resident Rodrigo Duterte on Friday called on the member states of the Asia-Pacific Economic Cooperation (APEC) to ensure unhampered access to medical supplies and technologies for all, especially the future COVID-19 vaccine, amid the coronavirus pandemic.

"We have to ensure the unimpeded flow of medical supplies and technologies especially COVID-19 vaccines. It is a folly to assume that there can be pockets of safe havens in face of a global pandemic. We have to defeat the virus everywhere or no one is safe," Duterte said in his speech at the online APEC forum hosted by Malaysia this year.

"To do this, we need to strengthen partnership to make vaccines a global public good," he said.

Duterte said information "is the key to effective response and mitigation efforts" amid the pandemic.

"We welcome Malaysia's initiative to establish a COVID live online portal precisely for sharing of best practices," he said.

He also called for "free, open and fair" trade among APEC members.

"This is key to achieving sustained and inclusive economic recovery, where APEC will play an important role," he said.

Leaders of the 21 Pacific Rim economies, which account for about 60 percent of

global GDP, discussed the response to the deadly disease and adopt a new vision for post-pandemic cooperation in the region.

APEC members are set to adopt the APEC Post-2020 Vision, which will replace the 1994 Bogor Goals, in setting the forum's objectives for promoting free trade and regional connectivity in the aftermath of the coronavirus pandemic, "The COVID-19 pandemic has had a lasting impact on the way we view trade and economic priorities within APEC," Malaysian Prime Minister Muhyiddin Yassin said in his opening remarks.

"We need to trade and invest our way out of the current economic downturn.

We must come together and work constructively towards navigating the region along a path of robust, inclusive and sustainable economic recovery and growth," he said.

Founded in 1989, APEC is a platform for discussions on free trade and economic cooperation by Pacific Rim countries covering 37 percent of the global population, including 48 percent of the world's trade volume.

“The president already approved the lifting of the temporary suspension of deployment of nurses and other medical workers,” Bello told Reuters.

But to ensure the Philippines, which has the second-highest number of COVID-19 cases and deaths in Southeast Asia, will have enough medical professionals to fight the pandemic, only 5,000 health care workers will be allowed to leave every year, Bello said.

istration suspended the deployment of doctors, nurses and health care workers abroad to preserve its frontline force against the pandemic.

The ban took effect April 2 but was later revised to allow health workers with existing employment contracts as of March 8, 2020 to leave the country.

But the clamor mostly from nurses’ groups prompted the government to reconsider expanding the exemption to include health professionals with complete overseas employment contract as of Aug. 31, 2020.

Around 1,000 to 1,500 nurses were affected by the temporary ban that began in April, according to Philippine Overseas Employment Administration (POEA) Administrator Bernard Olalia.

"I am sorry to inform [you] that I tested positive for covid-19 yesterday. To all who made contact with me pls do the approp[riate] protocols," he said in a statement.

His staff said the senator is OK but currently has cough and cold. His eldest daughter also tested positive for coronavirus but is asymptomatic.

SPMC denies making money on Covid-19 cases

A

n official of the Southern Philippines Medical Center (SPMC) belies accusations by some individuals that the hospital is making more money if patients are listed as Covid-19 and could gain more from PhilHealth if they are declared severe or critical.

The rumors started to spread when some families complained about their patients listed as Covid-19 cases when brought to SPMC even if the cause of deaths were of reasons other than Covid-19.

These reports also gave rise to the “scamdemic” term used by those who think the pandemic is just a hoax.

“What will the staff gain from this when SPMC is a government hospital? Any income that the Philippine Health Insurance Corporation (PHIC) will pay us is duly accounted for in accordance with existing accounting and auditing rules,” said Barbara

Cezar, financial and management officer of SPMC, in an email interview.

Cezar said the clinical chart is a legal document and any diagnosis that the medical doctor will encode in the chart is supported by tests and examinations on the patient, therefore, cannot be manipulated.

“The Covid positives are really based on PCR. The transmission of the virus is real. I don’t think the hospital will falsify data since it’s going to be fraud,” said Department of Health (DOH) Undersecretary Leopoldo “Bong” Vega, former chief of hospital of SPMC, in a

telephone interview.

SPMC, the biggest government hospital in the country with 1,500 beds, is considered as the ground zero for Covid-19 treatment not only in Davao City but Davao Region and Mindanao as well thus maximizing its manpower and resources and streamlining its Covid-19 response.

There are about an average of 800 to 1,000 patients a day being tested for Covid-19 at SPMC. As of October 31, 2020, the hospital has tested a total of 91,728 patients.

“We are still given the testing kits and reagents by the Department of Health (DOH),” Cezar said.

According to Vega SPMC receives about P300,000 per severe Covid-19 patient and P700, 000 for each critical Covid patient from PhilHealth.

Cezar shared to Edge Davao the PHIC packages of Covid-19 patients wherein for

mild cases P43,997; moderate P143,267; severe P333,519; and critical P786,384 per Covid-19 patient.

Cezar emphasized that since SPMC started Covid-19 admissions in March, the hospital has not received any payment for its claims for Covid-19 cases since PHIC added a requirement for these claims.

“We still have to retrieve the clinical chart of the patients for submission to PHIC to support our claims. Although, in the PHIC circular issued, there was no requirement of a copy of the whole chart of the patient. However, PhilHealth Regional Office 11 (PRO 11) issued an advisory in August, 2020, requiring us to submit a copy of the whole chart of the patients,” she explained.

The military said Bensio Barahama was operating in the areas of Panamao, Omar, and Luuk, all of Sulu.

he Davao City 19th Council has approved on second reading the proposed ordinance regulating Unmanned Aerial Vehicles (UAV), Remotely Piloted Aerial Units (RPAU), or any Remotely Piloted Aerial System (RPAS) or the Drone Regulations Ordinance of Davao City.

Councilor Ma. Belen Acosta, the Chairperson of the City Council Committee on Peace and Order, said that once passed on its third reading and approved by the Davao City Mayor Inday Sara Duterte all drones will be required to register with the Public Safety and Security Command Center (PSSCC) for regulation.

“Lahat po ng drones kailangan irehistro, regardless of weight, purpose, and specifications (All drones must be registered, regardless of weight, purpose, and specifications). This is to make sure that the air space of Davao is being used for good purpose and not for criminal or terrorist intent,” she said.

Originally, drones weighing seven kilograms (15 pounds) or more must secure a certification from the Civil Aviation Authority of the Philippines (CAAP) before they can operate.

Ret. P/Col Angel Sumagaysay, the chief of the PSSCC, said that the ordinance is a preventive measure against possible terrorist attacks using drones.

“Drones can be used as weapons by terrorist groups and criminals. To prevent that, we should regulate all the drones

operating or flying in the city for the safety of all Dabawenyos,” he said.

Acosta said, “We need to be updated since more high-tech drones are getting smaller and smaller, but with higher camera specifications. We have to be attuned to the times and aware of new technology to protect the peace and order and the general welfare of Dabawenyos.”

She added that this would be beneficial for the welfare of Dabawenyos since drones are also used for environment scanning and rescue missions.

“Nagagamit din kasi ito sa mga rescue missions, sa mga evaluations ng critical areas. So ang mga military personnel na mayroong drones, hindi nila kailangan mag-register kasi for rescue missions, and peace and order (These can also be used for rescue missions, for evaluation of critical areas. So, the military personnel who are operating drones don’t need to register because their purpose is for rescue missions, and peace and order). They only need to coordinate with PSSCC,” Acosta said.

Before registering drones, owners undergo an orientation to educate them on the restricted zones or “no-fly zones”, the aerodrome that is more or less eight to ten kilometers away from the airport, and other regulations to be implemented.

Diokno said the AMLC report showed that about 79 percent of the total STRs from January to August this year are related to fraudulent online activities, child sexual exploitation, and abuse and money mules/ pass-through accounts.

STR submissions by electronic money issuers (EMIs) rose by 688 percent, while submissions by pawnshops and money service businesses (MSBs) increased by 51 percent.

conomists continue to project further cuts in the Bangko Sentral ng Pilipinas’ (BSP) key policy rates next year even as real interest rates are now in the negative, citing the need for more economic activity boost.

This, after the unexpected 25 basis points reduction in the central bank’s key rates on Thursday, which brought the total reduction to date to 200 basis points.

In a report, ANZ Research said the latest rate cut, which brought the central bank’s overnight reverse repurchase (RRP) rate to a record-low 2 percent, aims to address the weak consumer and business confidence and the impact of the global economic uncertainty.

These factors, it said, “have taken precedence over the earlier priority of strengthening policy transmission.”

It also cited monetary authorities’ outlook that economic recovery is now underway but its success depends largely on the improvement of the public health system, availability of coronavirus disease (Covid-19) vaccine, and revival of consumer and business confidence.

The low transmission of previous rate cuts, the slow delivery of fiscal measures, and weak credit growth were cited in the report as unaddressed issues.

“Given today’s turnaround in policy priority, we do not rule out further rate cuts next year. Even so, in our view, its efficacy will be limited by weak transmis-

sion,” it said.

ING Bank Manila chief economist Nicholas Mapa said the rate cut targets “to resuscitate falling bank lending and combat the economic recession.”

He said monetary authorities saw the need for the cut given the economic impact of the recent typhoons, which is projected to reduce domestic output this year by around 0.15 percentage points.

Mapa does not consider the latest rate cut to greatly boost bank lending “given the dimming growth outlook with unemployment elevated and consumer sentiment still negative.”

“We believe that BSP will likely pause at its December meeting now that real policy rates have fallen even deeper into negative territory with the central bank likely calling for a renewed push for additional fiscal spending to address the freefall in economic activity as Covid-19 infections remain elevated in the country,” he added.

Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort said limitations of government funding for economic stimulus likely played as among the factors for the latest BSP rate cut.

The AMLC is seeking several amendments on the country’s Anti-Money Laundering Act (AMLA) in a bid to prevent the country from being included in the Financial Action Task Force (FATF) gray list.

FATF has recommended several measures to improve the country’s anti-money laundering measures and the observation period will end by February 1, 2021. This was originally set to end in October this

year but was extended as a result of the pandemic.

Diokno said several bills are pending in Congress and he is hopeful that lawmakers will recognize the importance of these bills to save the country from being re-included in the gray list, which is an indication of lack of policies and regulations against money laundering.

“We remain optimistic that gray listing can be averted as no less than the President himself has certified the bills as priority over other bills,” he added. (PNA)

PH bans all poultry products from England over bird flu outbreak T he Philippines has temporarily banned the entry of poultry and poultry products from England in the UK after a town there reported a bird flu outbreak.

In a memorandum order issued by the Department of Agriculture, the importation of domestic and wild birds and their products like poultry meat, day old chicks, eggs, and semen from Frodsham in

England, United Kingdom is prohibited for the meantime.

It also noted that processing and evaluation of application and issuance of sanitary and phytosanitary permits for the commodities are immediately suspended.

Only permits issued on or before Nov. 9 will be allowed provided that frozen poultry meat has been processed 21 days prior to the outbreak.

Throw in Alessandra “Ella” Nagayo in a golf course and she will catch fire. Truly, a natural to the greens and fairways. First, at home in Davao City many years ago. In Melbourne, Australia where she played two years on a golf scholarship. And now, in Canada--her new home.

The 16-year old teen golf phenom who goes by the moniker “Swingderella,” made it to the Team Ontario golf squad for the 2021 season. Golf Ontario announced on Thursday Nagayo’s inclusion to the squad which features features many of the best young golfers in the province.

The 2021 team will feature 18 members as part of the soon to be launched Junior Golf Pathway, seven members will return from the 2020 team, and will be joined by 11 fresh faces.

The seven returning athletes include Thomas Latter (Credit Valley G&CC), Peter Blazevic (Markland Wood GC), Ben MacLean (St. Catherine’s G&CC), Sarah Gallagher (Blue Springs GC), Ella Weber (Rattlesnake Point GC), Bo Brown (Blue Springs GC), and Alexis McMurray (Glen Abbey GC).

Joining the team on the female’s side are four strong players, who each had an excellent showing during the 2020 championship season. New faces include the 2020 Super Camp champion Nagayo who represented Don Valley Golf Club, and Super Camp silver medalist Alissa Xu (Station Creek). Also joining are 2020 Ontario Junior Girls’ bronze medalists, Jillian Friyia (Highland CC) and Rozlyn Rooke (Blue Springs GC).

With a focus on the team’s vision, mission, and values aimed at inspiring lifelong excellence, Millage will work to help team members grow as golfers while also instilling habits that will lead to success throughout life. Additional support from the Integrated Support Team comprised of Dr. Nick Martichenko; Strength & Conditioning Coach and Dr. Charles Fitzsimmons; Sport Psychologist will help enhance the athletes’ skills through fitness, nutrition, and development of the mental side of the game.

The team will have heavy focus on training and athlete development, the Team Ontario program has been built to maximize the success of these athletes. Modern Golf in Toronto and Peak Performance in Vaughan will be Team Ontario’s primary indoor off season training facilities. Added to the training schedule this year, Team Ontario will be travelling to Bear Mountain in Victoria BC this December, to use Golf Canada’s National Junior training centre. Pending COVID-19 restrictions, Team Ontario is again hoping to return to Myrtle Beach for training before the 2021 Can Am Junior Team Matches. Myrtle Beach has been a great partner of Golf Ontario and offers some amazing off season training for the team.
