avao City Council majority leader Bernard Al-ag on Tuesday said invitation has been sent to the city environment and natural resources office (CENRO) to explain the presence of leachate emanating from the New Carmen sanitary landfill. (Leachate is water escaping from a landfill site which, if not collected, will contaminate the natural water sources).

Al-ag told the Pulong Pulong ni Pulong media forum that the CENRO and Department of Environment and Natural Resources will be asked to clarify the spillage of leachate from the landfill to the Matina Pangi river.

He said the Council

will also be checking if the water treatment facility of the New Carmen sanitary landfill is still working.

“I have to verify what is the reason why the water waste being disposed to the river is not treated,” said Al-ag.

“We have to listen to the agencies because they are the ones in-charge,” said Al-ag. They will also gather recommendation on how this issue be addressed.

DCPO says‘killers’ of cop identified

HE Davao City Police Office already identified persons of interest in the murder of PO3 Wilfredo Garol at Sitio Luman, Barangay New Valencia Tugbok District, Monday morning.

DCPO spokesperson Sr. Insp. Maria Teresita Gazpan said they were able to come up with names of possible suspects in the followup investigation.

“Accordingly, these people were seen by some witnesses in the area, but, we cannot implicate them yet in the case,” she said.

“We cannot disclose the names yet considering that the investigation is still ongoing,” Gazpan said.

She said that based on the investigation these people are allegedly members of the New People’s Army. “Thorough investigation continues until we can identify the perpetrators of the murder of PO3 Garol,” she said.

Prior to the incident,

Garol was advised by relatives to refrain from transporting his wife to Luman Elementary School because the area has been identified as NPA-infested.

She said Garol had been conveying his wife to the school for the past 12 years.

Meanwhile, Gazpan bared that body of Garol sustained eight gunshot wounds, as indicated by the results of the autopsy conducted on his body.

“This includes his wound in the palm which is a manifestation surrendered or appealed to the gunmen not to be killed,” she said.

At 7:45a.m. of November 13, Garol drove his wife to the school and he was about to return home, two unidentified men requested to board his motorcycle.

The perpetrators stole the motorcycle and service firearm of the victim, Gazpan said.

Dabawenyos City Council to cut told: Go organic

HE city government is encouraging more Dabawenyos to go into urban organic agriculture through the establishment of a community-based urban organic agriculture program.

“Davao has an ongoing community based urban organic agriculture program, although it has not yet been properly launched,” City Agriculture Office chief, Leo Bryan Leuterio, said.

he City Council is cutting down on its use of paper during its regular sessions, according to third district Councilor Bernard Al-ag.

He said this is in preparation for next year when the council will no longer be using paper for its regular session.

In their place, each of the 26-member City Council will be provided a lap top to be able to browse through at-

tachments.

“Every session we’re using about 50 kilos of paper and every year we are using 8000 kilos of paper,”he said.

Al-ag said the City council has already purchased laptops for all the members of the

council and will soon be made available to the city legislators.

But first, they will have to undergo a training on November 29 to be conducted by the City Archive office in familiarizing themselves with the new system .

“Laptops will be used exclusively in all agendas, session and of course in all our attachments. As you can see every session our folder is full of attachments,” said Al-ag

Only 2 of 4 persons nabbed are soldiers T

HE 10th Infantry Division of the Armed Forces of the Philippines clarified that only two of the four persons arrested on Saturday in a buy-bust operation were soldiers.

In a text message, 10th ID spokesperson Capt. Jerry Lamosao said that of the four, only Cpl. Cristiuto G. Macagubang Jr. assigned in 3rd Infantry Batallion in Barangay Malagos in Baguio District and SCAA John Rey Mission, a member of Task Force Davao and Regie Impas are legitimate soldiers.

DBS Bank sees 6.5% DMCI books P3.5-billion GDP growth for PH

healthy order book from repeat clients and leading corporations,” said DMCI President and Chief Executive Officer Jorge A. Consunji.

From January to September this year, DMCI was able to sign over PHP14 billion worth of new contracts, an 88 percent improvement from PHP7.9 billion last year.

DMCI’s net income during the same period increased 35 percent from PHP670 million to PHP904 million due to higher percentage of completion for ongoing projects and addi-

tional revenue from contract modifications.

N economist of DBS Bank Ltd. forecasts a 6.5 percent output for the Philippine economy in the third quarter of 2017, the same as the previous quarter’s performance.

In a research note Monday, DBS Bank Group Research economist Gundy Cahyadi said upside risks on gross domestic product (GDP) are expected, citing the 19.9 percent expansion of bank loans in the thid quarter alone.

“This is indicative of strong domestic demand, even if the high base effects may mean investment growth is likely to have eased to 6.6 percent in the period,” he said.

“We expect consumption growth to also remain strong at 6.3 percent, partly supported by robust remittances flows, which are on track to reach a record-high of USD28 billion this year,” he added.

The National Economic and Development Authority

is scheduled to announce the figures for the third quarter growth on Thursday, Nov. 16.

Growth in the second quarter this year slightly went up from the previous quarter’s 6.4 percent, but is lower than the 7.1 percent in the second quarter of 2016.

It was boosted by manufacturing, trade, real estate, renting and business activities.

The industry sector posted the highest output at 7.3 percent followed by agriculture, which recovered and hit a 6.3 percent growth from a two percent decline in the previous year.

Services remain robust with a 6.1 percent growth but is slower than the 8.2 percent growth in the second quarter of 2016.

In the first half this year, growth averaged at 6.4 percent, slightly below the lowend of the government’s 6.5 to 7.5 percent target for the year. (PNA)

China commits $7.34B for big RP infra projects

HINA has committed a combined $7.34 billion in soft loans and grants thus far to the Philippines for the implementation of 10 big-ticket projects, the construction of two bridges in Metro Manila and two drug rehabilitation facilities in Mindanao, and assistance in the rehabilitation of war-torn Marawi City in Mindanao.

According to Department of Finance (DOF) data, the loans committed by Beijing to Manila now total $7.19 billion for projects in the infrastructure, energy and public safety sectors, while grants amount to $148.22 million.

These cover soft loans under the first “basket” of projects that include $234.92 million for the Kaliwa-New Centennial Water Source in Quezon province; $72.49 million for the Chico River Pump Irrigation Project in North

Luzon; and the $2.91 billion Philippine National Railways South Long Haul Railway—or a total estimated loan amount of $3.21 billion.

For the second basket of projects, the Philippines and China agreed to line up an estimated total of $3.98 billion in loans that may include $947.64 million for the Subic-Clark Railway; and $424.81 million for the Davao City Expressway.

(Please note that most projects are still in the Feasibility Study stages and would require ICC processing to determine final project cost; list may also be changed or updated.)

The IFG said the agreements for several of these projects are set to be signed

between officials of the two governments during the Philippines-China bilateral meetings to be held on the sidelines of the ASEAN + 3 (China, Japan, Korea) Summit this week.

Chinese Premier Li Keqiang will represent Chinese President Xi Jinping during the ASEAN Summit and Related Meetings, and is expected to witness the signing of the bilateral agreements.

Aside from the loans, China has also provided a total of $148.22 million in grants, of which $99.27 million will be used for the construction of the Binondo-Intramuros bridge and the Estrella-Pantaleon bridge across the Pasig River to help ease traffic congestion in Metro Manila.

RESIDENT Rodrigo Duterte on Monday, November 13, urged South Korean investors to further increase trade and investment in the Philippines.

In his bilateral meeting with Republic of Korea President Moon Jae-in, President Duterte urged South Korean investors to further strengthen cooperation in the area of trade, whether exports or imports.

President Duterte extended his invitation to South Korea to further invest in manufacturing, automotive, food production, processing, agribusiness, electronics and energy.

He also expressed his gratitude to South Korea for its imports of Philippine products into South Korea, particularly in the areas of personal care and other organic products, food and seafood, garments and chemicals and other electronic parts.

For his part, South Korean President Moon expressed hopes that he could enhance Korea-ASEAN relations “to the highest level,” noting that he dispatched a Special Envoy to ASEAN following his inauguration.

“I wish to further strengthen our ties with the Philippines, our long-time

friend,” Moon said.

President Moon meanwhile noted that there are about 1.5 million Korean tourists who visit the Philippines annually.

“It’s a great pleasure that our two peoples are deepening mutual understanding and friendship through close exchanges. And I hope that we could make joint efforts to further strengthen this trend,” he said.

“Among ASEAN nations, we have the most mutual people-to-people exchanges with the Philippines,” he added.

“Mr. President, I ask for your attention and support so that the Koreans who visit and reside in the Philippines can have a safe and enjoyable stay,” Moon said.

The South Korean President also assured that Filipinos in Korea are safe and comfortable.

“I will also pay close attention and make my best efforts to ensure that the Filipinos visiting and living in Korea can be safe and comfortable,” Moon said.

He also expressed hopes that more Filipinos will visit Korea when it hosts the PyeongChang Winter Olympic Games in February next year. (PND)

ASEAN needs USD60B annually for infra: ADB

HE Association of Southeast Asian Nations needs to undertake efforts to establish macroeconomic and political stability to meet an estimated USD60 billion a year to address the region’s infrastructure needs, a senior official of the Asian Development Bank said Monday.

Diwakar Gupta, ADB Vice President for Private Sector and Cofinancing Operations, noted that there is a huge amount of money available but flows into infrastructure is barely one percent.

“Basically because investors will only send in money where they are comfortable sending it. In the other words, you need to therefore create a matrix where the risk for investing is commensurate with the return,” he said during the second day of the ASEAN Business and Investment Summit (ABIS) 2017.

To attract investments into infrastructure, Gupta thus underscored the need for ASEAN to create conducive market conditions, establish effective dispute resolution and enact dependable laws.

He also proposed under-

taking deeper capital market reforms, such as through innovative instruments, rating agencies and information communication technology (ICT), to establish a stronger local capital markets.

“Those are the things that we will need to do. Governments will have a very large role to play,” he added.

Gupta also cited the important role of public-private partnership (PPP) arrangements in increasing infrastructure investment requirements.

“And then there is running business, which the government can’t do, that has to be in private sector hands where efficiencies in execution can be leveraged. And I think that’s really the way forward,” he said.

“Philippines is doing very well on PPPs, (it has) put together a very large amount in the last 15 projects,” he added.

He said there might be Indian investors who may be interested in seeking a business venture in the Philippines in producing more affordable medicines.

“We would [be] happy to see you building an investment that would include the medicines,” Duterte said.

The President also lauded the Indian-made Mahindra cars, which are being

used by the Philippine National Police (PNP).

“It’s the one that’s being used and there are a lot of them… almost 1,000 and it’s good and it’s being used now. They are outside, they are guarding this place,” Duterte said.

“These are the things that would interest us really. There’s just a need for us to talk further and I might just send my Secretary of Finance and Agriculture Secretary, and the Department of Trade, and the Department of Health,” he said.

“I’m more interested, really, in the medicines because we are a poor country,” he added.

“And if there is an investor that could be interested, an Indian citizen of yours who would want to venture in our place, we would be happy,” Duterte said.

For his part, Indian Prime Minister Modi thanked President Duterte for the hospitality extended to him and his delegation, noting that it is his first time to visit the Philippines and his first time to have a bilateral meet with President Duterte.

he Department of Tourism is eyeing at least 5 percent growth in tourist arrivals in Eastern Visayas region with the launching of its Bring Home a Friend to the Philippines campaign.

DOT Regional Director Karina Rosa Tiopes said the campaign would greatly benefit the region considering the high number of overseas workers from Leyte and Samar provinces.

“Our people abroad are just waiting for reason and right timing to bring home a friend. Through this cam-

paign, we will show 365 reasons why we can invite tourists with pride,” Tiopes told reporters during the BHAF regional launch Monday night in this city.

BHAF was first launched in 1994, spearheaded by then Tourism Secretary Mina Gabor. It aimed at encouraging Filipinos to invite their foreign friends to visit the country.

Tagum Cooperative opens satellite office in Mati City

ORE than 34,000 members of the state-run Social Security System (SSS) may now withdraw through automated teller machines (ATM) their social security benefits and loans using their Unified Multi-purpose Identification (UMID) cards.

SSS President and Chief Executive Officer Emmanuel F. Dooc said the rollout of the program will make disbursements easier for member benefits such as disability; retirement; self-employed and voluntary; sickness and maternity claims; and member privileges like salary and calamity loans.

“Doing direct transfer of funds for loans and benefit proceeds to the UMID card ATM accounts is safer and faster. It will eliminate the cost of printing and mailing of checks, as well as delay in the delivery of service due to postage time and lost checks.

Several banks had been invited to the UMID-ATM program since November 2013. To date, SSS has signed agreements to implement the program with four banks. UnionBank of the Philippines (UBP), one of the accredited banks, was the first to complete the program and started deploying kiosks in three SSS branch offices last year.

At present, UBP kiosks where UMID cards can be activated, are in seven SSS branches --- Baguio, Diliman, Manila, Buendia, Cebu, Pioneer and Davao. Additional UBP kiosks will be available in nine other SSS branches by yearend.

“SSS members with UMID cards should activate their cards through these UBP kiosks in our selected branches,” Dooc said. The UMID card is the only required identification for ATM activation.

inal touches are being made in the preparations for the 6th ASEAN Scout Jamboree slated to take place from Nov. 27 to Dec. 4 at the spruced-up Energy Park (E-Park) at Barangay Apokon in Tagum City.

The jamboree is expected to draw some 25,000 delegates from all parts of the Philippines with foreign participants from even non-ASEAN

member countries like India, Netherlands, Nepal and others.

Tagum City Mayor Allan Rellon said that scout leaders from ASEAN countries are ex-

pected to arrive earlier in the city, this coming Nov. 23 to be able to convene on the next days for the final meetings before the grand start of the jamboree on Nov. 27.

“But members of the National Management Team of the jamboree are expected to arrive on Nov. 17 and join in the blessing of all new facilities in the E-Park on the next day, Nov. 18,” he said.

He said that among dele-

gations the scouters from Luzon have mostly booked their flights on Nov. 23 and thus on that day they start to have their tents fixed on the E-Park’s sprawling lawns and on the vacant grounds of the neighboring University of Southeastern Philippines and Trade School.

OR the second time, Tagum City’s giant holiday tree right at the New City Hall grounds will be lighted on on November 25 at 6 P.M. with traditional Yuletide revelry program to be led by City Mayor Allan Lopez Rellon.

“This year the giant holiday tree will be more elaborate, more colorful and more symbolic, that is something different in last year,” the mayor said Monday.

He said the Christmas tree, which stands at the front grounds of the New City Hall, would be at least a foot higher than the 172feet height last year due to a taller symbolic figure to be placed at its top for this year’s edition. Last year it had eight-pointed star at the

The City Hall’s engineering crew are still refurbishing it based on mayor’s directive.

Incidentally, Nov. 25 is the eve of the city’s Christ the King parochial feast and Boy Scouts local and foreign leaders for the 6th ASEAN Scout Jamboree (Nov. 27Dec. 4) will then arrive on that day for their final meeting on feast day.

“The leaders of the ASEAN Jamboree would be valued guests who will witness the lighting of our giant holiday tree,” Rellon added.

The city’s giant Christmas tree tradition has been an attraction each Yuletide Season since the late 90s.

As in the past, thousands of multi-colored magnificent small lights and dazzling colorful lanterns and decors strewn around the body of the city’s Holiday tree are expected to sparkle and give a good night shot ideal for selfies.

The height of the city’s giant Christmas tree varied in time.

It was former Mayor Rey T. Uy who started the tradition during his one term as mayor in 2001-2003 at the back of the old City Hall. The Holiday tree was shorter, smaller

The tallest height that the old giant Christmas tree had reached per record was 153 feet in 2007 during the comeback administration of Uy. Prior years before 2007 its height kept on increasing.

But in 2008 its height was lowered to 100 feet. In 2010 Christmas Season it was increased again reaching to 106 feet. In 2015 it measured 105 feet.

It is both fiesta time and Christmas time in Tagum City starting once again.

ABUNTURAN, Compostela Valley -- A total of 38 Holcim Galing Mason trainees received their Masonry National Competency (NC) II certificate during their graduation rites on November 6, 2017 at the Social Hall, Provincial Capitol, Nabunturan, Compostela Valley.

Dubbed as Gawad Kalinga Build cum Holcim Galing Mason Training, it aims to provide skills training to informal sector, displaced worker and less fortunate individual in the province.

The Provincial Government of Comval through Public Employment Service Division partnered with Holcim Philippines, Inc. to conduct a 20-day on-site training. The company provided all the materials needed for the training such as cement, and training kits such as uniform, shoes and hard hat. They also shouldered the payment for assessment of the trainees. Meanwhile the provincial government provided their foods and accommodation.

EABORNE personnel have discovered 30 assorted high-powered firearms in Lake Lanao believed to have been disposed by terrorists who fled from Marawi City, the military reported on Monday.

Brig. Gen. Roseller Murillo, Army’s 1st Infantry Division commander, said the firearms were recovered at around 7 a.m. Sunday at the lake area in front one of the buildings that served as the last stand of the Maute group in Barangay Marinaut, Marawi City.

Recovered were the following firearms: one caliber 50 machine gun; three M-60 machine guns; 12 M-14 rifles; four caliber 50 sniper rifles; two AK-47 rifles; two carbine rifles; three FAL rifles; one M-79 rifle; and, two M-16 rifles.

“More search and clearing operations are underway. The recovered armaments are now in our custody while proper documentation and labeling are being undertaken by our troops,” Murillo added.

Col. Romeo Brawner Jr., deputy commander of Task Force Marawi, said it is believed the terrorist threw their weapons into the lake during

the last hours of the firefight when they sensed defeat.

Lt. Gen. Carlito Galvez Jr., Western Mindanao Command (Westmincom) chief, said they deployed four scuba divers from the Naval Forces Western Mindanao (NFWM) to help in the clearing operation in Marawi City.

“I would like to congratulate our soldiers in Marawi (City) for this recent accomplishment,” Galvez said.

“May this inspire them to bolster their intelligence efforts in order to uproot and recover other armaments that could be left by the terrorists in the area,” he added.

“The likelihood that there could be more hidden armaments is very high,” he further said.

The Joint Task Force Ranao is also conducting sustained security operations outside the former Main Battle Area in Marawi City to pursue other allied terrorist groups particularly towards southern portion of Lanao del Sur. “We will include these newly recovered firearms to be destroyed and demilitarized scheduled later this month,” Galvez said. Subsidize the CPD

HE country’s new world heroes could face a problem with the implementation of the Continuing Professional Development (CPD) Act. The CPD Act, authored by Sen. Antonio Trillanes IV, makes it mandatory for nurses and other professionals to earn 45 CPD units before they can renew their Professional Regulation Commission (PRC) licenses.

With the CPD enforced, professionals like nurses will have to contend with the new requirements for renewing their licenses. The CPD adds to the burden of professionals like the RA (Republic Act No.) 9173 (Nursing Law of 2002) and the Magna Carta for Public Health Workers. These existing laws, however, are generally disregarded and violated. The new law could just be another burden to the already weighed down

The purpose of the law is to prepare Filipino professionals for the impending Asean integration which makes the region seamless in terms of hiring professionals. This puts professionals in the Asean region possessing the required CPD points qualified to work outside of their home country.

The problem could be solved if there is a subsidy from the government to make the CPD accessible to all professionals.

While the law itself is fundamentally relevant, there is still the burden of time and finances for the already underpaid professionals in the country.

Hence, making the CPD free to all professionals would be the right solution to equip our new heroes with the capabilities equal if not greater than their counterparts in the region.

Tapang at Malasakit is the latest people-driven, mass based organization that has presented itself in support of the programs of the incumbent government.

Mayor Sara Duterte is the lead convenor of TM who she says was not organized to meet head-on the politically-based Tindig Pilipinas group put up by leaders and stalwarts of the Liberal Party.

TM is more involved in lending people support to government projects initiated by the Duterte administration including the institution of nationwide reforms in the socio-economic and political spectrum.

While TP is more centered on pre-empting the present leadership into veering towards dictatorial rule, TM leans towards pushing federalism, constitutional change and meaningful infrastructure to benefit the huge grassroots population.

N article which came out recently erroneously bannered the old Davao Insular Hotel, inaugurated on September 1, 1961, as Davao’s oldest. Truth is, even in pre-war years, there were already hotels in Davao City, though not the kind and size we have today, that were visible features in the old town’s central business district.

To accommodate the growing expatriate population, there were actually numerous lodging inns adjacent to the business center. Many of these could not have qualified the hotel classification given the number of rooms available for occupancy and the amenities being offered.

During the Commonwealth period, the largest commercial guesthouse in Davao City was the Kashiwara Hotel, named after its Japanese owner, along San Pedro Street.

It was two-storey structure that housed forty-two rooms. The hostel was advertised “the biggest and most up-to-date hotel in Davao.” The war and its attendant aerial bombings flattened the entire edifice.

After the Liberation, the first establishments to sprout were those that offered rudimentary services. Aside from schools and eateries, the expansion was also visible in transport, services, and commodities. One of the early restaurants

Basically, this reminds us – students of history – of the American civil war during the presidency of Abraham Lincoln when the US was divided on the issue of slavery.

When the smoke of battle cleared, there lay nearly 270,000 dead soldiers – young and old - fighting for both the North and the South.

Since this happened in the 1860s, the world’s population was not yet as big as today, so we can consider these deaths as hugely monumental.

Now, what I’m driving at might just be clear to you.

If TP is intending to launch any counter-government attacks, wheth-

Dear readers, let’s not be naïve nor be ignorant of what is going on.

We know in our hearts that ever since Duterte came into the national scene during the 2016 presidential campaign, there have been efforts to discredit him, however small and unnoticeable.

Ever since his assumption as

the Chief Executive, there have been unceasing attempts to dislodge him from the throne of authority.

His independent foreign policy stance has created a break in diplomatic protocols with the US, specifically during the tenure of former president Barack Obama, whose predilection towards imposing America’s human rights policies did not sit well with PRRD. TP is basically based in imperial Manila because when it creates a stir, the yellow media in Metro Manila comes hollering like paid rah-rah boys to discredit the present administration.

Undeniably, the organization of TM is very timely.

While it does not have the main stream media on its side to echo its pro-people objectives, it can gain headway because the greater mass base of the Filipino nation clearly supports the remarkable changes being slowly but surely installed by the Duterte regime.

Majority of Filipinos feel safe walking in the streets today. The

commission of crime has decreased as police visibility and efficiency have been enhanced.

People are now beginning to think positively of the kind of government they need and deserve to get. Unlike before when problems and concerns were swept under the rug to make the nation believe everything is under peaceful government control, the present circumstances today are telling the people the real reasons for the situation the country is undergoing today.

TM should continue making its presence felt not only in the South but should march up towards the North where millions of common folks are waiting to see a renaissance.

Davao Insular Hotel, erstwhile known as Islandia Hotel, on the other hand, was among the original investments of the Ayala clan of Makati. It originally had three buildings designed by Leandro V. Locsin, the country’s national artist for Architecture in 1990.

Over the years, the hotel assumed new names following the administrators which the owners hired to manage the company. In 1980, it was christened Davao Insular Inter-Continental and in 1991 as Insular Hotel Davao in 1991. Three years later, it became Insular Century Hotel until it was acquired by the Gatchalians in 1999 and renamed it Waterfront Insular Hotel Davao.

In 2016, management of Apo View was taken over by Icon Hotel group of Eurotel, which promptly pushed for an upgrade of the facility to the tune of P280 million.

In later years, Men Seng reinvented itself by turning to hostelry but retained its affordable dining treats. It leased a multi-story building owned by the Dacudao family and turned it into a transient’s hotel. It was in 1996, after acquiring

a property along Magallanes street that was part of the old Brokenshire Memorial Hospital premises, that it was renamed Grand Menseng Hotel.

Meanwhile, the oldest motorist hotel in the city or motel (as it is understood today) was the Davao Motel along Cabaguio Avenue owned by the Cabaguio and Aquino families, followed by Island Drive Inn at Balusong Drive, in Matina. The place, hidden from prying eyes and accessible on foot or by private vehicle, was host to numerous unpublished scandals and was the favorite hideaway for trysting.

Eight decades since Davao was promoted to a city, its hostelry business has become sophisticated with the entry of new and foreign players.

Before the coming of the five-star Marco Polo Hotel, there was Anteliz Hotel (Castillo-Cabreros family), now the Grand Regal Hotel hosting a PAGCOR casino, the Venee’s Hotel (Veneracion family), Imperial Hotel (Diaz family), Maguindanao Hotel (Robillo family), and the Vera Cruz Hotel (burned in 1964), and the Durian Hotel.to name a few Today, the new hotel players include Seda, Park Inn by Radisson, Ritz Oasis, Royal Mandaya, The Pinnacle, El Bajada, Red Planet, Elena, Pacific Inn, Tourist Inn, Sampaguita and Jotel Inn.

It was only in 1948 that bigger businesses slowly found their niche in a city that still recovering from ruins. That year, the Pamintuan family, migrants from Pampanga, opened The Apo View, Davao’s first and the country’s second longest operating hotel. It had fifteen rooms and a restaurant catering mainly to its patrons. It was advertised as “the Best Hotel in the South.”

The only other accommodation opened that year was the Travellers Inn, which was situated at 515 Claveria Street. It was owned by Eusebio Elevado, and it prided itself for serving “Filipino and American dishes.”

The Apo View Hotel, moreover, has survived seven decades of challenges. Earlier, the CENRO admitted that the sanitary landfill in New Carmen has only one and half year before it reaches its maximum capacity.

“Actually we are delayed and this is a very urgent project and we need to do this as soon as possible,” Al-ag said.

It will be a comprehensive solid waste management complex. There will be a sani-

tary landfill, recycling area and a segregation area. He also clarified that in every sanitary landfill there should be a water treatment facility that would treat the accumulated liquid in the landfill before releasing it to the sea.

The City Planning Office is still scouting for places where the new complex will be put up. The possible areas are Calinan and somewhere in Paquibato area but they are still open to other suggestions where the new landfill will be as long as it passes the requirements of the Department of Environment and Natural Resources.

“We are looking for an

area not near the river because once (this sanitary landfill) is near the river we create the same problem, the leaching of the solid waste will go to the river,” said Al-ag.

He said that while no official complaint about the matter has reached the city council, the councilors have heard the issue from the media specially about the leachate that is admittedly very dangerous to the environment and the water resources of the city.

“The leachate spillage from New Carmen will eventually affect the whole Davao City, not just Matina Pangi River and the contaminant will go all the way to the sea,” said Al-ag.

This time, a it’s Trick or Treat themed event complete with costumes and kiddie fun games.

The November 10 event featured a costume contest and kiddie movie playdate. Kids had a field day going about the Trick or Treat and came home with loot bags, chocolates and candies. Prizes were also given to winners of the costume contest. Clients and sellers also feasted on chocolates.

How can agriculture help curb climate change?

s there a possibility that a part of the problem can also be a part of solution?

Such is the case of agriculture in times of climate change.

A case in point is hamburger, that flat round cake of ground beef served fried or broiled often in a bun. It has been found that hamburger fosters the destruction of the ecologically-fragile tropical forests.

“A hamburger is apparently equal to the destruction of rainforests and conversion of rainfall and transformation of grains and crops into waste,” said Haribon, one of the country’s most outspoken environmental groups, in a statement.

Hamburgers come from cattle, which are raised in areas used to be teemed with forests. The website of World Rainforest Movement shared this information: “During the eighties, two factors led to increased exports of beef from the tropical region of Latin America with the consequent aftermath of accelerated deforestation of the Amazon. On the one hand, increased consumption of beef in the countries of the North (particularly for fast food chains in the United States) and on the other, lower prices of land and labor in the tropical countries of Latin America, making the final product cheaper.”

crease in the destruction of the Brazilian Amazon forest.”

Once the trees are cut and burned, carbon dioxide – one of the culprits of climate change – is released into the atmosphere. “By most accounts, deforestation in tropical rainforests adds more carbon dioxide to the atmosphere than the sum total of cars and trucks on the world’s roads, according to “Scientific American.”

The US publication quoted World Carfree Network ,

which said that cars and trucks account for about 14% of global carbon emissions, while most analysts attribute upwards of 15% to deforestation.

“The reason that logging is so bad for the climate is that when trees are felled they release the carbon they are storing into the atmosphere, where it mingles with greenhouse gases from other sources and contributes to global warming accordingly,” the publication pointed out.

Greenhouse gases Aside from carbon dioxide, other greenhouse gases include chlorofluorocarbons (from air conditioners and refrigerators), methane gas (from landfills and feedlots), and nitrogen compound. Ground-level ozone, produced by burning fossil fuels, is also considered a greenhouse gas.

Among the most apparent consequences of climate change are sea level rise, less rainfall, drought, and floods. All these affect food production. “Despite the technological advances in the second half of the 20th century, agriculture remains to be one of the most vulnerable sectors to climate change,” notes Apple Jean C. Martin in a policy advocacy.

“Agriculture is extremely vulnerable to climate change,” the policy report of the Washington-based International Food Policy Research Institute (IFPRI)

According to the IFPRI report, populations in the developing world, which are already vulnerable and food insecure, are “likely to be the most seriously affected.” In 2005, nearly half of the economically active population in developing countries – 2.5 billion people – relied on agriculture for its livelihood.

Filipinos facing hunger Currently, the Philippines is home to more than 100 million Filipinos. “With decreasing land area devoted to agriculture, higher prices of agricultural inputs, lesser people engaging into agriculture and education in agriculture, and now, the advent of climate change, feeding the nation is a huge challenge,” writes Amavel A.

Velasco in an article which appeared in “BAR Digest,” a publication of the Bureau of Agricultural Research.

The country’s population, according to the Department of Agriculture, is predominantly rural (70%) and two-thirds of the population depend on farming for their livelihood. In terms of employment, about one-half of the labor force is engaged in agricultural activities.

Unfortunately, their work and other activities are being threatened with climate change. “Between 1971 and 2000, mean annual, maximum, and minimum temperatures in the country have increased by 0.14 degrees Centigrade,” said a report released by the Laguna-based Philippine Council for Agriculture, Aquatic, Forestry and Natural Resources Research and Development (PCARRD).

Rice and methane Since agriculture is part of the problem, can it help minimize the impact of the problem? Take the case of rice, the staple food of most Filipinos. Rice fields have

been cited as one of the major contributors of methane in the atmosphere. The journal “Science” reported that atmospheric concentration of methane has more than doubled during the last 300 years and is increasing at annual rate of about one percent each year.

“Rice is a plant that grows best in wet soil, with its roots flooded,” says L. Hartwell Allen, an American soil scientist at the Crops Genetics and Environmental Research Unit in Gainesville, Florida.

“But flooded rice crops emit substantial amounts of methane to the atmosphere.”

Scientists explain that long-term flooding of the fields cuts the soil off from atmospheric oxygen and causes anaerobic fermentation of organic matter in the soil. During the wet season, rice cannot hold the carbon in anaerobic conditions.

The microbes in the soil convert the carbon into methane which is then released through the respiration of the rice plant or through diffusion of water.

Duck-rice integration Another way of checking the release of methane into the atmosphere is by raising ducks in rice fields. Some farmers in Zamboanga del Sur are doing this. Nonoy E. Lacson, in a report, wrote: “Under the system, ducklings are released to rice fields to graze and feed.

The paddling movement of the ducks in the rice fields increases the rice tillers, in effect raising annual yield by as much as 10-15%. Besides their paddling, ducks also eat the insects and unwanted weeds in the rice field.”

Some studies conducted

in China showed that the constant paddling of ducks in rice fields help contain the methane and nitrous oxide to be released into the atmosphere.

In addition, the integrated rice-duck farming system is one of the best strategies in increasing rice productivity, according to the Department of Agriculture. For one, it reduces labor for farmers and second, it lessens the use of commercial fertilizers and chemicals.

“The integrated rice-duck technology reduces the use of chemicals,” the agriculture department pointed out.

“Since ducks are grown alongside rice paddies, they eat harmful pests at the same time their dung fertilizes the soil.

Their paddling movement cultivates the soil and destroys the weeds. Its benefits to the farmers are immediately felt and tangible.”

Planting pulses Pulses – those annual crops that yield between one and 12 grains per seeds – are not popular among Filipinos.

But eating and planting them could help lessen the production of greenhouse gases released into the atmosphere.

Pulses utilize soil bacteria to draw nitrogen from the air.

This natural process replaces the need to add nitrogen fertilizers in pulse crops, which means pulses use half the energy inputs of other crops.

“When soil is fertilized

with nitrogen in the form of manure, fertilizer, or crop residue,” the UN Food and Agriculture Organization (FAO) explained, “soil micro-organisms convert some of this nitrogen into nitrous oxide, which is a powerful greenhouse gas.”

Nitrous oxide is 300 times more potent than carbon dioxide and represents around 46% of the greenhouse gas emissions from global agriculture, according to the United Nations Environment Program.

“Since greenhouse gas emissions related to crop production are largely driven by nitrogen fertilizers, nitrogen-fixing pulse crops have a lower carbon footprint compared to other crops,” FAO said.

MYTHCAL TEAM Former HCDC Crusader Pasaol makes it to UAAP Mythical Team

ORMER Holy Cross of Davao College Crusader Alvin Pasaol, now donning the coors of University of the East, made it to the mythical team of the 80th season of the UAAP. The high-scoring Pasaol, who registered a record 49 points this season, came fourth in the stats with 63.4286 SPs. He also became the first Dabawenyo in modern league to make it to the prestigious elite five.

The other members of the team are Thirdy Ravena of Ateneo, Jjay Alejandro of National University and Ben Mbala of La Salle.

Ravena, Alejandro, and Pasaol placed second, third, and fourth respectively in the MVP race based on overall total statistical points behind Mbala, who claimed his second straight Most Valuable Player in Season 80.

Statistics, compiled by league provider Imperium Technology, serve as the sole basis for the UAAP’s individual awards such as the MVP, Mythical Five and the Rookie of the Year.

The final player in the Mythical Five could be Ricci Rivero of La Salle if precedence - and tradition - holds in the country’s premier college league.

Rivero ended up eighth in the MVP race behind three foreign players - Papi Sarr of Adamson, Issa Gaye

of National University and Steve Akomo of University of Santo Tomas.

Previous seasons had league officials naming only one foreign player to the Mythical Five even if there were multiple foreign players in the top five of the statistical race.

Last season when Mbala took the MVP award, Sarr didn’t make it to the Mythical Five despite being second in total statistical tally. NU import Alfred Aroga was sixth in the tally but Ravena, seventh in the MVP race, secured the last spot in the Mythical Five.

This season, Ravena placed second to Mbala in the MVP race after tallying 66.5 total statistical points, while Alejandro took third with 63.8571 total SPs.
