, all residents of Maluso, Basilan.

Asdai said the suspects were arrested by his personnel backed by Maritime policemen in a buy-bust operation at around 11 p.m.

Monday in Sitio Buggoc, Barangay Kasanyangan.

sold bomb-making components to an undercover policeman in exchange for P150.

He said the buy-bust operation was carried out after they received information on the suspects illegal activities.

He said the arresting team confiscated from the suspects’ possession the following: 21 kilos ammonium nitrate; nine improvised non-electric blasting caps; seven time fused; one measuring cap; seven bottles of 750-milliliter (ml) containing alleged ammonium nitrate; one bottle of 355ml containing ammonium nitrate; and, P150 marked money.(Teofilo Garcia, Jr/ PNA)

SoCot pushes opening of 6 more animal bite centers

ealth authorities in South Cotabato are pushing for the establishment before yearend of six more Department of Health (DOH)-accredited Animal Bite Centers (ABC) to address rising cases of rabies deaths in the area.

John Codilla, rabies program coordinator of the South Cotabato Integrated Provincial Health Office (IPHO), said Wednesday they are currently working with six municipal governments in the province for the opening of their own bite centers.

He said the new facilities will be established in the municipalities of Sto. Nino, Lake Sebu, Tboli, Tupi, Banga and Tampakan.

Codilla said they are specifically assisting the processing of requirements to facilitate the accreditation of the rural health unit-based ABCs with the DOH. “This is part of our ongoing efforts to further strengthen

our rabies prevention and control program,” he said.

The official said the province currently has four existing DOH-accredited ABCs. These are located at the South Cotabato Provincial Hospital and Dr. Arturo Pingoy Hospital in Koronadal City, Rural Health Unit of Tantangan town and the Upper Valley Community Hospital in Surallah town.

Codilla said the DOH will provide for 60 percent of the anti-rabies vaccine requirements of the additional bite centers while the host local governments will shoulder the remaining 40 percent.

The number of vaccines that would be provided by the DOH to the ABCs will be based on the recorded number of animal bites in their areas.

GenSan execs to pass transport code soon O

fficials here are pushing for the passage by next month of the proposed comprehensive ordinance that seeks to regulate and manage traffic and public transportation in the area.

City Councilor Dominador Lagare Jr., chair of the city council’s committee on transportation, said Wednesday they have already finalized the provisions of the proposal, which mainly aims to address the glut of tricycles and city’s worsening traffic problem.

He said his committee is only waiting for the final recommendation related to the ordinance from the City Legal Office.

“But the city mayor (Ronnel Rivera) already gave his go-signal regarding its provisions so we’re hoping that it will be finally passed next month,” he said in a radio interview.

Lagare initially introduced the proposed ordinance last year, but it has remained pending due to studies made by the committee and the delayed submission of recommendation from the City Legal Office.

Rivera vowed last year to support the enactment of a comprehensive transportation code, which he described as “bible” for the city government in terms of addressing the city’s public transportation concerns.

The proposed ordinance, which is dubbed as the “Comprehensive Land Transport and Traffic Code of the City of General Santos,” took off from the results of a transport study for the area in 2014 conducted by the League of Cities of the Philippines and funded by the World Bank.

said around 42,000 tricycles are currently plying various routes within the city’s 26 barangays.

He said around 30,000 of these are “trisikads” or scooters that were attached with sidecars and the remaining 12,000 are standard six-seater tricycles.

But he said the 2014 study, which was facilitated by the City Economic Management and Cooperative Development Office, showed that the ideal number of tricycles in the city should only be 9,000 units.

Through the proposed code, Lagare said they will regulate the number of tricycles to the recommended 9,000 units and rid the city’s streets of the “oversupply” or excess 33,000 units.

He said the tricycles will be divided into three clusters and color codes -- red, green

and white -- based on existing routes, and with each allotted with 3,000 units.

The official said all tricycle drivers and operators, including those of the excess units, would be organized into cooperatives through the assistance of the local government.

He said the city will help the cooperatives to go into income-generating ventures and avail of subsidies and grants for the operationalization of electric or e-jeepneys to support those who will be affected by the regulation.

He added that the other affected tricycle drivers would be trained for deployment as drivers and conductors of the Department of Science and Technology’s (DOST) Hybrid Electric Road Train (HERT), which will be deployed in the city by October. (AVE/PNA)

taxi fleet will be eased out and replaced by new ones. He is adding more cars on the road.

Clearly, that is not the right solution.

When you have a problem withh ridesharing, you do not add a problem by putting more taxis on the road. Why not resolve the Uber case first. Uber has in fact offered to payoff the government in exchange for lifting its suspension. That should be addressed first by LTFRB and not add more cars to further congest traffic.

imagsikan” is the Tagalog term for “revolt” (or revolution).

This has been the traditional word used by those in the Left and those who belong to the proletariat and anti-government sectors seeking to achieve change by overthrowing dulyconstituted authorities.

It has now become like a household word being applied by anti-Duterte forces who converged at the EDSA People Power monument some days ago to agitate the Filipinos to rise over the “murder” of a young Grade 11 student during an anti-drug operation.

The Yellow politicians, riding piggyback, even personally dropped by during the vigil and spewed incendiary remarks against the PNP but were also indirectly hitting the President for the “wayward” direction his intensified illegal drugs campaign has been going to.

At EDSA, very few people answered the call. If you had time to scan the front pages of national broadsheets, instead of

ne of the least known Davao luminaries to hold a Cabinet position in acting capacity was Dr. Rodolfo T. Caños, a resident of Digos City. In the 1949 Davao City Trade and Commerce Directory, he was mentioned as one of the physicians “residing outside the city of Davao.”

Dr. Caños, also a graduate of Theology (1938-39) of Silliman University who later owned a hospital in his hometown that bore his name, was appointed health undersecretary for special concerns by President Ferdinand E. Marcos but at one time was designated acting Secretary of Health. Other accounts claim Dr. Caños was appointed as acting health secretary on May 1, 1964 and recalled to his original post on June 20, 1965.

His sociable relationship with the President was punctuated by visits in his Digos residence while the chief executive was in Davao region.

One such incident took place on March 11, 1964 when President Diosdado Macapagal, on the way to Davao City, made “short stops in Bansalan, Matanao, and Digos where he had merienda at the house of Health Secretary Rodolfo Caños.”

But this friendly alliance later soured up after a

No longer were there gullible thousands of unshod feet, of perspiring faces of factory workers and laborers. Who went there were young misguided students from exclusive schools who were presumably induced to come because it was part of their attendance and their curriculum.

In fact, they were even hiding their identities by using the placards to cover their faces for fear their parents may see them on television news.

Upon learning of this cry for “revolt,” PRRD even cajoled them to go on and take to the streets. He said those who are earnestly desiring to fight and topple the government are free to join. He would even bus them

With a caveat that he, as leader of the nation would meet them head-on, PRRD’s message to those inciting a revolt was not mere “sound and fury.”

Sun Tzu wrote in his book The Art of War: “To fight and conquer in all our battles is not supreme excellence; supreme excellence consists in breaking the enemy’s resistance without

fighting.”

I would presume the incumbent administration is very subtle about its application.

Many philosophizing thoughts would inject most probably that “there are many ways to skin a cat.”

Be that as it may, Sun Tzu’s advice is “to weaken the enemy subtly and covertly, so that is rendered incapable of resistance before a sword is unsheathed or a shot is fired.”

PRRD’s strong statement, delivered during a press conference at the Palace grounds, surely sent shivers of fear to the agitators. The government is able and ready to meet the threat of “himagsikan.”

The guy who hates Digong and who uttered “look at me, look at me,” hasn’t been in the news lately.

I wonder. Is he no longer good copy for his allies as thousands of netizens slammed him for his unpopular quotes? Well, when this usually happens, you hide in the

shadows for a while until the heat simmers down, right?

There is a school of thought going the rounds now that since the cry for “himagsikan’ has been bared even inaudibly, the Duterte administration should seriously consider imposing a revolutionary government.

Cory Aquino did this to rid the country of the Marcos constitution and his leechlike influence. She imposed the hastily-crafted 1987 Constitution, closed the Batasan and declared popular elections the following year.

PRRD can do also do this to effect the REAL change he wants to do for the country.

The 1987 Cory constitution is very much flawed that prevents foreign investments from coming into the country.

Amendments are in order.

Administrative Order No. 78 declared that under Section 6 of Executive Order No. 302, series of 1940, and Administrative Order No. 124-A, series of 1963, emergency purchases of the health department need not be coursed through the DOH before the purchases are done.

The probers also found out the respondent had required all emergency purchases orders to be approved by him without going through the regular processing channel adopted by the department. Moreover, it was also discovered “that no valid canvass of prices was made” and the respondent “approved most of the emergency purchase orders in his house brought to him by preferred dealers.”

The findings contained in the Order also showed that several times Dr. Caños was invited to appear before the committee but refused to heed even the warning that no further postponement of hearing would be allowed.

Failure to refute the evidence at hand, the Committee “was constrained to receive the evidence on the case in his absence, after which it considered the case submitted” and later ruled that Dr. Caños was “found guilty of all the

charges and recommended that he be considered resigned from office.”

The Order, signed by Executive Secretary Rafael M. Salas signed on August 10, 1967 by order of the President further stipulated: “In fact, a committee formed by the respondent during the last administration when he was Acting Secretary of Health confirmed the existence of anomalies in the National Orthopedic Hospital and the serious irregularity in the approval of the emergency purchase orders.

That committee could have included respondent among the officials in the Department of Health and the National Orthopedic Hospital recommended for criminal and administrative prosecution had it not been for the fact that respondent is a presidential appointee and therefore beyond the jurisdiction of the committee.

“In view of the foregoing, I find respondent guilty of willful neglect of duty with grave abuse of authority, dishonesty and conduct prejudicial to the best interest of the service.”

Married to Adela J. Caños, Dr. Caños’ brood included Rodolfo Jr., Arthur (who died on March 25, 2014, in the USA), Eleanor, and Hilda, all medical practitioners.

presidential committee was created on May 13, 1966 to investigate the administrative cases filed against Dr. Caños. He was charged for (i) wilful neglect of duty with grave abuse of authority, (ii) dishonesty and (ii) conduct prejudicial to the best interests of the government, “committed while he was acting Secretary of Health during the period from September 5, 1963, to September 18, 1964, and thereabouts.”

The result of the probe, which was filed motu proprio by the Secretary of Health, came out more than a year later, resulting in the issuance of Administrative Order No. 78 dated August 10, 1967, which considered him resigned from office.

Records show the National Orthopaedic Hospital, which Dr. Caños supervised, overspent for supplies and materials during fiscal year 1963-64 amounting to PhP1,351,331.32, close to a million of which was set aside for purchases through emergency procurement that were found to be “grossly exceeding the monthly authority of the hospital for emergency purchases.”

The surplus expenditures, it was reported, resulted in excesses in the reimbursable fund of the hospital, which was done “through manipulations in

The emergency purchases covered over 900 vouchers, parts of which “were made from a few preferred and fly-by-night dealers, whose establishments were either [in] their residences, dress shops or sari-sari stores.”

Rekado’s fresh new

THE KADAYAWAN FESTIVAL MAY BE OVER but the flavors of Davao City’s bounty from the land and sea can still be tasted thanks at the city’s many restaurants that specialise in local flavors.

One such restaurant, and one of my personal favorites is Rekado by Chef Pauline BenedictoMallillin. The menu of the restaurant features an array of Pinoy dishes cooked like how mothers and grandmothers prepare it, with some recipes prepared with a twist to heighten the flavors and excite the palate.

“For the Kadayawan menu, we are bringing in the classic Filipino dishes,” said Chef Pauline on the new entries to Rekado’s already familiar menu.

A delicious new dish is added on the appetizer list— the Oyster Dinakdakan. It’s deep-fried oyster meat tossed in a seasoned creamy dressing with onions and chilis dressing.

For those who want to try a classic Filipino dish with a twist, one can try the Crispy Dinuguan with Chicharon and Burong Mangga. It is crispy yet tender pork belly on a rich blood stew. “We top our homemade burong mangga to balance

the richness of this dish,” said the chef.

One of my personal favorites in the new menu items is the Corned Beef and Bone Marrow Bulalo. The broth of this hearty dish is simmered for hours with aromatics and flavorful beef cuts.

The corned beef is specially made for Rekado with no preservatives.

This is served with a beautiful cut of bone marrow that is seasoned finely and oven baked.

My first sip of the broth immediately brought me back to Tagaytay and their famous bulalo, only Pauline’s version had its flavors elevated with smoke thanks to the roasted bone marrow.

Those who love pork can try the Inihaw na Liempo, the pork belly is charcoal grilled to infuse smokiness, while brushing with a flavorful marinade until flavors are well incorporated.

Pauline also added a new chicken dish, Chicken Adobo sa Gata. This all-time Fili-

pino favorite is delicious in itself but the coconut milk takes this dish to another level by adding creaminess to the sauce.

As a tribute to Durianburg’s seafood bounty, there is Rekado’s Davao Seafood Platter are the treasures our waters so graciously provide: the

tuna panga, bagaybay, bihod and imbao, all iconic seafood of the city. These are marinated in a spice paste and barbecued with a special marinade.

“That’s six new dishes on Rekado’s menu starting this Kadayawan month, and we’re making these permanent entries

on our menu,” said Chef Pauline, “And we’re cooking up more additions in the coming months.”

DINING OUT, like our friends, have their labels too. Hence the labels we too associate with gastronomic places. Casual, comfort and fine are just some of the descriptive words for foodie places all over the world. However we may call them, at the end of the day, it’s all about the happiness in our faces, satisfaction in our palates and celebration in our tummy that matters.

Like the rest of the world, Davao is also home to a number of descriptive words specifically used whenever our tummy rumbles.

Personally, I find the words unnecessary. Why? It’s not a matter of label that urges me to try a new restaurant – it’s the food.

To be able to explore a new culinary realm in one seating is one definite adventure that I always look forward to. The variation is what makes all the difference.

Home to a lot of homey and comfortable restaurants, Davao lets you explore the many regions of the country through your palate. Although greatly modified to suit the Davao palate, it’s one way to explore the archipelago without going bankrupt. Here’s some of the recent faves when dining in the city. Kudos to my

food buddies and friends who are as enthusiastic as I am on the dining table.

Davao is slowly becoming a foodie haven. The choices we have now may not be as vast as

those in other places but that is what makes it more interesting.

Enabling us to get acquainted with so many other dishes and flavour combos to taste.

Philippine Tarsier on the verge extiction

T

he natural forests of Bohol may be the most known habitat of the Philippine tarsier, but the world’s smallest primate can also be found in Davao Region.

In fact, you can see them in the booming city of Tagum in Davao del Norte.

“While tarsiers in Tagum are not really endemic to this rapidly urbanizing hub, the local government here is keen in offering its green parks as an alternative sanctuary to these tiny animals,” wrote Louie Bryan M. Lapat, the city’s information officer III, in a recent issue of Tagumpay Frontier.

In separate occasions, that three tarsiers were released at the Tagum Botanical Park in barangay San Agustin. Actually, the park is a 31-hectare green space planted with local and foreign tropical trees. “While parts of the park are devoted for human activities, a large part of the park is still devoid of human intervention,” Lapat wrote.

“Because noise easily stresses tarsiers, the botanical park is a perfect place for them since it is peaceful and silent. It’s like an oasis from the hustle and bustle of this rapidly-changing urban center,” he added.

If you are wondering why there is so much ado about tarsiers it’s because, like the Philippine eagle, they are on the verge of extinction. In its report last year, the International Union for Conservation of Nature (IUCN) has listed the Philippine tarsier as “one of the most endangered primates.”

“Many populations of Philippine tarsiers have already been locally extirpated and of those that remain some surely are at imminent risk of extinction,” said the report entitled “Primates in Peril: The World’s 25 Most Endangered Primates

2014-2016.”

The IUCN was one of the compilers of the formidable list along with the Bristol Zoological Society, International Primatological Society and Conservation International. The next update will be released next year.

The findings “highlights the extent of the danger facing many of the world’s primates,” said leading primatologist Christoph Schwitzer in a press statement. “We hope it will focus people’s attention on these lesser known primate species, some of which most people will probably have never heard of.”

In 1966, the IUCN) Red List of Threatened Animals classifies the Philippine tarsier under the “near-threatened category.” The UN Convention on International Trade of Endangered Species of Wild Fauna and Flora (CITES) listed the Philippine tarsier under Appendix II, which means trade of the species and subspecies “is strictly regulated.”

“Both listing mean that the species is not yet threatened with extinction but may become so if appropriate conservation measures and trade regulations are not carried out,” explained Dr. Wilfredo S. Pollisco, who was then director of the Protected Areas and Wildlife Bureau (PAWB) of the Department of Environment and Natural Resources (DENR). PAWB is now known as Biodiversity Management Bureau (BMB).

In 1997, then President Fidel V. Ramos signed Proclamation No. 1030 declaring the Philippine tarsier as “a specially protected faunal species of the Philippines.” As such, “the hunting, killing, wounding, taking away or possession of the Philippine tarsier” and activities that would destroy its habitats are strictly prohibited.

However, the law allows the possession of Philippine tarsier “for educational, scientific, or conservation-centered research purposes” upon the certification of the head of the environment department.

Contrary to what old biology textbooks claim, the Philippine tarsier is not “the smallest monkey in the world.” In fact, scientists don’t even consider it a monkey or ape at all. It is classified as primate, of which monkeys and humans also belong.

“The Philippine tarsier is found in various habitats, particularly in dense patches of bushes, tall grasses, bamboos, and small trees in tropical rainforest,” informed Dr. Corazon Catibog-Sinha, then the PAWB assistant director when interviewed by this author.

Known locally as maomag or mago, Philippine tarsier (Tarsius syrichta) can also be found in abandoned clearings with new growths of medium-height plants, both in the lowlands and at medium elevations.

In the past, they used to be common in coastal forest near rivers and creeks. They have also been sighted at the base of the tree trunks and roots of bamboo but rarely in cavities at the tree tops.

“The Philippine tarsier has attracted a lot of attention from scientists and collectors because of its interesting physical features and habits,” a booklet on Philippine wildlife noted.

The primate has been reported to have inspired Oscar-winning Hollywood director Steven Spielberg to pattern the famous character from the outer space in his blockbuster, E.T (Extra Terrestrial).

The Philippine tarsier stands only about 5 inches tall (small enough to fit snugly in the human hand), but it has an

eye measuring 17 millimeters – about 150 times bigger than the human eye.

Apart from its huge eyes, the tarsier’s other distinguishing characteristic is its ability to spot prey as well as to navigate its way through the trees. Before it leaps from one branch to another, it will quickly turn its head to spot exactly where it will go and then make a speedy jump – backward – in that direction.

To communicate with each other, Philippine tarsiers generally make chirping sounds similar to those made by locusts. They also occasionally make loud, shrill calls and soft bird-like noises.

One interesting fact about this primate is that they are considered nocturnal hunters (they normally sleep during the day and wake up at sundown).

They are well-equipped for stalking insects, lizards and small amphibians at night.

Their main hunting tools are their huge eyes, each of which is bigger than their entire brain.

One point of interest: tarsiers do not feed on dead animals.

The BMB shares the following information about the Philippine tarsier: · The Philippine tarsier produces a strong smell during the breeding season. This is believed to be crucial for socialization and sexual communication. Estrus occurs at 24-day intervals, during which courtship and copulation take place. · After copulation in captivity, tarsier females have been observed to develop vaginal plugs – something like a natural chastity belt. · Tarsier pregnancy lasts for about six month, giving birth to only one offspring each year. A new born tarsier can already cling to branches; less than a month after birth the young starts leaping; in two

months or so it is weaned from the mother. · In captivity, tarsier mothers carry their young with their mouths when disturbed.

No parental care has been observed in tarsier fathers. · A tarsier’s lifespan in the wild may reach up to 24 years. In captivity, however, a tarsier’s life expectancy is little more than 12 years. Many tarsiers taken from the wild and placed in captivity survive only for two to five years. · Some tarsiers captured and placed in enclosures have been reported to go wild, committing suicide by smashing their heads against objects.

Philippine tarsier is endemic to the country. It is found in the southeastern part of the archipelago, particularly the islands of Bohol, Samar, and Leyte. Its geographic range also includes Maripipi Island, Siargao Island, Basilan Island, and Dinagat Island.

In the 1960s, Philippine tarsiers used to abound in Bohol. One account said: “There were so many that many tarsiers were run over by passing cars. People recalled that masses of tarsiers used to cross the roads at night, doing their slow hop-crawl on the ground.”

Those were in the past. Today, their number has dwindled rapidly. “Tarsiers face a number of threats, most notably habitat loss or degradation, with many tarsiers losing more than half of their original habitat,” says the Endangered Species International (ESI).

“In some areas much of the forest has been converted to agricultural use and this does not benefit tarsiers. Forests are often destroyed for palm or coffee plantations, mining, logged for timber or turned into grazing land,” it adds.

Most tarsiers can still live in secondary forests and in some degraded and cultivated areas but need access to enough sleeping sites to survive. “Degraded areas can support fewer individuals and may not offer enough seclusion from humans,” ESI pointed out.

Tarsiers are also threatened by hunting or capture for the pet trade. “(Philippine tarsiers) fell prey only to their natural enemies, such as civets and snakes. But habitat destruction, unabated hunting and illegal trade have reduced their population to near extinction,” said the Philippine Tarsier Foundation, Inc. (PTFI), a non-government organization spearheading a campaign to save the tarsiers.

Efforts to conserve the species started in 1988 yet when a study on the tarsier habitat requirements was initiated in Bohol. This was followed by a project initiated by the environment department of Region VII in 1991 until 1992 under the Debt-for-Nature Swap program.

“The Philippine tarsier is difficult to maintain in captivity because of its peculiar food and habitat requirement,” the BMB publication states. “Captive tarsiers are normally short-lived and most young born to captive tarsiers do not live to maturity.

Sensitive and delicate, they respond poorly to frequent touching and handling.”

Although the tarsier could live as long as 20 years in a protected habitat, its lifespan is only up to 12 years in captivity.

In his report, Lapat wrote: “A tarsier sanctuary in Tagum may sound cool but a city veterinarian said it’s better to let the tarsiers live in their natural habitat.”

De Guzman adds 2 more medals

UALA LUMPUR Kaitlin De Guzman added two more medals to her collection in the 29th Southeast Asian Games gymnastics on Wednesday at the Malaysia International Trade and Exhibition Center (MiTEC).

The 17-year-old De Guzman captured the silver medal in the floor exercise, scoring 13.025 in her routine, and brought a bronze in the balance beam when she scored 12.3.

With the result, De Guzman became the most bemedalled athlete thus far for the Philippines in the SEA Games after capturing the gold in the uneven bars on Tuesday.
