DCPO chief Police Colonel Kirby John Kraft revealed that DCPO will conduct scanning at the malls, markets, groceries, and quarantine control points (QCPS).

“Ang QCPS ay yung mga street checkpoints,” Kraft explained.

DCPO, along with the Task Force Davao (TF Davao), barangay officials and personnel in complete official uniform, other law enforcement personnel supporting the DCPO and TF Davao, is tasked to conduct random scanning of individuals during the mandatory enforcement on November 23, 2020.

It can be recalled that the city government of Davao has extended the mandatory enforcement of DQR code from Nov. 7 to Nov. 23 after complaints against system glitches and inconsistencies of the registration link started surfacing since last week, the reason why developers of the system decided to take down the website.

In a statement, Mayor Sara Duterte-Carpio attributed the influx of DQR registrants to her announcement in a previous episode of her radio program that it will serve as a pass aside from being a way to hasten contact

tracing in the city’s response against Covid-19.

She said that at one time, 10,000 registrants accessed the site.

The mayor also said hundreds of thousands have already signed up but the city government targeted at least 600,000, which is similar in number to the food and medicine (FM) passes released during the citywide lockdown in April this year.

However, the number of DQR registrants may even exceed the 600,000 total of those who availed FM passes as the DQR application is per individual and not limited to two members-only per household, which was the case with FM pass.

The mayor added that the postponement of the enforcement of the mandatory DQR will also give big establishments

enough time to prepare their hardware and scanning equipment.

The city government will make a separate announcement when the DQR website is ready to accept registrations again.

The mayor also clarified that the registration for the DQR has no deadline and anyone can still register even after Nov. 23.

The mayor also emphasized that for those who will not be able to register during the enforcement will not be imprisoned but will be detained for interview.

“Pangutan-on mo ngano wala mo’y DQR,” she said.

The DQR is not exclusive to Davao City residents. Non-residents who do business here or have essential travel purposes in the city are also required to get a DQR.

Lopez said Duterte reimposed the curfew to address the primary problem of mass gathering.

“The reimposition of curfew shocked everyone.

Each of them bought liquors to take advantage of the situation and thus it created a panic—I don’t know if you call it a panic. That is only the initial reaction but, in the long run, there is going to be a positive result for this one,” he said.

Long time needed to feel impact of curfew to control virus spread, says health official

t would take “months or even years” to feel the impact of the 7 p.m. to 5 a.m. curfew in Davao City that was reimposed to control the spread of the coronavirus disease (COVID-19), a health official said.

Mayor Sara Duterte reimposed the 7 p.m. to 5 a.m. curfew and liquor ban effective October 15, and a 24/7 liquor ban last November 2, to control the spread of COVID-19.

During the 19th City Council’s Special Session on Friday, local lawmakers has authored Mayor Sara Duterte to utilize a portion of the Davao City Government of Davao’s Disaster Risk Reduction Management Fund (Calamity Fund) for Calendar Year 2020, in the amount of P7.5 million pesos, as financial assistance to LGUs which were declared under a State of Calamity.

The P7.5 million will be divided among seven (7) provinces and one city hit by Typhoon Quinta and Rolly, namely, Province of

Oriental Mindoro, Batangas, Albay, Camarines Sur, Marinduque, Cavite and Catanduanes, and Batangas City.

Alfredo Baloran, the chief of the Davao City Disaster Risk Reduction and Management Office (CDRRMO), said the city will extend 1 Million to each of the provinces while P500,000 to Batangas City.

The financial assistance will be taken from the City’s Quick Response Fund (QRF) which is 30 per cent of the 2020 Disaster Risk Reduction and Management Fund (DRRMF) or calamity fund. The city’s calamity fund of five per cent of the annual budget. CIO

Rollout of approved Covid vaccines would be challenging, DOH says

W

hile the Philippines has been implementing the national immunization program for decades, Health Undersecretary Maria Rosario Vergeire acknowledged that the system of immunizing remains far from perfect.

The introduction of a new COVID-19 vaccine would be filled with challenges and among them is boosting the public’s confidence toward a new vaccine, according to Vergeire.

“Unang-una na titignan kapag ganiyan, would be the confidence of people.

Dapat alam ng tao kung bakit binabakunahan, ano ang harmful effects at ano ang benepisyo kapag natanggap nila ang bakuna na ito,” Vergeire said.

(We should assess the public’s confidence on the vaccine. They should know why they are being vaccinated, what are its harmful effects and what are the benefits once they get vaccinated.)

Earlier studies have shown that vaccine confidence plummeted to a measly 30 percent after the controversy surrounding the dengue vaccine.

However, the DOH has seen an improvement especially after a measles and polio outbreak was declared in 2019.

Logistics will also pose a challenge, especially since some of the COVID-19 vaccines would require ultra low freezers, Vergeire said.

The storage requirement of such vaccines, she said, would affect the manner these vaccines will be distributed to the population.

The current immunization program, especially that of the Measles-Rubella Oral Polio Vaccine, saw health workers visiting one house after the other to administer vaccines to target populations.

“With this kind of strategy, nakikita natin na may effect 'yan. May ilang nanay na matatamad na sila magpunta sa facility,” she said.

(We could see that this strategy has an effect. Some mothers were not in the mood to go personally to the facilities.)

As with any vaccine, monitoring for adverse effects is also one of the things the department sees as a challenge. But Vergeire assured the public that such concerns are already being considered as the government continues to plan for the coronavirus vaccines’ rollout.

President Rodrigo Duterte earlier said that recipients of the vaccines will be prioritized while supply remains low. Vergeire said the health department would distribute the vaccine depending on the President’s pronouncements.

“Sabi doon sa mga pronouncement, medical frontliners, barangay health workers, ibang allied health worker, ibang frontliners like BJMP and Bureau of Corrections (BuCor). ‘Yong health workers sa Department of Education (DepEd), DSWD at iba pang mga ahensiya. The monetary assistance involves P1 million each for the seven prov-

he provinces and cities in Region 11 should unify their QR code systems to improve the the area’s contact-tracing efforts for individuals possibly infected with the coronavirus disease (COVID-19), Dr. Cleo Fe Tabada, head of the Regional Epidemiology and Surveillance Unit of Department of Health (DOH)-Davao, said.

In a press briefing, Tabada urged local governments to use a synergized platform to establish a bigger contact-tracing system since people can now move freely around the region.

“We’re hoping that the QR codes can be connected. I’m not techie, but it’s much better that way because it would be helpful to locate and to help out in contact-tracing… because we move around. We go from one province to the next. So, it would be nice if there’s a way to put all these together because I’m sure they have assets and if we can connect them, it would be helpful in the big tracing system.” she said.

The region comprises the provinces of Davao de Oro, Davao del Norte, Davao del Sur, Davao Occidental, Davao Oriental and Davao City.

DOH-Davao assistant regional director Lenny Joy Rivera said Davao del Norte and Davao del Sur have been utilizing the QR codes, which helped in the contact-tracing efforts.

Rivera encouraged the people to support the strategy to expedite the contact-tracing of first degree and second degree contacts of the confirmed COVID-19 cases.

Tabada said one of the challenges confronting the implementation of the system in Davao del Norte was the failure of several establishments to connect to it.

“This has been implemented in (Davao del) Norte and they are able to make use of it. However, there are challenges because there are establishments that are not yet connected to the system.

It’s working well for some,” she said.

Antonio Peralta, chairman of ECCP-SMBC, said ECCP-SMBC will help its member schools get institutional partnerships with schools in Europe and the ASEAN Region through the committee.

Peralta said ECCP-SMBC will initially focus to schools in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and expand in Mindanao starting with the Davao Region next year.

The committee also seeks to foster ties between its 27 HEI members and their counterparts in the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) and potential partners in Europe for visiting professor and student exchange programs, joint research undertakings, and cultural exchange initiatives.

CTA voids Digos P4.8-M franchise tax assessment against Transco

T

he Court of Tax Appeals (CTA) has ruled in favor of an appeal by the National Transmission Corp. (Transco) against the Digos City government over franchise tax imposed against the firm in 2009 amounting to PHP4.8 million.

In its 10-page decision

by Associate Justice Jean Marie A. Bacorro-Villena, dated November 4 and made public on Friday, the tax court's 2nd Division granted the petition for review filed by Transco and reversed the city’s assessment against the firm "for being null and void."

In assessing Transco's franchise tax liabilities, Digos City took account of the

company's receipt of payments from the Davao Del Sur Electric Cooperative, Inc. (Dasureco).

Transco, however, claimed it must have a sub-station/district/ branch/regional office and a customer within Digos City to be taxed.

Despite Dasureco being its customer, Transco argued that it holds no facility within Digos City, which thus cannot levy the assessed franchise taxes on it.

Transco supplies energy in bulk to Dasureco, which, in turn, delivers it to its end-users.

Revenue gains from fuel marking program show success: DOF chief

T

he success of the government’s fuel marking program can be gauged primarily by the increased collection of taxes from oil importation, Department of Finance (DOF) Secretary Carlos Dominguez III said on Friday.

In a Viber message to journalists, Dominguez shared the latest revenue report on fuel marking, which amounted to PHP147.47 billion.

The total volume of oil marked from Sept. 4, 2019 until Oct. 29, 2020 reached 14.63 billion liters.

The bulk of the revenues came from the Bureau of Customs (BOC) at

PHP127.59 billion, while collections of the Bureau of Internal Revenue (BIR) reached PHP19.88 billion.

In the first year of implementation, the government was able to mark 12.05 billion liters of oil while 2.58 billion liters were marked this year.

BOC’s collections from the program last year reached PHP107.77 billion, while its collections

We’ve seen, however, improvement in (the) majority of our business lines in the third quarter as pandemic-related restrictions gradually eased. We anticipate favorable developments moving forward as the reopening of the economy gains traction and have started to introduce new

ebron James is not too happy about the NBA’s plan to start before Christmas.

While the players association has approved the proposal to start a 72-game season on December 22, the Los Angeles Lakers superstar is complaining about having a short vacation that will only last less than three months after his team’s championship conquest.

James reposted on his Instagram stories on Saturday, Manila time an ESPN infographic that shows the NBA only having 71 days of break – billing it as the shortest offseason among the major American leagues, overtaking the mark by the National Hockey League.
