Students in private and public institutions holding classes through online home learning modalities are reminded not to move about for no reason.

Mayor Sara Duterte-Carpio made this plea to the regional office of the Department of Education (DepEd 11), as well as all colleges and universities in the city to control the movements of students during class hours.

“Manawagan ta sa DepEd, ang inyong mga estudyante nagsuroy-suroy. Daghan kaayo ko ug nakita nga mga senior high school, college looking students nag-gimik. Please do something about your attendance sa klase or modules sa mga estudyante especially during class hours,” she said in a live broadcast on Monday.

Mayor Sara said it is not the job of the city government of Davao to go after these students.

“Ayaw na ninyo i-expect

nga kami pa sa city government ang mag gukod-gukod anang mga bataa, nga kanang mga bata supposedly handled by DepEd, college schools, or universities,” she added.

The mayor cited one area in Buhangin where majority of those apprehended for loitering and violating quarantine guidelines are minors and students.

“Mga estudyante nga wala sa balay, nag suroy-suroy sila,” she said.

She has called out the schools to make sure that the students are inside their homes especially class hours.

Under Section 15 of Executive Order (EO) No. 57 Series of 2020 which is an order regulating mass gatherings and prohibiting non-essential travel within Davao City released on Monday, tasked all DepEd schools (private and public) and class advisers to create a regular schedule

The Provincial Disaster Risk Reduction and Management Office (PDRRMO) conducted an advocacy campaign on disaster preparedness and precautionary measures against COVID-19 pandemic. It also gave away free calendars, emergency bells, and first-aid kits.

Also, Brigadier General Manuel said that his office recorded zero cases of sexual harassment towards its 170 female personnel under the army artillery regiment.

On the other hand, 2FAB Commanding Officer Lieutenant Col. Ma. Cristi-

In her welcome remarks, Lt. Col Rosete-Manuel said that the unit vows to continue to transcend and not just sustain. Ltc Manuel thanked her troops for its unwavering support and commitment to her leadership.

“I am personally grateful to my predecessors for preparing this unit for me.

To the men and women of 2FAB, the achievement of the unit is because of your commitment to serve. As we continue to move forward in transcending the gains while pursuing excellence.” Lt. Col Rosete-Manuel said.

2FAB also awarded honorary “King of Battle” tabs to several military officials from outside the unit, donned ranks, and awards to its troops, while several external stakeholders were also feted during the event.

he Senate Committee on Local Government has supported the proposal to divide Maguindanao province into two areas, a Maguindanao lawmaker said Monday.

This, as the Senate committee, chaired by Senator Francis Tolentino, approved on the same day House Bill (HB) 6413 that seeks to divide Maguindanao into Northern and Southern Maguindanao provinces pending the recommendation by the Technical Working Group (TWG) to determine the center of government in the “would-be” Southern Maguindanao.

The bill, which has hurdled its third and final reading in the House of Representatives, designates Buluan town as the provincial seat of government for the South while Datu Odin Sinsuat town will represent the North.

After the recommendation of the TWG, a Senate committee report will be submitted to the plenary, and it will be used as a basis for a bicameral meeting be-

Writ of Mandamus vs. DPWH in the works: Rodriguez lawyer

Lawyer Ramon Edison Batacan, legal counsel of the Rodriguez family, owner of the affected property at the Samal side, said a Writ of Mandamus is in the works to direct the Department of Public Works and Highways (DPWH) to stick to the original bridge alignment designed by the Japan International Cooperation Agency (JICA).

“As a last recourse, we will eventually file the petition in court, should DPWH fail to follow administrative remedies. We will file, if forced to do it in the end,” Batacan said in a text message.

Batacan explained that a mandamus petition is an extraordinary remedy issued by a court compelling the DPWH to execute a duty that is legally obligated to perform.

Batacan is referring to the comprehensive study

by JICA where the bridge alignment has already been

identified.

The Rodriguez family, who owns Paradise Island and Beach Resort and the Costa Marina Beach Resort in Samal, has requested DPWH for the re-alignment in view of its adverse environmental impacts.

They even offered the land adjacent to the old shipyard, now Bridgeport-a JICA recommended landing site to DPWH as it is the cheapest, shortest, and least environmentally burdensome alignment.

“Offered to donate a portion of Lomos beach property worth hundreds of millions as alternative landing site that is shorter, cheaper, and with much less environmentally adverse impact alignment,” he said.

The same JICA study was also the basis of the Metro Davao Urban Masterplan undertaken and completed last year by the founder and principal

architect of Palafox Associates in partnership with Mindanao Development Authority (MinDA) and several local government units (LGUs).

However, DPWH Undersecretary Emil Sadain disclosed the alignment that was identified and the study is final.

Batacan said they are exploring all avenues for an acceptable win-win solution. He added that at present they are in the stage of exhausting administrative remedies prior to launching a judicial action.

He said his team has also wrote to the Department of Environmental and Natural Resources (DENR) to look into the manner of a City Environment and Natural Resources (CENRO) clearance certifying that the area is not covered by a National Integrated Protected Areas System (NIPAS) Law. Batacan and his team also opposed the issuance of an Environmental Compliance Certificate (ECC) to DPWH before the Environmental Management Bureau (EMB).

Sagittarius Mines, Inc. (SMI), developer of the Tampakan project, was granted the Certification Precondition (CP), a vital requirement from the National Commission on Indigenous Peoples (NCIP), on the heels of two successive setbacks suffered by the project in the

last two months.

The Tampakan project has the potential to yield an average of 375,000 tons of copper and 360,000 ounces of gold in concentrate per annum in the 17-year-life of the mine.

The CP is a certification that the indigenous cultural communities (ICCs) have given their consent to the mining venture within their ancestral domain and that the Free and Prior Informed Consent (FPIC) process has been satisfactorily complied with by the company.

n response to the call of President Rodrigo Duterte for credit support to education in light of the economic effects of the pandemic, state pension fund Government Service Insurance System (GSIS) opened Monday a PHP20-billion study-now, pay-later loan program for the college education of its members’ kin.

“We will allow GSIS members who have at least 15 years of government service to avail of an educational loan for their kin in college. The loan has a term of ten years but we will not require them to pay anything in the first five years.

So they don’t have to worry about the tuition of their children for the first five years,” GSIS president and general manager Rolando Ledesma Macasaet said in a radio interview.

Under the GSIS Financial Assistance Loan-Educational Loan (GFAL-EL), the maximum amount that may be borrowed per academic year is PHP100,000 covering tuition and other school fees.

The interest rate is only 8 percent.

A GSIS member may nominate up to two student-beneficiaries under the program.

DTI asks Facebook for access to database of online sellers T

The two must be related to him or her up to the third degree of consanguinity or affinity and enrolled in a four-or five-year course in a private or public educational institution.

The loan proceeds will be directly paid to the school under the student’s account every semester or trimester until the beneficiaries finish their courses.

Members, including special members who have at least 15 years of service, may apply for the loan.

They must not be on leave of absence without pay, have no pending administrative or criminal case, and have no past due GSIS loans, including housing loans.

They must also meet the required net take-home pay of PHP5,000 after deduction of their monthly premium contributions and loan amortizations, and their agencies must not be on suspended status.

“The loan has an insurance cover to protect the interest of the borrowers and their student-beneficiaries.

Thus, it will be deemed fully paid in case the member or the student dies or becomes permanently and totally disabled,” Macasaet added. (PR)

Meanwhile, Finance Secretary Carlos Dominguez III, in his speech during the IPO event Monday, said Converge ICT’s decision to push through with

the IPO “is a strong vote of confidence in our economy’s capacity to bounce back strongly after the difficulties wrought by the pandemic.”

He said the government has been pushing for digital transformation to address red tape, hasten the delivery of services, and address corruption.

Dominguez said the pandemic accelerated this bid since people have shifted to working remotely.

“At this moment, digital technologies have never been more important in our lives. Now, more than ever, we have become heavily reliant on fast and dependable internet services,” he said.

He thus encouraged Converge ICT officials to use the IPO’s proceeds to improve its network to cater to more Filipinos.

“We will count on your company to help us bridge the digital divide as we purposely move forward to a new economy,” he added.

Converge ICT to use P29.1-B IPO proceeds for expansion

isted fixed broadband provider Converge Information and Communications Technology Solutions Inc. (Converge ICT) raised about PHP29.1 billion from its initial public offering (IPO), the second largest in the local bourse, despite the pandemic.

In a briefing Monday, Converge ICT founder and chief executive officer Dennis Anthony Uy said proceeds of the IPO will boost the company’s ability to build the largest fiber broadband network in the country.

Uy said they lean on the strong demand for internet connection, the broadly young population, and limited supply as the main drivers of their company’s growth.

“We dominate in a market that is severely underserved -- and presents a blue ocean opportunity,” he added.

In a disclosure, the company said it was able to attract more than PHP4.856 billion worth of demand

mperador Inc. has recorded 11-percent growth in its net income to PHP5.9 billion during the first nine months of the year, as international sales of its brandy and whisky products in various markets around the world boosted its bottom line.

During the third quarter alone, the company achieved 26-percent record growth in earnings to PHP2.5 billion, driven by the surge in overseas demand amid the global pandemic.

“The success of our international expansion boosted company earnings, bringing stability and growth at a time when the Philippines wrestles with the impact of the corona-

This is in relation to the constant surging of cases of Covid-19 wherein Davao City has topped not only among provinces in Davao Region but throughout the country as well.

As of October 25, 2020 Davao City posted a total of 837 active cases. As of Oct.

26, 2020, the city has a total of 3,228 Covid-19 cases; 2,251 recoveries; and 140 deaths.

She said with such a number of positive cases, each patient can infect several people. She added that with 837 active cases, the city is now looking for thousands who might be infected with the virus.

xpect LeBron James to take his sweet time in vacation if his teammate is to be believed.

Danny Green believes the Los Angeles Lakers cornerstone would sit out an entire month if the NBA pushes through with its plan to start the next season on December 22, a little over two months since the finals ended.

Green made the assumption when he spoke in a recent episode of The Ringer NBA Show.

“If we start in December, I think most guys (are

like) ‘I’m not going to be there,’” Green said. “To have that quick of a restart, I wouldn’t expect to see (LeBron) there. I wouldn’t expect him there for the first month of the season.”

The notion is understandable. James is turning 36 on December 30 and entering his 18th season in the league, usually putting most of his focus on the playoffs and always gunning for a championship.

So saving some energy early on in the season to be fully prepared for another deep postseason run is logical for the reigning NBA Finals MVP. Controversial PBA star Calvin Abueva is a changed man from his wayward days but he’s the same old explosive player on his return to the hard court from his last game many months ago.

The energetic Phoenix Super LPG forward amassed near triple-double numbers to herald his comeback from indefinite suspension, and the Fuel Masters made it more meaningful with a 114110 conquest of the NLEX Road Warriors in the PBA Philippine Cup bubble play Monday.
