Davao Airport to enforce mandatory QR Code starting November

According to the mayor, the system will fast track contact tracing of passengers while also helping the city add more flights.

“Ang QR code requires sa tanan airplane passengers going through DIA including civilians and military, and private planes.

By November mahimong mandatory sa atoa ang QR code ug mao ni siya ang isa sa mga moves nato para mapaspas ang contract tracing,” Mayor Sara said.

She cautioned, however, that the success of this system will be dependent

on the support of the offices and establishments as they are required to have all their clients scan the QR Code that will store the movement data of that person for 14 days.

Mayor Sara said that the QR Code will be issued manually and not application-based because many people either not technology savvy or do not have smartphones.

A test run of the QR code system to all plane passengers arriving at DIA is now ongoing.

In November, all passengers will process a QR code once get their boarding pass from the airport of origin. Upon arriving at DIA, all they need to do is to scan their code.

“I repeat gibuhat ta ni because nakita nato na daghan ang naga positive sa RT PCR testing and dako kaayo ang risk nga ginabutang nato sa atoang frontliners because duna sila’y face to face talking with the passengers,” the mayor said.

Audan said he received last week a letter from the Department of Science and Technology-Philippine Council for Health Research and Development (DOST-PCHRD), informing him that SPMC has been selected as a trial site.

The Department of Health earlier confirmed that the Philippines is one of the countries “that will participate in the World Health Organization’s Solidarity Trial for Vaccines, a global effort to rapidly develop and evaluate pos-

sible candidate vaccines against the COVID-19.”

Audan said the DOSTPCHRD has been tasked to conduct the clinical trials.

“The SPMC will be part of the vaccine trial, although it has yet to start,” he said.

He added the hospital would comply with the requirements of the DOSTPCHRD in time for the start of the trials.

he Southern Philippines Medical Center (SPMC) has been tapped to participate in Phase 3 of the clinical trials for the potential coronavirus disease (COVID-19) vaccines in the Philippines.

In a phone interview on Friday, Dr. Ricardo Audan, SPMC officer-in-charge revealed that the government-run hospital was identified as one of the trial sites for the large-scale clinical trials of the potential vaccines.

Barangay 23-C intensifies monitoring of visitors

rom ‘very high risk’ area, Barangay 23-C is no longer in the Covid-19 hotspot list.

Barangay Captain Alimodin “Wating” Usman said the once avoided barangay is now intensifying the monitoring of visitors while implementing health protocols. Residents vowed to never be classified as ‘very high risk’ area of Covid-19 again.

In May this year, Barangay 23-C was placed under the ‘very high-risk area’ based on the recent risk assessment of the city’s Covid-19 Task Force.

Mayor Sara Duterte-Carpio even advised Dabawenyos to avoid visiting Barangay 23-C due to the increasing number of confirmed Covid-19 cases.

“Pasalamat ta sa atong mayor kay katong pag-lockdown nakita nato ang suporta gikan sa local and national government. So far karon wala nami na belong sa high risk na category.

He said that people inside the mosque during the “Sambayang” prayer are now observing social distancing.

The Barangay Nutrition

Scholars (BNS) and members of Barangay Health and Emergency Response Team (BHERT) are monitoring visitors in the said barangay. Usman said they are now requiring visitors to present medical certificate and permit to travel.

To prevent crimes and ensure safety of the people during the pandemic, the barangay council is offering a reward of P20,000 to those who can report individuals carrying gun, grenade and bomb. This directive from the barangay council took effect following a bomb threat report.

t least 162 families from three barangays in Davao City received cash assistance from Senator Christopher Lawrence “Bong” Go and the Emergency Housing Assistance Program (EHAP) of the National Housing Authority (NHA) during a distribution activity in Barangay 23-C on Friday.

Palace hopes proposed P4.5-T nat’l budget signed before end of 2020

alacañang is hoping the chief executive can sign into law the proposed P4.506-trillion 2021 national budget bill before the year ends, after President Rodrigo Duterte certified the measure as urgent, and his call for a special session of Congress.

The special session is scheduled for October 13 to 16 “to resume the congressional deliberations on the proposed 2021 national budget and to avoid any further delays on its prompt passage.”

Section 15, Article 6 of the 1987 Constitution provides that the President “may call a special session at any time.”

t’s all systems go for the registration of an initial nine million Filipinos under the national ID system starting Monday (October 12), Acting Socioeconomic Planning Secretary Karl Kendrick Chua said.

“We have sufficient budget to begin the registration this year. And we are waiting for additional budget, which we have submitted so that we can begin the preparation right now to continue the registration next year,” he said during the virtual briefing for the kick-off activity Friday.

The Philippine Statistics Authority (PSA) targets to conduct the registration under the Philippine Identification System (Philsys), initially in 32 provinces that are considered low-risk areas for coronavirus disease 2019 (Covid-19).

These provinces have been selected based on the location of the bottom 40 percent of poor families in the country.

Of the nine million individuals to be included in the initial batch of national ID registrants, five million are low-income household heads while the rest are adult household members.

The demographic data that will be asked by the survey enumerators in-

clude full name, sex, date of birth, place of birth, blood type, permanent and present address, and whether the registrant is a Filipino or a resident alien.

Optional questions are marital status, mobile number, and e-mail address.

The national ID system aims to provide a foundational ID system in the country and eliminate the need for lots of IDs from various national government agencies, enhance the disbursement of subsidies and social protection aid from the government, and increase financial inclusion and deepening, among others.

The government targets to provide about 92 million Filipinos with the national ID by end-June 2022.

National Statistician Dennis Mapa, during the same briefing, said they selected the initial batch of provinces to be surveyed to ensure the safety of both the registrants and the enumerators.

He said the registration of all households will be made starting January 2021 through the help of local government units, partner-agencies, and other stakeholders.

The cost of this program is about PHP27.8 billion. (PNA)

Coca-Cola’s Balik Pinas program helps OFWs to restart back home

“I

was suddenly jobless, and during a global crisis. I worried about supporting my family,” says Carlos Manzano, 43-year-old breadwinner for a family of two. “I really didn’t have any plans for when I returned to the Philippines—especially since I was an OFW for almost a decade.”

Carlos had been working as a company messenger in Qatar for eight years—until the COVID-19 pandemic shook the trajectory of his career and, consequently, the well-being of his family.

Carlos shares that he had just planned for a short visit to his loved ones back home in the Philippines when his company carried out company-wide layoffs. “I couldn’t have known,” Carlos shares, “that my short trip would be a permanent one.”

Carlos and his brother Jazz, who shared the same fate as his, returned to the Philippines. Their livelihoods were casualties of the pandemic: their future, and that of their families, was marked by uncertainty. Their outlook mirrored those of the 180,000 overseas Filipino workers (OFWs) repatriated due to the pandemic and the numerous crises it gave rise to.

A ROAD TO A NEW START

With equal parts determination, resilience, and unflagging hope, Carlos, Jazz, and their father Lito—who himself had been an OFW for eighteen years—set up a beverage distribution business called Naga Jac Beverages Trading in their hometown of Naga. But, as with any new business venture, the family’s optimism was tempered with anxiety over how it would all turn out— especially during such tenuous times.

During the construction of their warehouse, however, a perfect opportunity to succeed presented itself in the form of the “Balik Pinas Program of Coca-Cola”, which was offered to the Manzano family by Carlos Rivera, the Territory Sales Manager of Coca-Cola Beverages Philip-

pines, Inc. (CCBPI) in Naga City.

For the Manzanos, the gesture strengthened their hopes regarding their family’s future. The support and opportunities provided by the Balik Pinas Program— the trust that they held for Coca-Cola—allowed them to restart back home, taking comfort in the knowledge that they had help.

Lito can still remember his first order of coke products: 60 cases. He is all smiles as he shares that the business has grown to an average of 4,000 cases a month, just five months after they started and in the middle of pandemic, to say the least. They have also invested in routing units—a multicab and a tricycle.

For the Manzanos, Balik Pinas has allowed them to continuously support their family. “Even as I left Qatar, I always envisioned that I would head back to work there. But with (the) “Balik Pinas (Program) of Coca-Cola”, I would say that I wouldn’t want to work anywhere else and be away from my family again,” said Carlos.

“Saro ining blessing,” says Jazz Manzano in Bicolano. It was a blessing.

A REFRESHING RESTART

45-year-old Billy Belleza, on the other hand, was excited to head home after 20 years of working in Brunei.

He voluntarily left in March 2019 to start a water-refilling station business in Naga.

“I was excited to head back home. I was able to rise up from being a simple janitor to a sales manager in Brunei,” says Billy. “I had the confidence and the experience; I told myself I didn’t need to worry too much.”

45-year old Billy Belleza, a pioneer member of the Coca-Cola Balik Pinas program, said that through the full support of Coca-Cola, his business has been thriving even amidst the pandemic.

Billy was among the pioneer members of the program. His business, Andre Water Station, soon became an outfit that primarily sold Coca-Cola products— and has since become one of the prominent distributors in his area after he, too, discovered the Company’s Balik Pinas Program. Billy shares his first delivery from Coca-Cola — “It was during the Traslacion in Naga. It was a blessed-filled kickstart”.

Billy has since bought another routing unit, a mini truck, to expand his routes and deliveries. Andre Water Station also transferred their warehouse to a bigger and better location to support a growing business.

“Coca-Cola has never failed to present opportunities for me and my business to grow since I decided to take part in the Balik Pinas Program,” shares Billy. Besides direct guidance and support from CCBPI Territory Sales Manager Carlos Rivera, the Company helps grow Billy’s customer base

“The Balik Pinas program started as a small-scale effort here in Naga to help former OFWs like Billy, Carlos, and Jazz and their families to set up and successfully run a business,” shares CCBPI’s Rivera. “With their success and in light of current events, this program has been expanded to a national scale to help repatriated OFWs and their families recover gradually during these trying times.”

THE COCA-COLA BALIK PINAS PROGRAM

FRED C. LUMBA SPECKS OF LIFE

PULSE ASIA SURVEY TELLS ALL I don’t remember – in my lifetime – of any president to have received a whopping 91% approval and trust ratings from the Filipino people.

I consider this unbelievable but it’s true.

This, to me, is a very huge endorsement of PRRD’s style of governance, notwithstanding the unfavorable and scathing write-ups from the main stream media here and abroad.

And to think that the PA survey was conducted at a time when the nation was being seriously assaulted by the CoVid 19 disease and compounded, in fact, by the crippling six –month long quarantine and lockdown where 3 million Pinoys summarily lost their jobs and companies were forced out of business.

Even the popular Cory Aquino did not receive such a glowing favorable survey report at the time she and her minions staged the 1986 EDSA People Power. If I recall, she was hailed by even the overseas media as the modern

day “Joan D’Arc,” only to lose that tag later on as her revolutionary government lost steam, including its credibility, hampered by mal-governance and corruption issues.

As to Leni Robredo’s very low 51% and 50% grade, the people voiced their disappointment and disapproval of her incessant fault-findings that only gave her away as a good-for-nothing vice president.

Judging from these recent public opinion reports, if presidential elections were held today (even if this were the season of grief and deaths), Duterte’s nominee – whoever he or she is - would most probably win hands down.

I am inclined to liken PRRD’s political career to that of US Pres. Abraham Lincoln whose anti-slavery advocacy emancipated the Negroes out of bondage, particularly in the affluent and aristocratic southern States.

The Illinois-born Chicagoan was hated by the Confederates especially the oligarchs

who owned large tracts of land and maintained farms using black African slaves as workers.

In my opinion, Lincoln, who lost almost every political campaign he waged prior to the US presidency, would have won a re-election bid after the Civil war had he not been felled by the assassin John Wilkes Booth inside a theater.

That is the kind of pro-people advocacy that this country and the people need to see from the many politicians aspiring to lead the nation out of the doldrums.

Unfortunately, from where I sit and observe, I don’t see anyone today – not yet anyhow – from among the ranks of our political leaders who reflects the kind of genuine concern that Lincoln exuded and invoked during his conflict-laden years as president.

In effect, Lincoln brought together a divided American society into becoming the U-N-I-T-E-D States of America

that has loomed large as the number ONE superpower in the world.

No, I am not saying Duterte needed to be like Lincoln in that respect.

The way I see the PA survey, PRRD has brought the Filipinos closer than we can ever imagined.

Not to degrade and under-estimate what the late Ramon Magsaysay – the original Man of the Masses - did during his aborted presidency in the fifties, PRRD has done what others before him failed to do during their respective stints at the Palace.

We can realize all our dreams, if we have the courage – the political will – to pursue them.

Since I have mentioned Lincoln in this narrative, let us read what good Abe said about success and winning.

“I am not bound to win, but I am bound to be true. I am not bound to succeed, but I am bound by the light that I have.

I must stand with anybody that stands right, and stand

with him while he is right, and part with him when he goes wrong.”

Lovely, huh?

Do you see that somehow this Lincoln gem of a wisdom describes the moral philosophy of our president?

I – we – should credit this positive survey report to the Filipino people, this much I can say.

They must be growing in political maturity, challenged by the gnawing threats of pestilence, perennial destructive natural calamities, bloody conflicts, the restiveness of citizens and perhaps the tyranny of their political leaders.

Have they then shed their ‘bakya crowd’ appellation that long ago described the inanity of their perception of life and their low appreciation of liberty and freedom?

BEATING SHYNESS “Timid, easily frightened, cautious, reserved, suspicious, modest.” These are the adjectives used by Webster’s dictionary to describe a person who is “holding back” or one who is not able to fully express his or her own feelings.

“Shyness,” says Dr. Philip Zimbardo, an American professor of social psychology at Stanford University in Stanford, California, “is shrinking from human contact, often because of a feeling of inferiority and fear of taking risks. It is an alienating force that prevents a human being from realizing his or her full potential and enjoying the company of other people.”

Just what is it that causes you to feel as though you are unable to express your inner thoughts and feelings in a spontaneous manner?

“Shyness evolves out of the particular experiences we have in the home, in school and with peers,” explains Dr. Zimbardo, the man behind the best-selling Shyness: What it is and what to do about it.

In his research, he found out that a quarter of the people who are shy as adults were not shy as children. On the other hand, a fair percentage of people who were not shy as

children stop being shy at some point in adulthood. “The sad people are those who are shy all their lives,” he remarks.

In some instances, shyness can make some people more appealing. Modest and reserved, they reportedly contribute being good listeners and not hogging the spotlight. “We’ve surveyed more than 7,000 people, and a minority list such as traits as positive aspects,” Dr. Zimbardo notes. “But well over 75 percent say shyness for them is negative.”

Shyness, according to Zimbardo, “makes it difficult to meet new people, to make friends. It prevents an individual from speaking up, expressing opinions and values.” Well, with authorities such as a boss or a professor, the shy are less likely to communicate effectively or express justifiable criticism.

What can be done to help those who are shy?

“Many things,” points out Dr. Zimbardo. “Shy people are very concerned about being negatively evaluated. Everything in their lives is a performance – in the sense that they imagine others to be continually in the process of evaluating them. They can’t feel comfortable with other people – their

‘judges.’”

With this bit of information, a parent should commence early to communicate to a child that he is loved unconditionally.

The child should never experience a sense that his self-worth and existence depend upon social approval or current performance.

“It should be made clear that a person, young or old, has a worth independent of his latest achievement, bank account or looks,” says Dr. Zimbardo.

People who consider shyness a big problem in their lives should seek professional help.

However, many people can be helped by making a commitment to changing their shyness.

One of the most important things for them is sets of skills about how you approach and relate to other people. Dr. Zimbardo offers these tips for overcoming shyness: Think confident and you’ll be confident. If you think you’re shy, you probably will act shy. Try to envision yourself as self-confident and as that person would.

Realize you are not alone.

You are not the only shy person in the world. Look around you.

Are others really as self-confident as you think? Just realizing

shyness is widespread can help you feel less isolated.

Polish your act. If you know you are going to encounter a blush-producing situation, get prepared. Practice what you want to say in front of a mirror. One friend who always finds the right words offers this suggestion: “Line up topics beforehand. They don’t have to be earthshaking. I might say something about the hosts, their home, some local happening, holiday plans, and even that old standby – the weather. I line up questions, too. So when I enter the room, I already have some material for potential conversation.” The more prepared you are, the less bashful you will be.

Don’t expect too much.

Small talk is a big step. Once you’re in conversation, be satisfied. People who are not shy are not always brilliant or witty – eavesdrop, if you don’t believe.

Let others know you exist. Speak up if you want to be heard. Look people squarely in the eye, instead of gazing into space or at your feet.

Smile. A smile helps you appear self-assured to others.

It will make you feel comfortable and others will feel at ease with you. People will react to you more positively, which in

turn will bolster your self-confidence.

Remember names – that’s very important. “I forget names the minute I’m introduced,” most of you may say, “and then I’m embarrassed.”

Charles R. Swindoll, author of several inspirational books, shares these three steps in cementing a name and the face into one’s mind: 1. Impression. Allow the name to make an impression on your mind. Do this by being sure you have heard the name correctly. Repeat it. If necessary, spell it to the person, asking if that is the correct spelling.

As you shake hands and talk for a few moments, picture the name in your mind. Secure the exact pronunciation.

2. Association. Think of an association you can link with the name. Visualize the name and think of something that sounds like it or rhymes with it.

The crazier the better!

3. Repetition. As you talk together, use the person’s name frequently in the conversation.

You might introduce the individual to others in the group, and again distinctly repeat the name.

Don’t be shy. You will go far if you conquer shyness!

ORDINANCE NO. 0250-20 Series of 2020 AN ORDINANCE FOR THE MANDATORY SUBMISSION OF A HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM FOR ALL PERSONS ENTERING DAVAO CITY BY LAND, AIR OR SEA Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE FOR THE MANDATORY SUBMISSION OF A HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM FOR ALL PERSONS ENTERING DAVAO CITY BY LAND, AIR OR SEA.” SECTION 2. DECLARATION OF POLICIES – Article II, Section 15 of the 1987 Constitution makes it a policy of the State to protect and promote the right to health of the people. Under Section 458 of Republic Act No. 7160 (Local Government Code of 1991), it is a duty of the Sangguniang Panlungsod to enact ordinances to adopt quarantine measures and regulations to prevent the introduction, transmission and spread of diseases to promote health and safety of its inhabitants.

The Ordinance seeks to make mandatory the submission of a HEALTH AND OTHER EMERGENCIES CONTACT TRACING FORM (CTF) for all persons entering Davao City by any mode of travel, be it by land, air or sea. The CTF shall be filled out by the person seeking entry to the city where he or she shall disclose personal data, contact details, travel history and medical information, for the purpose of facilitating the improvement of contact tracing of individuals, to address not just the current health emergency but also future health concerns that may beset the city.

SECTION 3. SCOPE AND COVERAGE – This Ordinance shall cover all persons seeking entry into or merely transiting the City by any mode of travel whether by land, air or sea, and encompasses all incoming vehicles, vessels and aircraft, as well as all passengers and crew aboard such vehicles, vessels and aircraft, without regard to the purpose of entry to the city.

SECTION 4. IMPLEMENTATION – The City Health Office (CHO) shall coordinate with the Department of Health (DOH) to ensure the observance and strict implementation of this Ordinance.

The CHO shall also verify the forms and keep records thereof.

The CTF shall require the following information:

a. Date of Arrival

b. Full Name

c. Nationality

d. Age

e. Sex

f. Birth Date

g. Flight No. / Bus Company and Bus No. / Vessel Name

h. Name of Hotel or address in Davao City, if applicable

i. Residence in the Philippines

j. Philippine Mobile Number

k. Email address

l. Medical condition/any signs and symptoms of an illness.

The CTF shall either be provided in advance to common carriers or may be made available at all ports and points of entry of the City. The CTF is to be filled out legibly, comprehensively, and truthfully and shall be submitted to the persons duly authorized to receive the same.

SECTION 5. NON-COMPLIANCE – Failure to submit the CTF or any falsification therein shall be grounds for punishment of a fine not exceeding Five Thousand Pesos (P5,000.00) or imprisonment for a period not exceeding one (1) year, or both at the discretion of the court.

In the event of health emergencies, violations of this Ordinance shall be without prejudice to the filing of appropriate civil and/or criminal complaints as provided under Republic Act No. 11332, also known as the “Law on Reporting of Communicable Diseases.”

SECTION 6. USE OF INFORMATION AND DATA PROTECTION – All information collected in the CTF shall only be the property of the City of Davao, to be treated as private and confidential and shall be used for the purpose of tracing persons in the event of exigent circumstances, emergencies, and concerns which involve public health. Persons in charge of distribution, handling, utilization, safekeeping, and other similar acts pertaining to the CTF and the information contained therein shall be also subject to the provisions of Republic Act No. 10173, also known as the Data Privacy Act of 2012. Furthermore, any misuse, abuse, unlawful or unauthorized use of the information in the CTF by any person is punishable under existing laws.

SECTION 7. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance shall be declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 8. REPEALING CLAUSE – All Ordinances, Resolutions, Executive Orders, Memoranda and Administrative Regulations or parts thereof, in conflict or inconsistent with the provisions of this Ordinance are thereby repealed, amended or modified accordingly.

SECTION 9. EFFECTIVITY – This ordinance shall take effect immediately upon approval.

SECTION 2. DEFINITION OF TERMS a.) Health Workers or Professionals – are persons who render health care services to patients seeking medical attention, such as doctors, nurses, medics, hospital and clinic aides, laboratory technicians and the like; b.) Hospital Workers – are persons, not falling under the aforementioned definition, who likewise work or are employed in hospitals, clinics, laboratories and diagnostic centers dealing with COVID-19 patients, whether confirmed or not, including PUIs or PUMs. c.) Patients – are defined as: i. Confirmed COVID-19 Infected Person – are persons tested positive for COVID-19 by duly authorized and accredited facilities by the Department of Health. ii. Suspect COVID-19 Case – are persons, who are classified as such under the protocols and guidelines of the Department of Health. iii. Probable COVID-19 Case – are persons who are classified as such under the protocols and guidelines of the Department of Health. d.) Close Contacts – persons who may have come into contact with Confirmed, Suspect and Probable COVID-19 Infected Person, but who are not declared to be Confirmed, Suspect and Probable COVID-19 Infected Persons.

SECTION 3. DISHONESTY AND UNTRUTHFULNESS IN THE DECLARATION OF MEDICAL CONDITION – Any person who is required by any Hospital or Health/Medical facility such as clinics, laboratories, diagnostic centers, health centers, and the like, be it public or private, to accomplish and fill-out a medical/personal data form or any similar document, shall state the truth and disclose all pertinent and relevant information that is asked or required to be filled-out in the said form or document and shall affix his signature on the same. Said person shall likewise observe honesty and truthfulness in answering questions propounded during interview by the health worker/professional or hospital worker.

SECTION 4. UNLAWFUL ACTS – It shall be unlawful for any person who is a Confirmed, Suspect and Probable COVID-19 infected person, to knowingly and deliberately make false and untruthful statements and/or withhold relevant information when asked or required to do so, such as but not limited to travel history, experience of symptoms, medical condition and other important data during the Health Crisis brought about by the COVID-19 outbreak as declared by the National Government.

Any omission of the required information aforementioned in Section 3 hereof, of which a reasonable person is expected to have personal knowledge shall be prima facie evidence of dishonesty, untruthfulness and constitutes a violation of this Ordinance.

SECTION 5. PENALTY – Any person who commits the unlawful acts under Section 4 hereof shall be liable to pay a fine in the amount of not less than Five Thousand Pesos (Php 5,000.00) or by imprisonment of not less than thirty (30) days or both, at the discretion of the court.

SECTION 6. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in force and effect.

SECTION 7. EFFECTIVITY – This Ordinance shall take effect immediately upon approval.

Will Covid-19 vaccine be available soon?

n 1955, or sixty-five years ago, American researcher Dr. Jonas Salik, with his team of scientists at the University of Pittsburgh and support from March of Dimes, developed the first safe and effective vaccine against polio. Before the discovery of the vaccine, polio was considered one of the most serious public health problems in the world.

Now, the world is again facing another serious public health problem in the case of the coronavirus disease 2019 (COVID-19). As the number of cases and deaths due to pandemic continue to rise, there is an immediate need for a vaccine.

Generally, vaccines take several years of extensive research and testing before they are released for human use. But the urgency of COVID-19 has pushed medical scientists to work double time without compromising safety and good science to hopefully develop a safe and effective vaccine by early 2021.

In the United States, Associated Press reported that the first COVID-19 vaccine tested last July “revved up people’s immune systems just the way scientists had hoped.”

The shots are poised to begin key final testing.

About 30,000 people will be injected “to prove if

the shots really are strong enough to protect against the coronavirus.”

“No matter how you slice this, this is good news,” Dr. Anthony Fauci, the U.S. government’s top infectious disease expert, was quoted as saying.

Will the Philippines follow suit? “Regarding vaccine and clinical trials, I want to emphasize that before any clinical trial in the Philippines get approved, this will pass through an unscrupulous study to ensure that the vaccine to use in trials has shown the evidence that it is safe and effective in the preceding parts of human clinical trials,” said Secretary Fortunato T. Peña of the Department of Science and Technology (DOST).

“Before everything, we make it clear to the public that the main purpose of DOST, in the midst of efforts to provide COVID-19 solutions with science, is to protect the safety of Filipinos against this dis-

ease,” Peña said in a statement.

“Vaccines are one of our most important tools for preventing outbreaks and keeping the world safe,” said Dr. Tedros Adhanom Ghebreyesus, director-general of the Geneva-based World Health Organization (WHO).

But like all medicines, side effects can occur after getting a vaccine. “However, these (side effects) are usually very minor and of short duration, such as a sore arm or a mild fever,” the WHO said. “More serious side effects are possible, but extremely rare.”

A person is far more likely to be seriously harmed by a disease than by a vaccine. For example, tetanus can cause extreme pain, muscle spasms (lockjaw) and blood clots, measles can cause encephalitis (an infection of the brain) and blindness.

Many vaccine-preventable diseases can even result in death. The benefits of vaccination greatly outweigh the risks, and many more illnesses and deaths would occur without vaccines.

According to WHO, all the ingredients of a vaccine play an important role in ensuring a vaccine is safe and effective.

Some of these include: antigen (a killed or weakened form of a virus or bacteria, which trains the

bodies to recognize and fight the disease that can be encountered later on), adjuvants (help to boost the immune response), preservatives (ensures a vaccine stays effective), and stabilizers (protect the vaccine during storage and transportation).

Vaccines are different from drugs. “A vaccine stimulates your immune system to produce antibodies, exactly like it would if you were exposed to the disease,” explains the US Centers for Disease Control and Prevention (CDC). “After getting vaccinated, you develop immunity to that disease, without having to get the disease first.”

That’s what makes vaccines such powerful medicine. Unlike most medicines, which treat or

cure diseases, vaccines prevent them. And this is the reason why children, particularly newly-born babies, are advised to be vaccinated.

“Immunity is the body’s way of preventing disease,” the Atlanta-based CDC says. “When a baby is born, his immune system is not fully developed, which can put him at greater risk for infections. Vaccine reduces a child’s risk of infection by working with his body’s natural defenses to help safely develop immunity to disease.”

Here’s an even more understandable explanation from WHO: “Our immune systems are designed to remember. Once exposed to one or more doses of a vaccine, we typically remain protected against a disease for years, decades or even a lifetime.

This is what makes vaccines so effective. Rather than treating a disease after it occurs, vaccines prevent us in the first instance from getting sick.”

Most vaccines are given by an injection, but some are given orally (by mouth) or sprayed into the nose.

Aside from those mentioned earlier, vaccines protect against many different diseases, including: cervical cancer, cholera, hepatitis B, influenza, Japanese encephalitis, measles, mumps, pneumonia, rabies, rotavirus, rubella, typhoid, varicella, and yellow fever.

Vaccines protect people throughout life and at different ages, from birth to childhood, as teenagers and into old age. “If we delay vaccination, we are at risk of getting seriously sick,” the WHO warned. “If we wait until we think we may be exposed to a serious illness – like during a disease outbreak – there may not be enough time for the vaccine to work

and to receive all the recommended doses.”

Not everyone could be vaccinated though.

Among those that cannot be immunized are the very young babies, those who are seriously ill or have certain allergies. “They depend on others being vaccinated to ensure they are also safe from vaccine-preventable diseases,” the WHO said.

As with all medicines, every vaccine undergoes several studies and testing before it is released to the public. “To develop a vaccine, there first has to be research done to understand the nature of the infection you’re trying to prevent,” Prof. Adam Finn, the David Baum professor of paediatrics at the University of Bristol in the United Kingdom, explained to Gary Finnegan’s Vaccine Today.

“You need to know enough about the virus or bacterium that causes the infection; you have to understand the structure of the bug because in order to create a vaccine you need to know enough about the infection to be able to mimic it,” Dr. Finn continues. “A vaccine is essentially a mimicked infection.”

Before a vaccine is released for human use, careful steps are taken to ensure that all material is manufactured in an entirely safe and strictly controlled way. “Following pre-clinical research, the vaccine is tested in a very small group of people – sometimes as few as half a dozen – in what is called a Phase I clinical study,” Finnegan wrote. “This helps to rule out major safety problems and also helps doctors to work out the right dose for the next step in the testing process.

Jimmy Butler had the better of Lebron James in a fierce one-on-one duel in the endgame.

Heat stays alive as Butler outduels James

AKE BUENA VISTA, Florida — The trophy was ready.

Jimmy Butler and the Miami Heat delayed its appearance.

The NBA Finals are not over, not after Butler and the Heat pulled off a virtuoso performance in Game Five on Friday night (Saturday,

Manila time).

Butler had 35 points, 12 rebounds and 11 assists, and the Heat watched Danny Green's wide-open 3-pointer in the final seconds bounce off the rim on the way to

beating Los Angeles 111-108 — cutting the Lakers' lead in the title series to 3-2.

Game Six is Sunday night.

Duncan Robinson had 26 points for Miami, which used seven players. Kendrick Nunn had 14 points, Bam Adebayo 13, Tyler Herro 12 and Jae Crowder 11. The seventh player, Andre Iguodala, didn't score.

They had enough.

LeBron James had 40 points, 13 rebounds and seven assists for the Lakers. Anthony Davis scored 28 points, and Kentavious Caldwell-Pope had 16.

The Lakers were seconds away from the title before the Heat rallied to save the season.

Los Angeles broke out all the stops: Davis had shiny gold sneakers on, the hue similar to the Larry O'Brien Trophy, and the team made the decision earlier in the week to skip on the scheduled purple uniforms and wear the black ones designed and inspired by Kobe Bryant instead.

They were 4-0 in those uniforms.

They're 4-1 now.

But Bryant, oh, how he would have loved this fight. Drama, all the way to the end.

Robinson's 3-pointer with 3:13 left put Miami up by two, and started a stretch where the next nine scoring possessions from either side resulted in a tie or a lead change.

Back and forth they went. Butler got fouled with 46.7 seconds left, then slumped over the baseline video

boards, clearly exhausted. He made both foul shots for a one-point lead; Davis' putback with 21.8 seconds left got the Lakers back on top.

Heat coach Erik Spoelstra used his last timeout before the ensuing possession, just to buy Butler a couple minutes of rest. Butler drove the lane, drew contact and made both with 16.8 seconds left for a 109-108 lead.

The Lakers' mission at that point could not have been more simple: Get a basket, win a title.

They couldn't do it.

James found reen all alone for a top-of-thekey 3-pointer which missed, and Herro finished it off with two free throws.

Miami was up 93-82 with 10:17 left when James made his sixth 3-pointer of the night — on eight tries to that point.

It was go time for the Lakers.

James' 3 started a 17-3 run over the next 4:50.

Caldwell-Pope hit a 3-pointer to put the Lakers up 97-96, then added a basket in transition about a minute later. Nobody was seated on the Lakers' bench. The Heat went frigid.

But behind Butler, they rallied.

Butler became the sixth player in NBA Finals history to have

multiple triple-doubles in the same title series: Magic Johnson and James have both done it three times, while Larry Bird, Wilt Chamberlain and Draymond Green have done it once.

The Heat led 88-82 after three quarters, scoring 28 points in that period -- and getting 14 of those points on three possessions.

Butler scored while drawing a flagrant-1 foul from Dwight Howard to start a threepoint play, and Robinson made a 3-pointer on the bonus possession -- the sequence taking things from a tie game to a 76-70 Heat lead in a matter of 13 seconds.

Crowder's fourpoint play with 3:01 left in the third put Miami up by five, and Robinson had a four-point play in the final minute of the quarter to put the Heat up six.

James had 15 points in the second quarter, his eighth quarter this season with at least that many - second in the playoffs - and the Lakers needed them all to keep Miami from building what was briefly looking like a solid lead.

The Heat led by as many as 11 in the second quarter, but James kept the Lakers afloat.

Butler had 22 by the break, and Miami took a 60-56 lead into the half.
