Saliva testing for Covid-19 detection needs scientific evidence: DOH 11

Dr. Lenny Joy Rivera, assistant regional director of DOH 11, said in a virtual presser on Friday that the agency is open to various studies like this but will not recommend the same unless there is an established scientific proof.

“The central office is aware of dapat din updated kami sa bagong teknolohiya pero hindi basta basta nag-a-advocate ang DOH pag wala itong scientific basis or undergo research or trial. Kung ito ba talaga ay nakapag-detect ng Covid-19 infection during active infectious stage. Kailangan pa natin pag-aralan yun. Nakikita namin na may mga ganyan na mga

studies but it needs scientific evidence endorsed to us na yan ay talagang epektibo,” she said.

On September 28, 2020, researchers at Hokkaido University and colleagues in Japan discovered a quick and effective mass testing approach using saliva samples to detect individuals who have been infected with Covid-19.

This saliva test is considered painless, convenient, and more effective swab test compared to the current standard involves testing of nasopharyngeal swab through reverse transcriptase polymerase chain reaction (RT-PCR) to detect Covid-19.

Rivera said that DOH is now piloting rapid testing using antigen as an alternative for Covid detection tool.

She is referring to rapid antigen testing being piloted in Baguio City.

The DOH has chosen Baguio City as the preferred pilot site because of its model governance in managing the spread and containment of the coronavirus as it leads the way for aggressive and organized contact tracing in the Philippines, while at the same time increasing the operational efficiency of its health management system.

In a statement, DOH states that antigen tests are used to determine current or active infections among patients. They collect and use swab samples to test a person under monitoring for Covid-19 in a process similar to the RT-PCR tests.

However, unlike RT-PCR,

tests that can take up to three days to process results, said antigen tests have only about four to six hours turnaround time for release of results.

She said this is not yet recommended by the World Health Organization (WHO).

Public, private school enrollees now at 24.72 million - DepEd

he number of enrollees in private and public schools for the School Year 2020-2021 has reached 24.72 million, the Department of Education said on Saturday.

"As of Friday, we already have 22.5 million public school enrollees, at 'yan po ay humigit kumulang 99.68 percent of the number of enrollees that we've got for SY 2019-2020 na nasa humigit kumulang ay 22,572,923," DepEd Undersecretary Tonisito Umali said at the Laging Handa public briefing.

"Kung isasama ang private school, meron na tayong 2.60 million na naiuulat sa atin, mahigit na po 'yan sa 50 porsyento," he added, with some private

schools yet to submit their records on the number of enrollees.

Umali said there are about 400,000 to 450,000 private school learners who enrolled this year in public schools.

"Combined, we already have 24.72 million public and private school enrollees. That's like 89% of the numbers that we had for SY 2019-2020, which is more or less 27.7 million," he said.

Umali said the number is still expected to increase with schools accepting late enrollees.

A simultaneous flag-raising ceremony nationwide will be held at the opening of classes on October 5, he said.

Dengue patients need hospital confinement within 3 days

pediatrician and consultant of the Department of Health on Dengue Fever cited the need to confine Dengue suspects within three days to effectively address the disease.

Dr. Richard Mata, Dengue Fever specialist said beyond three days of admission is already critical for the Dengue suspected patients.

He said there is a need to heighten one’s immune system to prevent acquiring Dengue Fever and other diseases.

“Lack of sleep is the

usual cause of overfatigue and the wearing down of the immune system,” Mata said.

He also belied the practice that the COVID-19 virus can be eliminated by steam inhalation or tuob in vernacular.

Mata said that high temperature can prevent the virus to survive by killing it but it can also kill the host.

He added that steam inhalation might cause relief to the body but it cannot kill the COVID-19 virus.

DOH 11 defends Sara’s EO 53 requiring RT/PCR tests for admission in hospitals

T

he Department of Health in Region XI has defended Executive Order 53 signed by Davao City Mayor Sara Duterte requiring RT/PCR tests for patients referred to Davao City Hospitals.

The EO came under heavy criticism by many due to the inconvenience and added costs in getting admitted to hospitals.

“Dapat pong malaman nang lahat ng tao na nagiisip po tayo lahat even our LCE (local chief executives) nagiisip po para sa welfare ng ating mga pasyente, ng kanilang mga bantay at the same time ang welfare ng ating mga healthcare workers para makabigay po sila ng magandang serbisyo para sa ating mga pasyente.

(The people must know that we are all thinking even our LCEs, they are thinking about the welfare of our patients, watchers, and at the same time the welfare of our healthcare workers

so that they can give good service to the patients), DOH-XI Assistant Regional Director Lenny Joy Rivera said during the One Davao on COVID-19 presser.

ARD Rivera said the EO is not anti-poor as it was crafted with everyone in mind, a precautionary measure to protect people particularly those working in the hospitals.

“That’s the reason we are trying to protect our healthcare workers from unnecessary exposure, kaya po ginawa yung executive order para po to sa kabutihan ng marami po (for the good of all).

“We had series of meetings conducted regarding the implementing guidelines of the EO,” Rivera said.

4,500 workers needed to fast track Apo Agua bulk water supply project

ommitted to finish the landmark project within 2021 and deliver its promise of sustainable water supply for Dabawenyos, Apo Agua Infrastructura Inc (AAII) is now ramping up its manpower for the construction of the Davao City Bulk Water Supply Project (DCBWSP).

It’s massive labor requirement? 4,500 workers by the end of the year.

That is quite promising after losses in employment brought to fore by the panedmic.

The manpower requirement will be composed of over 2,300 laborers, 2,000 skilled workers, and 200 welders.

“That is doubling the manpower commitment just to make sure that we can finish the project,” said Shake Tuazon, operations head of Apo Agua, told Edge Davao.

Pre-Covid 19, Apo Agua was on its way to lay down pipes for the treated water facilities with nearly 2,200

workers at the peak of construction, however, the imposition of the Enhanced Community Quarantine (ECQ) last April forced the project construction activities to be suspended that significantly impacted vital components of the project’s construction value chain including suppliers, subcontractors, and labor force.

“That would take some time finding workers again and because of the protocols we also have to house the workers on site. Given the occurrence of challenges that we’re facing we are still committed to ramping up our manpower and in fact as of today we have

workers working in our construction sites compared during ECQ,” Tuazon said.

He said the company has partnered with the local government units (LGUs) through Public Employment Service Office (PESO) to source out these skilled workers.

Tuazon said they eyeing to hire more than 60 percent of manpower from the company’s partner barangays where their water facilities will be located.

“Because we doubled our manpower commitment, we also offered livelihood specially during Covid. As we seek to fast track the project, there is a good opportunity to provide livelihood opportunities especially to our partner barangays,” he added.

Part of the company’s strategy to fast track the project is pursuing simultaneous activities all throughout its construction areas such as raw water facilities, where water will be extracted from Tamugan River and has a weir and

eight kilometer pipelines that go to the water treatment plant; the treated water pipeline that would deliver water to eight different off take points of the Davao City Water District (DCWD) that would be traversing 57,000 meters of pipeline.

“This is a large undertaking and we have deployed all workers to the different worksites and by pursuing various activities we can also continue to fast track the project,” Tuazon said.

The company is also implementing extended working hours.

“Our stand right now, we are still targeting to finish the project within 2021 but of course with Covid that will further impact the project,” Tuazon said.

He added that Apo Agua is currently and continuously assessing to these impacts and making sure that the solutions are in place to finish the project as soon as possible.

Impacts and challenges Given the current pro-

tocols imposed by the Inter-Agency Task Force (IATF) Omnibus Guidelines, the Department of Public Works and Highways (DPWH) Department Order NO. 39 and the Department of Health’s (DOH) Memorandum Circular ‪2020-0220‬ continue to challenge infrastructure projects, yet, Apo Agua continuously seeking ways to accelerate the completion of the project.

“A challenge for us is for every additional worker we hired, we need to house them. Second part, we also need to provide transportation option. So pre -ECQ that was not really a problem,the workers could go home and because now we need to comply and provide housing and transportation for these workers.

That really is a challenge,” Tuazon said.

Since workers’ safety is also the company’s priority, it is limiting the number of workers per site to fully implement social distancing protocol.

“Maybe pre-Covid, ex-

These pertains to any form such as Deed of Sale,

Transfer of Rights and the like.

The NCIP has warned that full sanctions will be imposed on those who are part to any transactions pertaining to the selling of these lands. An exhaustive investigation will be conducted on any complaints involving the sale of these lands. This efforts will include the preparation of complaint-affidavits and the filing of cases in court against these erring individuals.

NCIP reiterates lands within ancestral domain can't be sold

he National Commission on Indigenous Peoples has reiterated that lands within ancestral domain cannot be subject to commerce.

The NCIP has issued advisory number NA-202008-001 Series of 2020 which cites Section 5 of the Indigenous Peoples Rights Act (IPRA) which states that “Indigenous concept of ownership sustains the view that ancestral domains and all resources found therein shall serve as the material bases of their cultural integrity. Apo Agua entered into a bulk water supply agreement with DCWD in 2015 to shift the city’s dependence on groundwater wells to the more sustainably-sourced surface water from the Tamugan River.

Once operational, the DCBWSP will provide over 300 million liters of water per day to more than one million Dabawenyos.

“Its all system go for us to deliver the project.

Overall we’re confident but again Covid has wrecked havoc in the entire world and our project was really not spared. We are still assessing the impact of Covid and we are working very hard to finish the project as soon as possible. Its our commitment and we have no choice but to deliver this project and exhaust all options for us to get there,” Tuazon said.

Local franchise sector to bounce back in 2025

I

t would take five years for the local franchise sector to bounce back and exceed the current number of outlets as the coronavirus disease 2019 (Covid-19) pandemic forced some franchise holders to close their businesses.

Philippine Franchise Association (PFA) chairman emeritus Samie Lim has forecasted that the local franchise sector will lose 9,000 outlets in 2021, or a 45-percent decline from the 20,000 outlets this year.

“In 2021, I predicted that we will have only 11,000 – 45 percent decrease in terms of outlets. In 2022, we will be able to increase slowly by

20 percent. On third year, we will increase by then 30 percent and we will increase by 20 percent thereafter until 2025, and that would be actually 24,750,” Lim said in an online press briefing Friday.

He added that most of the outlets that will not survive amid the global health crisis are those “fake and mediocre” that have no business and operations plans.

GenSan business sector says GCQ extension bad for local economy

he move by the local government unit to extend the general community quarantine (GCQ) in the city despite the recent decision of the national government to place it under modified GCQ will gravely affect the local economy, businesses and the working public, a business leader said.

“The economy is suffering, people are suffering.

Enough of these tight measures and give back to the people the chance to work and earn, maluoy pud mo (have pity),” Elmer Catulpos, president of the General Santos City Chamber of Commerce and Industry Inc. said, adding how some local authorities could appear “adamant” to the plight of people.

President Duterte on Monday evening announced that from Oct. 1-31, Lanao del Sur and Marawi City would be

placed under modified enhanced community quarantine, the National Capital Region and the cities of Batangas, Tacloban, Iloilo, Bacolod and Iligan under GCQ, and the rest of the country under MGCQ. “There was no mention of any extension of the GCQ in Gensan on the recent pronouncement of the President, meaning the city must already be on MGCQ,” Catulpos said.

GCQ extension appeal A day after the President’s announcement, the local government announced in its social media account that they made an appeal to national authorities to extend the city’s GCQ status.

City Mayor Ronnel Rivera also issued an executive order dated Sept. 27 extending the GCQ in the city until October 15.

But while the sector recovers, Lim expects new franchise businesses would serve health and beauty needs.

PFA vice chair Alegria Sibal-Limjoco, likewise, sees a silver lining for the franchise sector amid the struggling Philippine economy.

“When the economy is down, there are many entrepreneurs that are born,” Sibal-Limjoco said.

She mentioned that during the Asian financial crisis, those who were retrenched and retired from work, as well as displaced overseas Filipino workers, bought franchises, and about 90 percent of them are still

around and have grown their franchise businesses.

On the other hand, PFA chair Richard Sanz noted that the projected revenue for the industry this year was around PHP700 billion.

However, due to impacts of the global health crisis, 72 percent of those in franchising business expect over 50 percent losses in revenues for 2020.

Among the top concerns of the sector include potential global recession, decrease in consumer confidence, lack of comprehensive and tested company emergency plan, effect on workforce and productivity, and displacement of workers.

As ordered by local authorities, General Santos City has remained under a general community quarantine (GCQ) even if the area has been placed under modified GCQ by the national government. The business sector said

“The benefit of digital selling is that they would be able to add to their existing form of marketing, by reaching would-be buyers online, which would mean wider exposure,” she added.

She said they would use Amazon to sell the green beans from Mindanao.

She said they are also helping coffee farmers transition to online selling to bridge the gap between sellers and buyers through other digital platforms, including Facebook, Google my Business, and Instagram, to cope with the impact of the coronavirus disease (COVID-19) pandemic on the thriving local coffee industry.

“The Coffee for Peace can help by marketing the farmers and their coffee by promoting it as the one they use for their shop and signature drink. Another one would be toll roasting for the farmers and helping them market it online. They can bring the green beans to our roastery for roasting, which would add value to their product,” she said.

She added that Coffee for Peace is currently working on the accreditation of its facilities with the Food and Drug Administration, which will become a gate pass for the Mindanao-grown coffee beans to

enter other countries.

She said that Coffee for Peace’s page would be transformed into an online meeting platform to link growers and potential buyers, adding such move would assure buyers that the roasted coffee beans are of high quality.

She said farmers who may use the Coffee for Peace platform should have undergone the training and are members of Kapeyapaan Farmers Association (KFA).

Pantoja said she wanted her company to be a medium to close the gap between growers and buyers, as micro-small holder farmers would not have enough capital to have their facilities certified with Global Manufacturing Practice and Hazard Analysis Critical Control Point.

“This also protects the buyers that what they are drinking is clean, safe and good quality coffee,” she said.

While their online platform is planned for launching next year, she said the company roasts on demand, catering to local orders anywhere in the country.

“Under the new normal operation, we have re-strategized and our company has decided to start a pilot program for our KFA. We will accept the first 20 farming families that we will train near our model farm in Purok Mahayahay in Bansalan, Region 11.

We have started our initial meeting and have gathered our baseline data. This will be a new set of communities that we will add to the existing communities that we have trained and bought from since 2008,” she said.

Because learning matters even during the pandemic

By MAYA M. PADILLO espite the challenges brought by the coronavirus pandemic, students still learn great things in an international school in Davao City.

D

Margaret Lehmann, principal for international studies of Stockbridge American International School (SAIS), said that using modules allows learning to happen through online with whole class instruction and pair activities.

“Screen time is limited through the use of scheduled independent learning activities that can be completed offline. The pandemic has given us a chance to get everything aligned with our graduate attributes,” she said in an email interview.

Power interruption is not also a problem because the teachers understand, remain flexible, and created modules that can be followed offline as well.

Online learning can be challenging for anyone at any age, but for SAIS’ teachers, they engage the young learners through fun-filled lessons and developing their social skills a weekly club activities via Stocky’s Socials.

“We have addressed this concern by providing activity-based lessons with

screen breaks, and numerous activities based on the social interaction of our young learners,” Lehmann said.

During trying times, parents and school’s partnership is important and SAIS is offering webinars tailored to the parents’ needs through feedback forms and a weekly parent homeroom where parents can join and directly talk to the parent support coordinator.

“All of these programs are helping us to continue to get better together,” Lehmann said.

Its’ true that online courses are generally not as effective as in-person classes, but they are certainly better than no classes and proof of this are the parents’ positive feedback.

Among the feedbacks received from the parents are “Online learning made my child independent, she learned to study on her own...“, “kids can continue learning without worrying about their safety going out. And we're happy of what the school prepared for the kids”, “looking at

my daughter, very excited about her online learning session every day. She wakes up early, takes a bath, and prepare for her class. She became more responsible by ensuring that her laptop is charged and answer activities promptly.

She accounts for me every night, happily, on how well their class went.”

At SAIS, holding online classes is geared towards learning something, rather than just getting a grade and turning in assignments.

SAIS offers American education based on American standards and an international curriculum that allow students to access study in a variety of countries and cultures; all within the same K-12 educational system of the Department of Education (DepEd).

Lehmann said that from the very moment students enter into Stockbridge, either in person or virtually, they enter into a realm where they see their classmates in their entirety and not solely by their nationalities.

“This international mind set, lays the groundwork for our integrated curriculum. In our preschool program, we use the framework of the International Early Years Curriculum or framework,

from Fieldwork Education, London, United Kingdom.

In our elementary and middle school programs, we integrate the NACEL International School standards, from St. Paul, Minnesota, USA, with the Philippine’s own guidelines from the Department of Education.

This integration creates a well-rounded education with dual certificates upon its completion,” she said.

SAIS boasts of SAGA or Stockbridge Advantage-Graduate Attributes that guide the students to become global leaders, critical thinks, effective communicators, lifelong learners, and noble entrepreneurs.

“That means that everything we do, both inside and outside of the classroom, is set up to help our students

develop these skills. From our integrated curriculum to our international week to our authentic, outcome based lessons, it is all about getting our students ready to successfully take on the world,” Lehmann said.

It offers Early Childhood Programs that gives children the chanse to gradually step into learning core concepts that will let them succeed in kindergarten, their first year of formal education. It also works on developing early literacy skills and letter identification through the use of Letter Land characters, songs, and books.

SAIS offers a program for children as early as six months of age that focuses on developing gross motor skills through active play.

“It’s a great way to

introduce your child to education, to encourage the growth of your child’s self-confidence, and to network with other moms,” Lehmann said.

In the future, SAIS is eyeing to be at par with international schools. PreCovid-19, Stockbridge was looking into becoming an International Baccalaureate (IB) school. It is a program for elementary school that focuses on creating lessons that are trans-disciplinary or bringing subjects together to make learning relative to real life.

“Students will learn through six themes across all elementary grade levels with inquiry-based learning. This plan has been delayed a year, but webinars are still being attended and preparations are still being

made to prepare Stockbridge for that learning adventure,” she said.

Lehmann is a U.S. certified teacher with over 10 years of international teaching experience in a variety of settings in Asia.

She has taught in private language schools in Japan, public schools in South Korea, and even online while living in India. While living in in South Korea, she finished her Master of Arts degree in Exceptional Student Education, contributed to A Student’s Guide to English Conversation (a high school textbook), provided lectures at workshops for Guest English Teachers, and volunteered to act as mentor for incoming Guest English Teachers through the board of education in Gyeongsangnamdo.

TWELVE PRESIDENTIAL GUIDEPOSTS Wow! Yes, this is the first word I blurted out the minute I heard you want – or dream to be president someday!

Well, nothing wrong with that. Everyone is entitled to act and think “stupid” every so often.

Our fundamental laws guarantee political rights to every citizen.

Before the 1987 Constitution, any Filipino is qualified – by birth – to have a guaranteed right to run for public office, including the presidency. Provided, he can read and write but not necessarily a millionaire or a rich man.

The late Pascual Racuyal and a host of other aspirants who perennially ran for president come to mind. These guys filed certificates of candidacies for President – from the Commonwealth days till the late sixties – when they were finally disqualified for being “nuisance” candidates, due to financial incapacity, mental instability and more.

Seriously, Filipinos – re-

gardless of age and economic status - should be properly educated in the political idiosyncrasy that has pervaded the nation since.

However, the qualifications Filipinos look for in a president do not seem to be vital enough in the election of the most competent and academically prepared Chief Executive.

Today, I think – ideally speaking - Filipinos should look for a presidential candidate who possesses the following qualifications, in this order: One, he/she must be God-fearing The presidential hopeful must have a deep sense of spirituality that values the sacredness of human life and the dependence of humanity in God the Almighty.

As a Christian nation, this stringent standard cannot be ignored in the same manner that our brother Muslims cherish Islam and practice their religion with passion and devotion.

Two, he/she must be

properly educated with a college degree which will adequately equip him/her to govern efficiently and effectively. Sans this, it will be difficult to understand the intricacies of government and public service.

Three, he/she must have had adequate experience in running a local government unit either as a municipal or city mayor or as a provincial governor. The hands-on LGU experience gathered as such will equip the potential president the basic rudiments in operating the government in a much bigger, national scale.

Fourth, he/she must have a working knowledge of economics, has a firm grasp of the mathematics of supply and demand and a basic foundation in agriculture and food security.

Fifth, he/she must have a deep understanding of the Constitution and how this affects – progressively and adversely – the Filipino way of life in the light of global developments. In this

regard, the prospective candidate who is a lawyer could have the edge.

Sixth, he/she should possess an independent and stable appreciation of domestic political affairs as well as foreign relations.

Seventh, he/she must have a well framed advocacy and achievable platform of government to offer the Filipino electorate and lead them to progress and prosperity.

Eighth, he/she must have a stable and happy family life (a responsible parent with no stains or rumors of involvement in illicit and amorous extra-marital affairs, alcohol and drug addiction).

Ninth, he/she must have had no previous record of involvement in graft and corruption, influence peddling, illegal activities such as smuggling, illegal drugs and illegal gambling.

Tenth, he/she must strictly subscribe to the tenets of decency, truth and justice as his/her moral

foundations by which he/ she will conduct her public life.

Eleventh, he/she must have a strong sense of accountability – being the commander in chief (and the Father/Mother of the Republic) – and must serve as a paragon of virtue to his/her constituency.

And twelfth, he/she must not be beholden to any business interest that may jeopardize his/her smooth tenure in office in case he/ she gets elected.

Are we looking for a saint?

No, not yet. But if these 12 qualities can be found in a future presidential aspirant, why not?

Filipinos don’t deserve less. They deserve more!

WHAT HAVE YOU DONE FOR OTHERS? “One is not born into the world to do everything but to do something.” – Henry David Thoreau *** In her book, The Fruitful Darkness, author Joan Halifax recalled an anecdote in the life of Mahatma Gandhi.

The Indian activist was asked by a friend if his reason for living in a village and serving the people was purely humanitarian.

“I am here to serve no one else but myself,” the preeminent Indian leader replied, “to find my own self-realization through the service to these village folks.”

It reminded also of the answer of theologian and philosopher Albert Schweitzer when asked for a motto: “Here it is: Service.”

We are born into this world because of one reason – and that is to serve the humanity, our fellow beings.

“Every can be great because everyone can serve,” said American Baptist minister Dr. Martin Luther King, Jr. “You don’t have to have a college education to serve. You

don’t even have to make your subjects and verbs agree to serve. You only need a heart full of grace.”

“Service is a smile,” wrote Richelle E. Goodrich in Smile Anyway. “It is an acknowledging wave, a reaching handshake, a friendly wink, and a warm hug. It’s these simple acts that matter most, because the greatest service to human soul has always been the kindness of recognition.”

In the Middle Ages, there was a legend that somewhere in the New World was literally a “Fountain of Youth.” If old men drank from it, they would become young again.

No one has ever found a fountain with such miraculous waters. But roundabout us is a “Fountain of Youth” which most people fail to recognize. The real Fountain of Youth is work – useful work, that is.

Some people retire prematurely age faster in their idleness than they ever did in full-time employment. Nothing is more boring and tiresome, after all, than not hav-

ing work to do when you are still young enough to need its stimulation.

Too many people associate purposeful work with profitable work. They cannot interest themselves in any kind of job unless someone is willing to pay for it. “There are no more free lunches these days,” they say.

And yet, there are many useful things in every community which need to be done, just for the satisfaction of doing them. In their bestselling, How Can I Help?

Stories and Reflections on Service, Ram Dass and Paul Gorman wrote: “Service is an endless series of questions, puzzling and insistent. It only raises questions; it helps to answer them. Service is a curriculum.”

People who want to find the “Fountain of Youth” should, therefore, look for opportunities to serve. Whey they find something that needs to be done, which they can do well, they will gain a new purpose in living. It will make them feel much younger than the calendar shows.

“Service is a sign of our active connection to life,” Kabir Helminski reminded in The Knowing Heart.

“Service has a life of its own,” Rachel Naomi Remen contends in My Grandfather’s Blessing. “A single act of kindness may have a long trajectory and touch those we will never meet or see.

Something that we casually offer may move through a web of connection far beyond ourselves to have effects that we may have never imagined. And so each of us may have left far more behind us than we may ever know.”

In Diane Mariechild’s Open Mind, Marian Wright Edelman offered her views on the subject: “Service was much a part of my upbringing as eating breakfast and going to school. It isn’t something that you do in your spare time. It was clear that it was the very purpose of life. In that context, you’re not obligated to win. You’re obligated to keep trying, to keep doing the best you can every day.”

We pass into this world

only once. We are born by our parents and under their care, we grew up. We go to school, finish a course and then work. Some get married while other remain single. Before we know it, the “time is near to face the final curtain,” to quote a line from a popular song.

“At the end of life, we will not be judged by how many diplomas we have received, how much money we have made, how many great things we have done,” the late Nobel Prize winner Mother Teresa said. “We will be judged by ‘I was hungry, and you gave me something to eat, I was naked and you clothed me. I was homeless, and you took me in.’”

Thomas S. Monson, author of Pathways to Perfection, has the same view. In his book, he wrote: “Perhaps when we face our maker, we will not be asked, ‘How many positions did you hold,’ but rather, ‘How many people did you help?’”

If God will ask you that now, what will be your answer?

ORDINANCE NO. 0210-20 Series of 2020 AN ORDINANCE FOR THE ESTABLISHMENT OF THE MENTAL WELLNESS CENTER OF DAVAO CITY AND APPROPRIATING FUNDS THEREFOR Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that:

SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE FOR THE ESTABLISHMENT OF THE MENTAL WELLNESS CENTER OF DAVAO CITY AND APPROPRIATING FUNDS THEREFOR”.

SECTION 2. DECLARATION OF POLICY. It is hereby declared the policy of the City Government of Davao to uphold the right of the people to mental health in compliance with the Mental Health Code of Davao City.

The World Health Organization (WHO) has also signaled the urgent need for countries to provide a network of community mental health services at its Global Forum for Community Mental Health (Geneva,2007).

Towards this end, the City shall establish a halfway home for recovered, abandoned, homeless and neglected persons with mental disability and a separate communitybased mental wellness center that will provide immediate access to psychiatric and psychological services to the community especially persons who are faced with a great deal of stress in their homes, community, schools, workplace and are struggling, suffering and experiencing anxiety, depression and emotional and behavioral stress.

SECTION 3. OBJECTIVES – The objectives of this Ordinance are as follows: a. To establish a halfway home for recovered, abandoned, homeless and neglected persons with mental disability; b. To establish a community-based mental wellness center that will cater to the citizens of the City; c. To establish a venue not only for intervention but also for research and development, training and other collaborative activities in the field of mental health; d. To incorporate the aspect of social and mental health services into an integrated establishment; e. To employ health professionals who specialize in mental health and wellness whose services shall complement other health services provided by the state; f. To aid various sectors in research towards a better understanding of the interplay between social, emotional, psychological, and physiological factors affecting mental health; g. To keep homeless persons with mental disabilities off the streets and to encourage and build their capacities in order to accelerate their possibility of reintegration to society; h. To make community mental health services more accessible to Davaoeños with mental disabilities, especially those which are addressable by therapy and counselling; i. To promote the importance of mental health and wellness through a multifaceted approach that covers public information campaigns, counseling, prevention, treatment and intervention; SECTION 4. DEFINITION OF TERMS – a. Allied professionals- any trained or certified non-psychiatric physician, social worker, nurse, physical therapist, occupational therapist, counselor, priest, pastor, nun, trained or certified non-psychiatric person or non-physician. b. Mental health professionals- those persons with formal education and training in mental health and behavioral sciences such as, but not limited to, psychiatrists, psychologist, psychiatric nurses or psychiatric social workers. c. Legal representative- a person authorized to act for another person, including a guardian, trustee, administrator. d. Legal guardian- a person who has legal authority to care for another person. e. Mental health- a state of well-being in which an individual realizes his/her own abilities, copes adequately with the normal stresses of life, displays resilience in the face of extreme life events, works productively and fruitfully, and is able to

make a positive impact to the community. f. Halfway home- a residence for individuals after release from institutionalization (as for mental illness, drug addiction, or criminal activity) that is designed to facilitate their readjustment to private life. g. Counseling- the provision of assistance and guidance in resolving personal, social or psychological problems and difficulties, especially by a professional.

SECTION 5. RESPONSIBILITIES OF THE CITY GOVERNMENT – The City Government of Davao shall provide a suitable government-owned lot as a permanent site for the Facility and shall ensure that the funds for necessary human resource, maintenance and operating expenses for the heath facilities shall be provided. The Facility shall have an adequate number of mental health professionals, workers and allied professionals as deemed appropriate, to ensure that each patient is provided with the proper medical and therapeutic intervention.

SECTION 6. COMPOSITION OF THE MENTAL WELLNESS CENTER – The Facility shall have two (2) components – the halfway home for recovered, abandoned, homeless and neglected persons with mental disability (the halfway home), and the communitybased mental wellness center (the wellness center), respectively. The proper names of both these components shall be determined as fit at a later time.

The halfway home is a post-recovery home that provides shelter to recovered persons with mental disabilities who are abandoned, neglected and homeless and found living or staying on the streets. Its staff composition and operating procedures shall be in consonance with the provisions of the Mental Health Code of Davao City, as well as the accepted standards in the practice. The City Health Office shall take the lead in the management and supervision of the Shelter, while the City Social Services and Development Office (CSSDO) shall provide for after-care services at the community level when the persons are reintegrated back to their respective families and communities.

The Mental Wellness Center shall function as a community-based facility which will provide immediate access to various psychiatric and psychological services. This facility will be operated and managed by the City Health Office.

SECTION 7. CREATION OF OFFICES AND POSITIONS – The creation of offices and positions within the Facility shall be determined by the appropriate committees, offices and government instrumentalities, in accordance with law.

The hiring of physicians, specialists and staff for the Facility shall be done in accordance with the regulations of the Department of Health, the Civil Service Commission, and the City Government, with due regard to the qualifications as specified for each position.

The CSSDO and the City Health Office shall take the lead in the management and operations of the Mental Wellness Center.

SECTION 8. ADMISSION TO THE FACILITY – Due to the distinct nature of the Shelter from the Counseling Center, there shall be a different set of criteria for admission to each. It shall be laid down, however, that the Shelter shall cater to homeless persons with mental disabilities who are rescued by first responders within the territorial jurisdiction of Davao City. The Counseling Center, on the other hand, shall cater to all persons living in Davao City, regardless of race, age, disability, gender, sexual orientation, creed, or political affiliation. As regards the specific admission protocols, the Implementating Rules and Regulations shall govern.

SECTION 9. CONFIDENTIALITY OF RECORDS – All patients under the care of the facility shall enjoy the right to confidentiality as provided for by law.

Only current and former patients may have access to their personal mental health records. Confidential and sensitive information may however be withheld from the patient and instead given to a legal guardian, next of kin, representative or counsel.

Disclosure of patient records to government agencies may only be allowed pursuant to a lawful order from the courts. An exception in case of exigent circumstances may be allowed, as provided for by law.

SECTION 10. CONSENT TO COUNSELING – The consent of the person seeking the services of the Couseling Center shall be obtained freely, without threat or improper inducement and with full disclosure in a language that is understandable to him/her.

SECTION 11. APPROPRIATIONS – The City shall appropriate funds for the construction of the Facility, the salaries and benefits of the physicians, specialists, allied professionals, and staff.

SECTION 12. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 13. REPEALING CLAUSE – All Ordinances, Resolutions, Executive Orders, Memoranda and Administrative Regulations or part thereof in conflict or inconsistent with the provisions of this Ordinance are thereby repealed, amended or modified accordingly.

SECTION 14. EFFECTIVITY CLAUSE – This Ordinance shall take effect immediately upon approval.

TITLE - This Ordinance shall be known as “AN ORDINANCE FOR THE ESTABLISHMENT OF A COVID-19 (CORONAVIRUS DISEASE 2019) TESTING LABORATORY AT THE BARANGAY LOS AMIGOS URBAN HEALTH CENTER, AND THE APPROPRIATION OF FUNDS THEREOF.” SECTION 2. DECLARATION OF POLICY – It is the policy of the State to adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all people at affordable cost. 2. COVID-19 testing laboratory- a health facility where COVID-19 testing (SARS-COV-2 detection) is done on a specimen from the human body to obtain information about the health status of a patient for the prevention, diagnosis and treatment of the disease.

SECTION 4. OBJECTIVES – The objectives of this Ordinance are as follows: 1. To establish a DOH-licensed COVID-19 testing laboratory within Davao City, which will cater to the COVID-19 testing requirements of the City and of Mindanao as required; 2. To support and augment the testing capabilities of the Southern Philippines Medical Center (SPMC) and other DOH-licensed COVID-19 testing laboratories; 3. To provide prompt and accurate testing for COVID-19 and ensure rapid turnaround of results thereby reducing the waiting period in the diagnosis of suspected cases; 4. To provide a venue for the training of personnel which shall subsequently be assigned in future COVID-19 testing laboratories that will be established.

5. To address the urgent need for additional DOH-licensed testing laboratories, given the increasing number of COVID-19 cases in the country and the expected rise thereof in the coming months; 6. To meet the requirements of the DOH in its expanded testing protocol.

SECTION 5. BUDGETARY ALLOCATION – The source of budget will be from the Bayanihan Grant and all other sources that may be provided by the City.

SECTION 6. RESPONSIBILITIES – The City Government of Davao shall provide an adequate site at the Barangay Los Amigos Urban Health Center and shall appropriate the requisite budget for its establishment, staffing, administration and operation which shall conform to all the standards set by the Department of Health for such facility.

SECTION 7. SEPARABILITY CLAUSE – If for any reason, any section or provision of this Ordinance shall be declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 8. REPEALING CLAUSE – All Ordinances, Resolutions, Executive Orders, Memoranda and Administrative Regulations or parts thereof, in conflict or inconsistent with the provisions of this Ordinance are thereby repealed, amended or modified accordingly.

SECTION 9. EFFECTIVITY – This Ordinance shall take effect immediately upon approval.

ORDINANCE NO. 0230-20 Series of 2020 AN ORDINANCE ESTABLISHING THE DAVAO CITY SPECIAL NEEDS INTERVENTION CENTER FOR CHILDREN DIRECTING ITS OBJECTIVES AND PROVIDING FUNDS FOR THE PURPOSE Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as the “THE DAVAO CITY SPECIAL NEEDS INTERVENTION CENTER FOR CHILDREN.” SECTION 2. DECLARATION OF POLICY – It is the policy of the City Government of Davao, pursuant to the mandate of the 1987 Philippine Constitution to promote the right of all citizens to quality education and services and take appropriate steps to make education accessible to all and offer quality interventions for children with developmental delays and behavioral concerns. Thus, the City Government hereby commits to establish the Davao City Special Needs Intervention Center for Children to provide free intervention and special education to children with special needs.

SECTION 3. NAME OF INSTITUTION – The “DAVAO CITY SPECIAL NEEDS INTERVENTION CENTER FOR CHILDREN”, to be hereinafter referred to as the “CENTER” is hereby named as such or in accordance with law and within the power and limitations hereinafter specified.

SECTION 4. PURPOSES – The CENTER, which operates all year round, shall be established to provide educational and therapy services to children and youth with special needs. The CENTER addresses the concerns and skills deficit brought about

by Intellectual Disability, Global Developmental Delay, Autism Spectrum Disorder, Communication Disorders, Attention-Deficit/Hyperactivity Disorder, Specific Learning Disorders, Motor Disorders, Visual and Hearing Impairment, other Neurodevelopmental Disorders and related behavioral, sensory and cognitive delays.

The state-of-the-art CENTER also offers the following programs and services to prepare the children and youth with special needs for success and high quality of life in a mainstream society: A. Allied Medical Services: a. Occupational Therapy (OT) b. Physical Therapy (PT) c. Speech Therapy d. Aqua Therapy B. Special Education Services a. Early Intervention b. Transition Program The Center shall also operate as a Resource Center for Inclusive Education which shall support children with special needs integrated in regular schools, assist in the conduct of school-based in-service training, produce appropriate teaching materials and conduct continuous assessment of children with special needs.

The CENTER shall also operate as a venue for support groups for parents who have children with special needs.

Mental characteristics; Sensory abilities; Neuromuscular or physical characteristics; Multiple handicaps; Neuro developmental disorder and/or Has a developmental lag to such an extent that he/she requires modified school practices or special education services to develop to his/her maximum capability:

iv. The Orthopedically Handicapped - are those whose impairment, permanently or temporarily, interferes with the normal functions of the joints, muscles or limbs.

B. Special instructional materials - may include, but is not limited to, a textbook in Braille, large type or any other medium or apparatus that conveys information to a student or otherwise contributes to the learning process.

C. Special Education - is basic education that takes into account the special needs of both disabled children and gifted children that requires a systematic and deliberate process for them to achieve functional literacy and which will bring the individual to the highest level of his potential and capacity. It is also defined as the type of education tailored to meet the needs of children who cannot profit because of disabilities or exceptional abilities.

SECTION 6. ADMISSION. The CENTER shall have a system of admission which shall facilitate the enrollment of children with special needs regardless of gender, religious beliefs, status or political affiliations. Provided, however, that admission shall be given to the bonafide residents of Davao City who belong to indigent families or low income families, subject to rules and regulations on admission and retention prescribed by the Council and/or the City Social Welfare and Development Office.

SECTION 7. SPECIAL NEEDS INTERVENTION CENTER FOR CHILDREN COUNCIL. The overall governance of the CENTER shall be vested in a Special Needs Intervention Center for Children Council to be hereinafter referred to as the “COUNCIL”, to be composed of persons of known probity and integrity, and wit0h great interest in the continuing development of the City of Davao, and shall consist of seventeen (17) members, as follows: a. b. c. d. e. f. g. h.

The Davao City Mayor as Chairperson; The City Social Welfare & Development Officer; The City Health Officer; The City Treasurer; The City Budget Officer; The Chairperson of the Committee on Social Services; The Chairperson of the Committee on Health; The Chairperson of the Committee on Education, Science & Technology, Arts & Culture; i. The City School’s Division Superintendent of Davao City; j. The Chief of Hospital of Southern Philippines Medical Center; k. The Administrator of the Davao City Special Needs Intervention Center; l. The representative of the Professional Organization of Occupational Therapists of Davao City; m. The representative of the Professional Organization of Physical Therapists of Davao City; n. The representative of the Professional Organization of Speech Pathologists of Davao City; o. The representative of the Association of Special Education Teachers of Davao City; p. The representative of the Philippine Society for Developmental and Behavioral Pediatrics; q. One (1) distinguished citizen of the community representing the parents of children with special needs to be appointed by the City Mayor; The member of the Council appointed by the City Mayor shall serve for three (3) years, and thereafter, the Mayor will appoint his/her successor.

SECTION 8. QUALIFICATIONS. All members of the Council shall be Filipino citizens and residents of Davao City.

SECTION 9. COMPENSATION. Council Members shall serve without compensation, other than honorarium, for attendance in Council meetings and for official business, only duly authorized by the Board, subject to availability of funds.

SECTION 10. PROHIBITION. Members of the Council shall not have any business interest, directly or indirectly, in any aspect of the center operations.

SECTION 11. POWERS AND DUTIES OF THE COUNCIL. The Council shall have the following powers and duties, in consonance with existing laws: a. To receive and appropriate such sums of money, properties, or materials as may be provided by an Ordinance of the City of Davao for the support of the CENTER; b. To establish the necessary curricula, programs and projects responsive to the social and economic needs of children with special needs; c. To recommend and to sit as a member of the Human Resource Merit Promotion and Selection Board (HRMPSB) in the selection for positions to be filled up by the Council on recommendation of the Center Administrator: namely: the Official of the Center, the teachers who have training in special education, intervention, therapy, support personnel, technical advisers and other Center personnel, and to remove them for just cause after an investigation and hearing shall have been conducted; d. To prescribe rules for its own governance and to enact, for the governance of the CENTER, such general policies, rules and regulations which are consistent with its purpose as defined in Section 4 of this Ordinance; e. To provide a compensation scheme, including direct and indirect fringe benefits for all CENTER personnel, and to fix their hours of work, duties and such other conditions and processes as it may deem proper under existing laws; f. To receive in trust, tax free, all legacies, gift donations and grants of personal and real properties and other forms of donation, and to administer the same for the benefit of the CENTER in accordance with the instructions of the donor, or in default thereof, in such other manner as it may determine; g. To act expeditiously on all academic matters referred to it by the Academic Division; h. To provide a system of scholarships and fellowships, and to award the same to students, faculty, and the staff on the basis of merit and fitness; i. To establish a system for the initial assessment, check-up and succeeding evaluations and follow ups of special needs children in partnership with the Child’s Institute of the Southern Philippines Medical Center (SPMC), and any member of the Philippine Society for Developmental and Behavioral Pediatrics; j. To provide a grievance machinery for any concern involving students, faculty, staff and employees in the CENTER; and k. To perform other things not inconsistent with law and as it may deem appropriate for the proper guidance and operation of the CENTER. SECTION 12. ACTIONS AGAINST THE COUNCIL. Actions and processes against the Council shall be served to the Center Administrator or the Center Secretary thereof.

SECTION 13. CREATION OF POSITIONS. The Davao City Special Needs Intervention Center shall be composed of the following personnel: One (1) DCSNICC Center Manager; One (1) Administrative Officer II; One (1) Physician/Pediatrician One (1) Nurse; One (1) Audiologist; One (1) Optometrist; One (1) Occupational Therapist; One (1) Physical Therapist One (1) Speech and Language Therapist; One (1) Psychologist; One (1) SPED Teacher – Visual Impairment One (1) SPED Teacher – Hearing Impairment One (1) SPED Teacher – Intellectually Handicapped; One (1) SPED Teacher Two (2) Auxiliary Teachers One (1) Administrative Aide VI; One (1) Administrative Service Assistant; and One (1) Janitor.

SECTION 14. RESPONSIBILITY FOR SPECIAL EDUCATION ADMINISTRATION. Responsibility for special education administration shall devolve upon the Center Manager and Center officials.

There shall be an Administrative Section, an Allied Medical Services Section and a Special Education Section with the Center Manager as the Presiding Officer.

SECTION 15. THE CENTER SECTIONS. The Special Education Section shall consist of the Center Manager as the Presiding Officer and the teachers with the rank of instructor and above.

The Special Education Section shall be responsible for determining curricular offerings, courses of study, academic policies and rules and disciplines, requirements for admission and retention, subject to the approval of the Council upon the recommendation of the Center Manager.

The Administrative Section shall be headed by the Center Manager as the Presiding Officer, and the heads of all administrative matters, which shall be in support of the instruction, research and the extension services of the CENTER. Allied Medical Services Section shall be responsible for the planning, implementation, execution and monitoring of therapeutic services for children with special needs.

SECTION 16. THE SECRETARY OF THE CENTER. There shall be a Secretary of the Center who shall serve as Council Secretary, responsible for all documentation, records, and information dissemination of all decisions of the Center Manager and the Council to ensure proper implementation, monitoring and evaluation.

SECTION 17. CENTER POLICY. The Council shall formulate policies that shall encourage students as well as parents to participate in the programs initiated by the City Government of Davao.

SECTION 18. CURRICULUM. The Curriculum of the CENTER shall be affirmed and approved by the Council. It shall conform to the standard requirements of DepEd and any change/enrichment/enhancement thereto shall be implemented based on the approval of the Council.

SECTION 19. COLLECTION OF FEES. The CENTER shall not collect tuition fee, professional fee or any other fees from students/parents, other than those authorized by the Department of Education and the City Government of Davao.

SECTION 20. FUNDING. The City Government shall allocate funds from the City’s General Fund to ensure the delivery of basic services of the Center. Further, additional funding requirements necessary for the smooth operation of the CENTER may be referred to the Local School Board (LSB) for appropriate action.

The CENTER may receive funding from Non-Government Organizations (NGOs) such as donations, grants, etc.

SECTION 21. ADDITIONAL COMPENSATION. To attract competent, dedicated and committed allied medical services personnel, teaching and non-teaching staff shall be for the account of the City Government’s General Fund.

SECTION 22. COUNCIL MEETING. The Council shall meet regularly once in every quarter or in a special session as may be deemed necessary by the Chairperson and the Center Manager or any nine (9) of its members. A majority of the members shall constitute a quorum to transact business. All acts of the Council shall be collegial and no member may take action, on any matter, on his own.

SECTION 23. GENERAL PROVISIONS. The Sangguniang Panlungsod shall appropriate funds deemed necessary for the operation of the CENTER. The budget shall be under the account of the City Social Welfare and Development Office (CSWDO), provided further that the Sangguniang Panlungsod may also appropriate additional funds for special programs as may it deem necessary to be undertaken by the Center, outside of its regular budget.

SECTION 24. EMBLEM, COLOR AND SEAL. The CENTER shall adopt its emblem, color, seal and other appurtenances consistent and reflective of special education and values that shall enhance the dignity of Filipino children with special needs.

SECTION 25. REPORTS. There shall be an annual report prepared by the Council to be submitted to the City Mayor, the Sangguniang Panlungsod and the Department of Education (DepEd) setting forth the programs, conditions, needs, problems, and progress made by the Center.

SECTION 26. SEPARABILITY CLAUSE. If for justifiable reasons, any section or provision of this Ordinance is declared unconstitutional or invalid by a competent court, no other section or provision shall be affected thereby.

SECTION 27. REPEALING CLAUSE. Any resolution, ordinance or any part hereof found inconsistent with the provisions of this Ordinance, are hereby repealed and/or modified accordingly.

SECTION 28. EFFECTIVITY. This Ordinance shall take effect upon its approval.

The fishing industry here reportedly lost an estimated P300 million in combined revenues during a four-day partial lockdown in September at the fish port complex due to COVID-19 infections.

James finished with 33 points, nine rebounds and nine assists, Davis made 14 of his first 15 shots on the way to 32 points, and the Lakers took a 2-0 lead in the title series by beating the short-handed Miami Heat 124-114 on Friday night (Saturday, Manila time). The Lakers shot 51%, making 16 consecutive shots from 2-point range in a stretch that started late in the first quarter and ended late in the third.

The Lakers also took a season-high 47 3s, making 16.

Jimmy Butler finished with 25 points, 13 assists and eight rebounds for Miami, which played without injured starters Bam Adebayo (neck and left shoul-

der) and Goran Dragic (torn left plantar fascia). The Heat scored 39 points in the third quarter and that was only good enough to cut a 14-point halftime deficit to a 10-point hole going into the fourth, mainly because they just couldn’t get enough stops.

“It’s a great team that we’re playing, and we understand that,” James said.

The Lakers, so far, have just been better.

Game Three is Sunday night. It’s unclear if Dragic, Adebayo or both could return; each lobbied to play Friday night, before the Heat had to make the call to keep them sidelined.

It’s also unclear how much it will matter.

Nadal, Thiem advance to last 16 in French Open

efending French Open champion Rafael Nadal and Austria's Dominic Thiem have continued their unblemished starts at the French Open with successive straight sets victories in the third round.

Nadal, the 12-time champion, recorded his 96th Roland Garros win as the world No.2 crushed Italy's Stefano Travaglia 6-1 6-4 6-0 to ease into the last 16.

Thiem prevailed 6-4 6-3 6-1 against Norway's Casper Ruud earlier on Court Philippe Chatrier and goes on to face 20-year-old Frenchman Hugo Gaston, who produced the upset of the day.

Qualifier Gaston, who is ranked at 239 in the world, bested 2015 French Open champion Stan Wawrinka of Switzerland over five sets as he fought from a set down to succeed 2-6 6-3 6-3 4-6 6-0.

It was a good day for Italian players as 19-year-old Jannik Sinner progressed 6-3 7-5 7-5 against Argentina's Federico Coria while compatriot Lorenzo Sonego defeated American Taylor Fritz after a record tie-break 7-6 (7-5) 6-3 7-6 (19-17).

Nadal will have the chance to equal Roger Federer's record of 20 grand slams if he goes on to lift the trophy again for a record-extending 13th time.

The Spaniard asserted his dominance on the clay against Travaglia in the first set en route to victory in 1 hour 31 minutes.

Nadal comes up against 20-year-old US qualifier Sebastian Korda, who is the son of the Czech Republic's 1998 Australian Open winner Petr.

"He's my biggest idol," Korda commented on Nadal after his 6-4 6-3 6-1 win over another Spaniard Pedro Martinez.

Miami and L.A. are 23-0 in the previous instances. And the last time the Lakers’ franchise has wasted a 2-0 lead was in the 1969 finals against Boston.

Kelly Olynyk scored 24 points for the Heat, who trailed by as many as 32 in Game 1 and — even without Adebayo and Dragic — were far more competitive in Game 2. Miami got within nine points in the fourth, but never got close enough to truly put a scare into the Lakers.

Tyler Herro had 17, Kendrick Nunn scored 13 and Jae Crowder had 12 for the Heat. Herro and Meyers Leonard took Dragic’s and Adebayo’s spots in the starting lineup.

Neymar nets brace as PSG routs Angers

ARIS — Neymar scored his first goals of the season to help Paris Saint-Germain make up some lost ground in the French league with a 6-1 rout of visiting Angers on Friday.

PSG moved up to second in the sixth round after winning four games straight. The defending champion started with two defeats.

Kylian Mbappé, who also scored, had the first big chance at Parc des Princes in the fifth minute saved by the quick reacting Angers goalkeeper Paul Bernardoni.

Defending champion Rafael Nadal advanced to the last 16 of the men's draw.

But the home side did not have to wait long for the breakthrough, a fine goal from Alessandro Florenzi in the seventh minute. The Italian defender lifted the ball over an opponent with his fist touch, then lobbed it over another defender inside the far post with his next. It was his first goal for PSG since his summer switch from Roma.

Neymar was next to test the ‘keeper, but Bernardoni wasn’t beaten until the 36th, when Mbappé cut in between two defenders before teeing the ball up for Neymar to shoot in off the underside of the crossbar.

GAB to reinstate Calvin Abueva’s license

he Games and Amusements Board (GAB) on Friday decided to reinstate Calvin Abueva’s professional athlete license.

GAB chairman Baham Mitra announced that the Phoenix forward can get his license back in a major breakthrough toward his possible return to action for the upcoming Philippine Basketball Association (PBA) bubble.

The PBA first slapped Abueva with an indefinite suspension for his unsportsmanlike conduct to a fellow player and another player’s loved one during last year’s Commissioner’s Cup, leading to GAB putting his license on hold as well.

“Calvin Abueva was remorseful in what he did and was sincere enough to accept his wrongdoings and asked for an apology for his actions with a promise not to repeat the same mistakes and set a good example to the audience especially the young fans,” Mitra said.

Mitra added, though, that

Abueva must undergo a seminar about the Code of Conduct and Ethical Standards of a Professional Athlete and a mandatory drug test.

In a text message to the Philippine News Agency, GAB commissioner Eduard Trinidad, who met with Abueva and Fuel Masters interim coach Topex Robinson recently, revealed how Abueva can attend the seminar.

“Ang unang napag-usapan namin, pupunta siya ng GAB office. Doon siya mag-seminar and medical (What we first agreed upon is that he will go to the GAB office.

He will attend the seminar and undergo medical tests there),” Trinidad said.

He added that Abueva can ask permission from the PBA to go to Makati City, from the league’s bubble in Angeles City in Pampanga, to attend the seminar. (PNA)
