PRRD approves advance payments to potential Covid vaccine suppliers

resident Rodrigo Duterte has approved the recommendation to make advance payments to suppliers of potential vaccines for coronavirus disease 2019 (Covid-19), Malacañang said Thursday.

“Papasok po tayo ng advance market commitments kasama ng private vaccine developers at pagbigay ng advance payments sa kanila (We will enter into advanced market commitments with private vaccine developers and will give advanced payments to them),” Presidential Spokesperson Harry Roque said in a Palace press briefing.

Roque said Duterte agreed to enter into advance market commitments (AMCs) to avoid being among the last countries to acquire a vaccine. The President was initially against having to pay pharmaceutical companies to reserve vaccines in advance.

“So medyo pumayag na po tayo na magkakaroon tayo ng advanced kasi pag hindi po tayo pumayag baka mangulelat tayo dun sa mga bansa na makakakuha ng vaccine (We agreed to pay in advance because if we don’t, we might be the last among countries to get the vaccine),” he said.

He said Duterte changed his mind about making advanced payments after seeing a list of countries that have already made AMCs. “Alam ko po nung una ayaw ni Presidente ‘yan, pero nung nakita po niya yung listahan ng mga bansang naga-advance payment, hindi naman tayo magpapahuli basta meron naman tayong pondo. Kung kinakailangan ibenta ang mga ari-arian ng gobyerno gagawin niya ‘yan pero dahil nga importanteng masiguro na meron po tayong bakuna, pumayag na po siya nung tina-

tawag na advanced payments (I know the President initially disapproved of that setup, but when he saw the list of countries that made an advanced payment, he realized he didn’t want to be among the last to acquire a vaccine because we have funds. If he would need to sell government property, he would do it but because we must have a vaccine, he approved making advanced payments)” he added.

Roque said Duterte also approved various modes of financing for vaccines including private-public tripartite agreements without cost to government and the emergency use authorization to be issued to the Food and Drug Administration (FDA) via proposed executive order.

Once the President issues an executive order, Roque said it would speed up the process of allowing the use of vaccines with FDA approval from countries they were developed in.

“Dati rati po, bago magamit ang isang bakuna rito na-approve na ng US FDA at Chinese FDA kinakailangan muna ng anim na buwan ng pagsusuri pero kung mapipirmahan itong executive order na ito aba’y 21 araw nalang po magagamit na rin natin sa Pilipinas (In the past, vaccines approved by the US FDA and Chinese FDA would need six months of review before they are allowed to be used here but if this executive order is signed, it would only take 21 days and it will also be allowed to be used in the Philippines),” he said.

In a taped meeting with Cabinet members aired Tuesday, Duterte said the government must get the "best bargain" for the country's supply of vaccines once available.

Mayor Sara Duterte-Carpio sought the assistance of Joint Task Force (JTF) Covid Shield for enforcement of Authorized Persons Outside Residence (APOR) and Non-APOR travel into Davao City to insulate other LGUs from the effect of the surging cases in the city as well as to further protect the residents of Davao City.

The measure is contained in Executive Order (EO) NO. 63-A Series of 2020.

Covered by the EO are APORs such as health and emergency frontline services personnel; government officials, employees, government frontline personnel; duly-authorized Humanitarian Assistance Actors (HAAs); and those coming in for work or business and going home to secure requirements for entry to Davao City.

For those travelling via land transport from other parts of Mindanao, they are required to present company/office ID and Certificate of Employment OR Principal acknowledgment

of labor/service (for those without employer-employee relationship); company/office travel order; and hotels and other similar accommodation establishments Confirmation (APOR cannot stay in the houses of Davao City residents), if staying for more than one day.

For land travellers from Visayas and Luzon, JTF COVID Shield and LGU required a company/office ID and Certificate of Employment OR Principal acknowledgment of labor/service (for those without employer-employee relationship); company/ office travel 0rder; hotels and other similar accommodation establishments Confirmation (APOR cannot stay in the houses of Davao City residents), if staying for more than one day; and 24 to 72- hour from date of arrival RT-PCR negative test result or test upon arrival.

here are no changes in quarantine restrictions in Davao City despite the rising number of Covid-19 cases that are now overwhelming the city’s healthcare facilities.

Carlito Galvez, chief implementer of National Task Force (NTF) Covid-19, eliminated the possibilities of placing Davao City under Enhanced Community Quarantine (ECQ) or Modified Enhanced Community Quarantine (MECQ) because of the the surge in COVID-19 cases.

He clarified that he will still not recommend to place the entire Davao City under ECQ or MECQ due to economic reasons.

“I will recommend that Davao City should at least go to GCQ,” he said during a meeting of the Coordinated Operations to Defeat Epidemic (CODE) Team held at the Camp Quintin Merecido of the Police Regional

Office (PRO) 11 on Wednesday afternoon.

Galvez also recommended to the city government the implementation of localized ECQ in barangays with high number of Covid-19 cases particularly the coastal areas. The Department of Health-Epidemiology Bureau recently reported that the new cases in the last 14 days of the city came from these areas. Barangays Buhangin, Barangay 19-B, Talomo Poblacion, Agdao, and Bucana were identified as Covid-19 hotspots.

He also noticed that the city is weak in contact tracing as some first persons who had a direct contact to a COVID-19 positive were not immediately

It can be recalled that the city government of Davao is deploying 164 tracers of the 1,500 hired by the Department of the Interior and Local Government (DILG) to improve and intensify contact tracing of the local government of Covid-19 cases.

After the training, contact tracers will be deployed to different districts in the city, prioritizing areas with a higher number of Covid-19 cases, and those with a larger population.

With his family’s consent, Theo’s eyes and kidney were donated to people who need them most to live a full life.

In Theo’s death, several were given the chance to live longer. Theo was best suited to be an organ donor considering his age and health.

As Theo was wheeled into the operating room, the hospi-

tal staff bowed down to show their respect to the young ‘hero.’

The Rabat-Gayta family have a lot of plan for Theo. For now, their only consolation is knowing that Theo became what he always wanted to be — a hero for some needy individuals.

“It’s inspiring to know that there will be people seeing the world through Theo’s eyes and there will be people who are given another chance in life,” said Theo’s mother.

heo Louis Rabat Gayta was a very promising young man.

Son of City of Mati Vice Mayor Glenda Rabat-Gayta, Theo had just began college when the Covid-19 pandemic struck.

At 19, Theo was enrolled at the Ateneo de Davao University taking up BA Mechanical Engineering.

Theo was just like any teenager who’s into social media and online gaming.

On Monday, November 16, Theo was airlifted to Davao City after sustaining a gunshot wound in the head. He did not

Airline companies scramble to prepare for ultra-cold Covid-19 vaccine distribution

A

irlines are scrambling to prepare ultra-cold shipping and storage facilities to transport COVID-19 vaccines developed by Pfizer and Moderna, whose doses, which require deep freezing, are likely to be among the first to be distributed.

A recent survey by an air cargo association and a drug shippers' group found only 15 percent of industry participants felt ready to transport goods near the minus 70 degrees Celsius (-94°F) required by the Pfizer Inc vaccine, while around 60 percent could meet Moderna Inc's less stringent -20°C requirement.

Typically, airlines use containers with cooling materials such as dry ice to transport pharmaceutical products, but some don't have temperature controls, making products susceptible to unforeseen events such as flight delays.

Airlines are now considering options ranging from a large plug-in freezer that can cost about as much as a small car to a multi-layered canister that uses liquid nitrogen to ship vaccines requiring a deep freeze.

The potential demand for such high-end packaging has helped shares of cold container specialists such as Cryoport Inc and Germany-based va-Qtec more than double in recent months.

"With direct contracts with five temperature-controlled container manufacturers, Korean Air has secured sufficient quantities of containers. For now, we are in the process of signing contracts with other container manufacturers," a Korean Air spokesperson said.

Air France-KLM said it was gearing up for a test run with one of the drugmakers - it declined to say which that will see dummy samples shipped at ultra-low temperatures, likely via Amsterdam's Schiphol airport.

The drill will use boxes carrying as many as 5,000

doses each, all cooled by dry ice, Air France-KLM special cargo manager Béatrice Delpuech told Reuters. Later shipments may also use larger ultra-cold containers rented from va-Q-tec.

"They need to validate the entire logistics chain from end to end, including the air freight segment," Delpuech said. "We have a dedicated task force examining every step of the process with all our teams, to make sure there are no hitches anywhere."

DRY ICE LIMITS But one difficulty with vaccine transport is that airplanes can only carry a limited amount of dry ice - frozen carbon dioxide - as it turns into gas over time, displacing the breathable air in the cabin.

All widebody planes can carry a maximum of around 1 tonne of dry ice in refrigerated and insulated containers, according to a DHL white paper on vaccine transport.

"Depending on the type of aircraft, there are usually not more than a few containers on board at the same time," said Joachim von Winning, chief executive of Air Cargo Community Frankfurt.

For an alternative, Deutsche Post AG's DHL has been using Cyroport's capsule containers, which use liquid nitrogen to keep goods as cool as -150C for up to 10 days to support clinical vaccine trials, said Patricia Cole, DHL Global Forwarding's global head of temperature management solutions.

Although it is relatively a small-scale solution, with only hundreds of vials in each container, broader preparations have already begun.

Pfizer, which is working with DHL, FedEx Corp and United Parcel Service Inc for vaccine distribution in the United States, said on Monday it has launched a pilot delivery programme in four states to help it refine its nationwide and global shipping plan.

epartment of Agriculture (DA) Secretary William Dar on Thursday said more rice will be imported in 2021 to fill the gaps caused by the recent typhoons' damage to agriculture.

According to Dar, the DA is targeting to elevate the rice sufficiency in the country to 93%, but with the agricultural damage due to the typhoon, he said it could drop to 90% or 89%.

“If we're able to meet that target, then we only have to import 7% of our total rice con-

sumption. With the typhoon damages now, that could go down to bring us back to almost 89% to 90%,” he said.

“We have yet to now bring in 10% of our total rice consumption,” he added.

Dar noted that it is "a given" to import rice if the country cannot produce its total

“We cannot emphasize enough the importance of proper handwashing, along with other health protocols, in ensuring everyone’s health and safety during this time.” the Vice Mayor said.

City gov’t opens special batch Work for Davao, Cash for Work

A

fter finalizing the 23rd and final batches of the Work for Davao, Cash for Work Program, the Davao City government has opened a Special Batch for the same program launched to help Dabawenyos whose jobs were affected by the lockdowns and restrictive measures against the spread of the coronavirus diseases.

The Work for Davao, Cash for Work Program has a total allocated budget of P169,944,000 from the Local Government Support Fund downloaded from the Department of Budget and Management (DBM). Each beneficiary will receive P3,960 for their 10-day community work.

The focal person for the program, Presidential Commission for the Urban Poor (PCUP) Commissioner Norman Baloro, said that the special batch was opened to complete the 42,915 target beneficiaries of Work for

Davao He said that the city government originally planned to have 23 batches of beneficiaries for the program, however, out of the listed qualified applicants released since July, not all of them continued with the program.

“One of the reasons they haven’t continued was because they got sick during the period of implementation of their batch. Another was because there was a community lockdown in their residence or area, some also went home to their hometowns, and lastly, during the implementation of their batch, fortunately, they were hired for work,” Baloro said.

As of November 17, 21 batches have rendered their service for the program, while the list of qualified applicants for the 23rd batch is still to be announced and will start work from November 23 to December 7, 2020.

The U.S. drugmaker has also developed temperature-controlled and GPS-enabled boxes that use dry ice to keep its vaccine at around -70C for up to 10 days.

But cold-chain solutions providers such as Sweden's Envirotainer say so-called active containers, which use electric motors to cool their contents, are safer and more cost-effective.

A Envirotainer spokesman said that its fleet of active temperature-controlled containers was twice that of its competitors and that it was preparing to increase its capacity by 50 percent.

Va-Q-tec also said this month that it would significantly expand its container fleet over the coming months in anticipation of orders

Airlines have become more reliant on cargo for revenue this year as passenger numbers plunged amid pandemic-related travel restrictions.

Accenture's Seabury Consulting estimates the global roll-out of a vaccine will generate 65,000 tonnes of air freight, which is five times the air vaccine trade in 2019.

But airlines think the potential for the vaccine to allow a return to normal travel is most important, KLM chief executive Pieter Elbers said at a CAPA Centre for Aviation event on Nov. 11.

"I think overall for the entire industry, the vaccine is going to be much more important than the cargo revenues it would bring," he said.
