Davao bikers oppose IATF’s mandatory wearing of face shield

sking cyclists to wear face shields on top of face masks while riding their bicycles could end up more fatal than Covid-19.

Same goes for joggers in face shields and masks.

On Friday, the Inter-agency Task Force for Emerging and Infectious Diseases (IATF-EID) announced that wearing of full face shield on top of face mask is now mandatory once people step outside their homes, including cyclists and joggers.

This new mandate has faced opposition from members of cycling organizations in Davao City citing concerns like blurring one’s vision, higher risks of meeting road accidents, and difficulty of breathing.

“Mas delikado siya tungod maharangan na niya ang peripheral vision nato na mao gamit nato bantay if walay side mirror ang bike,” said Anj Estrella of Davao Lady Bikers.

yos cycling has risen during the Covid-19 pandemic. Not only that cycling is a good form of exercise and as an alternative mode of transportation, but it is one of the best ways to reduce the risk of transmission of the virus.

Jayson Garrido Nierra of Davao Bikers Community said it is very dangerous for cyclists as acrylic face shield easily gets fogged. He also said it is difficult to use helmet and face shield at the same time unless there is someone to create a face mask and face shield in one.

“My question is have the IATF tried to use face mask, helmet and face shield at the same time? Madali lang magsmudge ang plastic or acrylic

face shields causing blur or limiting my vision. I tried to use a face shield riding within our subdivision and from time to time I have to wipe it especially pag-umaambon and the need to adjust the face shield while pedaling because it causes glare and create blind spots,” Nierra said.

Jace Santiago, also a member of Davao Bikers Community, is hopeful that the IATF will reconsider that the new guideline would do more harm than good. He also said face shields are not designed for riding because there is a tendency that they would be blown away by the wind that would be very dangerous for the cyclists.

“To be honest it’s very frustrating for us cyclist. We understand that we have to follow protocols, like wearing face mask and social distancing, however wearing face shield while riding is very dangerous.

For Rosemarie Realino, a member of Davao Lady Bikers, said wearing a face shield could be more struggle for her who has astigmatism.

Allecs Denia, also a member of the said group, said bikers can use face shield when entering stores or offices.

Another member of Davao Lady Bikers Erika Navaja stressed full face shields while

Honey Zafra Robines said since cycling is a non-contact sport so she does not see the need to wear face shield while on the road.

Jay Domingo said wearing a face shield is somehow a burden for every cyclist and runners because whether they do

“Now when we do that, it puts us to a situation where we need oxygen to inhale. Now we all know that even when we walk having these face mask and face shield, it really blocks the oxygen to flow freely when we do the inhale and exhale cycle,” he said.

Although they are not in favor of the new guideline, Domingo assured that the cycling community of Davao City will always abide to what the city government of Davao and the IATF require them to do.

“For we all know what this pandemic caused us and it might be that these things that they require us to do, will help us to attain safety,” he said.

Silyah Fontecha hopes that IATF will consult bike enthusiasts and do a dry run before implementing such guideline.

avao City Mayor Sara Duterte has formed a technical working group (TWG) to formulate the implementing rules and regulations of the Special Office for Children’s Concern (SOCC) via Executive Order 66, Series of 2020.

The order, which she signed on December 11, tasked the TWG to provide the guidelines for the special

office’s composition, its duties and functions, and other purposes.

She said, “There is a need for the creation of a Technical Working Group to handle the efficient formulation of the Implementing Rules and Regulations for the creation of the Special Office for Children’s Concerns.”

DTI 11, private sector urge MSMEs to assist in business recovery plan

“In this time of pandemic, we have experienced a lot of challenges specifically for the micro small medium enterprise and one of the realization of the MSMEs is that we really need to innovate in times of uncertainties in the economic environment,” said Maria Belenda Ambi, regional director of DTI 11.

Through Regional Inclusive Innovation Center Davao (RIIC) in Davao, which is a network of innovation agents that collaborate in order to commercialize market-oriented research and development outputs towards regional competitiveness, will help

MSMEs to address challenges in time of the pandemic.

“We are looking at this as the opportunity to strengthen the networking among these stakeholders so that they can altogether support the plight of our MSMEs and even the large enterprises to be more innovative and more competitive to address the challenges and the gaps that they are encountering in their business processes and models and be able to compete in the global market and be resilient that is the most important,” Ambi said.

Ambi said DTI 11 and its partners are urging the

MSMEs to innovate in doing business, market their products, get information, and negotiate with their counterparts and the buyers or even their suppliers.

“Dito lang nila nakita ang value ng innovation and I think this is timely and one of our priorities is for MSMEs to be innovative and also this is part of the national government’s program for innovation for us to be more competitive and be able to adjust when there are ways in the economic environment,” she said.

Thaddeus “Tanny” Acuna, assistant professor of the School of Management of UP-Mindanao, said one of the focused programs of RIIC is the innovation for business recovery.

According to him, this program provides MSMEs assistance in preparation of their business recovery plan.

“This time of the pandemic there are so many MSMEs heavily affected by the pandemic. During the lockdown the DOLE have reported that in Davao City there are about 11,000

eavy rains caused by the onslaught of Tropical Depression (TD) Vicky has caused flooding in several towns and cities in Caraga Region.

The City Disaster and Risk Reduction Management Council (CDRRMC) here said it is also closely monitoring the water level at Agusan River.

As of 2 p.m. Friday (Dec. 18), the water at Agusan River remains far from critical level, although disaster management officials said it is expected to change amid the reported flooding in nearby provinces, particularly in Agusan del Sur. The CDRRMC said it has already conducted a Pre-Disaster Risk Assessment (PDRA) on Friday afternoon to pre-

pare for emergency situations arising from the effects of TD Vicky.

Rescue operations In Agusan del Sur, officials said rescue operations for residents in flooded areas are still ongoing in several towns as of posting time.

“Most of the towns near the major rivers are affected by floods, specifically in the towns of San Francisco, Rosario, Bunawan, Prosperidad, and Talacogon,” Alfredo Plaza, the chief of information of the provincial government, told Philippine News Agency late Friday afternoon.

Earlier in the day, Plaza said Gov. Santiago Cane ordered the activation of MDRRMOs in the province to provide emergency rescue operations,

even as officials called on the residents living along low-lying and flood-prone areas to head to safer grounds.

“We have yet to determine the number of families affected. Right now, our priority is to rescue those who are affected by floods as water levels of major river systems here rise,” Plaza said.

He said the provincial capitol in Patin-ay, Prosperidad town, is also hit by flooding.

In San Francisco town, Agusan del Sur, Mayor Solomon Rufila ordered the suspension of all work in the public and private offices as floodwaters hit most of the major streets in the area.

ealth Secretary Francisco Duque III said there is no favoritism in the government’s decisions to determine what candidate vaccine would be approved first.

“Unang-una, wala tayong kinikilingan na bakuna rito, wala tayong mga favorites dito. Gaya ng sinabi ko, dadaan po ito sa talagang mahigpit na evaluation (First and foremost, we’re not siding on a specific vaccine, there are no favorites here. Like what I said, there is a strict evaluation),” he said in a virtual conference.

Duque said all candidate vaccines are carefully evaluated by the Department of Science and Technology (DOST) Vaccine Expert Panel and the Single Joint Ethics Review Board.

The clarification came amid allegations that Manila is favoring China’s Sinovac after an initial Pfizer deal that could have secured the country some 10 million doses at an earlier date did not push through.

But Duque maintained that the DOH acted with urgency in accordance with systems and protocols in place to avoid getting onerous deals as it continues negotiations with Pfizer.

“Wala pong katotohanan na somebody dropped the ball. Ang katotohanan po diyan, patuloy ang ating negosasyon ngayon (There is no truth that somebody dropped the ball. The truth there is that the negotiation is ongoing,” he said, adding Manila is also in talks with different vaccine developers.

He stood firm that while the DOH wants to expedite the process, it cannot cut corners.

“We cannot be imprudent, we cannot be restless, we cannot be rushing things because we have to be very careful,” he said.

Duque said the government must ensure the deal would not be “disadvantageous” to the government and the nation.

13-35 year-olds, main target of CPP-NPA recruitment

he CPP-NPA (Communist Party of the Philippines-New People’s Army)’s main target of recruitment are young people of age range 13-35 years old as found out by the 10th Civil Military Operation (CMO) Battalion of the 10th Infantry Division, Philippine Army.

During the BIDA-Ambisyon Natin-ELCAC youth forum on Dec. 11, 10th CMO Battalion operations Officer, Captain Angelo M. Peralta, said that the youth are the most sought-after recruits by the rebellion because they are “open-minded, aggressive, adventurous, strong and physically fit”.

“In its early days, most of the support came from the youth sector. Ito yung dapat nating ma-iwasan, kaya dapat nating malaman kung paano na re-recruit ang mga kabataan (This is what we need to avoid, that’s why we need to know how the youth are recruited),” he added.

According to Peralta, the rebellion formed the Kabataang Makabayan for its youth members to stage peaceful rallies against the government; however, it turned to terroristic activities over the years and it became the major source of recruits of the NPA. He explained that the recruitment is a “deception process” that starts with the recruiter or spotter befriending a prospect and inviting them to join meetings, workshops, and seminars where they identify the prospect’s strength, weakness, and interest.

From there, the recruit is encouraged to join different assemblies where they will

be brain-washed by exposing them to social issues to slowly agitate them, then basic lessons for activism and other related NPA teachings are introduced.

The recruits will then become full-time activists, and among them are identified as potential candidate for the NPA. After becoming a candidate member, the recruits will receive basic military course, and basic mass integration and organizational activities while they perform higher tasks such as agitating during rallies and protests, and coordinating with schools.

From there, they will officially become full-time members of the NPA, whereafter they can proceed to become full-time members of the CPP. For the CPP’s target of recruitment, the youth sector, it includes students, out-ofschool youths, young workers, young peasants, young teachers, young professionals, and all other major men and women who compose the majority of the population.

Romelito Flores, Department of Education (DepEd)city division superintendent, said Friday they submitted to the DepEd-12 last week a list of local schools that may be able to conduct limited classroom instruction.

hen implemented the national ID or PhilID can be used for contact tracing in case there is a need for such in the near future.

According to OIC Regional Director Pepito Amoyen of the Philippine Statistics Agency-XI, the national ID can be connected to such contact tracing system. The national ID can have a contact tracing capability thus no need for people to register again to get QR codes.

randmaster (GM) Eugene Torre could very well be the headliner of the first Professional Chess Association of the Philippines (PCAP) draft.

Unless the team has a different plan in mind, Antipolo looks to take the 69-year-old chess wizard as the first overall pick of the draft set to be held at the Quezon City Sports Club on Sunday.

Torre holds the distinction of being the first Asian to earn the grandmaster title and remains among the barometers of how Filipinos should succeed in chess, making him the logical choice as the top draft pick.

If ever the Cobras indeed pass on Torre, however, they still have a bevy of GMs to choose from in Mark Paragua, Joey Antonio, Rogelio Barcenilla, Darwin Laylo, John Paul Gomez, Oliver Barbosa, and Julio Sadorra.
