Duterte will present his report during his much-awaited 5th State of the Nation Address (SONA) on Monday, July 27, 2020 which is seen to focus on how the country is moving forward amid Covid-19 pandemic.

Joji Ilagan-Bian: Filling the stomach vs �illing the grave In a scale of one to 10, with 10 as the highest, business leader Joji Ilagan Bian gave Duterte a rating of 8.5 taking into account the current challenges of the environment. She said the administration is taking it in stride knowing the dif�iculty of balancing health and wealth.

“I will equate wealth here with the economic plight of the Filipinos. We are experiencing skyrocket unemployment rate now because of the lack of �inancial momentum. This is all beyond anyone’s control,” she said.

Bian said today is a matter of survival and the Duterte administration’s leader-

ship and wisdom is put to great test as peoples’ stomachs are empty despite the government’s amelioration fund to tide all over and exports are low since the country’s partner countries are in the same situation due to the pandemic.

“People are asked not to go out but it’s a choice of �illing the stomach or �illing the grave. It’s an alarming situation that we all need to live with now. This is the biggest challenge to the administration. We are all very clear with how our health department is doing now and onward. The trade and commerce is a little bleak, I had yet to see a clearer road map ahead. I still have con�idence in the leadership that the President will weather this all out together with his team,” she said.

Meggy Macion-Santos: Likes and dislikes Meggy Macion-Santos, communication of�icer of San Miguel Brewery-Davao, rated the President with a grade of eight as there are

some factors that she “dislikes” about the administration.

“Honestly, naa siya gipang-talaga nga mga tao nga di ko ganahan, people whom he defended but should have been penalized (but I guess he has his own reason for doing so and being the father of this country he knows better like those people’s merits far outweigh their demerit) and there are plenty of times that I wish he kept his mouth shut. But I guess old age really makes one very transparent when one is angry and frustrated because of injustice or willful abuse,” she said.

However, she said her “dislike” outweighs the positive things that she likes about him as a President and his administration in general such as the fast development of the country’s key infrastructure in partnership with the private sector and enhancement of existing ones.

Santos also cited the administration’s natural “malasakit” for the Filipinos especially during the pandemic.

She also admires the administration’s way of taking care of the OFWs by providing them with meals and accommodation when they came home during the pandemic.

She added that the Duterte administration has a strong political will. She cited the decision to close Boracay to rehabilitate the island for the good of its marine life, tourists and residents, which according to her was the best decision ever made for the island.

“It wasn’t afraid of the temporary backlash that was being hurled at them because they focused the long term effect and sustainability of our famous Boracay, which is for me, tama. It decided to clean up Manila Bay and even inspired the private sector to join in the actual clean up,” she said.

Santos said it is also the only administration that stood up to Kuwait because of the abuses which were committed against OFWs. “I couldn’t remember any president who repeatedly reminded other countries not to rip Filipinos of their dignity, otherwise it would stop sending workforce to them. It has rescued a lot of OFWs which were for execution by working hard to secure a pardon and even went as far as making the host country arrest and

make those committed the crime pay for what they did to our fellow Filipinos,” she said.

For Santos, there is no administration that is perfect but the Duterte administration has a heart for the ordinary Filipino without losing its bilateral relations with the private sector and strategic alliances with other countries.

“It knows when to use compassion and when to use discipline,” she said.

Duterte to undergo Covid-19 swab test a day before SONA

P

resident Rodrigo Duterte is scheduled to undergo COVID-19 swab test on Sunday, July 26, a day before his �ifth State of the Nation Address (SONA), Cabinet Secretary Karlo Nograles said Saturday.

“Baka tomorrow din siguro,” Nograles said in an interview, when asked when Duterte will be tested.

Presidential spokesperson Harry Roque earlier said the President will take the RT-PCR test.

Nograles said all the attendees at the SONA will also undergo swab testing.

The President will physically deliver his SONA before a joint session of Congress at the Batasang Pambansa in Quezon City on Monday afternoon.

for Administration Department Dr. Ramon Ricardo Roque said in a brie�ing that lawmakers and their staff who will attend the SONA will be required to undergo swab testing as well as rapid testing for COVID-19.

The House of�icial said persons who will test positive in either of the COVID-19 tests will no longer be allowed to attend the SONA physically.

Fifteen Cabinet members and 50 lawmakers will be allowed to witness the President’s address.

enator Christopher Lawrence “Bong” shared his optimism that President Rodrigo Duterte’s �ifth State of the Nation Address this coming Monday, July 27, will bring hope of a better future for Filipinos despite the ongoing challenges the country is facing due to the COVID-19 pandemic.

The Senator said that he is also expecting the President to provide concrete plans and proposed legislative measures to strengthen the government’s efforts to overcome the ongoing crisis and steer the country towards socio-economic recovery.

“I am expecting that the President will focus his 5th

SONA on measures (1) to strengthen our �ight against the ongoing COVID-19 pandemic, (2) to address the needs of the people to overcome the hardships that the crisis has caused in everyone’s lives, and also, (3) to sustain the gains of the Duterte Administration’s promise of a comfortable life for all despite the challenges that we are facing,” said Go in a statement.

“Our goal now is not only to adapt to the ‘new normal’, but to lead our country towards a ‘better normal’ and better quality of life,” he added.

As Chair of the Senate Committee on Health and Demography, Go is con�ident that primary importance will be placed on measures ramping up the healthcare system’s capacity at all levels.

“Aside from enhancing our overall capacity to Test, Trace and Treat COVID-19 cases, I am hoping that he will also prioritize improving the capacities and capabilities of public hos-

pitals, establishing mandatory quarantine facilities and evacuation centers, strengthening our health workforce, promoting the welfare and well-being of our medical frontliners, and preparing a national vaccine program for COVID-19 in anticipation of its availability to ensure that Filipinos can have access to it,” Go said.

With this, Go expects to see more of health-related bills to be prioritized as both Houses of Congress are set to open their second regular session of the 18th Congress next week.

Recently, Go also called for the development of a national vaccine program for the strategic allocation of the COVID-19 vaccine to the general population in anticipation of possible challenges once the vaccine is made available.

The Chief Training Of�icer for the Southern Philippines Medical Center (SPMC) Dr. Ricardo Audan bared that the current capacity for the designated COVID-19 medical facility in the Region is below warning levels and is ready to cater to cases of COVID-19.

“As of yesterday, we have 157 patients and out of the total number of patients we have 14 at the ICU and the

non-ICU patients are numbered at 143. Our ICU beds are numbered at 37 and for the non-ICU is 227 so as of yesterday we didn’t reach the warning level which is 70%,” Audan said.

In the event of a possible surge in COVID-19 cases, the SPMC has additional facilities that can be converted to cater to COVID-19 patients which number at an additional 62 beds.

Audan bared that he has already coordinated with the DOH DCHD to provide additional nurses in preparation for a potential surge in COVID-19 cases due to the arrival of ROFs and LSIs. “I’ve already texted RD Yumang to inform her that we need more nurses to operate the additional facilities for COVID-19 cases at SPMC,” Audan added. DOH 11 says 31.7% of R-11 Covid cases are LSIs, ROFs

he Department of Health Davao Center for Heath Development (DOH DCHD) has reported that around 31.7% or 338 out of a total of 1,064 number of documented coronavirus disease 2019 (COVID-19) cases in the region are returning overseas Filipinos (ROFs) and locally stranded individuals (LSIs).

The Head of the Regional Epidemiology and Surveillance Unit (RESU) Dr. Cleo Fe Tabada discussed how local government units in the Davao Region are putting all efforts into properly isolating the arriving LSIs and ROFs despite the challenges posed in different areas.

“When they [LSIs and ROFs] come home, in a lot of LGUs they are isolated but in some cases, there are challenges in isolating [LSIs

ays ahead of his �ifth State of the Nation Address (SONA), the country’s largest business organizations on Friday appealed to President Rodrigo Duterte to implement long-awaited economic measures to ensure the country’s recovery and help COVID19-hit micro, small and medium enterprises (MSMEs).

The Philippine Chamber of Commerce and Industry (PCCI), Employers Confederation of the Philippines (ECOP), and Philippine Exporters Confederation Inc. (PHILEXPORT) issued a joint statement to call for the chief executive’s action ahead of Duterte’s SONA

on Monday, July 27.

In their joint statement, the groups pointed out that while health-related initiatives to tackle the COVID-19 crisis should be prioritized, a clear strategy for economic revival should also be outlined during the President’s SONA. “While we agree that health-related programs and policies should be prioritized in the context of this crisis, we likewise believe in balancing this objective with setting the economic stage towards recovery and progress,” the three groups said.

“SSS members only need to enroll their PayMaya accounts through the My.SSS member portal by entering their PayMaya-registered mobile number under the ‘Account Number’ �ield at the ‘Bank Enrollment’ portion of the portal,” PayMaya said.

Once the account is enrolled, proceeds from the SSS funeral and unemployment bene�its, among others, may be coursed through the member’s PayMaya account.

“Soon, members may also receive their calamity, salary, and other loan proceeds via PayMaya,” it said.

The move is part of SSS’s efforts to migrate to a “check-less” disbursement process and completely electronic way to distribute funds and other proceeds to their members in response to the growing need to go digital and practice physical distancing given the current public health situation.

“As the country deals with the effects of the pandemic, our digitalization efforts at SSS become a crucial part in ensuring that we deliver not just continuous but also safe service to all of our members,” SSS president Aurora Ignacio said.

“We are glad to continue expanding our partnership with PayMaya not just in allowing electronic payments of member contributions but in the fast and safe disbursement of their bene�its as well,” Ignacio said.

Candice Iyog, vice president for marketing of Cebu Air Inc, said in a virtual presser that the airline is trying to rebuild its network as it is important for the airline to start �lying, however, the non-standardization of the regulations and restrictions set by various LGUs make it dif�icult for the airline to start rebuilding.

For its current network, Cebu Paci�ic is �lying to 23 domestic destinations and one international destination, a lot different from where it used to �ly to 62 destinations before the lockdown.

“We are only operating close to 10 percent of our original network. Example Manila-Davao we used to �ly multiple frequencies daily, now we are only doing two times weekly �lights. For Cebu we are only doing a daily frequency, we used to operate more than 10 �lights daily,” she said.

Iyog said they are having a hard time because of the changing LGU regulations requirements and restrictions.

“Without the standardization of these regulations were actually having a hard time rebuilding the network because as each LGU comes up or gives us their requirements we will also have to inform our passengers on what the requirements are. Everything’s very �luid. That is the challenge for us today. Some are requiring testing of passengers prior to departure or only acceptance of the people with negative tests

and some are requiring a seating capacity of only 50 percent,” she said.

Iyog also said some LGUs are even requiring that only LGU approved passengers will be allowed to board or only passengers bound for that province with an address of that province will be allowed to board also.

“There are a lot of restrictions so that is what we are managing on a dayto-day basis as we rebuild the network. The challenge for us is we do recognize that there is a need to limit air travel to essential travel only at the same time we need to strike a better balance. Our hope is we start opening domestic to assist in the recovery of the industry,” she said.

She also cited example countries in ASEAN region like Indonesia, which opened up its domestic travel already and requiring passengers to show a doctor’s certi�ication that the passenger is free of Covid-19 symptoms.

“Vietnam is already opened for leisure, Thailand is already opened for leisure. We do recognize that testing is important and everybody is worried about a resurgence in cases.

It’s a hard balance that we need to strike. LSIs are the traf�ic that we really need to address. Essential travel of people who are stranded in Manila or those who just want to go home,” she said.

For the August �light schedules, Iyog said this is something that the airline

is trying to �igure out everyday because the LGUs’ regulations do keep changing.

Iyog said the Air Carrier Association in the Philippines (ACAP) whose members include CEB and the Philippine Airlines (PAL) have sent letters to the Civil Aviation Authority of the Philippines (CAAP) and to the LGUs requesting for the standardization of the regulations.

“The LGUs are afraid.

But we haven’t reach that point yet of having standardized LGU regulations,” she said.

On the other hand, Cebu Paci�ic has improved its �lexibility options for passengers such as the travel fund. After extending it to one year from the time that it was created, the airline has re-extended its validity to two years.

“The travel fund is like a travel wallet for passengers with cancelled �lights or for those who don’t want to travel na lang muna, passengers can take the travel fund. Essentially this is good if you want to travel three years from now and use your travel fund,” Iyog said.

Iyog said the airline will also apply extension of the validity retroactively.

“So, currently if you have a travel fund that is still one year validity, we will extend it already. Free unlimited rebooking meaning even if your �light is not cancelled but you want to rebook because maybe there is so many restrictions in the LGU and the destination you will be �lying to,” she said.

“For example, you can rebook your �light without penalty or rebooking fee.

There might be a fare difference but because fares are low, however, if your �light is cancelled you can rebook up to 90 days forward

n preparation for the NBA resuming the 201920 season in Orlando on July 30, the league has been coming up with new, innovative ways to bring fans of the game into the arena.

Due to the COVID-19 pandemic, sports across the world have been returning without fans in attendance.

However, the league is trying as best as possible to make them feel inside the arena without having to leave the comfort and safety of their home.

In partnership with Michelob Ultra, which was announced earlier this week as the of�icial beer of the NBA, the league is creating the "Michelob ULTRA Courtside" experience which will allow fans to virtually appear on video boards surrounding the courts in Orlando. Each game will have up 300 fans of the home team displayed on the digital board, where they can interact with each other, react to the action happening on the court and cheer on their favorite team during the game. There will also be reserved virtual seats for players' family members for each game.

All of this will be visible to the players on the court, as well as people watching the broadcast at home, and was created in an effort to best replicate the feel of being at an NBA game during these unprecedented times.

porters on Friday morning, Sara Zuckert, the NBA Head of Next Gen Telecast, walked through the courtside experience that fans will have a chance to be a part of, as well as other ways those at home will have an impact on the visual effects of the game.

Through the NBA app, NBA.com and on Twitter, fans can "digitally cheer" for their team, by using speci�ic team hashtags, and their interactions will pop up on the digital boards in the arena.

"Working with our broadcast and technology partners, we are excited to unveil a series of enhancements that will bring fans closer to the game and allow them to personalize their viewing experience," Zuckert said in a press release. "Our goal is to create an enjoyable and immersive experience where fans can engage with each other and maintain a sense of community as we restart the season under these unique and challenging circumstances."

Health professionals from the PSC-MSAS (Medical Scienti�ic Athletes Services) unit started meeting NSAs last July 21 to discuss updated protocol and minimum health standards of training venues with each concerned NSA. The meetings are scheduled until 29th of this month.

crimmage days have �inally started, and everything and everyone is looking good. It’s been a harrowing 4 months for those among us who live and love basketball; and even as the slogan says: “It’s a whole new game”, I’ll take it any which way.

Each team will compete in 3 warm-up scrimmages with other teams from July 22-28 in preparation for the NBA Restart.

In a few days - July 30 to be exact - the NBA resumes the campaign to determine who will be the lucky 16 to step forward to the coveted NBA playoffs. It will indeed be a whole new ballgame, with the arena devoid of screaming fans, and missing the smell of popcorn and hotdogs and beer. There will be new angles as robotic cameras will have better access , with no fans hampering mobility on the sidelines.
