NOT JUST YET No groundbreaking for DavaoSamal Bridge in July: DPWH

T
he Department of Public Works and Highways (DPWH) disclosed on Monday there is no groundbreaking happening in July for the much-anticipated P23.04-billion Davao-Samal bridge project.
DPWH Project Manager 1 Engineer Lilibeth Rico said the Davao-Samal connector has not reached the stage to break ground for the start of its construction. In March this year, Governor Edwin Jubahib of Davao del Norte has announced that the groundbreaking ceremony for the mega project will be held on July 1, 2020. Jubahib said the groundbreaking will be simultaneously held at Azuela Cove
in Davao City and Barangay Caliclic in Island Garden City of Samal (IGACOS). Rico clarified that once the modified enhanced community quarantine (MECQ) is lifted and if permitted, DPWH may proceed with the contract negotiation for the Detailed Engineering Design (DED) for Davao-Samal Bridge. According to her, duration of the DED runs up to 10 months. “Definitely wala pa tayo sa
stage to conduct any groundbreaking for contruction in July,” she said in a text message. “Before the lockdown, we are about to conduct contract negotiation for DED consultants, hindi natuloy due to ECQ. Since we work from home (WFH), pre-negotiation preparations lang ang pwede naming gawin,” she added. Secretary Emmanuel Piñol, chair of Mindanao Development Authority (MinDA), said the contract negotiation for the preparation of Davao-Samal Bridge project’s DED has just been finished and the start of the DED preparation is tentatively set in July 2020. He said in a text message that this activity is funded by
Asian Development Bank (ADB) through the Infrastructure Preparation and Innovation Facility (IPIF). “The budget at the moment is for the Feasibility Study and DED, which is not locally sourced but loaned from the ADB thru the Infrastructure Preparation and Innovation Facility,” he said. Piñol said given that the Davao-Samal Bridge is a priority project, the DPWH has included in its proposal for General Appropriation Act (GAA) FY 2021 the budget for its construction.
