On September 3, 2020, the Inter-Agency Task Force (IATF) Resolution No. 68, s. 2020 mandated the use of a face shield with a face mask in the following places: supermarkets, public markets, malls; and venues where government-initiated meetings and critical government services are being conducted or provided.

utgoing City Mayor Ronnel Rivera formally launched his bid on Monday to become the first elected representative of the new separate congressional district here in the 2022 elections.

Rivera filed his certificate of candidacy (COC) before the Commission on Elections (Comelec) here around 3 p.m. under the Nacionalista Party, along with close allies who are seeking other elective posts in the city.

He is part of the group of candidates under a new local political coalition dubbed “Kasama Ko RCRI” that separately filed their COCs starting 11 a.m.

Rivera, who is on his third and last term as mayor, said he chose to seek the congressional post to continue serving the people of the city and pursue initiatives that will further accelerate the area’s development.

“There are still many things that we can do for the people and our city,” the mayor said in a statement.

He said he will continue the programs started by coalition ally South Cotabato First District Rep. Shirlyn Bañas-Nograles, who is running for mayor Rivera said among his development priorities is the implementation of additional support programs for the city’s thriving fishing industry, among them the establishment of training centers for skilled workers.

The city has long been part of the first legislative district of South Cotabato

but will hold its first election as a separate district next year based on Republic Act (RA) 11243 signed

by President Rodrigo Duterte in March 2019.

RA 11243 named the city as the third district of South Cotabato but a bill is currently pending at the House of Representatives to declare the area into a lone district.

Rivera’s alliance with Nograles, who filed her COC for mayor under the Partido Demokratiko Pilipino or PDP-Laban faction led by Energy Secretary Alfonso Cusi, ended speculations that he was eyeing his wife Jane as a replacement.

Mrs. Rivera is instead seeking a city council seat under the Nograles slate, which has incumbent city councilor and former mayor Rosalita Nuñez as vice mayoralty candidate.

The coalition’s city council slate included re-electionists Jonathan Blando, Lourdes Casabuena, Jose Edmar Yumang, Vandyke Congson and Vivencio Dinopol, and former councilors Elizabeth Bagonoc and Ramon Milleza.

Prizes await for employed residents who get vaccinated in Bakuna Nights Minors aged 15-17 to avail first of Covid-19 vaccines

he pilot pediatric vaccination in the National Capital Region (NCR) will be done through phases.

Citing the approved guidelines for the pediatric age-group vaccination eyed to begin on October 15, Department of Health (DOH) Secretary Francisco Duque III on Monday said the inoculation of 15 to 17 years old will be done first, followed by the 12 to 14 years group.

Parental or guardian consent is needed before a minor can receive a shot while the vaccination will be piloted in select NCR hospitals to closely monitor the possible adverse effects.

The BSP has maintained the country’s benchmark interest rate, used by banks to price loans, at 2 percent for almost a year now.

Diokno has said that monetary policy will remain accommodative to support economic recov-

“This was a good number for the BSP, much lower than what even the market was looking at… this gives BSP Gov. Diokno a little more breathing room to keep policy accommodative for as long as he can,” ING Philippines senior economist said.

Over 43K companies issued safety seals

total of 43,332 public and private establishments have been issued safety seal certifications nationwide, national agencies announced Tuesday.

In a joint statement, Trade Secretary Ramon Lopez urged more businesses to adopt the seal as part of measures against the COVID-19.

The safety seal indicates that an establishment adheres to minimum public health standards against the coronavirus disease 2019 (COVID-19).

“Businesses can do their share in the fight against the pandemic and create a healthy space for consumers to transact their purchases and for employees to gainfully and safely earn a living,” he said.At present, the Safety Seal Technical Working Group has received 85,731 applications, of which 43,332 applications were approved while 9,858

applications were either denied or referred to the appropriate agency.

The remaining applications are still under inspection.

Establishments seeking to apply for a safety seal must adopt the StaySafe.

mid the filing of certificates of candidacy for the 2022 local and national elections, the Diocese of Marbel submitted Monday morning nearly 80,000 signatures to the Sangguniang Panlalawigan of South Cotabato in support of of the province’s controversial open-pit mining ban.

Marbel Bishop Cerilo Casicas celebrated a Holy Mass before the group held a short solidarity walk towards the provincial capitol for the submission of the initial signatures gathered not just in South Cotabato province but also from other parts of the country.

The SP has been conducting consultations fol-

lowing petitions to lift the prohibition on open-pit mining, the method being eyed in the Tampakan project.

Sagittarius Mines, Inc. (SMI) has acquired the rights to develop the US$5.9 billion Tampakan project, the largest untapped copper and gold minefield in Southeast Asia.

“They have been quite strong in arguing that it (Tampakan project) would bring economic development but they say a little about the ecological impact of the big mining project,” Casicas said in his homily.

“If the project is big, the ecological cost is also big,” he added.

Casicas stressed the diocese is strongly advocating for the protection of the environment, citing, among others, the conduct of the signature campaign as their way of taking care of the ecology and of showing compassion to Mother Earth.

last August 16 that so far gathered 78,229 supporters, 32,801 of whom are from South Cotabato and the rest from other parts of the nation.

“We hope that these signatures shall be included as an important factor in the decision-making of our legislators (as it) involves the quality of life of the present and future South Cotabateños,” Casicas said in a statement entitled “Protect Nature, Protect Our Future; Uphold the Ban on Open-Pit Mining in South Cotabato.”

No vaccine-related death

It is a fact that there is no case of COVID-19-related death in Davao City.

The city has no cases of COVID-19-vaccine-related death, according to Task Force COVID-19 in Davao City spokesperson, Dr. Michelle Schlosser.

“Murespeto man ta sa ilang emosyon. Murespeto ta sa ilang doubts pero they have to open their minds. Dili lang man gud kita isa lang nagpuyo sa kalibutan. I know naa mi mga ginatuohan, naa muy mga kahadlok but kadaghanan nag-prove na man protektado gyud ta pag bakunado ta. (We respect their emotions. We respects their doubts but they have to open their minds. We are not the only people living in the world. I know, we have our own beliefs and fears but many [studies] have proven that are indeed protected with the Covid-19 vaccine),” said Schlosser during the Davao City Disaster Radio 87.5 FM live interview yesterday, October 1, 2021.

“The investigation of claimed vaccine death is very thorough. As of today, we don’t have a vaccine-related deaths in Davao City,” she said.

HENRYLITO D. TACIO WATCH OUT: DENGUE IS HERE! When there’s rain, there’s water. When there’s water, there’s mosquito. When there’s mosquito, there’s dengue.

Since the last quarter of the year in the Philippines is the rainy season, expect more cases of dengue, too. After all, the mosquitoes that carry the dengue virus love to proliferate in clean water, particularly those thrown cans, discarded tires, and pails (where rainwater is being stocked).

One Davao scribe describes mosquitoes as “terrorists on the loose.” They attack anytime of the day. They don’t have any weapons but their bite is as deadly as the gun. There’s no blood that will spill out but watch out, they are indeed lethal.

These mosquitoes carry different kinds of viruses. The Aedes aegypti, for instance, once infected with the dengue virus, transfers it to any human being through a single bite. It bites only during daytime but its peak biting time is after sunrise and at dusk – especially one hour before sunset.

However, not all Aedes aegypti mosquitoes are carriers of the dengue virus, but only those that have bitten people infected with the virus. Once infected, a mosquito remains infective for life, transmitting the virus to susceptible individuals during probing and blood feeding.

When a person is bitten

by an infected mosquito, the dengue virus is deposited in the person’s bloodstream. The time between the bite of a dengue-carrying mosquito and the start of dengue fever symptoms averages four to six days, with a range of three to 14 days. An infected person can be a source of dengue virus for mosquitoes for about six days.

But what’s alarming is the fact that dengue might be mistaken for coronavirus disease 2019 (COVID-19).

“As dengue cases rise during the COVID-19 pandemic, increased caution is needed from medical practitioners to avoid instances of misdiagnosis,” pointed out health experts.

Common symptoms shared by dengue and COVID-19 are fever, muscle and joint pains, headache, and fatigue. “With symptoms similar to COVID-19, dengue remains as one of the top illnesses we should always be mindful of,” urged health experts.

Vomiting (may include blood), swollen glands, rashes, severe abdominal pain, and bleeding gums are symptoms exclusive to dengue. Symptoms exclusive to COVID-19 include diarrhea, loss of taste and smell, lesions on toes, bluish lips or face, and hemoptysis (the spitting of blood that originated in the lungs or bronchial tubes).

Like death and taxes, dengue exempts no one: fat or thin, ugly or beautiful, rich or

poor, educated and illiterate.

Children, who are exposed in open areas while playing, are more prone to dengue although adults are not spared from infection.

In a feature I wrote for the Asian edition of Reader’s Digest, I cited the case of my friend, who was a lawyer. He was based in Manila but at one time he went to Baguio, where he contracted dengue. A few days after being bitten, he suffered high fever, severe headache, and pain behind the eyes. There was also an outbreak of rashes in some parts of his body.

From Baguio, he was brought to Manila. But it was already too late. He suffered hemorrhage in the liver and died three weeks after being confined in one of the wellknown hospitals in Makati City.

Even doctors die from dengue, too! There was a case of a lady physician whose daughter suffered from dengue. Unknowingly, a mosquito which bit her daughter had bitten the doctor. A few days after her daughter died, as a result of dengue, the doctor also showed manifestations of having dengue. She also died of the same disease.

Dengue actually doesn’t kill. It’s when dengue hemorrhagic fever (DHF) takes over that it becomes lethal. Some five percent of DHF cases are fatal; without proper treatment,

the rate rises up to 15 percent, some studies show.

There’s already a dengue vaccine available, but most Filipinos are not using it because of the bad experience we had of it. Some children reportedly died after being injected with the vaccine.

But there’s good news.

The Tuklas Lunas program of the Department of Science and Technology (DOST) is conducting a clinical trial of a herbal capsule against dengue. Costing P12 million, the trial is being implemented by Pharmalytics Corporation.

The randomized, double-blind, placebo-controlled study – which is being conducted in Cavite – aims to determine the efficacy and safety of an herbal capsule when taken orally by adults with dengue fever showing no warning signs.

Each fixed-dose capsule combines the ability of “tawa-tawa” (Euphorbia hirta) and “banaba” (Lagerstroemia speciosa) to increase platelet count with the immune-boosting and anti-inflammatory properties of “luya” (Zingiber officinale).

The clinical trial is funded by the DOST through the Philippine Council for Health Research and Development (PCHRD).

“Once proven safe and effective, the herbal capsule will be the first definitive treatment for dengue,” DOST said in

a statement. “It could pave the way for use in cases showing warning signs and even in severe types.”

“Dengue is the world’s most important viral disease transmitted by mosquitoes,” says Dr. Duane Gubler, health administrator of the US Centers for Disease Control and Prevention (CDC).

The mosquitoes thrive in areas close to the human population. “The dengue mosquito lays its eggs in water-filled containers inside the house and surrounding areas of dwellings (this includes non-used bottles, containers, discarded waste, and tires, among others which hold water,” says the World Health Organization (WHO).

The eggs hatch when in contact with water. Eggs can withstand very dry conditions and survive for months. Female mosquitoes lay dozens of eggs up to 5 times during their lifetime.

Adult mosquitoes “usually” rest indoors in dark areas (closets, under beds, behind curtains). Here, it is protected from wind, rain and most predators, which increases its life expectancy and the probability that it will live long enough to pick up a virus from one person and pass it on to the next.

The best protection against dengue is, of course, not to be bitten by the mosquito carrying the virus.

WHEN WAS DAVAO FOUNDED? For decades, historians have been looking for answers as to when Davao was exactly founded. Given that Don Jose Oyanguren conquered Datu Bago, the Moro chief of Davao gulf, in 1848, the presumption has been that both the town and province were established that year.

A review of documents seems to show Davao was organized over a year before the Spanish-led conquest. Recollect priest Fr. Juan Felix de la Encarnacion, in ‘Estadistica de la Provincia de San Nicolas de Tolentino de PP. Agustino Recoletos de Filipinas,’ wrote: ‘Por decreto Superior de 27 de Febrero de 1847, se creo esta nueva población y Cabecera de la provincial, fundada en el centro de la enseñada llamada tambien Davao, al S. de Mindanao.’1 Freely translated, it means: ‘By superior decree of February 27, 18472, this new town and capital of the province was cre-

ated. It was founded in the center of a cove, also called Davao, in southern Mindanao.’ The book was issued in 1851, three years after the victorious expedition.

Interestingly, the same decree, issued by Spanish governor-general Narciso Claveria y Zaldua, also gave Oyanguren, a former Tondo judge, the endorsement to proceed with his conquest and stipulated that in exchange for his success he would be appointed administrator of the province and enjoy a six-year exclusive right of trade in the new territory.

More specifically, the edict, which was also a grant, clearly supports Oyanguren’s proposal ‘to conquer and subdue all the Moros in the entire gulf district; expel or pacify the Moros there; and establish the Christian religion, if he were given supplies and equipment, the command of the district and exclusive rights of trade therein.’3 The decree was an offshoot

of the decision of the Real Audiencia de Manila, the highest tribunal that supervised the territories placed under the control of the governor-general who was deemed the highest judge.

Claveria was master of Guam, northern Marianas Islands, Micronesia, Palau, and the Philippines.

Under American rule, the first time the borders of Davao province were redefined was in 1900: ‘[The] district or province… occupies the territory [of the former Nueva Guipozcoa province] and extends from the Bay of Mayo, on the Pacific Ocean, to Point Malaluna, near the Gulf of Tuna, on the south coast of Mindanao… on the north by the district of Surigao, on the south by Cottabato, between these two being Lake Buluan and the country called Boayen, or Buhayen; and on the southeast by the Pacific Ocean, where the port of Balete and the Bay of Pujaga are found. The islands of Samal, Talicud, Pujaga,

Saranginas, Sirangan, Moleron, Limbal, and the little islands of Malipano and Sigaboy belong to this district.’

On June 1, 1903, under Philippine Commission Act No. 787, Moro Province, comprising the provinces of Zamboanga, Lanao, Cotabato, Davao, and Sulu, was formed. That same year, Act No. 21 was passed on Oct. 29, establishing the towns of Mati, Davao, Makar (Gen. Santos City), Cotabato, Malabang (Sarangani Province), Dapitan (Zamboanga del Norte), Cateel, Baganga and Caraga. It also defined their boundaries.

On Dec. 22, 1905, the respective jurisdictions of the newly created municipalities were further defined. Mati was given seven (7) barrios with twenty-one (21) villages while Caraga was allocated six (6) barrios with eleven (11) villages. Baganga had four (4) barrios with ten (10) villages while Cateel was given six (6) barrios and the village of Bolton, a sea-

port and the ‘most enterprising of all the villages.’4

he headline says it all: “Cancer cases on the rise.”

A news dispatch, released by the Agence France Presse (AFP), said that while cancer treatment improves and survival rates go up, “so too does the number of people afflicted with the deadly disease.”

“The 14 million new cancer cases worldwide recorded in 2012 will balloon to 24 million within two decades, outstripping the increase in global population,” the AFP report said, quoting the Geneva-based World Health Organization.

In 2015, all forms of cancer combined claimed 8.8 million lives throughout the world. This made cancer the second leading cause of death after heart disease.

“We know how to help avoid it, and to detect it.

We’re getting better at treating it. But overall, we’re not making real progress in the fight against cancer,” deplored Christopher Leroux, head of communications for France’s League Against Cancer.

The AFP report cited several reasons why cancer cases throughout the world are increasing. Ageing population has been singled out as one cause. The older a person is, the more likely he or she gets the disease.

“Cancer risk increases with age,” the report pointed out.

Another reason: unhealthy lifestyle. These include smoking, eating poorly, lack of exercise, drinking alcohol and obesity.

Then, there’s that risk of being exposed to carcinogenic industrial pollutants (asbestos to name one) and organic pollutants (dioxin, heavy metals and small air particles that lodge in the

lungs).

In 1998, WHO in its report, Life in the 21st Century: A Vision for All,” warned: “Cancer will remain one of the leading causes of death worldwide.”

In the Philippines, cancer ranks third in leading causes of morbidity and mortality, based on the statistics compiled by the Department of Health. In the top list are communicable diseases and cardiovascular.

For every 1,000 Filipinos living today, one gets cancer.

And the incidence is higher among females than males, according to the Philippine Cancer Society, Inc. (PCSI).

Ninety-one percent occur between the ages of 35 and above.

Three-fourths of all cancer cases in the country emerge among those between the ages 60 and above. The leading cancer sites/types are lung, breast, cervix, liver, colon and rectum, prostate, stomach, oral cavity, ovary and leukemia.

Cancer is not a pleasant experience. Symptoms include loss of appetite, the slow wasting of the body, fatigue, stupor, bleeding, loss of motor functions, dementia, paralysis, or even a state of coma.

“I now understand why Jose Rizal made Noli Me Tangere the title for his novel about the cancer of Filipino society. I know – I have cancer. I can’t bear even

the slightest touch for it is so painful,” a cancer patient revealed.

Cancer comes from the Greek word karnikos, which means “the crab.” It is not a modern disease. Some of our apelike ancestors undoubtedly suffered from it, so did the dinosaurs. In fact, says Dr. Robert Weinberg, a molecular biologist at the Massachusetts Institute of Technology, “it is a risk that all multicellular organisms run.”

Each time a human cell divides, it must replicate its DNA, a biochemical manuscript some 3 billion characters long. In the course of transcribing such a lengthy document, even a skilled typist could be expected to make mistakes, and cells, like typists, occasionally err.

More often than not, the mistakes they make are minor and quickly repaired by proteins that serve as miniature mechanics. Occasionally though, cells with defects in their DNA will continue to divide, eventually forming small growths. That’s the time trouble starts.

normal cells, each of the offspring of a single progenitor,” wrote “Time” science writer J. Madeleine Nash. “By the time humans reach middle adulthood, then their bodies contain millions of cells that have taken at least one step toward cancer.”

“Cancer may be present in very many ways: as a lump, some change in body function, bleeding, anemia or weight loss – occasionally the first symptoms being from a metastasis,” explains “The New American Desk Encyclopedia.” “Less often tumors produce substances mimicking the action of hormones or producing remote effects such as neuritis.”

Neuritis is any disorder of the peripheral nervous system, which interferes with sensation, the nerve control of muscle, or both.

Like taxes and death, cancer is no respecter. It strikes anyone – rich and poor, unknown and famous.

Filipino president Corazon Aquino, American actor John Wayne, and Swedish actress Ingrid Bergman all died of cancer.

“People in urban areas have a higher risk of getting cancer,” the PCSI informs.

“Whether or not there are

fewer cases in rural areas is hard to tell. Generally, cancer cases in remote barrios are not reported.”

In the Philippines, the PCSI says 80% of all cancers can be attributed to environmental influences, particularly those related to lifestyle practices, especially eating.

“About one-third of all cancer deaths may be related to what we eat,” it points out.

As such, the PCSI recommends eating a lot of high-fiber foods like fruits, whole grains and vegetables. “Fiber helps get rid of a lot of toxins and carcinogens from the body because it helps a person digest food and eliminates waste better,” the cancer society explains. Good sources of fiber foods are corn, rice, peas, sweet potato, gabi, kangkong, mangoes, and tomatoes.

Increased intake of vitamins C and A is also recommended. “The best sources are fruits and vegetables, not pills or supplements,” the cancer society urges. Sources of vitamins C and A include dark green and dark yellow fresh vegetables, including carrots, squash, malunggay, alugbati, sili leaves, saluyot. Among fruits, the good sources are

There are exemptions in those mandates, both of which were passed in the past several weeks, that cause them to not apply to visiting players. That left

Wiggins, however, has since gotten vaccinated.
