He said the Department of Education (DepEd) is looking into the actual condition of the coronavirus disease 2019 (Covid-19) pandemic in the different parts of the country.

Citing the Department of Health, Roque said the government aims to bring all regions under the modified general community quarantine, the most relaxed classification out of the four community quarantines in the Philippines.

Last month, DepEd started its preparation for the limited face-to-face

classes in areas with no reported Covid-19 infections.

"At the moment, there are no face-to-face classes but the DepEd is really preparing for it," DepEd Undersecretary Tonisito Umali said in a television interview.

Public school classes nationwide resumed on October 5 following the DepEd's Blended Learning Program, with about 22.5 million learners in public schools studying through modules, radio, television, and the internet. (PNA)

In his November 3 letter sent to Councilor Melchor B. Quitain, Jr., temporary presiding officer of the Sangguniang Panlungsod (SP), Wenifredo Gorrez requested that SP Resolution No.0384, Series of 2019, entitled “Favorably Endorsing the Samal-Davao City Connector Bridge Project of the Department of Public Works and Highways” be reviewed, amended, or revoked.

The objection, he said, is in line with the Department of Environmental and Natural Resources’ (DENRs) issuance of the Environmental Clearance Certificate (ECC) as “the starting point for project proponents to get the approval of the local government units (LGUs) as mandated by the Local Government Code.”

According to Gorrez, the resolution was issued before the Environmental Impact Assessment (EIA), a requirement for an ECC issuance, was even started. He said this portion is at best “a case of oversight on the part of the City Council or a case of the proponent trying to railroad the legal procedure of getting first the ECC before asking the LGUs for their approval.”

He added that there is a possibility that once the ECC is issued, DPWH will proceed with the project without getting back to the City Council because they already have SP No.0384. He also said that

orate in the streamlining of data and information between the Provincial Agriculture Office (PAGRO) and MinDA Tienda, which will boost the planning and implementation of strategic projects and programs of the province.

“We have been dreaming this day, to make sure that our data are updated for our value chain players to have access to information to decide on the kind of investment that they are going to engage in Misamis Oriental,” PAGRO chief Apollo Pacamalan siad.

As part of the agreement, MinDA is also tasked with providing technical support to the province in mapping agriculture and aquaculture sites, including the database of individual farmers and farmer groups.

“This will actually provide the benchmark in the entire country, that if

our information system is lodged in the provincial level, then we can have an online, real-time updating of information so that market information is available at the farmers’ field at the same time. We can actually shape up programs for the farmers based on what the market wants,” Pacamalan said.

For his part, Emano believes the program would benefit farmers and fisherfolk, adding that it was about time that “they who labored in the production the most could benefit from their hard work, and not the middlemen”.

Other opportunities Meanwhile, Piñol shared with Emano other opportunities and projects that can help improve the agriculture landscape in the province, and one of which is the potential of growing Hass-variety avocado.

he decision to allow face-to-face classes is still with President Rodrigo Duterte but concerned agencies continuously monitor developments as they prepare for its eventual resumption, Presidential Spokesperson Harry Roque said Tuesday.

the DPWH has publicly declared it would start the project in earnest. “Hence, the City Council may not be able to discharge its duty to maintain ecological balance as provided under the Local Government Code based on a complete set of information on the environmental impacts of the project and issue its timely disapproval where justified.

The fast-paced implementation of the project will render the City Council’s intervention moot.”

The landing points of the bridge are specifically located in Davao City and IGaCoS, the barangays that will be affected are Vicente Hizon Sr., A. Angliongto and R. Castillo. While Barangay Limao will be affected on the IGaCoS side. One of the sites that will be affected by the project in the Davao City side is identified as marine sanctuary site.

He also suggested that the City Council conduct its own Traffic Impact Assessment on the Ove Arup’s proposed site. He said it is also crucial that the City Council invite DPWH and its consultants to report on the results of the EIA, to inform itself of the adverse impacts of the project.

“This will allow the City Council to decide intelligently whether to withdraw its endorsement for the project based on the current alignment.

Among others, the damage to the city’s marine

protected areas by the current alignment is something worth inquiring into,” he said.

It can be recalled that DPWH has conducted a virtual public hearing last month as requirement for the issuance of the ECC. During the hearing, Councilor Pilar Braga has suggested that nothing should be final yet at this stage due to some grave important urgent concerns that must first be tackled and responded and reacted to properly in the proper forum.

Braga was referring to the issuance of the ECC that needs the approval of the LGU before it will be issued and the four marine sanctuary sites, wherein one of the sites will be affected by the project. The marine sanctuary sites are approved by the city council through an ordinance.

Undersecretary Emil Sadain of DPWH, however, said that DPWH has all the resolutions from the Davao City Development Council and IGaCoS Development Council approving and endorsing the said project through Resolutions Nos. 8 Series of 2019 and No. 242 Series of 2019 respectively.

He said the Davao City Development Council has approved the said resolution on October 4, 2019 while IGaCoS approved it on Oct. 10, 2019.

Gorrez, a former executive director of Konsumo-Dabaw, said the group is also campaigning for the realignment of the bridge project on the site suggested by the JICA study considering that it is the least expensive and environmentally damaging.

During Tuesday’s signing of an agreement between MinDA and the provincial government on the “digitalization of agri-fishery and socio-economic information partnership,” Piñol told Governor Yevgeny Vicente Emano that the program is under a project grant funded by the European Union through the Mindanao Fisheries and Aquaculture Development (MinFAD).

he Philippines is considered as among the safest countries in the world where citizens feel safe and have confidence with the local police, according to the 2020 Global Law and Order survey by American analytics firm Gallup.

In the report based on a survey conducted in 2019, the Philippines is tied with Australia, New Zealand, Poland, and Serbia on 12th spot with a law and order index score of 84.

Out of the 144 countries, the Philippines is among the top 40 nations with the highest scores.

The researchers asked nearly 175,000 adults in 144 countries and areas with four questions to capture their sense of personal security and ex-

periences with crime and law enforcement.

The questions asked are the following: In the city or area where you live, do you have confidence in the local police force?

Do you feel safe walking alone at night in the city or area where you live?

Within the last 12 months, have you had money or property stolen from you or another household member?

Within the past 12 months, have you been assaulted or mugged?

Singapore and Turkmenistan topped the list with a law and order index score of 97. They are followed by China, Iceland, Kuwait, Norway, Austria, Switzerland, Uzbekistan, and the United Arab Emirates.

Many lawmakers see need for disaster resilience dep’t

he Diamond Tower of Damosa Land Inc. (DLI) is now accommodating locators.

Ricardo “Cary” Lagdameo, first vice president of DLI, said the 17-storey Diamond Tower is now over 92 percent complete and ready to accept tenants starting this year.

“We will complete the construction by next month but we are able to accommodate locators as early as now,” Lagdameo said via Messenger.

He said they are looking for financial services companies, BPO’s, flexible work spaces, and traditional offices as locators.

Lagdameo also announced recently on social media that DLI has hoisted

up the final glass (low emission-eco-friendly) panel for Damosa Diamond Tower.

Although the company will be completing the project at what is probably the toughest time for the industry, Damosa Land will be ready for investors when they look to Davao to expand.

When completed, the building is looking at housing around 50 locators including the corporate offices of the Anflocor Group and DLI, expansive co-working spaces like Regus, Business Process Outsourcing (BPO) and Knowledge Process Outsourcing (KPO) companies.

Whoever wins polls, no major change in PH-US ties: Palace

alacañang expects no major changes in bilateral relations between the Philippines and the US regardless of who wins the race for the White House in the 2020 presidential elections.

Presidential Spokesperson Harry Roque expressed confidence the Philippines-US bilateral ties will remain strong because the US State Department ensures continuity in terms of foreign policy.

“You see the (US) State Department ensures continuity as far as US foreign policy is concerned.

So we don’t expect any major changes in bilateral relations between the Philippines and the United

States,” Roque said in an interview over CNN Philippines’ The Source on Wednesday.

He acknowledged the “personal relationship” between President Rodrigo Duterte and US President Donald Trump but noted that he could also establish rapport with Democratic challenger Joe Biden if he wins the Nov. 3 polls.

“Of course, there is an issue of personal relations but I think given time the President can establish equally warm personal relations with whoever wins this election even it’s not President Trump,” he said.

Duterte himself has repeatedly branded Trump as his "friend."

To complement the expected rise of economic activity, DLI will also construct a car park building in the Damosa IT Park that will hold about 350 vehicles and is set to be fully operational later this year.

The tower, which has a land area of 2,200 square meters and a building footprint of around 1,800 square meters, is expected to bolster Davao City’s growing office space needs as more investments are now leading to the south.

DLI also commits to provide a more sustainable option to business as the tower promotes the use of renewable energy and will give its locators access to alternative power sources and proof are the custom-made exterior fins

that are installed to help divert heat, environmentally-sound features that include LED lighting and eco-friendly insulation to prevent air gaps and stop drafts.

Apart from the sleek curved lines, the tower also boasts of its unique architectural design such as the distinctive panels as well as its engineering works.

Another important aspect is the curtain glass wall called Low-E Glass, which is environment-friendly and blocks the heat of the sun from coming in.

The tower is also being poised to be a landmark in Davao with its facade depicting the wavy lines of banana fibers, which is Davao’s top export commodity.

by President Rodrigo Duterte as priority legislation, Malacañang is leaving it up to Congress to decide on it.

“Pero gayunpaman (But still), legislation is the area of the Senate and the House.

We welcome any and all discussion dahil in the end, sila ang magsasabatas ng panukalang batas na yan (because in the end, they are the lawmakers of that proposal),” Roque said.

Financial burden for gov’t Senator Panfilo Lacson said the creation of a new department will undoubtedly be another financial burden for the government.

“It is relatively easy to pass a law creating new departments. But would it be feasible, and will there be proper funding for it?

The Department of Budget and Management (DBM) says at least PHP1.5 billion is needed to set up the department,” Lacson said in a statement.

Lacson has instead suggested a dedicated office under the Office of the President with a Cabinet rank and full authority to mobilize concerned government agencies before, during, and after calamities, both natural and man-made, from policy-making and planning to implementation, as it would require much less funding and minimum number of staff and personnel.

saster response Albay Rep. Joey Salceda, meanwhile, said the proposal does not merely create an agency, but it also institutionalizes disaster preparedness, response, and future-proofing as a national responsibility with an institutionalized framework.

Salceda said the government can find the funds for the new agency.

“If the problem is funding, then let’s find the funding, and not deny the problem. You know fully well that I am continuously raising funds for the national government through tax policy reforms. But, institutionalizing disaster response is not a mere option for the country. We have to do it,” he said.

Salceda recalled his experience as the governor of Albay where they institutionalized their own Albay Public Safety and Emergency Management Office (APSEMO), an office that created a culture of preparedness in the province.

“The point is disaster preparedness should no longer be relegated to the reaches of the bureaucracy.

The head of disaster preparedness should be able to propose measures straight within the Cabinet and towards the President,” Salceda said.

Clearer chain of command Senator Christopher “Bong” Go said this measure shall provide a clearer chain of command, more responsive mechanisms, and a more holistic, proactive approach in handling crisis situations in the country where natural disasters are already “normal occurrences.”

“Huwag na natin antayin pa na magkaroon ng panibagong kalamidad.

Dapat may isang departamento kung saan secretary level ang mamamahala sa disaster resilience upang maprotektahan ang kabuhayan at kapakanan ng ating mga kababayan (Let’s not wait for another calamity to occur. There should be one department led by a secretary to handle disaster resilience to protect the lives and livelihoods of Filipinos),” Go said.

THE GOOD THING ABOUT FAILURE “Just because you fail once doesn’t mean you’re gonna fail at everything.” – American actress Marilyn Monroe *** During the 2017 Miss Universe pageant held in Manila, the top three finalists were asked by host Steve Harvey: “Name something over the course that you failed at and tell us what you learned.”

Miss France Iris Mittenaere won the coveted title for her answer. “I failed several times in my life,” she said. “When you fail, you have to be elevated and you have to keep going. If tonight I will not be the winner I am still honored that I’m still one of the three finalists.

For me this is a great opportunity.”

Her answer reminded me of the words of Maya Angelou, who was named one of the 30 most powerful women in American by Ladies Home Journal in 2001. “You may encounter many defeats, but you must not be defeated,” the noted author and actress said. “In fact, it may be necessary to encounter the defeats, so you can know who you are, what you can rise from, how you can still come out of it.”

“Only those who dare to fail greatly can ever achieve greatly,” American senator Robert F. Kennedy (yes, the brother of American president John F. Kennedy) once said.

This is best illustrated in the life of American art teacher Warren Kimble. He liked his job very much but one day, he found himself no longer working in the

school he used to teach. Rather than become bitter, he started to make and sell wooden toys, marionettes, and dollhouses to support his family.

Later on, Kimble experimented with painting Vermont-inspired images – Holstein cows, farmhouses, pigs, and rabbits – on antique furniture and selling it at regional antique shows.

Eight years after he lost his job teaching art, something happened. His unique art caught the attention of a vacationing couple, who licensed his work. Since then, his images have appeared on more than two million prints: T-shirts, plates, doormats, calendars, home furnishings, computer mouse pads, etc.

Kimble’s experience is one that can easily be duplicated by every person who experiences a falling, a failure, or a defeat. His disappointing layoff as an art instructor was simply the prelude to a more successful and satisfying career.

“He who has never failed has never tried,” Emmett LeCompte once said. Napoleon Bonaparte failed as an essay writer, William Shakespeare as a wool merchant, and Abraham Lincoln as a storekeeper. None of them gave up.

They moved into other fields, tried other things for which they were better fitted, with the results we all know.

“It is a rare person who doesn’t hope responsibility for his failures will fall on somebody else.

It is normal to want to shift blame for our troubles. But shifting isn’t

easy to do. People don’t fool easily.

It isn’t even easy to fool yourself.

Besides, shifting the blame serves no practical ends. It means talking about troubles instead of remedies, about past problems instead of future plans,” pointed out Normal Shidle, author of Clear Writing for Easy Reading.

Don’t be afraid to face failures.

“I can take any group of young people any place, and teach them to be inventors, if I can get them to throw off the hazard of being afraid to fail,” Charles Kettering pointed out.

“You fail because your ideas aren’t right. You should not be afraid to fail, but you should learn to fail intelligently. By that I mean, when you fail, find out why you failed, and each time you fail it will bring you up nearer to the goal.”

There was this story of Florence Chadwick, who set a world record when she swam across the English Channel from France in 13 hours and 20 minutes in 1950.

The following year, she swam from England to France, making history as the first woman to swim the channel from both directions.

In 1952, she made a drastic move in accepting the challenge of swimming from Catalina Island to Palos Verdes, California. Although the waters were frigid and sharks trailed her, Chadwick’s resolve was shattered by something else.

After 15 hours if hard swimming, she lost the will to continue and climbed aboard an escort boat – less than half a mile from shore.

“It was the fog,” she answered when asked by a reporter on why

she stopped. “If I had seen land, I could have finished. But when you can’t see your goal, you lose all sense of progress and you begin to give up.”

But Chadwick didn’t give up.

A few months later, she successfully swam the same route – and set a new record.

“If at first you don’t succeed, try and try again.” That popular proverb contains a great and powerful truth. Exclaimed Thomas Alva Edison to an assistant marveling at the bewildering total of his failures – 50,000 experiments for example, before he succeeded with a new storage battery: “Results?

Why man, I have gotten lots of results. I now know 50,000 things that won’t work.”

Not all successes started as triumphs. In fact, some success began as failure. The Apple microcomputer was turned down by both Hewlett Packard and Atari, but had first year sales of US$2.5 million. In his first year in the automobile business, Henry Ford went bankrupt. Two years later, his second company also failed.

Dr. Seuss’s first children book was rejected by 23 publishers; the 24th publisher sold six million copies.

In 1831, he failed in business.

In 1832, he was defeated for the legislature. In 1833, he again failed in business. In 1834, he was elected to the Legislature. In 1838, he was defeated for Speaker; in 1840 defeated for Elector; in 1843 defeated for Congress; in 1846 elected to Congress; in 1855 defeated for Senate; in 1856 defeated for

Vice President; in 1858 defeated for Senate; in 1860 elected to President of the United States. If you have a hard time figuring out who the person was, the answer is Abraham Lincoln.

“Many people fail in life because they believe in the adage: If you don’t succeed, try something else,” says Don B. Owens, Jr. “But success eludes those who follow such advice. Virtually everyone has had dreams at one time or another, especially in youth. The dreams that have come true did so because people stuck to their ambitions. They refused to be discouraged. They never let disappointment get the upper hand.

Challenges only spurred them on to greater effort.”

Some people fail in life because they expect too much from themselves. Everyone wants to become a star in a million. But not all of us can become stars. If you can’t be a star, be content with being a tree. If you are a tree, be sure that you are a tree that bears fruits.

If cannot be a tree, then be a grass.

But as a grass, make yourself the best grass of them all.

“Constant effort and frequent mistakes are the stepping-stones of genius.” That was what American writer and publisher Elbert Hubbard said.

Robert T. Kiyosaki believed so, too. “Winners are not afraid of losing. But losers are. Failure is part of the process of success. People who avoid failure also avoid success,” wrote the author of Rich Dad, Poor Dad.

“V-Zapata” is actually a biofilm of one of Mexico’s legendary heroes during the revolution where he aggressively fought for judicial and government reforms, particularly the equitable distribution of land to the Mexican farmers in the southern state of Morelos.

A no-read, no write peasant farmer, Zapata – much like Andres Bonifacio of the Katipunan – led his ill-equipped, bolo wielding farmer-soldiers against established land-grabbing ‘hacienderos’ and the abusive authoritarian regime of President Porfirio Diaz, eventually forcing the latter to flee to Europe.

The succeeding Chief Executive, Francisco Madero awarded Zapata the rank of General and head of the revolutionary forces in the South while Gen. Pancho Villa headed those in the North.

However, because of the transition in government, many sycophants – including businessmen and senior military officers with shifting loyalties based in Mexico City – squeezed themselves into Madero’s inner circle that prevented the implementation of genuine government reforms Zapata and other revolutionaries sought and fought for.

This exasperating impasse – bureaucratic red tape, corruption, etc. - that delayed the judicious distribution of lands forced Zapata to leave, and resigned the post Madero gave him. He went back to his mountain lair and continued to mount a farmer’s revolution in the South.

In the end, Madero was executed in a treacherous entrapment hatched by his scheming, coup-plotting senior military officers while Zapata was brutally assassinated in the same manner that Gen. Antonio Luna suffered his fate in Cabanatuan City.

“Viva Zapata” actually mirrored our own dilemma in the Philippines.

Ownership of large tracts of land by the few rich families and

land grabbing are the real issues that haunted our country since the Spanish era because Filipinos – labelled “Indios” at that time – were prevented from owning properties, particularly agricultural lands that they were tilling.

Today, even after the Comprehensive Agrarian Reform Program has been largely enforced and implemented, farmer-beneficiaries are not yet out of the woods.

Filipino farmers remain too dependent on government assistance and even fall prey to sweettalking middlemen in their desire to get the best prices for their produce.

So they struggle making both ends meet and even more struggle against the onslaught of destructive typhoons and unfavorable weather conditions.

I don’t know how land reform development has evolved in Mexico these contemporary days. What I know is that the government of this neighboring USA ally was one of two Spanish-speaking countries who started the monetary dole-out program that came to be known here locally as the 4Ps.

The mercifully sad and inglorious life of Mexican farmers during Zapata’s lifetime in the late 1800 until the early 1900s was eerily the same biographical anecdote that the Hukbalahap (Hukbo ng Bayan Laban sa Hapon) led by Luis Taruc can be described.

Taruc was a principled former Pampanga congressman who lived in the forested environment in Mt. Arayat in Pampanga and ceaselessly – like Zapata – fought an armed struggle against the Philippine government.

Like Zapata, to a degree Taruc was successful although he might not have lived long enough to see the fruits of his labor and the fulfillment of his dreams.

Zapata and Taruc are of the same mold. They are both incorruptible peasant farmer-leaders.

The former refused rich rewards from Pres. Madero (like a mansion and a huge property deserving of his stature as General of the South) which he saw as bribes for him to support the latter’s weak leadership and corrupt regime.

Taruc, soft-spoken but

learned, likewise remained to live a simple life although he was granted amnesty and appointed to a government post. He remained faithful to his calling.

In these millennial times, I don’t know if we can still hope to find a Zapata and a Taruc among the ranks of our emerging leaders.

Many have fallen away from the principles of statesmanship and nationalist ideals. As you have observed and continue to witness with your own eyes, the corruptive influence of money, power and politics has all but blinded those whom we expect to lead us out of the mire and stagnation.

Perhaps it is time they are reminded of what Abraham Lincoln said: “I am not bound to win, but I am bound to be true. I am not bound to succeed, but I am bound to live by the light that I have. ORDINANCE NO. 0256-20 Series of 2020 AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 ENHANCED COMMUNITY QUARANTINE POLICIES Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 ENHANCED COMMUNITY QUARANTINE POLICIES”.

SECTION 2. COVERAGE – This Ordinance shall be imposed upon all persons, entities and establishments within the City of Davao, until the existing Enhanced Community Quarantine is lifted, or unless any part therein is earlier modified, withdrawn or extended.

SECTION 3. ENHANCED COMMUNITY QUARANTINE – The entire City of Davao is placed under an Enhanced Community Quarantine which shall have the effect of imposing the following rules: 1. No person can come out from his/her residence, dwelling, and immediate surroundings except those who will buy food or medicine, go to the hospital or in an emergency situation, and except as herein provided; 2. Imposing a social distancing measure of at least two (2) meters between all persons in public areas; 3. Face masks are mandatory when going out in public; 4. Suspension of all mass gatherings, including those which are religious, educational, or recreational in nature; 5. All government offices must work from home and leave minimal employees to continue work in offices except those involved in security, health, social services, sanitation, and disaster, who must continue to work on full operation; 6. Individuals are allowed to exercise or go out into the sun or get some fresh air, provided that they are within a few meters from their residence or dwelling; 7. All beach resorts and inland water resorts must be closed until further notice.

SECTION 4. FOOD AND MEDICINE (FM) PASS 1. The food and medicine pass shall be used to buy food, medicines or go to the hospital; 2. Two (2) individuals can be named on the pass but only one (1)

5. Any individual in public without the proper employment IDs, FM passes or not responding to an emergency shall be in violation of this Ordinance.

6. The abuse and unsactioned use of FM Pass shall be subject to its revocation. For this purpose, the authorities should record the date of usage and shall check the food and/or medicine actually acquired or purchased upon re-entry of the individual to his/her barangay address when allowed by the circumstances; SECTION 5. LAND TRAVEL A. Non-essential travel – All non-essential travel within Davao City is suspended. Travel within Davao City is allowed only for the following: 1. Going to and from work for sectors allowed to operate, provided they have Identification Cards; 2. Delivery of essential goods and services; 3. Buying food and medicine, provided the person has an FM Pass; 4. Going to the hospital, dentist, pharmacy or for medical emergencies; 5. Law enforcement officers and those officially assisting in the fight against COVID-19.

B. Suspension of travel into and out of Davao City – All private vehicles and any mode of public transportation shall be prohibited from crossing into and out of Davao City borders, except for cargo, transport vehicles of COVID–19 frontline workers and skeleton workforces of establishments that are allowed to operate during ECQ. No mass transport of individuals is allowed.

C. Jeepneys – All jeepneys must stop their operation except those hired to work for the government, offices and businesses that are open during the ECQ and those hauling cargoes.

D. These forms of transportation are allowed: a. Private vehicles and taxis with one (1) driver and one (1) passenger in front and one (1) at the back, observing physical distancing; b. Tricycle with one (1) driver and one (1) passenger in front and one (1) at the back, observing physical distancing; c. Single rider motorcycle or bicycle; d. Free bus rides from the government, or ECQ exempt establishments, provided that they create a system with physical distance between passengers of at least one meter; E. Unrestricted movement of Frontline Workers – The following workers are allowed unrestricted movement from their residence to their place of work and shall be prioritized in any transportation arrangements: a. All DOH officials and staff; b. All health and safety personnel stationed at LGU health facilities; c. All Philippine Red Cross vehicles bearing the Red Cross Logo and staff with Red Cross Identification; d. Core Staff from the World Health Organization Country and Regional Offices; e. All medical officials, hospital administrative staff, and aides from private facilities, as well as their respective transport service providers.

F. Truck Ban – The schedule of the ban of trucks along the highways is hereby lifted, until later restored; G. Cargo – All cargoes (food and non-food) within, from and to Davao City shall not be delayed, except for necessary health screening and safety measures, decontamination and disinfection stations and identification verification.

SECTION 6. SEA TRAVEL – All sea travel into Davao City is hereby suspended, except for sea cargo and government vessels. Vessels can unload cargo in any port in the City but all personnel and crew of the vessels are prohibited to come down from the vessels.

SECTION 7. AIR TRAVEL – Domestic and Foreign Air travel to and from Davao City at the Davao International Airport shall be suspended until the same is lifted by the City Government of Davao.

The following are exempted from suspension: 1. Cargo flights; 2. Medical Evacuations; 3. Weather Mitigation flights; 4. Maintenance flights; 5. Government and Military flights; 6. Flights specifically allowed by the City Government of Davao; 7. Emergency landings: a. As much as possible, no crew or passenger may disembark without prior notice;

b. Passengers or crew who disembark must be placed under isolation upon landing; 8. Recovery flights for expatriates, subject to prior clearance with the City Government of Davao; SECTION 8. ESTABLISHMENTS A. All private establishments and offices must close EXCEPT: 1. groceries, supermarkets; 2. wet markets/palengkes; 3. food commissaries, wholesale food outlets; 4. food processing or manufacturing; 5. food delivery services; 6. convenience and sari-sari stores; 7. hospitals, medical laboratories; 8. pharmacies, drugstores; 9. other health services/personnel; 10. banks and ATMs; 11. savings and credit cooperatives; 12. money-transfer services and bayad centers; 13. pawnshops; 14. courier services; 15. other delivery services; 16. doctor’s and dentist’s clinics; 17. gas stations; 18. water refilling stations; 19. LPG stations; 20. business process outsourcing/call centers; 21. funeral parlors, cemeteries; and 22. mass media outlets.

Provided, 1. Whenever possible, skeletal workforce arrangement must be implemented and, at all times, physical distancing between employees must be observed.

2. Sari-sari stores must not allow people to stay and loiter, and must be closed during the curfew hours of 6:00 P.M. to 6:00 A.M. of the next day.

3. All wet markets/palengkes must have an entrance, exit and one way direction for people to go through. People cannot turn around and go back and cannot roam around the wet markets/ palengkes. Public Markets must be closed by 5pm each day.

4. All restaurants, cafes, bakeries and other similar food establishments should close down their dining area and open only for take-out, in-house delivery or food delivery services; B. Essential Sectors – All other business establishments and private offices not mentioned but are considered essential sectors, including but not limited to energy, water, telecommunications, cargo, must work only for preventive maintenance and during emergencies.

Agri-business and farms should reduce workload and extend their deadlines to significantly reduce laborers in the job site and to create a two-meter distance between laborers.

C. Other Sectors – Manufacturing, fabrication, and construction work that is not pertinent to the food sector, the state of public health emergency and state of calamity response should immediately cease operation. All other business establishments and private offices not mentioned are required to close and shift to online work and implement a work at home scheme.

D. Food Vendors – Ambulant food vendors who are using different modes of transportation to sell basic food commodities in the barangays shall be allowed. Basic food commodities shall mean rice, bread, meat, poultry, fish, fruits and vegetables, cooking oil and other food condiments.

There must be a maximum of two (2) workers, one (1) driver and one (1) assistant who shall wear face masks and shall implement proper food handling.

SECTION 9. CURFEW – The curfew hours shall be from 6:00PM to 6:00AM of the next day. Within the curfew hours, people cannot go out of their houses, except in cases of emergencies or if going to work in the exempted sectors/frontline offices. There is no need for any ID or pass in the event of an emergency.

The following workers are exempted from curfew: 1. Employed in government offices related to security, health, social services, sanitation, and disaster; 2. 24-hour groceries/convenience stores; 3. Wet markets/palengkes; 4. Food commissaries; 5. Food processing or manufacturing; 6. Food delivery services; 7. Hospitals, medical laboratories; 8. Pharmacies, drugstores; 9. Other health services/personnel; 10.Doctor’s and dentist’s clinics; 11.Gas stations; 12.Funeral parlors; 13.Mass media outlets; and 14.Persons officially assisting in the fight against COVID-19.

Any person or persons not covered by the exemption who are outside their residences during the curfew hours are in violation of this Ordinance and shall be reprimanded and sanctioned accordingly.

SECTION 10. SPECIAL CURFEW FOR VULNERABLE SECTORS – No minor, senior citizen, pregnant woman, sick, and immune-compromised individual can go out of their residence or dwelling except to go to the hospital, medical, or allied medical institutions.

Those who live alone may get an FM pass or, whenever possible and if appropriate, ask a neighbor or a friend to help them buy food and medicines.

Whenever possible, employers must assign their senior citizens to work from home.

In cases of minors, parents shall be held liable under this Ordinance for neglect of minors.

SECTION 11. LIQUOR BAN – No liquor and any other alcoholic or intoxicating drinks shall be sold, served, or consumed in public 24 hours of the day during the state of public emergency.

SECTION 12. FUNERALS – Funeral parlors and private and public cemeteries are mandated to impose a “family members only” wake and burial and at all times demand compliance and observance of two-meter distance between family members and frequent handwashing with soap and water.

SECTION 13. PATIENT – Any person classified as suspected, probable or confirmed case, or patients classified by the Department of Health as falling under any category for purposes of COVID-19 case investigation and monitoring, shall comply with the existing DOH guidelines for their treatment, home quarantine, isolation or confinement.

Any patient who: 1. Refuses to comply with the home quarantine or isolation; 2. Fails to fully comply with the terms of the home quarantine or isolation; 3. Escapes or avoids home quarantine or isolation after being defined as a PUM; shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 14. FALSIFICATION OF FOOD AND MEDICINE PASSES OR EMPLOYEE IDENTIFICATION – Any person who shall make, fabricate, forge, imitate or in any manner reproduce an FM pass without the authority of the City Mayor’s Office, or shall forge, counterfeit or fabricate an identification card or employee certificate, or simulate or falsely represent themselves to be an employee of a sector exempt from the curfew, establishment, closure or travel suspension, shall be liable under this Ordinance.

SECTION 15. FAILURE TO DISCLOSE – Any person, who fails to immediately disclose the fact of their recent travel history to Covid-19 areas with local transmission, or exposure to known confirmed, suspect or probable cases of COVID-19 cases shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 16. FALSE INFORMATION – No person shall create, spread, announce, or claim any false or unverified statement in the guise of being an official statement from the national or local government or any office, agency or official connected with the fight against COVID - 19.

SECTION 17. PENALTY CLAUSE General Penalty Clause – Any violation of this Ordinance shall be punished by the following penalties, without prejudice to the prosecution of other criminal actions.

• 1st Offense – a Fine of Three Thousand Pesos (P3,000) • 2nd Offense – a Fine of Five Thousand Pesos (5,000) and/or imprisonment of not more than 1 year, at the discretion of the court SECTION 18. SEPARABILITY CLAUSE – If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 19. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 20. EFFECTIVITY – This Ordinance shall take effect immediately upon approval and publication.

ENACTED, on the 16th day of April 2020, by a unanimous vote of all the Members of the Sanggunian, there being a quorum.

FIRST WIN Azkals dev’t team nails 1st win in PFL season

he Azkals Development Team (ADT) finally got its first win of the Philippines Football League (PFL) season after two close defeats on Tuesday, blanking Mendiola, 2-0, at the PFF National Training Centre in Carmona.

Jarvey Gayoso scored the go-ahead goal for the ADT while his set piece paved the way for the dagger.

Gayoso, son of former PBA player Jayvee Gayoso, was wide open inside the box and converted a header in the 73rd minute to

put the ADT up.

He was then given the task to take a free kick in the 81st minute.

Mendiola keeper Janry Bayobo, who in the first half saved Marvin Angeles’ penalty attempt just before halftime, also got a piece of Gayoso’s free

kick, but the ball landed at the feet of Matt Custodio, who followed up with a close-range shot to ice the match.

The ADT is currently tied with Maharlika Manila for third place in the league table with three points each, but the latter can reclaim solo third spot if it stuns United City later Tuesday.

Stephan Schrock then went to work, blitzing past the Maharlika Manila backline for a 33rd-minute strike that made it 3-0 for United City.

OJ Porteria then entered the scoreboard with a 39th-minute goal that put United City up front, 4-0.

Early into the second half, Robert Mendy received a cross from Pika Minegishi and slotted in United City's fifth goal.

Mendy quickly got his

ilipina tennis sensation Alex Eala followed up her sensational semifinals finish at the Roland Garros French Open tournament last monthwith a big opening round win in the Castellon Pro (with $15,000 on the line) on Wednesday (PH Time).

The 15-year-old Filipina, entered as a junior reserve player, defeated 24-year-old Alba Carrillo Marin, 6-1, 7-6 (2) of Spain.
