The competition’s Artistic Director Rogelito Cayas Jr. Said that this competition opened it’s doors to all Davao Artists from different walks of life to tell their stories through art.

He saw that the current trend in the Art Industry mostly falls on visual arts, particularly doodle, this is why he saw so much potential in pushing through with

the event.

One of the groups competing in the event’s Professional Category, represents the Philippine National Police.

Police Officer Nhaeff Ain Tarapan said that despite this being a part of their Police Community Relations , he shared that he sees the need to break the norm of having a gap between the police force and the citizens.

“We want to show the people that policemen are versatile through all challenges.” Tarapan added.

This was one bold statement left by the City of Palms in the 5th Regional Competitiveness Summit after surprising the crowd of local government officials and dignitaries with its unforeseen 3rd spot landing in the overall ranking of Most Competitive Cities in the country.

The Summit, which was held in Manila last August 16, 2017, saw the rise of Tagum City from 9th spot last year to 3rd in the overall rank of the com-

petitiveness index, besting other 109 component cities nationwide.

This quantum leap was credited to Tagum’s sweeping win in the pillars of Infrastructure Development and Resiliency, having obtained 2nd and 4th spot, respectively. The city also landed in the 17th spot for Economic Dynamism and ranked 24th for Government Efficiency.

Tagum City is the only component city in Davao Region and among the two component cities based in Mindanao to be included in the top 10 spots of the prestigious ranking.

With this impressive verdict, Mayor Allan Rellon is bullish Tagum will still be able to retain or improve its ranking next year, especially that more multi-million projects are on the pipeline and ready for implementation. The programs for the Tagumenyo public will also be enhanced to have the widest coverage possible, said the local chief executive.

Notably, Tagum City’s ranking has significantly contributed to the province of Davao del Norte to place 7th as Most Competitive Province in the country.

The Cities and Municipalities Competitiveness Index is an annual ranking developed by National Competitiveness Council (NCC) through the Regional Competitiveness Committees (RCC) with the support of United States Agency for International Development (USAID) and Globe Telecom.

ealth authorities in South Cotabato province alerted residents anew over the rising cases of rabies infection that already resulted to 16 confirmed deaths since January.

Dr. Rogelio Aturdido Jr., Integrated Provincial Health Office (IPHO) chief, said Friday the latest fatality was recorded last Sunday, Aug. 13, at the South Cotabato Provincial Hospital in Koronadal City.

“That’s already our 16th case. Last year we had eight

total deaths. We still have four months left (for the year) and we already recorded 16 fatalities,” he said.

A report released by the IPHO’s epidemiology and surveillance unit (PESU) showed that the province’s rabies cases and deaths have continued to increase since January.

Sara forks out P250T for Dula Kadayawan players

M

ayor Inday Sara Duterte Carpio on Friday forked out a total of P250,000 in cash to participants of the 4th Dula Kadayawan.

In her speech, she announced that all of the players of the Dula kadayawan will receive P1000 each.

“I-prepare namo, naa sa akong office ugma,” said Duterte. All 250 players in the games will receive P1000 each.

She also said that she is thankful for the 11 tribes for their participation in the Dula Kadayawan and she congratulated all the winners of the games.

The competitiveness of each tribe was showcased during the 4th Dula Kadayawan which was held at People’s Park. The event was organized by Tomas Jose S. Inigo “Datu Tahabikal” together with Datu Rudy M. Mande from the Matigsalug tribe and Datu Marvin Domingo of the Bagobo Klata tribe. This event was made possible because of the willingness of the tribes to participate and showcase their indigenous games. “Kinausap naming ang mga tribal elders (with regard the tribal games) okay naman sila, very receptive sila,” said Inigo.

The games that were

played on the event are Bubuntog, Solopot, Opano, Totaring/ Babag-id, Sisibow, Siklot, Kakasing, Osoroy and Sosakoro. The over-all champion for the games is the Bagobo-klata tribe they received two trophies coming from the Kadayawan Executive Committee and City Sports Office with the cash prize amounting to P55,000 2nd place is Obu- Manuvu which will receive P45,000 and a trophy, 3rd placer is the Matigsalug tribe which receive 35,000, 4th placer is Ata which receive P20,00 5th place is Bagobo- Tagabawa which receive 20,000 “Every year nag babago kasi mas gumagaling yung mga players, they are more interested and excited sila every year,” said Inigo. PH Navy to get radar system from the US T he Philippine Navy will formally take possession of its first-ever tethered aerostat radar system (TARS) donated by the US government.

The turnover ceremony will be led by US Embassy in Manila’s Deputy Chief of Mission, Mi-

chael Klecheski, and PN flag-officer-in-command, Vice Adm. Ronald Joseph Mercado, at the Naval Education and Training Command in San Antonio, Zambales on Tuesday.

Navy spokesperson, Capt. Lued Lincuna, said the TARS, a self-sustained, unmanned lighter-than-

air systems, would enhance the PN’s capability in maritime intelligence surveillance reconnaissance by effectively detecting maritime and air traffic within the country’s coastal waters using sensors.

It will also be used in the conduct of humanitarian assistance and disaster

response operations.

The TARS includes a weather station that provides telemetry data to the ground station for the monitoring of ambient temperature, pressure, wind speed, and other pertinent parameters in the operation of the system. (PNA)

Bill requiring pre-shipment inspection of imports filed

T

o avoid a repeat of the P6.4-billion shabu smuggling case through the Port of Manila, House senior deputy minority leader and Buhay Rep. Lito Atienza has filed a bill seeking to require the prior inspection abroad of all shipments destined for the Philippines.

“All merchandise imports should be physically examined and valued at the port of origin, before the shipment leaves for the Philippines. This is one sure way to prevent the entry of illegal drugs and other contraband into the country,” Atienza said.

“Mandatory pre-shipment inspection is our ‘silver bullet’ against the monsters of smuggling. It is also our best antidote to the poison of systemic corruption at the Bureau of Customs (BOC),” Atienza said.

Atienza has filed House Bill 6220, which calls for “the compulsory advance clearance” of all foreign cargoes headed for

the Philippines.

Under the bill, the exact nature of all Philippine-bound commodities, to include their quality, quantity and prices, would have to be checked and verified at the country of origin, before the goods are put in containers and loaded onto ships.

The BOC has been reeling from accusations that crooked officials turned a blind eye to the 604-kilo shabu shipment from China that was later seized from a warehouse in Valenzuela City only after the Chinese Customs Ministry issued an alert. “Pre-shipment inspection is beneficial to everybody.

Government will collect higher duties. Legitimate importers will avoid costly product defects and get shipments faster without having to haggle with corrupt BOC agents,” Atienza said.

MCC eligibility move lauded; Govt to first study grant offer

inance Secretary Carlos Dominguez IIII welcomed Friday the decision of the US government’s Millennium Challenge Corp. to uphold the eligibility of the Philippines to secure a fresh grant from the MCC. He said the decision of the MCC is yet another confirmation of the Duterte administration’s strong commitment to the rule of law and inclusive growth.

Dominguez said, however, that the government would still go over the conditions set by the MCC in approving the millennium challenge compact for the Philippines.

“We welcome the decision of the Millennium Challenge Corp. (MCC) to approve a new compact for the Philippine government and thank them

for this fresh grant offer . The government under the Duterte administration continues tovigorously implement initiatives that reinforce the Philippines’ commitment to good governance, peace and order and the rule of law,” Dominguez said.

He said the MCC decision is «testament to the fact that despite the political noise emanating from certain quarters , our development partners recognize our government’s commitment to reduce poverty and make growth inclusive while maintaining peace and order and upholding the rule of law.”

“We will look into the conditions of the MCC grant and determine if they are aligned with our priorities,” Dominguez said. (DOF)

BMI keeps 6.3% GDP forecast for PH in 2017

A

unit of Fitch Group said the Philippine economy faces risks as a result of the latest weakness in the financial markets but maintained that medium term outlook points to a strong expansion.

In a study dated Aug. 17, 2017, BMI Research, however, kept its 6.3 percent gross domestic product (GPD) forecast for the country this 2017.

In the second quarter of the year, domestic expansion rose to 6.5 percent from the previous quarter’s 6.4 percent. Year-ago GDP, however, is higher at 7.1 percent.

In the first half of the year, GDP averaged at 6.4 percent, near the lower end of the government’s 6.57.5 percent target.

The study explained that weakness in the financial market is seen to impact on growth in the coming months.

Political infighting between

the ruling PDP-Laban and the Liberal Party (LP) is seen to negatively impact on investors’ sentiment on the economy along with the security risks in Mindanao, among others.

However, the positive demographic profile in the country is seen to sustain improving savings rate. “…as the working-age population rises over the coming years, this should support overall savings relative to GDaP and raise the potential for investment going forward,” it said.

Productivity is also seen to sustain its uptrend after the “considerable improvements in its business environment under the former Aquino administration as seen by advancements in the Index of Economic Freedom compiled by the Heritage foundation and the Ease of Doing Business Index by the World Bank.”(PNA)

Duterte brings stability to economy: Nograles T

he 6.5-percent gross domestic product growth posted by the country in the second quarter of the year proves that President Rodrigo Duterte brings stability to the Philippine economy, a House leader said on Friday.

House Appropriations Committee Chair and Davao City Rep. Karlo Nograles said the 6.5-percent growth rate, which incidentally rounded up Duterte’s first full year in office, shows the President has the “managerial chops” to bring the Philippines to the next level amid criticisms.

“No doubt about it, the

6.5 percent growth rate is solid proof that President Duterte is applying the proper approach in dealing with the country’s deeply-rooted problems,” said Nograles.

“The latest growth in GDP has placed the Philippines ahead of other Southeast Asian nations that have released their figures for the second quarter. The country is now next to China in terms of economic growth,” Nograles added.

The second quarter figure is an improvement from the 6.4 percent growth posted during the first quarter of the year. The Philippines

achieved the growth rate amid a depreciating peso.

“As we all know, the President did everything to earn the confidence of the economic sector in particular, and the public in general. Those are the bigger reasons behind the surge in our productivity as a country,” Nograles said.

Nograles cited the agriculture sector and Duterte’s finance team for their contributions in boosting the country’s GDP performance.

Last quarter’s growth followed China’s 6.9-percent growth but overtaken Vietnam’s 6.2 percent

and Indonesia’s 5-percent growth rates during the period.

The Philippine Statistics Authority (PSA) reported that industry sector recorded the fastest growth at 7.3 percent.

Services slowed down to 6.1 percent in the second quarter compared with its 8.2-percent growth during the same period last year.

The central bank, in a statement, traced the inflows last July to positive investors’ sentiment on lower inflation rate, strong net foreign buying in the local bourse, positive investors’ sentiment after President Rodrigo R. Duterte’s second State of the Nation Address (SONA), and the Federal Reserves’ decision to maintain key rates.

Study says P905B worth of goods smuggled in PH

S

ome P904.6 billion worth of products have been smuggled into the Philippines from 2011 to 2015, according to the latest study of Federation of Philippine Industries’ Fight Illicit Trade (IT) Movement.

The study, done by the Center for Research and Communication Foundation, Inc. (CRCFI) of the University of Asia and Pacific (UAP), found that smuggling were rampant in industries of petroleum, steel, resins, wood, cigarettes, sugar, palm oil, and automotive batteries.

The value of smuggled goods was derived by computing the difference of the exports value from the host countries and the import value recorded in the Philippine Statistics Authority (PSA), according to UA&P Professor Rolando Dy. Largest value of smuggling was recorded in petroleum industry, amounting PHP680 billion, from 2013 to 2015.

This was followed by steel industry, with smuggled goods valued at PHP106.1 billion; resin, PHP42.9 billion; palm oil, PHP30.9 billion; wood, PHP24.8 billion; cigarettes, PHP9.8 billion; sugar, PHP9.3 billion; and automotive

battery, PHP750 million, from 2011 to 2015 period.

The impact and multiplier effects of the smuggled goods from the eight industries in five years resulted in o PHP495.5 billion losses in the country’s gross domestic product (GDP), PHP1.1 trillion losses in gross output, PHP77.2 billion losses in household income, and 291,070 displaced workers.

“Smuggling weaves a vicious network of negative economic repercussions. Its devastating effects on government revenues and industries spawn vicious circles of economic problems,” the study said.

“Smuggling stirs up negative multiplier effects on gross domestic product, household income, and employment,” it added.

Dy noted that aside from these eight industries, smuggling was also rampant in imports of meat products and rice.

FPI Chairman Jesus Arranza said in a press briefing Friday that the Bureau of Customs (BOC) should publish all reference value to strengthen transparency, cut red tape, and fight smuggling.(PNA)

Peso seen not to free fall, & will take care of itself

he Philippine peso again closed to its fresh 11-year low to a US dollar Friday but Bangko Sentral ng Pilipinas (BSP) Governor Nestor A. Espenilla Jr. said strong macroeconomic fundamentals will continue to support the local currency.

He said the local unit is “market determined”, meaning it is the market players and not the central bank that define the foreign exchange in the country.

“It will move up then down. It will not free fall, it will take care of itself because the economic fundamentals are strong,” he told journalists at the sidelines of initial On Q: FinTech Thought Leadership Roundtable Series of FINTQ, the Financial Technology arm of Voyager Innovations, in Mandaluyong City.

Traders have attributed the weakness of the peso on Friday to the terror attack at around 5 p.m. in Barcelona, Spain, where 13 people died and at least 100 others were hurt.

This after a van rammed into a crowd of people on Las Ramblas, one of Barcelona’s popular areas.

Police were able to prevent another attack in Cambrils, south of Barcelona, where police shot dead five suspected terrorists.

Earlier, Espenilla said the latest weakness of the local currency was partly due to the drop of the country’s current account to deficit levels on account of rising importation, which in turn was due to rising requirements of the domestic economy.

Gross omestic product (GDP) grew 6.4 percent the first half of the year, almost near the lower end of the government’s 6.5-7.5 percent growth target for the year.

In the second quarter alone, GDP rose to 6.5 percent from quarter-ago’s 6.4 percent due to strong rise of the industry sector, at 7.3 percent.

The agriculture sector also fuelled growth after rising by 6.3 percent, a reversal from its two percent decline a year ago.

Services expanded by 6.1 percent, slower than its 8.2 percent rise same period in 2016.

hirtheen of Davao’s best designers converged in a competition to showcase their 15 unique creations, all inspired by the city’s 11 prominent tribes in the Habi Kadayawan Fashion Accessories Design Competition at SM Lanang Premier on Thursday.

Local singer and song writer Maan Chua bagged the Grand Prize for her Neckpiece “Agung,” inspired by the Bagobo Tribe’s Ahungan Instrument.

Inc. President Aztec Barba said that the competition aimedis to push Davao designer to sell their accessories globally and, to be recognized internationally.

Barba revealed that the group is aiming to hopefully, export to the fashion capital, France.

He added that some of the desogners who are alrealy big in the fashion industry are willing to help connect these designers to potential partners.

However, he also said that all entries in the competition are not yet for sale, and will be

housed in their Future Kadawayan Design Center.

P 352.2-million road projects to boost DavOr agri, tourism M

ATI CITY, Davao Oriental – The construction of two big-ticket road projects is set to commence in this capital city designed to improve connectivity and open up more economic opportunities for dozens of communities in the province.

On Monday, August 14, the Provincial Government broke ground for two road concreting projects which are the 12-kilometer road from the National Highway Junction – Badas – Culian – Sanghay with an earmarked budget of P246.6 million and the 6.5-kilometer road from the National Highway Junction – Dahican- Bobon amounting to P105.6 million.

Funded under the Conditional Matching Grant to Provinces (CMGP) of the Department of Interior and Local Government (DILG), these roads amounting to a total of P352.2 million is set to increase agricultural productivity and poised to open up opportunities in terms of tourism in communities traversed by these road projects.

Punong Barangay Diosdado Pahid of Barangay Sanghay said that the road project in his village would directly benefit 13 sitios consisting of at least 393 households who are mostly dependent on farming for their livelihood.

Being among the city’s important production areas for various crops such as ba-

nana, corn, copra, and ginger, among many others, the village of Sanghay along with its neighboring village of Culian are anticipated to benefit from the new connection as it would open up a stream of opportunities, such as cutting off transportation time and cost and safe mode of transport.

“With this road, we can easily deliver our goods to the market. We can now get a good price for our crops unlike before when some of our farm produce get damaged even before they arrive at the market due to poor mode of transportation and multiple handling of crops,” he added.

Bagging multiple gold medals are teens Alexis Ritz Labaya, Rovelyn Marquesa, and Kris Kyle Quinco who make up the vocal group Gleetery. The trio hit the top spots for Vocal Group Pop, Vocial Group Open, and Vocal Group Gospel, while they earned their silver medals for their performances in the Vocal Group Variety and Vocal Group World categories. Overall, the pretty talented teens were declared as Grand Finalist and Division Winner in their category.

Another talent who took home gold medals was Carlin Don “Champ” Elorde who was hailed as WCOPA 2017 Grand Finalist for his performancein the Instrumental Original Works category and Division Winner for the instrument division.

Justice for Kian

he death of 17-year old Kian delos Santos has sparked a new outrage over the bloody antidrug war of the government.

Wednesday’s bloodbath that netted a dozen suspects including the poor schoolboy was the latest of the socalled one-time big-time police raids in barangays noted for narcotics. Onlt this time, the police apparently made a divergence of the marching order.

If we are to believe the storyline of the police, Kian was a drug runner who fought against arrest with a .45 caliber pistol on his hand and two puches of sabu on his pockets. But if are to take the testimonies of eyewitnesses and his family, Kian is an innocent bystander at the time of the raid. To his family, he was a diligent student who was sent to school by the earnings of a mother who worked as an OFW in Kuwait. In fact, he dreamt of being a cop one day. Kian,

according to eyewitnesses, was allegedly shoved to a dark corner and forced to brandish a handgun by three cops, his pocket was stuffed with the drug pouches and shot dead mercilessly head down on the ground.

The cops are now relieved of their position to front an investigation.

It’s a very sad tale which necessarily requires a jubilant ending--either justice for Kian or affirmation of law enforcement action. It is too early to make conclusions in fairness to all concerned. But this case should be resolved with truth prevailing and those responsible answering for their action. There should be no absolution for the cops, just because they are cops and the real enemy is drugs.

Even where the bigger picture is eliminating drugs, collateral damage notwithstanding, everything must be done right. Truthfully right.

I

t seemed like a quiet evening at the Apo View Hotel on August 18 but on this occasion, the atmosphere was festive. The tension arose from the fact that everybody was looking forward to who will nail the title of ‘Mutya ng 4L ng Compostela Valley’ province for 2017.

And like contenders to a beauty pageant, the three remaining contestants each took their turn at the bat so to speak.

It boiled down to one question and the ‘Mutya’ will be named.

The question when it came was no surprise: “Are you in favour of changing the name of Compostela Valley province to Davao de Oro and why? If not, why not?”

I thought Laak municipal councilor Anna Ayessa Arambala had the edge. She was clearly a favourite and was stunning in an outfit slit just above the knee.

But when her turn came, she lost the handle when she tried to frame her answer in English. Nabunturan’s IPMR (indigenous people’s mandatory rep) Jenyrose Maluca answered in the vernacular but not everybody appeared pleased.

The one who reaped the most applause was the 33-year old Michelle Lim, a barangay kagawad of Mainit, Maco.

Last August 8, I had an opportunity of meeting him personally – during a press conference in Butuan City. But it was during the launching of Geo-informatics for the Systematic Assessment of Flood Effects and Risks towards a Resilient Mindanao (Geo-SAFER Mindanao) that I had a first glimpse of him in person.

In his keynote address, he said: “As we must rely that the attainment of success for a program like this (referring to Geo-SAFER), vastly depend on each

The Mutya contest proved to be one of the highlights of the Lady Local Legislators’ League (4L) of Compostela Valley province congress.

“The membership has doubled and the members have become very active,” said 1st district Rep. Maricar Zamora as she recalled how the 4L was formed way back in 2008. Today, it is arguably one of the country’s most active 4L chapters.

She said the congress was established as a venue for women legislators to get more specific and specialized inputs outside of those they get to encounter in their official functions.

In this occasion, she shared with the members important tips on how the individual members can enhance their performances through the acronym BITCHES. “In a way I told them to go BITCHES,” she said, adding the

This year’s congress was organized by Sanguniang Panlalawin member Vivencia ‘Vinsay’ L. Secuya in her capacity as 4L chairperson of the Compostela Valley chapter.

“The Congress sought to provide an opportunity for the 4L members to showcase their knowledge and skills while at the same strengthening their friendship and camaraderie,” she said.

True enough, the congress invited experts and speakers who discussed beauty, grace and essence of a lady legislator, revenue-generating powers of the barangay, as well as on the lady legislator (A sound mind and sound body).

This year’s congress attracted more than 300 participants from the 11 municipalities, including members of the barangay council.

Rep. Ruwel Peter Gonzaga of the 2nd district, praised the organizers for this year’s congress, saying it provided a rare opportunity for all 4L members to bond together.

“It is a time to heal and to rejuvenate (considering the) humans that we are,” he said.

He said the 4L has become a model worth emulating in how to keep alive an organization.

BM Secuya said the 4L membership has since looked forward to the holding of the congress as an annual activity considering the package it offers to its members in terms of enhancing capacities.

“It is also an avenue to enhance gender and development,” she said, adding that the congress is held in partnership with the provincial chapter of the Department of Interior and Local Government headed by PD Noel C. Duarte.

Board member Arturo T. Uy praised the 4L congress for its active

membership.

“They are very united and very supportive of all programs of the provincial government,” he said.

“I am impressed that they are no longer looked upon as second class citizens but as responsible public servants who are committed to helping serve the people,” he said.

Compostela mayor Lema Bolo congratulated the 4L on its 17th congress, saying “they deserve to enjoy.”

For her part, Nabunturan mayor Chelita Amatong congratulated the officers and members for a successful congress.

“Let us indeed enjoy and celebrate,” she said.

According to him, the government is allotting much money on S&T. “It would be a waste not to maximize its usefulness,” he said. “And when I say “maximize”, I mean not just some but all communities, cities, municipalities, provinces, regions and the entire country should benefit from it. S&T should be felt most especially by the common people in rural and urban areas. We are determined to reduce, if not dissolve, the inequality between the poor and the rich, we are powered to create more opportunities to everybody and we are more eager to magnify the potential for growth of our country through S&T.” In his speech, he stressed out the vital role of the DOST’s partners in R&D, referring to government agencies and local government units.

“The support of the government agencies would greatly help in the execution of the objectives of this

government programs. Also, the cooperation of our local government units and their willingness to embrace the new trends, methods and services of S&T and integrate it to their city and municipality plans is very much valued.

Through the cooperation and support of every stakeholder, we can move forward and grow as one entity.”

In a text message, De la Peña also emphasized the department’s effort at strengthening R&D centers in the regions whose area of focus, whether technology areas or commodities or sector are expected to play a significant role in the country’s development.

“These are mostly found in higher education institutions,” he said, adding the importance of transferring the technologies or knowledge or products of R&D which are proven beneficial to appropriate adopters – whether other line agencies which will roll out the application, the private business sector which can commercialize them, or local government units or communities which can use them for improving their status/ quality of life.

In conclusion, he said in his text message: “We are supporting the president’s agenda, which is promoting science, technology and the creative arts to enhance innovative capacity towards inclusive development. This is how we give meaning to Science for the People.”

Science for the people

“Science for the People” was the theme of the National Science and Technology Week (NSTW), celebrated every month of July through Proclamation No. 169 of 1993. It aims to recognize the contribution of science and technology in the development of the country and garner support from the public and private institutions for its sustainable development.

Apelo said the entry of chicken and its by-products from Luzon are not accepted in Davao, which has an excess supply of poultry products. Davao Region has a strong poultry industry where it ranked second in Mindanao and 6th in the country.

Following the bird-flu outbreak in Pampanga, Apelo said DA central office has issued a memorandum circular temporarily banning the export of chicken, poultry meat, manure, broilers’ semen from Visayas and Mindanao.

veterinarians from the local government units with technicians will take blood samples at poultry farms. This will be followed on August 29 and September 4.

Earlier, Apelo said DA is also conducting surveillance and takes blood sampling of birds and fowl in so-called hotspot areas in Davao, Carmen and Dujali towns in Davao del Norte and Malalag in Davao Occidental where migratory birds from China fly-in in September and fly-out in March.

Apelo said DA in Region 11 continuously monitors the entry of migratory birds to the Davao Region in September when the winter months set in until March when birds fly out from the Philippines. Migratory birds come to the Philippines because of the country’s tropical climate. These migratory birds fly to the Philippines during the winter months usually from China. (PNA)

On the other hand, Reymond Dave Pesidas and his group, competing in the student category, said that their goal is for the street art style to be made known to a wider audience, to also clear up misconceptions on their craft.

Governor Nelson L. Dayanghirang said pouring of investments in these areas is an effective means to boost their potentials in driving economic development not only in the City of Mati but also in the province.

Under the CMGP, the province has received a grant from DILG, which means it doesn’t have to shell out counterpart funds for the project. Biotechnology now gaining ground

eveloping countries can benefit from genetically-modified crops by being able to increase food production, lower production cost and food prices, improve food quality and preserve the environment.” – Biotechnology Information Center of Southeast Asia Research Center for Agriculture “There was a big difference,” said Edwin Y. Paraluman on his corn harvests from the 8-hectare farm in Lagao, General Santos City.

When he was planting the traditional corn in the past, he harvested only 4.5 tons per hectare. But when he started planting biotech corn in 2003, his harvest increased to 7 tons.

“I was listening to the lecture of scientists regarding biotech corn at the city hall. There were pros and cons. But I believed that biotech corn is good and so when it was finally commercialized, I immediately planted it in my farm.”

Paraluman bought biotech corn from a company. He used one sack of seeds (costing now P4,800 per sack) to plant a hectare. The cost of traditional corn is P2,400 per sack.

“Although the biotech corn seeds is a little bit expensive, I managed to get a good harvest – almost twice the traditional corn.

In addition, I also gained more since I stopped using pesticides to fight against corn borer. The labor cost was also minimized.”

Corn borer is the crop’s ultimate nemesis in Asia as it can cause devastating losses in a corn field. In the Philippines, losses of 20-80% have been reported.

When asked about what he can say about those who opposed about planting biotech crops, he replied: “I am my own

evidence. I have been planting biotech corn for thirteen years now. My farm income has considerably increased. Although biotech corn is for livestock, I also eat biotech corn since I like eating corn. I am still alive so I don’t think so that biotech corn is unhealthy.”

In 2003, less than 50,000 hectares of Bt corn were planted all over the country. By 2014, the hectare went up to around 700,000, or about 54% of the total 1.3 million hectares planted to corn. Last year, more than 800,000 hectares were planted to Bt corn.

The increase signified farmer and market acceptance, according to Dr. Vivencio R. Mamaril, director of the Philippine Agriculture and Fisheries Biotechnology Program of the Department of Agriculture. “The mere fact that planting area grew to 800,000 hectares is proof that it is a successful crop and farmers believed in it,” he pointed out.

Bt corn is a variant of corn that has been genetically altered to express one or more proteins from the bacterium Bacillus thuringiensis (Bt). Bt, which has been found in Philippine soils, was discovered to have an insecticidal property in 1901. By the 1950s, Bt became a well-known biological insecticide.

The increased income is one of the reasons why more Filipino farmers are now planting biotech corn. A report from a survey conducted by the International Service for the Acquisition of Agri-biotech Applications (ISAAA) among biotech corn farmers in Pampanga, Iloilo and South Cotabato showed net income of P22,550 per hectare (two times higher than what they used to earn in using non-biotech

corn varieties) among lowland farmers.

Among upland farmers, whose total farm expense is lower due to the absence of tillage, the reported earning is as much as three times their previous earnings: P33,630.

Lesser expense is another factor for adoption. “Since the biotech corn varieties ensure no borer pest attack, the use of costly pesticides has been practically eliminated,” said the report.

Aquino Gozun, a biotech corn farmer from Lacmit, Arayat in Pampanga, shared his experience: “I started to plant Bt corn in 2004. I initially saw the big difference between Bt corn and conventional corn. The pests always eat the conventional corn that’s why I sometimes end up with no earning at all. When Bt corn was introduced to us, it brought good results to farmers as we no longer need to apply insecticide and we even have more yield.”

Heavy labor is also minimized. “When I started to plant Bt corn, I felt more relaxed because there is less labor in planting Bt corn unlike with conventional corn where you still need to till the land. It also reduces my time for corn farming and I can spend more time with my other crops,” Faustino Astrero, Jr., a biotech corn farmer from Banga, South Cotabato, admitted.

Most of the farmers who planted biotech corn have considerably increased their standard of living. “We started to plant Bt corn in 2003 and we are still planting it up to now,” said Indalencio Supan, a biotech corn farmer from Balicutan, Magalang in Pampanga. “Because of planting Bt corn, we were able to buy a house and lot, farm machineries

and even farm land.”

So far, Bt corn is the only biotech crop planted in the Philippines. In the near future, other biotech crops may also be grown.

Current research and development efforts on biotech or genetically modified crops include products from the public sector, particularly fruit and shoot borer resistant Bt eggplant, biotech papaya with delayed ripening and papaya ring spot virus resistance, which the Institute of Plant Breeding of the University of the Philippines at Los Baños have developed.

The other two biotech products also in development stage are Bt cotton (developed by the Philippine Fiber Development Authority and golden rice (developed by the Philippine Rice Research Institute and the International Rice Research Institute).

Golden rice is a biotech rice biofortified with provitamin A beta-carotene.

Biotechnology is seen a probably solution to the looming food crisis. “All possible tools that can help promote sustainable agriculture for food security must be marshalled,” suggested Ismail Serageldin when he was still the vice-president of World Bank, “and biotechnology, safely developed, could be a tremendous help.”

“As citizens of this country, I think it is our duty to help spread the truth about things that have the potential to make cheap and safe food available to our people and to inform them of things that endanger their health and welfare,” said former Senator Aquilino “Nene” Pimentel Jr. said during the opening of the 12th National Biotech Week at the Bureau of Soils and Water Management last year.

“I think it is time that we make full use of the advances of biotechnology – where applicable – and use it to help free our people from hunger – and from ignorance – so that they in turn may not only be receivers, but sharers of the wealth of the nation with those in dire need of it,” the former senator from Mindanao pointed out.

But the question is: are biotech crops safe to eat?

The 2010 report of the European Commission Directorate-General for Research and Innovation on GMOs (genetically modified organisms) noted: “The main conclusion to be drawn from the efforts of more than 130 research projects, covering a period of more than 25 years of research, and involving more than 500 independent research groups, is that biotechnology, and in particular GMOs, are not per se more risky than conventional plant breeding technologies.”

If GMOs are safe to eat, why should there be a mandatory labelling for GMOs, which is under deliberation among Filipino lawmakers? “The bill is based on the assumption that GMOs are inherently unsafe,” wrote Dr. Eufemio T. Rasco in a statement posted in his social media. “This assumption, though repeatedly stated by anti-GMO advocates, is not supported by scientific evidence.”

The proposed mandatory label – “This product contains GMO” – aims to warn the public of the dangers of GMOs, according to Dr. Rasco, one of the country’s biotech experts and an academician of the National Academy of Science and Technology.

But “if we go by scientific evidence, the label is unnecessary,” he pointed out. “The danger from GMO or any product

(non-GMO) for that matter, is a function of the composition of the final product, as well as in the manner of the product’s intended use. If the proponents of the bill really want to warn the public, a more meaningful label may be: ‘This product contains an allergen’ – if the product (whether or not produced by modern biotechnology) has been shown to be allergenic.”

Dr. Rasco said that instead of informing the public, the proposed label will mislead. “Consumers who are not informed of the safety of GMOs will think that the product is hazardous, because of the persistent misinformation by anti-GMO activists.”

Biotechnology has been with us since time immemorial.

The making of beer, soy sauce, nata de coco and even composting all undergo biotechnological process. Other products of biotechnology include antibiotics (penicillin), insulin (used in treating diabetes), and those vaccines used for measles, hepatitis B and rabies.

Those were products of traditional biotechnology. The era of modern biotechnology brought the technology into a higher level.

“Modern biotechnology narrowly refers to biotechnology applications based on the new science of molecular biology,” explained Dr. Emil Q. Javier, former science secretary. “With the new knowledge in molecular sciences, it is now possible to identify specific genes, understand their function in the whole organisms; clone, move and transfer gene across natural species barriers; and make the genes express their products in specific tissues at specific growth stages in the specific organisms.”

FTC set to launch new expansion

TC Group of Companies, developer of Aeon Towers, the 33-level architectural masterpiece that’s bound to become the tallest skyscraper in Mindanao, will soon open a new business expansion signaling a more aggressive presence in the local property market.

The new corporate expansion is expected to be the carrier arm of future development projects of the homegrown FTC, a diversified company which traces its beginnings in retail business.

“It is something we intent to do as part of our growth. This means there will be more projects for FTC,” said Ian Y. Cruz, president and CEO of FTC Group of Companies.

Aeon Towers is now on its final touches and should be ready for turnover early next year.

“Aeon Towers is our pet project and our barometer for future endeavors. At the rate we are going, it looks promising,” said Cruz.

FTC’s venture into real estate development has become one of the high points in the influx of global investments into Davao City under the administration of then City Mayor and now President Rodrigo Roa Duterte.

With all of Aeon Towers’ units already sold out FTC, is poised to prepare for its next steps in the flourishing real property market in the city.

Proof of the success of Aeon Towers is the recent signing of a landmark deal with a global investment firm Altus Hospitality South Inc. in February.

The deal made between FTC Group of Companies and Altus Hospitality South, Inc., a joint venture hospitality investment company between Altus Capital Corporation and Private Equity capital (via a fund from Singapore) involves the bulk purchase by the company of units at Aeon Towers, a new mixed-used residential and commercial tower, which at 33 floors is set to become the tallest skyscraper in Mindanao.

The young CEO also attributed the rosy investor climate to the administration of President Duterte, past Mayor of Davao for 22 years.

“This is the best time to be in business in Davao City,” Cruz said noting that several major players in the real estate business are already expanding to the city. He also cited foreign capital coming in through other ventures.

Aeon Towers is set to operate a 144-Hotel and 144-serviced apartment along with a 197-room high-end residential condominium. It will also have over 2,000 square meters of prime retail space, and with over 1,000 square meters grand ballroom, the largest in Davao.

Cruz said that Aeon Towers is scheduled for completion at the end of 2017, with the retail, hotel and service apartments expected to be opened to the public by June 2018.

Bad weather bars‘Pinoy Aquaman’ from crossing English channel

F

or the second time around, environmental lawyer and marathon swimmer Ingemar “Pinoy Aquaman” Macarine will return to the Philippines empty-handed this weekend after failing to cross the English Channel due to bad weather.

Last Sunday, Macarine was determined to complete the 21-mile (33.8 kilometers) swim across the channel, dubbed the “Mt. Everest” for swimmers, from Samphire Hoe Beach in Dover at 2:45 a.m.

(British time; 9:45 a.m. in the Philippines), enduring the water temperature average of 17 degree Celsius.

But after swimming for 50 minutes, boat pilot Eric Hartley of Pathfinder Charter stopped him for safety reason.

“It’s hard to control the boat with the current condition. The wind speed is too strong than what was forecasted at 3 knots. It’s important to keep him near the boat. It’s always safety first. With this condition, it’s so easy to lose the swimmer with the swells and anything,” Hartley told reporters who were on the boat covering this epic swim.

After the stoppage, Macarine was given a chance to swim this weekend but the weather forecast suggests a stormy weather and that swimmers are not allowed to swim the

channel for safety reason. But on Thursday, Macarine got a message from his boat pilot Eric Hartley that he cannot swim this weekend again.

“All swims for this neap tide are now complete and I am looking for the next chance to take you. We did not go today although the tides are small but Met Office ( UK’s weather breau) predict the winds picking up from 11 am today and the Met Office has issued a strong wind warning,” Harley said on Wednesday afternoon.

Macarine was given another swim window on August 27 and onward by the Channel Swimming Association but he cannot afford to stay long due to his work and family obligations.

In August last year, Macarine, was forced to cancel his first attempt to cross the channel due to bad weather. Disappointed Macarine, who was disappointed on the notice he got from his pilot, said he will return to the country to go back to work as a Commission on Elections officer in Tubigon town in Bohol province and attend to his family.

“It’s been two years now.

I’m sad and disappointed but I can’t do something about it, I gave my all for this in the

hope that I will be able to cross the channel,” he said, adding, “the English Channel seems very elusive to me.”

Macarine arrived here over two weeks ago for his acclimatization training which consisted of at least two hours of swimming under cold waters and another hour of physical exercises off the water.Intrepid swimmers across the world come here for the challenge to cross the channel.

This year, the Channel Swimming Association recorded 57 successful solo swimmers and 20 relays.

Last year 78 solos and 42 relays were completed bringing to a total of 1458 solos and 726 relays since 1875. Swimming the English Channel is an expensive activity.

A swimmer should charter a boat which will serve as an escort boat. It will cost you at least 2900 British pounds.

Macarine, who got support from the Philippine Sports Commission for the aborted swim, has swum 33 open-water crossings in the country and in the USA. He has a lifetime advocacy for clean seas and marine environmental protection and conservation.

‘VERY BRILLIANT’ T he Sports for Peace Children’s Games culminated at Mergrande Ocean Resort in Bago Aplaya on Saturday but for Barangay Pañalum in Paquibato District, a three-hour drive from downtown, it will jumpstart their own grassroots sports program for the children.

Datu Boyson Anib, barangay councilor, said the Children’s Games program of the Philippine Sports Commission (PSC) is “very brilliant”.

“Once a month, himuon namo ang Children’s Games pero among ibalik ang mga dula sa IP. Unta mareplicate pud ni sa uban pang mga barangays (We will hold Children’s Games every month, we will revive the games of the indigenous people. I hope this will be replicated to other barangays),” he said.

He also lauded the PSC for putting up such a program that

allows young tri-people to interact and play each other.

“Ang mga bata nakatuon jud.

Usually hesitant na sila pero tungod kay dunay orientation nga dili maulaw nakatabang jud (The children learned so much. They were hesitant at first but with the orientation not to be shy it really helped),” Anib said.

Barangay Pañalum sent some 80 children to the two-day event that allowed them to sleep in airconditioned rooms, eat delicious meals and snacks, swim at the pool and play to their hearts’ content.

They along with the rest of the 350 children participants also received grocery bags, school supplies and certificates from the PSC headed by chairman William I. Ramirez. He was assisted by PSC Commissioner Celia Kiram and other PSC staff.

may concept na kung saan nila gusto makakarating ang peace sa mundo through the paper planes and birds.”

Ramirez said,”The Children’s Games is really my focus now that Unesco is interested with what we are doing. It’s getting good results kasi walang protests dito walang nag-aaway. Laro lang.”

He added that the Children’s Games addresses the mantra of President Rodrigo R. Duterte to make sports available to all in preparation for federalism.

Similar programs will be launched in Cotabato City, ZambPoanga City and Lanao del Norte with the Bangsamoro Children’s Games as well as in other parts of Luzon and Visayas.

Pacquiao-Horn II likely in November M

Thus, we see Korean players winning golds in the Olympics (shooting, archery, swimming, athletics etc.) and other international sportsfests.

Do you know that they also export

baseball talents to play in the American Major League?

We have a different approach, starkly below the South Korean standards.

Ironically or not, basketball is not even a major discipline in SK compared to baseball, football, archery, taekwondo and golf.

While they (South Koreans) put honest emphasis on sports where they can comparatively compete against the world’s best and win, our sports leaders and officials are divided and more consumed first with politics and corrupt practices.

Remember that PSC Chair Butch Ramirez has been castigating officials of the Philippine Olympic Committee and the various NSAs (national sports associations) who have, until today, failed to liquidate the monies given them during the country’s hosting of the 2005 SEAG. Our sports leaders must choose which sports disciplines can bring glory and honor to the country without wast-

UTRAJAYA, Malaysia — Mary Joy Tabal won the first gold medal for the Philippines in the 2017 Southeast Asian Games when she ruled the women’s marathon on Saturday morning in this city south of Kuala Lumpur.

The 2016 Rio De Janeiro Olympian began to break free in the third of five loops of the course in front of the Palace of Justice, beating the eight-woman field by a mile.

Tabal bagged the gold following a controversial lead-up to the SEA Games in which she was dropped from the national team before being reinstated after coming to terms with

the Philippine Athletics Track and Field Association.

It was an auspicious start for the Philippines in athletics on the day the SEA Games formally opens.
