Tanods to be deputized for enforcement of health protocols

Mayor Sara Duterte-Carpio disclosed that there is a discussion in deputizing barangay tanods to enforce wearing of face mask and to penalize with fine or community service those who failed to follow the said standard health protocol.

“Isa pud sa na-discuss ang enforcement sa mask and there is a move na i-deputize ang mga barangay tanod na mu-fine or mag-implement sa community service sa violator.

In the face mask ordinance there is a fine or community service kung dili maka-bayad sa fine. Ibaba ni siya to a community level pinaagi sa atong mga barangay tanods,” the mayor said in a live broadcast last Friday.

She said the city will be tapping the City Treasurer’s Office (CTO) as this initiative involves money or fine.

“Ang lead ana is the CTO because when you speak of fine, trabaho na sa City Treasurer’s Office,” she said.

The wearing of face mask is among health protocols needed to be enforced as preventive measure as part of the plan of action of the city government of Davao against Covid-19. Other preventive

measures are enforcement of physical distancing, frequent hand washing and wearing of face shield. Regulating mass gathering and prohibition of non-essential travel are also part of the preventive measures.

The mayor added that there is also a move to create a team of volunteers to enforce the standard health protocols.

“Bugbog na kaayo atong police and they need our help kay daghan sila ug trabaho. That’s why there is a discussion to help them.

Mayor Sara presented the city’s “plan of action” to make the people aware on the efforts of the city government of Davao in fighting against Covid-19.

“Duna mi meeting sa TF Covid-19, kay medyo we got lost along the way. Ang atoang pillars wala nato nainterconnect ug ensakto. Ang mga tao kuno wala kabalo unsa gibuhat sa gobyerno,” she said.

The plan of action focuses on the prevention, test, trace, and isolation (for confirmed Covid-19), quar-

antine (for close contact of confirmed Covid-19 case), and treat (hospitalization of the Covid-19 cases).

Under testing, testing for Covid-19 cases will be done at the Southern Philippines Medical Center (SPMC), One World Diagnostic, Davao Doctors Hospital (DDH), and Davao International Airport by the City Health Office (CHO).

For treatment, asymptomatic and mild patients will be brought to the Temporary Treatment and Monitoring Facilities (TTMF) while asymptomatic and mild cases with unstable comorbidity, moderate, severe, and critical cases will be brought to SPMC. Mayor Sara said the city’s “plan of action” aims to eliminate, not mitigate that is why there is a need to develop the best strategic coordination of prevention, test, trace, and treat/ isolate.

he Department of Agriculture (DA) 11 (Davao) reminded the region’s piggery operators and hog raisers to observe strict biosecurity measures to prevent the spread of the African swine fever (ASF).

In a virtual presser on Friday, DA-11 information officer Noel Provido said Tagum City, Sto. Tomas, and Carmen towns have recorded ASF cases this month.

“We ask the operators to please observe biosecurity measures. This is just like how we deal with (the)

coronavirus disease. If you are directly involved in a piggery business, you have to leave your gear/garment used in the area and make sure that you will not bring it in your homes to avoid contamination,” Provido said.

He said the cases in the three areas were confirmed on October 6, 13, and 28.

“It was already contained and we have depopulated around 240 pigs and the protocol was already in place. DA-11 also provided an indemnification fund of

PHP5,000 per head, excluding the suckling pig, for the affected hog raisers,” Provido said.

Sto. Tomas information officer Mart Sambalud told the Philippine News Agency (PNA) on Friday that the local government has already implemented preventive measures and has intensified monitoring.

DA-11 Director Ricardo Oñate Jr. also assured that the agency has reached out to various barangays in Davao del Norte to strengthen their ASF check-

points.

“We have strengthened our measures to counter ASF because we want to make sure that nobody can bring in pork meat and its by-products inside the province,” Oñate told PNA in a recent interview.

Last February, this city and neighboring areas implemented a temporary ban on the entry of live hogs and pork products following confirmed cases here, as well as in Davao del Sur and Davao Occidental provinces. (PNA)

t least three potential vaccines for the coronavirus disease 2019 (Covid-19) are under pre-screening but none authorized yet to administer clinical trials in the country, an official of the Food and Drug Administration (FDA) said on Friday.

In a virtual presser, FDA Director General, Undersecretary Eric Domingo said these vaccines are sponsored by Netherlands-based Janssen Vaccines & Prevention (Janssen), China’s Sinovac Biotech (Sinovac), and most recently, Clover Biopharmaceuticals (Clover) from

Australia.

Both Janssen and Clover’s vaccines, Domingo said, are currently being evaluated by the Vaccine Expert Panel (VEP) while Sinovac’s is currently undergoing an ethics review and evaluation by the FDA. “Yung most advanced [Sinovac] is still undergoing evaluation and we hope to have a decision on that within one to two weeks para malaman kung pasado siya o hindi (The most advanced, which is Sinovac’s, is still under evaluation and we hope to have a decision within one to two weeks to know whether it

would be approved),” Domingo said.

panies will be allowed to test their vaccines on thousands of human subjects in the Philippines, or up to 40,000 individuals from several different countries.

“We regulate this to protect human rights to make sure that the safety of human subjects is assured.

enator Christopher Lawrence "Bong" Go said Friday there should no longer be delays in the release of funds under the Bayanihan to Recover as One or Bayanihan 2.

Go made the statement after the Department of Budget and Management (DBM) released PHP77.98 billion to various agencies.

"DBM Secretary Wendell Avisado assured me that they are acting on all budget requests and will make sure that there will be no delays on their part as long as documentary requirements needed from concerned agencies are correct and complete," he said.

With the fund release, Go said executive agencies must work overtime to implement the Covid-19 recovery programs under Bayanihan 2.

The Bayanihan 2 stimulus package consists of PHP140 billion of regular appropriations and an additional standby fund of PHP25.5 billion.

He reiterated that the Bayanihan 2 funds must be used for their intended

purposes, particularly to help the affected sectors and individuals due to the pandemic.

“The sea is our food source. Our fishermen are dependent on the fishes they catch in our bays, our tourism is dependent on the pristine and clean waters of our bays. Safe to say that without our beautiful beaches and the abundant marine resources, the City of Mati would not be where we are now,” Rabat said.

Rabat issued the statement after the City of Mati bagged the regional level grand prize in the recently concluded 2020 “Malinis at Masaganang Karagatan (MMK)” National Search for Outstanding Coastal Communities by the Bureau of Fisheries and Aquatic Resources (BFAR).

Mati City bested five outstanding coastal municipalities in Davao Region and will be receiving P2 million worth of fisheries livelihood projects and

a plaque of recognition.

Taking the higher notch, the city will also represent Davao Region in the 4th season of the national MMK Search for Outstanding Coastal Community.

“It is with great honor that we thank BFAR for acknowledging the effort we’ve been doing to protect and preserve our seas in the City of Mati. This recognition as the regional best in their 2020 MMK national search is but a testament that the City of Mati LGU is on the right track,” Rabat said.

Meanwhile, the Municipality of San Isidro secured the second spot while Island Garden City of Samal (IGaCoS) ranked third. They will receive P1 million and P500, 000.00 worth of fisheries livelihood projects and a plaque of recognition respectively.

The contenders who

made it on 4th and 5th place were Tagum City in Davao del Norte and Municipality of Lupon in Davao Oriental.

MMK is an annual program of BFAR as part of its nationwide search for outstanding coastal communities with exemplary efforts on coastal resource protection and conservation The finalists were assessed based on the following criteria: no illegal fishing; observance of off-fishing season; declaration of marine protected areas; clean, coastal waters without any garbage or industrial effluence flowing to the sea; and effective mangrove protection and rehabilitation program.

This is also in line with BFAR 11’s mandate for the development, improvement, management and conservation of the country’s fisheries and aquatic resources while empowering and strengthening the capacity of the fisherfolk community.

This is not the first time that the City of Mati is recognized for its beautiful and clean seas.

he Department of Health on Friday said Filipinos should continue getting flu shots and should not worry about reports of halted use of vaccines in other countries.

“As of this time there is no reported AEFI (adverse events following immunization) with flu vaccine in this country,” said Dr. Beverly Ho, director of the DOH’s Health Promotion and Communication Service, during a virtual brief-

ing.

“The FDA has also checked the lots and batches that are being investigated in Korea and Singapore and none are found here,” she added, explaining that the Philippines “undertake regular surveillance of flu vaccines.”

The DOH said this after international media reported Singapore halted the use of two influenza vaccines that are linked to deaths in South Korea. According to a

Reuters report, at least 48 have died in South Korea on Saturday after getting the flu shots, but the country will push through with its vaccination program, explaining that there is no link between the deaths and the vaccine.

Singapore said the halt on SKYCellflu Quadrivalent and VaxigripTetra vaccines was precautionary.

DILG welcomes poll ranking PH with good peace, order

he Department of the Interior and Local Government (DILG) said on Saturday the government is even more committed to maintaining its current efforts against crime and drugs following the Philippines' excellent standing in a prestigious worldwide survey on people's views on their security which included the country among the top 50 nations with good peace and order.

The figures culled during interviews done by Washington-based Gallup placed the Philippines in the top 50 list worldwide in Gallup’s 2020 Global Law and Order Index. The highest score was earned

by Singapore with 97 while Afghanistan got the lowest with 43. The Philippines had a score of 84.

DILG Secretary Eduardo Año said the 84-percent rating garnered by the Philippines in the Global Law and Order report is proof that the government is winning the war against criminality and drugs and that the people appreciate and recognize the significant accomplishments of the Philippine National Police and other law enforcement agencies.

“It is very reassuring for us working in the government knowing that the people feel safe in their homes and on the streets. A Washington-based analytical firm, Gallup recently released the 2020 Global Law and Order report, measuring the people’s security and their personal experiences with crime and law enforcement, listing the Philippines among the Top 50 nations in peace and order at par with Australia, New Zealand, Poland, and Serbia.

During the interviews, the respondents were asked about their confidence in their local police force, how they felt about walking alone at night in the place where they live, if crimes against the property had been committed against them in the past 12 months, or if they had been assaulted or mugged within the past 12 months.

Gov’t encouraged to strictly implement rules, regulations on imported goods

consumer group on Friday urged the government to strictly implement rules and regulations on imported products, especially food and farm produce, so as not to put the consumers’ health at risk.

Laban Konsyumer, Inc. (LKI) president Victorio Mario Dimagiba, who is a former trade undersecretary, told the Philippine News Agency (PNA) that the government is quite “relaxed” in enforcing import rules.

Dimagiba shared the sentiments of trade and food safety expert Jhunafe Ruanto, who expressed concern over imported food products being sold in the market even though they lack English or Filipino translations in their labels.

The Department of Trade and Industry (DTI) requires proper labeling of imported products, which must bear English or Filipino translations of their contents.

In a forum early this week, Ruanto warned consumers against buying products with no English or Filipino translation in their labels, saying they could be smuggled goods that do not meet the safety standards of the Philippine government.

Dimagiba said these goods should not be in the market as the Food and Drug Administration (FDA) would not issue them product registration unless they are properly labeled.

Ruanto, who is also a

member of the advocacy group Tugon Kabuhayan, pointed out that it is easier for imported food and agricultural produce to enter the Philippine market than for Philippine exports to enter other countries.

Always check the label She also cautioned consumers about products coming from China and South Korea, particularly noodles, with no English or Filipino translation in their labels.

Españo told PNA that the translation reassures him that imported products are safe to consume.

“I always check the label. It’s important to know what you’re buying. If there’s no English translation available on the label, I search the brand on Google and see how the products work or the contents of the food item. I will not buy anything that has no translation unless someone I know recommends it to me or tells me what it’s for,” Laron said.

ORDINANCE NO. 0270-20 Series of 2020 AN ORDINANCE INSTITUTIONALIZING THE DAVAO CITY ONE- STOP SHOP FOR CONSTRUCTION PERMITS (OSSCP) Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled, that: SECTION 1. TITLE- This Ordinance shall be known as “AN ORDINANCE INSTITUTIONALIZING THE DAVAO CITY ONE-STOP SHOP FOR CONSTRUCTION PERMITS (OSSCP).”

Inspection (CEI) and other related certificates, within a maximum period of five (5) working days from the receipt of an application form with complete documentary requirements. The Bureau of Fire Protection (BFP) shall process the Fire Safety Inspection Certificate (FSIC) within a maximum period of three (3) working days. Applications with deficiencies shall be issued a Comprehensive Correction Sheet and/or Notice of Disapproval stating all deficiencies.

SECTION 11. ASSESSMENT OF FEES – After final inspection by the Office of the Building Official (OBO) and receipt of the Bureau of Fire Protection (BFP) status report, the Office of the Building Official (OBO) and the Bureau of Fire Protection (BFP) shall simultaneously prepare an Order of Payment for applications that pass their requirements specifying the fees that the applicant is obligated to pay in accordance with the provisions of the National Building Code of the Philippines (NBCP) and the Fire Code of the Philippines (FCP). The two (2) orders of payment shall be issued to the applicant at the same time. For this purpose, the local Bureau of Fire Protection (BFP) shall assign a staff who shall be co-located with the City Assessor within the Office of the Building Official (OBO) or designated OSSCP. The Office of the Building Official (OBO) and the Bureau of Fire Protection (BFP) may collect a filing fee, in addition to the National Building Code of the Philippines (NBCP) and the Fire Code of the Philippines (FCP) prescribed fees/charges to cover for the cost incurred in evaluating applications for Certificates of Occupancy and Fire Safety Inspection Certificate (FSIC), the setting of which shall follow the guidelines for setting fees and charges issued by the Bureau of Local Government Finance (BLGF).

SECTION 12. PAYMENT OF FEES – The OBO and the local BFP shall jointly implement a one-time payment of fees and charges related to applications for Certificates of Occupancy. All related fees shall be paid by the applicant in a designated cashiering area in the OSSCP where the City Government and the Bureau of Fire Protection (BFP) shall assign a cashier to receive payments for applications for Certificate of Occupancy and FSIC, respectively.

SECTION 13. ISSUANCE OF CERTIFICATE OF OCCUPANCY AND OTHER CERTIFICATES OR CLEARANCES – The Office of the Building Official (OBO) shall issue the Certificate of Occupancy together with the Certificate of Electrical Inspection (CEI), the Fire Safety Inspection Certificate (FSIC) and other related certificates or clearances upon payment of the required fees by the applicant.

SECTION 14. SYSTEM OF ONLINE PAYMENT – The Bureau of Fire Protection (BFP) and the City of Davao shall establish a system of online payment of fees and related charges and other electronic payment scheme to facilitate the one-time assessment and payment of Construction/Building Permit, Certificate of Occupancy and other related fees and charges.

SECTION 15. INTEGRATION OF LAND REGISTRATION AUTHORITY PROCESS IN THE OSSCP – The City of Davao shall setup a Land Registration Authority extension office in the OSSCP that will generate the Original Certificate of Title (OCT)/ Transfer Certificate of Title (TCT) as part of their backroom operation and service to the public.

SECTION 2. DECLARATION OF POLICY – The City Government of Davao recognizes the need to ensure that the processing, inspection, approval and release of construction/building permits and certificates of occupancy in the City are without delay.

SECTION 16. INTEGRATION OF DAVAO LIGHT AND DAVAO CITY WATER DISTRICT PROCESSES IN THE OSSCP – The Davao Light and Power Corporation (DLPC) and Davao City Water District (DCWD) shall have a service kiosk near the OSSCP for the application for electrical and water connections.

SECTION 3. ONE-STOP SHOP FOR CONSTRUCTION PERMITS (OSSCP) COVERAGE – A mechanism of coordination among the Office of the Building Official (OBO), the City Assessor’s Office, the City Treasurer’s Office and other concerned departments or offices at the local government and the Office of the City Fire Marshall through co-location of related functions and through practical system of linkages.

OSSCP shall cover only simple applications for Building Permits and Certificates of Occupancy whose floor area shall not exceed one thousand five hundred (1,500) square meters, to wit:

SECTION 17. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

a. Single dwelling residential building of not more than three (3) floors/storeys; b. Commercial Buildings of not more than two (2) floors/storeys; c. Renovation within a mall with issued building permit; and d. Warehouse storing non-hazardous substance.

SECTION 4. OSSCP COMPOSITION – The One-Stop Shop for Construction Permits (OSSCP) shall be composed of the Davao City Mayor or her duly authorized representative as Chairperson; the City Administrator as CoChairperson and the City Building Official, the Zoning Officer/ the City Planning and Development Officer (CPDO), the City Assessor, the City Treasurer and the Bureau of Fire Protection (BFP) as Members.

SECTION 5. OSSCP FUNCTIONS – The One-Stop Shop for Construction Permits (OSSCP) shall have the following functions:

a. Receive applications and documents for Building Permits and Certificates of Occupancy, either through online or physical submission; b. Coordinate and facilitate the conduct of technical reviews by the concerned departments of the City of Davao and local Bureau of Fire Protection (BFP); c. Facilitate the retrieval of documentary requirements for Building Permits and Certificates of Occupancy that will be part of the OSSCP backroom operation. For this purpose, backroom operation is defined as the working arrangement among the Office of the City Building Official (OBO) and other concerned departments and offices of the City of Davao and the Bureau of Fire Protection (BFP) where the application and documentary requirements for Building Permits and Certificates of Occupancy are transferred and moved from one department to another for review, evaluation and action without the physical interference of the applicant; d. Implement a one-time assessment of fees and charges related to applications for Building Permits and Certificates of Occupancy in coordination with the Bureau of Fire Protection (BFP), the Zoning Officer, the City Assessor’s Office, the City Treasurer’s Office and the Office of the City Building Official (OBO); e. Coordinate with the conduct of joint inspections by the Office of the City Building Official (OBO), the City Assessor’s Office and the Bureau of Fire Protection (BFP); f. Receive payment of all related fees and charges, either through online or physical payment, in coordination with the Bureau of Fire Protection (BFP) and the Office of the City Building Official (OBO); and g. Release Building Permit or Certificate of Occupancy.

SECTION 6. BUILDING PERMIT PROCESSING TIME – The different offices involved in the OSSCP, functioning as one unit, shall evaluate simple Building Permit applications with complete documentary requirements, within a maximum period of five (5) working days. The Bureau of Fire Protection (BFP) shall process the Fire Safety Evaluation Clearance (FSEC) within a maximum period of three (3) working days and shall abide by the manual operations that will be developed in relation to Joint Memorandum Circular No. 2018-01 dated January 4, 2018 issued by the Department of the Interior and Local Government (DILG), the Department of Public Works and Highways (DPWH), the Department of Information and Communications Technology (DICT) and the Department of Trade and Industry (DTI) and other supplemental manuals that shall be separately prepared by individual OSSCP. For easy compliance by the applicant, applications with deficiencies shall be issued a Comprehensive Correction Sheet and/or a Notice of Disapproval by the Zoning Officer, City Building Official (OBO), and the local Bureau of Fire Protection (BFP); stating all deficiencies. For applications that satisfy the requirements of the Zoning Ordinance, the OSSCP shall release the Building Permit, together with the locational clearance, other ancillary permits and the Fire Safety Evaluation Clearance (FSEC,) after payment of appropriate fees and charges.

The Office of the City Building Official (OBO) shall provide the local BFP and the City Assessor’s Office with the list of the issued Building Permits on a monthly basis (every 5th day of the month) for their reference, in anticipation of the applicant’s future application for a Certificate of Occupancy.

SECTION 7. ASSESSMENT OF FEES – After the evaluation of the building permit application, the Zoning Officer, the Bureau of Fire Protection (BFP), and the Office of the Building Official (OBO) shall simultaneously prepare an Order of Payment that will be issued to the applicant, at the same time, specifying the fees that the applicant is obligated to pay in accordance with the provisions of the Zoning Ordinance, the National Building Code of the Philippines (NBCP), the Fire Code of the Philippines (FCP) and the City’s Revenue Code. The Zoning Officer, the Bureau of Fire Protection (BFP) and the Office of the City Building Official (OBO) shall put in place the necessary measures to implement a one-time assessment of building-related fees and charges which shall include the local fees for securing the locational clearance, barangay clearance, filing fees among others.

The fees for the issuance of the Fire Safety Evaluation Clearance (FSEC) under the Fire Code of the Philippines shall be based on the estimated value of the building or structure declared by the owner or applicant duly notarized. In the event that there is substantial difference between the estimated value of the building or structure as declared by the owner or applicant from the amount indicated in the application for the building permit, the higher value will be adopted.

For this purpose, the estimated value of the building or structure shall be defined as the value of the construction installed or erected at a given location and may also be considered as cost of construction including architectural and engineering work and labor cost.

The Office of the Building Official (OBO) and the Bureau of Fire Protection (BFP) may collect a filing fee, in addition to the NBCP and FCP prescribed fees and charges, to cover costs incurred in assessing building permit and FSEC applications. Such fee shall be set following the guidelines for setting fees and charges issued by the Bureau of Local Government Finance (BLGF) under the Department of Finance.

SECTION 8. PAYMENT OF FEES – The Office of the Building Official (OBO) and the Local Bureau of Fire Protection (BFP) shall jointly implement a one-time payment of fees and charges related to the Building Permit applications. All related fees shall be paid by the applicant in a designated cashier area in the OSSCP where the City Government and the Bureau of Fire Protection (BFP) shall assign a cashier to receive payments for applications for Building Permit and Fire Safety Evaluation Clearance (FSEC), respectively.

SECTION 9. ISSUANCE OF BUILDING AND OTHER ANCILLIARY PERMITS - The Office of the Building Official (OBO) shall issue the Building Permit and other ancillary permits, the Barangay Clearance, the Locational Clearance and the Fire Safety Evaluation Clearance (FSEC) upon payment of the required fees by the applicant.

SECTION 10. CERTIFICATE OF OCCUPANCY PROCESSING TIME – The different offices at the OSSCP, shall evaluate all simple applications for Certificate of Occupancy, which include applications for Certificate of Electrical

In its commentary released on Friday, Fitch Solutions projected that the country’s household spending next year will grow by 5.7 percent from this year’s contraction of 8 percent.

It added that the household spending growth forecast for 2021 improved from the 5.5-percent yearon-year projection it estimated from a pre-pandem-

ic environment in 2019.

“We predict that all of the main consumer spending categories will return to positive growth in 2021.

Food and non-alcoholic drink spending were prioritized in household budgets in 2020, and so growth in spending on these items, while remaining positive, will be slightly lower in 2021,” Fitch Solutions said.

ment will aid household spending.

Government data show that the unemployment rate jumped to 17.7 percent amid the Covid-19 outbreak here and at the height of the lockdown measures in April. It slowed down to 10 percent in July when the government gradually relaxed community quarantine measures.

However, Fitch Solutions said that remaining restrictions such as on movement, curfew, and intercity and interstate travel are affecting Filipinos’ consumer spending.

“Continued restrictions on movement will dampen spending outlooks, especially in markets with under-developed e-commerce operations,” the Fitch unit said.

On the other hand, the downside risks to the 2021 outlook include renewed restrictions if Covid-19 daily cases continue to rise, delay in vaccine availability,

amboanga City claimed the overall championship of the Chooks-to-Go Pilipinas 3x3 President's Cup after beating Nueva Ecija, 22-19, in the grand finals at the Inspire Sports Academy in Calamba, Laguna on Friday.

Zamboanga City had to withstand a late run from Nueva Ecija to clinch the title.

It came to within match point after taking a 20-16 lead with 2:14 left but Jai Reyes scored on a layup and a long tom to trim the lead down to one, 20-19, with 1:30 left, not to men-

tion Alvin Pasaol missing two free throws.

Nueva Ecija had an outright chance to steal the win but Gab Banal missed a crucial deuce, paving the way for Joshua Munzon to finally seal the win with a deuce at the 1:11 mark of the game.

Djokovic walks away 'happy' after rare loss

IENNA — Novak Djokovic lost for only the third time this year after a listless effort in the Erste Bank Open quarterfinals and walked away happy on Friday (Saturday, Manila time).

The top-ranked Djokovic lost his first meeting with 42nd-ranked Lorenzo Sonego of Italy 6-2, 6-1.

He lacked power in his groundstrokes and produced a string of mistakes.

He fell 4-0 behind, and won just five points on Sonego's serve in the opening set.

In the second, Djokovic missed all six break points before conceding his service game for a fifth time when Sonego closed out the win with a passing shot.

Despite losing to a lucky loser for the first time, Djokovic was remarkably content.

"I came here with the intention to try to earn more points and secure the

No. 1 in the end of the year.

I have done that, so I move on," he said.

"I am happy, I am pleased, I am healthy, and hopefully I can have a strong finish (at the ATP Finals) in London.

"I have done what I needed to do and why I came here. I am completely fine with today's result."

Djokovic is expected to head off Rafael Nadal and be the year-end No. 1 again, but he could have clinched it by winning the Vienna indoor hard-court final on Sunday.

Instead, he was looking forward to traveling home to Serbia and not defending his title at the Paris Masters next week.

"I would call it a blessing, being a father and being a husband, it's the best thing in the world. I am not far from home, so I look forward to that," he said.

His only two previous defeats this year were his

disqualification in the U.S. Open fourth round for hitting a line judge with a ball, and in the French Open final to Nadal.

Sonego lost in the final qualifying round to Aljaz Bedene of Slovenia, but was added as a lucky loser to the main draw after several players pulled out with injuries. He hasn't lost a set.

"For sure it's the best victory of my life. Novak is the best in the world. Today I played so, so good," Sonego said after his first win over a top-10 player. "It's unbelievable. It's amazing."

The Italian also became the first lucky loser to beat the world No. 1 since 2017 when Jordan Thomson stunned Andy Murray at Queens.

"I don't know if Djokovic didn't play his best match but for me this match is very important for my experience," Sonego said.

D'Antoni joins Nash in Nets coaching staff

EW YORK — Mike D'Antoni and Amare Stoudemire are joining Steve Nash's coaching staff, bringing a glimpse of the old Phoenix Suns to Brooklyn.

Nash hired his old coach and pick-and-roll partner as assistants Friday, filling out his staff for his rookie season as an NBA coach.

D'Antoni won the first of his two Coach of the Year awards in 2005 while leading the potent Suns to 62 victories behind the play of point guard Nash and power forward Stoudemire. They piled up points and 3-pointers with a small-ball style that was unusual then but the

norm in the NBA now.

Ime Udoka was also hired as an assistant Friday following one season in Philadelphia and seven in San Antonio. The new assistants join holdovers Jacque Vaughn, who finished last season as the interim head coach, Adam Harrington, Jordan Ott, Tiago Splitter and Ryan Forehan-Kelly on Nash's staff.

BUBBLE BURST? PBA postpones ongoing bubble pending IATF protocols

he Philippine Basketball Association (PBA) has postponed its ongoing bubble season.

In a statement on Friday, the league said that it had to call off the bubble in Angeles to pave the way for stricter measures amid suspected coronavirus disease 2019 cases there that later turned out to be “false positives”.

“In compliance with the recommendation of the IATF-EID (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) Technical Working Group and the DOH (Department of Health) Advisory Group of Experts and to ensure the integrity and safety of the PBA Bubble, the league is postponing the games starting today, October 30 until the new proto-

cols proposed by the IATF and DOH are out in place,” the league said.

A doubleheader was scheduled for Friday at the Angeles University Foundation Sports and Cultural Center.

NorthPort was supposed to face Magnolia in the first game, while San Miguel and Ginebra in a marquee showdown.

Three matches have been postponed this past week following the suspected cases that involved a referee and a Blackwater player.
