residential daughter Davao City Mayor Sara Duterte-Carpio expressed happiness at the latest report on Pulse Asia which shows her father, President Rodrigo R. Duterte, recording the highest net trust rating among Philippine presidents.

“I am happy that majority of the Filipinos are behind the President,” she told reporters as she rallied Filipinos to take advantage of the President who is willing to risk his life for the people and country.

The mayor supported the President’s approach of balancing peace and order with the Build, Build, Build program. “It is only a matter of pushing the departments to move fast in the delivery of services so that people will see and feel their effect,” she stressed.

The power service interruption took effect starting November 11 from 9:00 PM

the inconvenience brought about by the scheduled power interruptions.

hilippine Drug Enforcement Agency Director General Aaron Aquino on Friday clari�ied that the list of narco-politicians released by the Department of the Interior and Local Government was gathered by an inter-agency intelligence task force, and not by PDEA alone.

In a statement, Aquino said the Inter-Agency Validation Task Force was created last January through a directive from the National Security Council.

He said that in December 2016, PDEA of�icially received the narco-politicians list of President Rodrigo Duterte from the Of�ice of the President.

“Since then, PDEA has

been updating the list on a monthly basis through the Inter-Agency Validation Task Group, composed of PDEA, PNP (Philippine National Police), Directorate for Intelligence, Intelligence Service of the Armed Forces and National Intelligence Coordinating Agency,” Aquino said.

Every month, the PDEA, which is the inter-agency task force secretariat, submits an updated list to the Of�ice of the President.

He noted that last September, the DILG visited PDEA’s of�ice “to compare the PRRD list they secured from Malacanang with the updated list prepared by the Inter-Agency Validation Task Force”.

he Bureau of Fire Protection has started inspecting establishments selling Christmas lights and other electrical decors for the holidays to ensure consumers are buying products which passed quality standards.

BFP inspectors are seeing to it that a product bears the ICC stickers from the Bureau of Product Standards of the Department of Trade and Industry .

The ICC mark includes the ICC letters in a gear but has a unique serial number for each product. It also includes the month and year the DTI-BPS issued the ICC certi�icate to an importer’s product shipment.

The DTI-BPS issues ICC to importers of products covered by mandatory PNS in accordance with the Standards Law. All import shipments under mandatory PNS are subject to BPS evaluation, sampling and testing.

Importers of products are allowed to use the ICC mark only after undergoing and passing the BPS Certi�ication Scheme and satisfactorily meeting the requirements of relevant Philippine National Standards (PNS) and acceptable international or foreign standards. Import shipments covered by mandatory PNS include building and construction materials, electrical and electronic home appliances, chemical products, and, consumer products.

In the coming weeks, BFP will tandem with the DTI in the inspection. Aside from inspection, the BFP also continues to conduct caravans to educate the public �ire prevention at home.

This year, from January to November, BFP XI recorded 276 �ire incidents in the city. This is lower compared to the same period in 2016 with 506.

80% of Pinoys trust, approve of Duterte A majority of Filipinos continue to approve of President Rodrigo Duterte’s performance, according to a Pulse Asia survey released Thursday.

The survey, “Comparative Performance and Trust Ratings of Presidents”, covering the May 1999 to September 2017 period, showed that as of September, 80 percent of the respondents approved of Duterte’s performance, 7 percent disapproved of it, while 13 percent were undecided.

The �igure was slightly lower than the result of the June 2017 survey, which ahowed that 82 percent of those surveyed approved of the President’s performance, while 5 percent disapproved of it and 12 percent were undecided.

Of the three main islands, Mindanao gave him a 92 percent approval rat-

ing, followed by Visayas with 86 percent, and Luzon (excluding Metro Manila) with 72 percent. The National Capital Region (NCR) gave him a rating of 76 percent.

The survey showed that Duterte’s ratings were higher compared to the past three presidents.

His immediate predecessor, Benigno S. Aquino III (2010-2016) came closest. Aquino’s highest approval rating was in October 2010 and September 2013 at 79 percent, with a disapproval rating of 3 percent and 7 percent, respectively. Those who were undecided were registered at 18 percent and 14 percent, respectively.

3 city employees sacked for drug use

ayor Sara Duterte-Carpio has terminated three personnel of the City Traffic Office after they were found positive of drug use but did not disclose their names.

The three personnel were part of a total of 1,127 government workers who under-

went the random drug test conducted since last month.

The Lower House approved House Bill 6589, which seeks to facilitate speedy and ef�icient transactions in land registration.

The bill mandates that clearance or permits from the DAR for registering land shall only apply to those lands that are covered by the Comprehensive Agrarian Reform Program .

Speaker Pantaleon Alvarez, principal author of the bill, said he proposed to rationalize the process to eliminate the unnecessary red tape that prolongs public processes and serves as potential areas for corruption.

“One such area exists in the realm of land registration wherein the DAR, which reasonably should be the clearing house before land covered by the CARP could be registered, also serves, unnecessarily, as the clearing house for the registration of lands which are not covered by the CARP,” Alvarez said.

ASEAN leaders’spouses to get Malagos Chocolates as tokens

ity Tourism Of�ice head Generose Tecson said choosing chocolates from the hometown of President Rodrigo R. Duterte as tokens for the spouses of the top leaders of the 10-state Association of Southeast Asian Nations will be a big boost to Davao City’s bid to become the “chocolate capital of the Philippines.”

The state leaders will attend the 31st ASEAN Summit slated in Manila from November 13 to 15. The Philippines, who is chair of the 50th ASEAN this year, will relinquish chairmanship to Singapore for next year.

The ASEAN is composed of Thailand, Vietnam, Indonesia, Malaysia, Singapore, Myanmar, Cambodia, Lao, Brunei and Philippines.

“We’re very happy that Davao chocolates were chosen to be the tokens for the ASEAN leaders’ spouses. It’ll give our bid to become the chocolate capital of the country a very big boost,” Tecson said.

Tecson added that Davao products are starting to take center stage in the world arena.

The President’s partner, Honeylet Avanceña, has ordered at least 12 sets of limited edition Malagos Chocolate gift boxes, with each set containing three sweetened dark chocolate bars, one unsweetened chocolate gift can and

two demitasse cups.

Last month, the City Government of Davao opened the Cacao City at the Pasalubong Center that houses several brands of homegrown chocolate brands and other cacao-based products.

The homegrown Malagos Chocolate bagged several international awards and recognitions for its premium dark chocolates.

Its recent two awards for Malagos 100% unsweetened dark chocolate during the 2017 Great Taste Competition in London brought to nine its total international awards and recognitions.

The Puentespina family went into chocolate business in 2012, with premium single-origin cocoa liquor as its �irst product until it branched out to Malagos 65%, 72%, and 85% Dark Chocolates, and Malagos Roasted Cocoa Nibs.

Its chocolates are exported to Japan, Thailand, Singapore, London, Australia, New York and other parts of the United States.

Last June, Malagos also snatched two bronzes for its sweetened dark chocolates – 65% and 72% – and silver for its 100% unsweetened dark chocolates at the 2017 Academy of Chocolate in London.

he Philippines expects a renewed boost in business con�idence that will bene�it more Filipinos, as it hosts the 31st Association of Southeast Asian Nation (ASEAN) Summit and Related Summits this week.

This optimism was expressed by Atty. Michel Kristian Ablan, Asst. Secretary for Policy and Legislative Affairs of Presidential Communications Operations Of�ice (PCOO), which has been active in promoting ASEAN awareness to a broader audience during the country’s chairmanship this year.

“With the 31st ASEAN Summit, we all feel that because it runs smoothly, this will boost business con�idence in the country, as well as boost con�idence in the security area in the region,” Ablan said in an interview Friday.

Ablan noted that this is the third time the PCOO organized a large gathering following the 30th ASEAN Summit last April, and the celebration of the 50th anniversary of ASEAN last September and November.

“We are con�ident that this will surely reaf�irm our commitment towards our global partners, and bring in projects and establish agree-

ments that would bene�it people from all walks of life,” he said in a brie�ing.

Ablan also cited various efforts of the PCOO team to inform the public of “what ASEAN is and its bene�its to the ordinary Filipino.”

These include initiating multi-sectoral forums and dialogues, and hosting a multimedia campaign for the 31st ASEAN Summit “One ASEAN, a Global Player” highlighting the regional bloc’s readiness to play a greater role in world affairs.

hilippine industries are urged to boost competitiveness to maximize to benefit of the ASEAN Economic Community.

In a statement Friday of the Philippine Exporters Confederation , Foreign Buyers Association of the Philippines (FOBAP) President Robert Young the country should be compliant to global standards in order to share in the opportunities of free �low of goods in the region brought by the economic integration.

Young said the country should also look into investing in digital process production that delivers ef�iciency.

“Globally compliant is adapting to the importation rules and regulations of the foreign buyers abroad. Aside from modernization of equipment and meeting the global labor standards, the Philippines could further gain competitive advantage with adequate infrastructure, industry-friendly �inancial program, competitive power and labor costs.

“The Philippines has still pending must-do in the plate,” Young said.

He added that taking advantage of the opportunities of the AEC will support to sustain the momentum of the country’s economic growth.

It is now up for localization by stakeholders in the regions with respect to details on work and �inancial plans, doable activities per strategic objective, targets of regions per roadmap

indicator, and �inancial requirement and sourcing.

2 Abu Sayyaf men captured in clash

G

overnment troops have captured two alleged Abu Sayyaf bandits as fresh fighting erupted in the hinterlands of Sulu, military officials said Friday.

Captured were Nadsfar Abdulla and Delson Kansiong, both followers of Abu Sayyaf Group (ASG) sub-leader Idang Susukan.

Brig. Gen. Cirilito Sobejana, Joint Task Force Sulu commander, said they were captured following an hourlong �ire�ight that broke out

at around 1:50 a.m. Friday in Barangay Lagasan Higad, Parang town.

Sobejana said the troops from the Army’s 2nd Special Forces Battalion led by Lt. Col. Jessie Montoya were on combat patrol when they chanced upon a group of Abu Sayyaf bandits, thus, the �ire-

�ight.

Sobejana said the troops recovered from the possessions of the two captured bandits an R4 ri�le and an M-14 ri�le.

He said they were placed under debrie�ing at the headquarters of the 2nd Special Forces Battalion while coordination is being made with the police for proper legal procedures.

He said there was no reported casualty on the government forces while it is undetermined on the side of the enemies.

“The operating troops continue to scour the area to pin down the beleaguered bandits and prevent them from extricating the area,” Sobejana said.

Lt. Gen. Carlito Galvez Jr., Western Mindanao Command (Westmincom) chief, said the capture of Abdulla and Kansiong has brought to 85 Abu Sayyaf bandits arrested by Westmincom troops since January, this year.

Police, infant killed in Bukidnon ambush A n armed group believed to be members of the New People’s Army (NPA) waylaid a police vehicle resulting to the death of a police of�icer and fourmonth-old baby in a town in Bukidnon late Thursday afternoon, authorities said Friday.

A report from the Philippine National Police-10 (PNP10) identi�ied those killed as a SPO3 Arnel Carillo, of the Bumbaran municipal police, and a still unidenti�ied infant.

Wounded were three police of�icers and two civilians.

Road repairs safety

here is a need to take a close look on road repairs safety in government projects.

While we welcome the implementation of road works which in the long run provide comfort to the public, there is also the concern over the substandard safety mechanisms contractors provide on these projects.

The Department of Public Works (DPWH) maintains a certain standard on the requirements on road works safety, traf�ic management, and construction safety and health during project construction and maintenance works. Contractors are required to maintain good housekeeping in their construction sites.

DPWH implementing of�ices are tasked to monitor compliance to the various road works safety requirements such as the provision of warning signs and barricades, stockpiling of materials in proper places, removal from the project site of waste and excess materials including broken pavements and excavated debris.

To avoid accident in road projects, construction safety signages which are also visible at night and barricades shall be provided as a precaution and to advise the workers and the general public of the hazards existing in the worksite.

However, this does not seem the situation on the ground as several government road projects and road repair works show sloppy safety signages and barricades. Signages and barricades are barely visible at night.

There are some contractors, nevertheless, who have upgraded to using LED lights for signages. Save for these few contractors whose commitment to safety must be replicated, most have low regarded to this important aspect of road construction.

The DPWH �ield of�ices should make periodic checks on the road works in their respective areas and make sure that the proper standards are met.

Let us not wait for more accidents to happen instead.

he more I look at it the more I am convinced that the implementers of the Ecological Solid Waste Act (R. A. 9003) in this city or elsewhere either do not understand what the law is all about or are just incapable of thinking out of the box.

The mandate of the this law is clear enough: “No open dump sites shall be established and operated, nor any practice or disposal of solid waste by any person, including local governments, which constitutes the use of open dumps for solid wastes, be allowed after the effectivity of this Act, every local government shall convert its open dumps to controlled dumps.”

For local government units to manage their wastes, Section 10 of the law is self-explanatory: “The LGUs (city or the municipality) shall be responsible for the implementation and enforcement of the law with segregation and collection of solid wastes to be

In essence, the law is saying: “The city or the municipality shall provide the wherewithal or the support for the barangays to implement segregation at source, recycling, re-use and composting.” This much could be gleaned from the law’s implementing rules and regulations. The law also opened the door to “best practices” for the barangays to implement as they saw �it.

But since its passage in 2002, no LGU to my mind has been able to comply faithfully with the law, as Deputy Ombudsman for Luzon Gerard Mosquera himself lamented last year. Instead, to a unit without exemption, each LGU that professed compliance to the law automatically pointed to the existence of an environmental sanitary land�ill as proof of the pudding.

Like Igacos, Davao City has its ESL. Built in 2010, its existing ESL came at the cost of more than P600M with an-

other P30 Million spent for the land acquisition. It was billed an ultra-modern facility and it was supposed to last for 10 years.

Yet as matters stand today, this facility may have already outlived its purpose. At a press conference at the SM Lanang on Friday, Engr. Arnulfo Alvarez of the Environmental Management Bureau admitted that the facility has degenerated for all intents

and purposes into an open dump.

He also con�irmed reports that leachate emanating from the dumpsite has been �lowing into the Matina Pangi river, turning the color of the river brownish at times. He said it was possible that heavy metals, harmful to health, are present in this ‘discharge’ but is not sure about it.

What went wrong? The obvious, of course stands out.

Instead of recyclables (as was the intent of the law), mixed wastes have been unloaded continually at the supposed ESL, turning it into a dumpsite, defeating the purpose, mocking its name.

This meant that segregation at source never took place in the �irst place. If it did and there are barangays really that segregated their wastes, the segregated wastes became ‘entangled’ with mixed wastes in transit.

In fairness, they know what garbage is all about. That

garbage is 60% biodegradable and that the remainder is comprised of recyclables and residuals.

But for all the years they have logged in the service of the Motherland, those at the EMB or the CENRO are not prepared for the challenges of RA 9003.

This law has adverted to good practices several times in coping with biodegradables and it is here that the CENRO or the EMB have not been up to the task.

But again in fairness, composting is a new concept to them, and to most, a new animal all together. Besides, composting is both a science and a discipline whose impact is not immediate at best. But if Mother Nature is to be protected, and if �iscal resources need not go to waste needlessly for lack of imagination, strict segregation at source and composting should be the rule rather than the exemption. It also de�initely much, much cheaper.

countries, cannot afford to accommodate neoliberal principles without protecting its economy and putting in place a grand plan to develop competitiveness �irst. Secure agriculture �irst and ensure that domestic needs for agricultural goods are met. Food is the base of development. Secure this, then industrialize and develop industries alongside it. A strong government will have to be present to oversee such development, make sure that farms are not sold, privatized, and converted. This direction of development for the country cannot be left to the market and private corporations that will always jostle for best pro�its. This direction of development for the country demands an iron hand and will from the State so as not to kowtow to neoliberal policies; an iron hand and will wielded by its President Duterte.

The State has different roles in developed and developing nations. In developed countries, there are more

progressive people’s organizations, cooperatives, trade unions, middle class organizations, and media. The State, thus, has many helpers in monitoring, regulating, and promoting development.

On the other hand, as long as these people’s organizations are not yet in place, the strong presence of the State is very crucial, especially when so many sectors of the economy still need to grow and be cultivated. In the Philippines, it is the agriculture sector that needs to be prioritized and protected by the State. Tragically, thousands of farmers hard hit by the El Nino drought in Kidapawan, North Cotabato had to rally last March 2016 and demand for rice and seeds from the local government. The farmers were violently dispersed which left three people dead and over a hundred injured.

It was Davao City, under the command of Duterte, that sent trucks of rice to the rallying and starving farmers.

Beyond benevolent dictatorship

Philippines must go through stages. What is needed is a strong centralized government to address the weak organizations of the broad sectors and classes of society in both economics and politics.

Developed countries in the East and West, the likes of China, Norway, and Sweden, met their success with the mobilization and empowerment of the workers, farmers, and the middle class. Such organization and development of their societies, however, came to be because of the strong role of the State.

The activist government that Duterte can lead will use political power for economic development. The strong State will democratize agriculture and give farmers access to land and necessary support services. It will ensure food security because there is no real development without food supply. Such a State will have a strong hand in the organization of farmers and other broad sectors of soci-

Neoliberalism allows full play of the market in Philippine economy, allows for privatization of state services and corporations, and lowers tariffs for imports. It converts citizens of the State into consumers who are left to the mercy of corporations and market competition. The Philippines, as well as other developing

Sustaining Healthy Habits While the Knorr Lutong Nanay Nutrition Program has already been running for the last 15 years, Unilever Philippines has explored ways to scale it up for a wider and deeper impact to mothers and children.

With the �irst phase of the program educating mothers and children on nutritious food and help them form healthy eating habits, the second phase of the program focuses on teaching mothers to prepare healthy meals for a family of two adults and three children, costing only between Php30 to Php90 per meal.

Aiding mothers to prepare affordable and nutritious meals is the idea behind the launch of the Knorr Lutong Nanay Nutri Budget Cookbook, a project by Unilever Philippines together with the Food and Nutrition Research Institute.

The Knorr Lutong Nanay Nutri Budget Cookbook helps mothers prepare meals that are inexpensive, healthy, and �lavorful. There are 31 recipes included that are very easy to prepare, packed with �lavor, and meant for kids to enjoy. The cookbook also comes with complete with a guide on the ingredients, cost, nutri-

tional value, and cooking instructions. It has since been launched to the mothers in seven barangays in Taguig City.

“Moms are effective nutrition ambassadors. The Knorr Lutong Nanay Nutri Budget Cookbook can be every mother’s weapon to help nurture their kids,” said Czarina Manalo, Knorr Senior Brand Manager.

Jayson Tatum had 16 points, Shane Larkin added 16 off the bench and the Celtics overcame an injury to Kyrie Irving and a 12-point, fourth-quarter de�icit to beat the Charlotte Hornets 90-87 on Friday night.

George scored 42 points and Oklahoma City snapped a four-game losing streak with a 120-111 victory over the Los Angeles Clippers on Friday night.

OPBF head wants transparency in pro ranks

riental and Paci�ic Boxing Federation (OPBF) President Abraham Kahlil “Baham” Mitra wants the OPBF to be more participative and transparent in all its promotions and related events.

This was Mitra’s message during the Gala Dinner and Awards held at the HarBallroom of the Princesa Garden Island Resort and Spa in Puerto Princesa City last Nov. 9.

“I want to encourage each and every member to share with us their ideas and join us in promoting the organization and its activities,” said Mitra,

a former elected governor of Palawan Province.

“I want us to work together towards a common goal, that is, the development and promotion of boxing in the entire region and the whole world,” said Mitra.

Mitra is positive with the active participation of the more than 150 in the on-going OPBF annual convention until Nov. 12.

“I have high hopes that we will continue to �lourish together,” he said. OPBF started with only three members -- Philippines, Japan and Thailand in

1954 as the Oriental Boxing Federation.

It was later named OPBF and it has now increased the number of country-members namely Australia, Fiji, Guam, Hawaii, Hong Kong, India, Indonesia, Korea, Mongolia, New Zealand, Papua New Guinea, Samoa, Taiwan, Tonga, Malaysia and China.

Mitra said the increase signi�ies strength, in�luence and an assurance of development.

“Together, we will continue to grow as a family, and together we will work as a family,” said Mitra.
