avao City is now open for tourists and visitors.

The re-opening was based on the number of people who went out during the long weekend after some restrictions were relaxed by the city government of Davao.

City Tourism Operations Officer Generose Tecson affirmed that Davao City is now open to tourists and visitors, however, urged them to book only to the estab-

lishments accredited by the Department of Tourism (DOT).

“Yes, we will allow already because intrazonal naman ang Davao but we are asking them na to

book in DOT accredited na mga establishments para matulungan natin ang mga legal na mga establishments,” Tecson said.

She also said that flights coming from Dubai also arrived at Davao International Airport (DIA) last weekend.

“Noong weekend marami din po tayong flights na dumating from Dubai and isa na yun na

overnment forces have launched airstrikes in the hinterlands of Barangay Dumalaguing in Impasugong, Bukidnon to flush out remaining combatants of the New People’s Army (NPA), the military confirmed Wednesday.

In a radio interview, Maj. Francisco P. Garello Jr., the Army’s 4th Infantry Division public affairs office chief, said the airstrikes were necessary to protect Army troops on the ground as they attempted to penetrate the NPA lairs in the area.

he Provincial Government of Davao Del Norte received the award for the Best in Government Covid-19 Pandemic Response for its implementation of the Davao del Norte Covid-19 Information Management System (DCIMS).

The award was given during the virtual awarding ceremony of the Digital Governance Awards 2021 on October 30, 2021, organized by the Department of Interior and Local Government (DILG).

During this year’s search for the best practices on the integration of Information and Communication Technology (ICT) to governance among local government units, the awards given were Best in Customer Empowerment, Best in LGU Government Internal Processes, Best in LGU Empowerment, Best in Business Empowerment and Best in COVID-19 Pandemic Response.

The Province of Davao Del Norte grabbed the

first place for the Best in COVID-19 Pandemic Response, followed by the Province of Iloilo on the second spot, and the Province of the Southern Leyte in the third spot.

Formerly named as Davao Del Norte COVID-19 Contact Tracing System (DCCTS), DCIMS regulated the movement of people inside the province and its borders. It was created to identify the people who had close contact with those who were positive of COVID-19.

The said system was then revised in response to suggestion of the residents to include the Vaccination Administration System (VAS) and the Information on Tourists and Residents Against Covid-19 System (ITRACS).

he current low number of Covid-19 cases in Davao City provided a much needed relief to the medical team at the Southern Philippines Medical Center (SPMC) according to Dr. Ricardo Audan, officer-in-charge of SPMC “At this time nakaginhawa nami kay mubo na gyud ang datus nato,” Audan said in a phone interview.

Audan said that SPMC’s Intensive Care Unit (ICU) is now at a 45 percent utilization rate while the ward isolation is at a 42 percent utilization rate.

Meanwhile, Audan said that they are confident to handle Covid-19 cases now that SPMC is designated again as the sole Covid-19 hospital in Davao City.

SPMC has been designated as the only Davao City hospital that will cater to confirmed Covid-19 patients based on Exec-

utive Order (EO) No. 60 Series of 2021, which took effect immediately and was signed by Acting Mayor Sebastian Duterte on October 29, 2021.

The EO, which is known as “An Order Designating A Single Hospital for Confirmed COVID-19 Patients in Davao City,” ordered that “The Southern Philippines Medical Center (SPMC) shall be the only hospital in Davao City to cater to confirmed COVID-19 patients.”

conduct of home quarantine for mild and asymptomatic Covid-19 patients, which stated that positive patients are only allowed to be isolated at home so long as the patient has his/her room and bathroom, and is not living with vulnerable household members, like senior citizens, people with underlying health conditions, and pregnant women.

DTI’s SBCorp approves P6-B loans for MSMEs

he Small Business Corporation (SBCorp), the financing arm of the Department of Trade and Industry (DTI), reported it approved more than PHP5.99 billion worth of loans for smallscale businesses as of end-October.

In its website, SBCorp said a total of 36,661 micro, small and medium enterprises (MSMEs) benefitted under the Covid-19 Assistance to Restart Enterprises (CARES) loan program which was funded by the Bayanihan 2.

According to the October 2021 issue of the First Metro Investment Corporation (FMIC) and University of Asia and the Pacific (UA&P) joint publication, The Market Call, which was released on Wednesday, prices of West Texas Intermediate (WTI) averaged at USD71.65 per barrel last September while price of Brent crude registered an average of USD74.49 per barrel during the same period.

It, however, said this was not reflected in the September 2021 domestic inflation rate because local oil companies adjust their prices with an average of two-week lag.

“The big impact will show in October, when prices continue to spiral,” it added.

Citing government data, the report said transport prices decelerated to 5.2 percent year-on-year last September from the previous month’s 7.2 percent despite the about 80-percent expansion in crude oil prices.

“However, we still see headline inflation to go below 4 percent starting December since the huge uptick in November-December 2020 wouldn’t repeat,” it added.

The rate of price increases last September eased to 4.8 percent from month-ago’s 4.9 percent, which is the highest since January 2019.

Average inflation to date stood at 4.5 percent, above the government’s 2 percent to 4 percent.

Monetary authorities expect inflation to decline within target level by December.

The Philippine Statistics Authority is scheduled to report the October 2021 inflation rate on Friday. (PNA)

4.25M Pinoys jobless in September, PSA says Jollibee to acquire majority stake in bubble tea firm Milkshop Int’l

ollibee Food Corp said Thursday its unit would acquire the majority stake in Milkshop International Co Ltd in Taiwan for $12.8 million.

Jollibee Worldwide Pte Ltd will purchase shares in Milkshop International equivalent to 51 percent ownership, JFC said in a disclosure to the stock exchange.

The deal is subject to closing conditions and the final purchase price will be confirmed after closing, the country’s largest restaurant operator said.

Milkshop is founded in Tainan City in Taiwan in 2008 and is involved in the development, operations and franchising of specialty tea shops with trade names Milkshop and Milksha, JFC said.

Bubble tea originated in Taiwan in 1987, it said.

JFC said the brand is known for using only “high-quality milk” and natural ingredients and has over 250 outlets located in Taiwan, Hong Kong, Melbourne, Vancouver and Singapore.

nemployment in the Philippines further accelerated in September, according to the latest Labor Force Survey released Thursday by the Philippine Statistics Authority.

Unemployment is at 8.9 percent in September compared to 8.1 percent in August, which is equivalent to 4.25 million jobless Filipinos, data showed.

National Statistician Dennis Mapa said this is the highest unemployment rate for the year but it could be seasonal due to the drop in agriculture jobs in time for the harvest season as well as weather disturbances.

Despite the rise in

unemployment for the month, employment prospects “remain promising” due to the shift in granular lockdowns, Socioeconomic Planning Secretary Karl Chua said in a statement.

A “better labor outcome” can be expected in October, he said.

“Overall, the economy has generated 1.1 million employment above the pre-pandemic level. This signals the Philippines’ continuing recovery. We look forward to the ex-

pansion of the alert level and granular lockdown system to the whole country to recover more jobs and livelihoods,” Chua said.

Underemployment for the month totaled 6.18 million or slightly lower compared to the 6.48 million the previous month, PSA said.

The overall employment rate for September reached 91.91 percent, compared to 91.9 percent in August, the agency said.

Total employed for the month is 43.59 million, which is lower compared to the 44.23 million total in August, it added.

IS DAVAO READY FOR HUGE EARTHQUAKE? If Davao Region – composed of Davao del Norte, Davao Oriental, Davao del Sur, Davao Occidental and Davao de Oro – will experience a 7.2-magnitude earthquake, is it ready?

Just like Metro Manila, Davao Region is apt for another “Big One.” The region is not spared from the destruction of a huge earthquake that may be triggered by the Surigao-Mati fault.

A news report which quoted an official of the Philippine Institute of Volcanology and Seismology (Phivolcs) some years back said the fault line, which stretches from Surigao City to Mati City, has a distance of 320 kilometers.

“A big earthquake as strong as, if not even stronger than, the so-called ‘Big One’ that Metro Manilans are preparing for is a possibility in Davao City in the immediate future,” wrote Antonio M. Ajero, editor-in-chief of EDGE Davao, who attended a press briefing that was convened by the Philippine Information Agency.

Historical records showed a 7.2-magnitude earthquake hit Compostela Valley in 1893. On April 15, 1924, another earthquake with 8.3-magnitude happened somewhere in Sigaboy, now known as Governor Generoso in Davao Oriental.

According to the Phivolcs offi-

cial, an earthquake with an intensity of 7.2 that happened in Compostela Valley will immediately be felt in Davao City “within less than a minute” and the magnitude will be about 7.

Phivolcs said that a 7.2-magnitude earthquake can shake the ground even a hundred kilometers away. Areas near the waters are more likely to experience stronger ground shaking due to the softer ground they sit on.

“The shaking will just be as violent and the destruction caused by it will be just as intense as the one in Compostela,” Ajero wrote in his news report.

If that is not scary, I don’t know what it is.

“The only way to avoid disasters caused by earthquakes is to prepare for them,” wrote Maria Elena Paterno, in her book Earthquake!

There’s good news. Phivolcs, a line agency of the Department of Science and Technology (DOST), has inaugurated the Phivolcs Mindanao Cluster Monitoring Center for Earthquake and Tsunami (PMCMCET) facility in Davao City last September 24, 2022 via a virtual presser.

According to Phivolcs, the main objective of putting a new facility is “to provide capable nationwide earthquake and tsuna-

mi monitoring that would ensure continuity of operations when the main office located in Quezon City failed to function immediately after an emergency or disruption.”

The 20-million facility features near real-time display of the Philippine Seismic Network upgraded computer systems for earthquake and tsunami data acquisition and processing, and newly-installed tools for decision support, mapping, and information dissemination.

Some of the equipment housed in the facility include the following: satellite dish, solar panel, broadband seismometer, strong motion sensor, data receiving center, earthquake monitoring system, Philippine seismic network, automated earthquake solution, real-time earthquake waveforms, tsunami monitoring system, and trans-Pacific sea level, tsunami monitoring websites.

The newest earthquake and tsunami monitoring center is located at the Southern Mindanao Campus of the Philippine Science High School in Mintal. It is envisioned to be beneficial not only for monitoring activities but also serve as a facility for students’ education in the region.

“Putting up this facility would not only benefit the residents from Davao City but also the rest of Min-

danao Island. The decisions and policies made by different LGUs could be guided by real-time data and scientific studies provided by this monitoring facility,” said Dr. Renato U. Solidum Jr., Phivolcs officer-in-charge and DOST undersecretary for scientific and technical services.

In her video message, Davao City Mayor Sara Duterte-Carpio commended DOST-Phivolcs for continuously fulfilling its mandate to mitigate the risks of natural hazards and avert disasters by providing accurate and timely information on disaster preparedness and risk reduction.

“By establishing the first Mindanao earthquake and tsunami monitoring center in Davao City, you further widen the scope of the affected public service delivery especially in terms of predicting volcanic eruptions, earthquakes, and tsunamis as well as formulating disaster preparedness action plan to mitigate possibly the greater risks here in Mindanao,” said Duterte-Carpio.

Chief Alfredo D. Baloran of the Davao City Disaster Risk Reduction and Management Office likewise welcomed this initiative. He said that PMCMCET would play a crucial role in helping them to have better planning, response, and policies especially after experiencing

succeeding earthquake-related events during the latter part of 2019 up to the first few months of 2020.

Our country lies between two major tectonic plates: the Philippine Sea Plate and the Eurasian Plate.

“Philippine Sea Plate is moving towards the Philippine Archipelago at the rate of about 7 centimeters every year,” Phivolcs explains. “The Eurasian Plate is being subducted along western side of Luzon and Mindoro at the rate of 3 centimeters per year except on Mindoro and northwest of Zamboanga where collision is taking place.”

At the intersection of the two aforementioned plates is the Philippine Fault Zone, “which decouples the northwestward motion of the Pacific with the southwestward motion of the Eurasian Plate.”

Movements along other active faults are reportedly responsible for the present-day high seismicity of the Philippine archipelago.

At least 5 earthquakes per day occur in the Philippines, Phivolcs says. For almost four decades now, the country has been affected by 10 earthquakes with magnitudes greater than 7.0. As such, the possibility of these destructive earthquakes occurring again in the future “is very strong.”

Now, the question is: Is the Davao Region ready?

MORO-CHINESE LINK IN THE GULF A subject with very few indepth studies to refer to is the alliance that for centuries exists between the ethnic Chinese and the Moros of Mindanao. Off the top, the reasons foisted are related diplomatic and commercial links. Paduka Pahala, a king from eastern Sulu, died in 1417 in China while on a trade mission. His remains and descendants still live in China.

Another subjective matter is the recurring visit of Chinese traders to Sulu, which eventually led to permanent settlement and intermarriage. Scholars date the political dealings and collaboration to the Yuan dynasty (1271-1368), which succeeded the Mongol Empire under the leadership of Kublai Khan, or Emperor Shizu of Yuan, which was his temple name.

(Interestingly, the name originally came from the central and

eastern steppes of Mongolia and China; it was, during the medieval period, spread by dynasties throughout Asia through the Turkic peoples, referred to as ‘a collection of ethnic groups of central, east, north and west Asia as well as parts of Europe and North Africa, who speak Turkic languages.’)

Moro-Chinese links, especially in the sultanates of Sulu and Maguindanao, are copiously detailed in Moro tarsilas and Chinese accounts. For instance, the Tans of Sulu still carry the familiar surname. In Maguindanao, the most famous Chinese scion was Datu Piang Tan, known as the grand man of Cotabato who was born to a Chinese merchant and a Maguindanaoan.

Though not strongly on the political aspects, the accounts of Moro-Chinese trade alliance in the gulf of Davao found in Jesuit

records (1852-98) do not reflect strongly the more ordered links existing during the halcyon days of the two sultanates. Most of the Chinese merchants in the gulf during Spanish rule, chiefly residents in littorals, were focused more on commerce and retail trade and, as a matter of convenience, were married to native and Moro women.

Chinese engagements in the gulf mainly on trade to the point the chronicles called them ‘exploiters.’ There were those, however, who were friendly to the missionaries. Fr. Domingo Bove, in a December 30, 1879, wrote about a Chinese in Cape San Agustin who gave him a paten acquired from a Manobo who owed the trader money. In one occasion, Fr. Antonio Benaiges, according to his January 28, 1894 letter, was allowed by a Chinese based in

Malalag to join him in his boat that was then bound for Davao without making a stopover at Sigaboy.

Chinese generosity is also recorded in Jesuit chronicles. In his June 24, 1894 letter, Fr. Saturnino Urios, a Chinese in Samal ‘donated finished clothes and material’ for use in sewing the official attire of village leaders according to their ranks. The following year, he also reported that the Chinese residing in Santa Cruz and Arapiles, in today’s Davao del Sur, extended help to the priests, ‘proving their goodwill in their desire to be on our side.’

Some of the Chinese merchants, though, according to Fr. Mateo Gisbert’s June 21, 1885 letter, also became victims of Moro atrocities. Antoco, a Chinaman from Malita, was savagely killed by the Maguindanaoan collectors after he refused to pay the tribute

to the sultanate.

While there are accounts of Chinese merchants opening business in chiefly Moro-populated villages around the gulf, only a handful converted to Islam or married a Mohammedan. It could be that the Chinese found the docile tribesmen and Christians easy to deal with. Plus, the fact that the Spaniards were more responsive to the indigenous peoples also was a consideration.

Though cursorily studied, Chinese influence in commerce and trade became more robust during the American occupation, particularly with the rise of abaca plantations and the boom in hemp business. Extant accounts during period point to a flourishing, scattered Chinese merchant population generously spread throughout most of the settlements along the gulf.

Imee is among the very few in Davao City who ever made a double eagle (holed in two on a par 5) and probably the only female in Davao to have achieved this feat. She also represented Mindanao in the Arafura Games in Australia in the class a division.

It was a great success. But when the coronavirus disease 2019 (COVID-19) pandemic hit the country in 2020, the mobile bar was one of those affected. This

was because the government banned alcoholic beverages.

He decided to shift to a restaurant and so he contacted a chef that could help him. Another reason for doing so: “I don’t want my people to

lose their job.”

On why focus on Chinese foods instead of Filipino foods, he replied: “Because it is my personal favorite. I was also a former supervisor of Lotus Court Chinese Restaurant in a 5-star

hotel in the city.”

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

“It is in our sincerest desire that the remains will be laid to rest and the families can mourn the passing of their loved ones. After all, even as enemies of the state, they are Filipinos and deserve to have decent burials. On the other hand, I urge the remaining CTG members to finally realize the futility of their armed struggle and put down their arms.

Yuka Saso has decided to become a Japanese citizen when she turns 22, according to Japanese media outlets.

The 20-year-old Saso

was born in San Ildefonso, Bulacan to a Japanese father and a Filipino mother, and has represented the Philippines since her jungolf days.

But this year’s US Open winner, under Japan’s Nationality Law, must choose one citizen-

ship before turning 22, or two years after acquiring the second nationality.

The National Golf Association of the Philippines (NGAP) said it has yet to get an official communication on the matter from the Japan federation or from Saso herself.

The 36-year-old made 18 assists during the game with New Orleans Pelicans at the Footprint Center, Phoenix, reaching 10,346 assists. The Suns beat Pelicans 112-100.

Besides being the player with the most assists among active NBA players, he is also the only player in history to reach 20,000 career points and 10,000 assists. The

PSC to launch short courses in MAKE It Sports

T

he Philippine Sports Commission (PSC) is inviting sports-minded individuals to an open learning experience called MAKE It Sports. The

project is a module-based, asynchronous learning opportunity for people from all involvements in sports. Registration for the program will start on Friday.

MAKE in “MAKE It Sports” stands for Modules for Asynchronous Knowledge Enhancement.

The aim is to provide information on different topics in everyday life which touch the boundaries of

sports like law, medicine, economics, technology, among many other topics. This project is an offshoot of the National Sports Summit and will invite prominent speakers.
