otorists rued heavy traffic and long lines in checkpoints set up in strategic areas in Davao City as the Modified Enhanced Community Quarantine (MECQ) took effect on Saturday.

Davao City Police Office (DCPO) Director Colonel Kirby John Kraft told Edge Davao that public utility vehicles (PUVs) were checked to secure that plastic barriers inside the units are properly in placed to ensure physical distancing.

Kraft, however, can not give his full assessment as it was still the first day of the implementation of MECQ.

Meanwhile, Police Major Benkalin Baluan, station commander of Sta Ana Police Station, said they sent many people home because their purpose of travel is not essential.

Baluan, who personally supervised the checkpoint along R. Castillo Street, also said that most of the people that were denied entry were senior citizens and adults carrying children.

One of the suspects, who was riding in tandem in a motorcycle, boarded the bus and doused

gasoline then lighted it as he got off and fled with his companion.

The bus only had 10 passengers but those who were killed and injured were trapped inside the burning bus, in full view of civilians who watched helplessly.

A BFP firetruck that rushed to the scene failed to save the victims as the fire gutted the bus quickly.

he National Commission on Indigenous Peoples (NCIP) in Davao Region bared that it has now started the case build-up against the rampant selling of ancestral lands within the ancestral domain and will soon file cases.

NCIP Provincial Officer in Davao City Cristito Ingay shared in the One Davao Virtual Presser that an investigation team was formed last month to get information and identify personalities that may be responsible in the selling of lands.

avao de Oro vice governor Maricar Zamora announced Friday that she tested positive for COVID-19.

Zamora said she received her swab test result on Thursday after ushe underwent RTPCR test when she felt COVID-19 symptoms.

“Since I am symptomatic, I would be confined to a hospital for medical attention,” she said.

Zamora urged those she had interacted since May 22 to cooperate with local health authorities and submit themselves for contact tracing.

“This only underscores the seriousness of this virus. It’s a real threat – especially for our most vulnerable loved ones, friends, and neighbors.”

As of June 3, Davao de Oro has 2,088 cases of COVID-19 with 381 active cases.

PhilSys sign up hubs set in distant areas

he Philippine Identification System (PhilSys) or PhilID aims to register all Filipinos and resident aliens to provide a valid proof of identity – the reason registration centers are established in remote areas nationwide.

It can be recalled that a Yellow Bus Line unit was bombed in Sibsib, Tulunan,

North Cotabato last January 27, 2021, that killed one and wounded five individuals.

In October 2015, a bomb exploded inside a passenger bus in Polomolok town in South Cotabato that injured 18 people.

In August 2007, a blast inside a Yellow Bus Line in Southern Koronadal City occurred and in July of the same year, a bomb exploded inside one of the company’s buses parked in the same terminal, wounding one passenger.

This is based on a chemical test report conducted by EcoWaste Coalition in Dasmariñas, Cavite, which showed that several paints on their area contain violative levels of lead chemical. As per laboratory analyses conducted by SGS and performed through inductively coupled plasma - optical emission spectrometry (ICP-OES), the following “Made in China” Tacoma Spray Paints (with no manufacturer’s

information) were found to contain violative levels of lead ranging from 195 to a whopping 99,900 ppm, way over the 90 ppm total lead content limit.

The group wrote a letter to the management of one of the hardware stores but did not receive a response.

The group also sent a letter and forwarded the test results to Mayor Sara Duterte-Carpio and Councilor Pilar Braga for appropriate actions to the issue.

In a statement, Lawyer Mark Peñalver, executive director of IDIS, said with this alarming concern that there are retail stores that sell paints with high levels of lead content, the city should strictly monitor these shops and ensure that they are compliant with regulatory measures provided by the laws specifically the city’s ordinance on the use of leadsafe paints.

he Interfacing Development Interventions for Sustainability (IDIS) reached out to the city government of Davao to take actions against hardware stores selling paints with high levels of lead content in Davao City.

This after IDIS checked several hardware shops in Davao City and discovered that hardware stores are still selling Tacoma Spray Paints, a brand of spray paint, which were already prohibited due to the high content of lead.

EDITORIAL Terrorism amid the pandemic The torching of a Yellow Bus Line passenger bus in broad daylight and in the presence of hundreds of people in Mlang, North Cotabato tells volumes about the state of law and order in that otherwise richly endowed and blest province. Three passengers died in the burning. Many suffered burns while the rest were unscathed by escaping the burning inferno through the windows of the ill-fated vehicle.

ON DEBTS AND FRIENDSHIPS Dear IBP Davao,

I have a question about a friend of mine who borrowed money from another friend.

The latter, who is the creditor, imposed an interest of twenty percent (20%). My friend, the debtor, tried to pay the debt.

However, due to the COVID-19 pandemic, the debtor was removed from his employment and was not able to pay the remaining balance. Now my question Attorney, will the debtor be imprisoned for non-payment of debt, including the interest?

Dear Concerned friend,

A debtor is obliged to pay his creditor the loan that he had incurred as it falls due.

However, no person can be imprisoned merely by reason of non-payment of debt. This guarantee is expressly provided for under Section 20, Article III of the 1987 Philippine Constitution which states: “No person shall be imprisoned for debt or non-payment of poll tax.” This provision is anchored on personal liberty by prohibiting the practice of either sending the debtor to jail or making the debtor personal slaves for failing to pay the

debts. But it must be clear that this has something to do with purely civil debts.

To give you a clearer view about this matter, “debt” refers to any civil obligations arising from contracts, express or implied. An obligation to pay arising from extra contractu is considered a private matter between the creditor and the debtor and no criminal action to enforce the former’s right to recover will lie. The remedy of the creditor is a civil action for the recovery of the unpaid debt.

Since the action is civil in nature, however, there is no way that the debtor may be imprisoned. The purpose of the action

is for the creditor to avail itself of the compulsory processes of the court to force the debtor to pay.

While no person may be imprisoned for nonpayment of debt, an obligation acquired through fraud may be criminally prosecuted. In such case, the fraudulent act of securing the debt, and not his default in paying it, is punishable. The obligation arises from acts ex-delicto and is therefore not considered a debt under the constitutional provision.

Applying the above-mentioned laws, your debtor-friend cannot be imprisoned solely on

the basis of his non-payment of debt, including the interest.

However, if it can be discovered later on that the obligation was acquired through fraud, then he may be criminally liable.

JUNE 7: WORLD FOOD SAFETY DAY It’s not enough that the international community must work together to end hunger, it has also to ensure that the food being taken by consumers is safe.

It is for this reason that the World Health Organization (WHO), together with the Food and Agriculture Organization (FAO) , has launched the World Food Safety Day in 2019.

“Food safety is a shared responsibility between governments, producers and consumers,” the United Nations health agency said in a statement. “Everybody has a role to play from farm to table to ensure the food we consume is safe and will not cause damage to our health.”

This year, the three UN agencies – WHO, FAO and United Nations Environment Program (UNEP) – collaborate to draw attention and inspire action to help prevent, detect and manage foodborne risks, contributing to food security, human health, economic prosperity, agriculture, market access, tourism and sustainable development.

The 2021 theme is “Safe food today for a healthy tomorrow.”

“The production and consumption of safe food has immediate and long-term benefits for people, the planet and the economy,” the WHO explains.

“Recognizing the systemic connections between the health of people, animals, plants, the environment and the economy will help us meet the needs of the future,” the WHO adds.

In its website, the WHO lists five calls to action. These are:

Ensure it’s safe: Government must ensure safe and nutritious food for all.

Grow it safe: Agriculture and food producers need to adopt good practices.

Keep it safe: Business operators must make sure food is safe.

Know what’s safe: Consumers need to learn about safe and healthy food.

Team up for food safety: Work together for safe food and good health.

“Access to sufficient amounts of safe and nutritious food is key to a sustaining life and promoting good health,” the WHO said.

Foodborne illnesses are usually infectious or toxic in nature and caused by bacteria, viruses, parasites or chemical substances entering the body through contaminated food or water.

Foodborne pathogens can cause severe diarrhea or de-

bilitating infections including meningitis. A rare infection, meningitis is an inflammation of the fluid and membrane surrounding the brain and spinal cord. The swelling from meningitis typically triggers signs and symptoms such as headache, fever and stiff neck.

Chemical contamination, WHO says, can lead to acute poisoning or long-term diseases, such as cancer. Examples of unsafe food include uncooked foods of animal origin, fruits and vegetables contaminated with feces, and raw shellfish containing marine biotoxins.

Salmonella, Campylobacter, and Enterohemorrhagic Escherichia coli are among the most common foodborne pathogens that affect millions of people annually – sometimes with severe and fatal outcomes.

Examples of food involved in outbreaks of salmonellosis are eggs, poultry and other products of animal origin. Foodborne cases with Campylobacter are mainly caused by raw milk, raw or undercooked poultry and drinking water. Enterohemorrhagic Escherichia coli is associated with unpasteurized milk, undercooked meat and fresh fruits and vegetables.

and various ready-to-eat foods, leads to miscarriage in pregnant women or death of newborn babies.

Vibrio cholerae infects people through contaminated water or food. Rice, vegetables, millet gruel and various types of seafood have been implicated in cholera outbreaks.

Some parasites, such as fish-borne trematodes, are only transmitted through food. Others, for example tapeworms like Echinococcus spp. or Taenia solium, may infect people through food or direct contact with animals.

“Unsafe food poses global health threats, endangering everyone,” the WHO admits. “Infants, young children, pregnant women, the elderly and those with an underlying illness are particularly vulnerable.”

According to the WHO, an estimated 600 million – almost one in 10 people in the world – fall ill after eating contaminated food and 420,000 die every year, resulting in the loss of 33 million healthy life years.

Each year, some US$110 billion is lost in productivity and medical expenses resulting from unsafe food in low- and middle-income countries.

Every year, 220 million children contract diarrheal diseases and 96,000 die. Unsafe food creates a vicious cycle of diarrhea and malnutrition, threatening the nutritional status of the most vulnerable.

Food can become contaminated at any point of production and distribution, and the primary responsibility lies with food producers. Yet, a large proportion of foodborne disease incidents are caused by foods improperly prepared or mishandled at home, in food service establishments or at markets.

“Not all food handlers and consumers understand the roles they must play, such as adopting basic hygienic practices when buying, selling and preparing food to protect their health and that of the wider community,” the WHO says.

Among the benefits of safe food for people, according to the WHO, include the following: better health and nutrition, increased school attendance and improved earning potential.

Production of safe food benefits the planet, including reducing food loss and waste. For the economy, the benefits of safe food are: higher productivity, flourishing food markets, stable food exports and trade, and lower medical expenses.

he Incas survived on it. The Scots banned it on religious grounds. A French queen wore its flowers in her hair. And Peruvians today enjoy 4,000 varieties. Call it the “spud, tater” or just plain old potato (known in the science world as “Solanum tuberosum”).

Thousands of years after its emergence on the windswept highlands of South America’s Andes, the lowly potato is conquering the world. “The potato is continuing its march,” said an official of the Peruvianbased International Potato Center.

“There’s just something about potatoes that everyone likes. It goes with anything.”

The potato was domesticated in southern Peru and northern Bolivia.

In pre-Colombian times, potatoes were also widely cultivated on Chiloe Island in Chile. Potatoes spread from South America to Spain and from there to the rest of the world after European colonization in the late 1400s and early 1500s.

Potatoes soon became an important field crop.

Today, potatoes are the world’s most widely grown tuber crop. They are also the fourth largest food crop

in terms of fresh produce — after rice, wheat and corn.

In Quechua language, the word for potato is “papa.” The English word “potato” comes from Spanish “batata,” which actually refers to sweet potato (“Ipomoea batatas”). Sweet potato was introduced in Europe much earlier -- brought from the Caribbean by Christopher Columbus himself. Though a different plant, in both plants their underground parts are eaten, which led to confusion.

Currently, there are about five thousand potato varieties around the world. Three thousand of them are found in the Andes alone, mainly in Peru, Bolivia, Ecuador and Colombia. They belong to eight or nine species. Apart from the five thousand cultivated varieties, there are about 200 wild species,

many of which can be cross-bred with cultivated species, which has been done repeatedly to transfer resistances to certain pests and diseases from the genepool of wild to the genepool of cultivated potato species.

Although the Spanish most likely brought the potato to the Philippines, the precise date or circumstances of the introduction is unknown.

History records showed that the first mention of the potato in the Philippines was made by the Jesuit naturalist, George Joseph Camel, who lived in the Archipelago in the late 18th Century. The term “papa” was recorded by him as the word used by Filipinos and Spaniards to designate the crop.

Although potato was first introduced in the Philippines in Cebu, it was not until in the 1920’s when the crop was brought to the highlands of Luzon, particularly Mountain Province, that potato was given importance.

Among Filipinos, potato is consumed as a vegetable and occasionally as a snack item. It is ideally cooked with meat, often as a meat extender in recipes such as adobo, egado, curry, and lumpia.

A large amount of potato is consumed in the country by people who are wealthy, professionals, potato wholesalers and retailers, and those who have had extended contact with potato-eating cultures.

The urban poor and rural people living at a distance from potato production zones consume the least amount of potato due to their relative seasonal availability and high cost.

Traditionally, potato is grown in the highlands, where the temperature is cool. Production of potato in the lowlands is still negligible.

Researchers said a yield of 50 tons and 35 tons per hectare in the highlands and lowlands, respectively, can be attained if quality seeds and other necessary inputs are provided.

More than 90 per cent of

the production of potatoes takes place in the highland areas of Northern Luzon (Benguet and Mountain Province) followed by upland production areas of Bukidnon province of Mindanao (particularly around Mt. Kitanglad in the areas of Kubayan, Intavas, Kibinton, Impasugong, Dalwanga and Lantapan).

Scattered but very limited production is found in the mountainous areas of the Visayas.

“A potato crop produces more edible energy and protein per hectare and per unit of time than practically any other crop,” says the Laguna-based Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD).

The PCARRD, in a publication entitled, “The Philippines Recommends for Potato,” shares some timely tips on growing the crops: 1. For optimum yields, a deep well-drained loam or sandy loam soil with a pH of 5.5-6.0 is required.

Fertile soil rich in organic matter is essential for good growth.

2.

Pre-sprouted tubers with sprouts 2-3 centimeters long are recommended for planting.

About 1.5-2.5 metric tons of seed pieces are needed per hectare.

3. Plow the field at least twice (23-30 centimeters deep) and harrow it once after each plowing. Weeds and infected plant debris should be removed and piled or buried in a place outside the field.

4. The best time to plant is at the onset of

the cool months. Either the double or single row system of planting may be used depending on the terrain.

5. Potatoes require adequate fertilization for high yields. It is advisable that farmers have their soils analyzed first before planting in order to know how much and what fertilizers to apply and whether the application of lime is necessary.

6. Potatoes cannot tolerate excessive rainfall or soil moisture. Good drainage is highly desirable to allow the moisture level to remain at an optimum particularly when the crop is about to be harvested.

7. Control pests and diseases. Both do not only reduce yield but also lower the quality of the tubers.

Proper identification is necessary before realistic control measures can be taken.

Potatoes mature in 70120 days from seed tuber planting to harvesting. At harvest time, about 7075 percent of the foliage has naturally turned pale yellow or become dry.

The PCARRD publication informs: “The vines should be cut, pulled or killed with paraquat a week before harvesting to harden the tubers. The best time to harvest is when the weather is cool and less humid. These conditions will prevent cracking and heat injury to the tubers. Immediately after harvesting, allow the tubers to stand on top of the soil for 15-60 minutes depending on the temperature, to toughen the skin.”

PH, France discuss ‘possible’ funding for first urban car cable system

F

inance Secretary Carlos Dominguez said Friday he has met with French Ambassador to the Philippines Michèle Boccoz to discuss “possible funding” for several projects including the first urban car cable system in the country.

France is willing to provide financing support through a “highly concessional loan” for the proposed urban cable system which will be the first in Asia, the DOF said in a statement, citing comments from the envoy.

In a virtual meeting, Dominguez said the proposed $100-million project is pending approval by the Investment Coordination Committee.

The project by the Department of Transportation

involves the construction of a cable-propelled mass transport system which spans about 4.5 kilometers along the Santolan-Eastwood-Pasig corridor, the DOF said.

France had extended a grant for the feasibility study on the project in 2018, the agency said.

The officials have also discussed the proposal to acquire 40 units of 24-meter fast patrol boats for the Philippine Coast Guard, 2 additional 84-meter offshore patrol vessels, and 2 coastal patrol boats from French shipbuilder OCEA. The DOF said the French envoy sees the country as a viable investment destination for foreign investors due to its prudent fiscal management.

he province’s food security program, KAAGAPAY, will be further supported with the coming establishment of a P50 million-worth multi-purpose coliseum. “...Ang main purpose gyud ani mao ni ang back-up support sa atong KAAGAPAY (the main purpose of this [coliseum] is to serve as a back-up support to our KAAGAPAY),” Governor Edwin I. Jubahib said during the Groundbreaking Ceremony on June 1, 2021 at Government Center, Mankilam, Tagum City.

Jubahib explained that it will serve as a “temporary trading post” as it will have a cold storage component to it, allowing the vegetable and livestock harvests of the KAAGAPAY beneficiaries to

be stored there.

As a multi-purpose coliseum, Jubahid added that “kung naa tay mga event nga dinaghanay pwede nato ni magamit (if we have an event with a lot of people, we can hold the event here).”

According to him, the P50 million funding of this coliseum is the first initial budget of the previous P500 million “big dome” project of 1st District Congressman Pantaleon Alvarez back when he served as the Speaker of the House.

After the Department of Budget and Management advised Jubahib that there will no longer be anymore budget for the dome project, Jubahib decided to use the P50 million to establish the multi-purpose coliseum instead.

Closed season of Davao Gulf starts

The closed season is an answer to the call for the conservation of fishery resources in the gulf, giving time for the stocks to spawn and grow, replenishing the fish

The months of June to August are known to be the spawning season of pelagic fishes and tuna in the Davao Gulf.

Allowed under the closed season are fishing methods or which uses fishing gears that are not prohibited under the law.

The Bureau of Fisheries and Aquatic Resources (BFAR-11) along with other government agencies, local government units, people organizations will intensify

the campaign against illegal, unreported and unregulated fishing in the Davao Gulf during this closed season.

The whole of Davao Gulf covers the municipal waters of different cities and municipalities in Davao Region.

BFAR-11 is urging the local governments to implement initiatives to further the goals of the closed season.

The LGUs play a vital role in ensuring the sustainability of their own municipal watera.

he World Bank that primarily funds the DA-Philippine Rural Development Project (PRDP) virtually conversed with the Kinabugawan Farmers Producers Cooperative (KIFAPCO) of Veruela, Agusan del Sur, the proponent group (PG) of the PRDP Caraga I-REAP or Enterprise Component.

KIFAPCO chairperson, Zaldy Gabato proudly shared how their micro-enterprise on Banana Production and Trading Marketing rapidly improved with the help of PRDP. Apart from the increase in income, Gabato stressed

that beneficiaries became more active in planting bananas making their coop expand from a 2ha planting area to 5ha.

Gabato answered that they envision to strengthen KIFAPCO’s marketing strategies which will also improve the lives of the banana farmers.

“Someday we can use the coop’s income to increase the buying price of our farmers’ bananas. This is our way to further develop the coop and help our farmers,” he added.

KIFAPCO also narrated that despite the harm brought by the pandemic, the lockdown also served to

he Board of Investments (BOI) said on Friday it is keen to invite Japanese pharmaceutical companies to invest in the Philippines.

In a statement, Trade Undersecretary and BOI managing head Ceferino Rodolfo said they recently met with Kansai Pharmaceutical Industries Association (KPIA) to present the opportunities in the country’s pharmaceutical industry.

“As we work to Build Back a Better Philippines, we recognize the importance of our international partners like Japan. With the developments in health insurance schemes, health systems, and increasing investments in public health, the Philippines can serve as Japan’s market for pharmaceutical products,” Rodolfo said.

He said the local pharmaceutical market has an

estimated value of USD4.6 billion, with 46 manufacturers, 650 importers, and 4,800 distributors.

Rodolfo added that the country is a big importer of active pharmaceutical ingredients (APIs) with around 98 percent of APIs still sourced abroad.

Between 2015 and 2019, imports of APIs grew by 15 percent, Rodolfo said.

He said the Philippines can be a production base for Japanese pharmaceutical firms not only serving the local market but also for exports.

Aside from investing in production facilities, the Philippines and Japan can further strengthen their partnership in the pharmaceutical sector particularly in areas of research and development, product development, and innovation, he added.

Didal accumulated 8.04 in the semifinal round based on the competition format in which her best four scores from the two runs and five single tricks were totaled.

Pinay windsurfers; elite coaches make waves in PSC’s weekend webisode series

T

he Philippine Sports Commission (PSC) delivers a jam-packed weekend as international Filipina windsurfers Charizzanne Jewel Napa and Angela Yvette Paz and winning coaches Allena “Len-len” Rius of the gymnastics-aerobics team and Coach Josephine Canare of the bowling team grace the June 5 and 6 episodes respectively of Rise Up! Shape Up! This Saturday,19-year-old Charizzanne Jewel Napa and Angela Yvette Paz kickstart the 10:30 AM slot with their journeys as young windsurfers bringing honor to the country.

Napa is among the four Filipina windsurfers who represented the country in the 2021 Mussanah Open Championship in Oman for a chance to compete in the Tokyo Olympics. Despite falling short of an Olympic berth, Napa still showed off Filipino sports excellence after completing a total of 12 races in the Mussanah Open. Napa is also recognized for bagging a silver win in the 2019 Southeast Asian Games.

Paz, on the other hand, was born and raised in the Philippines but is now bannering Filipina athleticism in the waters of Italy. Her most recent win is a gold medal in the Italian Youth Slalom last year. Paz attributes her success to her father, who was also a windsurfer and who trained her into the athlete that she is today.

Aside from the two top-notch women windsurfers, the Saturday episode will feature national team Coach Raul Lazo who has greatly influenced the national windsurfing team and led them to respectable finishes in last year’s Olympic qualifiers.

Coach Lazo will be joined by Coach Reneric Moreno and Coach German Paz to share the basics of the sport.

For the Sunday episode, two of the

country’s elite women coaches will be featured namely Coach Allena “Len-len” Rius of the gymnastics-aerobics team and Coach Josephine Canare of the bowling team.

Coach Len-len trained and coached several Aerobic Gymnasts who won medals in SEAG 2003 in Vietnam, SEAG2005 in Manila, Asian Championship 2018 in Mongolia, Plovdiv Cup 2019 in Bulgaria, and recently concluded SEA Games 2019 in Manila. Meanwhile, Coach Josephine coached the national women’s team for bowling in the 2019 SEA Games.

Dr. Edessa G. Flordeliz will also grace the episode to discuss the different styles of leadership in coaching. Dr. Flordeliz earned her doctorate at La Consolacion University Philippines and was the former directress of Letran Bataan Research office. She is currently affiliated with Bataan Peninsula State University and Graduate school research professor for International students at Baliuag University.
