Evangelista has quickly dispatched two doctors and eight nurses in said barangay to assist and provide health and sanitation services to the affected residents.

He said the local government has immediately provided potable water to affected areas to ensure the outbreak would not escalate.

MHO administrator Charlemagne Fernandez said that based on the initial findings of the investigation

the water system source in the area was possibly contaminated because of the water’s poor quality due to poor chlorine disinfection that caused the outbreak.

Such finding was based on the ocular inspection conducted by the Sanitation Team and random interviews with the Tulalian Water Association (TUWASA) personnel, he said.

Fernandez, however, said the result of the initial probe is not yet conclusive

as the official result of the microbiological water analysis is expected to be released on Monday.

Apart from this, Fernandez said the MHO was also waiting for the results of the 15 patients who were subjected to rectal swabbing that would help them determine the bacteria in the patients’ feces.

Electricity woes derail Tagum’s growth: Rellon

roblems bedeviling the electric power supply are stunting the economic growth of Tagum City, Mayor Allan Rellon complained.

Rellon who has been an elected official of Tagum for more than two decades starting with being city councilor in 1998 made the statement in an interview posted by website newsline. ph.

He said that the city government has to cough out a budget so it can put up posts and other power distribution needs to provide its projects electricity because its service provider, the North Davao Electric Cooperative (Nordeco), does not have a clear program that will help the city ensure that the need for additional electricity supply is fulfilled.

“One of the weaknesses of the city of Tagum is power, and we have to address that,” Rellon admitted, explaining his action to use

some of the city’s funds for programs that are supposed to be the obligations of the cooperative.

He said the development programs of the city government ”are useless if there are no facilities (including power) and if we depend on Nordeco,” as even problems that are supposed to be the responsibility of the electric cooperative are brought to the attention of the city government.

Rellon was among the local chief executives, headed by Davao del Norte Gov. Edwin I. Jubahib, who signed a petition in December to transfer to Davao Light and Power Co. (Davao Light) the remaining area of Davao del Norte under the franchise of Nordeco. Only one of the town mayors did not sign the petition.

Panabo City and the towns of Sto. Tomas, Carmen and Dujali have been under the franchise area of Davao

residents sought medical help in the MHO after they complained of experiencing loose bowel movement, stomach pain and vomiting, the usual symptoms of diarrhea.

This prompted the MHO to respond immediately and visited the barangay and found out that other residents reportedly fell ill with suspected diarrhea.

As early as Thursday, the MHO had assisted the patients who fell ill as some

were recommended for admissions in hospitals for treatment.

Municipal administrator Lawyer Elisa EvangelistaLapiña urged Tulalian Barangay officials to sit down with TUWASA to discuss how to improve the water supply in the barangay to avoid future outbreaks.

She said the LGU is readily available to guide and improve water services delivery in the area.

Davao Covid-19 TF urges employers to support employee vaccination

avao City Covid-19 Task Force spokesperson Dr. Michelle Schlosser urged employers to support their employees who want to get vaccinated.

“Isa ra atong tumong nga ma vaccinize tanan og ma-eradicate ang virus. I’m pretty sure ilahang mga employers (their employers) are very supportive sa local government activities like this,” Schlosser said.

The city government of Davao has kicked off sectoral vaccination for the essential workers

belonging to Priority Group A4 in Davao City.

Priority Group A4 are the public and private school teachers, workers from the tourism sector, private companies, mall employees, and members of the transport sector.

Flight nurse killed in C-130 plane crash laid to rest in Davao City

ne final ride for 1Lt. Sheena Alexandra Tato, a military flight nurse and one of the soldiers who died in the C-130 plane crash in Patikul, Sulu on July 4, 2021, as she was laid to rest Saturday noon at Forest Lake in Ma-a, Davao City.

Tato was sent to her final resting place with a 21-gun salute.

The burial was attended

by Tato’s family, relatives, military officers and colleagues.

The remains of Tato arrived at the Davao Air Station, Headquarters Tactical Operations Wing Eastern Mindanao (TOWEASTMIN) on July 9 and was brought to their

residence in Ecoland for her wake.

Tato was a nurse of the Philippine Air Force assigned at Air Force General Hospital, 520th Air Base Wing, Col. Jesus Villamor Air Base, Pasay City as Duty Nurse in-charge in Air Evacuation Section and was commissioned as an officer on December 1, 2015.

A total of 52 fatalities involved in the C-130H transport plane crash in Patikul, Sulu including 49 troops and three civilians.

The plane was to transport troops to Jolo when it crashed.

sorrow to the tragic fate of the soldiers.

Only a month ago, Vice President Leni Rebredo said the presidential daughter has a lot to learn in leading the city’s battle against the deadly virus and should learn a thing or two in harnessing private sector and medical society involvement. By now, the Vice President can chew her own words.

Mayor Sara was recently hailed top local executive by a social weather station survey. That is perhaps the confirmation of a winning formula that’s based on teamwork. Sara gave credit to Dabawenyos in general for doing their part in sacrificing and keeping patient of the ever changing restrictions imposed in the city.

It’s never easy but yes, Dabawenyos deserve the credit from the Mayor. In the same way as she deserves a pat in the back from all of us.

With no income, most people didn’t have the money to buy food.

If hunger was a problem in the past, it becomes more prevalent, relevant and inevitable during the coronavirus disease 2019 (COVID-19) pandemic.

A new report, jointly published by five United Nations agencies – Food and Agriculture Organization (FAO), International Fund for Agricultural De-

velopment (IFAD), UN Children’s Fund (UNICEF), UN World Food Program (WFP), and World Health Organization (WHO) – has confirmed this.

“There was a dramatic worsening of world hunger in 2020, much of it likely related to the fallout of COVID-19,” said this year’s edition of The State of Food Security and Nutrition in the World.

The five UN agencies define hunger as “an uncomfortable or painful sensation caused by insufficient energy from diet.” It also means “food deprivation” and “not eating enough calories.”

Already in the mid-2010s, hunger had started creeping upwards, dashing hopes of irreversible decline. “Disturbingly, in 2020, hunger shot up in both absolute and proportional terms, outpacing population growth; some 9.9% of all people are estimated to have been undernourished last year; up from 8.4% in 2019,” the report stated.

Last year, “around a tenth of the global population – up to 811 million people – were undernourished.” More than half of all undernourished people (418 million) live in Asia, which includes the Philippines.

Some years back, the Philippines was listed by FAO as one of the 13 low-income food-deficit countries in Asia (“those that do not have enough food to feed their populations and for the most part lack the financial resources to pay for imports”).

The other twelve countries -- most of them thickly populated -- were Bangladesh, Bhutan, Cambodia, China, India, Indonesia, Laos, Maldives, Mongolia, Nepal, Pakistan, and Sri Lanka.

The new report is the first global assessment of its kind in the pandemic era. Previous editions had already put the world on notice that the food security of millions – many children among them – was at stake.

“Unfortunately, the pandemic continues to expose weaknesses in our food system, which threatens the lives and livelihoods of people around the world,” the report’s foreword said in part.

Malnutrition – the condition associated with deficiencies, excesses or imbalance in the consumption of macro- and/or micronutrients – persisted in all its forms, with children paying a high price in 2020.

“Over 149 million under-fives are estimated to have been stunted, or too short for their age; more than 45 million wasted, or too thin for their height; and nearly 39 million overweight,” the report said.

In the Philippines, malnutrition among Filipino children below the age of five has changed very little over the past 10 years, according to Carin van der Hor, Country Director of Plan International.

“The reduction of child malnutrition has been alarmingly slow,” said Hor, who convened the Koalisyon Para Alagaan at Isalba ang Nutrisyon (KAIN) in last year’s Hunger Summit organized by the National Nutritional Council.

Citing the National Nutrition Surveys done in 2011, Hor said that children below five years old who are underweight remain at 20 percent while children who are below the average height-to-age ratio remain at 30 percent.

But that’s not all. “A full three-billion adults and children remained locked out of healthy diets, largely due to excessive costs,” the new report

said. “Nearly a third of women of reproductive age suffer from anemia.”

Globally, despite progress in some areas – more infants, for example, are being fed exclusively on breast milk – the world is not on track to achieve targets for any nutrition indicators by 2030.

According to the report, the pandemic has triggered brutal recessions and jeopardized access to food in many parts of the world.

Yet even before the pandemic, hunger was spreading; progress on malnutrition was lagging. “This was all the more so in nations affected by conflict, climate extremes or other economic downturns, or battling high inequality” – all of which the report identifies as major drivers of food insecurity, which in turn interact.

On current trends, the report estimates that Sustainable Development Goal 2 (Zero Hunger by 2030) will be missed by a margin of nearly 660 million people. “Of these 660 million, some 30 million may be linked to the pandemic’s lasting effects,” it stressed.

mprovement of the various government agencies’ processes in budget utilization is expected among the keys to address the seeming underspending, Budget and Management Secretary Wendell Avisado said.

In a virtual briefing on Friday, Avisado said the Department of Budget and Management (DBM) does not know the expenditure patterns of the various agencies but some policies need to be heeded.

“On our part, we have done our share. We have released their budgets so they can implement their programs unhampered,” he said in mixed English and Filipino.

Avisado said “it’s just a matter of really improving on (the) probably the system and, barring any unfore-

seen circumstance, they’ll be able to improve on their budget utilization rate.”

In a statement on Friday, the DBM said the agency released around 85.1 percent of this year’s PHP3.83-trillion national budget as of end-June.

Total releases to line departments have reached PHP2.38 trillion, or about 90.1 percent of the total, and is an improvement from the 79.8 percent rate in the same period last year.

“The DBM has fully released the respective allotments of most departments, including the PHP176.66 billion FLR (for later release) appropriations of the Department of Social Welfare and Development for the implementation of its various social amelioration programs,” the statement said.

Last October, President Rodrigo Duterte lifted the moratorium on oil and gas exploration in the West Philippines after the late former President Benigno Aquino III suspended exploration activities in the West Phil-

ippine Sea due to tensions with China over the disputed waters.

Cusi said his office has endorsed the awarding of three new petroleum service contracts located in the West Philippine Sea to the Office of the President.

“These activities are concrete and explicit forms of the enforcement of sovereign rights consistent with our real gains in the South China Sea Arbitral Award,” Cusi said in a statement Friday.

he Philippines and Brunei Darussalam have signed an agreement aimed at eliminating double taxation and preventing fiscal evasion on taxes on income arising from cross-border transactions between these two Southeast Asian countries.

The agreement was signed by Philippine Finance Secretary Carlos Dominguez III and Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, the Minister at the Prime Minister’s Office and Minister of Finance and Economy II of Brunei Friday on behalf of their respective governments.

Dominguez said this Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion With Respect To Taxes on Income (double taxation

agreement or DTA) is expected to further strengthen economic cooperation and enhance investment flows and economic activity between the two countries.

He assured the Philippines’ commitment to continue and deepen the coordination with the tax authorities of Brunei in ensuring the proper implementation of the DTA and the enforcement of relevant tax laws.

“This agreement will serve us well as we bounce back from the ravages of the

global health crisis. It will further ease trade in goods and services between our two countries. Moreover, it will strengthen our economic cooperation and enhance investment flows and economic activity across our borders,” Dominguez said at the signing ceremony.

Dominguez thanked the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, who witnessed the signing of the DTA, “for bringing this document to fruition.”

“I look forward to heightened cooperation between our two countries as we both exert all our efforts to recover from the pandemic and rebuild the best possible future for our two peoples,” he said.

Dominguez said the signing of the DTA will further elevate the “close, warm

and mutually beneficial” partnership between these two countries that have enjoyed strong ties since both established full diplomatic relations in 1984.

The DTA will strengthen the Philippines’ commitment in the Asean Forum on Taxation (AFT) to complete a network of double taxation agreements among the member-states of the Association of Southeast Asian Nations (Asean).

On top of enhancing bilateral relations with Brunei, the DTA is also expected to create more jobs for Filipinos in both countries, given that addressing the adverse effects of double taxation can help bring in more foreign direct investments (FDIs) from Brunei to the Philippines or get our workers employed in Brunei.

he Philippine women’s volleyball team is expected to breeze through Group A of the Asian Seniors Women’s Volleyball Championship to be held in various cities in Central Luzon on August 29 to September 4.

Teaming up with Madison Sieg of USA, the teen Filipina tennis phenom advanced to the finals of the Trofeo Bonfiglio in Milan, Italy on Friday midnight (Philippine time) after winning their semifinals match against Russian pair of Kira Pavlova and Diana Shnalder, 6-3, 6-4.

The tournament top seeds were leading throughout the faceoff, gaining an easy advantage after a strong start in the first set, where they limited their fifth-seeded opponents to just three games.

Coming into the second set, Eala and Sieg, both 16 years old, sustained their momentum to dominate the match that lasted one hour and 18 minutes.

For the first time in a while, Eala recorded zero double faults in a single match.

They also won 6 of 10 of their break points.

They now move to the finals round for a chance to take the International Tennis Federation Juniors title as they go against unseeded pair of Croatia’s Lucija Bagaric and Belgium’s Sofia Costoulas, whom Eala defeated in her Singles quarterfinals match.

Meanwhile, she also plays her Singles semifinals on Saturday against Russian Mirra Andreeva.

Eala is looking to bag her third ITF Juniors title. She won her first two in JA Plantation and JA Cape Town both in 2019.
