City reinstates curfew, liquor ban starting Oct. 15 until Dec. 31

te-Carpio issued Executive Order No. 55, Series of 2020 on Monday reimposing curfew hour from 7 p.m. to 5 a.m. starting 12 noon of October 15, 2020 until December 31, 2020 as drastic measures to prevent the spread of Covid-19.

The curfew shall be imposed on individuals in all public places every day, except: all government workers who are on duty during curfew hours; all private

offices and establishments employees who time in and time out of work within the curfew hours, this shall mean to include their travel to and from their residence; all medical doctors and veterinarians who need to work; workers of public utility companies conducting construction, maintenance or emergency activities; individuals attending the wake of a family member; and all medical, emergency and disaster cases.

Individuals are required to present company ID if their establishments

are operating within the curfew hours and those who are inspected on the streets or stopped in checkpoints.

Meanwhile, subsistence and business fishing activities vessels are subject for inspection by the Maritime Police, Task Force Davao, Navy or Coast Guard, if there is a reasonable belief that there is illegal activity or unlawful materials in the vessel.

Places of worship, and other institutions are also encouraged to adjust their operating hours accordingly.

After lifting the 24-hour liquor ban through the issuance of Executive Order (E.O) No. 50 last September 21, 2020, the city will be re-implementing liquor ban from 7 p.m to 5 a.m daily. Drinking in public places such as roads, alleys, open spaces, and other similar places is prohibited every day at any given time.

The EO also covered all sari-sari stores that must be close from 7 p.m to 5 a.m. every day.

Section 4 of the order also prohibits the conduct of videoke and karaoke from 10 p.m. to 5.am. every-

Pulse Asia chief stands by integrity of surveys

ulse Asia research Inc. President Ronald Holmes is standing by the integrity of a recent survey which showed that nine of 10 Filipinos approved the performance of President Rodrigo Duterte amid the prevailing coronavirus disease 2019 (Covid-19) pandemic.

Holmes said he respected how some Filipinos may not agree with the results of the non-commissioned Pulse Asia survey conducted from Sept. 14 to 20 this year.

“Sa pagsasagawa ng aming pananaliksik, naniniwala kami na ang bawat isa ay may karapatang maghayag ng kaniyang opinyon maging ito’y naniniwala o hindi sa survey, bahagi iyan ng opinyon na aming kinakailangang galangin (In conducting our research, we believe that everyone has the right to express their opinion whether they believe in the survey or not, that is part of the opinion that we need to respect),” he said in an interview over DZMM on Saturday.

He assured critics that the Pulse Asia researchers have secured the integrity of the survey from any external influence.

Holmes said it was the mandate of Pulse Asia to release the survey results even if they did not always agree with them.

According to Holmes, Duterte’s rating was similar to the rating the President received when the former mayor of Davao City started his presidency in July 2016.

RPOC-11 awaits Haran’s turnover of IPs

avao Oriental Governor Nelson Dayanghirang, chairperson of the Regional Peace and Order Council of Region 11 (RPOC-11), said they are waiting for the United Church of Christ in the Philippines (UCCP) Haran Center to formally turn over the indigenous peoples (IPs) housed in their facility to their respective communities.

In an interview over the weekend, Dayanghirang told the Philippine News Agency that a dialogue has been made between the two parties where the UCCP agreed to release the IPs. “We are waiting for their promise and we are waiting for their go signal,” he said.

Dayanghirang added that the RPOC-11 is always ready should the administrators of Haran decide to return them to their respective provinces.

“We are ready to accept and provide a livelihood to these IPs,” he added.

Early this year, RPOC-11

approved a resolution seeking the immediate closure of Haran which has been serving as the temporary shelter for the IPs from various provinces since early 2015.

Davao del Norte Gov. Edwin Jubahib, who moved for Haran's closure, said the IPs inside the facility are being exploited by the communist rebel movement for "various terroristic activities."

Dayanghirang also accused the center of violating the Indigenous People’s Rights Act, as well as committing child abuse and serious illegal detention offenses while engaging in human trafficking.

"We are urging the concerned agencies to file appropriate charges for we want it to be closed as soon as possible," he said.

He added that the IPs inside the center are being manipulated and exploited and that closing the facility would mean freedom for tribe members allegedly being locked inside it.

PRRD tells Congress: Set aside politics, pass proposed budget

resident Rodrigo Duterte wants Congress to set aside politics and instead work on the timely passage of the proposed PHP4.5 trillion national budget for 2021, Malacañang said Sunday.

In a brief announcement made over PTV-4, Presidential Spokesperson Harry Roque reminded Congress, particularly the lower chamber, to prioritize passing the proposed 2021 budget because it will be necessary in addressing the prevailing coronavirus diseases 2019 (Covid-19) pandemic.

“Ang panawagan po ng Presidente sa mga Kongresista: isantabi ang politika at ipasa ang proposed 2021 budget(The call of the President to representatives: Set aside politics and pass the proposed 2021 budget),” he said.

Roque clarified that the President will not interfere in the leadership tussle taking place in the House of Representatives.

“Hindi po nakikisali, naghihimasok ang Presidente sa pagpili ng House Speaker na sana po isantabi na muna ng umusad ang proseso ng pagapsa ng national budget (The President is not trying to join or interfere in select-

ing the next House Speaker, which he hopes is set aside to allow the process of passing the national budget),” he said.

He also expressed hope that the lower chamber will honor the President’s proclamation to hold a special session this month.

However, the implementation of the term-sharing agreement created a squabble in the House of Representatives, which is expected to delay the passage of next year’s budget.

Velasco was reported citing a constitutional provision which holds that Cayetano violated the law in suspending the House session for three weeks without consulting the Senate. It came after the House hurriedly passed the proposed 2021 national budget only on second reading.

he World Health Organization on Monday said it wants the Philippines to increase its number of volunteer participants for a multi-country COVID-19 vaccine trial.

“For the Philippines, WHO was hoping the Philippines will include up to 4,000 individuals,” WHO Country Representative Rabindra Abeyasinghe said during a Laging Handa briefing.

“My understanding is the Philippines is looking at 2,000 to 3,000 participants joining the trial. We are hoping that number would increase,” he added.

He explained that the faster they reach the target number of participants from across the world, the faster they can have evidence of the safety and efficacy of the vaccines.

Abeyasinghe said 10 trial sites were already identified by the Philippines — 9 in the National Capital Region and 1 in Cebu. He explained that these are areas where there is high level of COVID-19 transmission.

He said that while there has been a decline in transmission in both areas, they think the numbers are “still adequate.”

Volunteers will be within 18 to 60 years old.

He said certain members of the population will be excluded, including pregnant women and those with pre-existing medical conditions since they are still evaluating the safety of the vaccines.

He said the WHO was looking at 8 to 9 vaccines that are nearing completion of their requirements but that they have yet to finalize the list.

Close to 250,000 OFWs reunite with families: DOLE

T

he Department of Labor and Employment (DOLE) on Sunday reported that close to 250,000 overseas Filipino workers (OFWs) returnees have been assisted back to their home provinces in the last five months.

As of Oct. 11, DOLE said a total of 248,469 Filipinos have been reunited with their families in the different parts of the country.

The government has started sending home OFWs en masse in May. Of the figure, the most number of returnees, so far, was recorded in May 2531, which totaled to 25,002.

It was followed by the repatriation from Aug 10Aug 16 with 17,085.

DOLE added that the

latest batch of OFWs comprised of 2,458 individuals were sent to their respective home provinces on Saturday, Oct. 2.

On the other hand, so far, the least number of Filipinos who have returned and are now with their families was recorded on Oct. 9, with 1,426.

During the initial week of the program, some 8,922 OFW returnees were flown back to their provinces from May 15-24.

The returning and stranded OFWs have been transported to their home provinces via land, sea, and air.

nyone eyeing to put up a business will benefit from the Technical Education and Skills Development Authority's (TESDA) iSTAR program, an upgraded version of its Sari-Sari Store Training and Access Resources (STAR) program.

The STAR program, aimed at helping sari-sari stores become more sustainable and profitable, was designed to help women owners become better entrepreneurs and provide them with support or access to financial resources.

Labor force insist on 13th-month pay as deferment contemplated

he labor force is opposing the government's plan to allow exemptions on the payment of the mandatory 13th-month pay even as the business sector says some firms cannot afford to pay the benefit.

According to the Trade Union Congress of the Philippines (TUCP), the 13th-month pay should be given out to employees, as mandated by the law.

"Itinuturing natin na accrued na o earned na ng mga manggagawa since January 1, 2020 this year up to this time," said Associated Labor UnionsTUCP spokesperson Allan Tanjusay in a report on GMA's "24 Oras Weekend" on Sunday.

This comes as the Department of Labor and Employment (DOLE) said micro, small, and medium enterprises (MSMEs) that are "in distress" can be exempted from paying out the 13th-month pay.

Micro enterprises are defined as those with total assets worth less than P50,000; cottage enterprises with assets worth P50,001 to P500,000; small with P500,001 to P5 million; and medium from over P5 million to P20 million.

According to the Employers Confederation of the Philippines (ECOP), micro firms cannot afford the 13th-month pay given the difficulties of business amid the COVID-19 pandemic. "'Yung mga micro, 'di kaya talaga eh. Maraming mawawalan ng trabaho kapag piniga natin nang piniga 'yung mga micro na 'yan at hindi natin tinulungan," said ECOP chairman Sergio Ortiz-Luis Jr. For his part, Labor Secretary Silvestre Bello III reiterated that firms are still mandated to give out 13th-month pay to their employees.

"Once the iSTAR is available, we hope that more people will take the opportunity to learn more for free. This is the best time to learn how to be enterprising, and how one can be able to start a small business," he added.

Once the program is available, those interested will be able to avail access it via the TESDA Online Program, he added.

Meanwhile, he said the STAR program is available to 76 provinces and so far has 180,000 beneficiaries from 2011 until March 2020. (PNA)

he upcoming bridge linking Davao City to the Island Garden City of Samal (IGaCoS), the Samal Island-Davao Connector (SIDC), will further call attention to the need for uninterrupted, affordable electricity in one of the region’s favorite beach destinations, which has had sporadic outages for the last several years.

This is the observation of business leader Antonio Peralta, chair of the European Chamber of Commerce of the Philippines (ECCP)-Southern Mindanao Business Council, who says that “(t)he bridge project from Davao to Samal Island is seen to increase tourist traffic given better travel access and shorter time to reach destinations. This development will certainly require stability of electricity in Samal Island given the increase of tourist arrivals.”

“Tourists that are likely to visit Samal Island stay for the night, hence the need to have stable electricity for local hotels and resorts,” he added.

Construction of the P23B-bridge that spans 3.98 kms. is scheduled to begin next year, according to the Dept. of Public Works and Highways, although drilling equipment are now collecting soil samples off the Davao coast.

In November 2019, the National Economic Development Authority Board gave its stamp of approval to the project, considered a flagship initiative under the Duterte Administration’s “Build, Build, Build” program.

LEBRON’S SPIRITUAL LEADERSHIP IS EVERYTHING Even at 3-2, I wouldn’t take a bet against the Lakers who I personally believe are already a cinch to clinch the 2020 NBA trophy.

I’m not totally ignoring a miraculous comefrom-behind for the Heat but against the Lebron-led “ShowTime Team,” I guess we must go with the logical flow.

A 4-2 conclusion of the seven game finals series is as good as any. (My crystal ball 4-1 Laker victory failed me huhuhu).

Yes, it cannot be denied that the presence of James in the highly-revered ballclub has enabled the late Jerry Buss franchise to regain the prestige his super-

star predecessors – KAJ, Magic, Kobe, Shaq – have established through the decades.

ORDINANCE NO. 0250-20 Series of 2020 AN ORDINANCE FOR THE MANDATORY SUBMISSION OF A HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM FOR ALL PERSONS ENTERING DAVAO CITY BY LAND, AIR OR SEA Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE FOR THE MANDATORY SUBMISSION OF A HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM FOR ALL PERSONS ENTERING DAVAO CITY BY LAND, AIR OR SEA.” SECTION 2. DECLARATION OF POLICIES – Article II, Section 15 of the 1987 Constitution makes it a policy of the State to protect and promote the right to health of the people. Under Section 458 of Republic Act No. 7160 (Local Government Code of 1991), it is a duty of the Sangguniang Panlungsod to enact ordinances to adopt quarantine measures and regulations to prevent the introduction, transmission and spread of diseases to promote health and safety of its inhabitants.

The Ordinance seeks to make mandatory the submission of a HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM (CTF) for all persons entering Davao City by any mode of travel, be it by land, air or sea. The CTF shall be filled out by the person seeking entry to the city where he or she shall disclose personal data, contact details, travel history and medical information, for the purpose of facilitating the improvement of contact tracing of individuals, to address not just the current health emergency but also future health concerns that may beset the city.

SECTION 3. SCOPE AND COVERAGE – This Ordinance shall cover all persons seeking entry into or merely transiting the City by any mode of travel whether by land, air or sea, and encompasses all incoming vehicles, vessels and aircraft, as well as all passengers and crew aboard such vehicles, vessels and aircraft, without regard to the purpose of entry to the city.

SECTION 4. IMPLEMENTATION – The City Health Office (CHO) shall coordinate with the Department of Health (DOH) to ensure the observance and strict implementation of this Ordinance.

The CHO shall also verify the forms and keep records thereof.

The CTF shall require the following information:

The CTF shall either be provided in advance to common carriers or may be made available at all ports and points of entry of the City. The CTF is to be filled out legibly, comprehensively, and truthfully and shall be submitted to the persons duly authorized to receive the same.

SECTION 5. NON-COMPLIANCE – Failure to submit the CTF or any falsification therein shall be grounds for punishment of a fine not exceeding Five Thousand Pesos (P5,000.00) or imprisonment for a period not exceeding one (1) year, or both at the discretion of the court.

Persons in charge of distribution, handling, utilization, safekeeping, and other similar acts pertaining to the CTF and the information contained therein shall be also subject to the provisions of Republic Act No. 10173, also known as the Data Privacy Act of 2012. Furthermore, any misuse, abuse, unlawful or unauthorized use of the information in the CTF by any person is punishable under existing laws.

SECTION 7. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance shall be declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 8. REPEALING CLAUSE – All Ordinances, Resolutions, Executive Orders, Memoranda and Administrative Regulations or parts thereof, in conflict or inconsistent with the provisions of this Ordinance are thereby repealed, amended or modified accordingly.

SECTION 2. DEFINITION OF TERMS a.) Health Workers or Professionals – are persons who render health care services to patients seeking medical attention, such as doctors, nurses, medics, hospital and clinic aides, laboratory technicians and the like; b.) Hospital Workers – are persons, not falling under the aforementioned definition, who likewise work or are employed in hospitals, clinics, laboratories and diagnostic centers dealing with COVID-19 patients, whether confirmed or not, including PUIs or PUMs. c.) Patients – are defined as: i. Confirmed COVID-19 Infected Person – are persons tested positive for COVID-19 by duly authorized and accredited facilities by the Department of Health. ii. Suspect COVID-19 Case – are persons, who are classified as such under the protocols and guidelines of the Department of Health. iii. Probable COVID-19 Case – are persons who are classified as such under the protocols and guidelines of the Department of Health. d.) Close Contacts – persons who may have come into contact with Confirmed, Suspect and Probable COVID-19 Infected Person, but who are not declared to be Confirmed, Suspect and Probable COVID-19 Infected Persons.

SECTION 3. DISHONESTY AND UNTRUTHFULNESS IN THE DECLARATION OF MEDICAL CONDITION – Any person who is required by any Hospital or Health/Medical facility such as clinics, laboratories, diagnostic centers, health centers, and the like, be it public or private, to accomplish and fill-out a medical/personal data form or any similar document, shall state the truth and disclose all pertinent and relevant information that is asked or required to be filled-out in the said form or document and shall affix his signature on the same. Said person shall likewise observe honesty and truthfulness in answering questions propounded during interview by the health worker/professional or hospital worker.

SECTION 4. UNLAWFUL ACTS – It shall be unlawful for any person who is a Confirmed, Suspect and Probable COVID-19 infected person, to knowingly and deliberately make false and untruthful statements and/or withhold relevant information when asked or required to do so, such as but not limited to travel history, experience of symptoms, medical condition and other important data during the Health Crisis brought about by the COVID-19 outbreak as declared by the National Government.

Any omission of the required information aforementioned in Section 3 hereof, of which a reasonable person is expected to have personal knowledge shall be prima facie evidence of dishonesty, untruthfulness and constitutes a violation of this Ordinance.

SECTION 5. PENALTY – Any person who commits the unlawful acts under Section 4 hereof shall be liable to pay a fine in the amount of not less than Five Thousand Pesos (Php 5,000.00) or by imprisonment of not less than thirty (30) days or both, at the discretion of the court.

SECTION 6. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in force and effect.

the House of Representatives to resolve the leadership tussle between speakership rivals, incumbent Speaker Alan Peter Cayetano and Marinduque Rep. Lord Allan Velasco, and pass the 2021 national budget legally and constitutionally.

In 2019, Duterte brokered a term-sharing agreement where Cayetano would serve as the Speaker until October 2020 while Velasco would supposedly take over and assume the position until the 18th Congress ends in 2022.

Some senators warned that the move of Cayetano and his allies to abruptly

suspend its session at the House would guarantee a reenacted national budget for 2021.

The House suspended its session until Nov. 16 after hastily approving the GAB on second reading on Tuesday (Oct. 6) The Senate had hoped to receive the House’s final version of the budget bill by Oct. 14 so they could begin working on it during the break from the session.

The first quarter was relatively tight compared with what followed, as the Lakers led 28-20 after the opening term.

But it was the next quarter of play that all but guaranteed there would be no need for game seven.

The Lakers ran riot, outscoring the Heat 36-16 in the second period, even though James only made one scoring shot in that time.

journey that started even before LeBron James chose Hollywood over home back in 2018 was completed on Monday (AEDT) as the Los Angeles Lakers won the 2020 NBA championship.

The Lakers were a franchise that had lost its way when James arrived.

The late Kobe Bryant retired in 2016, and the Purple and Gold hadn’t been relevant in years.

Their last title was in 2010, and it was unclear what James, supposedly past his prime, would be able to do with a crop of young talent that had become far too accustomed to losing.

The Lakers were also on the wrong end of some humiliating losses during that period, suffering the three heaviest defeats in franchise history between 2014 and 2017.

“The Lakers are not contending — they are embarrassing,” was the withering verdict of the Los Angeles Times in the wake of a 122-73 slaughter by the Dallas Mavericks in January 2017, the team’s worst-ever loss.

asketball patron Glenn Escandor and broadcaster Alex Santos — perhaps two of the staunchest Lakers fanatics from Davao City — have plenty to celebrate for.

First, the Los Angeles Lakers are back as Kings of the Hardwood after winning the coronavirus-hit 2020 NBA season on Monday over the overachieving Miami Heat.

Second, the holy grail of basketball is back in Mamba land where the late Kobe Bryant last brought it home a decade ago.

“We waited long for this and it couldn’t have come at a better time as when the Lakers have just mourned the loss of one of its greatest players in Kobe Bryant last January,” Escandor, the sports adviser of President Rodrigo Duterte and concurrent regional head of the Samahang Basketball ng Pilipinas (SBP), said.

Escandor, who watches the Lakers home games at the Staples Center when he’s in LA even went emotional in his thoughts. “This is for Kobe and Gigi.”

He was referring to the Lakers star and his daughter who perished in a helicopter crash along with 7 others last January.

It was a double celebration for Santos, a television news presenter with government-run PTV. Santos celebrated his 50th birthday with the Lakers’ 17th title.
