Homeowners urged to help address stray dog problems

antay Hayop Davao (BHD) urged homeowners in the communities to get involved in ensuring the welfare of animals particularly dogs.

BHP's plea is in line with its advocacy to enforce responsible pet ownership and end stray problems in the city.

“Bantay Hayop Davao will help homeowners associations by discussing and start the planning on how it is done. We believe that if we act as a community, it will end cruelty, it will end stray problems and will also enforce responsible ownership from our constituents,” said Rovie Bullina, president of BHD. Bullina said stray animals such as cats and dogs come from people who do not understand their responsibilities towards their

animals. She said there are a lot of people who simply want to have a pet, but they don’t consider the implications having a pet when they are not vaccinated, provided shelter and good food and even castrations.

Bullina said not many people are aware of the Animal Welfare Act of 8485 and its amendment in RA 10631.

She added no one also mind about the Anti-Rabies Law or the Davao City Ordinance 1457 that prohibits strays.

“Not many are even aware that Davao City has an Animal Welfare Desk. We are already given the laws and ordinances, but the implementation is very weak,”

she said.

Bullina stressed that no animal will be impounded and killed if there are no strays due to irresponsible owners.

“Irresponsible owners are in our communities.

Many clamor for city animal rehab to prevent euthanasia of unwanted dogs and cats that ended up as strays.

And many more despise the impounding of stray dogs because they are killed after three days. When we impound the dogs because they pose threats, we are simply putting on these strays the violation their owners did to them. They are the victims, and yet they are the ones to suffer. Impounding of dogs and even rescuing animals can no longer address the number of cats and dogs on the streets because irresponsible own-

ers after losing a dog or a cat will simply get another one, thus it is a cycle,” she said.

The laws and the penalties are useless if no one seriously reports and complains, said Bullina. “If the leaders themselves will start the enforcement then we can probably see some changes."

She added that there are many ways to address animal population, and poisoning or killing are not among them.

Depopulation through spaying and neutering is highly essential for controlling animal population.

She added that the City Veterinarian Office (CVO) provides free castration through the barangays.

“But of course that won’t be enough. If we include it as owners to plan for the

Design for bus, bike lanes still under study

he city government of Davao said it is still studying the design of the lanes for buses and bicycles particularly the routes where the High Priority Bus System (HPBS) will be implemented.

te-Carpio that aims to deploy around 1,000 units and replaces 7,000 public utility jeepneys in 29 routes around the city. Its study and design were crafted by the Asian Development Bank (ADB).

Abude said CTTMO will continue the demarcation of the bicycle lanes in the city. In fact, 2,700 bags of reflectorized paints will be delivered next week to be used for the demarcation of the lanes.

PH finalizing A1 vaccine priority group, frontliners masterlist

he Department of Health (DOH) is in the process of finalizing the master list of persons under the A1 priority group or workers in frontline health services as vaccination rollout looms.

"We are now in the process of master listing group A1, so as early as January this year, we have reached out to facilities and local governments who will encompass this group A1," DOH-Covid-19 Surveillance and Quick Action Unit deputy chief, Dr. Razel Nikka Hao said in a virtual briefing on Friday.

Masterlisting, a local government unit-led (LGU) initiative, is the first step of

all pre-planning activities needed to be done for the nationwide vaccination program.

Some 116,000 healthcare frontliners have so far been included in the A1 group master list in the National Capital Region, Hao said.

Once done, Hao said the names and data collected would be endorsed to the LGUs, who would plan how to go about with the front-liners' inoculation process.

She said the government is still working to improve and close the gaps in its vaccination flow but the "ideal pathway" for the general

espite criticisms, President Rodrigo Duterte will be remembered for the “renaissance of Philippine infrastructure” under his watch, Malacañang said Friday.

Presidential Spokesperson Harry Roque issued the statement during the arrival of the cutter head of the first tunnel boring machine (TBM), dubbed as “Kaunlaran,” which will be used for the country’s first-ever underground railway system.

Roque said the arrival of TBM is significant because

it contributes further to the rebirth of the infrastructure sector in the Philippines.

“As we know, the President has many critics and they will not stop until they regain power. But presidents will come and go. But in the annals of Philippine history, President Rodrigo Roa Duterte will be remembered for the renaissance of infrastructure,” he said.

The cutter head, which weighs about 74 tons, is the largest part of a TBM meant to break, cut, and grind rocks and soil using its ro-

tating 36-piece disc cutter.

More TBM equipment and materials are expected to arrive in the country this month. These will be transported at an undisclosed site for assembly followed by mandatory operational testing.

After testing, the TBM will be lowered to begin tunneling underground, with tunneling works for the partial operability phase of the project expected to be completed by the third quarter of this year.

he Department of Trade and Industry (DTI) will chair the newly formed Inter-Agency Task Force on the National Employment Recovery Strategy (NERS) to bring back jobs in the labor market and enhance the skills of the local workforce.

“The objective of this employment strategy is to enhance the effectiveness of each of the policies and programs, and to more efficiently achieve the strategic national objectives,”

ear-term inflation pressures do not need monetary policy response unless it results in second-round effects, Bangko Sentral ng Pilipinas (BSP) Governor Benjamin E. Diokno said on Friday.

This, after rate of price increases rose for the fourth consecutive month to 4.2 percent last January, which surpassed the government’s 2-4 percent target band until 2024.

In a Viber message to journalists, Diokno said that while the inflation print in the first month this year surpassed even the central bank’s 3.3 to 4.1 percent projection for the month this was caused by supply-side factors, specifically the African Swine Fever (ASF), impact of weather-related disturbances of agricultural products, and oil price upticks.

These factors, he said,

are, however, transitory and the situation “is consistent with the BSP’s prevailing assessment.”

“Average inflation is still seen to settle within the 2-4 percent target range over the policy horizon,” he said.

Diokno said supply-side inflation pressures “are best addressed by non-monetary interventions that ease domestic supply constraints.”

“Currently, direct measures are being pursued by the National Government to enhance the availability of affected commodities,” he said.

For one, Malacañang has ordered a price cap on select pork and chicken meat.

Diokno said these developments will be among the factors that will be considered during the first rate-setting meet for the year of the policy-making Monetary Board (MB) on February 11. (PNA)

Arts, entertainment, and recreation jobs declined by 38.2 percent, while employment in accommodation and food services dropped by 33.2 percent.

“While the impact of Covid-19 on the country’s

economy and labor market has been devastating, we are already seeing signs of our economic recovery,” said Lopez.

The trade chief said the role of micro, small, and medium enterprises (MSMEs) is vital in bringing back jobs.

He added the DTI have several programs that support entrepreneurship in the country.

n economist discounts any change in Bangko Sentral ng Pilipinas’ (BSP) policy rates this month despite the above-target inflation rate last January, citing a difference in several factors now compared to past breach.

The rate of price increases rose for the fourth consecutive month last January to 4.2 percent, exceeding the government’s 2-4 percent target band until 2024, due to acceleration in the prices of some food items like meat, vegetables, and fruit and fuel prices.

ING Bank Manila senior economist Nicholas Mapa, in a report, said this is the first time since 2018 that inflation surpassed the gov-

ernment’s target, although the factors – increasing food and fuel prices – are the same.

“We expect inflation to remain elevated in the coming months with base effects and persistent cost side pressures to force the headline close to or above the 4 percent level,” he said.

Even with the latest inflation development, Mapa does not forecast any change in the central bank’s policy stance when the policy-making Monetary Board (MB) holds its first rate-setting meet for the year on February 11 “given the fragile state of the economy with 1Q 2021 GDP (gross domestic product) expected to remain in contraction.”

He said, “BSP Governor (Benjamin) Diokno will likely look past the inflation breach given that cost side factors were the main driver and after the national government ordered price caps on pork and other meat products while also increasing pork imports to help augment domestic supply.”

“We expect BSP to refrain from adjusting policy in the near term as Diokno provides monetary support to the economic recovery with monetary authorities hoping to ride out this latest breach until supply conditions normalize in the coming months,” he said.

The government has ordered a 60-day price cap on the prices of meat products

in Metro Manila starting February 8.

Under Executive Order (EO) No. 124, issued last February 1, the mandated price ceiling for a kilo of kasim (pork shoulder) or pigue (pork leg) is PHP270 while it is PHP300 per kilo for liempo (pork belly).

Relatively, the price ceiling for dressed chicken is PHP160 per kilo.

Mapa expects a different response from the BSP this time vis-à-vis the previous inflation breach, citing that “unlike the 2018 episode, the PHP (Philippine peso) is on much more solid footing which could help mitigate inflationary pressures at least for imported items.”

On Friday, the departments of Labor and Employment, Trade and Industry, Transportation, Tourism, Budget and Management, Education, Interior and Local Government, Social Welfare and Development, Science and Technology as well as the Technical Education and Skills Development Authority signed a joint memorandum circular (JMC) creating the National Employment Recovery Strategy (NERS) Task Force.

NERS is a medium-term plan geared towards creating employment opportunities and improving employability of Filipinos while taking into consideration the changes in the labor market brought by the pandemic and the fast adoption of the Fourth Industrial Revolution technologies.

Cabinet Secretary Karlo Nograles, a signatory in the JMC, said that while gradual recovery is expected this year, “we are also cognizant that there will be a substan-

tial increase in labor force in 2022 as the first batch of the K-12 program will be graduating from college and are expected to join the labor force.”

“So there will be additional workers next year that will make our unemployment rate challenging so about 2.4 to 2.8 million jobs must be created this year,” Nograles said during the virtual signing event of the JMC. Results of the Philippine Statistics Authority’s October 2020 Labor Force Survey showed the unemployment rate stood at 8.7% or 3.8 million individuals without jobs or livelihoods.

This is an improvement from the record-high 17.7% unemployment rate or 7.2 million jobless adults in April 2020 —the height of strict lockdowns to contain COVID-19’s spread.

EDITORIAL ‘Bonanza’ P1,500 is a comparatively humble amount. It cannot be called a bonanza by any measure. It is a sum of money intended for each of the some 88,000 senior citizens in Davao City. The beneficiaries are deserving as they are among the poorest of the poor identified in a valid survey conducted by city authorities.

The cash aid covered by an ordinance authored by Wilberto “Nonoy” Al-ag who topped most of the elections for councilors that he has participated in. The program is administered by the City Social Welfare and Development Office.

The Al-ag Ordinance mandates the giving of P1,500 to each qualified senior citizen every year. This is a recurring benefit that the elderly will receive during the remaining years of his life.

However, this is not 100 percent charity. As a wisecracker once said there is no such thing as free lunch. In exchange for the small help, the recipient will stay at home in order not to be contaminated with Covid-19 and spread the dreaded virus to other people. In fact, the beneficiary is not allowed to get the cash aid himself/herself but by a representative whose true identity must be supported by some documents.

In other words, in exchange for the aid, the recipient will sacrifice his freedom of movement, particularly his right to get out of his / her home. Yes, all for a noble purpose, as his contribution to the country’s great battle against the pandemic.

This is a meager amount with a great purpose. Hurray!

“Zero Waste” is an advocacy campaign that aims to guide people in changing their lifestyles and practices towards sustainable systems in an ethical, economical, and efficient way, and to ensure that wastes become valuable for other uses.

As such, Deputy Speaker Loren Legarda calls the government for a strict regulation of plastic production and a strict implementation of single-use plastics policy.

“There must be a more stringent regulation on the use of plastic bags to curb pollution and mitigate the harmful effects of marine litter,” she said in a press statement.

At present, there are 38 House Bills and resolutions and seven Senate bills which are all seeking to regulate the use of plastics.

Among these are the proposed Single-Use Plastics Regulation and Management Act of 2019 under House Bill No. 635 which has already been filed to strictly regulate the production, importation, sale and use of plastic bags. It seeks to phase out single-use plastics and encourage the use of native reusable bags made of organic or recycled materials, and reusable containers made of glass or non-toxic and non-hazardous materials.

Last year, Secretary Roy Cimatu of the Department of Environment and Natural Resources (DENR) signed National Solid Waste Management Commission (NSWMC) Resolution No. 1363, series of 2020, which bans the use of “unnecessary” single-use plastics products, particularly cups less than 0.2 millimeter in thickness, drinking straws, coffee stirrers, spoons, forks, knives, labo or thin and translucent bags, and thinfilmed sando bags lower than 15 microns.

As a result of the resolution, the DENR managed to ban “unnecessary” single-use plastics at government offices.

Another good news: the Department of Science and Technology (DOST) announced that plastic straws and stirrers are officially included in the Non-environmentally Acceptable Products and Packaging (NEAPP).

Environmental groups, however, want more. They wanted the list to be released believing it would facilitate the prohibition of the use, distribution, manufacture and importation of specific NEAPP items. “This would tremendously help local governments eliminate their waste and become cleaner, healthier, and more climate-resil-

ient communities,” they stated.

“The list of NEAPP as mandated by RA 9003 is a crucial list for our fight to end plastic pollution,” said Atty. Mark Penalver, executive director of Interfacing Development Interventions for Sustainability (IDIS). “With the list, we can demand from the plastic industry/manufacturer to look for alternatives and to shift to a more environmentally sound production.”

It was former President Benigno S. Aquino III who signed the Ecological Solid Waste Management Act of 2000 (Republic Act No. 9003), which aims to promote environmental awareness and action among Filipinos and establish public participation in the development of national and local integrated, comprehensive and ecological waste management programs.

Environmental groups proposed the following single-use plastics to be banned in the Philippines: plastic labo, plastic bags including oxo-degradable plastics, plastic cutleries, plastic straw, plastic stirrers, plastic bottles, plastic cups and plates, thin plastic take-out containers, Styrofoam or polystyrene food containers, and sachets, packaging, or products that are multilayered with other materials.

Environmental groups continuously campaign for the sustainable alternatives such as metal/ glass straws, eco bags, bamboo stirrers, bamboo/metal spoons and forks, reusable cups, and more instead of using single-use plastics.

“Plastic production and consumption has snowballed since large-scale production began in the 1950s,” reports Stephanie B. Borrelle, postdoctoral research fellow at the University of Toronto.

“In 2020, an estimated 24 million to 34 million tons of plastic waste will enter the world’s lakes, rivers and oceans. That is roughly the weight of 21,000 rail locomotives.”

If the trends continue without improvements in the way the world manages plastic waste, she believes the world could be spewing as much as 90 million tons of plastic waste into the world’s water by 2030.

Plastics are “in our air, our water, our food, our excrement,” observed Nina Butler, the chief executive officer of More Recycling, a research and consulting company that works with the plastics industry on recycling. “It’s very, very pervasive.”

Most of these plastics become

cled, while only 5.5% is composted. Thus, 81% of this trash is discarded in landfills or incinerated.

“If we continue at our current pace, we will need new planets as landfills,” deplored Tricontinental: Institute for Social Research.

Most of those discarded in landfills, as stated earlier, find its way into the oceans. According to Ocean Conservancy, 8 million tons of plastics enter the ocean each year on top of the 150 million tons of plastics that already circulate in the ocean.

The Philippines is one of the top five contributors of plastic waste in the world’s oceans, said Cimatu, citing a United Nations report. “We produce 2.7 metric tons of plastic waste every year,” Cimatu said in a press statement. “Following this trajectory production and mismanagement, UN reports predicted that by 2050, there will be more plastic in the oceans than there are fish.”

“Our insatiable dependence on plastic has led us to a manmade environmental crisis which is currently still growing in size.

Our oceans and beaches are increasingly awash with waste plastic, while plastic dumping and landfill is at an all-time high,” Global Initiatives pointed out.

In the Philippines, about 35,580 tons of garbage is generated every day, according to a paper, “Status of Solid Waste Management in the Philippines,” written

by Alicia Castillo and Suehiro Otoma. “On the average, each person in the country produces about 0.5 kilogram and 0.3 kilogram of garbage every day in the urban and rural areas, respectively,” the two authors wrote.

In Metro Manila alone, about 8,636 tons of garbage is generated every day – that is, 0.7 kilogram per person per day “due to its modernized lifestyle.” Bulks of the garbage are in the form of plastics.

The World Wide Fund for Nature (WWF)-Philippines traced the huge garbage problem to poverty.

“People still buy many products in small amounts – cheaper, but resulting in much more waste,” the attached agency of an international non-government organization observed.

The WWF-Philippines has conducted several coastal cleanups to address marine debris in some parts of the country. “As the Philippines is one of the so-called ‘sachet economies,’ most of the debris gathered during clean-ups are plastic, including single-use sachets for shampoo, toothpaste,

creams, laundry soap, and even food,” said Dan Ramirez, the organization’s communications and media manager, in an article featured in its website.

Legarda said single-use plastics continue to be a waste management problem in the country.

Despite the negative effects of plastics, the majority of Filipinos are still dependent on the “sachet economy.”

She encourages Filipinos instead to use alternatives as plastic products have exceedingly long

lifetimes. For instance, an ordinary beverage plastic bottle has a lifespan of up to 450 years. Other forms of plastic disintegrate under the action of weather, sun and waves into tiny particles called microplastics, which are eaten by fish, and that makes it very dangerous to humans.

Plastics also plays a role in climate change as its production, refining and manufacture is a source of greenhouse gas emissions since it uses fuel in extraction and transport.

“Greenhouse gas emissions from the plastic lifecycle threaten the ability of the global community to keep global temperature rise below 1.5°C,” the IDIS said in a statement. “By 2050, the greenhouse gas emissions from plastics could reach over 56 gigatons, which is 10-13% of the entire remaining carbon budget.”

“The worsening issue of pollution further aggravated by natural hazards should serve as our wakeup call,” Legarda said.

They may also present the SMS of loans PRN received from the SSS. Aside from SSS branches with ATS, loan payments with PRN of individual members and employers are also accepted through RTPL-compliant partners, Security Bank, and Union Bank of the Philippines.

Non-PRN loan payments—including those from employers via the Electronic Data Interchange Net facility—will be accepted only until March 31, 2021, through SSS collecting partners (bank or non-bank) that are not yet compliant with the RTPL system requirements and SSS branches with ATS. Educational Assistance Loans (EALs) are not yet included in the PRN billing system. Members with EALs may still pay through any SSS branch with ATS or SSS collecting partner using the existing ML1 payment form until further notice.

Compulsory use of payment reference numbers for short-term SSS loan payments starts April 1

omputer-generated payment reference numbers (PRNs) will be required for short-term loan payments starting April 1, 2021, state fund Social Security System (SSS) said.

Billing months to be covered by this system will be from March 2021 and onwards.

The PRN, a system-generated number corresponding to an individual member’s loan billing statement (self-employed, voluntary, Overseas Filipino Worker) or employer, helps facilitate the immediate and correct posting of loan payments their matching loan accounts.

SSS President and CEO Aurora C. Ignacio said the SSS started to implement the use of PRNs for short-term member loan payments last year as part of the fund’s Real-Time Processing of Loans (RTPL) program. Transactions covered by the system include salary, calamity, emergency, and restructured loans.

“Since November 2020, we have been sending loan billing notices to member-borrowers and employers. This loan billing statement or notice contains a corresponding PRN, which individual members and employers must present when paying at SSS branches with Automated Tellering System (ATS) or any RTPL-compliant collecting partner,” Ignacio said.

hile lawmakers have yet to pass a law mandating an indemnification fund for people who might experience the possible adverse effects of the coronavirus disease 2019 (Covid-19) vaccines, Health Secretary Francisco Duque III on Friday commended all local government units (LGUs) that have set aside a local compensation fund for their constituents.

"They are not precluded from doing that but let me underscore that we have submitted to both houses of Congress the proposed bill – an indemnification fund legislation," Duque said at a press conference in Parañaque City. "I commend all the LGUs who are already, on their own, setting aside funds to indemnify people who might suffer from severe adverse reactions following immunization."

The local governments of Marikina, Pasay, and Makati have already announced their plans to set aside funds to compensate their constituents who would possibly experience severe adverse reactions from the Covid-19 vaccines.

Duque, meanwhile, urged lawmakers to hasten the creation of an indemni-

fication fund law.

On Thursday, Pasay City Mayor Emi Calixto-Rubiano said they have a compensation system through the city's "Take Care, I Care" project.

The city government will provide PHP30,000 to each patient who would experience side effects after being injected with the Covid-19 vaccine.

Makati City Mayor Abby Binay said Makati residents who would experience adverse effects following the inoculation would receive free hospitalization.

"For non-residents, it will be covered by PhilHealth and the ‘Malasakit Financial Assistance’ from the Department of Health.

In Makati, our #ProudMakatizens will get free medical and health assistance through our Yellow Card program,” Binay said.

Marikina City has also set aside a local indemnification fund to assist residents who would suffer from severe injuries or any adverse effects of the Covid-19 jabs.

Mayor Marcelino Teodoro said the city government has set up a post-care monitoring system to observe individuals after getting vaccinated. (PNA)

he Association for the Advancement of Karatedo (AAK) Davao City Chapter received their certificates won during the 1st Karate Pilipinas E-Kata Championships last December 20, 2020.

AAK Davao head mentor Rommel Tan, also the regional director of Karate Pilipinas, posted the certificates on social media on Friday.

Tan, AAK-Davao announced that AAK Davao garnered a total of seven gold medals on top of three silvers and five bronze medals to place a close second behind overall champion SKO-Cebu City (Sports Karate Organization) which raked in eight golds, one silver and one bronze.
