Executive Order (EO) No. 55-A is now being drafted to regulate and exempt more activities during the revived curfew hours which will run from October 15 to December 31, 2020.

Mayor Sara on Tuesday said the city is now collating additional establishments and activities exempted during curfew hours.

Mayor Sara issued the curfew order on Monday which also regulates activities from 7 p.m. to 5 a.m.

Based on the provision, the curfew shall be imposed on individuals in all public places everyday ex-

cept: all government workers who are on duty during curfew hours; all private offices and establishments’ employees who time in and time out of work within the curfew hours that include their travel to and from their residence; all medical doctors and veterinarians who need to work; workers of public utility companies conducting construction, maintenance or emergency activities; individuals attending the wake of a family member; and all medical, emergency and disaster cases.

Mayor Sara said food delivery services and cargo will be added to the list exempted.

“Given naman na but atoa nang ibutang diri (EO 55-A) para klaro,” she said stressing that the city has decided to re-implement the curfew hours after lifting it in August this year because of the movement and activities of Dabawenyos

in a modified general community quarantine (MGCQ) status.

She also said the decision was based on the interviews conducted with confirmed Covid-19 patients.

The mayor also said that there are establishments that are essential but are not yet allowed to open during MGCQ. “Usahay kani siya ga-create ug confusion sa mga tao because muingon ang guideline nga essential lang ang movement pero daghan kaayo ang establishments nga dili pero allowed to open in an MGCQ. So how do we reconcile this? Ang ginabuhat nato is

The mayor reiterated that there is a pandemic and there is a public health concern so the public health and general welfare must be prioritized.

The mayor stressed the need to control the surge because the Southern Philippines Medical Center (SPMC) already gave the signal its almost full occupancy rate of Covid-19 cases.

Kaniadto pa sige nako sulti we expect an increase during the Holiday season because mao ni ang panahon na ang mga tao are in celebratory mood. he Department of the Interior and Local Government (DILG) welcomed the passage of the United Nations Human Rights Council (UNHRC) resolution expressing support and cooperation for the country’s efforts to protect human rights.

"The UNHRC resolution is a welcome development on the part of the Inter-agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster headed by the DILG. This move is a recognition that the government’s approach against illegal drugs is holistic. We are not only focusing on the supply reduction side but also on the demand reduction aspect,” said DILG Secretary Eduardo M. Año in a news release.

Adopted during the council's 45th session in Geneva, Switzerland, the UNHRC resolution called for technical assistance and capacity building for domestic efforts on human rights between the Philippine government and the Office of Human Rights Council (OHCHR).

A­ño said the proposed move further strengthens the Department's unwavering commitment to the campaign against the illegal drugs menace in the country while observing and protecting the human rights of all individuals. He added that the DILG will also give more emphasis on community-based drug rehabilitation efforts.

"The Department has been steadfast in its commitment to eradicating

the illegal drugs using a whole-of-nation approach to ensure that human rights protection is upheld in the performance of the sworn duties by all public servants under the DILG organization," he added.

The DILG chief assured the public that even amidst the Covid-19 (coronavirus disease 2019) pandemic, the Department is unwavering in facing the illegal drug problem in the country based on a systematic analysis of the data gathered from the Anti-Illegal Drugs Information System (AIDIS) which is shared among the different drug agencies.

He earlier ordered the PNP to tighten up the illegal drugs campaign with the easing of community quarantine in greater parts of the country as the trend of Covid-19 cases slows down daily.

Noting that some illegal drugs users have forcibly withdrawn due to lack of supply during the quarantine, Año emphasized that all forms of illegal drugs have to be stopped at all stages of the supply chain, from the production of raw materials to the distribution on the street.

22 warehouses to be inspected for combustible chemicals T

wenty-two warehouses storing combustible chemicals are now undergoing inspections for safety purposes.

The inspection of warehouses in Davao City was conducted by a composite team composed of the Davao City Police Office (DCPO), Public Safety and Security Command Center (PSSCC), Bureau of Fire Protection (BFP), City Business Bureau, and the Davao City Disaster Risk Reduction and Management Office (DCDRRMO).

DCPO chief Kirby John Kraft said the routinary inspection are being conducted to warehouses storing chemicals for pharmaceuticals, agricultural, and mining purposes.

“May mga warehouses kasi tayo or establishments na nag-iimbak ng explosive ingredients na ginagamit either for pharmaceuticals, agricultural or mining purposes. Legal naman ang paggamit nila nito,” he said in a phone interview.

Kraft added that these warehouses have license to operate. All the warehouses or storage facilities

are listed by the DCPO. “May listahan po tayo nito at kung may dumating sila na stock, tsine-tsek natin kung nabawasan at kung saan ginamit. Officially recorded yun at nire-report nila monthly. Ang mga warehouses na ito ay hindi mga illegal,” he said.

The conduct of the inspection was immediately initiated after PSSCC chief Angel Sumagaysay received a communication letter from the Bureau of Customs (BOC) that some business establishments and industries in the city are storing regulated chemicals such as Ammonium Nitrate.

Sumagaysay said that after every inspection, corrections and recommendations are given to every establishment to improve how they store the chemicals and ensure that safety protocols are strictly implemented.

LBP open to hike P3-B loan facility for bus modernization

tate-owned Land Bank of the Philippines (Landbank) is willing to increase its PHP3-billion lending facility for the government’s bus modernization program if additional needs arise.

“Yes, if there will be a need and also if the program or the availers prove to be viable,” Landbank president and chief executive officer Cecilia Borromeo said during the virtual signing of six transport modernization programs with the Department of Transportation (DOTr) Monday.

The bus modernization program, or the Interim Rehabilitation Support to Cushion Unfavorably-affected Enterprises by Covid-19 for Better Urban Services (I-RESCUE BUS) transport lending program, aims to support public transportation cooperatives that are members of the consortium selected for the Metro Manila Bus Modernization Program.

Borrowers may tap the lending facility to as much as 80 percent of a vehicle’s acquisition cost at a fixed 5 percent annual interest

rate for the first three years.

Maximum loan term is seven years, including a twoyear grace period on the principal amount.

A memorandum of agreement (MOA) for the plans, procedures, and rules of this program, along with that of the Support Package for Environment-friendly and Efficiently-Driven PUV (SPEED PUV) program, are among those signed by Borromeo and Transportation Secretary Arthur Tugade, among others, during a virtual event Monday.

The other programs include the North-South Commuter Railway Extension (NSCR-Ex) Appraisal Project, the Resettlement Action Plan Entitlements Distribution Mechanism, Distribution of Cash Subsidy for Operators, and the Automatic Fare Collection System-Pilot Production Testing.

Among others, Land-

he Department of Tourism said it signed a deal with the staterun Small Business Corporation (SB Corp) for a program to provide loans to micro, small, and medium enterprises in the tourism industry.

The DOT said the program will accelerate the country’s tourism recovery from the impacts of the pandemic.

"By working together, we can hopefully bring tourism, an industry that contributed 12.7 percent to the country’s 2019 GDP, back to its glory days,” Tourism Secretary Bernadette Romulo-Puyat said.

EL program, tourism MSMEs will have access to zero interest, no-collateral loans with a loan term period of up to 4 years, including a corresponding grace period of up to 1 year, the DOT said.

The borrower MSMEs will only need to pay a onetime service fee, which is set at a maximum of 8 percent for a 4-year loan.

SB Corp will process loan applications of DOT-accredited MSMEs and local government-accredited businesses to determine the amount of the loan as well as its terms.

The government is aiming to disburse P6 billion worth of loans to tourism MSMEs, the DOT said.

“CAMPI remains optimistic that the automotive sector will recover until the end of the year amid the new normal environment as the industry posted double-digit growth of 37 percent in September,” CAMPI president Rommel Gutierrez said.

“Demands for new cars posted double-digits growth on all vehicle categories except trucks and buses. But we are still cautious that consumer spending is below pre-pandemic levels due to the evident shifts to essential goods and services,” Gutierrez added.

However, compared to 2019 figures, September 2020 sales declined by 22.9 percent from 31,820 units last year.

The year-to-date sales also decreased by 44.6 percent from 267,364 units from January to September 2019 from this year’s 148,012 units.

Malacañang: 13th month pay can’t be deferred unless law is amended

usinesses cannot delay the release of the 13th month pay of workers nor be exempted from paying it out unless the law mandating it is amended, said Presidential Spokesperson Harry Roque.

“The law has not been amended. That is the law.

That is a mandatory provision of the Labor Code,” said Roque, when asked about a proposal to allow “distressed” businesses to defer the release of their workers’

13th month pay.

“Hanggang magkaroon ng bagong batas eh baka hindi po yan pupwede ma-defer,” he added.

[Translation: Unless a new law is passed, it (13th month pay) cannot be de-

ferred.]

Roque, however, said it was up to the Labor Department to study the proposal.

Last week, Labor Secretary Silvestro Bello III said the agency needs to study which companies can be exempted from paying out the mandatory benefit to their employees.

He said the agency was also looking into exempting micro, small and medium enterprises (MSMEs) gravely hit by the pandemic from giving workers their

13th month pay, noting that deferment of payment was also an option.

Labor groups criticized the idea, urging government agencies instead to provide ailing companies more assistance to help them dole out the 13th month pay amid the health crisis.

Presidential Decree 851 mandates the provision of the 13th month pay to all rank-and-file employees not later than December 24 every year.

ccording to the latest data from the Department of Energy (DOE) on fuels market share as of the first half of 2020, leading independent oil player Phoenix has garnered 6.86% of the market, landing it on third place among petroleum companies in the country. Phoenix has climbed one notch higher from its fourth place position in the same period in 2019.

In the first quarter of 2020, Phoenix registered a gross profit of P1.7 billion on the back of revenues of P21.9 billion in the period, leading to earnings before interest, taxes, depreciation, and amortization (EBITDA) of P503 million. Operating income and net loss stood at P179 million and P215 million, respectively.

In the segment of liquefied petroleum gas (LPG), Phoenix reported a 39% increase in volume in the first quarter of 2020 thanks to its key stronghold in Visayas and Mindanao, as well as some headway in the highly competitive Luzon market.

Based on DOE data as of the first half of the year, Phoenix enjoys 6.57% of the total LPG market share, up from 5.61% for the whole year 2019.

PROTECT FILIPINO FEMALE SEAFARERS AND CADETTES FROM SEXUAL HARASSMENT AND VIOLENCE Employers must have effective mechanisms and guidelines to promptly address sexual harassment and violence incidents committed against female seafarers and cadettes.

The Women in Maritime Philippines (WiMaPhil) raised said issue during the recent online public forum organized by the office of Senator Risa Hontiveros on the pending Magna Carta of Filipino Seafarers.

Merle San Pedro, WiMaPhil trustee, called for the better protection for women seafarers as part of their campaign not only to promote women as seafarers but also as a part of the maritime industry as a whole— shipping, ports, maritime administration, maritime education and training, and logistics.

Female seafarers are exposed to various forms of discrimination, exploitation, sexual harassment and violence due to their vulnerability which may partly be attributed to the confined space on board the vessel.

The isolated nature of the ship can increase the opportunities for sexual harassment and violence to occur and can

also amplify its negative consequences.

Sexual harassment may take the form of a sexist remarks, sexual advances or sex-related behavior.

Sexual harassment is a reflection of the power relations between individuals involved where, in most instances, the harasser is an officer occupying a higher rank than the woman seafarer.

Women seafarers are susceptible to sexual harassment since they have limited chance of avoiding their harassers due to the rigid hierarchical environment.

They tend to be vulnerable to feelings of isolation as they are away from family and friends during the period when the harassment occur.

If women seafarers face sexual harassment in their early careers, it may discourage them to pursue their profession.

In most instances, the victims have to face hurdles in filing complaints, very few even reaching courts, leaving their aggressor mostly unpunished.

In recent decades, the word “seafarer” has replaced

the word “seaman” in the male-dominated maritime industry. In the older times, the term “seaman” was widely used to describe anyone working at sea.

This is perhaps due to the actions of the United Nations (UN) in promoting gender equality, women have been taking part in industries that once belonged to men, the maritime industry included.

The International Maritime Organization (IMO) noted that women represent only less than two percent of the world’s estimated 1.2 million seafarers while 94 percent of female seafarers are working in the cruise industry.

Within the historically male dominated industry, IMO stressed that it has been making a concerted effort to help the industry move forward and support women to achieve a representation that is in keeping with twenty-first century expectations.

IMO Secretary General Kitack Lim earlier said that the maritime industry needs more women because of the quality work they provide. He under-

scored that women are a very important source of human resources, which would make for safer sea travel.

In the Philippines, the Maritime Industry Authority (MARINA) has recorded 73,027 women seafarers or almost 10% of approximately one million Filipino seafarers issued with Seafarer’s Identification and Record Book (SIRB) as of December 2018. SIRB used to be known as Seaman’s Book.

Stakeholders has been campaigning for the passage of the Magna Carta for Filipino Seafarers given the fact that the Philippines is considered as one of the major supplier of maritime labor globally.

The estimated 519,031 deployed Filipino seafarers in 2019 per POEA data remitted $6.539 billion or around P326.95 billion.

The sea-based sector’s remittance comprise at least 22 percent of the total dollar remittances of Overseas Filipino Workers (OFWs).

The first version of the proposed Magna Carta for Filipino Seafarers was the by-product of the National Seafarers Confer-

ence in 2002 held at the Manila Hotel organized by the Apostleship of the Seas (AoS) in coordination with the Office of Senator Ramon Magsaysay, Jr. Years later, several versions were filed by legislators that considered legal developments both locally and internationally.

This include the Maritime Labour Convention of 2006 (MLC 2006) that sets out seafarers’ rights to decent conditions of work. and embodies all up-todate standards of existing international maritime labour conventions . MLC 2006 is also called Seafarers’ Bill of Rights and the fourth pillar of international maritime law.

Aside from Senator Hontiveros for Senate Bill No.357, other proponents of the Magna Carta in the Senate include Senators Joel Vilanueva (S.B. No.1745) , Nancy Binay (S.B. No.1369), Ramon “Bong” Revilla Jr. (S.B. No.300) and Sonny Angara (S.B. No.135) .

WHY CRITICISM MATTERS “To avoid criticism, say nothing, do nothing, be nothing.” – Elbert Hubbard, Little Journeys to the Homes of the Great Vol. 3: American Statesman ** A judge, who was holding court in a far away town, was always sure of being annoyed by some cutting remarks by a local lawyer. After one such occasion, someone asked the judge at dinner why he didn’t tell off that nasty lawyer.

The judge dropped his knife and fork to the table, placed his chin in his hands and elbows on the table, as he stressed the following story: “When I was little boy, we had a dog. On nights, when the moon was full, that old hound dog would how and bark at things he saw in the bright face of that moon. We never did sleep well those nights. Sometimes that dog would how all night long.”

After sharing that anecdote, the judge picked up his knife and fork, and began to eat again. Bewildered, one had the courage to ask: “But that’s beside the point, you haven’t answered your critic.”

“I just did,” the judge answered.

“When that dog barked, the moon just kept on shining. I don’t intend to say

anything back. I’ll just keep on shining – quietly, calmly, like the moon.”

The story reminds me of the words of American motivator Zig Ziglar. “Don’t be distracted by criticism,” he said.

“Remember, the only taste of success some people have is when they take a bite out of you.”

What is life without criticism. Perhaps, it will be boring and unchallenging. Imagine buying a new dress and no one ever commenting you that it looks good or bad in you. Think of writing a poem or short story with no one bothering to say a word or two.

“The truth is, critics are a fact of life, and criticism is something all of us must face,” writes Dr. Richard Carlson, author of Don’t Sweat the Small Stuff. “In fact, the only way to avoid criticism is to live an isolated life where people aren’t exposed to your work, personality, or behavior.”

But that’s impossible. No man is island, so goes a saying.

We cease to exist if there are no people around us. That is the reason why we cannot escape criticism. “Concern over criticism clogs creativity,” Duane Alan Hahn reminds. To which American psychologist Hen-

drie Weisinger adds, “Criticism is information that will help you grow.”

We need criticism, Dr. Jose Rizal once wrote, to keep us awake. “Sometimes, the criticism we receive is valuable, even helpful,” Carlson wrote.

“Other times, it’s utter nonsense. Either way, learning to use criticism as ‘small stuff’ is incredibly useful in our efforts to live a life of reduced stress.”

There was a priest who kept on his desk a special notebook labeled, “Complaints of members against other members.”

When someone called to tell him the faults of another, the priest would say, “Here’s my complain book. I’ll write down what you say, and you can sign it. Then, when I have to take the matter up officially, I shall know what I may expect you to testify to.”

The sight of the open book and ready pen had its effect.

“Oh, no. I couldn’t sign anything like that,” the complainant usually would say. That’s why no entry was ever made.

The priest says he kept the book for forty years, opened it probably a thousand times, and never wrote a line in it.

An anonymous once said: “Criticism is the disapproval

of people, not for having faults, but having faults different from your own.” Another one said: “Don’t mind criticism. If it is untrue, disregard it; if it is unfair, keep from irritation; if it is ignorant, smile; if it is justified, it is not criticism, learn from it.”

“Criticism may not be agreeable, but it is necessary,” said Sir Winston Churchill in an interview with New Statesman.

“It fulfills the same function as pain in the human body; it calls attention to the development of an unhealthy state of things.

If it is needed in time, danger may be averted; if it is surprised, a fatal distemper may develop.”

Criticism happens anytime, everywhere to anyone.

Election time is fast approaching. The campaign period has started. Criticisms against opponents are the rule of the day.

No one is spared. After election, the loser will usually say, “I have been cheated.”

“If you think about it, a landslide political victory would be one where the winner received 60% of the vote,” Dr. Carlson wrote. “That means that even in a convincing win, 40% of the people will be wishing the winner had lost!”

This must be the reason why he argued that we should

not criticize another person because it says nothing about the person. “(Criticism) merely says something about our own need to be critical,” he wrote.

“If you attend a gathering and listen to all the criticism that is typically levied against others, and then go home and consider how much good all that criticism actually does to make our world a better place, you’ll probably come up with the same answer that I do: Zero!”

Criticism does no good, he pointed out. “Criticism, like sweating, is actually nothing more than a bad habit,” he said.

“It’s something we get used to doing; we’re familiar with how it feels. It keeps us busy and gives us something to talk about.”

Perhaps, we need to listen to the words of Sir Kingsley William Amis, an English novelist and poet. “Self-criticism must be my guide to action, and the first rule for its employment is that in itself it is not a virtue, only a procedure.”

American writer and lecturer Dale Carnegie said it all: “Any fool can criticize, complain and condemn – and most fools do. But it takes character and self-control to be understanding and forgiving.”

ORDINANCE NO. 0250-20 Series of 2020 AN ORDINANCE FOR THE MANDATORY SUBMISSION OF A HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM FOR ALL PERSONS ENTERING DAVAO CITY BY LAND, AIR OR SEA Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE FOR THE MANDATORY SUBMISSION OF A HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM FOR ALL PERSONS ENTERING DAVAO CITY BY LAND, AIR OR SEA.” SECTION 2. DECLARATION OF POLICIES – Article II, Section 15 of the 1987 Constitution makes it a policy of the State to protect and promote the right to health of the people. Under Section 458 of Republic Act No. 7160 (Local Government Code of 1991), it is a duty of the Sangguniang Panlungsod to enact ordinances to adopt quarantine measures and regulations to prevent the introduction, transmission and spread of diseases to promote health and safety of its inhabitants.

The Ordinance seeks to make mandatory the submission of a HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM (CTF) for all persons entering Davao City by any mode of travel, be it by land, air or sea. The CTF shall be filled out by the person seeking entry to the city where he or she shall disclose personal data, contact details, travel history and medical information, for the purpose of facilitating the improvement of contact tracing of individuals, to address not just the current health emergency but also future health concerns that may beset the city.

SECTION 3. SCOPE AND COVERAGE – This Ordinance shall cover all persons seeking entry into or merely transiting the City by any mode of travel whether by land, air or sea, and encompasses all incoming vehicles, vessels and aircraft, as well as all passengers and crew aboard such vehicles, vessels and aircraft, without regard to the purpose of entry to the city.

SECTION 4. IMPLEMENTATION – The City Health Office (CHO) shall coordinate with the Department of Health (DOH) to ensure the observance and strict implementation of this Ordinance.

The CHO shall also verify the forms and keep records thereof.

The CTF shall require the following information:

a. Date of Arrival

b. Full Name

c. Nationality

d. Age

e. Sex

f. Birth Date

g. Flight No. / Bus Company and Bus No. / Vessel Name

h. Name of Hotel or address in Davao City, if applicable

i. Residence in the Philippines

j. Philippine Mobile Number

k. Email address

l. Medical condition/any signs and symptoms of an illness.

The CTF shall either be provided in advance to common carriers or may be made available at all ports and points of entry of the City. The CTF is to be filled out legibly, comprehensively, and truthfully and shall be submitted to the persons duly authorized to receive the same.

SECTION 5. NON-COMPLIANCE – Failure to submit the CTF or any falsification therein shall be grounds for punishment of a fine not exceeding Five Thousand Pesos (P5,000.00) or imprisonment for a period not exceeding one (1) year, or both at the discretion of the court.

In the event of health emergencies, violations of this Ordinance shall be without prejudice to the filing of appropriate civil and/or criminal complaints as provided under Republic Act No. 11332, also known as the “Law on Reporting of Communicable Diseases.”

SECTION 6. USE OF INFORMATION AND DATA PROTECTION – All information collected in the CTF shall only be the property of the City of Davao, to be treated as private and confidential and shall be used for the purpose of tracing persons in the event of exigent circumstances, emergencies, and concerns which involve public health. Persons in charge of distribution, handling, utilization, safekeeping, and other similar acts pertaining to the CTF and the information contained therein shall be also subject to the provisions of Republic Act No. 10173, also known as the Data Privacy Act of 2012. Furthermore, any misuse, abuse, unlawful or unauthorized use of the information in the CTF by any person is punishable under existing laws.

SECTION 7. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance shall be declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 8. REPEALING CLAUSE – All Ordinances, Resolutions, Executive Orders, Memoranda and Administrative Regulations or parts thereof, in conflict or inconsistent with the provisions of this Ordinance are thereby repealed, amended or modified accordingly.

SECTION 9. EFFECTIVITY – This ordinance shall take effect immediately upon approval.

SECTION 2. DEFINITION OF TERMS a.) Health Workers or Professionals – are persons who render health care services to patients seeking medical attention, such as doctors, nurses, medics, hospital and clinic aides, laboratory technicians and the like; b.) Hospital Workers – are persons, not falling under the aforementioned definition, who likewise work or are employed in hospitals, clinics, laboratories and diagnostic centers dealing with COVID-19 patients, whether confirmed or not, including PUIs or PUMs. c.) Patients – are defined as: i. Confirmed COVID-19 Infected Person – are persons tested positive for COVID-19 by duly authorized and accredited facilities by the Department of Health. ii. Suspect COVID-19 Case – are persons, who are classified as such under the protocols and guidelines of the Department of Health. iii. Probable COVID-19 Case – are persons who are classified as such under the protocols and guidelines of the Department of Health. d.) Close Contacts – persons who may have come into contact with Confirmed, Suspect and Probable COVID-19 Infected Person, but who are not declared to be Confirmed, Suspect and Probable COVID-19 Infected Persons.

SECTION 3. DISHONESTY AND UNTRUTHFULNESS IN THE DECLARATION OF MEDICAL CONDITION – Any person who is required by any Hospital or Health/Medical facility such as clinics, laboratories, diagnostic centers, health centers, and the like, be it public or private, to accomplish and fill-out a medical/personal data form or any similar document, shall state the truth and disclose all pertinent and relevant information that is asked or required to be filled-out in the said form or document and shall affix his signature on the same. Said person shall likewise observe honesty and truthfulness in answering questions propounded during interview by the health worker/professional or hospital worker.

SECTION 4. UNLAWFUL ACTS – It shall be unlawful for any person who is a Confirmed, Suspect and Probable COVID-19 infected person, to knowingly and deliberately make false and untruthful statements and/or withhold relevant information when asked or required to do so, such as but not limited to travel history, experience of symptoms, medical condition and other important data during the Health Crisis brought about by the COVID-19 outbreak as declared by the National Government.

Any omission of the required information aforementioned in Section 3 hereof, of which a reasonable person is expected to have personal knowledge shall be prima facie evidence of dishonesty, untruthfulness and constitutes a violation of this Ordinance.

SECTION 5. PENALTY – Any person who commits the unlawful acts under Section 4 hereof shall be liable to pay a fine in the amount of not less than Five Thousand Pesos (Php 5,000.00) or by imprisonment of not less than thirty (30) days or both, at the discretion of the court.

SECTION 6. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in force and effect.

SECTION 7. EFFECTIVITY – This Ordinance shall take effect immediately upon approval.

Apples drive your health problems away

By HENRYLITO D. TACIO lthough apples thrive in some temperate places in the Philippines, they don’t grow so well.

But they are abundant in fruit stands and malls because these fruits can be imported from China, Japan and even the United States.

A

Apple is one of the most popular fruits in the world.

In fact, it has been associated in the book of Genesis as it is thought to be the forbidden fruit of Eden. Christian tradition has it that it was an apple that Eve offered to Adam to eat if he really loved her.

It was also the same fruit – but golden one – that Eris, the Greek goddess of discord, that was tossed during the wedding party.

Inscribed in the golden apple was these words: “For the most beautiful one.”

Three goddesses claimed the apple: Hera, Athena, and Aphrodite.

To settle the dispute, Paris of Troy was appointed to select the recipient.

Both Hera and Athena bribed Paris, but it was Aphrodite who won after she tempted the warrior to give her the most beautiful woman in the world. Paris failed to know that the woman was already married; as a result, the Trojan War happened.

So much for that. Wise men say an apple a day keeps the doctor away. Nu-

trition experts claim one large apple has around 130 calories, and none come from fat. Apples also have no sodium or cholesterol – nutrients many want to expressly avoid.

But that’s going ahead of this feature.

What’s in an apple? According to Medical News Today’s Yvette Brazier, a medium sized raw apple (weighing around 182 grams) has the following: carbohydrates (25.1 grams, including 18.9 grams of sugar), fiber (4.4 grams), calcium (10.9 milligrams), phosphorus (20 milligrams), magnesium (9.1 milligrams), potassium (195 milligrams), vitamin C (8.37 milligrams), folate (5.46 micrograms), beta-carotene (49.1 micrograms), lutein and zeaxanthin (52.8 micrograms), and vitamin K (4 micrograms).

Apples also provide choline, iron, vitamin A, some B vitamins, and vitamin E. In addition, they are also good sources of antioxidants, substances that help neutralize free

radicals.

“Free radicals are reactive molecules that can build up as a result of natural processes and environmental pressures,” Brazier explained. “If too many free radicals accumulate in the body, they can cause oxidative stress, and this can lead to cell damage. This damage can contribute to a range of conditions, including cancer and diabetes.”

Specifically, apples are rich in quercetin and pectin, both of which are credited for supplying apples with their health benefits.

“Quercetin is a flavonoid, a type of naturally occurring plant chemical that has antioxidant and anti-inflammatory effects,” states the Harvard T.H. Chan School of Public Health.

“Pectin is a type of soluble fiber that may help prevent constipation and have a modest effect on lowering LDL (low density lipopro-

tein), the ‘bad’ cholesterol,” it adds. “Pectin is also fermented by beneficial bacteria in the colon, which produces short chain fatty acids that may play a role in the prevention of chronic diseases, including certain cancers and bowel disorders.”

Stroke is the number cause of disability in the Philippines, according to the Stroke Society of the Philippines. In her article, Brazier cited a study which looked at how consuming apples over 28 years affected the risk of stroke in 9,208 patients.

Those who ate the most apples had been found to have a lower risk of thrombotic stroke. “Apple contains many nutrients that may lower the risk of stroke,” Brazier wrote.

“One 2017 review found, for example, that people who consume the most fiber appear to have a lower risk of cardiovascular disease, coronary heart disease, and stroke.”

Apples are good for the heart as it contains fiber, vitamin C, antioxidants and potassium.

Fiber, for one, helps manage blood pressure, thus reducing the risk of cardiovascular disease. Potassium, on the other hand, relaxes the blood vessels which in turn reduces the risk of hypertension and cardiovascular complications.

“Vitamin C is an antioxidant that, alongside other antioxidants, may play a role in protecting some aspect of heart health,” Brazier noted. “Vitamin C may also boost the immune system and help defend the body from infections and diseases.”

Diabetes is another disease that is common among Filipinos. An estimated 7.3 million people have diabetes, with 3.5 million of them diagnosed and the remaining ones undiagnosed.

It’s high time for these diabetics to in-

clude apples in their diet.

“In 2013, a population study found that people who replaced three servings per week of fruit juice with the same amount of whole fruit, including apples, had a 7% lower risk of developing type 2 diabetes than those who did not eat fruit,” Brazier wrote.

In addition, those who consume the most fiber have a lower risk of developing type 2 diabetes, according to one 2011 review. People who already have diabetes and follow a high fiber diet, Brazier reported, may also have lower blood sugar levels.

If you want to lose weight, why don’t eat apples? “The fibers in apples can slow digestion, helping one to feel greater satisfaction after eating,” reports the Harvard T.H. Chan School of Public Health.

After following three large prospective cohorts of 133,468 men and women for 24 years, researchers found that higher intakes of fiber-rich fruits with a low glycemic load, particularly apples and pears, were associated with the least amount of weight gain over time.

“Eating low glycemic load foods tends to produce fewer and smaller spikes in blood sugar, which may lessen hunger later on and prevent overeating,” the Harvard T.H. Chan School of Public Health reports.

People with asthma can also benefit from eating apples. In the Philippines, one out of 10 people has asthma, a chronic respiratory disease. “Antioxidant-rich apples may help protect your lungs from oxidative damage,” writes Kerri-Ann Jennings for Health Line.

A large study in more than 68,000 women found that those who ate the most apples had the lower risk of asthma. Eating about 15% of a large apple per day was linked to a 10% lower risk of this condition.

“Apple skin contains the flavonoid quercetin, which can help regulate the immune system and reduce inflammation,” Jennings

explains. “These are two ways in which it may affect asthma and allergic reactions.”

Do not peel an apple when you eat it. Never go for dried apples either.

“Fresh, whole apples offer the most nutrients,” the Harvard T.H. Chan School of Public Health states. “Discarding the skin removes much of the fiber and the majority of flavonoids.

Dehydrating or drying the apples removes vitamin C, which is predominantly in the flesh. In addition, sugar (along with extra calories) is often added to dried apples.”

Apples are also good for the brains. Most of the above studies mentioned peels and flesh. Unknown to many, apple juices have benefits for age-related mental decline. “Apple juice may help preserve acetylcholine, a neurotransmitter that can decline with age,” Jennings writes. “Low levels of acetylcholine are linked to Alzheimer’s disease.”

Now, a word of warning about eating apples all day.

They are not good for your teeth. “Apples are acidic, and the juice may damage tooth enamel,” warns Tim Sharp, LiveScience reference editor. He cited a study published in 2011 in the Journal of Dentistry which showed that “eating apples could be up to four times more damaging to teeth than carbonated drinks.”

Don’t give up eating apples yet. “It is not only about what we eat, but how we eat it,” explained lead researcher, David Bartlett, head of prosthodontics at the Dental Institute at King’s College in London.

Many people eat apples slowly, which increases the likelihood that acids will damage tooth enamel.

“Snacking on acidic foods throughout the day is the most damaging, while eating them at meal times is much safer,” Bartlett said in a statement. “An apple a day is good, but taking all day to eat the apple can damage.”

As bubble is now over, what’s next for NBA?

AKE BUENA VISTA, Florida — The season's first big development came with the Los Angeles Lakers on a long road trip, in a place with very restrictive rules.

The season's last big development came with the Lakers on a longer road trip, in a place with very restrictive rules.

From China to Disney, this was an NBA season like none other — and quite probably like none ever again.

The NBA offseason has officially started, the bubble at Walt Disney World is closed and the Lakers have their 17th championship. Nobody knows everything that will happen over the coming weeks as far as how rosters and coaching staffs will be reshaped. As a bonus this year, nobody knows when anything will happen, either.

But while a difficult season is over, the difficulties the league and players face are not. The coronavirus pandemic is still raging. The players fight against racial inequality and their quest for social justice, which were top priorities of this NBA restart, continue.

And while nobody knows when the next NBA game is, the Lakers' LeBron James began looking forward during the trophy ceremony celebrating his fourth title.

"Everybody from the NBA, the NBPA, putting this thing together and us using our voices, us being together ... we know we all want to see better days," James said.

The priority, for the last seven months, was getting through the pandemic safely and salvaging the season. That happened; a champion was crowned, a bubble was built and nobody tested

positive for three months inside that NBA campus in large part because of extremely tight regulations surrounding conduct and safety. Now comes a quick pivot toward figuring out all things related to money for next season such as the salary cap and luxury tax lines, as well as when teams can resume play — and where.

"These issues are a bit complicated and difficult in many cases," NBA Commissioner Adam Silver said. "But there's no reason to believe that with our counterparts at the (National Basketball) Players Association that we won't be able to work through them."

Not everything was unexpected this season: The Lakers were not a surprise champion, Milwaukee's Giannis Antetokounmpo was not a surprise to win his second consecutive MVP award, Houston's James Harden was not a surprise to be the scoring champion for the third year in a row.

That's not to say there were no surprises: Miami became the first No. 5 seed to reach the NBA Finals, Golden State lost practically everyone to injury and plummeted to the bottom of the league in what basically was a reset year, the San Antonio Spurs weren't in the playoffs for the first time in 23 years and Doc Rivers — long considered one of the league's best coaches — got fired by the Los Angeles Clippers, then quickly hired by the Philadelphia 76ers.

But this year will be remembered for the shocking developments: The conflict between the NBA and China that started last October after a tweet from Houston general manager Daryl Morey in support of

Wild LA street party leads to 75 arrested, 8 cops hurt

early 80 people were arrested and eight police officers were injured overnight in downtown Los Angeles after Lakers fans went on a rampage following the team’s 17th NBA championship, police said.

“What started out as a largely peaceful celebration of the Los Angeles Lakers NBA championship in downtown Los Angeles, turned into confrontational, violent and destructive behaviour late last night,” the Los Angeles Police Department said in a statement.

It said that some 1000 revellers gathered around the Staples Centre, the Lakers’ home arena, after the team dominated the Miami Heat 106-93 to win a record-equalling championship.

“Unruly individuals mixed within the crowd began throwing glass

bottles, rocks, and other projectiles at officers,” the statement said.

“That is when an unlawful assembly was declared, and only a limited number of people complied and began to disperse.

“A larger portion of the group broke off and began vandalising businesses while continuing to engage in violent behaviour, some aimed at responding officers.”

Matt Wright erupted for 36 points on 11-of-23 shooting with four rebounds, six assists, and one steal for Phoenix, which won for the first time under Interim Coach Topex Robinson.

Jason Perkins and Justin Chua each added 17 points as their team dished out 30

Reynel Hugnatan turned back time with a vintage performance of 16 points on 6-of-7 field goals, two rebounds, and one block for the Bolts.
