he city government of Davao will not allow gambling activities, including face-to-face “sabong”, despite the city’s Alert Level 1 status.

Dr. Michelle Schlosser, spokesperson of the Davao City Covid-19 Task Force, said the city continues to conduct risk assessment whether to implement Alert Level 1 at 100 percent because there are points in the guidelines of the Inter-Agency Task Force (IATF) under Alert Level 1 that concern the city and the Covid-19 Task Force such as gambling activities.

“That is the reason why

This is based on the amended guidelines of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) under the most lenient Alert Level 1 or “new normal”.

and traditional cockfighting shall be allowed in areas under Alert Level 2 provided that there is no objection from the local government units (LGUs) where the activity may take place and subject to strict observance of protocols.

Schlosser said the Davao City Covid-19 Task Force, security, and response clusters of the city government of Davao will embark on a series of meetings whether or not to allow the resumption of the face-to-face cockfighting in Davao City.

She also said that an executive order (EO) from

the city government of Davao will soon be released and Dabawenyos will then know if the city will fully adopt the IATF guidelines on Alert Level 1 or modify them.

Meanwhile, Schlosser said that even if Davao has already been placed under Alert Level 1, Dabawenyos must still strictly adhere to the minimum public health standards (MPHS) to protect themselves and prevent Covid-19 transmission.

Schlosser said the recent IATF guidelines have allowed establishments on

ore than 30 former members of the New Peoples Army (NPA) have reaped the benefits of returning to the folds of the law as they receive livelihood and cash assistance given through Enhanced Comprehensive Local Integration Program (ECLIP) of the government.

resident Rodrigo Roa Duterte, who vowed to remain neutral for the May 9, 2022 national elections, on Friday told the Ilocano crowd to choose the Ilocano leader they favor.

Without mentioning presidential aspirant Ferdinand “Bongbong” Marcos, who is the only Ilocano candidate vying for the country’s top leadership, Duterte went on to say that many Ilocanos are members of his Cabinet.

“In my Cabinet, apat o tatlo na lang kaming Bisaya, ang naiwan puro mga Ilokano na (in my Cabinet, there are only four or three of us who are Bisaya, the

rest are Ilocanos,” he said. It is not the first time the President talks about Ilocanos as his close allies and considers them as “bright and handsome” in so many ways.

Duterte wished the families of the victims and survivors continued healing and peace.

“We are one with the families of the victims and survivors in praying for continued healing and peace for everyone. We will continue to remember and

honor the lives we sadly lost 19 years ago and carry on with the lessons we learned from the incident,” he said in his message.

He assured the families of the victims and survivors that the city government of Davao will always be there for their concerns.

On March 4, 2003, a bomb in a backpack exploded in the waiting area of Francisco Bangoy International Airport, which killed 21 people, injured over 100 others, and caused substan-

tial damage to the terminal building.

Meanwhile, Duterte reminded Dabawenyos to practice the Culture of Security.

“May today’s gathering remind us to remain vigilant and encourage us to further support our city’s Culture of Security. We will remain strong and resilient, and work together in keeping every Dabawenyo safe as we move forward”, he added.

Duterte is referring to the Culture of Security program, which is a people-centered campaign that encourages Dabawenyos to adopt vigilance as their way of life. The campaign “May

EDITORIAL AIDS epidemic in the country Aside from COVID-19, there is another pandemic that is raging in the Philippines. It is the pandemic of acquired immune deficiency syndrome (AIDS) which have increased by 200 percent between 2010 and 2018, according to the World Health Organization (WHO).

In addition, the USAid and partners have also launched QuickRes.org, a website that allows clients to easily book health services such as HIV testing and treatment in the Philippines.

Accordingly, because it has fewer side effects compared to other and earlier treatment modalities, TLD is now considered gold standard in HIV treatment.

Already tested successfully in 20 countries in Africa, Asia, and the Caribbean, all these augur well for the intention to end the epidemic in the Philippines.

I lost my job during the pandemic. To make ends meet, I rented out our van. My van is currently being used by a company as a shuttle service for their employees. Do I still need to get a permit for this or will getting a business permit enough?

Dear Van Owner,

Offering transportation to the public is strictly regulated by our government because of the public interest involved in this line of business. In your case, it is best to visit the office of the Land Transportation Franchising and Regulatory Board (LTFRB) to inquire

whether you need to procure a permit from their office or not.

If your vehicle has a long term lease contract with a company that is exclusively using your vehicle as the company’s shuttle services, you are covered by LTFRB Memorandum Circular (MC) Number 2020039 which exempts leased vehicles from securing Certificate of Public Convenience (CPC) for the duration of the General Community Quarantine (GCQ) and Modified General Community Quarantine (MGCQ).

Although this circular was already extended thrice, its last extension was through LTFRB MC No. 2021-052, limiting its validity until 31 December 2021. There is no extension yet for this circular. Paragraph 1 of LTFRB MC No. 2021-052 states, “Vehicles must be the

subject of a valid Contract of Lease between the Shuttle Service provider as the ‘Lessor’ and the company/government agency requiring shuttle service for their employees as the ‘Lessee’ for only a period until 31 December 2021, and said contract must at all times be readily available for presentation during on-road operations or as the Board deems necessary. The Contract of Lease must expressly state the purpose, which is ‘Strictly for Shuttle Service of Employees’.”

Absent the extension of the LTFRB MC No. 2020-039, you might need to procure additional permits from LTFRB. LTFRB MC No. 98-27 provides the rules for franchise of private vehicles used as “for hire.” LTFRB MC No. 2011-008 exempts to following vehicles from get-

ting an LTFRB Franchise: 1. Private Vehicles must be covered by a long-term lease contract between the lessee and the car rental company/owner; or 2. The vehicle must be exclusively used and driven by the lessee or his/her authorized representative.

LTFRB MC No. 2019-003 clarifies that “private vehicles classified as tourist transport services (which clientele vary from time to time), shuttle services, trucks for hire and school service” are required to procure a franchise from LTFRB. It is worthy to note that for vans operating without a franchise (when a franchise is required by law), Joint Administrative Order No. 2014-01 of the Department of Transportation and Communication, Part

IV, Section 1 imposes a penalty of P200,000 for first offense including the revocation of the CPC where the apprehended vehicle belongs, Blacklisting of the Apprehended Vehicle, and Revocation of the registration of the apprehended vehicle. It is thus prudent to check first with LTFRB office if you need to procure a franchise or not.

Right now, war is raging between Russia and Ukraine. Let’s travel in time and take a closer look at what some famous men have said about war: In his article titled “The War That Will End War,” published in The Daily News on August 14, 1914, H.G. Wells predicted World War I would be the last war the world will ever experience.

In 1917, American President Woodrow Wilson said that the war “will make the world safe for democracy” to justify his call for a declaration of war on Germany. Quoting the words of Wells, he said, “This is a war to end all wars.”

He was convinced that America’s involvement in the war was “essential to protect hu-

man freedom.”

Spanish-American philosopher George Santayana disagreed with the words of Wilson. “Only the dead have seen the end of war,” he wrote in his book Soliloquies in England and Later Soliloquies.

British journalist Lord Rothermere, while talking with his colleague J.L. Gavin, said these words: “We’re telling lies; we know we’re telling lies; we don’t tell the public the truth, that we’re losing more officers than the Germans, and that it’s impossible to get through on the Western front.”

In her 1933 memoir, Testament of Youth, Vera Brittain, an English voluntary aid detachment nurse – who was also a writer, feminist and pacifist, wrote: “I wish those people who talk about going on with this war whatever it costs could see the soldiers suffering from mustard gas poisoning. Great mustard-colored blisters, blind eyes, all sticky and stuck together, always fighting for breath, with voices a mere whisper, saying that their throats are closing and they know they will choke.”

When he was only 18 years

old, American author Ernest Hemingway volunteered to be an ambulance driver for World War II. He suffered physically and mentally from the horrors of war. The good thing is that as a novelist, he used his experience to show the criminality of the war.

“Never think that war,” Hemingway wrote, “no matter how necessary, nor how justified, is not a crime.”

American President Dwight D. Eisenhower stated, “Every gun that is made, every warship launched, every rocket fired signifies in the final sense, a theft from those who hunger and are not fed, those who are cold and are not clothed. This world in arms is not spending money alone. It is spending the sweat of its laborers, the genius of its scientists, the hopes of its children. This is not a way of life at all in any true sense. Under the clouds of war, it is humanity hanging on a cross of iron.”

British Prime Minister Winston Churchill said these words: “We shall defend our island, whatever the cost may be, we shall fight on the beaches, we shall fight on the land-

ing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender.”

American President Herbert Hoover said it succinctly: “Older men declare war. But it is the youth that must fight and die.” To which George S. Patton seemed to reply: “The object of war is not to die for your country but to make the other bastard die for his.”

In The Two Towers, J.R.R. Tolkien wrote: “War must be, while we defend our lives against a destroyer who would devour all; but I do not love the bright sword for its sharpness, nor the arrow for its swiftness, nor the warrior for his glory. I love only those which they defend.”

Now, what did Adolf Hitler say? “If you win, you need not have to explain,” he said. “If you lose, you should not be there to explain.”

War is a serious matter; it should not be taken lightly. But some Filipinos are making fun of it. Why, oh why, some Filipinos are doing so?

“Obviously speaking, they are not in the situation,” said Alexi Fernandez. “They are not

sensitive enough to understand the feelings of the people.”

Juanito Dy, Jr. agreed: “There are indeed Filipinos who are just simply insensitive and plain idiots.”

“If only they knew how our parents suffered during World War II,” said Dr. Enrico de Guzman. “I wish they will be drafted first in the frontlines,” commented journalist Nef Lucson.

Tek Ocampo, who’s running for the city council in Davao City this coming election, said it all: “In war, the true enemy is war itself.”

War involves lives. And once that life is taken, it can never be returned.

“What difference does it make to the dead, the orphans and the homeless, whether the mad destruction is wrought under the name of totalitarianism or in the holy name of liberty or democracy?” asked Mahatma Gandhi.

Will there still be war in the future? “I know not with what weapons World War III will be fought, but World War IV will be fought with sticks and stones,” said Albert Einstein.

PEZA attracts nearly P807.83-B investments under Duterte admin T DA allots P94.6 million he Philippine Economic Zone Authority (PEZA) has approved PHP807.83 billion investments since September 2016.

In a statement Friday, PEZA director general Charito Plaza reported that there were 88 special economic zones (SEZ) registered during the Duterte administration.

These numbers contributed to the total investment approvals in the investment

promotion agency since its inception in 1995 amounting to PHP4.04 trillion, and now with a total of 415 SEZs across the country.

PEZA has 4,665 locators to date. Jobs created within the economic zones reached more than 1.78 million.

“With the national elections just around the corner, PEZA’s mission is beyond politics and we continue to put our best foot forward so we can bring out the best of the Philippines and the best of our fellow kababayans,” Plaza said.

Plaza added that the new models of ecozones have contributed to the growth of PEZA. For the past six years,

PEZA has introduced new types of ecozones such as agro-forestry ecozone, aquamarine park, defense industrial complex, halal hub, island city ecozone, and knowledge, innovation, science, and technology or KIST Park.

he Philippine government, through the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Law, is giving generous fiscal incentives for investments in new technologies.

Speaking at a forum of the European Chamber of Commerce of the Philippines (ECCP) on Friday, Department of Trade and Industry (DTI) Undersecretary Rafaelita Aldaba said the CREATE Law is aligned with the agency’s industrial policy by promoting investments that

he Department of Agriculture (DA), under its High-Value Crops Development Program, is allotting an additional PHP94.6 million this year to further prop up onion production.

The amount will be mainly used to procure planting materials of red and yellow onion varieties, as well as organic and inorganic fertilizers, which will be distributed to major onion-growing provinces, according to a news release on Friday.

The move was the result of a recent consultation chaired by Agriculture Secretary William Dar with onion farmer-leaders from Nueva Ecija and Mindoro.

Among the major concerns raised by the farmer-leaders were the decreasing prices of local onions due to the continued influx of imported ones, which are sold cheaper.

They also asked the DA for assistance in marketing

their produce and establishment post-harvest and storage facilities, to which Dar committed to regulate the entry of imports and the establishment of more cold storage facilities in strategic areas to prolong the shelf life of local harvest.

“We have been addressing the issue of space and storage since 2018 to allow our farmers to temporarily tuck away their surplus.

In fact, we have finished the construction of three warehouses since then, valued at PHP20 million each, thus totaling PHP60 million,” Dar said.

Five more facilities are under construction, including a state-of-the-art center in Palayan City, Nueva Ecija, valued at PHP40 million, funded under the DA’s Farm and Fishery Consolidation and Clustering (F2C2) Program.

onetary authorities are closely monitoring developments overseas such as upticks in oil prices, its impact on domestic inflation and any second-round effects.

Prices of oil in the international market further rose recently and Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno, in a Viber message to journalists on Friday, traced this to the ongoing conflict between Ukraine and Russia, which “have raised global and domestic macroeconomic uncertainty over the near term.”

“Under these circumstances, the BSP will continue to closely monitor the emerging risks to the outlook for inflation and remain vigilant against possible second-round effects from supply-side pressures or any shifts in the public’s inflation expectations,” he said.

The government has allocated a budget for subsidies to sectors affected by the oil price upticks such as public utility vehicle (PUV)

drivers and operators and farmers.

Diokno said the central bank supports the non-monetary measures by the national government to help mitigate the impact of higher oil prices and avoid the broadening of price pressures.

“On the part of the BSP, it continues to have a wide arsenal of policy instruments to respond to the possible adverse impact of this external shock,” he said.

The Philippine Statistics Authority (PSA) on Friday reported that inflation rate last February is flat at 3 percent, which is within the central bank’s 2.8-3.6 percent forecast range for the month.

“Inflation is seen to accelerate over the near term due to higher oil prices as well as the impact of positive base effects,” Diokno said.

“Nonetheless, the BSP’s full-year inflation forecasts continue to show that inflation would average with-

Republic Act No. 11647, which amends RA 7042 or the Foreign Investments Act of 1991, is seen improving technology transfer, raising foreign exchange from exports and leading to higher tax

revenues.

The amendment also establishes the Inter-agency Investment Promotion Coordination Committee (IIPCC) headed by the Department of Trade and Industry.

The law, approved on Wednesday, stated that the body will promote and facilitate efforts to encourage foreign investments.

ilitary troops exhumed the skeletal remains of a communist New People’s Army (NPA) rebel at the forested area of Pintoy Hill, Purok Banban, Barangay Lumiad, Paquibato District, Davao City on Friday.

In a statement on Saturday, the 10th Infantry Division identified the remains of Ritchel Daydayan, alias Toto Seloy, a victim of the NPA’s “Kangaroo Court” or “Hukumang Bayan” under the leadership of Leoncio Pitao, alias Parago, operating in Paquibato.

He was 35 years old when summarily executed in 2013.

The statement added that the discovery of the skeletal remains by the troops of the 27th Infantry Battalion (27IB), 1003rd Brigade, Air Intelligence and Security Squadron Philippine Air Force, and Philippine National Police Forensic Unit 11 was made possible due to the information provided by the Peace Builders and the Barangay Lumiad community.

For those who want to raise rabbits, here are some tips from the MBRLC: Housing: Rabbits can be raised on a small space, and they need only inexpensive equipment. For a backyard project, it is necessary to build hutches (cages). The cage should be located in a quiet place.

Avoid constructing the rabbit house in an area where it could be hit directly by sunlight. Provide nylon curtains or empty feed sacks in front and back of the cage to protect rabbits from rain and strong wind.

Roll up the curtain during daytime when there is no rain.

Each rabbit should have at least 8 square feet of floor space although 10 square feet is better. A good pen size is 2.5 feet long by 4 feet wide by 2 feet high.

As rabbits are territorial, each must be housed in a separate pen. Buck and doe must be separated.

Breeding stock: Select young rabbits which are offspring of prolific does which know how to suckle or nurse their young. As for the buck, select those that are aggressive and well-developed. Both the buck and doe should be vigorous and healthy and free from any defect and diseases.

Ideally, you should start with one male and two females. It is best to buy them at two months old, right after they are weaned. Be sure to buy your breeding stock from reliable sources.

Feeding: Rabbits are voracious eaters. Their diet may consist of a mixture of legumes, grasses, camote tops and tubers. Bean and pea leaves, kudzu, centrosema, and ipil-ipil are good sources of protein plant material, although you must be careful not to give more than 5 percent ipil-ipil. It is good to supplement with other available greens, so feel free to experiment.

But minimize feeding of kangkong to your rabbits.

You will also need to

feed some form of concentrate to get maximum production. Feed millers sell concentrates good for rabbits. Chicken feed can also be used. If pellets are available, they can be mixed with other kinds of feed. Give one ounce of concentrate mixed with green feeds and leftovers to a 2-month old rabbit twice daily. Give four ounces of concentrates mixed with green feed to more than 3-month old rabbits.

Provide plenty of fresh clean water and salt at all times. The rabbits drink plenty of water, especially during lactation. Feeds should be given twice a day: once in the morning and once in the afternoon.

Do not overfed your rabbits or lessen their consumption. If you give your rabbit too much, it will become fat, and may have problems breeding, and if a doe becomes too fat, it is likely that she will have troubles when kindling. If you give them too little feed, then they will, obviously, become too skinny and be more prone to diseases.

Breeding: A small breed doe is normally ready to mate when she is 5 months old, and a buck is ready at 6 months. The medium size doe is ready to breed when she is 6 months old and the buck at 7 months. The heavy breed doe is ready at 8 months and the buck is ready at 9 months.

It is very important that you take the female to the pen of the male for breeding. Do not place the male in the pen of the female.

The male should serve the female two times. If the female runs from the male, restrain her or take her out and place her back with the male the following day.

In breeding, avoid the hot hours of the day. Breed rabbits early in the morning (from 5:00 to 8:00 a.m.) or late in the afternoon (from 4:00 to 7:00 p.m.). Do not leave the female in the pen overnight with the male.

Kindling: The doe gestates for 29 to 32 days.

Place a box-shape next (12” x 24” x 12”) in the hutch one week before kindling.

Three or four days before giving birth, it prepares its nest, sheds some of its fur for lining the nests. Do not disturb the doe during kindling. Wait 24 hours after kindling to look at the babies and to remove any that are dead.

At kindling time, the doe will be extremely nervous. As much as possible, keep children, dogs, cats and other animals away.

Care and management: When baby rabbits show signs of sickness, dissolve one-half teaspoon of Sulmet in one liter of water.

Give this solution for three days. (Terramycin powder can also be used in lieu of Sulmet.)

The baby rabbits will come out of the nest box after ten days and begin to eat greens and concentrates at three weeks. After two months, they are ready to be weaned. At this time, the mother should be rebred and the young fattened to be butchered at five months.

Record keeping: It is a good idea to keep records for good management and control of the stock. The basic information which should be recorded are: age of the doe, date doe was bred, expected date of delivery, and number of young weaned per litter. You must know when to prepare the doe for kindling to prevent the loss of her young. The more you know about each doe, the better you will be able to distinguish between a quality doe and one which should be replaced.

Rabbits are not only good for their meat. They are very good producers of manure; additionally, their urine, being high in nitrogen, makes crops very productive. Their milk may also be of great medicinal or nutritional benefit due to its high protein content.

abbit meat was commonly consumed during the mid-20th century as a wartime food. “Rabbit meat is eaten in various other countries as well, including Malta, France, Italy, and China,” wrote Siddhi Camila Lama for livestrong.com. In the United States, rabbit is considered “a specialty meat.”

The website, riseandshinerabbitry.com, enumerates ten reasons why a person should eat rabbit meat: best white meats available on the market; high percentage of easily digestible protein; least amount of fat among all the other available meats; contains less calorie value than other meats; almost cholesterol-free; sodium content is comparatively less than other meats; calcium and phosphorus contents is more than any other meats; there is more edible meat on the carcass than chicken; many health benefits that does not have a strong flavor; and one of the most productive domestic livestock there is.

Lama said that for every 100 grams of domestic

“The fat content of rabbit meat is fairly low in comparison to other proteins, making lean meat,” Lama wrote. The Rome-based Food and Agriculture Organization (FAO) of the United Nations considered rabbit meat as having “one of the lowest fat amounts and

highest protein amounts of many typically consumed meats.”

“In every 100 grams of domesticated rabbit, you will find 5.6 grams of fat,” Lama wrote. “Saturated fat makes up 1.7 of these grams.” The 2013 study published in the Journal of Animal Production Advances contends the amount is “much less fat than in other widely consumed meats like pork and beef.”

Here’s another good reason for eating rabbit meat. “Although it is low in fat, rabbit meat is rich in healthy monounsaturated and polyunsaturated fats, like omega fatty acids,” Lama wrote. “There are 220 milligrams of omega-3 fatty acids and 860 milligrams of omega-6 fatty acids in every 100 grams of domesticated rabbit meat.”

Farmers who will raise rabbits need to know that the animals are very prolific. They breed three to four times a year, livescience. com reports. “Each pregnancy produces three to

eight babies, called kittens or kits,” it says. “After four to five weeks, a kit can care for itself. In two to three months, it is ready to start a family of its own.”

There is indeed a bright future for rabbit farming.

ethroned Dabawenyo IBF super flyweight champion Jerwin Ancajas has the right to a rematch with his recent tormentor Fernando Martinez per fight contract, but it seems the Panabo City native would rather move up to the bantamweight division instead.

Ancajas (33-2-2, 22 KO) and his trainer/manager Joven Jimenez asserted that the difficulty in reducing his weight to the 115-pound limit was the main contributory factor in Ancajas’ upset defeat to Martinez, who hit him with 427 punches in 12 rounds compared to Ancajas’ 192 punches.
