mproving the financial inclusion landscape in the Philippines is seen to further help in the recovery of the domestic economy from the pandemic.

Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno, in a taped speech during the Pru Life UK Online Investment briefing Friday, said “financial inclusion has become a compelling strategy for sustainable growth.”

He said government efforts to include more Filipinos into the financial system are now bearing fruit as shown partly by the increase in the number of people who now own financial accounts, primarily electronic money (e-money) accounts.

Citing the results of the 2019 Financial Inclusion Survey (FIS), he said ac-

count ownership jumped to 29 percent that year from about 23 percent in 2017, or an additional five million people having new accounts.

During the same period, Diokno said formal credit rose from 14 percent to 19 percent; insurance, from 18 percent to 23 percent; and investments, from 23 percent to 25 percent.

He said Filipinos are slowing embracing insurance products “to bolster their financial resilience.”

He said “investments are especially critical to realizing financial inclusion, as these lead to greater market participation and enterprise opportunities.”

Section 4 of the EO states that all government agencies and instrumentalities both national and local, shall adopt an OAWA that will fully operationalize their office with a skeleton workforce inside the offices while others are working from home and the woking hours are staggered throughout the day from 7 in the morning to 7 in the evening.

This arrangement shall apply to all employees, including consultants, job order and contracts of service workers.

The Section 5 of the EO states that if an employee or worker’s job is the performance of a specific

task, they may be allowed to come in only when they are expected to work and they may be sent home immediately after completing their task, the hours at home shall be counted as worked hours provided that they are able to deliver their tasks correct and complete.

No person should be allowed to loiter in offices.

For those employees who belong in the vulnerable sector or employees who are below 21 years old and those who are 60 years old and above, as well as those with immunodeficiency, comorbidities, or other health risk, and pregnant women, shall be under work-fromhome arrangement but can voluntarily opt to join the OAWA. At the launch of the (MDPTF) at Camp Sgt. Quintin Merecido on Friday, VM Baste, who is also currently the city’s Acting Mayor, highlighted MDPTF’s contribution to ensuring peace and order in the region.

“The launch of the MDPTF is vital as it will help in strengthening the capacity of local police forces while preparing for the eventual activation of the Metropolitan Davao Police Office, which in turn, will ensure the maintenance of peace and order that is integral to the development of Metro Davao,” he said.

DSWD Mindanao to improve storage of relief goods

T

he Department of Social Welfare and Development (DSWD) on Friday reported that some of its regional offices in Mindanao received food preservation machines to be used in storing relief goods for a longer period.

The DSWD said its field offices in Northern Mindanao, Davao Region, Soccsksargen, and Caraga have received “new vacuum packaging machines” through the National Resource and Logistics Management Bureau (NRLMB).

“These are intended to improve the storage and packaging of the uncooked rice that comes with the standard FFPs that are

given to disaster-affected families. This will also further ensure that the rice will not be infested by weevils while in storage,” the agency said in a Facebook post.

The machines worth PHP264,688 would be used by disaster response management divisions to vacuum seal rice allocation included in family food packs being distributed by the agency to the local government units.

According to the agency’s logistic management section, each machine could seal four packs of six-kilos of rice at the same time.

he El Al Israel Airlines Ltd. with Flight No. LY 063 landed at the Ninoy Aquino International Airport (NAIA) this morning, 14 October 2020, at 6:25 AM. Ambassador Rafael Harpaz said that this historic flight symbolizes the good relations between Israel and the Philippines.

It was in November 2013 when two Israeli planes carrying humanitarian aid first touched the Philippine soil via Cebu airport to assist the Philippines in wake of Typhoon Yolanda. It was one of the

biggest relief operations that Israel has ever conducted. The Israeli delegation of doctors, nurses, and paramedics and Israeli Foreign Ministry and Defense personnel provided a field hospital and helped

repair damaged infrastructures such as schools and water facilities particularly in Bogo, Cebu.

Onboard the El Al plane were 250 Filipino students from different agriculture universities and colleges in the Philippines who completed their 11-month on-the-job training course of combined academic learning and practical work in the latest farming techniques and technologies in Israel.

The program offered the students the opportunity to study at specialized agricultural academic cen-

ters and work in modern farms throughout Israel.

Approximately 5,000 Filipino students already participated in this Agro Studies program. Another batch of flight from Israel to the Philippines is scheduled later on month.

The Embassy looks forward that after the COVID-19 pandemic and through the existing visa-free agreement, more Filipino tourists will come to visit Israel and vice versa; and hopefully, the direct flight services between the two countries will be implemented soon.

ope Francis’s statement supporting civil union for same-sex couples, which was lifted from a documentary that premiered in Rome recently, has been the subject of much debate across the world, including the Philippines, Asia’s bastion of Catholicism.

Those who are championing the cause for members of the lesbian, gay, bisexual, transgender, queer or questioning (LGBTQ) community saw it as a small victory, while conservatives within the Catholic church have criticized the Pope for his alleged attempts to overthrow its ancient teachings.

For Rev. Msgr. Pepe Quitorio, director of the Catholic Bishops’ Conference of the Philippines’ (CBCP) media office, it is clear that the Pope’s statement did not change anything in the Church’s doctrine.

“It is not a change of dogma, or document ng Simbahan. Walang binago. Ang sa kanya lang, bigyan ng atensyon ng civil government (ang LGBTQ community) kasi may mga problema ‘yang ganyan and they are our brothers and sisters,” Quitorio said in an interview with Radio Veritas on Friday.

[Nothing changed. For the Pope, he wants the civil government to give attention to the problems of the LGBT community because they are our brothers and sisters.)

Rev. Fr. Francis Lucas, president of the Catholic Media Network, echoed this, saying the Pope’s statement clarified the distinction between civil union and marriage. He insisted that the Catholic Church’s doctrine on marriage remains to be between a man and a woman.

“Unang-una ‘yung civil union ay labas na Simbahan ‘yun. Nakadepende ‘yan sa mga mambabatas...

Pero ‘yung marriage nasa purview pa ‘yan ng Simbahan kasi biblical ‘yun,”

Lucas said in separate interview on TeleRadyo.

[First, civil union is already outside the scope of the Church. It depends on our lawmakers. But marriage remains within the purview of the Church because that is biblical.]

He added that the Pope’s statement can also be interpreted as a call for civil governments to enact more laws that would protect the rights of LGBTQ people. This, Lucas said, is consistent with the Pope’s campaign for the protection of the marginalized.

“Kaya nga dalawa ‘yung interpretation sa sinabi ni Pope Francis, una ay gumawa ng batas para hindi naaapi ang LGBTQ. Pero in another sense, ang puwede ring interpret ‘yun na ‘wag lang baguhin ‘yung marriage which is so sacred, especially for the Church,” the priest said.

[That’s why there are two possible interpretations of what Pope Francis said, first is that there should be laws that would protect the LGBTQ. In another sense, it could also be interpreted as so long as you don’t change the definition of marriage, which is sacred, especially for the Church.]

Lucas also explained that this could be a mere opinion of the Pope, as there is still no official proclamation nor decree from the Vatican about the matter.

“Maaaring opinyon ni Pope ‘yan, pero wala pang official proclamation ang Vatican... Kasi siyempre may legal din ang Simbahan,” he said.

[It’s possible that it’s just the Pope’s opinion, but there’s still no official proclamation from the Vatican... Of course the Church also has its own legal process.]

ctober 20, 2020- The National Nutrition Council XI spearheaded the conduct of the e-Learning Course on Nutrition in Emergencies and Information Management in the Region. The training aims to build the capacities of the local nutrition cluster members on Nutrition in Emergencies integrated with Information Management. Specifically the course aims to; 1) develop competencies on information management including data collection, processing, analysis, visualization, and dissemination; 2) develop knowledge and skills on information management using the six (6) Nutrition Cluster Information Management tools; 3) improve skills in planning, program implementation, and 4) monitoring and evaluation of nutrition management activities and

5) guide the local nutrition clusters to formulate their Disaster Risk Reduction and Management – Health – Nutrition in Emergencies Plan in the local level .

Due to the restrictions imposed on COVID-19, the training on e-Learning Course on Nutrition in Emergencies and Information Management was conducted virtually using a blended design of learning – online/live open forum and offline sessions covering six (6) weeks or a total of 12 sessions from October 20, 2020 until November 26, 2020. DA investigates surge in pork prices for possible collusion

T

he Department of Agriculture (DA) is now investigating a possible collusion among hog traders to withhold the release of pork products in the market, which caused prices to jack up.

Citing data from the National Meat Inspection Service (NMIS), the DA noted that there is a significant inventory of both locally-slaughtered and imported pork in cold storage facilities accredited by the NMIS. As of the third week of October 2020, the inventory of frozen pork, both local and imported, in NMIS-accredited cold storages nationwide was bigger by 55% than the same period in 2019, at 38,216 metric tons (MT), the DA said.

The inventory of frozen local and imported dressed chicken and chicken parts was 260% higher at 83,266 MT compared to 22,953MT in 2019.

"This slow drawdown or small demand for frozen meat indicates that most Filipinos prefer ‘fresh’ or newly-slaughtered meat, or traders are holding off the supply to artificially jack up prices," Agriculture Secretary William Dar said.

"Also, we should convince our countrymen to consume more chicken in lieu of pork as source of meat protein," Dar said.

he Department of Finance said Friday fiscal policymakers worldwide should also act on the climate emergency with the same "urgency" as the COVID-19 pandemic.

Major threats to human survival such as "erratic global climate patterns" that have resulted to increased incidence of natural disasters should not be ignored, Finance Secretary Carlos Dominguez III said in a statement.

“Unlike COVID-19, for which a vaccine will likely

be produced soon, there is no quick solution for the climate crisis. We need to act now with the same sense of urgency that we have for the ongoing pandemic,” Secretary Dominguez said during the virtual 4th Ministerial Meeting of the Coalition of Finance Ministers for Climate Action held on Oct. 12, 2020.

Davao adds 5 more offsite locations for tax payments

wners of some 45,000 businesses can expect more convenient processing of business permit renewals in January 2021 as the City Government of Davao added five more offsite locations to also comply with the health safety protocol of social distancing amid the coronavirus disease (Covid-19) pandemic.

Business Bureau officer-in-charge Maribel Paguican, in an interview with the City Information Office (CIO), said the process has not changed but the additional processing centers will help regulate the daily influx of clients in these areas, which is necessary to manage the movement of people to help control the spread of the virus.

In the past, the Busi-

ness Bureau at the Sangguniang Panlungsod Building and the Almendras Gym along Quimpo Boulevard were the only ones used for business permit renewal.

In 2021, new venues will include the Buhangin Gym, the Bunawan Gym, the Toril CTO District Office, the Tugbok CTO District Office, and the Calinan Gym. She said the SP Building will accommodate about 13,215 business permits in the Poblacion District; the Almendras Gym will cater to 13,149 business owners in Agdao (3,550) and Talomo (9,599) districts; the Buhangin Gym will accommodate 7,053 in Buhangin District; the Bunawan Gym will host 2,180 in Bunawan (1,906) and Paquibato (274) districts; the Toril CTO District Office will tend to 2,599 in Toril District; the Tugbok CTO District Office will cater to 1,691 establishments in Tugbok District; and the Calinan Gym will accommodate 1,979 business owners in Calinan District (1,503), Marilog District (277), and Baguio District

(199).

“Business owners can now just process their permits at the nearest designated centers. They all don’t have to go to the SP Building or the Almendras Gym anymore,” she said.

Paguican said they have also considered going online with the business permit renewal but it is not yet feasible at this time. She said that with expected 45,000 business permits renewals, their system might bog down.

By June 2021 though, she said they have to comply with online processing as part of the ease of doing business in the city.

She added, “Priority numbers will still be given but we will have to discuss the possibility of doing the processing by appointment.”

She remained optimistic that Covid-19 will not affect their target next year. While some businesses closed due to the crisis, she said some businesses opened, particularly online shops and on-

WAS THERE A MISTRANSLATION? The documentary “Francesco” by director Evgeny Afineevsky premiered last October 21 in Rome and features exclusive interviews with Pope Francis and others, including the emeritus pontiff Benedict XVI. In it, Francis spoke in Spanish. This has caused some commentators to argue that the Pope was mistranslated, since a lot of journalists used the subtitles provided within the documentary itself.

Some cited the phrase “convivencia civil” or “civil cohabitating,” which they said is different from the term “civil union.”

However, an American Magazine article cited a statement from the archbishop of La Plata in Argentina, saying the terms “civil cohabitating” and “civil unions” are used interchangeably in the country.

In fact, when then Cardinal Jorge Mario Bergoglio was serving as the archbishop of Buenos Aires, the future Pope supported civil unions for same-sex couples as an alternative to gay marriage.

support for civil unions for same-sex couples, Rev. Fr. Emmanuel Alfonso SJ, the executive director of Jesuits Communication, cited an allegation that the Pope’s interview was cut to exclude his statements about homosexual acts.

he Philippine Sports Commission (PSC) is organizing an Indigenous Peoples (IP) Forum entitled: “Webinar on Preservation of Culture and Heritage through Indigenous Sports and Games” on 31 October 2020, 1:00 PM, via Zoom and will be broadcasted live simultaneously through PSC’s social media pages.

Philippine Sports Commissioner Charles Raymond A. Maxey, oversight for the Indigenous Peoples Games said that the Webinar serves as an extension of the IP Games program of the agency.

“Due to the COVID-19 pandemic, all implementation of sports programs of the Commission was stopped. Now, we came up with an idea of staging this webinar to coincide with the observance of the Indigenous Peoples Month this October,” Maxey said.

Maxey said the webinar will be focused on the preservation of traditional sports and games of the Indigenous Peoples.

T

he NBA may be back before Christmas and fans could return to games at some point next season, if one plan considered by the league's board of governors becomes reality.

The board is targeting a Dec. 22 start to what would be a season of 70 to 72 games, with the NBA Finals ending in June again as has been in the case for many years, according to a person with knowledge of the situation. The person, who spoke to The Associated Press Friday on condition of anonymity because no plan has been finalized, said the possibility of fans being at games would hinge on how a particular market is faring against the coronavirus at that time.

There are other options, such as waiting until later in the season to begin play with the hope that more arenas would be able to have fans. But starting in December instead of mid-January or later could generate a difference of roughly $500 million in revenue, the person said.

Revenue projections for the league this season were missed by about $1.5 billion, the person said. The losses were the result of a combination of factors — the shutdown caused by the pandemic, the cancelation of 171 regular-season games, completing the season in a bubble at Walt Disney World without fans, the nearly $200 million price tag for operating that bubble and a yearlong rift with the Chinese government that saw NBA games not shown on state television there.

No decisions have been finalized on next season and talks with the National Basketball Players Association remain ongoing on many matters, including the financial parameters for the coming year. Those talks, especially on the money issue, would have to be concluded before any real decisions about next season are made.

The NBPA has not made any final decisions on how it wants to see the league proceed, either. But this plan, starting in December and ending in June, would get the 2021-22 season — virus-permitting — back to normal, with 82-game slates starting in October.

A pre-Christmas start for the upcoming season would mean the offseason for the NBA champion Los Angeles Lakers and Eastern Conference champion Miami Heat would be almost absurdly short, since a Dec. 22 start date would mean teams would likely be starting training camps around the end of November. This season's NBA Finals ended on Oct. 11, so the Heat and Lakers could basically have as little as seven weeks off.

It would also mean that the league, and its broadcast partners, would get to keep Christmas games on the schedule.

The league has made Christmas a fivegame slate in recent years, primarily because of how many viewers tune in on the holiday.

Typically, a mid-June end to the finals is followed by about a three-and-a-halfmonth break before the following training camp. But a June ending of next season would also allow players to compete in next summer's rescheduled Tokyo Olympics, which are set to begin in July.

The U.S. has already qualified for those Olympics, as have seven other nations. There are 24 teams left to compete for the final four spots in the men's basketball field for the Tokyo Games, with those qualifiers set to begin in June. If the NBA season goes into July or longer, it would seriously jeopardize plans
