The city government of Davao has re-imposed curfew hours from 7 p.m. to 5 a.m. starting October 15, 2020 until December 31, 2020 as a preventive measure to limit the spread of Covid-19.

Many workers struggle to get home despite the pronouncement made by Mayor Sara Duterte-Carpio that public transportation are exempted from the curfew to serve workers of private offices and establishments whose work schedule is within the curfew hours,.

“The lack of public transportation during curfew hours affects BPO workers who work in the evening and early morning shifts,” said lawyer Samuel Matunog, president of ICT Davao, in an email interview.

To address this, he said

some companies hire their own service vehicles. However, he said that the service initiative can be very expensive and time consuming when employees are dispersed or live outside the downtown area.

He also mentioned that provision of on-site and near-site accommodations and dedicated transportation for BPO workers, which are costly, made the costs of operations of BPO companies to skyrocket.

BPO companies are directed by the city government of Davao to establish their own isolation facility in case one of their workers got infected with the virus and to decongest the number of Covid-19 patients at the Southern Philippines Medical Center (SPMC), which bed-capacity is now

full.

“BPO companies will have to comply and prepare because the current facility at SPMC is now full. But I see this as temporary because the government can easily expand the facility at the SPMC if necessary,” he said.

He also said that the isolation facility at or near the workplace is designed to minimize the disruption of BPO operation particularly workers who are asymptomatic and can actually continue working.

The other challenge he mentioned is work disruptions in case of quarantines and disinfection as BPO operations are very sensitive to disruptions or slowdowns.

The new “normal” will be continuing movement restrictions and health protocols as we learn to live or co-exist with the Covid-19 virus,” Matunog said.

Except for a dip in productivity due to movement restrictions and health protocols, most of the BPOs continue to operate and are slowly recovering.

He added that the sector is enjoying a boom in the freelance or online workers

generating creative content, doing software and web development, online education, managing websites and social media accounts, and performing virtual assistant services.

“The immediate impact of the pandemic was serious and in some cases devastating to BPO companies. BPO companies, like most companies, were unprepared to comply with the barrage of movement restrictions and health protocols,” he said.

For those who experimented with work-fromhome arrangements, Matunog said the extra costs of equipment, connectivity, training and cybersecurity tools, and the inadequacy and/or unreliability of Internet connectivity caused disruptions in operations.

Despite these challenges, Matunog is optimistic that the service outsourcing industry will continue to grow and expand, with the increasing number of quality graduates especially among universities in Davao City.

“BPO companies are now slowly recovering,” Matunog said.

ublic and private healthcare facilities are required to submit health and health-related data of patients to the Department of Health and Philippine Health Insurance Corporation (PhilHealth) for the smooth implementation of the Universal Health Care law, a DOH official said Thursday.

Dr. Eric Tayag of DOH Knowledge Management and Information Technology Service said the patients’ data will be under National Health Data Repository System.

“Under the Universal Health Care Act, lahat po, public and private sector, pati iyong nagkakalap ang research, dapat i-report ang data sa PhilHealth at DOH,” Tayag said in an online forum.

26 October 2020 -- The Region-wide Measles Rubella Supplemental Immunization (MR-SIA) Activity dubbed as “Chikiting Ligtas sa dugang nga bakuna batok Tipdas ug Rubella” kicks off as part of DOH’s ongoing efforts of providing nutrition-sensitive services in the region amidst the COVID-19 pandemic.

Department of Health (DOH) Region 11, together with local authorities launched the region-wide Measles Rubella Supplemental Immunization Activity (MR-SIA) in Davao Region. MR-SIA seeks to provide each children aged nine months to 59 months, or below five years old with vaccination against the deadly diseases. The vaccine administered will provide protection against Measles and Rubella.

On the recent data of measles cases in Davao Region as of October 4, 2020, Davao City recorded 109 cases with 2 fatalities compared to 628 cases and 10 fatalities of the same period in 2019. On the same manner, 57 cases were recorded in Davao De Oro with 0 casualty; Davao Del Norte reported 92 cases with 2 fatalities; 44 cases and 15 cases with no casualty was announced in Davao Del Sur and Davao Occidental respectively; 263 cases with 3 fatalities was observed in Davao Oriental.

City to buy properties to develop new cemeteries

The mayor said in a recent live interview with Davao City Disaster Radio (DCDR) 87.5 that the city

is eyeing to develop one cemetery in the northern part of the city, one in the southern part and one in

the upper part of the city.

“Wala na ta’y plans to use public funds to rehabilitate the existing cemeteries,” she said.

Currently, there are at least 20 cemeteries, public and private, operating in Davao City.

Gov’t outstanding debt trimmed by P246B to P9.369T as of end-Sept.

he national government’s outstanding debt shrunk by more than P200 billion as of end-September 2020 as the state repaid some of its short-term borrowings, data from the Bureau of the Treasury (BTr) showed Thursday.

The end-September 2020 running debt balance stood at P9.369 trillion, down 2.6% or by P246.15 billion from P9.615 trillion as of end-August 2020.

The Treasury attributed the lower debt stock mainly to the repayment of the government’s short-term borrowing from the Bangko Sentral ng Pilipinas as part of the repurchase agreement.

To recall, the BSP lent P300 billion to the government in March through the purchase of securities from the BTr to boost support for programs against the spread of COVID-19.

Sought for comment, Rizal Commercial Banking Corp. chief economist Michael Ricafort said the month-on-month reduction in government debt may reflect higher debt payments vis-a-vis new debt.

“Monthly easing of government debt may also reflect -15.5% year-on-year decline in government spending for the month of September 2020 that reduced the need for more borrowings, due to higher base effects as well as some delays on the utilization of the Bayanihan 2 Law funds; which offset the -10.2% year-on-year decline in gov-

ernment revenues largely due to COVID-19,” Ricafort said.

The government’s expenditures in September stood at P350.9 billion, down 15.45% from P415.1 billion “due to the timing of subsidy releases and the base effect of higher infrastructure spending in the same month last year.

This brought the fiscal balance to a narrower deficit of P138.5 billion, down 22.42% from P178.6 billion in September 2019.

Year-on-year, the endlast month’s debt balance is 18.5% wider compared to P7.907-trillion level in end-September 2019.

Of the total outstanding debt, 31.3% came from external sources while the lion’s share of 68.7% were sourced domestically.

For this year alone, gross domestic borrowing stood at P2.639 trillion, this comprises P1.019 trillion in Treasury Bills issuances, P492.86 billion in Treasury Bonds, and P827.11 billion in Retail Treasury Bonds along with the borrowing from the central bank.

To date, domestic debt grew by P1.31 trillion or 25.6% since the start of the year.

“The increment to the external debt portfolio was attributed to the P33.22 billion net availment of external loans,” the Treasury said.

In a virtual event titled Advancing E-Payments via Public-Private Partnership hosted by the Makati Business Club (MBC) Wednesday, BSP Governor Benjamin Diokno said there are over 280 government agencies and local government units (LGUs) using the electronic payment system.

“That number is increasing…That’s true that we are ahead of other government agencies (in terms of electronic payments strategies) but we encourage the whole bureaucracy to join us in that EGov Pay,” he said.

EGov Pay was launched in November 2019 as a payment solution for streamlining and digitization of

government collections and disbursements.

It is aimed at addressing leaks in government revenue collections and ensuring transparency.

Since its introduction, the electronic payment system has registered a 688-percent rise in transaction volume from 162 to 1,277 as of end-June this year.

In terms of value, it posted a 799-percent increase from PHP1.429 million to PHP12.848 million during the same period.

Among the payment transactions that use the system include payment for taxes, licenses, and permits.

Agencies that are currently part of the EGov Pay include the Bureau of Internal Revenue, Philippine National Police, Environmental Management Bureau, and the Overseas Workers Welfare Administration.

PSA: 2M heads of low-income households complete Step 1 of nat’l ID registration

ome 2 million heads of low-income households have completed the first step in registering for the national ID system (PhilSys).

According to official data on Wednesday, 2,104,904 Filipinos were visited by roving enumerators of the Philippine Statistics Authority (PSA), and interviewed for basic demographic information.

They were also given appointments for Step 2 of the process -- the collection of biometric information, such as fingerprints and photographs.

Based on the Philippine Identification System dashboard shared by Planning Secretary Karl Chua, his office is now at 21.4 percent of the target to register some 9 million heads of low-income households before the end of the year.

The dashboard also

showed an improvement in terms of provinces on track for registration. It is now at 31 out of the 32 targeted provinces, from 28 out of 32 last Oct. 20.

While the PhilSys registration is ahead of schedule, it still isn’t in full swing as only 86.6 percent of the total enumerators planned for Step 1 have been deployed. This is up from 82.1 percent during the first week of registration, which started on October 12.

Once Steps 1 and 2 are complete, each registered individual will be given a PhilSys number corresponding to the data collected. This number will help government offices and private institutions verify the identity of registered individuals, making it easier for them to avail of services.

The PSA aims to open PhilSys registration to the public in January 2021.

he Department of Trade and Industry (DTI) will issue a new memorandum circular (MC) to clarify rules and regulations on labeling cement products.

The supplemental guidelines for the implementation of Department Administrative Order (DAO) 17-06, Series of 2017, or “The New Rules and Regulations Concerning the Mandatory Certification of Portland Cement and Blended Hydraulic Cement with Pozzolan” aims to address the concerns on mislabeled cement products, the DTI said in a statement Wednesday.

The DTI said local manufacturers raised their concerns over mislabeled imported cement products bagged in the country but labeled as “Product of the Philippines”.

The current DAO does not include the marking requirements for bagging

MALAYAN COLLEGES MINDANAO, A Mapúa School, through its Office for Student Services hosted the MCM Fusion: Technicity, a virtual acquaintance party exclusive for Malayans, on October 2, 2020 via Microsoft Teams, featuring special musical guest performers Ben&Ben – the Philippines’ #1 artists. In the wake of the COVID-19 pandemic, everything has shifted to online platforms – from events, webinars, and academic classes. The event was held to provide entertainment for its students from home and conclude the week-long midterm break.

The event had everything ranging from musical entertainment to fun and interactive contests wherein students could get to participate and see themselves on screen during the event proper. Contests, submission of entries, and voting took place before the event through a bot developed by MCM’s very own 3rd year Computer Science student, Raphael Loren Dalangin.

Along with voting, a few special guest judges were involved in the decision-making for each category. Miss Somnang Alyna, Miss Universe Cambodia 2019, and Ma’am Reggie Mae Dela Rosa, Executive Service Officer at the Davao City Tourism Operations Office were some of the few prestigious judges mentioned for the Mr. and Ms. Staycation competition — a pageant-like event wherein representatives from each program would get to creatively present

themselves and their talents through video.

The event was a successful attempt by the institution in adapting to the recent situation and making use of its pre-existing digital platforms to help its students and faculty feel like they are a part of the community. The students’ positivity rang true as some of them praise the event’s success.

“The MCM Technicity was one that I didn’t expect to be successful. [Yet,] being a virtual activity, it was still able to gather the students and showcase their different talents. I was one of the fortunate ones who were able to participate in the events and even though through virtual means, I was still successful in sharing my piece. I am glad that MCM still finds ways to gather its students and give quality experiences as

Then, the #ProudMalayan website was also set into motion, an initiative developed by Gerome Peñalosa, another one of

MCM’s talented Computer Science freshmen, wherein MCM students would get to showcase their works and achievements on a website that presents them in one big gallery.

Since then, MCM’s efforts in honing the digital realm to encourage student life and education has become far more prominent. The event itself derived its name – Technicity – from integrating the concepts of technology and ethnicity, making it inclusive and relevant, to make sure that no one gets left behind. This is an ideology that the institution continues to strive for with their various endeavors and partnerships in connecting with various platforms such as LinkedIn Learning and Wiley to allow for Malayans to explore more possibilities within the digital realm.

United City edges ADT in PFL opener

nited City began its quest for a fourth consecutive Philippines Football League title somehow on a high note after beating the Azkals Development Team (ADT), 1-0, in the first game of the 2020 bubble season at the PFF National Training Centre in Carmona on Wednesday night.

Mike Ott's lone goal off a feed from brother Manny in the 25th minute made the difference as the club formerly known as Ceres Negros got all the three points in the first of only five matches this year.

Manny found Mike free from just outside for the rocket goal that eventually won it for United City.

Manny, however, will miss United City's next match against Mendiola on Saturday as he incurred a red card late into the match after a hard foul on Simen Lyngbo.

Ott's ejection opened a chance for the ADT to at least snatch a draw, but Anthony Pinthus, who was loaned by the ADT to United City for this season, came up with huge saves down the stretch to save the match for United City.

MART Clark Giga City - Once again, San Miguel Beer displayed the heart of a champion.

Undaunted by a bad start and a 13-point third quarter deficit, the Beermen kept plodding on and were amply rewarded with an 89-82 victory over Meralco Wednesday in the PBA Philippine Cup at the Smart 5G-powered AUF Sports Arena.

Mo Tautuaa led all scorers with 23 points, but the likes of veterans Arwind Santos, Alex Cabagnot and Chris Ross left their indelible print in the pivotal fourth quarter that led to SMB’s third straight win and fourth in six games overall.

That record put the defending champion abreast of idle Barangay Ginebra and Phoenix Super LPG at third-running spot, a far cry from the same team that lost its first two games in the bubble but now looking

ready to contend for a sixth straight title in the tourney.

“Coach (Leo Austria) told us to keep fighting, keep going, keep fighting, that no matter what, keep pushing until the end,” related Tautuaa.

The Beermen indeed took those words to heart, using a balanced offensive and a pesky defense to unleash a 19-4 barrage starting the final canto to zoom ahead, 79-73.

Tautuaa had seven of his points and Von Pessumal all four of his in that surge.

Meralco rallied behind Aaron Black to come within 80-83, but Cabagnot hit a big triple that practically quashed the threat before Ross boomed in a shot clock-beating of his own to make it 89-82, only 19 seconds left.

Austria simply commended the gallant effort of his players.

“We’re so lucky in the fourth quarter we were able to catch up because they know it’s winning time and they know how to win,” said Austria.

“We banked on the experience of the players.”

None typified SMB’s perseverance more than Santos, who finished with 17 points and 11 rebounds for his third double-double - the most by any player in the bubble.

Cabagnot, meanwhile, scored nine of his 13 points in the fourth period while Ross added 12 points, four assists and five steals, two of those in the fourth.

The loss stopped Meralco’s own two-game winning streak and dropped it to an even 3-3 slate.

The defeat is made more bitter by the fact the Bolts seemed well on their way to victory following a 13-0 run in the

third quarter that pushed them to a 65-52 spread.

Bambam Gamalinda completed a three-point play and Ross buried his first 3 of the night, but SMB still faced a 60-69 hill to climb going to the final 12 minutes of play.
