and Transportation and Franchising Regulatory Board (LTFRB 11) on Thursday ordered drivers and operators of public utility vehicles (PUVs) in Davao City to switch on the air conditioning system or open all the windows of their vehicles to minimize the risk of Covid-19 transmission among passengers.

This is in line with the recently issued Davao Office Circular No. 2020-59 by the regional office of the Land Transportation and Franchising Regulatory Board (LTFRB 11) requiring all public utility buses (PUBs), UV Express (UVE), taxis, public utility jeepneys (PUJs), FilCabs, shuttle services, tourist transport

services, and other PUVs operating within Davao City to provide ventilation inside the vehicles.

The order was issued following the issuance of Resolution No. 3, series of 2020 by the Davao City Covid-19 Task Force on December 15, 2020, directing LTFRB 11 to require adequate air ventilation in all

PUVs in Davao City.

LTFRB 11 has coordinated with other government agencies and entities concerned with any aspect involving public land transportation services with the end in view of effecting continuing improvement of such services, deems it appropriate to set guidelines supplementary to Memorandum Circular (MC) No. 2020017, to further mitigate the spread of Covid-19.

LTFRB 11 Regional Director Armand Dioso said the release of the said order followed after the Davao City Covid-19 Task Force requested LTFRB 11 to require adequate air ventilation in all PUVs and

The City Health Office (CHO) has identified 3,538 health workers, medical, allied-medical, and other personnel who are directly catering to or are in contact with Covid-19 patients.

These are either regular employees or contract of service or job order, including accredited and registered Barangay Health Workers (BHWs), who are assigned to hospitals, laboratories, or medical and quarantine fa-

cilities.

According to City Budget Officer, Ermelinda Gallego, the list of health workers to receive AHDP and SRA has been sent to the Human Resource Management Office (HRMO) to make sure that no health worker is left behind.

The grant of the AHDP and SRA is per Administrative Order No. 35 and 36 by President Rodrigo Duterte and prescribed in the joint circulars Nos. 1 and 2 series of 2020 of the Department of Health (DOH) and the Department of Budget and Management (DBM).

Gallego said that under the AHDP the frontline Human Resources for Health (HRHs) will get P3,000 per

month. While under the SRA, the public and private HWs will receive 25 percent of their basic pay.

“These allowances are over and above from their regular hazard pay under the Magna Carta of Public Health Workers,” she said.

This will be funded by the Department of Health with a total of P95.6 million, of which P57.8 million is for the SRA and P37.8 million is for the AHDP. Recall that during the implementation of the Enhanced Community Quarantine (ECQ), the city government of Davao has granted hazard pay to employees who physically reported to work during this period.

According to Duterte, members of the opposition were trying so hard to regain power by destroying his reputation.

“Painting the other guy black so that you would appear white. Iyan ang ginagawa nila. Pinipinturahan kami ng itim para bumango sila, maputi sila (That’s what they’re doing. They’re painting us black so they look good, they’re white),” he said.

Earlier, Malacañang expressed confidence that ICC judges will eventually decide against opening a preliminary investigation into the drug war.

Presidential Spokesperson Harry Roque cited the principle of complementarity in which the ICC can only investigate crimes against humanity if local courts are unable or unwilling to do so.

ORDINANCE NO. 0330-20 Series of 2020 AN ORDINANCE REQUIRING ALL PUBLIC AND PRIVATE SCHOOLS IN ALL LEVELS IN DAVAO CITY, TO INCLUDE IN THEIR CURRICULUM THE TEACHING OF THE HISTORY OF THE CITY OF DAVAO Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as the “DAVAO HISTORY ORDINANCE”.

SECTION 2. DECLARATION OF POLICY – It is the policy of the City of Davao to promote character formation and wholesome personality development by requiring schools at the elementary, secondary and tertiary levels to inculcate patriotism and nationalism, foster love of humanity, respect for human rights, appreciation of the role of national heroes in the historical development of the country, teach the rights and duties of citizenship, strengthen ethical and spiritual values, and develop moral character and personal discipline. Thus, culture and tradition found in the history of the City will now be an integral part of the educational system of the City.

All public and private schools in the city offering elementary, secondary and tertiary education are hereby mandated to include, as part of their curriculum, the History of Davao City.

SECTION 3. CREATION OF DAVAO HISTORY BOOK COUNCIL – A Davao History Book Council shall be created to be headed by the City Mayor, for the purpose of managing and implementing the project.

SECTION 4. COMPOSITION DAVAO HISTORY BOOK COUNCIL – The Davao History Book Council shall be composed of: a. Chairperson – City Mayor b. Vice Chairperson – Vice Mayor c.

Members - Chairperson, Committee on Education, Science and Technology, Arts and Culture - Head, City Planning and Development Office - Superintendent, Division of City Schools - Director, Commission of Higher Education - President, Davao Historical Society SECTION 5. TECHNICAL WORKING GROUP (TWG) – The Technical Working Group shall be created for the purpose of undertaking, researches, write-ups, preparing modules and other learning materials. The members of this group shall be remunerated based on reasonable compensation allowed by law. The members of the Technical Working Group/Research Team are as follows: 1. Two (2) Members of the City Council 2. Four (4) representatives from the Division of City Schools 3. One (1) representative from the City Planning and Development Office 4. One (1) representative from the City Library 5. One (1) representative from Museo Dabawenyo 6. Three (3) authors of Davao History Books 7. Two (2) representatives from Davao Historical Society 8. Two (2) representatives from the Department of Education (DepEd) Regional Office The Technical Working Group/Research Team is allowed to organize consultation meetings with prominent persons of Davao (old families), private schools/universities, and other sectors of the community (public officials, businessmen, indigenous people, media, artists, etc.), for evaluation and validation purposes. Expenses for consultations will be shouldered by the City.

SECTION 6. EDUCATIONAL MATERIALS – In order to carry out the purpose of this Ordinance, the City Government of Davao shall cause the publication and distribution, free of charge, of the “History of Davao” as its official textbook to all public and private educational institutions in the City.

Copies of the book shall also be given to all local and national government offices in the City.

SECTION 7. ACADEMIC FREEDOM – Academic Freedom shall be allowed for private and public colleges and universities for other supplemental learning materials provided, however, that their learning materials are faithful to the official Davao History Book.

SECTION 8. BUDGET – An annual appropriation shall be appropriated for purposes of this Ordinance. The City shall appropriate funds for the first year in constituting the Technical Working Group for the research/workshops on the development and production of the book.

Thereafter, the cost of publication, updating of the materials and other related expenses shall be included in the Local School Board Funds.

SECTION 9. TIMETABLE – The Teaching of the History of Davao City shall officially commence in 2022, or earlier if feasible.

SECTION 10. REPEALING CLAUSE – All ordinances, resolutions, circulars, memoranda, or rules and regulations inconsistent with the provisions of this Ordinance are hereby repealed and modified accordingly.

SECTION 11. SEPARABILITY CLAUSE – If for any reason, any portion or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby shall continue to be in full force and effect.

SECTION 12. EFFECTIVITY – This Ordinance shall take effect fifteen (15) days after its publication in a local newspaper.

SECTION 2. DECLARATION OF POLICY – Section 192 of the Local Government Code states that “Local Government Units may, through ordinances duly approved, grant tax exemptions, incentives or reliefs under such terms and conditions as they may deem necessary”.

SECTION 3. EXEMPTION – Section 276 of the Local Government Code states that: Section 276: Condonation or Reduction of Real Property Tax and Interest – In case of general failure of crops or substantial decrease in the price of agricultural or agri-based products, or calamity in any province, city or municipality, the sanggunian concerned, by ordinance passed prior to the first day of January of any year and upon the recommendation of the Local Disaster Coordinating Council, may Condone or Reduce, wholly or partially, the taxes and interest thereon for the succeeding year or years in any city or municipality affected by the calamity.

SECTION 4. PERIOD – This waiver of payment of the real property tax will be for the year 2020 only, and the Tax Condonation shall only be applied proportionately to be computed by the Office of the City Building Official (OCBO), City Assessor’s Office, City Treasurer’s Office, all of this City, and shall not apply to tax penalties and surcharges previously incurred.

SECTION 5. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

Greek NBA superstar Giannis Antetokounmpo says he's staying with the Milwaukee Bucks for at least five more seasons for a reported $228.2 million (USD).

ore than 85 percent of NBA players will be available for the 2020 Tokyo Olympic qualification tournaments, International Basketball Federation (FIBA) secretary general Andreas Zagklis said on Wednesday.

Speaking at an online roundtable interview, Zagklis said he also believed that top NBA players would have enough motivation to compete at the delayed Tokyo Olympic Games next year.

“It’s clear from the feedback we have received from our players around the world, including NBA players that they consider the Olympic Games as a highlight of their careers.

So the motivation is there,” Zagklis said.

The Covid-19 pandemic not only forced the Olympic Games to be postponed by a year but also affected the global schedules of all sports.

FIBA has confirmed that the men’s Olympic qualifiers will take place from June 29 to July 4 in 2021, one week later than originally planned. The NBA then decided to play a shortened season with 10 games fewer than usual in the regular season, with the playoffs to be held between May 22 and July 22 next year.

“I think there is a great understanding of what it means for the NBA and its players to play in the Olympics,” said Zagklis.

“The Players Association and the owners took the decision to play a shortened season which would mean 26 out of 30 teams

will have finished by [the Olympic qualifiers] and all the teams will have finished in time for the Olympic Games.”

“I believe that this means we will have, in the Olympic qualifiers, more

than 85 percent of NBA players available,” said the Greek.

The FIBA 2019 Basketball World Cup saw Argentina, Australia, France, Spain, Iran, Nigeria, and the United States qualify direct-

ly for the Tokyo Olympics, with Japan receiving automatic qualification as hosts.

The four remaining places in the 12-team Olympic tournament are reserved for the winners of each of the four qualifying

tournaments, to be played in Canada, Croatia, Lithuania, and Serbia.
