he Davao City Public Safety and Security Command Center (PSSCC) in coordination with the counter-terrorism unit of Eastern Mindanao Command (EastMinCom), Task Force Davao, and Davao City Police Office (DCPO) conducted a simulation exercise (SIMEX) on building seizure and hostage rescue on December 2, 2020 at Venees Hotel along MacArthur Highway, Matina in Davao City.

The SIMEX is part of the operational readiness and training to further improve the city’s overall counter-terrorism strategy along with the Culture of Security.

“It’s just a routine security exercise for the security clusters of Davao City under the supervision of Public Safety and Security Command Center. We are just testing the security preparedness and inter-operability of secu-

rity units/offices in Davao City,” said Retired Police Lt. Colonel Angel Sumagaysay, head of PSSCC. All necessary precautions were done to ensure the success of the said activity. He said there was normal flow of the traffic since personnel of the City Transport and Traffic Management Office (CTTMO) and 911 Emergency Medical Services (EMS) were also involved in the said activity.

“We did it at dawn to use and test some of the equipment of the maneuvering units as well as the effectiveness of our communication system. This is one way to develop the camaraderie and unity of our responders,” Sumagaysay said.

The city government of Davao has been intensifying security preparedness and measures and involving Dabawenyos in various anti-terrorism experimental exercises to prevent acts of terrorism in the city.

This has been strengthened with the launch of Culture of Security Project, which is a people-centered campaign that encourages Dabawenyos to adapt vigilance as their way of life.

The campaign “May Nakita?

Dapat Magsalita!” is an order encouraging Dabawenyos to

adapt the Culture of Security as part of their way of life.

Through the campaign, Dabawenyos are urged to volunteer themselves for inspection and help in the implementation of security measures in the city; report all suspicious persons and activities in their community; remind friends and family of all the security regulations within Davao City; and Participate in implementing the culture of security within their workplace, school, purok, subdivision and to be an active part of their community defense system.

According to the NHA, as of October 2020, out of the planned 123,535 housing units for Region 6, 89,491 have already been completed, with the remaining 22,869 units undergoing construction.

LGU officials led by Mayor Perez, for their part, were profuse in their apprecitation for the timely assistance of the Duterte administration.

TF Yolanda, NHA turn over 1,354 housing units in Capiz - Nograles

abinet Secretary Karlo Nograles led the online turnover of free housing units to beneficiaries in Pilar, Capiz last December 1, 2020 in coordination with Task Force Yolanda, the National Housing Authority and local government leaders under the Yolanda Permanent Housing Project for Region 6.

Nograles heads the Inter-Agency Task Force for the Unified Implementation and Monitoring of Rehabilitation and Recovery Projects and Programs in Yolanda-affected Areas.

The 18th virtual turn over of housing units was made in the following areas: Morcita Ville Phase 1 (988 units) and Morcita Ville Phase 2 (366

They received P6,000 aid from their 15-day work through the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD).

Duterte’s office said that they are among the workers affected by the global crisis brought about by the coronavirus disease 2019 (COVID-19) pandemic.

The local musician group Samahan ng mga Musikero sa Davao Inc. (Samadhi) officer Fely Encinares said that since the quarantine begun due to pandemic, musicians have to stop their engagements and search for other source of in-

come.

The government’s TUPAD program aims to mitigate the impact of the national health emergency. The beneficiaries of the program will be assigned to work for 10 to 15 days before they will receive the cash assistance.

Duterte’s office said that this TUPAD distribution is just a kick start for this month.

Aside from the blind masseurs, musicians, and former hotel, restaurant and bar staffs, over 23,000 marginalized and displaced workers will be provided with the same assistance in the coming weeks.

There will also be around 3,000 beneficiaries which will receive their livelihood assistance this month from the First District Office in coordination with the Department of Social Welfare and Development (DSWD).

Duterte’s office earlier mentioned that the distribution of either cash and/ or food, and livelihood assistance focused on the “poorest of the poor” and workers who are directly affected by the pandemic from the 54 barangays of the first district.

Aggressive community testing to be conducted in DavNor

he Department of Health (DOH) is set to conduct aggressive community testing (ACT) in Davao del Norte from December 2 to December 4 to capture COVID-19 positive cases and to immediately isolate close contacts.

In an interview this morning, Davao del Norte COVID-19 Crisis Management Operations Center Incident Commander, Dr. Alfredo Lacerona said areas with high number of COVID-19 cases are due to be covered in ACT particularly the cities of Tagum, Panabo and the Island Garden City of Samal including the municipality of Kapalong.

Tagum City targets to place under the aggressive testing some 1,800 individuals; Panabo City, 1,200; Municipality of Kapalong, 1,200 and IGACOS, 300.

“Kay nakita sa DOH nga grabe ang pagsaka sa atong kaso dinhi halos madoble ang kaaso sa October sa November. (The DOH has seen the surge in cases in COVID-19 cases here that almost double the cases of October in November),” he said.

Data from the Provincial Health Office COVID-19 Crisis Management Center shows a total of 616 COVID-19 cases from September 06 to November 30. Of these cases , 464 cases or 75.5 percent were registered in November alone.

The week-on-week bar graph data shows that that the highest total peak of 62 cases on the third week of October , more than doubled at a total of 135 cases on the third week of November.

Dr. Lacerona explained that the ACT is intended to arrest the spread of community and local transmission of COVID-19.

Test results is set released within 48 hours or two days after the ACT with DOH taking charge of the laboratory processing, while PHO will organize the testing and the tracing the COVID-19 close contacts, making use of the QR system data.

also be mobilizing personnel to conduct the swab testing during three-day ACT. Meanwhile, Dr. Lacerona attributed the continued uptick of COVID-19 cases in Davao del Norte to lax attitude in complying with established health protocols, and to lack in strength of enforcing the health protocol policies.

He noted those who no longer believed in physical distancing. He also revealed that most of the positive got infected in gatherings during which they were confident with their acquaintances and relatives they were meeting, not knowing that one among them was a COVID carrier; “it was there that they got infected”,” he said. “We have seen that all LGUs have been doing there best but the problem is in the community where some people no longer believe in the local transmission,” he added.

Dr. Lacerona also noted concerns on enforcement as he had been seeing crowded areas with some still conducting gatherings and trainings, going to wakes during which people took off masks to dine and had coffee breaks.

“There really is a problem on enforcement,” he said upon noting continued conduct of gatherings.

Of the 464 COVID-19 positive cases in November, 266 or 57 percent were logged as local transmission while 173 or 37 percent were community transmission or cases which could no longer be traced from whom.

Meanwhile, Dr. Lacerona also confided concerns on Isolation facilities which were becoming dearth with the continued rise in number of COVID-19 positive cases.

However, Provincial Governor Edwin Jubahib had ordered the conversion of the Davao del Norte Gym into isolation area for COVID-19 asymptomatic patients as the Davao Regional Medical Center (DRMC) only accepts moderate to severe cases of COVID-19.

He said Governor Jubahib had also been calling on local chief executives to set up additional isolation areas to hold the close contacts of COVID-19 positive cases.

Gloria 28 resumes voyage to GenSanDavao City- Indonesia this month

ndonesian-flagged vessel Gloria 28 has resumed its voyage to Davao City.

The vessel was scheduled to arrive in General Santos City today, December 4, 2020, and will immediately sail out to Davao City before returning to Indonesia on December 7, 2020.

Gloria 28, which has a 256 twenty-foot equivalent units (TEUs), began the Manado-Davao voyage route in

October 2017 as an alternative to the 500-TEU M/V Super Shuttle RORO 12 of Philippine company Asian Ma-

rine Transport Corp. for the Davao-General Santos-Bitung roll on-roll off (RoRo) service that was deferred for lack of demand.

The Davao-GenSanBitung roll on-roll off (RoRo) service, launched on April 30, 2017 with President Rodrigo R. Duterte and Indonesian President Joko Widodo leading the ceremony.

resident Rodrigo Duterte on Wednesday invited Russian President Vladimir Putin to visit the Philippines next year “as soon as circumstances allow”.

Duterte extended the invitation through new Russian Ambassador to the Philippines Marat Ignatyevich Pavlov who was in Malacañan Palace to present his credentials to the President.

“Next year marks the 45th anniversary of our diplomatic relations. I take this opportunity to reiterate my invitation to President Vladimir Putin to visit the Philippines as soon as our circumstances will allow. It will be an opportunity to celebrate and reaffirm the enduring friendship and cooperation between our countries,” he said in his speech.

In October 2019, then Russian Ambassador Igor Khovaev said Putin had already accepted Duterte’s invitation.

If Putin pushes through with the visit, it will be his first visit to Manila. Duterte has visited Russia twice— in 2017 and 2019.

Duterte also thanked Russia for their offer to provide the Philippines with doses of their potential vaccine for coronavirus disease 2019 (Covid-19).

“We thank Russia for its offer to supply Sputnik V and share this technology on vaccine production with the Philippines,” he said.

Russia earlier said that its Sputnik V vaccine, developed by the Gamaleya Scientific Research Institute and the Russian defense ministry, is 92 percent effective at protecting people from

Covid-19 based on interim trial results.

In the same speech, Duterte said he considers Russia a “good friend and partner”.

“Over the past few years, we have strengthened cooperation in defense and security, health, science technology, and the economy of our countries. We aim for an ever more robust and deeper cooperation in the coming years,” he said.

Duterte also accepted the credentials of six other Ambassadors namely Shambhu Santha Kumaran (India), Claudio Alberto Rojas Rachel (Chile), Titanilla Tóth (Hungary), Imtiaz Ahmad Kazi (Pakistan), Juha Markus Pyykkö (Finland), and Ahmed Shehabeldin Ibrahim Abdullah (Egypt).

He expressed commitment to further enhance Philippines-India cooperation in defense, security, trade and investment, and in combatting the Covid-19 pandemic and looked forward to honoring the invitation of Indian Prime Minister Narendra Modi to visit India.

Housing units halfway ready for Magsaysay quake victims

T

he municipal government of Magsaysay in Davao del Sur is fast tracking the turnover of another batch of housing units to earthquake victims in order to reduce the number of remaining families who are at risk in the evacuation centers.

Magsaysay Mayor Arthur Davin bared that about 100 housing units are ready for turnover this month, saying that this would add up to the more than 500 units which were already given to the evacuees.

Davin said that if the additional units would be turned over, they would then serve decent abode for about half of the more than 1,500 families who lost their homes during the series of strong earthquake that severely hit the municipality last quarter of 2019. He added that the

National Housing Authority Region XI (NHA-XI) is continuing the construction of the remaining houses which are part of the 2,002-housing unit project for Magsaysay with a budget allocation of P579,579,000.

Apart from NHA, the local chief executive disclosed that some organizations from the private sector have also provided assistance for the earthquake victims, such as the Philippine Red Cross which constructed 54 houses in Barangay Gamang and a rural community which sponsored 61 houses in one of the relocation sites.

As these kinds of situation disrupts the lives of populations affected; putting them at risk of developing various undesirable health and related conditions, including those that threaten

the nutritional status of the most vulnerable groups such as infants, children, pregnant women and breastfeeding mothers, the National Policy on Nutrition Management in Emergencies and Disasters stipulates that actions should be undertaken to normalize the conditions of these families.

Meanwhile, Davin mentioned that the displaced families still continue to do farming as their main source of income in their farm lots, while they are staying either in the evacuation centers or in their new homes in the relocation sites. He said that based on the recommendation of the Mines and Geosciences Bureau (MGB) and Philippine Institute of Volcanology and Seismology (PHIVOLCS), they can still return to their farm lots and continue farming.

WHEREAS, Section 468 (a)(4)(v) of the same Code mandates the Sangguniang Panlalawigan to “approve measures and adopt quarantine regulations to prevent the introduction and spread of diseases within its territorial jurisdiction”; WHEREFORE, on motion of SP Member Laureano B. Davao Oriental bags national rice achievers award

T

he Province of Davao Oriental bagged this year’s National Rice Achievers Award for its significant contributions to the rice industry.

The award was conferred by the Department of Agriculture (DA) Secretary William Dar in the awarding ceremony held via a live teleconference at the Department of Agriculture Bureau of Soils and Water Management (BSWM) Office in Quezon City, Manila, on Friday, November 27.

In 2019 Davao Oriental was also adjudged as one of the Country’s top rice producers.

In a statement, Davao Oriental Agriculture Office Head Rotchie Ravelo said that this is the fourth year the province was hailed as a national awardee, the third, second, and first was in 2018, 2015, and 2014, respectively.

Eight other provinces including Davao del Norte were also conferred with Rice Achievers Awards by the DA – Pangasinan, Nueva Ecija, Ilocos Norte, Isabela, Cagayan and Bukidnon for Provinces Category A, and Zambales.

In 2019, Davao Oriental

exceeded the national average production target of 4.28 metric tons per hectare as the province hit an average yield of 4.51 metric tons per hectare. With this, the province was able to contribute 0.38 percent to the country’s total rice production.

Ravelo said that the boost in rice production is also attributed to the local government’s interventions which include the provision of services ranging from technology and extension, production support, credit and financing, provision of agri-infrastructure, machinery, and marketing support.

Along with the recognition, the two provinces also received P4 million worth of rice production related projects.

They also received P1 million each as a cash incentive.

The province aims to

increase the areas planted to rice and achieve 90 percent rice self-sufficiency by 2022.

It also targeted to improve its rice productivity and increase the income of farmers.

Currently, Davao Oriental has a potential area of 20,000 hectares for rice production.

The province has also been a top performer in the agriculture sector producing Gawad Saka Agri-Achievers over the years consisting of farmers and PAGRI (Provincial Agriculture) employees who received special distinction for their excellent performance and dedication in their respective fields.

Governor Nelson Dayanghirang commended the farmers of his province who, through their toils and efforts, feed the people as he vowed to remain steadfast in helping the farmers.

Under his administration, the provincial government has provided a subsidy to farmers in terms of the planting and provision of fertilizers and pesticides, among others.

Jasaan LGU, LANDBANK sign P300-M loan for water system, sanitary landfill and slaughterhouse projects JASAAN, Misamis Oriental – The Land Bank of the Philippines (LANDBANK) and the Municipal Government of Jasaan, Misamis Oriental recently entered into two (2) loan agreements totaling P300 million for the expansion of the municipality’s water system and the construction of a sanitary landfill and slaughterhouse facilities.

Mayor Redentor S. Jardin and LANDBANK Capistrano Branch Head Assistant Vice President Josephine B. Mercadal led the loan signing together with Acting Municipal Treasurer Florilinda H. Caparas and LANDBANK Cagayan de Oro Lending Center Account Officer Ramil C. Lumayag on October 28, 2020.

LANDBANK granted the local government unit (LGU) a P150 million term loan to upgrade Jasaan’s water system facilities and address the

municipality’s dwindling water supply.

The expansion project aims to benefit around 7,723 households from six (6) barangays with efficient and uninterrupted potable water supply.

The loan will finance the construction of a Level-3 water system to connect secondary pipelines to Level-3 household connections. This will complete the series of upgrades implemented by the Jasaan LGU under its Potable Water Supply System

Project.

LANDBANK also granted the LGU another P150 million term loan for the construction of a Category-1 Sanitary Landfill which will ensure the proper disposal of residual and hazardous wastes from the community. The project will involve the excavation of two (2) hectares of land, including the construction of drainage, gas ventilation, leachate, septic, hazardous waste and electrical systems, an administration build-

ing and a perimeter fence. The LGU is also looking to expand the landfill by 10 more hectares. In addition, a portion of the loan will be used to purchase several equipment for daily landfill operations.

The loan will also finance the construction of a class “AA” slaughterhouse that will upgrade Jasaan’s existing 100-square meter facility from accommodating up to 20 heads to 100 heads of hogs and cattle per day.

Soon, farmers and raisers in the municipality will no longer travel far to accredited slaughterhouses in Cagayan de Oro City and Manolo Fortich for their needs.

“Even in the past, LANDBANK has been very accommodating and has supported our vision for Jasaan. With their assistance, we were able to establish our new municipal hall

building and SIDARC water supply projects that continues to serve the citizens of Jasaan.

Now, with the approval of our new loans, we are looking forward to bringing uninterrupted water services to the people and provide basic services for our constituents,” said Mayor Jardin.

LANDBANK has been a trusted partner of Jasaan LGU since 1993. In 2007, LANDBANK provided the LGU a P22.7-million term loan for the construction of the municipal hall building and a P29.71-million term loan for the establishment of its SIDARC water system.
