resident Rodrigo Duterte has signed into law a measure creating a trust fund for coconut farmers.

Republic Act (RA) 11524 or the Coconut Farmer and Industry Act, inked by Duterte on Friday, mandates the maintenance of the Trust Fund for 50 years under the Coconut Farmers in Industry Development Plan that will be formulated.

The development plan will be prepared by the Philippine Coconut Authority (PCA) and approved by the President.

The new law also reconstitutes and strengthens the PCA, an independent state corporation created under Presidential Decree 1468, to ensure the participation of coconut farmers in the crafting and implementation of the Coconut Farmers and Industry Development Plan.

The PCA will be chaired by the agriculture secretary and vice-chaired by the finance secretary. Other members are the secretaries of budget, science and technology, and trade departments; PCA administrator; and three members from the coconut farmers sector representing Luzon, Visayas, and Mindanao.

The Coconut Farmers and Industry Trust Fund, according to the law, will be used for the benefit of the coconut farmers and the development of the coconut industry.

RA 11524 states that the Trust Fund is separate from the regular funds appropriated to the PCA through the annual General Appropriations Act (GAA).

“As such, the PCA shall continue to pursue its mandate of implementing programs and projects from the regular GAA appropria-

In January this year, the President placed Davao City along with Metro Manila under GCQ until February 28, 2021 due to the surge of Covid-19 cases.

ley Lopez announced that Davao City has recorded 89 percent Covid-19 recovery rate.

Lopez said Davao City has recorded a significant downtrend in Covid-19 active cases in the city with almost 50 percent

and based on the data from the past two weeks, it went down from around 1,500 to 748 active cases.

As of February 23, 2021, Davao City recorded a total of 12,832 confirmed Covid-19 cases, of which, 748 are active cases.

Apart from Davao City, Duterte also retained the GCQ classification of the National Capital Region (NCR) and Baguio City.

Also under GCQ are

Batangas and some areas in Cordillera Administrative Region which include Apayao, Kalinga and Mountain Province; Tacloban City, Iligan City and Lanao del Sur. All other areas are placed under Modified General Community Quarantine (MGCQ).

BARMM MSMEs urged to adopt best practices to help businesses

he European Chamber of Commerce in the Philippines-Southern Mindanao Business Chapter (ECCP-SMBC) in partnership with Konrad Adenauer Stiftung (KAS) Foundation recently launched the Bangsamoro Autonomous Region in Muslim Mindanao Micro Small Medium Enterprise (BARMM-MSME) Development Initiative to support small businesses in BARMM. The initiative aims to teach MSMEs on how to learn and adopt best practices in running their businesses effectively as well as building bridges with institutions and enterprises in the region on developing the value chain to support sustainable collaboration among stakeholders.

The group conducted series of focused group discussions with stakeholders in the region to validate the results of the preliminary survey as well as take a deep dive into other issues faced by micro and small businesses in the general business environment, agriculture, industry, and services sector.

Among recommendations presented during the focused group discussions include access to finance, establishment for fair trade relation-

ships, information on doing business and product marketing, and internet connectivity.

On access to finance, it was recommended that a full-pledged Islamic financing to be available to MSMEs and expand further the equity financing especially that MSMEs need such loans for their businesses.

On agriculture, it is recommended that MSMEs undergo training on quality control and food-grade processing of a value-chain that can sell the product confidently in the export markets.

On internet connectivity, reforms for a reliable and affordable internet connection is suggested.

Monteverde asked officials of DITO Telecommunity Corporation, PLDT, and Globe Telecommunications during the conference on “Strong Connectivity, Robust Economy” via Zoom by DCCCII on Friday.

Monteverde stressed there is a need for these telcos to improve their bandwidth considering that the Duterte administration is about to end and this issue will be forgotten only.

Tamano added that if DITO does not meet those commitments, the government will forfeit millions of pesos from the company.

"So we are under the gun to achieve our commitments.

Our commitments go to year five so it will be actually dwell in the middle of the term of the next president and that we forced to meet those commitments that are part and parcel to our franchise," he said.

Tamano also said that if

DITO does not meet these commitments, not only it will pay the penalty but actually lose its franchise from the National Telecommunications (NTC).

"Rest assured that we are doing our very best to roll out and I am very proud that the roots of DITO are Davao City and Mindanao and definitely we are also uniquely committed to serve these areas and in fact we chose to do our commercial launch in Davao City on March 8, 2021," he said.

Peter Maquera, senior vice president for enterprise group of Globe Telecom Inc, said the company is demonstrating their commitments by working on the cell towers and by working with the different private sector.

"The new world is interconnectivity for more seamless and we are in that journey and we are committed in achieving it," he said.

On his end, Joseph Ian "Jojo" Gendrano, first vice president and head of Core Business Solutions Group of PLDT Enterprise, also assured that the company will keep trying to make the connection better.

"We are not perfect, we spend as much as we can, and we can be as efficient as we can. There is so much demand out there and we have to serve it. Connectivity forms a part of nation building," he said.

Gov’t budget gap widens to P1.37T in 2020 amid COVID-19 spending

nflation or the rate of increase in the prices of commodities is seen to spill above the government’s target range of 2% to 4% in February on the back of higher fuel and fish prices, the Bangko Sentral ng Pilipinas (BSP) said Friday.

In a message to reporters, BSP Governor Benjamin Diokno said the central bank expects inflation this month could settle at 4.7%, within its forecast range of 4.3% to 5.1%.

The BSP’s projection is faster than the 4.2% inflation rate recorded in January.

“Upward price pressure for the month emanated from the continued uptick in global crude oil prices and elevated fish prices,” Diokno said.

“Meanwhile, the implementation of the temporary price caps on meat products for NCR,

stable rice prices, and lower power rates in Meralcoserviced areas contributed to the downward price pressures during the month,” he added.

Last month, consumers saw meat prices, particularly pork, jack up as much as P400 per kilo in Metro Manila markets.

To address the issue, President Rodrigo Duterte ordered the price ceiling imposed in Metro Manila for 60 days starting Monday upon the recommendation of the Department of Agriculture.

The price ceiling is P300 per kilo for liempo, P270 per kilo for kasim and pigue, and P160 per kilo for dressed chicken.

The Manila Electric Co., meanwhile, slashed overall rates for a typical household decreased by 7.04 centavos per kilowatt-hour (/kWh) in February to P8.6793/kWh from P8.7497 in January.

This is equivalent to a decrease of around P14 in the total bill of residential customers consuming 200kWh, P21 for 300kWh, P28 for 400kWh, and P35 for 500kWh.

aving a government with a strong fiscal position and having a healthy financial system will drive the Philippines' economic recovery post-pandemic, Finance Secretary Carlos Dominguez III said on Friday.

In his speech at The Manila Times virtual economic forum, Dominguez said the current government highly regards the preservation of long-

Data released by the Bureau of the Treasury (BTr) showed the national government ran a budget shortfall of P1.371 trillion, 107.72% wider than the P660-2-billion fiscal gap posted in 2019.

This, however, is 24.45% than the government’s program of P1.815-trillion deficit for 2020 as it expected higher spending amid the health and economic crisis brought by the pandemic.

“The wider fiscal gap for the year reflects the 11.31% year-over-year growth in public spending combined with the 8.97% reduction in government receipts resulting from the economic impact of the Covid-19 pandemic,” the BTr said.

A budget deficit occurs when expenditures exceed revenue collections.

The 2020 fiscal gap was equivalent to 7.63% of gross domestic product (GDP).

“This is broadly in line with the 7.6% of GDP deficit outlook reported during the 178th Development Budget Coordination Committee

(DBCC) Meeting in December 2020,” the Treasury said.

Expenditures The national government’s disbursements last year ballooned by 11.31% or P429.7 billion year-on-year to P4.227 trillion billion “owing to the implementation of various COVID-19 mitigation and recovery measures.”

“This, however, was still lower by 2.49% or P107.8 billion against the P4.335 trillion revised full-year program as some of the economic relief measures under RA 11494 or the ‘Bayanihan to Recover as One Act’ (Bayanihan II) is still ongoing,” the BTR said.

The Treasury said government spending was buoyed by releases of subsidy, particularly for the Philippine Health Insurance Corporation’s (PHIC) premium subsidy and the Unconditional Cash Transfer (UCT) coursed through the Land Bank of the Philippines (LBP); as well as disbursements by the Commission on Higher Education (CHED) for the Universal Access to Quality Tertiary Education (UAQTE) Program, and by the Department of Health (DOH), Department of Labor and Employment (DOLE), and Department of Social Welfare and Development (DSWD) for health, employment assistance, and social programs, respectively, under the Bayanihan II.

To distinguish it from the regular PCA funds, RA 11524 states that the Trust Fund is separate from the regular PCA appropriation through the annual General Appropriations Act (GAA).

How does the trust fund work? There is a fund distribution over the next five years. P10 billion will be transferred to the Trust Fund upon the enactment of RA 11524, and another P10 billion for the second year, and P15 billion each for the third and fourth years. On the fifth year, an estimated P25 billion and any amount accruing, including interest, in the special account in the general fund will be transferred to the Trust Fund.

Since the formulation of the Coconut Farmers and Industry Development Plan also needs some funding, the PCA will be given an allocation of P5 million.

Finally, the law also creates a Trust Fund Management Committee composed of authorized representatives of the finance, budget, and justice departments. The committee is tasked to set investment priorities, investment themes, asset allocation, and policies; evaluate assets; issue guidelines for portfolio turnover and trust fund management expenses; set annual allocation of the Trust Fund; and approve financial requirements.

RA 11524 henceforth goes down as another legacy legislation under the Duterte administration. Coconut farmers had to endure a 40-year struggle to reclaim the benefits that the Marcos-era levies took away.

hen the Covid-19 pandemic hit the world with guards down last year, among the biggest losers in the business side was easily the property industry.

iger Woods has been moved to a new hospital in Los Angeles to continue his recovery from surgery following his serious car accident.

The 15-time major winner underwent surgery to stabilise compound fractures of his tibia and fibula after the accident on Tuesday and has now been transferred from the Harbor-UCLA Medical Center to the Cedars-Sinai Medical Center.

The Los Angeles County Sheriff said Woods, 45, would not face criminal charges.

"Woods was transferred to Cedars-Sinai Medical

Center for continuing orthopaedic care and recovery," Harbor-UCLA Medical Center interim CEO Anish Mahajan said on the hospital's Twitter account.

"It was an honour to provide orthopaedic trauma care to one of our generation's greatest athletes."

Woods, who recovered from numerous surgeries to break an 11-year major drought and win the 2019 Masters, has received an outpouring of support from friends and athletes as well as former US Presidents Donald Trump and Barack Obama in the wake of the crash.

The league on Wednesday (Thursday, Manila time) released the list of games that will be played between March 10 and May 16, with Memphis and San Antonio — two of the teams that dealt with long unplanned shutdowns because of coronavirus-related issues — set to play 40 times apiece, tied for the most in the league during the 68-day sprint to the end of the regular season.

And every team is scheduled to play on the final day of the regular season, a rarity. The 15 games on May 16 will mark the first time that every NBA team plays on the same day since Nov. 25, 2016 — and the first time all have done so on the final day of the regular season since April 16, 2014.

The season reopens following the All-Star break on March 10 when Washington visits Memphis and San Antonio goes to Dallas.

Most of the league resumes on March 11, with 21 teams playing their second-half openers that night, and the remaining five — Denver, Cleveland, Utah, Indiana and the Los Angeles Lakers — get back to game action on March 12.

That means the Cavaliers, Lakers and Jazz, all of whom end their first-half schedules on March 3, get the longest All-Star breaks in the league at nine days apiece. Washington, Memphis and San Antonio get the shortest breaks, all six days.

Teams will finish the season averaging about 15 back-to-backs, about three more per team than was the case last season but still well below the norm before the league made player rest a scheduling priority and changed its methods three years ago.

There are only two instances of teams having four games in five days in the season's second half, both toward the very end.

Memphis had one of

the dreaded four-in-fives during the first half and is in line for another between May 11 and May 15, at home against New Orleans, Dallas and twice against Sacramento. San Antonio will end the season with a run of four games in five days — the first two at Brooklyn and New York on May 12 and 13, followed by finales at home against Phoenix on May 15 and 16.

A few other things to note on the schedule: The NBA typically tries not to schedule games on the night of the NCAA men's basketball championship game, but squeezing so many games into a short window made an unplanned night off impossible this season. There are seven games on the schedule for April 5, the night that some college team is scheduled to cut down nets in Indianapolis.

LOADED SLATE May 16 could mark the first time all 30 NBA teams and all 30 Major League Baseball teams play on the same day. There were 15 NBA games and 15 MLB games on April 16, 2014 — but included in that MLB slate was a doubleheader between the New York Yankees and Chicago Cubs.

The Minnesota Twins and Toronto Blue Jays had that day off.

LEAST AND MOST The Los Angeles Clippers have the fewest games in the second half, scheduled to play 34 times. The Spurs and Grizzlies are scheduled to play 40 games, and every other team is between 35 and 38 contests.

RESCHEDULINGS The league has had to reschedule 29 games that were called off so far for virus-related reasons, plus others that had to be postponed earlier this month in response to the ice storm that knocked out power to much of Texas.

he Philippines gets a chance to book a spot in the Tokyo Olympic Games basketball competitions.

On Friday, FIBA announced that the Philippines will take New Zealand’s place at the FIBA Olympic Qualifying Tournament in Belgrade after New Zealand announced it was withdrawing from the competition.

The Serbia tournament will be from June 29 to July 4.

On its website, the New Zealand basketball federation cited "costs" behind its decision to back out of FIBA tournaments.

"Due to the spike in the number of high performance events and the costs of sending teams abroad, the Basketball New Zealand Board has made the difficult decision to withdraw the Tall

Blacks from the Olympic Qualifying Tournament (OQT) in Serbia (already postponed from 2020) and the New Zealand men’s 3X3 team from the 2021 OQT in Austria," the organization said.

Because the Philippines, represented by the Gilas Pilipinas men's national team, is the highest-ranked Asian team that hasn't booked an Olympic berth, it will replace the Kiwis.

The Philippines will be bunched with the Dominican Republic and host Serbia in Group A, while Italy, Puerto Rico and Senegal make up Group B. A crossover playoff will ensue between the two best teams from

each group.

There are 3 other OQTs besides the one in Belgrade -- Kaunas, Lithuania; Victoria, Canada; and Split, Croatia.

The 4 teams that will top their respective OQTs will join the 12-team field at the Tokyo Games.

The winner of the Canada OQT will join Iran, France and the defending champion United States in Group A, while the countries that rule the Croatia and Serbia qualifiers will play Australia and Nigeria in Group B. Group C is composed of Argentina, Japan, Spain and the team that emerges from the Lithuania OQT.
