Marques conferred as Honorary Consul for Israel in Mindanao

one of the most important supporters of Israel in promoting the relations between Israel and Mind-

“Throughout the years, he was able to encourage thousands of Filipinos to visit Israel and thousands of Israelis to visit Mindanao. I firmly believe that there is no other person who is fit than him,” Harpaz said.

“It is a privilege to represent the nation of Israel in this designated capacity and to assist our Israe-

PRRD wants all seized shabu to be destroyed next week

P

resident Rodrigo Duterte has ordered law enforcement agencies to destroy all illegal drugs, like shabu (methamphetamine), next week.

“I want all the shabu, residual, or otherwise, however minimal, destroy the whole of it by next week. You have so many days to do it, one week. Do it in one week.

Destroy and get specimen,” said Duterte in his late-night address on Monday.

Duterte noted that destroying confiscated illegal drugs would prevent some from recycling them. He cited that some policemen do not even report the drugs they seized.

“Why do we have to put on our shoulder the burden of keeping a con-

traband or merchandise that can be stolen, used, and recycled,” he said.

He is hoping that the Supreme Court would support his move against illegal drugs.

“So we can more or less improve things, better protect the Filipino people, by doing a concerted action, immediately after, just a few,” said Duterte. “I hope the Supreme Court will agree with me, just a few days after they should be destroyed and be accounted for accurately.”

The war on illegal drugs has been one of the highlights of the Duterte administration since 2016. The reported extrajudicial killings were heavily criticized by local and international human rights groups, even the United Nations.

Opening of Israeli consulate in Davao City to spur economic opportunities

“The ICCP is steadfast with it commitment to promote the bilateral investment opportunities between the Philippines and Israel,” he said.

Based on the statement of ICCP, the top Philippine commodity exports to Israel in 2016 (with value in US$ million) include semiconductor devices manufactured

from materials on consignment basis (12.90); fish fillets, frozen (7.84); polypropylene, in primary forms (4.28); tunas, skipjacks and bonito (Sarda spp.), whole or pieces, but not minced, prepared or preserved (2.95); and pineapples, otherwise prepared or preserved, whether or not containing added sugar or other sweetening matter or spirit, not elsewhere specified or included (2.80).

will deepen and widen bilateral relations since Davao City is special for the Government of Israel.

“Israel has been very active in agriculture sector in Davao Region for several decades, in addition Israeli companies that have been engaged in business opportunities,” he said.

He also said that the opening of the consulate in Davao City will deepen and widen the bilateral relations of both countries not only in economic, commercial and innovation but in tourism as well.

“Mindanao is also one of the top destinations for Israeli tourists major-

“Aside from that, what is very critical is in terms of providing safeguard to our projects. Ayaw nilang mawala at masira etong mga proyektong binigay sa kanila (They don’t want the projects given to them to go to waste). So they formed their own security forces to secure themselves and to secure the projects they are now managing and operating,” he said.

Binancilan believes that with the government’s fulfillment of the communities’ long-time needs through these infrastructure projects, the IP communities are now realizing who the real government is, and who deserves to get their support.

He was referring roads and bridges, housing projects, among other projects funded and constructed not only by OPAPP but other national agencies.

“Na feel namo nga na change ilang paglantaw towards the government (We felt the change in how they see the government).

They see now that this is the real government to be supported. They really feel the presence of the government through these tangible projects. These are vertical structures. These are hard infrastructures that they have been requesting for a long time even before this administration,” he said.

Thus, the IP communities are now giving their full participation towards peace building.

“They now have this warm reception to us.

he Indigenous Peoples (IP) communities are now taking an active role in planning, project monitoring, and even safeguarding of the projects placed in their areas intended for development.

Office of the Presidential Adviser on the Peace Process (OPAPP) Head Area Management, Oliver Binancilan, revealed this change in the IPs’ behavior during One Davao Presser today (October 5).

“We have noticed the proactive role played now by most IP communities,” Binancilan said.

He said that this is a change in the IPs’ behavior since, before, they used to only “wait and see”.

“Most of our IP communities took part in participating in terms of planning, project monitoring in their particular areas. Alam po

The Bayanihan to Heal As One Act or Bayanihan 1 was signed by Duterte in March which granted Duterte additional powers to combat the COVID-19 pandemic in the country.

The national government realigned around ₱275-billion from the 2020 national budget to focus on their efforts to defeat the virus.

When the Bayanihan 1 expired in June, legislators crafted the Bayanihan to Recover As One Act or Bayanihan 2 that will aid the country's economic recovery amid the pandemic. Duterte signed the ₱165.5-billion Bayanihan 2 into law in September.

PAL said it has begun to call on employees to apply for voluntary separation, which is the first stage of the company's manpower reduction initiative.

"The retrenchment is part of a larger restructuring and recovery plan as the flag carrier rebuilds its domestic and international network amid the global pandemic," PAL said.

Since March 2020, PAL said it has suspended capital expenditures, adopted a skeletal work force, reduced management salaries, and slashed non-essential expenses to control costs.

Shareholders meanwhile infused capital and provided funding to keep the company afloat, PAL said.

BIR, BOC surpass Sept. S 2020 collection goals

oth the Bureau of Customs (BOC) and the Bureau of Internal Revenue (BIR) exceeded their September 2020 collection goals.

Department of Finance (DOF) preliminary data show that BOC exceeded its PHP37.72-billion revenue goal for the month by 33.17 percent after collections reached PHP50.23 billion.

This amount is, however, lower than its PHP58.80-billion collections in September last year.

In a statement Monday, the agency said 14 of the 17 collection districts around the country sur-

passed their targets for the month.

These ports include those in San Fernando, Manila International Container Port (MICP), Ninoy Aquino International Airport (NAIA), Batangas, Cebu, Tacloban, Surigao, Cagayan de Oro, Zamboanga, Davao, Subic, Clark, Aparri, and Limay.

an Miguel Corporation (SMC) reported that its food unit, San Miguel Foods Inc., has purchased a total of 436,209 metric tons of corn from local farmers as of Sept. 30, as part of efforts to help boost farm incomes and ensure the country’s food security in the midst of the pandemic.

SMC president and chief operating officer Ramon Ang said the company had been ramping up its local corn purchases from farmer cooperatives in various areas nationwide, including north central and southern Luzon as well as southern Mindanao, since quarantine protocols and disruptions in transportation have limited their ability to sell their produce.

The move also heeds the call from the Department of Agriculture (DA) for companies to continue supporting farmers especially in the midst of the ongoing pandemic.

“Back in May, we announced our plan to buy

Villar to Congress: Declare Davao as PH's cacao, chocolate capital

enator Cynthia Villar said Congress should declare Davao City as the Philippines' cacao and chocolate capital.

"The DA (Department of Agriculture) has declared it and so I thought that the legislators should declare it formally. That's why we called this hearing," Villar said during the Senate Committee on Agriculture's hearing on Senate Bill No. 1741.

Further, the senator

stressed that cacao production must be boosted nationwide to meet the annual local demand of 50,000 metric tons. She said only around 8,500 metric tons of cacao are locally produced.

"Our production is not even enough to cover our local demand. We

are importing our chocolates from other countries that's why it's so sad," Villar said.

"Eighty percent comes from the Davao region and 10 percent from the whole of Mindanao. So, 10 percent lang ang Visayas and Luzon, so it's really pathetic," she added.

Meanwhile, Cacao Industry Development Association of Mindanao Inc. executive director Valente Turtur said that based on industry estimates, the

country's annual production of cacao is at 11,000 metric tons.

"We are short of around 40,000 metric tons," Turtur said.

He added that the exported cacao is "very small" and that most of them are in the form of dried cacao beans "That's something like 3,000 metric tons every year," Turtur said.

Agriculture Undersecretary for High Value Crops Evelyn Lavina,

citing a 2015 data, said the Philippines was able to export $US 21 million worth of different cacao products.

Unsatisfied with the available information during the hearing, Villar said the Department of Agriculture should submit a detailed report on the cacao exports and imports of the Philippines.

Senator Christopher "Bong" Go, who hails from Davao City, said it is an "opportune time" to en-

hance the country's cacao industry as there is an increase in global demand for cacao.

Citing a government estimate, Go said the international demand for cacao will reach up to five million metric tons this year.

Villa adjourned the hearing on the proposed bill declaring Davao City as the cacao and chocolate capital of the Philippines.

The measure shall further be tackled in the plenary.

A MEDICAL DOCTOR’S WAR DIARY There are very few written eyewitness accounts depicting the emotions and observations the day Davao region was drawn into the global conflict in December 1941. Coinciding with the tragic destruction of Pearl Harbor, Davao City, home to roughly 20,000 Japanese nation-als, was also bombed by Japanese Zero planes that same day.

Dr. Santiago Dakudao, first director of the Japanese-owned Mintal Hospital, was inside his room when the first bombs were unleashed. His war diary, written on fragile, onion-skin paper was later found by his architect-grandson, Michaelangelo E. Dakudao, in April 1987, inserted between the pages of a history book that was part of the old man’s library collection.

In clear language, Dr. Dakudao, now retired and successful as investor, realtor, and farmer, described what happened on December 8, 1941, feast of the Immaculate Conception: “We were awakened form out sleep by the heavy drones of devastating planes in the early morning. The calendar on the wood-panelled wood

of our bedroom said December 8, 1941. The thunderous explosion of the bombs shook the huse from its very foundation. The windows which I had opened revealed a clear vista of the planes in the formation of a 9O11 floating out of the now almost clear morning day. It was remarkable, I thought to myself, that the Americans were out on target practie this early. […]

“Japans truck without warning. The Pearl Harbor of the Americans was vanquished rendering it futile. This was the news we had heard all over the radio but not much detail was given. The saddest and most alarming information we got was that Manila was bombed, too. The extent of the damage was not yet available to the public. Alas, war was with us.

“Later this morning, I came across Engineer [Brigido] Valencia at San Pedro, the commercial district. The engineer has been a long time friend whose services had been employed in the construction of some of my buildings. He showed me some of the fragmentary shrapnels of the bombs used by the Japanese in ravaging the Sasa airdrome.

This tangible proof of the reality of war gave me qualms about what lay ahead of us.”

Dr. Dakudao had a particularly good impression about the Japanese people. His first en-counter with them was as student of Japan Medical School and later as medical director in Davao. Following his resignation, he turned to agriculture and invited Keniche Migitaka, a Japanese, to manage his farm and hired Japanese laborers to cultivate his farms.

Given the destruction the attacks created, Dr. Dakudao did not harbor anger towards or-dinary Japanese but strongly disagreed with the way the Japanese Imperial soldiers commit-ted war atrocities. Continuing with his narrative, his diary provides evidence that Japanese landing in Davao via the gulf of Davao happened on December 19, 1941, a day early than widely recorded in many war chronicles and historical accounts: “In the wee hours of the 19th of December, we were awakened by the continuous rapping on the door. I had to drag myself from bed to go

down to check who it was. It was the watchman who was overly excited to inform me that a number of planes were flying all over. A few minutes later, bomb explosions were heard. I had gotten accustomed to these incidenc-es that I accepted the fact that war was with us. Because of this, I managed to return to sleep. We woke up quite early to the new that the city was bombed. By eight o’clock, we were in-formed of a heavy combat ensuing at the Talomo area. Evidently, the Japanese had already landed. Bombing explosions interspersed with the sounds made from the firing of machine guns filled the air.

We also learned that the Japanese troops, in flanking movement, were marching towards Davao City. They were landed one batch after another in Sasa and Talomo. Our troops were caught in between with no escape except towards the hills.

The Generoso Bridge was rendered useless by heavy bombing and the escaping civilians had to swim across the Davao River to get to the other side.

The casualties from both our Filipino troops and civilians

were innumerable, struggling in agonizing death throes against the formidable weapons of the Japanese. The invaders had tanks, planes and cannons all being nloaded from warships while our own soldiers had only their will to fight against the dreadful armaments of the Japanese. When our soldiers realized the futility in their struggle against the invaders, they retreated and started fleeing demoralized. The unbearable part was that the civilians became an easy target for the enemies’ bullets. The Japanese soldiers who seemed to relish in the positive ttucome of their military strategy made further attempt to disconcert the civilians by dropping their bombs at random.”

Dr. Dakudao, born in Dingle, Iloilo, on April 12, 1892, his wife Carmen Lacson, a native of Jaro, Iloilo, and his entire family survived the war. Highly esteemed and admired, he died on May 2, 1978 and his remains, along with those of his wife and son Santiago, Jr., were bur-ied at the family mausoleum in Tugbok, which was a former residence when war broke out.

But this, so far from discouraging, only adds to the joy and glory of the climb.”

Perhaps you have heard some stories about the famous Polish pianist and composer Ignace Paderewski. “He was a favorite of concert audiences around the world,” someone wrote. “His musical fame opened access to diplomacy and the media.”

Now, here’s a story related by Darrel L. Anderson: A mother, wishing to encourage her son’s progress at the piano, bought tickets for a Paderewski performance. They had seats near the front of the concert hall.

It so happened that the mother found a friend and they started having a conversation. She forgot about her son, who slipped away. When eight o’clock came around, the spot-

light was focused on the stage, and only then the audience noticed the boy at the piano bench innocently picking out, “Twinkle, Twinkle Little Star.”

Just as when the mother was going up the stage, Paderewski appeared and quickly moved to the keyboard. “Don’t quit. Keep playing,” he whispered to the little boy.

Leaning over, the master reached down with his left hand and started filling in a bass part.

Soon, his right arm reached around the other side, encircling the child, to add a running obbligato.

Together, the master and the young novice held the crowd spellbound.

Reading the story reminded me of the words of Baroness Karen Christenze von Blixen-Finecke, a Danish author who wrote works in Danish and English. However, she is best known under her pen name Isak Dinesen.

“When you have a great and difficult task, something perhaps almost impossible, if you only work a little at a time, every day a little, suddenly the work will finish itself,” wrote the famous author of “Out of Africa” and “The Immortal Story.”

Paderewski himself believed in that, too. At one time, he was asked by a fellow pianist if he could be ready to play a recital on short notice, he replied,

“I am always ready. I have practiced eight hours daily for 40 years.”

“I wish I had been born with such determination,” the other pianist said. To which Paderewski replied, “We are all born with it. I just used mine.”

This brings us to another story that was featured in 1000 Stories You Can Use. A long, long time ago, a boy was born to wealthy parents in New York City. However, the boy had poor eyesight and his health was so weak that he could not even attend school like other children.

He also couldn’t join them in school games. He wanted to play football, but that was out of the question.

One day, he had to really beg to be allowed to join in some of the rough games of other boys. Again, he was told that his health was a big hindrance.

It was then that he told them bravely: “I am going to be strong, no matter what the doctor says.

I will exercise this weak body until I become an athlete.”

So, he did exercise. First slowly but continued doing so.

Despite early discouragement, he persevered and increased his effort. When he was a young man, he went out West and lived the rough and rugged life of a rancher, spending several hours a day in the saddle.

He was respected and loved by other cowboys that they

joined his cavalry regiment in the Spanish-American war; it became famous as the “Rough Riders.”

If you are still wondering who the sickly boy who became a sturdy cowboy, he was no other than Theodore Roosevelt, the 26th president of the United States.

“Remember the two benefits of failure,” American speaker and author Roger Von Oech reminded. “First, if you do fail, you learn what doesn’t work; and second, the failure gives you the opportunity to try a new approach.”

Let’s take a closer look at those who never say never after a series of failures. Take the case of Harry S Truman. Before he became the president of the United States, he encountered several setbacks. He and his father both suffered bankruptcy.

West Point rejected his application. In fact, he experienced so many failures as a young man that he once wrote to his sweetheart, Bess, “I can’t possibly lose forever.”

Truman was his party’s fourth choice for senator. He was the underdog in every election he fought. He was so poor that even after he was elected senator, he was forced to use a public health dentist and to sleep occasionally in his car while on the campaign trail.

known authors, they had to beg publishers to print their books.

Dr. Seuss’s first children’s book, And to Think that I Saw It on Mulberry Street, was rejected by 27 publishers. William Kennedy had written several manuscripts, all of them turned down by numerous publishers, before his “sudden success” with his novel Ironweed, which was rejected by 13 publishers before it was finally accepted for publication.

Alex Haley got a rejection letter once a week for four years as a budding writer. Later in his career, he was ready to give up on the book Roots and himself.

After nine years on the project, he felt inadequate to the task and was ready to throw himself off a freighter in the middle of the Pacific Ocean.

As Alex was standing at the back of the freighter, looking at the wake and preparing to throw himself into the ocean, he heard the voices of all his ancestors saying, “You go do what you got to do because they are all up there watching. Don’t give up.

You can do it. We’re counting on you!” In the subsequent weeks, the final draft of Roots poured out of him – and the rest was history.

ovak Djokovic admitted to suffering an “awkward moment of deja vu” after accidentally hitting a second line judge with a ball at the French Open.

The World No.1 earned a record-breaking 11th consecutive quarter-final appearance at the French Open with a 6-4 6-3 6-3 victory against Karen Khachanov on Monday.

The teams will now have to stay inside the bubble for 15 days during the latter part of October.

of the season will have four regular legs with the other three happening on Oct. 23, 25, and 27 and the grand finals happening on Oct. 30.

A preseason tournament will commence on Oct. 19.

Eala will kick off her 2020 French Open juniors doubles tournament with American partner Elvina Kalieva on Tuesday, October 6.

The 3rd seeded duo will face the Italian pair of Lisa Pigato and Eleonora Alvisi.
