"Upon the recommendation of the Department of Tourism (DOT) to explore various ways in restarting tourism activities during quarantine, the Inter-Agency Task Force for the Management of

Emerging Infectious Diseases (IATF-EID) approved during its Principals Meeting on 10 September 2020 to allow staycations under GCQ," Romulo-Puyat said in a text message.

She defined staycation as a "minimum overnight stay for leisure purposes" in a DOT-accredited accommodation establishment located near one’s residence.

resident Rodrigo Duterte has signed into law the Bayanihan to Recover as One Act, which provides for a PHP165.5-billion fund to finance the country’s response and recovery interventions intended to mitigate the impact of the coronavirus disease 2019 (Covid-19) pandemic.

Presidential Spokesperson Harry Roque confirmed in a statement on Friday that Duterte signed the law, which also grants special powers anew to the president to best deal with the pandemic.

“We confirm that President Rodrigo Roa Duterte signed into law the Bayanihan II or the Bayanihan to Recover As One Act,” he said.

Roque thanked the leaders of both Houses of Congress for the swift passage of the measure that was ratified in August.

“We consider the Bayanihan II crucial in our efforts to gradually re-open the economy, support businesses and revitalize growth as we make our country resilient to Covid-19 by strengthening our health sector, particularly our healthcare capacity and pandemic response,” Roque said.

Executive Secretary Salvador Medialdea and President Duterte’s former aide and Senator Christopher “Bong” Go have also confirmed the signing of the law in separate messages.

The stimulus package consists of PHP140 billion of regular appropriations and an additional standby fund of PHP25.5 billion.

Under the law, PHP3 billion will be allotted for the procurement of personal protective equipment, face masks, and face shields; PHP4.5 billion for the construction of temporary medical isolation and quarantine facilities and the expansion of government hospital capacity; and PHP13.5 billion for emergency employment and compensation of health workers.

A total of PHP4.5 billion will be used to finance isolation facilities, hotel accommodation, food, and transportation of Covid-19 patients; and PHP5 billion for the hiring of contact tracers.

The IATF-EID on March 27 approved the use of the RapidPass, a virtual identification system developed

The system, which allows for faster travel using QR codes, was launched last April to decongest quarantine checkpoints when the Luzon-wide enhanced community quarantine was imposed.

Eased contraction in July gives exporters ‘cautious optimism’

he slowdown in contraction of merchandise exports in July has given Philippine exporters a ‘cautious optimism’ that they are on the path to recovery, an official of the Department of Trade and Industry (DTI) said Friday.

DTI Export Marketing Bureau (EMB) director Senen Perlada said exports of goods in July 2020 amounted to USD5.65 billion, a 9.6-percent decline from the previous year.

Contraction of merchandise exports has eased to single digit in July since the outbreak of Covid-19 in the country in March, the time when the government started to implement community quarantine measures.

Export revenues in March went down by 24.7 percent, 49.9 percent in April, 26.9 percent in May, and 12.5 percent in June.

“The sharp fall in April 2020 year-on-year performance, at the onset of the pandemic where most economies went on lockdown, was dramatically halted from further plummeting and rebounded in the next three months, to bring the exports value much closer to the same level of trade last year,” Perlada said in a statement.

Year-to-date contraction of exports in January to July 2020 period also slowed down to 16.4 percent from 17.6-percent decline in the first half of the year.

“The sustained slowdown in the rates of decline in both year-on-year and year-to-date terms provides for cautious optimism that merchandise exports are on the path to recovery,” the trade official said.

he Philippine Economic Zone Authority (PEZA) has proposed to lower the export threshold to 50 percent for economic zone locators to help them survive as global demand remains low due to the coronavirus disease 2019 (Covid-19) pandemic.

PEZA Director General Charito Plaza said in a joint bilateral chambers' webinar on Friday that increasing domestic market sales allowance for ecozone locators will also help the local economy.

“By the increasing the LSA (local sales allowance) for foreign locator companies from 30 percent to 50 percent, this will benefit not just the export producers with their expanded

sales and increased access to the domestic market but also the local economy through the ecozone’s enhanced forward and backward linkages, and local consumers’ access to quality export products,” Plaza said in her presentation.

She added that this is one of PEZA’s Covid-19 management measures to help locators afloat as well as the economy amid the global health crisis.

Lowering the export threshold from 70 percent to 50 percent, to also increase local sales allowance from 30 percent to 50 percent for foreign companies, is a key amendment to the PEZA law which the agency is proposing.

ESCARIO STREET, DAVAO CITY In prewar maps, Bonifacio Street, the road that links Legaspi Street (now Pelayo, Sr.) to Claveria Street (C.M. Recto), traversed by Bolton (Paciano Bangoy), Ponciano Reyes (Cayetano Bangoy) and Anda (Feliciano Iñigo), was officially known as Escario Street.

Escario is honored in city streets in the same breath as Spanish conquerors Hernán Cortés de Monroy y Pizarro, Miguel López de Legazpi, Fernando Magallanes, and Jose Oyanguren y Cruz, and governor generals Simon de Anda y Salazar and Narciso Claveria y Zaldua.

In Spanish, writing names starts with the first name, then the father’s last name, and the mother’s maiden surname.

Conversely, in American tradition, the sequence is different, i.e., first name, second name or mother’s surname, and father’s family surname. Following Spanish custom, Escario’s full name is written as Federico Garcia y Escario. Who was Escario?

A Spanish army officer, Escario started his military career in the Philippines. He returned to Spain in 1872 to join the Third Carlist Civil War (187275) and was wounded in action in Puente la Reina, earning him the rank of lieutenant. He also took part in the battle of Lácar and Lorca 1875) and in the siege of Bilbao, Spain. Twenty-three years later, as a colonel, he was sent to Matanzas, Cuba, where he vigorously fought the Cuban rebels.

The Encyclopedia of the Spanish-American and Philippine-American Wars (2009) described Escario’s military exploits in detail: “On June 22, 1898, he led a column of 3,752 Spanish soldiers from Manzanillo… to reinforce Santiago de Cuba, then under Assault by U.S. expeditionary forces. This march, undertaken under adverse conditions, covered 160 miles of extraordinary difficult terrain in 11 days. En route, the column fought more than 40 skir-

mishes with Cuban insurgent forces and suffered a 10 percent casualty rate from combat, disease and 68 soldiers wounded.

Escario arrived with his men at Santiago on the night of July 2.

“Although Cuban insurgent Maj. Gen. Calixto Garcia y Iniguez had wanted to send 2,000 of his men to intercept the column, U.S. V Corps commander Maj. Gen. William R. Shafter had insisted that the insurgents maintain adequate strength in the Santiago area to protect the American flank while at the same time guarding the Manzanillo Road. While Garcia ordered Gen. Salvador Hernandez Rios to intercept Escario’s column, Garcia lacked the resources to do that and protect the American flank.

“In order to have prevented the Spanish reinforcement, he would have had to break contact with the American right flank. In any case, the insurgents had managed to delay the arrival of Escario’s column until after the Battle of San Juan Hill.

Nonetheless, Shafter’s unwarranted charges created some ill will and served to undermine U.S. confidence in the insurgent forces.”

Col. Escario’s military contingent in the Spanish-American War was the Regimiento de Infanteria “Isabel la Catolica” No. 75 (Infantry Regiment “Isabel la Catolica” Nr. 75). It consisted of two battalions and a staff detachment, with each battalion comprising of 83 officers and 2,004 men. After the Cuban campaign, he was promoted to brigadier general.

Later, he served as commissioner and was instrumental in the negotiation that led to the signing of the Santiago de Cuba Agreement. Repatriated to Spain after the conflict, he served as military governor of Alicante Province, in Spain, and was elected member of the Cortes, the Spanish parliament.

It’s unclear what year was Escario honored with a street in Davao. What is clear, though, is that the road that carried

his name was originally an extension of Cortes Street, a long thoroughfare stretching from Quezon Blvd. to Legazpi Street.

For some reason, this old street was cut into two and the section that runs parallel to Rizal Street was renamed as Bonifacio.

In the 1944 American military map, Bonifacio did not denote a street but referred to the littoral areas collectively known as Piapi. The boulevard that traversed this shoreline region was still known as Washington, commencing from the Magallanes-Claveria junction and ending at present-day J.P. Laurel Avenue.

At the time, Frank W. Carpenter Street, named after the American governor of the Department of Mindanao and Sulu (1913-20), was the original name of Tomas Monteverde Avenue. It was only later that Carpenter Street, now Leon Ma. Garcia, Sr., was conferred on a short stretch commencing from Monteverde Avenue up to Lapulapu Street.

THERE IS POWER IN PRAYER “Prayer is more than verbally filling in some requisition blanks,” Billy Graham states. “It’s fellowship with God! It’s communion with the Lord through praising Him, rehearsing His promises, and then sharing our needs.”

Atty. Nick Mabale Caraquel, a friend who grew up in San Isidro, Davao Oriental, is a fine young man who believes in prayer. He came from a poor family who has seven children. When he was in third grade, his parents requested him to stop going to school and instead asked him to help them by selling banana cues in the bus terminal. He was saddened; he wanted to continue his studies but he had no choice. “I prayed that someday I would understand God’s reason why He allowed it,” he said.

But Nick, who believes in education, was able to finish elementary. And it came to pass that when he was graduating from high school, the government offered for the first time the State Scholarship Program (SSP) to poor but deserving students to study in private schools. He applied and was awarded as one of the 13 SSP scholars in the country.

The scholarship was his ticket to enroll at the Ateneo de Davao University, where he took BS Industrial Engineering. After graduation, he worked in one of the big companies in Cagayan de Oro City. However, his childhood dream of becoming a lawyer beckoned. With the money he saved, he decided to fulfill his dream. He pursued law at Xavier

University and passed the bar in 2003.

In 2007, Nick visited the United States to look for better opportunities. Three weeks after his arrival, he attended a mass and prayed. After coming out from the church, he asked his friends to pray for him. He recalled: “If God has better plans for me in America, the Nestle USA will call my friends’ landline the following Monday at 9 am.” True enough, at 9 in the morning that Monday, the phone rang and the company called. He was hired.

In 2012, Nick decided to work as a full-fledged lawyer in New York City. With only three weeks approved vacation from his work, he concentrated on 13 out of 21 subjects for the 2-day New York bar examinations. The first day was the toughest; it had the NY Bar five essay questions.

After the morning sessions, Nick went to his hotel and prayed.

He asked God to give him at least one topic he could focus on.

Should that selected topic be one of those that will come out, he assumed that with God’s guidance, he would pass the bar exam. Out of nowhere, someone whispered in his ears to concentrate on libel and defamation.

So, when Nick went back for the afternoon session, he was ready. And lo and behold the topic was -- hold your breath!

-- about libel and defamation. It was then that he knew he would pass the bar exam. And he did.

A few months later, Nick was in a quandary whether he would stay in the US or be back in the

Philippines, although deep inside him, he wanted to stay. Again, he prayed asking that if his plans aligned with His plan for him, he will receive his American citizenship notification on or before April 2 (Thursday). And, yes, it happened as he had requested.

“All my life,” he says now, “I am guided by prayers in every major decision I make. It’s a trait I learned from my mother. I always ask for God’s sign to give me confidence that the decisions I make are aligned with His.” When we depend on man, we get what man can do. But when we depend on prayer, we get what God can do.

Somewhere in Africa, a missionary and his helpers were forced to camp on a hill. They carried money and were fearful of an attack. After prayer, they went to sleep.

Months later, a brigand chief was brought to the mission hospital. He asked the missionary if he had soldiers to guard him that special night. “We intended to rob you,” he said, “but we were afraid of the 26 soldiers.”

When the missionary returned to his country, he shared the story during a church service.

As he recalled the incident, one man jumped to his feet and interrupted the missionary and asked if he could tell him the exact date it happened. The missionary did.

Upon hearing this, the man told the missionary: “On that very night in Africa, it was morning here and I was preparing to go play golf. But I felt something unusual – the urge to pray for you. In

fact, the urging of the Lord was so strong, I called men in this church to meet with me here in the sanctuary to pray for you.” Then, facing the congregation, the man asked: “Would all of those men who met with me on that day stand up?”

The men who had met together to pray that day stood up.

The missionary wasn’t concerned with who they were, he was too busy counting how many men who stood up. Yes, you’re right – there were 26!

In praying, we must not forget that our prayers are to be answered. Some are answered just as we wish; some are answered in a way different from what we wish – in a better way! Some are answered by a change in us; some by a change in others. Some are answered by the giving of a greater strength to bear trials, and some by the lifting of the trials. Some at once; some in years to come; and some may take eternity.

Yes, God always answers prayers – in his own mysterious ways. Dr. Robert Schuller reminds us in his thought-provoking piece: “When the idea is not right, God says, ‘No.’ No – when the idea is not the best. No – when the idea is absolutely wrong. No – when though it may help you, it could create problems for someone else.

“When the time is not right, God says, ‘Slow.’ What a catastrophe it would if God answered every prayer at the snap of your fingers. Do you know what would

happen? God would become your servant, not your master. Suddenly, God would be working for you instead of you working for God. Remember: God’s delays are not God’s denials. God’s timing is perfect. Patience is what we need in prayer.

“When you are right, God says, ‘Grow.’ The selfish person has to grow in unselfishness. The cautious person must grow courage. The timid person must grow in confidence. The dominating person must grow in sensitivity.

The critical person must grow in tolerance. The negative person must grow in positive attitudes.

The pleasure-seeking person must grow in compassion for suffering people.

“When everything is alright, God says, ‘Go.’ Then miracles happen: A hopeless alcoholic is set free. A drug addict finds release.

A doubter becomes a child in his belief. Diseased tissue responds to treatment, and healing begins.

The door to your dream suddenly swings open and there stand God saying, ‘Go!’” “The prayer power,” says J. Hudson Taylor, “has never been tried to its full capacity… If we want to see mighty wonders of divine power and grace wrought in the place of weakness, failure and disappointment, let us answer God’s standing challenge, ‘Call unto me, and I will answer thee, and show thee great and mighty things which thou knowest not!’”

Just remember this: “More things are wrought by prayer than this world dreams of,” wrote Alfred Lord Tennyson.

ORDINANCE NO. 0247-20 Series of 2020 AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 EMERGENCY RESPONSE POLICIES Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that:

SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE INSTITUTING THE DAVAO CITY COVID-19 EMERGENCY RESPONSE POLICIES.” SECTION 2. COVERAGE – This Ordinance shall be imposed upon all persons, entities and establishments within the City of Davao, until the existing Community Quarantine or State of Public Health Emergency is lifted, or unless any part therein is earlier modified, withdrawn or extended.

SECTION 3. COMMUNITY QUARANTINE – The entire City of Davao is placed under Community Quarantine which shall have the following effects: 1. No person can go out of their residence, dwelling, and its immediate surroundings except those who will buy food or medicine, go to the hospital or in an emergency situation, and except as herein provided; 2. Imposing a social distancing measure of at least two meters between all persons in public areas; 3. Face masks are mandatory when going out in public; 4. Suspension of all mass gatherings including those which are religious, educational, or recreational in nature; 5. The implementation of a flexible work plan or a work from home system for all public and private employment; 6. All public and private educational institutions should prepare for online enrollment procedures and the possibility of online classes for the months of April to July 2020; 7. All private hospitals in Davao City are not allowed to admit Persons Under Investigation (PUIs) and COVID-19 positive patients. The Southern Philippines Medical Center (SPMC) shall be the primary hospital for severe and critical COVID-19 PUI and positive patients.

Other centers available for mild PUIs shall receive patients referred to them by SPMC. SECTION 4. LAND TRAVEL – A. Non-essential travel – All non-essential travel to, from and in Davao City is suspended.

Travel into, out of and within Davao City is allowed only for the following: 1. Going to and from work; 2. Delivery of essential goods and services; 3. Buying food, medicines and other essential goods, or availing of essential services; 4. Going to the hospital, dentist, pharmacy or for medical emergencies; 5. Law enforcement officers and those officially assisting in the fight against Covid 19; 6. Other analogous humanitarian considerations.

Anyone can leave the city at any time but cannot come back during the quarantine period.

B. Public Transportation – 1. Jeepney drivers shall continue to work for the government by providing public transportation service, sanitation of jeepney units, implementation of social distancing and wearing of masks in public; 2. Taxis shall accommodate a maximum of two (2) passengers only per trip. Tricycles and trisikads shall carry one (1) passenger only per trip; 3. There shall be a “no-mask, no ride” policy in the use of all kinds of public transportation; C. Truck Ban – The schedule of the ban of trucks along the highways is hereby lifted, until later restored.

D. Cargo – No person or vehicle shall be allowed to enter Davao City except for vehicles with cargo and one (1) driver with no assistant. “Cargo” shall include animals, vegetables, and all other non-living things but not dead human bodies. The following are additional rules for cargoes: 1. The driver cannot disembark from the truck; 2. Cargo vehicles assistants may disembark at the checkpoint and wait for the truck to come back and leave Davao City; 3. Cargo vehicle final destination must be within Davao City;

4. Empty cargo vehicles may come in to pick up cargo inside Davao City with one (1) driver only and no assistant.

SECTION 5. SEA TRAVEL – All sea travel into Davao City is hereby suspended, except for sea cargo and government vessels. Vessels can unload cargo in any port in the City but all personnel and crew of the vessels are prohibited from disembarking from the vessels.

SECTION 6. AIR TRAVEL – Domestic and Foreign Air travel to and from Davao City at the Davao International Airport shall be suspended until the same is lifted by the City Government.

The following are exempted from suspension: 1. Cargo flights 2. Medical Evacuations 3. Weather Mitigation flights 4. Maintenance flights 5. Government and Military flights 6. Flights specifically allowed by the City Government; 7. Emergency landings: a. As much as possible, no crew or passenger may disembark without prior notice; b. Passengers or crew who disembark must be placed under isolation upon landing; 8. Recovery flights for expatriates, subject to prior clearance with the City Government; SECTION 7. CLOSURE OF ESTABLISHMENTS – All establishments and offices must be closed for the duration of the Community Quarantine; 1. Exemptions: The following are allowed to remain open, but, whenever possible, a skeletal workforce arrangement must be implemented to create distancing between employees: a. b. c. d. e. f. g. h. i. j. k. l. m. n. o. p.

government offices, groceries, supermarkets, and wet markets/palengkes, food commissaries, food manufacturing and food delivery services, wholesale stores, convenience stores and sari-sari stores, hospitals, medical laboratories, and the like pharmacies, drugstores, and the like banks and ATMs, savings and credit cooperatives, money-transfer services and bayad centers, courier services, other delivery services, manufacturing, fabrication, construction companies and hardware stores, doctors and dentists’ clinics, gas stations, water refilling stations, LPG stations, and business process outsourcing/call centers

provided that: a. All open business establishments and private offices should hire augmentation security personnel for their facilities; b. All restaurants, cafes, bakeries and other similar food establishments should close down their dining area and open only for take-out, in-house delivery or food delivery services; c. All wet markets/palengkes must have an entrance, exit and one way direction for people to go through. People cannot turn around and go back and cannot roam around the wet markets/palengkes; d. Sari-sari stores must not allow people to stay and loiter, and must be closed during the curfew hours of 9:00 P.M. to 5:00 A.M. of the next day; e. Ambulant food and non-food vendors are prohibited from selling anywhere; f. Manufacturing, fabrication, construction, agri-business and other similar sectors should reduce workload and extend their deadlines to significantly reduce laborers in the job site and to create a two meter distance between laborers; g. All backyard cockfighting/sabong shall be prosecuted under pertinent laws and regulations; 2. All other business establishments and private offices not mentioned are required to close, shift to online work and implement a work at home scheme.

SECTION 8. BUSINESS PROCESS OUTSOURCING (BPO) OFFICES – BPOs/Call Centers, per mandate of Department of Trade and Industry Memorandum Circular No. 20-08, Series 2020, have two (2) options only: 1. Skeleton workforce with social distancing and appropriate temporary accommodation arrangements within the vicinity and with shuttle service; 2. Work from home arrangements; If BPOs/Call Centers cannot comply with either of the two options, it shall be closed down immediately.

SECTION 9. CURFEW – A daily curfew from 9:00 P.M. to 5:00 A.M. of the next day shall be imposed upon all persons within the City of Davao, until the existing Community Quarantine is lifted.

Exemptions from the curfew are: 1. Employees of establishments providing basic necessities, i.e. those employed in: a. public markets, supermarkets, groceries, convenience stores, b. hospitals, medical and dental clinics, pharmacies and drug stores, c. food preparation and delivery services, water-refilling stations, manufacturing and processing plants of basic food products and medicines, d. banks, couriers, money transfer services, e. power, energy, water and telecommunications supplies; f. media personnel; g. public transportation or the transportation of goods and services; h. persons transiting to and from work; provided those persons enumerated above shall present their necessary identification and certificate of employment; 2. Persons accessing basic necessities and emergency services such as: a. Those buying food or medicines; b. Those requiring immediate health services; c. Those doing other essential activities covered by analogous medical and humanitarian reasons.

3. Authorized government officials and personnel of law enforcement agencies; 4. Persons officially assisting in the fight against COVID-19.

Any person not covered by the exemption who are outside their residences during the curfew hours are in violation of this Ordinance and shall be reprimanded and sanctioned accordingly.

SECTION 10. SPECIAL CURFEW FOR VULNERABLE SECTORS – All senior citizens, minors, pregnant women, sick and immune-compromised individuals within the City of Davao are mandated to remain in their homes under a twenty-four (24) hour curfew or home quarantine.

Those covered under this Ordinance may leave their households in case they are the sole head of the family capable of accessing necessary goods and services, to answer to medical emergencies, or to undergo routine medical procedures for chronic illnesses.

SECTION 11. LIQUOR BAN – A liquor ban from 5:00 P.M. to 8:00 A.M. of the next day shall be imposed upon all persons within the City of Davao, until the existing Community Quarantine is lifted.

No person or entity shall sell or serve liquor, alcoholic beverages, coconut wine and other nature wines and the like that causes intoxication within the period provided.

SECTION 12. FUNERALS – Funeral parlors and private and public cemeteries are mandated to impose a “family members only” wake and burial and at all times demand compliance and observance of two (2) meter distance between family members and frequent handwashing with soap and water.

SECTION 13. PATIENT UNDER MONITORING (PUMs) – Asymptomatic patients who within 14 days prior, have recent travel history to identified areas with local Covid-19 transmissions, or have been exposed to other PUMs, must be quarantined at home or at barangay isolation units for 14 days to monitor the development of symptoms.

Any PUM who: 1. Refuses to comply with the home quarantine or isolation; 2. Fails to fully comply with the terms of the home quarantine or isolation; 3. Escapes or avoids home quarantine or isolation after being defined as a PUM; shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 14. PATIENT UNDER INVESTIGATION (PUIs) – Patients who are exhibiting symptoms and who within 14 days prior, have recent travel history to identified areas with local COVID-19 transmissions or have been in close contact with a confirmed COVID-19 case, or have been in close contact with other PUIs must refer themselves or the affected patient to the proper authorities.

Any PUI who: 1.

Refuses to comply with the home quarantine or isolation; Fails to fully comply with the terms of the home quarantine or isolation; Escapes or avoids home quarantine or isolation after being defined as a PUI;

shall be in violation of this Ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 15. FAILURE TO DISCLOSE – Any person, who fails to immediately disclose the fact of their recent travel history to Covid-19 areas with local transmission, or exposure to known PUMs or PUIs, shall be in violation of this ordinance and shall be subject to government intervention, without prejudice to other criminal actions.

SECTION 16. PENALTY CLAUSE – A. Any violation of Sections 2 to 12 of this Ordinance shall be punished by: • 1st Offense – a Fine of P3,000 • 2nd Offense – a Fine of P5,000 and/or imprisonment of not more than 1 year, at the discretion of the court without prejudice to the prosecution of other criminal actions.

B. Any violation of Sections 13, 14 and 15 of this Ordinance shall be punished by a Fine of P5,000 and imprisonment of not more than 1 year, at the discretion of the court, without prejudice to the prosecution of other criminal actions.

Provided, that if the offender is a minor, the laws and regulations of the Philippines concerning minors shall apply, but the parent or guardian of such minor shall pay the stated fines.

SECTION 17. SEPARABILITY CLAUSE – If, for any reason, any Section of this Ordinance is declared unconstitutional or invalid, the other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 18. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 19. EFFECTIVITY — This Ordinance shall take effect 15 days upon approval and publication in a newspaper of local circulation in the City of Davao.

“Mr. House is leaving the NBA campus and will not participate with the Rockets team in additional games this season,” the league said in a statement on Friday (Saturday, Manila time).

“The NBA has concluded its investigation of a recent violation of campus health and safe-

ty protocols. The findings are that: (i) Houston Rockets forward Danuel House had a guest in his hotel room over multiple hours on September 8 who was not authorized to be on campus and (ii) no evidence was found that other players or staff had contact with the guest or were involved in this incident.”

Earlier reports said House sneaked a female COVID-19 testing official into his hotel room.

The Austrian Thiem, 27, won in straight sets, 6-2, 7-6, 7-6, on Friday night, though the match was far from routine. He will play No. 4 Alexander Zverev of Germany in Sunday’s final.

In the first set Medvedev, 23, became suddenly unnerved after suffering a break of his serve to go down 2-4. Medvedev, serving at 30-40, believed his first serve was long; Thiem returned the ball but the Russian was not allowed to challenge the call on his own serve, though even the Austrian argued that he should have been able

to. The incorrect “out” call stood, Medvedev lost his serve, and Thiem went on to ride out the set against a visibly perturbed Medvedev. It was the first set Medvedev had lost in the 2020 US Open.

Thiem handed the momentum right back to Medvedev at the beginning of set number two, committing a rash of unforced errors to lose his serve right off the bat. Medvedev raced to a 5-3 lead and was two points from notching the match at one-set-all, but he couldn’t capitalize. The 6-foot-6 Russian served for the set at 5-4 and though he hadn’t faced a breakpoint all set, Medvedev was broken, as Thiem upped the pace of his shots.

In a tense, tactical tiebreak—a real fight—Medvedev made several poor shot choices: a misjudged drop shot and a poor serveand-volley to get in trouble.

Another badly executed drop shot at 6-6 by Medvedev allowed Thiem to grab a two-sets-to-none advan-

At the tail end of the second set, Thiem appeared to injure his foot. Medvedev began the third set by testing the Austrian’s fitness, offering up the kind of catand-mouse, slice-and-dice play the Russian is renowned for.

Medvedev again served for the third set, at 5-3, but again the Austrian dug in, breaking serve on a spectacular 18-shot rally to get back on serve in the set.

“After the first set, it could easily have been twosets-to-one down,” Thiem said. “I played my best tennis at the ends of the sets, and both tiebreaks were amazing. Tiebreaks are really mentally a tough thing.”

oach Louie Alas on Saturday expressed his side on his shocking dismissal from the Phoenix Fuelmasters.

In a report on Spin.PH, the veteran mentor put things “plain and simple.”

He pointed out in the report that it was more of Phoenix’s failure to register enough wins during his last full PBA season in charge led to his departure as coach of the Fuel Masters.

The consummate professional that he is, Alas said things need not be further complicated.

The team didn’t meet expectations in the last two conferences of the season when it both missed the playoffs, notwithstanding a breakthrough semifinals stint in the Philippine Cup. The report also said Phoenix management didn’t disclose the reason for the parting of ways, but only mentioned in its official statement that it let go of Alas ‘after much deliberation.’

Alas, 56, also refused

to divulge the reasons cited by management for letting him go, but hinted about something when he said the team ‘need not look for justification.’

“Hindi na kailangang maghanap ng justification or what. Talo kami nung last two conferences, e,” said Alas in the Spin.PH report.

“Alam ko yung sitwasyon na performance-based ito. Call nila talaga ‘yan. Wala akong magagawa diyan. That’s their prerogative.”

The Fuel Masters performed well in the season-opening all-Filipino conference as they ended up the No. 1 team going to the playoffs.
