grateful Davao City Mayor Sara Duterte-Carpio spearheaded the distribution of food packs to Dabawenyos in the “Libreng Kumbira sa Araw ng Davao” thanksgiving ‘feast-ival’ on Saturday noon at the C.M. Recto Street, Davao City.

tents along Claveria to formally open the distribution of 11,000 lunch packs that goes with 3,600 gift bags.

Inside the lunch packs

were roasted calf (lechon baka), fried chicken and rice while the gift bags contained canned goods like corned beef and luncheon meet. A total of 50 lechon baka were roasted for the feast.

Mayor Duterte braved the scorching heat and personally handed each food packs with a joyful “Happy Araw ng Davao” greeting

to all Dabawenyos who endured long queues for the gift from the City Government of Davao. Revelers came in by batch while the security enforcers maintained the order.

The distribution lasted for more than an hour as it began at exactly 12:00nn and ended at past 1:00pm.

Magnitude 5.5 quake jolts Davao Occidental

A

magnitude 5.5 earthquake struck 24 kilometers north of Don Marcelino town in Davao Occidental 7:07AM Saturday, the Philippine Institute of Volcanology and Seismology (Phivolcs) said.

The temblor had a depth of 97 kilometers and was tectonic in origin, Phivolcs said.

Intensity V was felt in Alabel in Sarangani, General Santos City and Koronadal City.

EO to address water crisis readied: Palace M alacañang on Thursday, March 14, assured the public that the government is addressing the reported water crisis in some areas in Metro Manila.

Chief Presidential Legal Counsel and Presidential Spokesperson Salvador S. Panelo said in a press briefing that the Palace is now drafting an Executive Order which will address present and future water crises. “[M]ay Executive Order na ginagawa to do something about it [to address present and future water problems],” Secretary Panelo assured. “[W]e are investigating to know exactly what is happening or what is the

cause of lack of water supply,” he added.

4 Tadeco coops receive land titles from PRRD

avao City Mayor Sara Carpio, representing his father President Rodrigo R. Duterte, distributed on Friday a total of 4,525.5617 hectares to 2,095 agrarian reform beneficiaries (ARBs) at the University of Mindanao gym, in Matina.

Among the farmer-recipients were four cooperatives in Tagum Agricultural Development Corporation (TADECO), namely Nestfarms Employees ARB Cooperative, Central Tadeco ARB Multi-Purpose Cooperative, Wadecor Employees Multi-Purpose Cooperative, and Paheco Employees Multi-Purpose

Cooperative.

According to Department of Agrarian Reform (DAR) 11 regional director Joseph Orilla, the awarding was the last activity before the conclusion in the implementation of the Comprehensive Agrarian Reform Program (CARP) to RBs. Of the total ARBs, Orilla said, 655 of them were

WHO hails Pres. Duterte for passage of health care act

W

orld Health Organization (WHO) Director General, Dr. Tedros Adhanom Ghebreyesus, congratulated the Philippine government for legislating Republic Act (RA) 11223, better known as the “Universal Health Care Act”.

In his letter addressed to President Rodrigo R. Duterte, dated last March 4, WHO head hailed the passage of the UHC law as a demonstration of “strong political commitment to deliver health for the peoples of the Republic of the Philippines.”

Through the passage of this law, Duterte has set “an example of how leadership at the highest level can advance universal health coverage,” Ghebreyesus said.

He further cited the broad support of the Philippine Congress for the bill, which testifies “to the

impressive political commitment of the country to ensuring all its citizens can access quality health services without risking financial hardship.”

Philippine Permanent Representative to the United Nations and other International Organizations in Geneva, Ambassador Evan P. Garcia, noted that the Universal Health Care Act is just the latest in a series of public health-focused legislative and executive actions of the Duterte administration.

Since 2017, the Philippines has passed a legislation to: impose excise taxes on sugar-sweetened beverages and maintaining a unitary tax on tobacco products, both under RA 10963 TRAIN law (Dec. 19, 2017); RA 11036, the Philippine Mental Health Care Act (June, 20, 2018); RA

Of the lands distributed, Davao del Norte ARBs led with 2, 429 hectares, followed by Davao Oriental with 7000 hectares, Compostela Valley with 584.0726 hectares, Davao del Sur 2ith 293.8 hectares,

Davao City with 279.68 hectares, and Davao Occidental with 239 hectares.

Dump trucks and harvesters were also distributed to the five provinces and Davao City.

The next phase after the distribution, the director said, would be the execution of support services to ARBs via capacity development training and common service facilities.

Josephine Fadul, DepEd Davao del Norte schools division superintendent, said they aim to be ISO-certified as the Division of Davao del Norte is now undergoing a process of ISO certification.

“We would like to inform the public that Schools Division of Davao del Norte is on its way to implementing the Quality Management System in accordance to ISO 9001:2015 requirements,” Fadul said.

Becoming an ISO-certified Division signifies that DepEd Davao del Norte Division is committed to support the education’s department program of improving “strong leadership, quality products, and

services to its clientele,” Fadul said.

The ISO 9001:2015 standards require a certain organization to enhance customer satisfaction by way of effective and efficient delivery of appropriate delivery programs, and to establish strong relationship with the stakeholders, implementing application of innovative, research-based system and processes, among others.

Earlier this March, DepEd Davao del Norte convened its personnel and school principals for the ISO orientation.

BDO ATMs, e-banking services inaccessible on March 23-24

utomated teller machines (ATMs) and electronic banking channels of the Sy-led BDO Unibank Inc. (BDO) will be inaccessible from 10 p.m.

Saturday (March 23), until noon on Sunday (March 24) due to a scheduled system upgrade.

In an advisory Friday, the bank said the key systems enhancements are targeted to “deliver better electronic banking and ATM (automated teller machine) experience to

its corporate and retail clients moving forward.”

The process will cover the bank’s ATMs, debit and cash card transactions, and online and mobile banking.

ARCs in Bangsamoro towns to benefit from 2 projects T wo high-impact projects under the new Bangsamoro government in South-Central Mindanao kicked-off in two different groundbreaking ceremonies in Datu Saudi Ampatuan and Pagalungan towns in Maguindanao province.

These projects are implemented by the Department of Agrarian Reform (DAR) Provincial Office of Maguindanao and the Italian Assistance on Agrarian Reform Community Development Support Projects (IARCDSP).

The 600-meter farm-tomarket road (FMR) at Sitio Taguan in Datu Saudi Ampatuan town is expected to provide ease to agrarian reform communities (ARCs)

especially in transporting their farm products and give them better access to the market.

The FMR concreting works has a project cost of P9.1 million and this will benefit residents and member-beneficiaries under the Taguan Salbu Livelihood Marketing Cooperative (TSLMC).

DCWD assures water supply is unaffected by El Niño

T

he Davao City Water District (DCWD) assured consumers here that there is sufficient water here despite the El Niño.

Lawyer Bernardo D. Delima, DCWD spokesperson, said on Friday at least 99.3 percent of the supply comes from aquifer or groundwater source, making it less susceptible to the impact of El Niño that is currently affecting several parts of the country.

“Our ground wells have a depth of 150 to 200 meters,” he said.

He added that areas relying on surface water sources like rivers and dams are most likely affected by El Niño.

The city is expected to tap surface water, specifically the Tamugan River, as the Apo Agua Infrastructura, Inc., a joint venture between Aboitiz

Equity Ventures (AEV) and J.V. Angeles Construction Corporation (JVACC), started the construction of the P12-billion Davao City Bulk Water Supply Project (DCBWSP) in November 2019.

Based on the joint venture agreement, the Apo Agua takes charge of the water extraction and treatment while DCWD for the water distribution.

The project will have the capacity to supply over 300 million liters of potable water daily upon its completion in 2021.

The DCWD has 220,000 service connections at present.

Data released by the DCWD indicate that average water consumption of the city is around 220 million liters of water daily and 306 million liters average daily production.

inance Secretary Carlos Dominguez III on Friday said terms of loans extended by the Chinese government for Philippine infrastructure projects are at least 30 percent better in the current administration than in the past.

Dominguez stressed this as he continued to decry claims that the government was falling into a debt trap because of its “Build, Build, Build” infrastructure program.

“The terms of the loan obtained by the Duterte administration are at least 30 percent better than the loan secured by the Arroyo administration and wholeheartedly accepted by the Aquino administration,” Dominguez told journalists in a Viber message.

Aside from China, Japan is also financing some of the current administration’s infrastructure program.

One the projects China is financing is the New Centennial Water Source-Kaliwa Dam Project, which will be constructed in the village of Pagsangahan in General Nakar and the village of Magsaysay in In-

fanta, both in Quezon province.

During the visit of Chinese President Xi Jinping in the Philippines in November 2018, officials from both countries exchanged documents for the USD211.21-million loan for the construction of the dam.

Citing data collected by the DOF’s International Finance Group (IFG), Dominguez, in a statement Friday, said loan for the Kaliwa dam project has an annual rate of two percent, lower than the three percent per annum rate for the USD116.6-million loan secured by the Arroyo administration for the Angat Water Utilization and Aqueduct Improvement Project Phase II. Loan agreement for the Angat aqueduct project was signed on January 7, 2010.

Both projects have 20year maturity period, but grace period for the dam project is seven years while the aqueduct project is at five years.

housands of Dabawenyos had a field day celebrating the 82nd Araw ng Davao. It didn’t just live up to expectations, it lived up to the festival tag.

Dabawenyos and Davao visitors who came for the celebration were treated to a grandiose parade showcasing the Davao’s movers in both the private and public sector. Not to be outdone are the politicians who came to celebrate with Dabawenyos.

While there was an earlier reminder for politicians, especially those running for elective posts in the 2019 mid-term elections not to campaign or make a scene (‘epal’ in street slang) in respect to the essence of the celebration, there are things that just speaks for itself.

Res ipsa loquitor, in legal parlance. But can you help it if those who are backed up by Davao City Mayor Sara Duterte-Carpio cash in on the invitation? Technically, they did not campaign. But in this day and time, if you are a candidate and you just walk in the crowded

street shaking hands and wearing your name on your shirt, you need not say anything. They can easily get away with it.

The celebration was a festive treat to residents who cane to watch the parade. The city government gave the thousands who came for the celebration with a treat--free lunch and gifts to boot.

Never mind the long queue. People will endure the heat and the long wait for a free lunch especially when the treat is lechon baka (roasted calf), fried chicken and rice. They also received gift bags with canned items to carry home.

It was near perfect. Until there were those who litter around their waste plastic bags and disposable utensils. When will people return generosity with compassion? The city needs people who will love it back by not throwing away rubbish around. It’s a simple gesture of gratefulness.

Consistent with their offer is to secure DMRA as government property while continuing the efforts of the Armed Forces of the Philippines (AFP) to lure insurgents and rebels to return to the fold of law under the comprehensive local integration program (CLIP).

The campaign to bring back rebels to mainstream society has been further strengthened under the Joint Memorandum Circular No. 2018-01 signed on July 5, 2018 by the Department of Interior and Local Government (DILG) and the Department of National Defense (DND).

The circular aims to facilitate the integration of former rebels as productive citizens, compensate and remunerate turned-in firearms, and enhance the capability of the local governments and national government agencies in the execution and sustainability of the CLIP plan.

Maj. Gen. Faustino acknowledged the concerns raised by the PMDC in bringing normalcy to DMRA and gave it a guarantee, saying: “You can expect the full support of the 10th ID and that if we could support you with even more.”

In the meeting, Sipaco underscored the inroads PMDC have achieved in recent years due to the committed support of law enforcement agencies, local and national agencies, private entities, and other stakeholders.

He expressed optimism the PMDC-military alliance in securing the DMRA as a peaceful and orderly environment will eventually transform Diwalwal into an ecology-friendly activity, a revenue-generating engagement, and an occupation

with intent to develop host communities.

Sipaco’s briefing included PMDC’s strides and gains, its environmental advocacy vis-à-vis the host community, solid support for indigenous peoples, livelihood for resettled families, transfer of plants to the mineral processing zone, and consultation with all stakeholders.

The EastMinCom and 10th ID have also committed to build a partnership with the PMDC’s community relations department (ComRel) in the implementation of its corporate social responsibility (CSR) projects.

The ComRel will also work hand in hand with the civic-military operations of EastMinCom in the conduct of medical and dental missions, deliver livelihood programs and other services, and provide employment and livelihood to host communities, on top of the vigorous campaign on responsible mining in the DMRA, with the support of the tribal community.

Advisory released by the Philippine, Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) released last March 8 said that “recent conditions suggest that this phenomenon will likely to continue until the April-MayJune 2019 season and that varying impacts are now occurring in most areas in the country.”

Weather forecast this March indicated that rainfall below normal to way below normal are expected in Luzon, Visayas, and Northern Mindanao and near to above normal rainfall conditions in Surigao del Sur, Davao Region, and Soccsksargen in Mindanao.

PAGASA reported that it is expected that at least 21 provinces are potential for dry conditions, 41 provinces potential for a dry spell, and 10 provinces potential for drought.

The provinces that will likely experience dry conditions are Ifugao, Isabela, Nueva Vizcaya, Quirino, Bulacan, Aurora, and Rizal in Luzon; Guimaras, Bohol, Cebu, Siquijor, and Southern Leyte in Visayas; and

Bukidnon, Camiguin, Lanao del Norte, Misamis Oriental, Compostela Valley, Agusan del Norte, Agusan del Sur, Basilan, and Lanao del Sur in Mindanao.

Provinces that will less likely experience dry spell are Abra, Benguet, Kalinga, Apayao, Mountain Province, Pangasinan, Cagayan, Bataan, Nueva Ecija, Pampanga, Tarlac, Zambales, Metro Manila, Batangas, Cavite, Laguna, Quezon, Marinduque, Romblon, Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, and Sorsogon in Luzon; Aklan, Antique, Capiz, Iloilo, Negros Occidental, Biliran, Eastern Samar, Leyte, Northern Samar, and Western Samar in Visayas; and Zamboanga del Norte, Misamis Occidental, Dinagat Islands, Surigao del Norte, and Tawi-Tawi in Mindanao.

This is the second Ronald McDonald Bahay Bulilit Learning Center in Davao City with the first located in Brgy. Mintal which opened in 2018. In this new Bahay

Bulilit in Brgy. Buhangin, 65 children from the community are able to find a safe space where they could learn and play.

“We have seen how our first learning center has made an impact to young Davaoeño children as they were able to get a head start in preparing for their formal schooling. As we open a new learning center in Brgy. Buhangin, we are committed to continuously promote early childhood development to more Filipino children with every Bahay Bulilit,” says Marie Angeles,

Her plans to correct the system were met with criticism and dissent from some members. To make things worse, Gelay found herself and LABTODA entangled in local politics.

Ex-mayor Mayora Dyna Generoso (Gladys Reyes) will do everything so that her family stays in power. She takes advantage of the fact that her husband, Mayor Migs (Victor Neri), is the incumbent mayor.

PSC opens Mindanao satellite office in Davao

t was nearly three years ago when the Philippine Sports Commission (PSC) planned to have a satellite office in Davao City, the hometown of its chairman and one of its commissioners.

Last Friday, March 15, that idea came to reality after the PSC Mindanao Office was inaugurated.

PSC's new home is housed within the compound of the Davao Association of Catholic Schools (DACS) in Champaca Street, Juna Subdivision in Matina.

With this development, PSC has set up its own headquarters in Luzon, Visayas and now in Mindanao. PSC’s main office is located in Pasig City while the next one is somewhere in Cebu City.

Meanwhile, no less than the PSC chairman William "Butch" Ramirez along with commissioner Charles Raymond Maxey, Dacs executive director Jimmie-Loe P. Dela Vega and PSC Mindanao cluster head Eduardo Fernandez presided over the inauguration which came after the spiritual blessing of San Lorenzo Parish priest Reverend Fr. Joel C. Caasi.

The putting of Mindanao Office, said Ramirez, was finally pushed through as directed by President Rodrigo Duterte, who wants to put Mindanao at the center of the program.

Ramirez added that sports is an effective vehicle for promoting understanding, friendship, fellowship and discipline among children.

For the remaining three years of Ramirez's term as a chairman, he said he will be focusing his time for Mindanao.

Although PSC, according to Ramirez, will not provide the equipment or finance the entire sports program of Mindanao but more of to inspire, nurture and provide partnership.

"We are here to provide coaches education, consultative meetings and continue the Mindanao Friendship Games which we conducted in 2016 and 2017," he said.
