The revived curfew hours officially took effect on Thursday (October 15).

Executive Order No. 55, Series of 2020 issued by Mayor Sara Duterte-Carpio called for the reimposition of curfew hours from 7 p.m. to 5 a.m. starting October 15 until December 31, 2020 as part of measures to control movement of people and prevent the spread of Covid-19.

The curfew is imposed on individuals in all public places every day, except: all government workers who are on duty during curfew hours; all private offices and establishments employees who time in and time out of work within the curfew hours, this shall mean to include their travel to and from their residence; all medical doctors and veterinarians who need to work;

eteran radio broadcaster Mario Maximo “Dodong” Solis, Jr., general manager of 94.7 Radyo ni Juan, has ‘signed off.’

Solis, who would have turned 59 on November 18, was rushed to the Southern Philippines Medical Center at 7 p.m. on Monday and succumbed to cardiac arrest at 2 a.m. Tuesday, his sister in law La Donna Solis, said on Wednesday.

Reports about Solis’ death had spread in the city and on social media Tuesday but no confirmation was issued by the family or the station until late Wednesday.

Roy Geonzon, station manager of 819 DXUM and incumbent Kapisanan ng mga Brodkaster ng Pilipinas (KBP)-Davao City chair, said he looked up to Solis as one of the pillars of radio broadcasting in the city.

“Another broadcaster has permanently ‘signed off.’

I pray for his eternal repose and I would like to extend my heartfelt condolences to his family,” he said.

Aside from curfew violators, DCPO chief Colonel Kirby John Kraft said they also apprehended nine in-

dividuals violating the liquor ban on Thursday.

The city also re-implemented the liquor ban from 7 p.m to 5 a.m every day.

Drinking in public places such as roads, alleys, open spaces, and other similar places is prohibited every day at any given time.

DCPO personnel also nabbed individuals violating health protocols: 16 individuals for violating social distancing and mass gathering; six for converging, one person for not wearing face mask; and 10 for failing to use the motorcycle barrier.

Presidential Spokesperson Harry Roque made this remark after President Rodrigo Duterte said it would be “ideal” for every Filipino to be inoculated with the vaccine.

Roque did not directly confirm that the government would give the vaccine for free, but he was sure that the poor, police, military, and front-liners would be shouldered by government.

“So 20 million initially po ang bibilhin natin para sa mahihirap at para po sa ating kapulisan at sa ating mga militar and mga front-liners. (Initially, we will buy for the 20 million poor and for our police, military, and front-liners),” he said.

Roque said Covid-19 vaccine is estimated to cost USD10 per dose. Two dosages are required per individual.

“Hindi naman po ganoon kamahal ang estimate natin sa bakuna. Ang estimate po ni Secretary Dominguez, USD10 per dose at kinakailangan dalawang dosage so USD20 per person (The vaccine is not that expensive. The estimate of Finance Secretary Carlos Dominguez III is USD10 per dose and we need two dosages so USD20 per person),” he said.

Roque said an estimated PHP2 billion will be spent to inoculate the priority demographics. He said this amount is already included in the proposed PHP4.5-trillion national budget for 2021.

He also noted that USD12 billion would be needed to inoculate 113 million Filipinos.

“Roughly, we would need around 12 billion dollars kung ililibre natin lahat ang bakuna. Pero I’m confidentnaman po, hindi kinakailangang ilibre ang

lahat kasi marami naman pong can afford USD20 for a vaccine (if we will shoulder the cost. But I’m confident that it won’t be necessary because there are many who can afford USD20 for a vaccine),” he said.

To buy the vaccines, Roque said the government will borrow from the Philippine International Trading Corp., Land Bank of the Philippines, and the Development Bank of the Philippines.

Political placebo?

Roque, meanwhile, shrugged off criticism that the promise of a vaccine has become Duterte’s “political placebo.”

“It is based on science.

Duterte, he said, is a “voracious news reader” and knew about the latest developments of some vaccines.

In an interview over Unang Hirit, Roque also bared that three potential Covid-19 vaccines will undergo clinical trials in the Philippines.

“Mayroon po tayong tatlo na magkakaroon tayo ng clinical trials at kasama na po diyan iyong Russia at saka iyong sa China. ‘One Strike Rule’ still applies for serving liquor under curfew

he Davao City Vices Regulation Unit (VRU) has reminded Dabawenyos that the ‘One Strike Rule’ policy on serving liquor still applies during the curfew hour from 7 pm to 5 am laid down in Executive Order (EO) No. 55 issued by Mayor Sara Duterte-Duterte on Monday.

Dr. Ashley Lopez, the head of VRU, said the VRU enforcers are deployed to monitor establishments, especially those located at the Times Beach area where there are reported excessive serving of liquor and other intoxicating drinks.

Serving of liquor under EO No. 50-A is limited only to two servings in restaurants and food businesses.

The guidelines state that beyond the maximum volume of two (2) serving/order/ shots per customer shall not be more than 800ml for beers, 400ml for cocktails, and 200ml for liquor and all

other drinks with alcohol.

“We caught a Resto Bar at Times Beach which was excessively serving liquor.

IATF eases age restrictions on going out amid pandemic

he inter-agency task force leading the country's COVID-19 pandemic response has allowed a wider range of age groups, including the youth and seniors, to go out of their homes, easing a restriction meant to stop the spread of COVID-19, Malacañang said Friday.

The IATF, which met Thursday, have authorized people from 15 to 65 years of age to go out, Presidential Spokesper-

son Harry Roque said in a statement.

"Local government units (LGUs) may impose a higher age limit for minors, depending on the COVID-19 situation in their respective jurisdictions," he added.

ork in many offices at the town hall of Santo Tomas, Davao del Norte was suspended Thursday, Oct. 15, by Mayor Ernesto Evangelista after it was learned that five personnel of the Municipal Health Office were exposed last week to a worker from Department of Health (DOH) – Davao who tested positive for the coronavirus disease.

Municipal Information Officer Mart Sambalud said all buildings, facilities and public spaces within the compound of the local government would be subjected to extensive disinfection and decontamination to ensure the safety of the government workers and the general public.

Sambalud said the DOHDavao employee came to monitor the COVID-19 cases in the province.

He said the five municipal frontline health workers have been placed in

isolation, and will undergo reverse transcription-polymerase chain reaction (RTPCR) tests on October 22.

But he added they would immediately undergo a test if they develop any symptoms of the disease such as fever, cough, fatigue, shortness of breath, and loss of smell and taste.

Sambalud said work at the Municipal Disaster Risk Reduction Management Office, the Municipal Health Office and other offices concerned with disaster, emergency, rescue, health and social services was not affected.

He said the Municipal Treasurer’s Office, Municipal Economic Enterprise Development and Management Office, and Rural Water Supply and Sanitation Association remained open with a skeleton workforce.

Job losses of OFW to hurt remittance inflows to PH

T

he continued job losses among overseas Filipino workers (OFWs) are expected to hurt remittance inflows to the Philippines until next year, with the contraction this year expected to hit as much as 10 percent.

On Thursday, the Bangko Sentral ng Pilipinas (BSP) reported the reversal of remittance inflows last August after cash inflows posted a 4.1 percent year-onyear decrease following the 7-percent level expansions in the previous two months.

In a report, Rizal Commercial Banking Corp.

(RCBC) chief economist Michael Ricafort said the diversification of OFW markets provides for the continued inflows of remittances, adding that as more workers

lose their jobs, this would impact the remittances.

Ricafort said he was optimistic about the seasonal rise of inflows in the last quarter of the year due to the holidays, noting that “some adversely-affected OFWs could also tap (into) their savings” and “some laid-off OFWs could also tap (into) part of their separation pay.”

He, however, said inflows in the coming months “could still continue to contract year on year,” provided

He added that resuming oil exploration in the area could attract more foreign investments into the sector and generate jobs.

Cusi said the DOE has issued a “Resume-to-Work” notice to the Service Contractors doing oil exploration in the areas of service contracts (SC) 59, 72, and 75 in the West Philippine Sea. "SCs 59 and 72 are operated by the Philippine National Oil Company-Exploration Corp. (PNOC-EC) and Forum Ltd., respectively. Meanwhile, PXP Energy Corp. operates SC 75," the DOE said.

Cusi said he has already informed Foreign Affairs Secretary Teodoro Locsin Jr. of the President’s approval of the DOE recommendation.

The BSP forecast remittances to contract by 2 percent this year, an improvement from the earlier forecast of -5 percent.

In the first eight months of the year, cash remittances channeled through banks posted a 2.6-percent yearon-year contraction.

De Villa said the national ID is not restrictive in terms of limiting people’s access from cash transactions to digital transactions, which the central bank is pushing.

“It’s actually opening it up for others. There are those who are not yet included in the financial system because they do not have any form of valid identification, which that national ID will serve,” he said.

The government started this month the registration of the initial nine million Filipinos under the Philippine Identification System (PhilSys).

It targets to provide national IDs to about 92 million Filipinos by end-June 2022.

al ID program supports the central bank’s bid to increase financial inclusion since Filipinos who are previously excluded from the formal financial system will now be part of it.

The central bank aims to have around 70 percent of adult Filipinos part of the financial system by 2023.

Monetary authorities said PhilSys will greatly boost this goal since people will have an ID that is needed to open a bank account.

The BSP earlier said opening of basic deposit accounts rose significantly after the government implemented the enhanced community quarantine (ECQ) from mid-March to end-April in Luzon.

The ECQ was extended until end-May in Metro Manila.

The increase was attributed to the need for people, especially those who are beneficiaries of the social amelioration program (SAP) and other forms of subsidy from the government, to have a deposit account.

Another plus to the financial inclusion goal is a strong internet connection to allow more people to transact digitally, which also got a boost during the quarantine. (PNA)

SECTION 6. It shall be unlawful for any person or persons, whether natural or juridical, to produce, make and/or cause any or all the nuisance defined in this Ordinance.

SECTION 7. Section 4 of Ordinance No. 0030-88, Series of 1988, is hereby designated as Section 7, in view of the amendments cited in Ordinance No. 0420-10, Series of 2010, and shall be further amended as follows: “Section 7. – Any person, company, corporation or establishment violating this Ordinance shall be punished as follows: a) For the first offense, by a fine of not less than Php3,000.00 or by imprisonment of not less three (3) months or both, at the discretion of the court; b) For the second offense, by a fine of not less than Php4,000.00 or by imprisonment of not less than six (6) months or both, at the discretion of the court; c) For the third and subsequent offenses, by a fine of not less than Php5,000.00 or by imprisonment of not less than one (1) year or both, at the discretion of the court. Business permits issued by the City Government shall be deemed revoked.

In any case, the materials or instruments used in producing or making the prohibited acts shall be confiscated or forfeited in favor of the City Government.

In case the violation has been committed by a juridical entity, the person in-charge of the management and who has knowledge thereof, shall be responsible therefor.”

SECTION 8. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 9. EFFECTIVITY – This Ordinance shall take effect immediately after posting in two (2) conspicuous public places and publication for three (3) consecutive days in a local newspaper of general circulation in Davao City.

Olympic gold bid needs more funding: POC chief

hilippine Olympic Committee (POC) President Rep. Abraham “Bambol” Tolentino has sought an additional P510 million budget for elite sports for 2021 as the country got a clear shot at possibly winning its first or even more Olympic gold medal at the rescheduled Tokyo Games.

“Tokyo could be that host city where the country could win not one, not two, but probably more Olympic gold medals in 2021. And along this line, the athletes need all the support in their bid to accomplish what has never been achieved before,” Tolentino said after his interpellation on the Philippine Sports Commission’s (PSC) proposed budget for 2021.

The PSC proposed for a traditional Department of Budget Management-endorsed P207 million 2021 budget that is intended for the agency’s operations and salaries and wages of personnel.

On top of that, an additional P510 million was proposed as additional funding primarily intended for Filipino athletes training and preparation for the Tokyo Olympics and for the Games qualifiers.

“The PSC needs the full support of Congress—the House and Senate—because 2021 is the year when the Olympic gold medal beckons,” Tolentino said. “I am confident that

PSC chairman William Ramirez said of the P510 million additional budget, P150 million will be for the Tokyo Olympics campaign, while P100 million will be for the preparation and participation in the Southeast Asian Games where the country will be defending the overall championship when Vietnam hosts the biennial games from Nov. 21 to Dec. 2 next year.

“The SEA Games are on top of the priorities as we defend the overall title which we achieved when we hosted the event in 2019,” Tolentino said.

The remaining P250 million will be allocated for the Asian Beach Games, Asian Indoor Martial Arts Games, Asian Youth Games, Asian Youth Para Games, SEA Para Games, Tokyo Paralympics, and Asean Youth Games.

Arcadia Fitness Gym adjusts gym schedule due to reimposed curfew

ith the reimposition of the curfew hours beginning on Thursday (October 15), Arcadia Fitness Gym has released an advisory to its members of its new gym schedule.

Posting a note on its social media page, Arcadia Fitness Gym advised the new schedule in accordance with Executive Order No. 55 Series of 2020 otherwise known as “An Order Enforcing Curfew and Regulating Other Activities Until December 31, 2020.”

Arcadia’s new gym schedules are as follows: Mondays-Fridays 8:30am-6:30pm -- First Session 8:30-10:30 am; 2nd Session 11 am12:30 pm; 3rd Session 1-2:30 pm; and 4th Session 3-6:30 pm. The 5th session has been cancelled.

For Saturdays, the gym will open from 7am-3pm with the first Session 7-8:30 am; 2nd Session 9-10:30 am; 3rd Session 11 am12:30 pm; and 4th Session 1-3 pm.

Disinfection will be made for 30 minutes in between sessions.

Members are advised to book their schedules accordingly through (0917) 146 4304 or (0923) 104 2585.

Arcadia Fitness Gym opened its doors anew to members last July 8 following a 70-day hiatus due to the coronavirus restrictions, laying out the new normal safety protocols for all gym users.

The gym management strictly enforced Member Safety Guidelines since then.

Located inside the Arcadia Active Lifestyle Center and operated by the Escandor Development Corporation (Esdevco), Arcadia Fitness Gym is the premier fitness hub in the city equipped with state-of-the-art gym equipment and parading a battery of experienced trainers.

Davao City government allowed fitness gyms to operate after it was declared under an improved Moderate General Community Quarantine (MGCQ) status last July 1. To be able to operate anew, fitness gyms underwent inspections conducted by the City Sports Development Office.

There will be no walk-ins and use of the gym will be exclusively for members at this time. New members are encouraged to sign up online and gym visits/tours are temporarily suspended.

Upon entry, temperature checks shall be conducted at the front doors. Members who are unwell or with temperature of 37.8C or higher shall be restricted from entering.

Members are obliged to provide contact tracing information upon their first visit for record keeping.

This will be done via paperless forms and are initiated at Front Desk or via phone prior to visit.

Sanitized mats are placed outside the access doors from the gym area and everyone is required to sanitize their hands prior to entry.

Disinfectant sprays are provided for members inside the gym area.

However, members are advised to bring their own to avoid communal items inside the gym as much as possible.

During workout, members must bring his/her own towels every visit--one for wiping down equipment before and after use and another for personal use. Wearing of face mask at all times is mandatory and members are advised to adjust face masks from time to time for comfortable breathing.

Wearing of face shield for additional protection and gym gloves to avoid direct contact to equipment are advised but not mandatory.

Physical distancing is required at all times and gym users must follow appropriate markings.
