he usual 20 to 30-minute trip from the northern and southern parts of Davao City going to downtown area more than doubled the time as the flow of traffic went snail’s pace due to the stringent inspections conducted by security forces during the restart of the Food and Medicine pass (FM pass) on Tuesday morning.

Mayor Sara Duterte-Carpio ordered for the re-implementation of the FM pass through Executive Order No. 62 Series of 2020 to prohibit non-essential travel in Davao City. Tje measure aims to control the number of COVID-19 cases in Davao City as COVID-19 beds in the Southern Philippines Medical Center (SPMC) and other hospitals went full on.

The FM Pass reimplementation is also due to “persistent disregard of many individuals to abide by the stay home/ quarantine while the city is

under the modified general community quarantine (MGCQ).”

As expected, Dabawenyos who have to go to work, scheduled appointments to their doctors, and for errands rued the heavy traffic and vented their ire on social media.

The EO states that the FM pass shall be used to buy food or medicines. Two individuals can be named on the pass but only one named person can use it at any given time. The FM pass must be used with a valid ID to verify the name indicated therein.

The FM pass with last digit 1, 3, 5, 7, 9 can only be used on Monday, Wednesday, and Friday. FM pass with last digit 0, 2, 4, 6, 8 can only be used on Tuesday, Thursday and Saturday. FM pass can only be used from the hours of 5:00AM to 7:00PM. On his end, Colonel Consolito Yecla, commander of Task force Davao (TF Davao), although, inspections of FM pass is not under their jurisdiction, however, checking of travel documents took long as there are individuals who are persistent to enter Davao City despite failure to present documents at city’s main checkpoints.

Yecla said TF Davao checks for permits, IDs, certifications and proof of appointments those non-Davao residents who travel to Davao for essential purposes.

“Nagkakaroon ng traffic dahil yong iba, nakatago pa sa mga bags ang folders yong

mga documents. Hindi nila na i-ready kaya bawat sasakyan umaabot ng almost a minute kaya congested ang traffic.

Yecla said it would only take 20 seconds to 30 seconds for TF Davao to passengers and individuals who are already aware of the provisions of EO 62.

He advised passengers and individuals to ready the supporting documents upon entering Davao City and cooperate with the TFD inspectors to prevent traffic congestion.

Hunger remains a challenge for the country, especially during the Covid-19 health crisis. According to the latest data from the SWS Mobile Survey, there is a 30.7% hunger rate covering an estimated 7.6 million families as of September 2020.

The level of food access uncertainty rose from 53.9% in 2018 to 64.1% in 2019, based on figures from the the DOST Food and Nutrition Research Institute’s 2019 Expanded National Nutrition Survey (ENNS).

The Cabinet Secretary was quick to clarify, however, that before Covid-19, the 2019 4th quarter numbers shows only an 8.8% incidence of involuntary hunger for the previous three months.

"Overall, the data shows we need to do more work to address the issue. That's why the Zero Hunger Task Force formulated the National Food Policy to serve as a policy roadmap moving forward," the former Davao legislator emphasized.

The NFP lays down six key result areas (KRAs) that shall determine and address issues involving review of current policies, ensuring a steady supply of food during emergencies, access to food and agricultural resources, as well as education and in-

formation campaigns to get more citizens involved in the program.

"The NFP is ambitious but doable, that's why we strongly encourage the participation of stakeholders from the private sector NGOs, religious groups and various other stakeholders to truly make it effective. Addressing hunger and poverty is every Filipino's concern. The NFP's success, in a sense, will be everyone's legacy to the next generation," Nograles stressed.

Government’s National Food Policy to Address Hunger and Malnutrition in the Country

he Duterte administration envisions the anti-hunger, anti-poverty program as a lasting gift to the Filipino people, a legacy that should be enjoyed by generations to come."

Cabinet Secretary Karlo Nograles made the remark during the virtual launching of the National Food Policy initiative held last November 4, 2020 led by the National Food Coalition (NFC) and the Koalisyon sa Karapatan sa Sapat na Pagkain (KKSP).

In an online consultation attended by 49 NGO officers and stakeholders, Nograles discussed the concrete steps undertaken by government to address the hunger problem under the existing Covid-19 pandemic.

The Malacañang official explained that President Rodrigo Duterte signed Executive Order No. 101 creating the Inter-Agency Task Force on Zero Hunger to better implement a coordinated inter-agency effort under the "whole-of-government

In signing the AO, Duterte recognized that human resources for health (HRHs) physically report to the frontlines in the fulfillment of their duties, and are inevitably exposed to health risks and hazards.

"National government agencies, government-owned or -controlled corporations and local government units are hereby authorized to grant AHDP up to PHP3,000 per month to frontline HRHs which shall be in addition to any Hazard Pay, Hazardous Duty Pay, Hazard Allowance, Special Risk Allowance or other similar benefits under existing laws, issuances, rules, and regulations, and shall be exempt from income tax," the AO read.

Frontline HRHs refer to medical, allied medical, and other personnel in the public sector, who are involved in the national healthcare response to mitigate the transmission of Covid-19 and prevent further loss of lives.

They can be civilian employees occupying regular, contractual or casual positions, whether full or parttime or workers engaged through contract of service (COS) or job order (JO), including duly accredited and registered barangay health workers (BHWs), who are assigned to hospitals, laboratories or medical and quarantine facilities, and whose official duties and responsibilities are direct-

ly related to the healthcare response of the government to Covid-19.

Under the AO, front line HRHs must physically report for work at their assigned work stations on the prescribed official working hours.

The grant of the Covid-19 AHDP will be pro-rated based on the number of days that the front line HRHs physically report for work in a month, reckoned from Sept. 15 until Dec. 19.

Consultants and experts engaged for a limited period to perform specific activities or services with expected outputs; laborers engaged through job contracts and those paid on piecework basis; student workers and apprentices; and individuals and group of individuals whose services are engaged through COS or JO, including BHWs, who are not assigned to hospitals, laboratories or medical and quarantine facilities will be excluded from the grant of AHDP. The fund for the implementation of the AO will be sourced from the PHP13.5 billion appropriated under Bayanihan 2.

The Department of Budget and Management, in coordination with the Department of Health, will issue the guidelines necessary for the effective implementation of the order.

The order takes effect immediately following its publication in the Official Gazette or in a newspaper of general circulation.

Last March, Duterte issued AO No. 26 granting a Covid-19 hazard pay at the rate of PHP500 per day to government workers who physically report for work.

The event was witnessed by Police Brig. General Filmore Escobal, director of the Police Regional Office XI, Major General Arnel Escobal, chief of the Directorate for Integrated Police Operation in Eastern Mindanao, and IGACOS Vice Mayor Richard Guindolman.

Cascolan clarified that the chopper will be used for the administrative function of the PNP Directorate for Integrated Police Operation and not for combat operation or rescue mission.

He said that soon enough there will be one chopper per DIPO or area police command.Cascolan revealed the police will be purchasing combat choppers to help out and assist the Armed Forces of the Philippines.

“The AFP has the lead role in the counter-insurgency while the police only assist in the internal security operation. We assist, we do administrative functions and transport people through the

choppers and it makes the job easier and faster,” he said.

Cascolan explained that the DIPOs now will be the PNP’s arm in assisting the AFP in the counter-insurgency operation.

He described the DIPO to handle sixty percent of the revitalized police sa barangay, and air assets, at sea, they will be controlling some waterfronts from the Maritime Group and even from the Special Action Force.

“The DIPOs will be steady in their area, Northern Luzon, Southern Luzon, Visayas, Western Mindanao and Eastern Mindanao. DIPOs are there to monitor and to supervise law enforcement activities ranging from anti-insurgency, counter-terrorism, and anti-criminality,” Cascolan said.

Uy said that the deployment of air assets by the PNP in IGACOs is an added cloak of security for the island.

He said they are happy with the security partnership between the PNP and IGACOS. Uy cited the security partnership can add protection especially that the contraction of the IGACOS and Davao City-link is forthcoming.

“We are aware that for the past twenty years, the terrorists really entered IGACOS where they failed on their first try but succeeded on the second attempt to abduct people. Definitely the establishment of air assets will help and will make any group to think twice in conducting criminal activities,” he said.

avao City Police Office (DCPO) chief Colonel Kirby John Kraft said the Tuesday’s traffic congestion was not only due to the reimplementation of FM pass but also enforcement also of the prohibition of non-essential travel in Davao City as stated in Executive Order No. 62 that provides for guidelines on enforcement of the prohibition on non-essential travel in the city.

He explained that individuals are required to present documents upon passing through

a quarantine control points.

“Meron na kasi mga requirements. Lahat ng dadaan

po sa isang quarantine control points, una, tatanungin po siya kung essential ang travel niya o hindi. Pag sinabi niyang essential tatanungin siya kung saan siya pupunta o nagta-trabaho, hahanapan po siya ng employees ID or certificate of employment. Kung sasabihin niya na business ang kanyang aasikasuhin, hahanapan siya ng business permit or DTI registration or other documents.

he decision of former Speaker and Davao del Norte 1st District Rep. Pantaleon Alvarez to resign from the ruling Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) was his personal decision, Malacañang said Monday.

In a Palace press briefing, Presidential Spokesperson Harry Roque echoed Alvarez’s decision to step down as the PDP-Laban Secretary-General to “commit and pursue voter’s education campaign.”

“Personal na desisyon iyan ni Congressman Alvarez at ang naintindihan ko naman, tumawag siya sa akin kahapon, ang dahilan daw ay dahil mag-i-engage siya sa voter’s education ‘no na baka hindi niya magagawa kung siya po ay kasapi ng administration party (That Congressman Alvarez’s personal decision and I understand it, he called me yesterday, and his reason is he wanted to engage in voter’s education which he might not be able to do if he is still a member of the administration party),” he said.

Roque made no further comments, and instead wished him well in his next undertaking.

“Iyon lang po ang sinabi niya sa akin at sa panig naman ng Malacañang (That’s all he told me and on behalf of Malacañang), we wish him well,” he added.

Alvarez served as the Secretary-General of PDP-Laban, President Rodrigo Duterte’s party, for almost half a decade.

On Sunday, Alvarez said he resigned because “serving as a ranking officer and member of PDP-Laban while

simultaneously handling this advocacy may be misconstrued by critics as politicking by the Party presently in power.”

He explained that he accepted the offer to lead as chairman and revive Reporma, a non-mainstream party not affiliated with any personality reportedly seeking the Presidency.

“This way, the voter’s education campaign can proceed, and rightly be perceived, as politically neutral without risking possible backlash against PDP-Laban,” he said in a statement.

Alvarez thanked PDP-Laban President Senator Aquilino “Koko” Pimentel III, for allowing him to serve as the Secretary-General of PDP-Laban.

He expressed appreciation for the party’s efforts in bringing to the attention of the nation the importance of empowering local governments as a prerequisite for a strong republic and its support during the 2016 and 2019 elections.

“The party’s assistance for those campaigns that led to historic electoral victories cannot be understated,” he said.

Alvarez previously served as Speaker of the House during the first and second regular sessions of the 17th Congress from 2016 to 2018.

He was removed from his position in a coup d'etat staged by House members on the day of Duterte's third State of the Nation Address in July 2018, and replaced by former president and then-Pampanga Rep. Gloria Macapagal-Arroyo. (PNA)

PRRD OKs augmentation of calamity funds for typhoon-hit LGUs -- Go

P

resident Rodrigo Duterte approved the proposal to augment the calamity response fund of local government units severely hit by the recent typhoons, Senator Christopher “Bong” Go said on Monday.

Go said his previous pitch of providing additional local Disaster Risk Reduction and Management Fund equivalent to 1% of the LGUs’ respective Internal Revenue Allotments has received the nod of the executive department.

“Inaprubahan na rin ni Pangulong Duterte ‘yung direktiba na inapela ko noong mga nakaraang linggo—iyong ubos na ang calamity fund ng mga apektadong LGUs dahil sa pandemya,” the senator said during a relief distribution in Marikina City on Monday.

“Magbibigay ng 1% of the IRA ang national government para makatulong kaagad sa mga tinamaan ng bagyo,” he added.

The senator did not specify which LGUs will receive the additional fund but the victims of Typhoon Ulysses, the

latest cyclone that entered the country, are located in the Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol Region, Metro Manila, and Cordillera Administrative Region, according to the National Disaster Risk Reduction and Management Council (NDRRMC).

Go also welcomed the creation of the inter-agency task force that will focus on the rehabilitation of areas devastated by the series of typhoons.

He stressed that building back disaster-resilient communities is imperative to protect more lives.

“More than simply rebuilding, we should build back better. Kasi kung ibabalik lang natin ang nakagawian, mauulit rin lang ang problema kapag may panibagong kalamidad na darating,” Go said.

The NDRRMC on Monday agreed to recommend the declaration of state of calamity over the entire Luzon due to the damage brought by the previous typhoons that hit the country in the previous weeks.

he City Government of Tagum thru the City Environment and Natural Resources Office (CENRO) in partnership with the Department of Natural Resources (DENR) identified three (3) Marine Protected Areas along the coastline of Tancuan Creek to the proposed port of Hijo Resources Corporation during the conduct of Coastal and Marine Habitat Mapping and Reconnaissance Survey.

Due to this, the City of Tagum, Hijo Resources Corporation, and the Department of Science

and Technology Region XI entered into a partnership by signing a Memorandum of Agreement last October 27, 2020. The agreement stipulated that all parties shall fully cooperate in activities and other initiatives relative to the protection and conservation of these designated Marine Protected Areas.

The City’s move to enter into the said MOA hopes to create impact not only on the environmental preservation, but also on the socio-economic and over-all well-being of people living in the immediate community.

The signing of the said MOA was attended

by CENRO’s Head Vivian Bahalla and some of the LGU employees, Hijo Resources Corporation’s employees, DOST Region XI representatives, and DENR representatives.

Mayor Allan L. Rellon, Vice-chairperson and CEO of Hijo Resources Corporation Rosanna T. Fores, and DOST Regional Director Anthony Sales signed on behalf of their respective parties to honor the said agreement.

The event was held at Lanikai, Hijo Resorts at Madaum, Tagum City.

Located at Sun City Road, Buhangin, with a total land area of 5.2 hectares, it will be dedicated for the Lyceum Davao campus. The area will include an academic resource center, a pool, dormitories, maritime center, and a football field inside this development in Buhangin, Davao City.

CLI is also set to launch a house and lot project in Barangay Magtuod in Davao City and preparing to kick off its projects in Ormoc City, Cagayan de Oro City, and Dumanguete City.

National Government promotes Healthy Lifestyle in Joint COVID-19 Guidelines

T

he Department of Transportation (DOTr), Department of Interior and Local Government (DILG), Department of Public Works and Highways (DPWH) and the Department of Health (DOH) developed a joint circular to provide guidance on the use and promotion of active transport during and after the COVID-19 Pandemic. Active transport refers to physical activities such as walking and biking, that are undertaken as a means of transport. By promoting active transport, the national government aims to address the limitation of public transportation services and encourage more active lifestyles. This guideline covers all active and motorized transport users, as well as implementing agencies and their concerned units.

The guideline says that

bicycle users must wear facemasks to decrease the chances of spreading COVID-19. To avoid experiencing difficulty in breathing, bicycle users are advised to bike in low or moderate intensity. Should they need to take a break to restore normal breathing, they may pause and stay at the pedestrian lane, provided that they strictly follow physical distancing. Cyclists are required to maintain at least one-meter distance on all sides from other cyclists and pedestrians.

Cyclists and pedestrians are required to follow basic respiratory etiquette while on the road. Tissue or the inner portion of the elbow must be used to cover nose and mouth when sneezing or coughing. Hands must be disinfected and used tissues must be disposed of properly. Disposal of used tissues, spitting and litter-

ing on the streets are strictly not allowed. Cyclists and pedestrians should dispose of trash in the appropriate trash cans – if none are available, cyclists should pocket trash until a trash can is found.

In addition, cyclists and pedestrians are also strictly prohibited from smoking in all public areas, including the road. Disposal of cigarette butts on the road is also strictly prohibited.

The guideline also stresses that cycling in heavy rain is not advised.

Cyclists are advised to seek shelter and wait out the rain before resuming.

Those who decide otherwise are highly encouraged to have complete safety gear and to bike slowly. Finally, the guideline advises the cyclists to regularly disinfect their bicycles after each use, or when coming home.

uring the COVID-19 pandemic, the personal and companies’ finances across the Philippines and beyond have been affected. platform (Facebook), the HOLY CHILD Community Market provided an online space for the community to market their food products. Anybody within the HOLY CHILD Community is allowed to sell his or her food products online while others are the ones who buy the food posted.

With the increasing number of FB Group members, the community continues to grow. We saw the need to go out of it and extend the help to our external community.

During the quarantine, the farmers all over the country were also affected by the lockdowns. Thus, one of the main reasons why Community Market was

launched was to help our community farmers.

To support sustainable agriculture, improve and increase local access to quality farm products, and respond to the call of farmers in helping augment their income, a partnership with AGRIBIZ of City Agriculture and AGILA Farmers Association has been made.

Through this, we were able to link farmers from Marilog and Bukidnon to Holy Child communities.
