In a television interview, Galvez was asked about the government’s timeline on the inoculation of the vaccines.

Galvez said the Philippine government is targeting to procure an initial 24 million vaccines. He said President Rodrigo Duterte wants to make COVID vaccines accessible to poor communities.

Galvez was earlier appointed by Duterte to be the point person in the negotiation for the procurement and distribution of vaccines.

The Food and Drug Administration expressed confidence in working with Galvez, who is also the chief implementer of the government’s efforts against the pandemic.

By MAYA M. PADILLO ayor Sara Duterte-Carpio has extended the mandatory enforcement of Safe Davao QR (DQR) code from November 7 to November 23, 2020 after a whirlwind of complaints against system glitches and the inconsistencies of the registration link.

Netizens posted their gripes over the inavailability of the site even at supposed decongested times.

Some of the complaints include the lag in filling up the “barangay” part of the form.

The mayor explained that those attempting to

For those who rued the DQR registration process, the mayor said getting angry is useless.

“Useless inyong time na masuko mo over the QR code. I-reserve inyong kusog sa mas dagko pa na butang,” Mayor Sara said.

They see more advantages of conducting this type of learning modalities in this “new” norm than other modality. But this did not stop them to think of continuing the traditional way of education setting – physical, face to face classroom set up.

Learning to blend in the new normal: HOLY CHILD’s blended learning experiences

E

ducation has been one of the most affected areas by the Covid-19 pandemic as governments across the world implemented lockdown policies.

Educators, however, do believe that learning should not halt. The pandemic crisis has instigated a lot of shifts in the society and has forced even the educational sector to do different experimentations of new designs and modalities of teaching and learning.

Different schools have presented numerous answers to address the continuation of educational processes. These include the introduction of distance learning. In the Philippines, where Covid-19 cases continue to increase, “New normal” conditions in the school setting were also presented. However, challenges and issues were observed while implementing several approaches during

the “new” normal.

HOLY CHILD College of Davao was also not spared to experience this dilemma- learning to blend in the “new normal”.

Learning to blend in the “new normal” should primarily be considered in the planning and implementation of the “new normal” educational policies. Schools are considered public places where large numbers of people are unavoidable, and children are vulnerable.

Thus, HOLY CHILD College of Davao continuously implements different studies and surveys to get both the students’ and parents’ notions and experiences.

These two-point-of-views may help in responding to issues, problems, and trends that are currently arising and may arise in the future due to the Covid-19 pandemic or other similar cases.

We have gathered the

responses of our students from the surveys that we have administered. By looking at the lens of the students’ perspective on the blended learning approach that the school has implemented, the study showed different spectrums of experiences ranging from positive to negative responses.

Some students believe that online class teaching is helpful for their growth and their future career because they agree that the correct use of technology in the learning process will help them. Others also believe that they feel motivated to work more independently. Some students are also satisfied with distance learning. But few others feel uncomfortable spending several class hours on computers; other students think that quality education can’t take place without face-toface interaction with their teachers. Furthermore, the

f Democratic presidential candidate Joe Biden secures the White House, it will be good for the Philippines amid its continuing maritime dispute with China, a think tank said Thursday.

A Biden administration will establish a rulesbased international order in the Indo-Pacific Region as Beijing continues its aggressive moves in the South China Sea, Stratbase ADR Institute president Dindo Manhit said.

“What's good with a Biden presidency, there will be a renewed confidence and respectability with regard to American leadership globally, not only in Asia Pacific, but also in Europe,” Manhit said.

“It gives more credi-

bility for American power or soft power or influence around the world. That would be good for the Philippines because a key ally in our own security challenges, in our own maritime dispute, has always been the United States.”

Manhit noted that the US actions in the strategic waterway, where other countries such as Malaysia and Vietnam also have competing claims, did not come from incumbent President Donald Trump but from its state and defense departments.

If Biden wins the election, the US will strengthen its alliances with like-minded countries, shifting from Trump’s America-centric policies.

“His foreign policy, if

you read through it and dig deep to it, it speaks of invigorating democracies. That means building renewed alliances among like-minded democratic society that share their values,” Manhit said of Biden.

“And that’s what we need in this world. A liberal democratic world that has created prosperity around the world and uplifted poverty.”

Asked if a Biden presidency will affect the administration of President Rodrigo Duterte, who has sought friendlier ties with China and Russia, he said it remains to be seen.

On November 4, 2020, Davao City recorded 87 Covid-19 positive cases and a total of 136 new cases in the entire Davao Region.

Dr. Cleo Fe Tabada, head of the Regional Epidemiology Surveillance Unit (RESU) of DOH 11, said the enhanced contact tracing contributes to these numbers.

“Yes it is, it’s one good addition to the case finding.

It is a positive help tungod kay mas daghan na ang naga-pangita (Covid-19 cases),” Tabada said in a virtual presser on Wednesday.

Dr. Lenny Joy Rivera, assistant regional director of DOH 11, said presently there are around 66 organized teams and a total of 7,106 trained contact tracers in Davao Region that

help expedite the conduct of contact tracing.

“Ito po sila na pag may positive sila yung nagtatanong kung sino yung in close contact ng ating positive and with the knowledge na sila ay close contact with the positive, nag-increase din yung mga numbers na nagpa-pa-test.

Some of the people na nagpa-pa-test some of them are walk-ins and some of them nalalaman nila na may close contact sila sa isang positive so nagpa-pa-test din sila,” Rivera said.

SSS says LandBank checks validity extended to 180 days

he Social Security System (SSS) has extended the validity of Land Bank of the Philippines checks to up to 180 days from the issue date, in efforts to give members and beneficiaries more time to encash.

The SSS on Wednesday said the LandBank approved the request to extend the validity of the checks, previously only at 90 days, given the restrictions put in place amid the COVID-19 pandemic. “[T]he initiative aims to provide its members with more time to encash their benefit and loan checks that they might have received later than the usual delivery time due to the

COVID-19 situation,” it said.

The LandBank earlier this year also granted the appeal of the SSS to extend the validity of SSS-issued LandBank checks generated from February to June 2020 to 180 days.

The SSS is mandated to promote social justice and provide protection to members and families against the hazards of disability, sickness, maternity, old age, death, and other contingencies resulting in loss of income or financial burden.

Meanwhile, the LandBank is mandated to promote countryside development while remaining financially viable.

Strong demand seen for 2nd Premyo bond issuance

ational Treasurer Rosalia de Leon is hopeful that investors of the first Premyo bond issuance will still avail of the second issuance that will be launched this Nov. 11.

The minimum target for the second issuance is PHP3 billion, the same as the first one, and de Leon expects this amount will be taken in by holders of the first Premyo bond.

“I hope all (of) PHP3 billion will switch,” she said in a Viber message to journalists Wednesday.

The offer period for the Premyo bond to be issued this year is until Dec. 11.

The Bureau of the Treasury (BTr) first issued the one-year Premyo bond in November 2019 and upsized the issuance to PHP4.961 billion from the PHP3-billion offer due to strong demand.

This debt instrument is one of the government’s offerings for retail investors since minimum placement is PHP500 while maximum investment is

PHP10 million.

Holders of this debt paper are qualified for the quarterly raffle and the major winner for each quarter secures PHP1 million cash prize and a house and lot, or a condominium unit.

De Leon said holders of the initial issuance are qualified to join the second issuance and may win in the raffle for the last quarter this year, set on Dec. 18, and for next year. “(They) just need to advise (their) bank to switch PB1 (Premyo Bond 1) to (Premyo Bond) 2,” she added.

De Leon said investors can avail of the debt paper over-the-counter through several banks online by using the mobile application Bonds.ph and the BTr website, and the new app that will be announced in a few days.

PH economy on path to recovery: DTI chief D epartment of Trade and Industry (DTI) Secretary Ramon Lopez on Wednesday said that economic recovery is generally on the right path despite the decline in manufacturing purchasing managers’ index (PMI) in October.

Lopez said the slowdown in manufacturing activities last month reflects that the economy is still in the adjustment period.

“The slight decline in the Philippine manufacturing PMI merely reflects a pause in our economy’s recovery momentum,” he said in a statement.

IHS Markit reported Tuesday that the country’s PMI declined to 48.1 in October after signaling stability in September as the manufacturing score was at 50.1.

PMI is a monthly survey among businesses to measure the health of a sector based on new or-

ders, output, employment, suppliers’ delivery times, and stocks of purchases.

A neutral mark of 50 separates expansion from deterioration of the sector.

“We are confident that the economy is generally on the path to recovery, although overall demand will still be subdued as compared to pre-pandemic levels, as some jobs are just starting to be recovered,” Lopez added.

Life got worse for 82% of adult Pinoys in the past year – SWS

our out of five Filipinos believed that their quality of life got worse in the past year, according to the latest survey by the Social Weather Stations (SWS).

In a survey conducted on Sept. 17-20, 82% of adult Filipinos saw a decline (losers) in the quality of their lives. Meanwhile, 11% said that their lives remained the same (unchanged) and only 6% said their lives got better (gainers).

The SWS said the resulting net gainers score for September is -76, which is considered as catastrophic (-50 and below).

The score is one of the worst trends in the survey history, having recorded -78 in May and -72 in July during the COVID-19 cri-

sis.

ORDINANCE NO. 0256-20 Series of 2020 AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 ENHANCED COMMUNITY QUARANTINE POLICIES Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 ENHANCED COMMUNITY QUARANTINE POLICIES”.

SECTION 2. COVERAGE – This Ordinance shall be imposed upon all persons, entities and establishments within the City of Davao, until the existing Enhanced Community Quarantine is lifted, or unless any part therein is earlier modified, withdrawn or extended.

SECTION 3. ENHANCED COMMUNITY QUARANTINE – The entire City of Davao is placed under an Enhanced Community Quarantine which shall have the effect of imposing the following rules: 1. No person can come out from his/her residence, dwelling, and immediate surroundings except those who will buy food or medicine, go to the hospital or in an emergency situation, and except as herein provided; 2. Imposing a social distancing measure of at least two (2) meters between all persons in public areas; 3. Face masks are mandatory when going out in public; 4. Suspension of all mass gatherings, including those which are religious, educational, or recreational in nature; 5. All government offices must work from home and leave minimal employees to continue work in offices except those involved in security, health, social services, sanitation, and disaster, who must continue to work on full operation; 6. Individuals are allowed to exercise or go out into the sun or get some fresh air, provided that they are within a few meters from their residence or dwelling; 7. All beach resorts and inland water resorts must be closed until further notice.

SECTION 4. FOOD AND MEDICINE (FM) PASS 1. The food and medicine pass shall be used to buy food, medicines or go to the hospital; 2. Two (2) individuals can be named on the pass but only one (1)

5. Any individual in public without the proper employment IDs, FM passes or not responding to an emergency shall be in violation of this Ordinance.

6. The abuse and unsactioned use of FM Pass shall be subject to its revocation. For this purpose, the authorities should record the date of usage and shall check the food and/or medicine actually acquired or purchased upon re-entry of the individual to his/her barangay address when allowed by the circumstances; SECTION 5. LAND TRAVEL A. Non-essential travel – All non-essential travel within Davao City is suspended. Travel within Davao City is allowed only for the following: 1. Going to and from work for sectors allowed to operate, provided they have Identification Cards; 2. Delivery of essential goods and services; 3. Buying food and medicine, provided the person has an FM Pass; 4. Going to the hospital, dentist, pharmacy or for medical emergencies; 5. Law enforcement officers and those officially assisting in the fight against COVID-19.

B. Suspension of travel into and out of Davao City – All private vehicles and any mode of public transportation shall be prohibited from crossing into and out of Davao City borders, except for cargo, transport vehicles of COVID–19 frontline workers and skeleton workforces of establishments that are allowed to operate during ECQ. No mass transport of individuals is allowed.

C. Jeepneys – All jeepneys must stop their operation except those hired to work for the government, offices and businesses that are open during the ECQ and those hauling cargoes.

D. These forms of transportation are allowed: a. Private vehicles and taxis with one (1) driver and one (1) passenger in front and one (1) at the back, observing physical distancing; b. Tricycle with one (1) driver and one (1) passenger in front and one (1) at the back, observing physical distancing; c. Single rider motorcycle or bicycle; d. Free bus rides from the government, or ECQ exempt establishments, provided that they create a system with physical distance between passengers of at least one meter; E. Unrestricted movement of Frontline Workers – The following workers are allowed unrestricted movement from their residence to their place of work and shall be prioritized in any transportation arrangements: a. All DOH officials and staff; b. All health and safety personnel stationed at LGU health facilities; c. All Philippine Red Cross vehicles bearing the Red Cross Logo and staff with Red Cross Identification; d. Core Staff from the World Health Organization Country and Regional Offices; e. All medical officials, hospital administrative staff, and aides from private facilities, as well as their respective transport service providers.

F. Truck Ban – The schedule of the ban of trucks along the highways is hereby lifted, until later restored; G. Cargo – All cargoes (food and non-food) within, from and to Davao City shall not be delayed, except for necessary health screening and safety measures, decontamination and disinfection stations and identification verification.

SECTION 6. SEA TRAVEL – All sea travel into Davao City is hereby suspended, except for sea cargo and government vessels. Vessels can unload cargo in any port in the City but all personnel and crew of the vessels are prohibited to come down from the vessels.

SECTION 7. AIR TRAVEL – Domestic and Foreign Air travel to and from Davao City at the Davao International Airport shall be suspended until the same is lifted by the City Government of Davao.

The following are exempted from suspension: 1. Cargo flights; 2. Medical Evacuations; 3. Weather Mitigation flights; 4. Maintenance flights; 5. Government and Military flights; 6. Flights specifically allowed by the City Government of Davao; 7. Emergency landings: a. As much as possible, no crew or passenger may disembark without prior notice;

b. Passengers or crew who disembark must be placed under isolation upon landing; 8. Recovery flights for expatriates, subject to prior clearance with the City Government of Davao; SECTION 8. ESTABLISHMENTS A. All private establishments and offices must close EXCEPT: 1. groceries, supermarkets; 2. wet markets/palengkes; 3. food commissaries, wholesale food outlets; 4. food processing or manufacturing; 5. food delivery services; 6. convenience and sari-sari stores; 7. hospitals, medical laboratories; 8. pharmacies, drugstores; 9. other health services/personnel; 10. banks and ATMs; 11. savings and credit cooperatives; 12. money-transfer services and bayad centers; 13. pawnshops; 14. courier services; 15. other delivery services; 16. doctor’s and dentist’s clinics; 17. gas stations; 18. water refilling stations; 19. LPG stations; 20. business process outsourcing/call centers; 21. funeral parlors, cemeteries; and 22. mass media outlets.

Provided, 1. Whenever possible, skeletal workforce arrangement must be implemented and, at all times, physical distancing between employees must be observed.

2. Sari-sari stores must not allow people to stay and loiter, and must be closed during the curfew hours of 6:00 P.M. to 6:00 A.M. of the next day.

3. All wet markets/palengkes must have an entrance, exit and one way direction for people to go through. People cannot turn around and go back and cannot roam around the wet markets/ palengkes. Public Markets must be closed by 5pm each day.

4. All restaurants, cafes, bakeries and other similar food establishments should close down their dining area and open only for take-out, in-house delivery or food delivery services; B. Essential Sectors – All other business establishments and private offices not mentioned but are considered essential sectors, including but not limited to energy, water, telecommunications, cargo, must work only for preventive maintenance and during emergencies.

Agri-business and farms should reduce workload and extend their deadlines to significantly reduce laborers in the job site and to create a two-meter distance between laborers.

C. Other Sectors – Manufacturing, fabrication, and construction work that is not pertinent to the food sector, the state of public health emergency and state of calamity response should immediately cease operation. All other business establishments and private offices not mentioned are required to close and shift to online work and implement a work at home scheme.

D. Food Vendors – Ambulant food vendors who are using different modes of transportation to sell basic food commodities in the barangays shall be allowed. Basic food commodities shall mean rice, bread, meat, poultry, fish, fruits and vegetables, cooking oil and other food condiments.

There must be a maximum of two (2) workers, one (1) driver and one (1) assistant who shall wear face masks and shall implement proper food handling.

SECTION 9. CURFEW – The curfew hours shall be from 6:00PM to 6:00AM of the next day. Within the curfew hours, people cannot go out of their houses, except in cases of emergencies or if going to work in the exempted sectors/frontline offices. There is no need for any ID or pass in the event of an emergency.

The following workers are exempted from curfew: 1. Employed in government offices related to security, health, social services, sanitation, and disaster; 2. 24-hour groceries/convenience stores; 3. Wet markets/palengkes; 4. Food commissaries; 5. Food processing or manufacturing; 6. Food delivery services; 7. Hospitals, medical laboratories; 8. Pharmacies, drugstores; 9. Other health services/personnel; 10.Doctor’s and dentist’s clinics; 11.Gas stations; 12.Funeral parlors; 13.Mass media outlets; and 14.Persons officially assisting in the fight against COVID-19.

Any person or persons not covered by the exemption who are outside their residences during the curfew hours are in violation of this Ordinance and shall be reprimanded and sanctioned accordingly.

SECTION 10. SPECIAL CURFEW FOR VULNERABLE SECTORS – No minor, senior citizen, pregnant woman, sick, and immune-compromised individual can go out of their residence or dwelling except to go to the hospital, medical, or allied medical institutions.

Those who live alone may get an FM pass or, whenever possible and if appropriate, ask a neighbor or a friend to help them buy food and medicines.

Whenever possible, employers must assign their senior citizens to work from home.

In cases of minors, parents shall be held liable under this Ordinance for neglect of minors.

SECTION 11. LIQUOR BAN – No liquor and any other alcoholic or intoxicating drinks shall be sold, served, or consumed in public 24 hours of the day during the state of public emergency.

SECTION 12. FUNERALS – Funeral parlors and private and public cemeteries are mandated to impose a “family members only” wake and burial and at all times demand compliance and observance of two-meter distance between family members and frequent handwashing with soap and water.

SECTION 13. PATIENT – Any person classified as suspected, probable or confirmed case, or patients classified by the Department of Health as falling under any category for purposes of COVID-19 case investigation and monitoring, shall comply with the existing DOH guidelines for their treatment, home quarantine, isolation or confinement.

Any patient who: 1. Refuses to comply with the home quarantine or isolation; 2. Fails to fully comply with the terms of the home quarantine or isolation; 3. Escapes or avoids home quarantine or isolation after being defined as a PUM; shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 14. FALSIFICATION OF FOOD AND MEDICINE PASSES OR EMPLOYEE IDENTIFICATION – Any person who shall make, fabricate, forge, imitate or in any manner reproduce an FM pass without the authority of the City Mayor’s Office, or shall forge, counterfeit or fabricate an identification card or employee certificate, or simulate or falsely represent themselves to be an employee of a sector exempt from the curfew, establishment, closure or travel suspension, shall be liable under this Ordinance.

SECTION 15. FAILURE TO DISCLOSE – Any person, who fails to immediately disclose the fact of their recent travel history to Covid-19 areas with local transmission, or exposure to known confirmed, suspect or probable cases of COVID-19 cases shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 16. FALSE INFORMATION – No person shall create, spread, announce, or claim any false or unverified statement in the guise of being an official statement from the national or local government or any office, agency or official connected with the fight against COVID - 19.

SECTION 17. PENALTY CLAUSE General Penalty Clause – Any violation of this Ordinance shall be punished by the following penalties, without prejudice to the prosecution of other criminal actions.

• 1st Offense – a Fine of Three Thousand Pesos (P3,000) • 2nd Offense – a Fine of Five Thousand Pesos (5,000) and/or imprisonment of not more than 1 year, at the discretion of the court SECTION 18. SEPARABILITY CLAUSE – If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 19. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 20. EFFECTIVITY – This Ordinance shall take effect immediately upon approval and publication.

outscoring them, 34-19, to take a 57-48 halftime lead.

The Batang Pier still tried to crawl back, drawing to within one, 65-66, midway through the third, but the Barangay slowly pulled away for good from there.

Pelicans dangling Holiday for trade

he New Orleans Pelicans are reportedly dangling star point guard Jrue Holiday in the trade market.

“Several contending teams” have already shown interest as the Pelicans have been “openly discussing” Holiday in trade talks, according to Sham Charania of The Athletic and Stadium.

The 30-year-old Holiday has been with the Pelicans the last seven years, coming off a season where he averaged 19.1 points on 45.5-percent shooting, 6.7 assists, 4.8

ARIS — Becoming only the fourth man to reach 1,000 match wins should have drawn deafening cheers and a standing ovation for tennis great Rafael Nadal.

Instead, he reached his milestone amid a cathedral-like silence Wednesday (Thursday, Manila time) in a 20,000-seater stadium left completely empty because of the coronavirus pandemic. There was only a fist-bump from Feliciano Lopez, after Nadal beat him 4-6, 7-6 (5), 6-4 in a subdued atmosphere more worthy of a library study area than a sports arena.

"The real feeling, the personal feeling is completely different," Nadal said. "It makes a big difference that the court is empty."

The 34-year-old Nadal joins towering company in Jimmy Connors (1,274), Roger Federer (1,242) and Ivan Lendl (1,068) as the only men's 1,000-club members since the Open era began in 1968.

"I know it is a very special number, one thousand," Nadal said. "Even if it's not the same to celebrate something like this without a crowd."

Nadal smiled as he posed at the net with the number 1,000 displayed on the court in a brief ceremony, and then walked off center court like after any other match.

It was the second milestone he reached in Paris this year, having won the French Open last month to tie Federer on 20 majors. But while 1,000 fans cheered him at Roland Garros, none were at the Bercy Arena.

"Of course it's sad, the

Magnolia stops TNT, moves up in standings

uoyed by a win over their Manila Clasico rivals in their last outing, the Magnolia Hotshots battled relentlessly and moved up to solo eighth place with a 102-92 win over the TNT Tropang Giga Wednesday in the PBA Philippine Cup bubble play at the AUF Sports Arena Powered by Smart 5G. Ace player Paul Lee played without letup on his 32-minute stint on the floor, providing the leadership and firepower to finish with 27 points spiked by 4-of-8 three-pointers plus four rebounds and four assists.

Chris Banchero (19 points), Ian Sangalang (15 markers and nine

rebounds) and Mark Barroca (14 points, seven assists and six boards) had their own sterling games as the Hotshots topped the TNT squad that was probably winded by a win over NorthPort the night before.

Bobby Ray Parks and Jayson Castro led the losing team with 29 and 25 points, respectively.

"We really need this win, kailangan namin umakyat sa standings," said Lee. "We tried to keep our composure dahil ayaw namin maulit yung last couple of games kung saan lumamang kami ng malaki pero natalo sa last two minutes," he added.

The Hotshots picked up from where they left off in their 102-92 win over t h e Gin Kings on Oct. 25, notching their first successive wins in the tourney and in the process improving to solo eighth at 3-4.
