resident Rodrigo Duterte has encouraged parents to get their children vaccinated to prevent the spread of communicable diseases.

In a brief message aired in PTV-4, Duterte expressed support to the Department of Health (DOH) and its partners, the World Health Organization and the United Nations Children’s Fund, as they hold the nationwide measles, rubella, and polio supplemental immunization activity.

He said that the prevailing coronavirus disease 2019 (Covid-19) pandemic should teach lessons about addressing such health issues.

“The most important lesson that we are learning from the ongoing Covid-19 pandemic is that the health risks posed by the spread of communicable diseases must be seriously addressed,” he said.

Duterte called on stake-

holders to support the government’s immunization program for the benefit of the entire community.

“I, therefore, call on parents of children under five years old as well as the local government leaders and other community stakeholders to support the immunization activity.

Together, let us safeguard the well-being of our children and ensure a healthier future for our nation,” he added.

Communicable diseases are illnesses caused by viruses or bacteria that people spread through contact with contaminated sources, bodily fluids, blood products, insect bites, or through air.

Vaccination is an important part of communicable disease control worldwide, according to the DOH. Last October, the DOH said it will conduct a nationwide immunization

Duterte earlier warned that “many will go to jail” after he ordered a government-wide corruption probe.

Colonel Kirby John Kraft, director of the Davao City Police Office revealed that 18 people were arrested the other night in the respective areas of jurisdiction of the Sta. Ana and Talomo Police Precincts since the liquor ban was again implemented up to December 31 this year.

He said that as of the other night, 24 people were arrested for curfew violation.

“The young still want to go out. They comprise the great number of curfew violators,” Kraft observed.

He said people seem to be fed up of the situation though majority of the residents have been complying with the health protocols such wearing face masks, social distancing, washing of hands with soap and wa-

ter and alcohol.

Kraft said the situation calls for everyone to be responsible especially that the COVID-19 infection in Davao City is caused by those who always go out of their houses.

He also disclosed that as far as the city police is concerned, four policemen from Sta. Ana Police Station have been isolated and are awaiting results while all policemen and detainees at the Toril Police Precinct have totally recovered from COVID-19 infection.

“It is likely that the police got afflicted while they implement the law,” Kraft said.

He also revealed that three new police stations are already operational namely Police Station 13 in Mandug, Police Station 15 in Ecoland and Police Station 17 in Baliok.

By MAYA M. PADILLO fter a storm of complaints against the Safe Davao QR registration, separate links for individuals and establishments have been developed to decongest system traffic.

Mayor Sara Duterte-Carpio announced on Monday that from single DQR link, two links will be available for separate registration of establishments and individuals.

“Karon gibulag siya.

Lahi ang link sa individuals ug lahi ang link sa establishments. ,” the mayor said.

The link for establishments will be up on Wednesday (November 11) so that establishment registration can then resume while the individual registration will follow.

The mayor said a general list of offices and establishments that need to implement DQR scanning will have yet to be released this week. She said the

list is needed to also give a heads-up to the offices and establishments as she maintained that not all are required to do so.

“Duna’y mga listahan na karon sa mga establishments ug kung kinahanglan pa ba sila mga-scan o dili na and then gina-pacheck nato siya sa mga doctors because and ginapangita man gud sa contact tracing is close contact of a confirmed Covid-19 positive. The mayor said the general list of establishments will be released within

this week. She added that the department heads of the malls were already instructed to prepare QR scanners.

“This is for the information of offices and establishments but of course i-publish nato ni publicly then mahibalo na pud ang individuals,” she said.

Mayor Sara admits she is still uncertain of the need to do DQR scanning at the entrance of malls as these are not considered spaces for possible close contact.

She said she will get advice from doctor-consultants about it and about food carts and food stalls that are strategically located in open spaces inside malls.

She cited example the City Hall of Davao wherein all its offices have scanners for entrance and exit points.

The public have been asked to wait for the general categorization of these offices and establishments.

For establishments with an existing QR scanning system, she said it could not serve as an alternative to the DQR as the latter is the only official QR code that will be implemented within the city under her Executive Order No. 60, Series of 2020.

“Duna na’y establishments na ready na sila. Isunod nato ang individuals after ma-up nato ang link sa establishments. We will give official advisory,” she said.

Currently, there are 360,000 individuals who registered already since October 31, 2020.

“No need to get a new one (for individuals registered already),” she added.

The system’s developers asked the mayor’s permission to take down the DQR registration site temporarily last week as it was overwhelmed by people wanting to have access at the same time.

Integration of QR between Davao City, provinces possible

The mayor said the city government of Davao already received a letter from the local government of the Island Garden City of Samal (IGaCoS) for the integration of QR codes.

“Nagsulat na ang Samal requesting nga mag-integrate ang QRs because nauna na sila sa atoa dugay naman na naay QR dinha,” she said.

In July this year, IGaCoS has implemented a QR code to each visitor of the island for an efficient monitoring of movement around Samal Island, and to make contact tracing more efficient should they test positive for infection.

Mayor Sara said integration will happen only after the Safe Davao QR (DQR) will be upped and start running.

“Nag-ask ko kung puwede, ang sulti sa service providers puwede daw ma-integrate. But inte-

gration will come after na gyud ma-up nato ang registration sa establishments and next maghatag ta announcement na pa up nato ang link for individual registration and then we will run it because ang pagbuhat ana is modular.

Sa pagkakaron naa pa sila (service providers) sa pagbuhat sa atoang DQR,” she explained.

Mayor Sara mentioned that discussions on integrating the QR codes were already done before with Davao City’s closest neighboring provinces namely IGaCoS, Panabo City, Tagum City and Davao de Oro. “Mao na ang pinaka-duol (provinces) nga naa’y interchange ug daily exchange nga mga tao,” she said.

Apart from IGaCoS, other LGUs in Davao Region that already implemented the QR code systems are Digos City, and the provincial governments of Davao del Sur and Davao del Norte.

Senate passes on 3rd reading bill declaring child marriage illegal

enators have voted unanimously in favor of a bill that seeks to end child marriages in the country.

Senate Bill No. 1371, also known as the "Girls Not Brides Act," was passed on third reading on Monday.

It was filed in March 2020

In a report, Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort said the possible decline of trade war concerns could result in increased global trade and economic growth, especially in Asia.

Ricarfort said a lesser protectionist stance in the US could also benefit the Philippines’ imports and exports, as well as remittances and the business process outsourcing (BPO) sector.

Citing the latest domestic BPO sector figures, Ricafort said the US accounts for about 70 to 80 percent of BPO business in the Philippines.

The BPO sector is now among the growth drivers of the domestic economy, along with remittances and exports, among others.

Similarly, Ricafort said the institution of additional US government spending that the Democrats, which US President-elect Biden is part of, has been pushing, could result in better economic outcomes for the world’s largest economy and benefit its trade partners like the Philippines.

He said the Philippines is also seen to benefit from Biden’s preference for renewable power since this power source accounts for a big share in the domestic energy mix.

Aside from the challenges concerning the budget for this bold move, the SK and PCRO volunteers would be a great assistance to the program in terms of manpower.

Various obstacles may impede the PLGU from pushing through with KNK during the ongoing pandemic, but the province’s determination is far more than enough for Davao de Oro to continue making the province a place for the children.

ABUNTURAN, DAVAO DE ORO – The Provincial Local Government Unit (PLGU) of Davao de Oro held a Bayanihan Para sa Kalusugan-Kusina ng Kalinga (BPSK-KNK) Volunteers Forum in the activity hall of the provincial capitol, which gathered the province’s Barangay Nutrition Scholars (BNS), Kusina ng Kalinga team, and partners from the Sangguniang Kabataan (SK), Provincial Community Relations Office (PCRO), and the Department of Education on Tuesday, October 20, 2020 to discuss plans of pushing through with Kusina ng Kalinga despite distance learning and the pandemic.

BPSK-KNK, Davao de Oro’s own province-wide School-Based Feeding Program (SBFP), provides free lunch-meals to classified undernourished public schoolchildren for 120 school days with the target to rehabilitate 100% of its beneficiaries each year. The pandemic, however, has greatly hindered the province from achieving this goal with the imposition of distance learning—a type of learning that unfortunately keeps children from receiving their KNK lunches at school.

PH Q3 agri output up 0.7% year on year

hilippine agricultural output grew at an annual pace of 0.7 percent in the third quarter, slower than the year-ago rise of 2.3 percent, led by crops and fisheries subsectors, the statistics agency said on Monday.

The country's crops output -- which accounted for around 53 percent of the agricultural sector's total production -- rose 4.8 percent as the paddy rice harvest grew 15.2 percent, the Philippine Statistics Authority said.

Fisheries output rose 1.9 percent, while livestock, hit by the African swine fever outbreak, contracted by 7.6 percent and poultry production went down by 3.8 percent.

The government will release third-quarter GDP data on Tuesday.

Agriculture usually accounts for less than 10 percent of overall economic output.

"The 0.7 percent positive growth is a welcome news, as it confirms that we are on the right track particularly on our palay and corn production program initiatives in partnership with farmers' groups, local government units and the private sector. As for fisheries, we are pleased that it grew by 1.9 percent due to increased catch of marine species. The DA will provide needed support and interventions to further increase their productivity and incomes, and subsequently propel the growth and competitiveness of Philippine agriculture," said Agriculture Secretary William Dar in a statement.

Jollibee trims net loss in Q3 as sales show 'marked improvement'

ollibee Foods Corp recorded a P1.58 billion net loss in the third quarter, a "marked improvement" from the previous quarter as sales recover despite lingering effects of the pandemic, the company said on Monday.

The result is still far from P1.7 billion third quarter net income a year ago, but a significant recovery from P10.2 billion net loss in the second quarter this year.

System-wide retail sales were down 29.2 percent in the third quarter to P40.59 billion, bringing January to September sales to P126.4 billion, a 26 percent decline from the same period last year.

Net loss for the January to September period was at P13.5 billion.

The company said 93 percent of the group's outlets are now "operational" following the lockdowns.

339 stores have been closed permanently from January to September, majority of which located overseas.

Despite this, Jollibee said it opened 180 new stores, mostly abroad with 132 stores compared to 48

in the Philippines.

The company started reaping benefits of earlier announced P7-billion business transformation initiative.

Low price of palay amid Covid-19 hurt farmers in Davao Region

According to the Philippine Statistics Authority (PSA) the average farmgate price of palay, or unmilled rice, fell 3 percent weekon-week to P17.12 per kilogram in the second week of September, with the price up 5.8 percent yearon- year.

In its weekly update on palay, rice, and corn prices, the PSA said the average wholesale price of wellmilled rice fell 0.4 percent to P38.42 while the retail

price rose 0.02 percent to P42.24.

Farmers have been losing income with the expenses incurred from planting to post-harvest activities. This added to the problems of farmers as their agricultural lands are among the areas devastated by the series of earthquakes last year.

Also the municipality was hit by African Swine Fever (ASF) that affect its hogs sector. They have barely recovered when the Covid-19

pandemic happened.

he country’s two biggest online shopping applications have been recorded as having the most number of transaction complaints with the Department of Trade and Industry (DTI), a trade official bared on Monday.

During the virtual meeting of the Committee on Trade and Industry of the House of Representative, DTI Undersecretary for Consumer Protection Group Ruth Castelo reported that 6,907 of the total 14,869 online purchase-related complaints from January to October this year were against shopping apps Lazada and Shopee.

Compared to the full year of 2019, complaints against Lazada grew more than triple from 1,014 complaints to 3,475 for the first 10 months of the year.

Those against Shopee

increased over five times in just 10 months from 607 complaints at end-2019 to 3,432 complaints from January to October 2020.

“Ninety percent of the total online complaints from October 2020 are against two of the more familiar platforms,” said Castelo, referring to Lazada and Shopee.

She added the remaining complaints last month involved transactions on Facebook and other online platforms.

Castelo said most of the online complaints of consumers were in violations to the Price Act, defective product, and deceptive, unfair, or unconscionable sales acts or practices.

The lower House’s Committee on Trade and Industry conducted the meeting following the growing report on online fraud.

MY FIRST AMERICAN TRIP Who doesn’t want to go to the United States? I was still in high school when I dreamed of going to the land of milk and honey.

As a science journalist, I had the opportunity of going to other countries but not in the US. My aunt Aida and my sister Elena were already there; both are married to Americans. “Why don’t you come and visit us?” Daniel Chase, my sister’s husband, asked me.

Easier said than done. Getting an American visa was the hardest part. Then opportunity came when award-winning American journalist Don Hinrichsen suggested whether I come to the US or he would visit the Philippines in writing a report on water and population.

“Instead of you coming to my country,” I told him, “why don’t you invite me to come to the US? I had never been there yet.”

Don agreed. And that was how I was able to come to the US. I went there the first time on December 5, 2000. Yes, I remember it well.

“Where are you going this time,” my loving mother asked me.

She was already used to leaving our home every now and then and of my trips abroad.

I had not been telling anyone about the trip since I didn’t want them to know just in case I won’t make it. Big Apple, as New York is sometimes called, I told her. Her eyes widened. She couldn’t believe what she heard.

“Yes, it’s a dream come true,” I told her as I wiped the tears falling from her eyes. She never said a word after that but instead hugged me tightly. “Take care and have a safe trip,” she said.

If there was a foreign trip that was so exciting, this was it! In fact, the night before the trip, I was not able to sleep well. I was afraid I might be late in going to the Ninoy Aquino International Airport in Manila. So, even if it was still three in the morning, I woke up and took a bath. Afterwards, I went to the airport and checked in.

The Northwest Airlines flight from Manila to Narita was not that long, only four hours. We disembarked at the Narita International Airport and stayed there for a couple of hours before our plane left for the United States. This time, the flight was long.

For the next thirteen-hoursand-a-half, I was doing what most passengers were also doing: eating, reading, writing, walking, drinking, playing, watching movies, and sleeping. When feeling bored, I watched other passengers.

There was a mother bottle-feeding her baby.

An American couple, who were three seats away from me, were talking, or were they arguing (sorry, I really could not tell the difference)?

They were, after all, too far for me to eavesdrop.

In another lane, one huge man was snoring out loud (was the lady near him trying to find another seat, I can only guess).

Two fat men – probably not Greeks! – were drinking to their heart’s content while another one was typing on his computer.

Before I knew it, I was already in a deep slumber. Then, I was awakened when the pilot said that we would be landing soon. My heart was beating fast. Finally, I will be

able to see the US of my dreams.

“Welcome to New York,” the airport sign said. Thank you, I said to myself but my biggest problem was: how do I get to know Don, whom I have never met yet? In his email five days earlier, he told me to go to the airport’s waiting area and look for “a tall guy with mustache and wearing a hat.”

The information was not enough so I decided to e-mail also Dr. James Hansen, a former colleague who now works in New York. “Yes, I will pick you at the airport,” James assured me in his reply to my e-mail.

Now, if I would miss spotting Don, then there was James. Or, vice-versa. Since I knew James personally, he was the first person I looked for at the waiting area. He wasn’t around; maybe he was late, I consoled myself. So, I decided to carry out the second plan: to search for “a tall guy with mustache wearing a hat.”

I spotted three men who fit the description. Who among these three was Don? Using my gut feeling, I approached one person and asked him if he was Don. He answered affirmatively. Still not convinced, I requested for his identification card.

He showed his ID without much ado.

He was Don, indeed, and we started talking with each other.

We were in the middle of our conversation when someone from behind called my name. I knew it was James (I recognized his voice).

“Sorry, I wasn’t able to recognize you, Henry,” he apologized. “But when I hear your voice, I am sure it is you.”

This happened at the time when social media – particularly Facebook

– was not yet very popular!

Since Don knew the hotel where I would be staying in New York for the next 10 days, I decided to go with him. James understood the situation. But before he left, he asked Don about the hotel and then told me that he would pick me up by Saturday morning.

It was still Wednesday when I arrived. When Don and I arrived at the hotel, he told me not to sleep.

After all, it was still two in the afternoon. “Okay, thanks for the advice,” I told him before saying goodbye.

But when I was alone in my room, I tried to stretch my body and before I knew it, I was already sleeping. I woke up at 8:30 pm and was already starving. I went out and looked for a place where I could eat.

Not far from my hotel, I saw a Mexican restaurant, not very fancy but was serving pizza, short orders and drinks.

Not knowing what to eat, I ordered what was familiar to me: pizza, chicken wings and soft drink. I ate my food with much gusto. The following night, I went again to the same place. The same waiter was serving me and I ordered the same thing. On the third night, I still went to the same place. The same waiter was there. But before I could utter my order, the waiter said, “Do you want pizza, chicken wings and soft drink, sir?” Was my face red?

During my first three days in New York, I did not experience any chilly weather. But on the fourth day, I ventured to visit the Central Park, which was not very far from the hotel. I woke up very early and went outside the hotel. I was only on my fifth step when I felt the unpleas-

antly cold air that I had to rush back to the hotel. “Anything wrong, sir?”

Feeling embarrassed, I answered, “I just forgot something from my room.”

Exploring New York was not a herculean task. If you know how to count (first, second, third, etc.) and are familiar with directions (east, west, south and north), then you won’t get lost in the Big Apple. You don’t have to ride a taxi to get to know New York. Just walk.

And that’s what I did. While walking, I finally got a glimpse of people whom I had seen in movies before: a teenager buying coffee and donut in the street, a man preaching on the street corner, a female walking who seemed to come out live from a glossy magazine, and an old woman pushing a cart.

Life in New York (even in other parts of the United States) is a matter of choice. Even when buying food. So, you have to be very specific.

I made that mistake when I ordered a soft drink. “Diet or Classic?” the waitress asked. When I answered, she asked again, “In can or in a bottle?”

My first trip to the United States was indeed memorable. It broadened my mind. It gave me the opportunity of meeting fascinating people along the way. More importantly, it offered me a new perspective of what life really is.

“So, how was the trip?” my mother asked me when she saw me coming out from the car when I arrived back home. She was smiling. I hugged her and whispered, “It was great, mom!”

And, by the way, I learned, too, that New York never sleeps.

JOINT AND SOLIDARY LIABILITY IN SEAFARERS’ ABANDONMENT CASES Although international law prescribes that the seafarer has the right to be repatriated back to their point of origin, there are those who suffer abandonment by their employers.

Repatriation comes from the Latin word repatriare, “return to one’s own country,” from the prefix re, “back,” and patria, “native land.”

Seafarers are considered contractual employees since their employment is fixed for a period of time which shall not exceed 12 months.

The commencement of POEA contract is from the time when the seafarer actually departs from the Philippines, either airport or seaport, for employment.

It shall cease when he completes his period of contractual service aboard the ship, signsoff from the ship and arrives at the point of hire.

The POEA contract requires the seafarer to arrive at the point of hire as it signifies the completion of the employment contract, and not merely its expiration.

Similarly, a seafarer’s em-

ployment contract is terminated even before the contract expires as soon as he arrives at the point of hire and signs off for medical reasons, due to shipwreck, voluntary resignation or for other just causes like vessel sale and change of principal.

However, in most cases of abandonment, a shipowner has become incapable of generating required funds to continue with daily marine operations.

It then withdraws all responsibility by failing to meet its obligations regarding seafarers’ financial and social security (contractual wages), the provision of basic necessities of life (adequate food, accommodation, and medical care) and repatriation costs.

Combined with the dangers of the elements of the sea, the abandoned crew have to face the stressful and inhumane consequences of being stranded in a country where they do not speak the language, and the difficulties of financial constraints due to unpaid wages.

According to the International Maritime Organization

(IMO), there are 438 cases of abandonment (5,767 seafarers) that have been recorded since 2004 until August 2020. In 2020 alone, 31 cases (concerning 470 seafarers) have been recorded to date.

Filipino seafarers stranded onboard the Oceanstar 86 for almost six months in the waters off the coast of Fujian, China were reported after a video showed their dire living conditions and pleaded for their immediate rescue. They were recently repatriated back to the country.

As long as the seafarers have not arrived at the point of hire, they are entitled to payment of monetary benefits under the contract.

The seafarer is entitled to be paid his wages and other benefits after the expiration of his contract and during the extended period until the vessel’s arrival at a convenient port. The obligations and liabilities of the local agency and its foreign principal do not end upon the expiration of the contracted period as they were duty bound to repatriate the seaman to the point of hire

to effectively terminate the contract of employment. (Interorient Maritime Enterprises, Inc. v.

NLRC,330 Phil. 493).

The POEA rules states that the manning agency shall assume “joint and solidary liability” with the employer, which is meant to assure aggrieved workers of immediate and sufficient payment of what is due them.

The Amended Migrant Workers Act ( R.A. 10022) also states that the agency which deployed the employees shall be jointly and solidarily liable with the principal for the money claims awarded to the employees.

The Supreme Court explained in the case of Catan v.

NLRC ( 160 SCRA 691, 695) the rationale : “This must be so, because the obligations covenanted in the manning agreement entered into by and between the local agent and its foreign principal are not coterminus with the term of such agreement so that if either or both of the parties decide to end the agreement, the responsibilities of such parties towards the contracted employ-

ees under the agreement do not at all end, but the same extends up to and until the expiration of the employment contracts of the employees recruited and employed pursuant to the said recruitment agreement. Otherwise, this will render nugatory the very purpose for which the law governing the employment of workers for foreign jobs abroad was enacted.”

The 2014 amendments to the Maritime Labor Convention 2006 (MLC2006) require shipowners to have compulsory insurance to cover abandonment of seafarers for up to four months’ outstanding wages and entitlements. It must also cover reasonable expenses from the moment of abandonment to the time of arrival back home such as repatriation, food, clothing, accommodation, drinking water, medical care and essential fuel for survival on board.

ORDINANCE NO. 0206-20 Series of 2020 AN ORDINANCE AUTHORIZING THE ABOLITION OF TIBUNGCO PUBLIC MARKET OFFICE, BUNAWAN PUBLIC MARKET OFFICE AND LASANG PUBLIC MARKET OFFICE OF THE CITY ADMINISTRATOR’S OFFICECITY ECONOMIC ENTERPRISE AND TO REORGANIZE OTHER AFFECTED PUBLIC MARKET OFFICES Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that: SECTION 1. TITLE - This Ordinance shall be known as “AN ORDINANCE AUTHORIZING THE ABOLITION OF TIBUNGCO PUBLIC MARKET OFFICE, BUNAWAN PUBLIC MARKET OFFICE AND LASANG PUBLIC MARKET OFFICE OF THE CITY ADMINISTRATOR’S OFFICE-CITY ECONOMIC ENTERPRISE AND TO REORGANIZE OTHER AFFECTED PUBLIC MARKET OFFICES”.

SECTION 2. DECLARATION OF PRINCIPLES AND POLICIES. - Pursuant to Sections 16 and 76 of Republic Act No. 7160, Sections 11 and 12 of the 2017 Omnibus Rules on Appointment and Other Human Resource Actions, Revised July 2018 and Audit Observation Memorandum (AOM) 2019-16 of the Commission on Audit dated February 18, 2019 state, viz.: 1. Section 16 of Republic Act 7160 provides that “every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants”; 2. Section 76 of Republic Act 7160 empowers local government units to design and implement its organizational structure and staffing pattern taking into consideration its service requirements and financial capability, subject to the minimum standards and guidelines prescribed by the Civil Service Commission (CSC); 3. Rule II, Section 11 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions, Revised July 2018, provides the Nature of Appointment of different positions; 4. Rule II, Section 12 of the 2017 Omnibus Rules on Appointments and other Human Resource Actions, Revised July 2018, states “Adjustments or movements of human resource without need of issuance of an appointment. Adjustments or movements of human resource which do not involve changes in position title, rank or status shall not require the issuance of an appointment. A notice of such change or movement shall be issued to the employee. A copy thereof shall be kept in the employee’s 201 File and another copy shall be submitted to the CSC FO concerned for record purposes”; 5. Commission on Audit AOM (Audit Observation Memorandum) 2019-16 dated February 18, 2019 states “Section 6.6.3 of the Manual on the Conduct of Semi-Annual Financial Self-Sufficiency Review (SAFSSR) of each LEE (Local Economic Enterprise) and preparation of SAFSSR Report further presented that: The SAFSSR is in compliance with Section 316(h) of the LGC which requires LFC to conduct semiannual review and general examination of cost and accomplishments against performance standards.

For existing/old LEE’s, the first SAFSSR shall be conducted six months after instituting necessary changes to comply with legal provisions and other requirements as discussed in Section 5.1.

In the case of a newly created LEE, the first SAFSSR shall be conducted six months after the start of its operation.

The objective of the SAFSSR is to determine whether the LEE is proceeding towards financial selfsufficiency (or 100% cost recovery) and according to the BP. The operations of a financially selfsufficient LEE shall be funded out of its sources rather than from the GF. An LEE is considered self-sufficient if all the cost of operating the LEE are recovered 100%. The costs of operating the LEE include personnel services (PS), MOOE, and finance charges (interest expense)”.

SECTION 3. DEFINITION OF TERMS. Abolition - The complete ending of an activity or custom by law or official action (Cambridge English Dictionary); Transfer - The movement of employee from one position to another which is of equivalent rank, level or salary without gap in the service involving the issuance of an appointment. (Civil Service Commission 2017 Omnibus Rules on Appointments and Other Human Resource Action Revised 2018); Reorganization - A way in which offices, divisions or sections are organized in order to improve, including transfers, restructuring, renaming, reducing or expanding the workforce. (Civil Service Commission 2017 Omnibus Rules on Appointments and Other Human Resource Action Revised 2018); SECTION 4. AUTHORITY TO ABOLISH BUNAWAN PUBLIC MARKET OFFICE, LASANG PUBLIC MARKET OFFICE AND TIBUNGCO PUBLIC MARKET OFFICE – Legislative authority is hereby granted to the City Mayor of Davao City to abolish Bunawan Public Market Office, Lasang Public Market Office and Tibungco Public Market Office and to transfer affected employees to other existing public market offices.

SECTION 5. AUTHORITY TO REORGANIZE OTHER PUBLIC MARKET OFFICES – The City Mayor is hereby granted legislative authority to reorganize Agdao Public Market Office, Bankerohan Public Market Office and Toril Public Market Office for the purpose of the transfer of affected positions and respective personnel from the abolished public market offices. Transfer of personnel shall follow the rules set by the Civil Service Commission 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised 2018).

SECTION 6. MANAGEMENT OF BUNAWAN PUBLIC MARKET, LASANG PUBLIC MARKET AND TIBUNGCO PUBLIC MARKET – Agdao Public Market shall manage Bunawan Public Market, Lasang Public Market and Tibungco Public Market.

SECTION 7. REPEALING CLAUSE – All Ordinances, resolutions, executive orders, memoranda and other issuances in conflict with the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 8. SEPARABILITY CLAUSE – Any provision of this Ordinance nullified by any court of law shall not affect the validity of the remaining provisions hereof not affected by the said judicial declaration.

SECTION 9. EFFECTIVITY – This Ordinance shall take effect after the Sangguniang Panlungsod approves the pertinent resolution and ordinance and the City Mayor signs for final approval.

No price hike for 'almost all' Noche Buena items -- DTI

he price of “almost all” Noche Buena items will stay the same as that of last year, despite higher manufacturing costs due to the coronavirus pandemic, the trade department said Monday.

Only one manufacturer asked to increase the price of 1 or 2 of its products, said Trade Secretary Ramon Lopez.

"So, it is safe to say na halos lahat po ng produkto ay hindi po nagtaas ng presyo compared to 2019,"

he said in a public briefing.

"In other words, gusto po nilang bigyan ng masayang Pasko ang ating mga kababayan, ito pong mga brands na ito at nag-agree po sila ng walang price increase dito sa mga Noche Buena products."

(Almost all products would not raise their prices compared to 2019. In other words, they want to give a merry Christmas to our compatriots and they agreed that there would be no price increase for Noche

Buena products.)

The brands that said they would not increase prices include San Miguel Purefoods, CDO, Century, Viriginia Foods, URC, Dole, RFM, Amigo, Ideal, Mondelēz, New Zealand, King’s Sue, NutriAsia, Unilever, Nestle, and Snow Mountain, he said.

apan has hosted the first international sports organization since the postponement of the Tokyo 2020 Olympics, local media reported.

A total of 30 gymnasts from Japan, the United States, Russia and China took part in the first major international competition held in Japan that includes athletes arriving from overseas, Kyodo news reported on Sunday.

The one-day gymnastics competition at Yoyogi National Gymnasium was viewed as a test of the city’s capability to safely hold an international sporting event amid the coronavirus disease 2019 (Covid-19) pandemic.

Japanese athlete Kohei Uchimura, who is a two-time men’s Olympic champion claimed the

highest score on any apparatus, a 15.200 on the horizontal bar.

“We’ve left things in a positive manner heading into next year’s Tokyo Games. It was really fun,” Uchimura told Kyodo news.

“I hope people do not think the Olympics cannot be held,” he added.

Meanwhile, the visiting teams were allowed to forgo the government’s mandatory 14-day quarantine for people arriving from overseas.

The athletes, coaches, and operations staff had to report negative PCR test results to take part in this one-day event.

Tokyo 2020 Olympic games will be held on July 23-Aug. 8, 2021, while the Paralympic Games will be held on Aug. 24-Sept. 5, 2021. (Anadolu)

Kaya-Iloilo spoils United City’s coronation

aya-Iloilo got the last laugh over United City in the latter’s formal coronation as the Philippines Football League (PFL) champion with a 2-1 win on Monday night at the PFF National Training Centre in Carmona.

With United City opting to give some of its key players including starting keeper Anthony Pinthus the night off, Kenshiro Daniels found an opening up front and converted an Eric Giganto cross to beat secondary netminder Jun Badelic in the 15th minute for Kaya Iloilo’s first goal.

Carlyle Mitchell then soared for a 38th minute header off a corner for Kaya Iloilo’s 2-0 lead.
