By MAYA M. PADILLO ayor Sara Duterte-Carpio revealed that she has submitted to the Sangguniang Panlingsod (SP) a ‘toned-down’ annual budget for 2021 so expect lesser projects to be implemented particularly on infrastructure.

For 2021, Mayor Sara said the annual budget submitted amounted to P9.8 billion or P500 million lower than the P10.3 billion annual budget for 2020.

The skinnier budget came despite the city’s internal revenue allotment increasing to P397 million.

Mayor Sara explained that the decrease in budget is due mainly to the Covid-19

pandemic.

“So ang total na losses na gina-expect is around P466 million. Wala’y dako na harm ang mahitabo but duna lang ta’y less na project na mapa-implement next year. Didto nato gibutang ang losses sa mga projects,” she said.

ing Executive Order No. 101, acknowledged that there is a need to carefully coordinate, rationalize, monitor, and assess the efforts of involved government agencies to ensure not only a wholeof-nation approach but a whole-of-society collaboration in eradicating hunger and achieving food security,” Nograles said.

He said the two initiatives underscore the government’s commitment in addressing involuntary hunger, food security, undernutrition, child wasting, stunting, and mortality –– concerns that the President had prioritized even before the onset of the coronavirus disease 2019 (Covid-19) pandemic.

Mayor Sara said PAL is now working on restoring the Davao-Tagbilaran flights while SilkAir has also reached out to the city government expressing its interest in restoring the Davao-Singapore flights.

Among the challenges in the implementation of QR code is the use of smartphones.

Ang uban naay smartphone pero dili sila kabalo unsaon mag log-in sa website so pag abot nila diri padulong na pud sila sa last sa linya tungod kay i-assist pa sila unsaon,” she said.

The QR code system aims to fast track the contract tracing of passengers.

mid an increasing number of coronavirus cases in Davao City, Mayor Sara Duterte-Carpio has told Dabawenyos not to let their guard down and follow health protocols at all times.

Mayor Sara reiterated reminders to practice the basic health protocols as many of the recent coronavirus transmission has been common in workplaces and establishments based on the contact tracing activities of the City Health Office (CHO).

More aid from Chinese Consulate

“And to bring our life back to normal,” Consul General Li Lin said in his speech during the turnover of 310 units of Huawei laptops to selected students in Davao City on Friday at People’s Park. The laptop computers are expected to help students in the digital-driven home learning modality.

He mentioned that the collaboration includes providing medical preventive materials to donating friendship food bags, from sharing anti-pandemic experience to enhancing business and economic ties.

Since the start of the pandemic, the Chinese Consulate has been donating disease prevention supplies and extending assistance to the city in its fight against Covid-19 as well as shared areas of cooperation to support the recovery of Davao region’s economy.

The latest undertaking was providing laptops to the selected students in Davao City who need sup-

port for their online study.

Along with Vice Mayor Sebastian “Baste” Duterte, Lin turned over 310 units of Huawei laptops to families chosen by the city government of Davao through its Student Siblings’ Laptop Sharing Project, which shall benefit the qualified high school students to help with their online classes during this time of pandemic.

“The Chinese Consulate General is happy to sponsor the program. Boys and girls, I hope these devices will be good tools to help your study from home arrangement,” Lin said.

Lin assured the parents and students that Huawei retail shops in Davao City will assist them in case of malfunction and maintenance of the laptops.

“Of course, I can understand if you use it once in a while for computer games.

In the highly unlikely case that there is any malfunction, you can also seek their maintenance service.

He said there is a need to advance the agreements on key infrastructure projects so as to bring more tangible benefits to the people.

“I’m sure that the traditional friendship between people of our two countries will be further improved because of our joint response to the challenge. As we have entered the new normal, our two countries should work harder together to promote the indepth synergy of the Belt and Road initiative with the Build Build Build infrastructure strategy,” he said.

he House of Representatives on Friday night approved on third and final reading a measure granting President Rodrigo Duterte the authority to expedite the processing and issuance of national and local permits, licenses, and certifications during national emergencies.

With 267 affirmative votes, six negative votes, and no abstention, the chamber approved House Bill No. 7884, granting Duterte anti-red tape powers.

The third reading approval came after it was approved on second reading on the same day. President Duterte has certified the bill as urgent, which lifts the “three-day” rule between the second and third readings.

Majority Leader Martin Romualdez and Speaker Lord Allan Velasco led the filing of the bill, which aims to accelerate the country’s

socio-economic recovery and ensure an effective government response to the present health crisis brought about by the coronavirus disease (Covid-19) pandemic.

The bill gives Duterte the authority to suspend the requirements for national and local permits, licenses and certifications, and to streamline and expedite the process of issuance.

The bill covers all agencies of the Executive branch, including departments, bureaus, offices, commissions, boards, councils, government instrumentalities, and government-owned and controlled corporations.

“One of the strategic measures is to reduce transaction costs in all government agencies and provide efficient delivery of its services while maintaining integrity and accountability in government service and the promotion of transparency in the transactions of

the government with the public, encompassing a program for the adoption of simplified requirements and procedures,” they said.

The proposed law empowers the President to fix or shorten the periods for the processing and release of these documents.

It also grants the President the power to suspend or waive the requirements in securing such permits, licenses, clearances, certifications, or authorizations.

Under the measure, the President has the power to suspend or remove any government official or employee performing acts contrary to the measure consistent with Article VII Sections 1 and 17 of the Constitution, the Revised Administrative Code, other existing laws, and jurisprudence.

The Senate has approved the measure on third reading after Duterte certified the bill as urgent.

House approves P4.5-T nat'l budget for 2021

he House of Representatives on Friday approved on third and final reading the proposed PHP4.5-trillion national budget for 2021.

A total of 267 lawmakers approved House Bill 7727 or the 2021 General Appropriations Bill (GAB) on third and final reading after the plenary passed the measure on second reading on the same day.

Only six lawmakers opposed, while no one abstained from voting.

President Rodrigo Duterte has certified the spending measure as urgent, which lifts the “three-day” rule between the second and third readings.

The House gave its greenlight to the 2021 GAB after holding a special session from October 13 to 16, as called upon by President Duterte.

In a speech following the bill’s third reading approval, Velasco assured the public that there would be no reenacted national budget for next year.

“I congratulate all House members for their active involvement in the timely passage on third and final reading of the General Appropriations Bill. But I assure you and the President that we will not have a reenacted budget by January of next year,” Velasco said.

Velasco said they will “transmit without delay” the House-approved bud-

get bill to the Senate to give their counterparts sufficient time to examine the spending measure.

Velasco described the 2021 national budget as “an extraordinary budget for extraordinary times”.

“There is so much at stake here: our health, the economy, jobs and livelihood, food security, the education of our children, and much more. And we thank President Rodrigo Roa Duterte for taking a principled, decisive leadership in calling this special session so that the budget would get the complete attention that it deserves,” he said.

He noted that next year’s budget would not only provide the fiscal stimulus for economic recovery, but also help fund the government's efforts to contain and mitigate the spread of the coronavirus disease (Covid-19).

House appropriations committee chair Eric Yap, sponsor of the bill, said the proposed budget is crucial to the country’s recovery from the adverse effects of the coronavirus pandemic as it will serve as an investment for resiliency and sustainability.

“We stand along with the budget philosophy of this administration that more than our priorities for a responsive and dynamic governance, we have to focus our resources to the most urgent priority -- to

reset our momentum and action, rebound for the devastating effect of the pandemic on the health and economy, and fully recover from the current and continuing impact of this crisis,” Yap said.

The pandemic has hampered opportunities for socio-economic growth and development, with many losing their jobs and livelihood following closures of companies.

“This budget carries the aspiration of our Filipino people to recover from the hardship brought by the pandemic to our livelihood and to recover the country's economic growth.

The timely passage of the General Appropriations Bill will ensure that our government, through its programs and projects, will be able to rebound, reset, and recover our lost momentum,” he said.

The proposed national budget is 9.9 percent higher than the PHP4.1-trillion appropriations for 2020 and equivalent to 21.8 percent of the gross domestic product (GDP).

The bulk of next year’s proposed budget will be provided to the social services sector amounting to PHP1.664 trillion, equivalent to 36.9 percent. This includes funding support for programs related to health, social protection, and education.

The economic services

sector will receive the second highest allocation with PHP1.347 trillion or 29.9 percent of the proposed budget.

Meanwhile, the general public services sector will be allocated with PHP724.2 billion, debt burden with PHP560.2 billion, and defense with PHP210.6 billion.

The top 10 agencies with the highest budget allocations include the Department of Education (DepEd), Department of Public Works and Highways (DPWH), the Department of the Interior and Local Government (DILG), the Department of National Defense (DND), the Department of Health (DOH), the Department of Social Welfare and Development (DSWD), the Department of Transportation (DOTr), the Department of Agriculture, the Judiciary, and the Department of Labor and Employment (DOLE).

Earlier, budget deliberations were stalled due to the speakership tussle between then Speaker Alan Peter Cayetano and his successor, Velasco.

Cayetano's move to abruptly suspend the session and hastily pass the 2021 budget bill on second reading on October 6 was an attempt to prevent any speakership takeover.

Investments to come in as PH lifts ban on WPS drilling: DOE

nvestments in oil and gas drilling are expected to come in as the government lifted the moratorium on energy exploration in the West Philippine Sea (WPS), Department of Energy (DOE) Secretary Alfonso Cusi said Friday.

Cusi said in a virtual press conference that the lifting of the oil exploration ban will help in generating investments at the WPS. DOE Assistant Secretary Leonido Pulido III mentioned that estimated investments by the service contractors amounted to USD25 million upon lifting the moratorium and a total of USD78 million for the remaining work commitment program period of exploration.

Cusi mentioned that DOE has already advised service contract holders to start addressing their investment commitments in exploring resources in the WPS. “It has been a long aspiration of our country to attain energy independence, to have our own resources so that we don’t need to import. That’s why we are fast-tracking this,” the DOE chief said in mixed English and Filipino.

Unilateral decision The lifting of the oil exploration ban in WPS came after the meeting of Foreign Secretary Teodoro

Locsin Jr. and Chinese Foreign Minister Wang Yi last weekend.

But, Cusi noted that the decision to end the moratorium is an independent decision of the Philippine government.

“The lifting [of the moratorium] is a unilateral act by the government.

It’s a unilateral decision to lift the moratorium that was unilaterally imposed in the previous years,” said Cusi.

The previous administration imposed a moratorium on exploration and drilling activities in the WPS due to tensions between Manila and Beijing in the disputed waters.

Cusi added that the Philippine government did not inform the Chinese government about the decision to be made regarding the lifting of the oil exploration moratorium ban in the WPS. “We are trusting China that they will respect our decision, our sovereign decision,” he said.

In the Philippines – because our fortunes as a nation have long been tied up to the fate of the United States – the crab mentality has not dissipated a bit even as, miraculously, the country’s struggling efforts to get out of the mire are getting better.

Since Day One of the Duterte administration – although majority of Filipinos have been apolitical – opposition groups identified with the Liberal Party that were waylaid in the last presidential polls have massed to assail and assault the new government, hoping to topple it down before it could even begin to make a dent in its campaign promise to ensure impactful change in the national mindset.

This evil maneuver was the same destructive ploy they used against former Pres. Erap Estrada, successfully discrediting him in the media through the Congressional impeachment proceedings in the HOR and the Senate in 2001, thus eventually forcing him out of Malacanang.

Crabs are a dime a dozen in our midst.

In the House of Representatives, allies of ousted Speaker Alan Peter Cayetano are non-stop in their efforts to undermine the executive management ability of the newly-installed HOR Chief Lord Allan Velasco who is barely warming his seat.

Velasco has fulfilled his promise to finish the House deliberations on the GAB (General Appropriations Budget) as decreed by the President in his EO for a swift passage during the Special Session.

Some senators are trying to get into the media limelight, hoping to get favorable feedback without even trying.

Another crab mentality tactical approach.

Many demonic forces are already making their presence felt in many areas of our lives, especially because we are a so-called Christian nation.

The devil is anti-Christ.

Meaning, everything that is of Christ, the devil contradicts and puts down.

Unknown to many of us, we probably might have thought that the ‘talangka’ mentality was purely a bad characteristic trait.

It is but it has much more devilish goals.

The ‘talangka’ mentality will summarily put down all good and noble efforts and objectives.

More so, if these have spiritual foundations and redound to spiritual Christian benefits.

To grow – vertically and horizontally – as a people and as a nation, let us gather together and endeavor to erase the ‘talangka’ mentality from our national consciousness.

We can do it.

But first, we also need to find our faith, a faith that moves mountains.

Mother Teresa said: “We need to find God, and he cannot be found in noise and restlessness. God is the friend of silence. See how nature – trees, flowers, grass – grows in silence; see the stars, the moon and the sun, how they move in silence...We need silence to be able to touch souls.”

We can find faith by getting rid of this crab mentality that destroys and defiles.

With the overwhelming trust and approval ratings given by the Filipinos to the President very recently, can we not dispose of this demonic attitude permanently out of our lives?

In the Bible, Jesus, in calming the winds and the waves, asked His disciples during a storm while they were in a boat out in the sea: “Where is your faith?” (Luke 8:25).

They had seats near the front of the concert hall.

The mother found a friend to talk to and the boy slipped away. When eight o’clock came around, the spotlights came on, and only then did they notice the boy at the piano bench innocently picking out, “Twinkle, Twinkle Little Star.”

The master appeared on the stage and quickly moved to the keyboard. “Don’t quit.

Keep playing,” he whispered to the little boy.

Leaning over, Paderewski reached down with his left hand and began filling in a bass part. Soon his right arm reach around the other side, encircling the child, to add a running obligato.

Collaboration is another term of cooperation. Let me tell you an anecdote authored

by Bruno Hagspiel: Two lively heifers were grazing in the pasture. They were tied to one another by a long rope. The farmer came along with two buckets of water and placed them far enough apart so the young cows would not fight when they wanted to take a drink.

No sooner had the farmer left than a real battle started.

Each cow wanted to go to its

bucket of water, but the rope was not long enough. They tugged and pulled and fumed.

Their tempers flared, their hearts pounded, they were sweating. Finally, in utter exhaustion, they both lay down to rest, now thirstier than ever before.

Then one of the heifers said to the other, “We’re fighting for nothing and no one is getting any water. Why don’t we pull together, instead of pulling apart? First, let’s both go over and drink out of my bucket. Then we’ll come back and drink out of yours.”

So, that’s just what they did. And it worked like a charm: both were well-watered and content. They had learned the lesson of cooperation.

Or, as Alexander Dumas, author of The Three Musketeers, puts it: “All for one and one for all.”

Whether we wish it or not, even in war we help our enemies, proving that we are, despite our antagonism, one big, though sometimes unhappy, family, according to the Rockefeller Foundation. Consider these: An American soldier wounded by the Japanese

owes his life to the Japanese scientist Kitasato, who isolated the germ of tetanus. A Russian soldier is saved by a blood transfusion, which came to him from Landsteiner, an Austrian.

A German soldier is shielded from typhoid with the help of the Russian, Metchnikoff.

A Dutch marine in the East Indies is protected from malaria because of experiments by an Italian called Grassi. A British flier in North Africa escapes death from surgical infections because of a Frenchman, Pasteur, and a German named Koch and their work with bacteria.

Such fact reminded me the words of Virchand Raghavji Gandhi: “This is my country, that is your country; these are the conceptions of narrow souls – to the liberal-minded, the whole world is a family.”

Hermann Hesse (of Siddhartha distinction) also pointed this out: “Whether it is good or evil, whether life in itself is pain or pleasure, whether it is uncertain – that may perhaps be this is not important – but the unity of the world, the coherence of all events, the embracing of the big and small from the same stream, from the same law of cause, of becoming and dying.”

We live together in one planet. We breath the same air.

We are all brothers and sisters.

If we believe the Creation, we came from the same parents: Adam and Eve. “Consider your own place in the universal oneness of which we are all a part, which we all arise, and to which we all return,” wrote David Fontana.

That’s what Frank Mihalic wants us to think when he compared cooperation to that of one whole body. “All the parts of the body work together and help each other,” he wrote. “My eye sees something. “Another time, my hears a dog barking, and I get afraid,” Mihalic continues. “So, this time my feet help me to run away. In this way, my feet helped my ear. Then again, maybe my finger hurts me.

The City will exhaust all means to save the life of a dog/cat and shall resort to euthanasia only as the last and desperate resort. Further, this Ordinance is not intended to hinder the anti-rabies program of the City, and in fact, the “Pet-Friendly” policy of the City of Davao must complement its antirabies program.

Dogs/cats unsafe for adoption or incapable of rehabilitation - Dogs/cats which aggressively attack a person causing physical injury or death, or behave in a manner that a reasonable individual would believe poses an unjustified imminent threat of physical injury or death or provide signs that it is inclined to attack a person without provocation; a dog/cat afflicted with rabies infection or other contagious diseases, viruses or bacteria or a dog/cat with a severe medical condition that would pose danger to adopting individuals or terminally ill ones. The dog/cat size and weight shall be taken into consideration in determining the classification.

C. Dog/cat safe for adoption - Dogs/cats which are sociable or friendly, do not attack aggressively a person, do not pose as an unjustified imminent threat of physical injury or death and give indication that it is liable to attack a person and in good health condition. The dog/cat size and weight shall be taken into consideration in determining the classification.

D. Dogs/cats safe for adoption but requires rehabilitation - Dogs/cats which are sociable or friendly, do not attack aggressively a person, do not pose as an unjustified imminent threat of physical injury or death and give indication that it is liable to attack a person but with physical and medical condition that shall require minor treatment. The dog/cat size and weight shall be taken into consideration in determining the classification.

E. Euthanasia/Mercy Killing - Humane method of inducement which does not result in a prolonged pain and suffering to end the life of a dog/cat.

F. Impounded animals- Stray dogs/cats whether registered or unregistered caught or rescued and impounded at the City Pound. Rescued dogs/cats are included in this definition.

G. Rescued dogs/cats - Any dog/cat which has been subjected to fighting, abandoned, neglected by its owner or severely maltreated by its owner, keeper, or by persons not the owner or keeper, shall be regarded as a rescued dog/cat for the purpose of rehabilitation.

H. Rehabilitated dog/cat - A dog/cat which has sufficiently regained its physical and medical condition which allows it to sufficiently perform its regular movement.

I. Stray dogs/cats - Any dog/cat leaving its owner’s place or premise and no longer under the effective control of the owner. Registered and unregistered dogs/cats and dogs/cats without owners shall be included in this Ordinance.

SECTION 4. ADOPTION OF DOGS AND CATS. A. If at the expiration of three (3) days from the time of impounding, an impounded dog/cat has not been claimed by the owner or keeper, the City Veterinarian’s Office (hereinafter referred to as “CVO” for brevity.) may initially classify the dog/cat for purposes of permanent or temporary adoption to qualified persons, or euthanasia/mercy-killing in accordance with law.

B. It shall be the duty and responsibility of the CVO to immediately, humanely, fairly, and with care, preferably in consultation with a government-registered animal welfare non-government organization, classify within three (3) days from impounding of the dogs/cats whether a dog/cat is (a) safe for adoption, (b) safe for adoption but requires rehabilitation and (c) dangerous for adoption or incapable of rehabilitation. The CVO shall begin observation for rabies infection on the impounded dog/cat classified under (a) and (b) from the time of impoundment up to the 10th day of impoundment unless the CVO requires a longer period of impoundment. After impoundment, the dog/cat shall be declared cleared and placed for adoption. Impounded dogs/cats under (c) shall be euthanized in the most humane manner so as not to cause pain and suffering to the animal in accordance with law, unless Section 4F of this Ordinance is applied.

C. Any person who is qualified to adopt a dog/cat shall be allowed to adopt a dog/cat determined as safe and cleared for adoption preferably of his or her own choice.

D. After the 10th day of rehabilitation unless the CVO determines a longer period of rehabilitation and after the dog/cat has been cleared for adoption, the CVO shall clear the dog/cat for adoption and declare them safe for adoption including rescued dogs/cats under its care and supervision on permanent or temporary adoption to qualified caring and loving individuals only.

It shall exert utmost efforts so that the dogs/cats will be adopted by qualified individuals who will provide for adequate shelter, protection, love and care for the unclaimed or rescued dog/cat declared safe and cleared for adoption. Any person who is a resident of the City for six (6) continuous months of good moral character, of legal age, has not been convicted of violation of the Animal Welfare Act upon the determination of the CVO, appears to have and actually has genuine concern for the welfare and protection for dogs and cats.

E. If the CVO determines that a dog/cat is safe for adoption but requires rehabilitation, the dog/cat shall immediately be placed under observation until the 10th day of impoundment and clearance, the CVO may then place the dog/cat under rehabilitation or for adoption to persons who shall volunteer to rehabilitate the dog/cat or shall volunteer to have the dog/cat rehabilitated through a private animal rehabilitation center or individual who specializes in rehabilitation of dogs/cats. Otherwise, the dog/ cat shall be disposed of through euthanasia.

E.1. If the dog/cat is temporarily adopted, the adoptive person shall take care and custody of the dog/ cat and may proceed with the rehabilitation of the dog/cat as provided by Section 5.E. The CVO shall determine the period of temporary adoption. Upon the expiration of the period of adoption, the CVO shall determine whether the dog/cat has been rehabilitated and qualified for adoption. If the dog/cat is declared as rehabilitated, the same shall be placed for permanent adoption. If the CVO determines that the same had not been rehabilitated, the dog/cat shall be disposed of through euthanasia.

E.2. The person who temporarily adopted the dog/cat shall have priority in the process of permanent adoption of the dog/cat once the latter is declared as rehabilitated.

F. A dog/cat determined to be dangerous for adoption or incapable of rehabilitation shall be immediately disposed of in accordance with law.

To ensure the safety of the public, all dogs/cats shall be presumed unsafe for adoption and incapable of rehabilitation if within three (3) days from impounding, the dogs/cats have yet to be classified in accordance with Section 4.B of this Ordinance. However, in special instances where the dogs/cats are classified as unsafe for adoption or incapable of rehabilitation, the City Veterinarian may allow the adoption or of the dogs/cats to persons who are known or who claim to be knowledgeable in the field of dog/cat training or rehabilitation. Provided, the dog/cat shall be placed under observation up to the 10th day of impoundment unless the CVO determines a longer period of impoundment. Provided, the adopting persons are informed of the classification of the dog/cat, the reason for the classification, the

risks which accompany in the adoption of such dogs/cats, and the persons who seek to adopt shall do so at their own risk. Provided further, that the classification of the dogs/cats classified as unsafe for adoption or incapable of rehabilitation under this provision are not due to rabies infection or other contagious diseases, bacteria, or viruses.

G. The CVO shall coordinate with animal welfare groups and other interested persons to promote, assist, and support in the adoption, and foster care of unclaimed or rescued dogs/cats, and exert all means possible to avoid the destruction of unclaimed or rescued dogs/cats safe for adoption without causing harm to the public. Notwithstanding, it shall likewise be the duty of the CVO to ensure that the initiative shall not unduly congest the City Pound and hinder the anti-rabies program of the City.

Furthermore, the CVO may, in a just and fair manner, permit the adoption of ten (10) dogs/cats a month unless it determines a different number of dogs/cats taking into consideration the following: the safety and security of the public, the effect on the city’s anti-rabies program, the budgetary requirements for the adoption and rehabilitation program, if any, the number of dogs/cats impounded and qualified for adoption, and the estimated number of interested and qualified adopting individuals.

H. The CVO shall coordinate with and encourage participation of animal welfare groups and nongovernment agencies and other interested persons to help strengthen the adoption efforts of unclaimed or rescued dogs/cats especially if found unfit for adoption to willing and qualified individuals.

I. Temporary adoption is a system of adoption where a qualified person is permitted to have care and custody of a dog/cat for a period as determined by the CVO. Within the period of temporary adoption, the foster may likewise encourage the permanent adoption of the dog/cat under his custody. The adopting person shall return the dog/cat to the City Pound or his authorized representative not more than seven (7) days after the expiration of the period of fostering, for adoption to other persons. If within one day from the return of the dogs/cats to the City Pound and after utmost efforts have been made to ensure that a dog/cat will be adopted, the dog/cat shall be subjected to euthanasia.

I.1. In case the temporary foster and other willing and qualified persons decide to permanently adopt the dog/cat, the temporary foster shall be preferred.

J. The CVO shall keep a record of the identity and maintain the whereabouts of the dogs/cats adopted and the individuals or persons adopting. In cases of change of address and contact details, the foster/ adopter must inform the CVO. K. All dogs/cats placed for adoption should be properly vaccinated, neutered or spayed and registered by the CVO. L. All adopting persons shall comply with the responsibilities of pet owners as provided by Section 5 of Republic Act 9482 including the mandatory rehabilitation of the dogs/cats placed for permanent adoption if the individual seeks rehabilitation of the dog/cat elsewhere.

M. The City Veterinarian’s Office shall ensure the proper and timely disposition of dogs/cats classified as unsafe for adoption or incapable of rehabilitation through means allowed by law to prevent endangerment of the public unless the CVO, in its discretion, acts in accordance with Section 4.F of this Ordinance.

Further, the City Veterinarian’s Office shall ensure the proper and timely disposition of dogs/cats classified as safe for adoption and safe for adoption but require rehabilitation which were unable to benefit from adoption with one day from placing the dogs and/or cats for adoption to prevent endangerment of the public.

N. The CVO shall provide adequate information and notice to the public as to the list of impounded dogs/cats classified as safe for adoption or safe for adoption but require rehabilitation who will be undergoing a period of observation for rabies infection before possibly being formally placed for adoption.

SECTION 5. REHABILITATION OF DOGS/CATS. A. The City Veterinarian’s Office may provide for a dog/cat rehabilitation program at the City Pound which shall undertake the rehabilitation of dogs/cats qualified for adoption including rescued dogs/ cats and other dogs/cats not impounded. The rehabilitation program shall provide for the following: determination of the physical and medical condition of the dogs/cats and determine if the same are capable of rehabilitation within the time provided by the program, the procedure for treatment of the dog’s/cat’s physical and medical condition.

B. The period of rehabilitation which shall not be more than five (5) days unless the CVO requires a longer period taking into consideration the following: the availability of funds, personnel, equipment, and facilities for the implementation of the program, the gravity of the physical and medical condition of the dogs/cats, and the number of dogs/cats placed under rehabilitation. If permissible without causing danger to any individual, the rehabilitation may be undertaken during the period of confinement for observation for rabies virus contamination.

C. The CVO shall determine if a rescued dog/cat which has undergone rehabilitation and recovery procedure, has been rehabilitated. A dog/cat shall be considered as rehabilitated if the CVO has diagnosed the improvement of the physical and medical condition of the dog/cat and cleared the same for release.

D. As far as practicable, the CVO shall have a rehabilitation and treatment facility separate from the regular impoundment area for dogs/cats.

E. The CVO shall seek the cooperation and participation of animal welfare groups and other interested persons in the rescue, rehabilitation and recovery of rescued dogs and cats. The CVO will allow the participation of the animal welfare groups and other interested persons in the informationdissemination drive of the City on the existence of the Adopt-A-Dog-And-Cat Program of the City, including providing information on the possible violation of the Animal Welfare Act, and providing advice and recommendation to the CVO on the implementation of the rehabilitation program, if any.

Furthermore, animal welfare groups and other interested persons may be permitted to undertake the rehabilitation and recovery of the dogs/cats under the care and custody of the CVO, and undertake the rescue of stray or abandoned dogs/cats and turn over the same to the CVO or with the permission of the latter, opt to adopt, permanently, or volunteer to rehabilitate the rescued dog/cat in accordance with the provisions of this Ordinance.

F. The adopting persons may be charged with reasonable fees for the rehabilitation and treatment of the dogs/cats.”

SECTION 6. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 7. EFFECTIVITY – This Ordinance shall take effect immediately upon approval.

SECTION 3. IMPOSITION OF SPECIAL REAL PROPERTY TAX – There shall be imposed Real Property Tax Rate of One and a half percent (1.5%) on realty, power plant, civil works, equipment, machinery and other improvements by a DOE-registered renewable energy developer under Republic Act No. 9513, which are actually and exclusively used for renewable energy facilities.

SECTION 4. DISTRIBUTION OF SPECIAL REAL PROPERTY TAX – In proportion to the real property tax and special education fund imposed by the 2017 Revenue Code of Davao City, the special real property tax rate of one and a half percent (1.5%) shall be distributed at nine-tenths percent (0.9%) to the General Fund as basic tax and the remaining six-tenths (0.6%) to the Special Education Fund.

SECTION 5. EXCEPTION – All other realty, equipment, machinery and improvements of DOE-registered renewable energy developer not exclusively used for the renewable energy facility or not necessary for energy generation shall continue to be subject to the impositions of the 2017 Revenue Code on real property tax.

SECTION 6. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

TITLE – This Ordinance shall be known as “AN ORDINANCE PROHIBITING THE POSTING OF COMMERCIAL ADVERTISEMENTS INSIDE AND OUTSIDE THE PREMISES OF DAVAO INTERNATIONAL AIRPORT”.

SECTION 2. DECLARATION OF POLICY – Pursuant to the Police Power of the Local Government Unit specifically: Section 16 of Republic Act No. 7160“Local Government Code of 1991”, which states: “Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. SECTION 4. EXCEPTION – Advertisements caused to be posted or displayed by the City Tourism Operations Office (CTOO) or by the City Government of Davao shall however be allowed.

SECTION 5. PENALTY – Commercial advertisements displayed inside and outside of the premises of DavaoInternational Airport in violation of this Ordinance, shall immediately be removed, without prejudice to the suspension of their business permit as penalty for the first offense and the revocation/cancellation of business permit as penalty for the second offense and the imposition of a fine in the amount of Five Thousand Pesos (Php 5,000.00) in all instances against the erring party responsible for advertisement(s).

SECTION 6. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 7. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 8. EFFECTIVITY – This Ordinance shall take effect upon publication in a newspaper of general circulation.

Classification of Public Markets – For the purpose of this Code, cityowned and/or operated public markets are hereby classified into: Class A – Those with an average monthly income of P 450,000.00 or more during the preceding six (6) months.

Class B – Those with an average monthly income of P300,000.00 or more but not more than P 450,000.00 during the preceding six (6) months.

Class C – Those with an average monthly income of P 150,000.00 or more but not more than P300,000.00 during the preceding six (6) months.

Class D – Those with an average monthly income of less than P150,000.00 during the preceding six (6) months.

TO: Section 347. Classification of Public Markets – For the purpose of this Code, cityowned and/or operated public markets are hereby classified into: Class A - Those with an average monthly income of P2,000,000.00 or more during the preceding six (6) months.

Class B - Those with an average monthly income of P1,500,000.00 or more but not more than P2,000,000.00 during the preceding six (6) months.

Class C – Those with an average monthly income of P700,000.00 or more but not more than P1,500,000.00 during the preceding six (6) months.

Class D – Those with an average monthly income of less than P700,000.00 during the preceding six (6) months.

SECTION 3. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 4. EFFECTIVITY – The provisions of this Ordinance shall apply retroactively upon the effectivity of the 2017 Revenue Code of Davao City.

Pulong distributes food packs to flashflood-affected families F irst Congressional District Representative Paolo Duterte, through his trusted staff, distributed 800 food packs to flashflood victims in two Davao City barangays on Thursday.

Rep. Duterte’s staff distributed the 800 food packs, which contains kilos of rice and canned goods, at Purok 40 and Purok 41 in Barangay Ulas, and Barangay Catalunan Pequeño, of the first district.

The above-mentioned areas were among the places in the city affected by flashflood on Wednesday due to the Tropical Depression Ofel, which made its landfall in the country 5 times.

Moralde bounces back from Covid-19 to fight Mexican foe in Las Vegas

T

he boy from Buhangin is back.

Davao City’s John Vincent Moralde returns after a victory over the coronavirus on Sunday (PH Time) against Mexican Jose Enrique Durantes Vivas in the undercard of the Top Rank card main event featuring the world lightweight unification bout between Vasyl Lomachenko and Teofimo Lopez at the MGM Grand in Las Vegas, Nevada.

Moralde, who has a 23-3 win-loss record with 13 knockouts, became the first Filipino boxer to be tested positive for Covid-19 forcing the postponement of his fight last July 16 against Alexis del Bosque. He waited for three months in Miami to secure another fight from Top Rank head Bob Arum.

“I am always in good condition. I am just checking my weight,” Moralde said in Filipino during a recent interview on his eight-round non-title bout with a 128-lb catch weight.

“My opponent looks so tough, but I am more prepared than the last time I was.”

On Saturday, all three Filipino boxers of Sanman Stable made weight for their respective fights.

Moralde tipped

the scales at 127 pounds while counterpart Jose Enrique Vivas weighed 128 pounds for their Super featherweight clash.

Super Featherweight prospect Mark Bernaldez (W20 KO 14 L4 D0) tipped the scales at 128.6 pounds while opponent Julian Aristule came in at 130.4 pounds. They will engage in an eight rounder bout. Welterweight protégé Jameson Bacon (W23 KO15 L4 D0) weighed in 145 pounds while his opponent Gonzalo Carlos Dallera tipped in heavier at 147 pounds. The fighters will fight for eight rounds.

Bernaldez and Bacon will fight in Miami Florida while Moralde will face action at the MGM Grand in Las Vegas.

Moralde, 26, is guaranteed of at least $6,000 of the $10,000 purse, win or lose. If he wins, his stock will rise and could negotiate for a title eliminator or regional title bouts next.

Vivas, also 26, is holding 19 wins against a loss with 10 knockouts.

The Sanman Promotions of JC Mananquil, who also handles Moralde, recently signed former ALA fighters, including ex-world title challengers featherweight Jeo Santisima (19-3 record with 16 knockouts), minimumweight Melvin Jerussalem, flyweight Esneth Domingo and super flyweight KJ Cataraja.
