‘No QR, no travel, no entry’ to Davao City takes effect Nov. 7

The city government issued on Tuesday Executive Order No. 60 which provides for guidelines on the mandatory implementation of the Safe Davao QR (DQR) code starting Nov. 7 to fast tract the contact tracing and control non-essential travels to limit the spread of Covid-19 cases in Davao City.

The EO is an offshoot to the rise in Covid-19 cases in Davao City resulting to the full occupancy of Covid-designated beds in the Southern Philippines Medical Center (SPMC) and Temporary Treatment and Monitoring Facilities (TTMFs).

Residents and non-residents of Davao City are required to get a QR code to allow movement particularly for essential travels in the city.

“Mura ni ug FM pass kung makita ka sa dalan ug wala ka’y DQR you will be held sa mga pulis,” Mayor Sara Duterte-Carpio said in a live broadcast on Tuesday.

The mayor directed all private and government offices must acquire scanner for the DQR as it will be used also as a contact tracing log for entry and exit in all offices and establishments.

states that all private and government offices, event venues, hospitals, hotels, malls, stores, groceries, mini-marts, restaurants, carinderia, palengkes, places of worship, educational institutions and all other offices, establishments and organizations shall prepare their online and offline scan for all individuals entering and exiting their area.

Roque said he did not know whether or not the President's mask was removed by accident.

"Ang importante po, nakarating po doon sa Guinobatan... Kung natanggal man ang mask niya, iyong danger ay na kay Presidente. Pero hindi po niya natiis ang mga Bicolano, pinuntahan niya. He exposed himself to the threat of COVID-19," he said.

He turned down the idea of having to form a committee in charge of vaccine procurement as it might lead to further delays.

“Ayaw ko yang committee-committee. Matagal yan (I don’t want to have to create a committee. It will delay the process) I have great faith in Charlie to really come up with the solutions for the problem,” he added.

Presidential Spokesperson Harry Roque, in a text message to reporters, confirmed that Duterte appointed Galvez as vaccine czar.

Last Oct. 26, Roque mentioned that Duterte had appointed a vaccine czar, but refused to name him.

He said the person named vaccine czar was “hesitant” about publicizing the appointment and would rather wait for the President to make the announcement.

“Yung natalagang vaccine czar is hesitant when I asked him if I could remind the public that he has been designated vaccine czar kasi baka hindi na raw po naalala ni Presidente (The person designated as vaccine czar is hesitant when I asked him if I could remind the public that he has been designated because the President might not have remembered it) so he would like to wait for the President to make the announcement anew,” he said.

Roque earlier assured that potential vaccines would be affordable to many Filipinos even if the national government could not provide free immunization to all Filipinos.

An estimated PHP20 billion will be spent to inoculate the priority population which includes the poorest of the poor, police, military, and front-liners, he added.

Duterte said he preferred a government-to-government agreement for the purchase of vaccines, saying it would prevent the risk of corruption.

“So, the DCWD has laid all the main distribution pipes underground and put up all the giant reservoirs of all off-take points,” Braga said.

Braga authored the Water Code Ordinance or Water Resource Management and Protection Ordinance 20 years ago that ensures the protection of the water resources of the city.

Braga narrated that when she drafted the ordinance, DCWD was already planning to develop the bulk water supply project to avoid the over extraction of ground water to allow

the aquifer to rest and recharge.

“Rightly so, because our city’s population is growing so rapidly and its industries expanding. The threat of saline water permeating into our aquifer due to over-extraction becomes a nightmarish issue, I tell you, when this happens it will be irreversible and I do not want us to be blamed by the next generation for the tragedy,” she said.

The veteran legislator also clarified the issue on the slow expansion of DCWD’s services to District 3. According to her, seven out of DCWD’s 11 existing water supply systems serve District 3 and the barangays that are not yet reached by DCWD have level 2 water systems developed by the Department of Public Works and Highways (DPWH).

PRRD ‘waited for “Rolly” to pass’ before flying back to Manila resident Rodrigo Duterte on Monday said he was “waiting for the typhoon to pass” and visited the resting place of his late parents, the reason for his absence in the government’s first briefing on its response to Super Typhoon “Rolly”.

In a Cabinet meeting aired over PTV-4, Duterte said while he failed to make it to the briefing because of the typhoon, he really intended to be there as soon as the weather permitted.

“Itong mga ugok naman sinabi na wala ako (These idiots, they’re saying I was absent), I was waiting for the typhoon to pass, then lumipad ako (I flew),” he said.

He said he spent the weekend in Davao City before the All Saints’ Day and All Souls’ Day. “Kami taga probinsya, we travel almost with regularity, bakasyon, all Souls’ Day, kaya nga ako nauwi (We from the province, we travel almost with regularity, vacation, all Souls’ Day, that’s why I went home),” he said.

Duterte said he could not skip his tradition of paying respects to his late parents.

“You know kung wala kayong patay, okay lang.

Kami may mga pamatay, kailangan umuwi kami doon sa amin (if you don’t have deceased loved ones, it’s okay. Us, we have that’s why we need to return home),” he said. He added that he and the Cabinet members were not present

due to the typhoon.

Duterte’s absence from the first two typhoon response briefings was criticized on social media, but many officials said the President is on top of the situation and monitoring developments while in Davao City.

Presidential Spokesperson Harry Roque said the President was monitoring developments on the typhoon from his home.

He said all concerned agencies are on “red alert” status to maximize their capacity to respond to the people’s needs.

National Disaster Risk Reduction and Management Council (NDRRMC) executive director Ricardo Jalad noted that Duterte had the luxury of monitoring developments from his home since he was confident that the local and national governments are “functioning”.

Gov’t not eyeing new taxes to cover drop in revenues due to lockdowns

inance Secretary Carlos Dominguez III assures the government will not be imposing new taxes to make up for revenues lost from lockdowns due to the pandemic.

"We are not really seriously considering any taxes," said the official in a statement on Monday. "Taxing our citizens when their incomes are down is not a good idea."

The Bureau of Internal Revenue and Bureau of Customs collected 12 percent less in taxes and custom duties from January to September compared to last year as lockdowns dampened economic activity, with stricter quarantine rules in place during the earlier months of the coronavirus health crisis.

To recall, the BIR also postponed deadlines for income tax payment multiple times early into the pandemic.

Both bureaus raked in ₱1.82 trillion as of September, up by over eight percent from the Development Budget Coordination Committee's (DBCC) revised target,

but nearly 12.5 percent down from their collection in 2019.

The Finance chief said the government will be tapping the commercial market and possibly the Bangko Sentral ng Pilipinas for additional funding for the country's pandemic response along with its economic recovery program.

The government has enacted the laws Bayanihan 1 and 2 in a bid to stimulate economic activity and provide relief to individuals and sectors gravely affected by the pandemic.

The Philippines entered into recession during the second quarter of 2020 after posting 16.5 contraction, following a 0.7 percent shrinkage from January to March. The recent plunge is the steepest one yet since available records in 1981.

Economic managers expect a full-year economic contraction of 5.5 percent for the Philippines, but multilateral lenders and global banks have provided more grim forecasts.

ood Safety is the assurance or guarantee that food will not cause harm to a person when it is prepared and/or eaten according to its intended use.

Food and Water-borne Diseases is a group of illness caused by any infectious (bacteria, viruses and parasites) and non-infectious agents (chemical, animal and plant toxins). Unsafe food containing harmful bacteria, viruses, parasites or chemical substances, causes more than 200 diseases – ranging from diarrhea to cancers.

An estimated 600 million – almost 1 in 10 people in the world – fall ill after eating contaminated food and 420,000 die every year while children under 5 years of age carry 40% of the foodborne disease burden, with 125, 000 deaths every year. Diarrheal diseases are the most common illnesses resulting from the consumption of contaminated food, causing 550 million people to fall ill and 230 000 deaths every year. women, the elderly and those with an underlying illness are particularly vulnerable. Every year, 220 million children contract diarrhea and 96,000 die.

Unsafe food creates a vicious cycle of diarrhea and malnutrition, threatening the nutritional status of the most vulnerable.

Food can become contaminated at any point of production and distribution, and the primary responsibility lies with food producers. Yet a large proportion of foodborne disease incidents are caused by foods improperly prepared or mishandled at home, in food service establishments or at markets. Not all food handlers and consumers understand the roles they must play, such as adopting basic hygienic practices when buying, selling and preparing food to protect their health and that of the wider community.

So, here are some of the key points and ways by which we can ensure food safety: Common Causes of Food and Water Borne Diseases are: • Unsafe sources of

drinking water • Improper disposal of human waste • Unhygienic practices like spitting anywhere, blowing or picking the nose • Unsafe food handling and preparation practices i.e. street vended foods Five Keys to Safer Food • Keep Clean • Separate raw and cooked foods.

• Cook foods thoroughly.

• Keep food at safe temperatures.

• Use clean water and raw materials.

In case of Suspected Foodborne Illnesses: • Preserve the evidence.

If a portion of the suspected food is available, wrap it securely “danger” and freeze it.

• Seek treatment as necessary. If symptoms persist or are severe (i.e. bloody diarrhea, excessive nausea and vomiting or high temperature), immediately consult a doctor.

• Report the incidence to the local health department.

In President Rodrigo Duterte’s meeting with his Cabinet members Monday evening, Cusi said most of the damaged infrastructures in the energy sector were electric posts and transmission lines.

The energy chief added some 19,000 customers were still out of electricity as of 6 p.m. Monday from over 53,000 affected customers this morning.

Of the 45 distribution lines that were affected due to the typhoon, 25 are already in normal operation, Cusi said.

“The people on the field are working 24 hours and hopefully this week, (electricity) will be restored soon,” he said.

Cusi, who is also the Cabinet Officer for Regional Development and Security (CORDS) for Mimaropa (Region 4-B), added that Typhoon Quinta-hit areas were also affected by Rolly.

He added power supply in areas affected by Quinta is supposed to be restored this week, but this will be further delayed due to “Rolly”. (PNA)

Seven suspected ASG killed in Sulu Sea clash

Initial information from the Western Mindanao Command (WestMinCom) stated that an all-out offensive was launched against the local terror group past 1 in the morning in the open waters of Sulu Sea near Sulare Island in Parang.

Air and sea interdiction was conducted by troops targeting members of the Abu Sayyaf Group under Mundi Sawadjaan and Radullan Sahiron.

"Exchanges of fires transpired, which lasted for 25 minutes, and resulted in the sinking of the boat utilized by more or less seven ASG members," WestMinCom chief Lieutenant General Corleto Vinluan Jr. said.

ORDINANCE NO. 0256-20 Series of 2020 AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 ENHANCED COMMUNITY QUARANTINE POLICIES Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 ENHANCED COMMUNITY QUARANTINE POLICIES”.

SECTION 2. COVERAGE – This Ordinance shall be imposed upon all persons, entities and establishments within the City of Davao, until the existing Enhanced Community Quarantine is lifted, or unless any part therein is earlier modified, withdrawn or extended.

SECTION 3. ENHANCED COMMUNITY QUARANTINE – The entire City of Davao is placed under an Enhanced Community Quarantine which shall have the effect of imposing the following rules: 1. No person can come out from his/her residence, dwelling, and immediate surroundings except those who will buy food or medicine, go to the hospital or in an emergency situation, and except as herein provided; 2. Imposing a social distancing measure of at least two (2) meters between all persons in public areas; 3. Face masks are mandatory when going out in public; 4. Suspension of all mass gatherings, including those which are religious, educational, or recreational in nature; 5. All government offices must work from home and leave minimal employees to continue work in offices except those involved in security, health, social services, sanitation, and disaster, who must continue to work on full operation; 6. Individuals are allowed to exercise or go out into the sun or get some fresh air, provided that they are within a few meters from their residence or dwelling; 7. All beach resorts and inland water resorts must be closed until further notice.

SECTION 4. FOOD AND MEDICINE (FM) PASS 1. The food and medicine pass shall be used to buy food, medicines or go to the hospital; 2. Two (2) individuals can be named on the pass but only one (1)

5. Any individual in public without the proper employment IDs, FM passes or not responding to an emergency shall be in violation of this Ordinance.

6. The abuse and unsactioned use of FM Pass shall be subject to its revocation. For this purpose, the authorities should record the date of usage and shall check the food and/or medicine actually acquired or purchased upon re-entry of the individual to his/her barangay address when allowed by the circumstances; SECTION 5. LAND TRAVEL A. Non-essential travel – All non-essential travel within Davao City is suspended. Travel within Davao City is allowed only for the following: 1. Going to and from work for sectors allowed to operate, provided they have Identification Cards; 2. Delivery of essential goods and services; 3. Buying food and medicine, provided the person has an FM Pass; 4. Going to the hospital, dentist, pharmacy or for medical emergencies; 5. Law enforcement officers and those officially assisting in the fight against COVID-19.

B. Suspension of travel into and out of Davao City – All private vehicles and any mode of public transportation shall be prohibited from crossing into and out of Davao City borders, except for cargo, transport vehicles of COVID–19 frontline workers and skeleton workforces of establishments that are allowed to operate during ECQ. No mass transport of individuals is allowed.

C. Jeepneys – All jeepneys must stop their operation except those hired to work for the government, offices and businesses that are open during the ECQ and those hauling cargoes.

D. These forms of transportation are allowed: a. Private vehicles and taxis with one (1) driver and one (1) passenger in front and one (1) at the back, observing physical distancing; b. Tricycle with one (1) driver and one (1) passenger in front and one (1) at the back, observing physical distancing; c. Single rider motorcycle or bicycle; d. Free bus rides from the government, or ECQ exempt establishments, provided that they create a system with physical distance between passengers of at least one meter; E. Unrestricted movement of Frontline Workers – The following workers are allowed unrestricted movement from their residence to their place of work and shall be prioritized in any transportation arrangements: a. All DOH officials and staff; b. All health and safety personnel stationed at LGU health facilities; c. All Philippine Red Cross vehicles bearing the Red Cross Logo and staff with Red Cross Identification; d. Core Staff from the World Health Organization Country and Regional Offices; e. All medical officials, hospital administrative staff, and aides from private facilities, as well as their respective transport service providers.

F. Truck Ban – The schedule of the ban of trucks along the highways is hereby lifted, until later restored; G. Cargo – All cargoes (food and non-food) within, from and to Davao City shall not be delayed, except for necessary health screening and safety measures, decontamination and disinfection stations and identification verification.

SECTION 6. SEA TRAVEL – All sea travel into Davao City is hereby suspended, except for sea cargo and government vessels. Vessels can unload cargo in any port in the City but all personnel and crew of the vessels are prohibited to come down from the vessels.

SECTION 7. AIR TRAVEL – Domestic and Foreign Air travel to and from Davao City at the Davao International Airport shall be suspended until the same is lifted by the City Government of Davao.

The following are exempted from suspension: 1. Cargo flights; 2. Medical Evacuations; 3. Weather Mitigation flights; 4. Maintenance flights; 5. Government and Military flights; 6. Flights specifically allowed by the City Government of Davao; 7. Emergency landings: a. As much as possible, no crew or passenger may disembark without prior notice;

b. Passengers or crew who disembark must be placed under isolation upon landing; 8. Recovery flights for expatriates, subject to prior clearance with the City Government of Davao; SECTION 8. ESTABLISHMENTS A. All private establishments and offices must close EXCEPT: 1. groceries, supermarkets; 2. wet markets/palengkes; 3. food commissaries, wholesale food outlets; 4. food processing or manufacturing; 5. food delivery services; 6. convenience and sari-sari stores; 7. hospitals, medical laboratories; 8. pharmacies, drugstores; 9. other health services/personnel; 10. banks and ATMs; 11. savings and credit cooperatives; 12. money-transfer services and bayad centers; 13. pawnshops; 14. courier services; 15. other delivery services; 16. doctor’s and dentist’s clinics; 17. gas stations; 18. water refilling stations; 19. LPG stations; 20. business process outsourcing/call centers; 21. funeral parlors, cemeteries; and 22. mass media outlets.

Provided, 1. Whenever possible, skeletal workforce arrangement must be implemented and, at all times, physical distancing between employees must be observed.

2. Sari-sari stores must not allow people to stay and loiter, and must be closed during the curfew hours of 6:00 P.M. to 6:00 A.M. of the next day.

3. All wet markets/palengkes must have an entrance, exit and one way direction for people to go through. People cannot turn around and go back and cannot roam around the wet markets/ palengkes. Public Markets must be closed by 5pm each day.

4. All restaurants, cafes, bakeries and other similar food establishments should close down their dining area and open only for take-out, in-house delivery or food delivery services; B. Essential Sectors – All other business establishments and private offices not mentioned but are considered essential sectors, including but not limited to energy, water, telecommunications, cargo, must work only for preventive maintenance and during emergencies.

Agri-business and farms should reduce workload and extend their deadlines to significantly reduce laborers in the job site and to create a two-meter distance between laborers.

C. Other Sectors – Manufacturing, fabrication, and construction work that is not pertinent to the food sector, the state of public health emergency and state of calamity response should immediately cease operation. All other business establishments and private offices not mentioned are required to close and shift to online work and implement a work at home scheme.

D. Food Vendors – Ambulant food vendors who are using different modes of transportation to sell basic food commodities in the barangays shall be allowed. Basic food commodities shall mean rice, bread, meat, poultry, fish, fruits and vegetables, cooking oil and other food condiments.

There must be a maximum of two (2) workers, one (1) driver and one (1) assistant who shall wear face masks and shall implement proper food handling.

SECTION 9. CURFEW – The curfew hours shall be from 6:00PM to 6:00AM of the next day. Within the curfew hours, people cannot go out of their houses, except in cases of emergencies or if going to work in the exempted sectors/frontline offices. There is no need for any ID or pass in the event of an emergency.

The following workers are exempted from curfew: 1. Employed in government offices related to security, health, social services, sanitation, and disaster; 2. 24-hour groceries/convenience stores; 3. Wet markets/palengkes; 4. Food commissaries; 5. Food processing or manufacturing; 6. Food delivery services; 7. Hospitals, medical laboratories; 8. Pharmacies, drugstores; 9. Other health services/personnel; 10.Doctor’s and dentist’s clinics; 11.Gas stations; 12.Funeral parlors; 13.Mass media outlets; and 14.Persons officially assisting in the fight against COVID-19.

Any person or persons not covered by the exemption who are outside their residences during the curfew hours are in violation of this Ordinance and shall be reprimanded and sanctioned accordingly.

SECTION 10. SPECIAL CURFEW FOR VULNERABLE SECTORS – No minor, senior citizen, pregnant woman, sick, and immune-compromised individual can go out of their residence or dwelling except to go to the hospital, medical, or allied medical institutions.

Those who live alone may get an FM pass or, whenever possible and if appropriate, ask a neighbor or a friend to help them buy food and medicines.

Whenever possible, employers must assign their senior citizens to work from home.

In cases of minors, parents shall be held liable under this Ordinance for neglect of minors.

SECTION 11. LIQUOR BAN – No liquor and any other alcoholic or intoxicating drinks shall be sold, served, or consumed in public 24 hours of the day during the state of public emergency.

SECTION 12. FUNERALS – Funeral parlors and private and public cemeteries are mandated to impose a “family members only” wake and burial and at all times demand compliance and observance of two-meter distance between family members and frequent handwashing with soap and water.

SECTION 13. PATIENT – Any person classified as suspected, probable or confirmed case, or patients classified by the Department of Health as falling under any category for purposes of COVID-19 case investigation and monitoring, shall comply with the existing DOH guidelines for their treatment, home quarantine, isolation or confinement.

Any patient who: 1. Refuses to comply with the home quarantine or isolation; 2. Fails to fully comply with the terms of the home quarantine or isolation; 3. Escapes or avoids home quarantine or isolation after being defined as a PUM; shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 14. FALSIFICATION OF FOOD AND MEDICINE PASSES OR EMPLOYEE IDENTIFICATION – Any person who shall make, fabricate, forge, imitate or in any manner reproduce an FM pass without the authority of the City Mayor’s Office, or shall forge, counterfeit or fabricate an identification card or employee certificate, or simulate or falsely represent themselves to be an employee of a sector exempt from the curfew, establishment, closure or travel suspension, shall be liable under this Ordinance.

SECTION 15. FAILURE TO DISCLOSE – Any person, who fails to immediately disclose the fact of their recent travel history to Covid-19 areas with local transmission, or exposure to known confirmed, suspect or probable cases of COVID-19 cases shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 16. FALSE INFORMATION – No person shall create, spread, announce, or claim any false or unverified statement in the guise of being an official statement from the national or local government or any office, agency or official connected with the fight against COVID - 19.

SECTION 17. PENALTY CLAUSE General Penalty Clause – Any violation of this Ordinance shall be punished by the following penalties, without prejudice to the prosecution of other criminal actions.

• 1st Offense – a Fine of Three Thousand Pesos (P3,000) • 2nd Offense – a Fine of Five Thousand Pesos (5,000) and/or imprisonment of not more than 1 year, at the discretion of the court SECTION 18. SEPARABILITY CLAUSE – If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 19. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 20. EFFECTIVITY – This Ordinance shall take effect immediately upon approval and publication.
