he Regional Epidemiology Surveillance Unit (RESU) of the Department of Health 11 (DOH 11) bared there is a spike of Covid-19 cases in Davao Region due to gatherings during the Holiday Season.

Dr. Cleo Fe Tabada, head of RESU 11 affirmed that there are still individuals who mass gathered despite the advisory of the local government units (LGUs) and the Inter-Agency Task Force (IATF) of prohibiting mass gathering during the Christmas Season.

A strict travel ban must be in place for those whose country of origin is considered high risk and has already recorded community transmission of the new variant of COVID-19 virus, according to the senator.

President Rodrigo Duterte has approved the extension of the travel ban from the United Kingdom, including those that transited from the UK, for another two weeks after December 31.

The Department of Health said it would recommend a travel ban from other countries and areas once community transmissions of the new coronavirus variant are recorded there.

Nonetheless, travelers from countries where this new variant of COVID-19 virus has been reported will also have

to undergo a mandatory 14day quarantine upon arrival in the Philippines, regardless of negative PCR test results.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases is expected to announce "a new set of guidelines on border patrol and other necessary measures within the day," according to Go. As of December 28, the Philippines recorded a total of 470,650 COVID-19 cases, of whom 438,780 recovered, and 9,124 died.

There are still 22,746 active cases undergoing treatment or quarantine in the country.

2020: Containing Covid-19, mitigating impacts

n response to a fast-spreading novel coronavirus early this year, the government has ramped up efforts to mitigate the impact of the public health crisis.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) and the National Task Force against Covid-19 (NTF) have adopted a “carrier-centric” approach to contain the spread of Covid-19.

The government has implemented complementary strategies that include detecting, isolating, and treating confirmed Covid-19 cases.

Individuals who were already affected by the dreaded virus and those potential Covid-19 carriers were isolated away from their community.

The government conducted massive testing of persons under monitoring (PUMs) and patients under investigation (PUIs) for Covid-19.

Various establishments in Metro Manila and other parts of the country were converted into quarantine facilities to isolate individuals showing Covid-19 symptoms.

NAP Phase 1 Sec. Carlito Galvez Jr., National Policy against Covid-19 chief implementer, introduced the National Action Plan and other efforts to mitigate the spread of the Covid-19.

According to Galvez, NAP's overall goal is to eliminate the threat of the Covid-19 in order to protect people from the risks of infections as well as to mitigate the social, economic, and security impacts of the health crisis.

The government has applied the Prevent, Detect, Isolate, Treat, Reintegrate (PDITR) strategy in a bid to "adapt to the new normal."

The PDITR strategy was implemented through the operational concept of the endto-end 'treat-trace-treat' (T3) management system.

The T3 program also targets to ramp up testing capacity to 30,000 tests per day by putting up more swabbing centers and laboratory testing centers in strategic parts of the country.

The government has intensified its national communication campaign to combat the pandemic which includes regular handwashing, keeping physical distancing as well as wearing of face masks and face shields.

The government has imposed localized lockdowns to further prevent the transmission of the dreaded disease within local communities while trying to balance economic activities and health objectives of the country.

It has also strengthened contact tracing and testing capacity, in order to immediately detect more confirmed cases and provide them the treatment that they needed.

NAP Phase 2 In June, the government implemented the second phase of the national action plan (NAP) that focused on "saving lives and mitigating Covid-19 impact toward economic and social recovery."

"For the national action plan, we will still follow our national strategy on preventing, detect, isolate, treat and reintegrate," Galvez earlier said in a virtual press briefing.

"The strategy design of the second phase concentrates on the five strategic objectives wherein to contain and manage the emerging new cases, sustain the gains that we had, and learn from the best practices and continue to [capacitating] and building resiliency to our hospitals," he added.

The task force has also adopted a national-government-enabled, LGU-led, and people-centered response to the Covid-19 health crisis.

Galvez cited the importance of prevention and self-awareness against Covid-19.

"Also we have to rebalance the health and economic objectives using the (hammer and dance) theory, localizing our response by leaving our LGUs (local government units) to the (front-line) with people's support and vigilance," he said.

The second phase of the NAP was implemented through localized lockdowns, massive information dissemination, stricter enforcement of the quarantine protocols, and minimum health standards.

NAP Phase 3 The third phase of the national action plan (NAP) against Covid-19 was implemented through balancing health and economic recovery, according to Galvez.

He said there will be no more trade-offs during the implementation of the NAP Phase 3.

"The NAP Phase 3 will be our transition plan to the new normal from the last quarter of this year rolling down the road towards the first quarter of 2021," he said.

Galvez said NAP phase 3 is anchored on effective health risk management wherein gradual easing of restrictions could be imposed.

"We should learn to live with the virus until the vaccine is available," he said.

There is a need to further strengthen the key areas of prevention and containment approach including the government's Prevent-Detect-Isolate-Treat-Reintegrate (PDITR) strategy, Galvez added.

The government continues to expand its Oplan Kalinga program, a “no home quarantine policy” that restricts infected individuals to undergo home quarantine for treatment.

"The NAP Phase 3 will help us transition to the new normal. This will provide us the necessary strategic systems and mechanisms that will enable us to jumpstart our economy, and at the same time, to continue to lower active cases until the vaccine is available," said Galvez.

The government has intensified the whole-of-government strategy and the wholeof-nation approach to further contain the Covid-19 pandemic in the country.

Fighting the surge Authorities have already warned of a surge of Covid-19 cases after the holiday season.

Sec. Vince Dizon, NTF Covid-19 deputy chief implementer, assured that the country has enough isolation centers and quarantine facilities for Covid-19 patients if ever the spike of cases may happen after holidays.

Dizon, also the country's testing czar, said the government along with its private partners, is non-stop in building more quarantine facilities to isolate more Covid-19 patients.

Dizon said the government's Prevent-Detect-Isol a t e -T r e a t - R e i n t e g r a t e (PDITR) strategy provided a significant drop in the number of Covid-19 cases in the middle of July and August.

The government urged the public to continue adhering to the minimum health standards including wearing of face mask and face shield, regular hand washing, as well as observing physical distancing. (PNA)

Duterte signs P4.5-T nat’l budget for 2021

P

resident Rodrigo Duterte on Monday signed the PHP4.5-trillion national budget for 2021 which is expected to boost the government’s efforts to effectively respond to the challenges of the coronavirus disease 2019 (Covid-19) pandemic and provide critical measures to aid the economic and social sectors.

Duterte signed Republic Act (R.A) No. 11518 in a ceremony in Malacañan Palace just three days after Christmas.

development, generate job opportunities, and rebuild by assisting communities adapt to the post-pandemic life.

In his speech, Duterte emphasized that the budget bill attests to a fruitful col-

laboration between the executive and legislative branches of government especially at a time where the health and welfare of people are at stake.

“The prompt ratification of the ’21 national budget is a testament of our commitment to set aside divisive partisan politics. Indeed, at this crucial juncture in our history, we can no longer afford to engage in politics of division, hate, and finger pointing,” he said.

Duterte recognized the Department of Budget and Management (DBM) under

the able leadership of Secretary Wendel Avisado.

He also thanked civil society partners for offering their knowledge and expertise in crafting a budget that will enable the country to rebuild the economy’s upward trajectory.

“I am pleased that through the budget we may continue to pursue our flagship Build, Build, Build program, revitalize our industry, and service sectors, and support our much-needed social services project,” he said.

most important allocations in the budget is the PHP72.5 billion for the purchase of storage, transportation, and distribution of Covid-19 vaccines.

He, meanwhile, assured the public that the administration would ensure the efficient use of resources to help overcome the debilitating effects of the pandemic on public health and the economy.

“I cannot stress this enough: Every centavo of this budget must be spent to ensure our nation’s recovery, resilience, and sustainability. Let me therefore serve as an assurance to the Filipino people, this coming year we intend to recover as one nation,” he said.

R.A. 11518 was based on House Bill No. 7727 entitled An Act Appropriating Funds for the Operations of the Government of the Republic of the Philippines from January 1 to December 31, 2021 and for Other Purposes.

HB 7727 was principally authored and sponsored by House Appropriations Committee Chairperson Eric Go Yap along with House Speaker Lord Allan Velasco, Majority Leader Martin Romualdez, and other members of the committee.

The Senate version of the measure was principally sponsored by Senate Committee on Finance Chairperson Senator Juan Edgardo Angara along with Senate President Vicente Sotto III, Majority Leader Juan Miguel Zubiri, and other members of the committee.

Education sector gets bulk of budget The DBM said the PHP4.5 trillion national budget for 2021, equivalent to

21.8 percent of gross domestic product, is the country’s largest to date, larger by 10 percent than the 2020 national budget.

In a statement, the DBM said the Education sector received the largest portion with PHP751.7 billion, or 16.7 percent of the 2021 nation budget.

“The Department of Public Works and Highways (DPWH) and the Department of Interior and Local Government (DILG) will follow suit with PHP695.7 billion (15.4 percent) and PHP249.3 billion (5.5 percent), respectively,” the DBM said.

Meanwhile, the DBM said the Department of Health (DOH), which leads the government’s Covid-19 response, received PHP210.2 billion which is 19.6 percent higher than its 2020 national budget.

This is followed by the Department of National Defense (DND) with PHP205.8 billion, Department of Social Welfare and Development (DSWD) with PHP176.9 billion, Department of Transportation (DOTr) with PHP87.9 billion, Department of Agriculture (DA) with PHP71.0 billion, the Judiciary with PHP45.3 billion, and the Department of Labor and Employment (DOLE) with PHP37.1 billion.

As for the government’s Covid-19 response, the 2021 national budget provides PHP71.4 billion for the National Health Insurance Program to subsidize the health insurance premiums of 13 million indigent families and seven million senior citizens.

A gratuity pay of PHP2,000 will be given to job order and contractual government workers who have rendered “three months or more but less than four months”; PHP1,500 for workers who have rendered “two

Actual service refers to services rendered on-site, which means the COS and JO workers physically report for work at their designated stations.

eading independent petroleum player and third largest market share holder Phoenix Petroleum Philippines implements major steps in strengthening its balance sheet in December through a comprehensive financial management program amidst the challenges of the pandemic.

Following the settlement of the P3 billion in short term commercial papers (STCP) on December 5, the Company announced its redemption of the P1.25 billion preferred shares on December 18.

“It has been a turbulent year, but we have been making headways in our engagements with creditors, and are ending the year with renewed strength and positivity. We are making significant progress in ensuring the Company’s long-term viability as a business to come out

a healthier and stronger enterprise after this pandemic,” said Phoenix Petroleum President Henry Albert Fadullon.

The STCP Series C was refinanced by a long term loan, enhancing the Company’s liquidity profile and relieving pressure on immediate cash resources. Meanwhile, the redemption of the PNX3A preferred shares is expected to generate the Company savings on cost of capital.

“Apart from preserving our resources through savings in capital and operation-

al expenses, we are grateful for the continued support and confidence of creditors.

These are the initial steps and we assure our financial partners of our resolve to deliver on our commitments. Announcements will be made in due course,” Fadullon added.

The Company’s financial management program is supported by a capital light expansion strategy that focuses on strategic partnerships and an integrated franchising model across its fuel and LPG products, convenience stores, and payments.

To date, the Company has generated over P800 million in opex and P1.5 billion in capex savings, respectively. It reported a P5 million net income in the third quarter and is on track to close the full year 2020 earnings positive.

BOC intercepts P62-M agarwood in Davao

T

he Bureau of Customs (BOC)-Davao has intercepted six boxes containing agarwood weighing over 70 kilograms worth PHP62 million.

BOC-Davao District Collector Erastus Sandino Austria, in a statement Monday, said the packages were initially declared to contain “woodcrafts” bound to Vietnam via Ninoy Aquino International Airport (NAIA) and were stopped on Christmas Eve. The misdeclaration was discovered after the boxes undergone X-ray scanning and physical inspection, as it yielded 73 kilograms of agarwood chips that are supposed to be illegally exported from the country without the necessary permits from the Department of Environment and Natural Resources (DENR).

The seized packages shall now be subjected to seizure and forfeiture proceedings for violation of Section 117 (Regulated Shipments), Section 1400 (Misdeclaration) and Section 1113 (Property Subject to Seizure and Forfeiture), all of Republic Act 10863 (Customs Modernization and Tariff Act) in relation to Section 27 (i) [Illegal

Transport] of Republic Act 9147 (Wild Life Act).

The packages will be turned over to the DENR. The BOC added that this type of wood is included in the National List of Threatened Philippine Plants per DENR Administrative Order No. 2007-01.

The strengthened coordination between the BOC-Port of Davao, Davao International Airport (DIA), in close coordination with BOC–NAIA the PNP Aviation Security Group, and DENR-11, has prevented the potential illegal exportation of agarwood.

Austria said they will continue to monitor these types of shipments through coordination with the BOC-NAIA, led by District Collector Carmelita Talusan, and the port’s partner enforcement agencies to ensure that the country’s borders are efficiently protected from potential illegal exports, in line with the directives of Customs Commissioner Rey Leonardo Guerrero.

Early this month, the BOC reported the interception of 28 kilos of agarwood in Pasay City.

The BOC-Port of NAIA, in coordination with its Environment Protection Compli-

ance Division (EPCD), intercepted the three packages in a FedEx warehouse on Dec. 2.

Documents showed that the packages were misdeclared as “face masks and clothes, shoes and handbags, and leather jackets, face masks, and man pants”. All three packages were shipped by a resident from Davao to the United Arab Emirates (UAE).

According to the DENR, agarwood is a resin valued for its distinctive fragrance.

It is formed when the host tree becomes infected with a mold called Phialophoraparasitica.

The mold infection makes the tree produce a dark aromatic resin called aloes or aga in its heartwood.

The fragrant resin is used to make incense, perfume, and medicinal products particularly in the Middle East and Asia.

The agency added that the selling of agarwood or lapnisan is illegal in the Philippines. It is found only in the heart of the jungles in Mindanao and Visayas.

Agarwood is one of the rarest and expensive trees in the world, with a kilo of it being sold for as much as PHP750,000. (PNA)

early 1 million informal sector workers have so far benefited from the cash-forwork program of the government, the Department of Labor and Employment (DOLE) reported on Monday.

Labor Secretary Silvestre Bello III said a total of 939,209 workers were provided emergency employment under the Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers (TUPAD) program and received wages amounting to PHP4.5 billion.

He said the record implementation of TUPAD is pursuant to the directive of President Rodrigo Duterte to speed

up assistance to the most vulnerable members of society.

“And this was precisely the instruction we issued to our regional offices: expedite the release of assistance to our workers,” he said in a statement.

Meanwhile, Bureau of Workers with Special Concern (BWSC) Director Karen Trayvilla reported that of the number of beneficiaries, some

797,222 had been paid while 141,989 have ongoing works.

She added that with the expeditious program implementation, TUPAD beneficiaries may reach more than one million with more funds still available from the PHP6-billion appropriation under the Bayanihan to Recover as One Act (Bayanihan 2).

“We expect more informal sector workers to benefit from TUPAD under Bayanihan 2.

That may exceed one million,” Trayvilla said.

She added that the DOLE had relaxed the program depending on the needs of the region.

Under the program, beneficiaries are paid for work done for a minimum of 10 days to a maximum of 16 days based on the threshold requirements in the area.

The National Capital Region had the biggest TUPAD allocation under Bayanihan 2 which stood at Php923.9 million followed by Region 4A at PHP593.2 million and Region 3 with PHP587.1 million.

TUPAD is a regular program of the department to provide emergency employment for displaced or disadvantaged workers in the informal sector affected by calamities and disasters. (PR)

He said he thinks many Filipinos as well as Duterte would agree with his statement that there have not been any significant changes in telco services.

But on Dec. 8, Cordoba said the country's average fixed broadband speed increased

from 25.07 Mbps (megabits per second) in July 2020 to 28.69 Mbps in November 2020, four months since the President issued his warning.

The mobile download speed also rose from 16.95 Mbps in July 2020 to 18.49 Mbps in November 2020.

Cordoba attributed this increase on internet speed to Duterte’s "political will" and close cooperation among different government agencies, adding that the chief executive’s recent pronouncement paved for more than 100 percent increase in the issuance of construction permits to telco companies.

Malacañang awaits NTC's evaluation on telco services

alacañang is waiting for the National Telecommunications Commission (NTC) to submit an official evaluation on the extent of improvements made in services of telecommunication companies.

he Philippines booked $227 million in net inflows of foreign portfolio investments in November, the Bangko Sentral ng Pilipinas said on Monday.

Also called "hot money" for the ease with which they enter and exit an economy, portfolio investments refer to the purchase of securities such as stocks and bonds on an exchange.

This is in contrast to foreign direct investments which go to building or buying businesses and their hard assets.

Around 68.1 percent of the gross portfolio inflows went to PSE-listed securities, while the

31.9 percent balance went to peso-denominated government securities.

Top investor countries were the UK, Singapore, the US, Hong Kong, and Norway. They contributed 82.4 percent of total investments.

However, year to date until November, the BSP said the country had $3.7 billion in net outflows of hot money.

The BSP said this was due to uncertainties brought about by the COVID-19 pandemic, geopolitical tensions, certain corporate governance issues, and extended quarantine measures in select regions in the country.

PH athletes prioritized in procuring COVID-19 vaccines

embers of the Philippine national team who will compete in international events will be given priority when it comes to the COVID-19 vaccine.

Testing czar Vince Dizon, president of the Bases Conversion and Development Authority and the Deputy Chief Implementer of the National Action Plan Against COVID-19 revealed the plan.

Speaking during the Philippine Sportswriters Association (PSA) Forum recently, Dizon made it clear that frontliners will be given priority once the country acquires the COVID-19 vaccine.

"Nagsabi naman po ang ating pangulo na talagang pipilitin natin na as many Filipinos as possible ang mabakunahan natin sa 2021," said Dizon.

"Siyempre, ang priority talaga natin, 'yung ating mga frontliners, 'yung ating mga healthworkers, 'yung ating mga nasa frontlines sa laban ng COVID, at siyempre 'yung mga mas medyo ano, hirap sa buhay," he added.

However, they also intend to help the athletes who will represent the Philippines in international sporting events -- including the Tokyo Olympics. Already, the country has four athletes who are assured of places in the Olympic Games, with

over 80 more still looking to qualify.
