By MAYA M. PADILLO wenty-nine individuals including a barangay captain and his kagawads were nabbed for illegal cockfighting by a team of the Davao City Police Office (DCPO) on Sunday (September 6, 2020).

Mark Cayetano, barangay captain of Barangay 10-A and a member of “Hugpong ng Pagbabago”, Kagawad Romeo Mamuntayaw and a certain “Warren”, a Specialized Cafgu Active Auxiliary (SCAA) were nabbed for violating PD (Presidential Decree) 449 otherwise known as the cockfighting law of 1974 and PD 1602 which provides tough penalties for illegal gambling activities or violations of Philippine gambling laws.

The mayor warned barangay officials not to violate the laws, but instead implement them.

6.4 quake’s epicenter:Don Marcelino in Davao Occ

A

Magnitude 6.4 earthquake struck parts of southwestern Mindanao at 11:23 p.m. Sunday with epicenter at 26 km southeast of Don Marcelino town in Davao Occidental and a depth of 143 kilometers, the Philippine Institute of Volcanology and Seismology (Phivolcs) said in its Earthquake Information No. 2.

Phivolcs said it was not expecting damage. Phivolcs recorded aftershocks of Magnitude 2.7 at 11:50 p.m. and 2.8 at 11:50 p.m.

The quake occurred a

week after the August 31 Magnitude 5 quake with epicenter seven kilometers southeast of Kiblawan in Davao del Sur. Sunday’s quake was felt at Intensity 5 in General Santos City in South Cotabato and Mati City in Davao Oriental; Intensity 4 in Magsaysay, Davao del Sur and Koronadal City in South Cotabato; Intensity 3 in Kidapawan City, North Cotabato.

According to instrumental intensities, it was Intensity 5 in General Santos City and in Alabel and

Malungon in Sarangani province; Intensity 4 in Koronadal City and Tupi in South Cotabato; and Kiamba in Sarangani; Intensity 3 in Gingoog City, Intensity 2 in Bislig City and Intensity 1 in Cagayan de Oro City.

he older sister of former City Councilor Ricardo “Ardot” Parojinog died Sunday morning while inside the Bureau of Jail Management and Penology (BJMP) facility in Ozamiz City.

Jail Officer (JO) 1 Christian Mendez, jail nurse, said Melodina Parojinog-Malingin died at the MHARS Medical Center in Ozamiz City at 7:45 a.m., almost 12 hours after she was taken to the hospital on September 5 due to black stool excretion.

“When we checked her vital signs, we found out her BP (blood pressure) was very low which

prompted us to bring her to the hospital for further medical assessment. This morning, our jail guard assigned in the hospital informed us that she died at 7:45 a.m. while at the ICU (intensive care unit),” Mendez said.

Mendez said Malingin’s cause of death is cardiogenic shock secondary to "intractable cardiac arrythmia atrial fibrillation to ventricular tachycardia."

Malingin is bed-ridden since weeks ago and can no longer talk properly, according to Mendez.

Writ of Kalikasan doesn’t apply to property eased by Davao-Samal bridge: Mayor Uy

By MAYA M. PADILLO ayor Al David Uy of the Island Garden City of Samal (IGaCoS) said the Writ of Kalikasan cannot be applied to the establishments that will be affected in the construction of the Davao-Samal connector as they are in the area, which is being considered commercial.

“I asked my city legal here in Samal, and I don’t think that would qualify for a Writ of Kalikasan since the area is commer-

cial,” said Uy in “Laging Handa Network Briefing” on Monday.

The project is already moving following the ap-

proval of the National Economic Development Authority (NEDA) Board approved the construction of the long standing Davao-Samal Bridge last November 29, 2019. The only remaining hurdle is the Writ of Kalikasan threatened to be filed by an oppositor of the project.

A Writ of Kalikasan, as contained in Section 16, Article II of the Philippine Constitution, is a legal remedy under Philippine

law that provides protection of one’s constitutional right to a healthy environment.

“According to what appeared in the media as to the Writ of Kalikasan, so far nothing was filed.

We haven’t received anything,” Uy said.

The long-planned P23.04 billion bridge that will connect the island province of Samal to mainland Mindanao through Davao City will be funded thru China Eximbank Of-

ficial Development Assistance (ODA). Davao City and Samal Island are the beneficiaries of the project.

In the Feasibility Study, the final bridge location will be in R. Castillo Street in Brgy. Agdao on the Davao City side and in Barangay Caliclic in Samal.

Based on the latest updates shared by Undersecretary Emil Sadain of the Department of Public Works and Highways (DPWH), the agency is

now on the conceptual design and documents for the construction and is expected to be completed this month.

Sadain added that procurement will follow there after.

The DPWH official added that on the right of way (ROW) acquisition, negotiation with the Rodriguez family, is continuously being done

by DPWH and the local government unit (LGU) of Samal.

Dumama Jr., explained that eating together is an activity or event that prompts people to remove their mask and gather in close distance.

“Yung pagkain ng sabay-sabay sa maliit na lugar, magkakatabi, meron nang 50 percent na kung merong nagka COVID19 doon, siguradong ubos kayong lahat (When people are eating together in a small area, right next to each other, there is 50% chance that if someone there has COVID, for sure everyone there is done for),” he said.

S drug maker Pfizer has no plans of running clinical trials in the Philippines, the Department of Health on Monday said, but negotiations with Russian and other COVID-19 vaccine developers continue.

“Yung first na meeting with Pfizer walang commitments na nangyari pa (During the first meeting with Pfizer, there were no commitments yet). We just had to explain to them our regulatory processes,” Health Undersecretary Maria Rosario Vergeire said of the scheduled meeting.

“We are still okay. We started opening up our tourism areas in Samal gradually starting the first week of August. We opened the big resorts but we have not allowed other activities like scuba diving, trekking, island hopping,” said Mayor Al David Uy of IGaCoS. The island has imposed a “No booking, no entry” policy following the issuance of a QR code for tourists entering Samal.

code system to every visitor of the island to monitor movement as well as to make contact tracing more efficient should they test positive for Covid-19.

“We created a hotline to process bookings. Once they book in a certain resort, the city will issue a QR code and once they enter Samal, we can detect their entry. They are limited to the resort in the meantime,” Uy said.

The resort owners are also required to comply with the requirements set

by the regional office of the Department of Tourism (DOT 11) to ensure the safety of the tourists such as the setting up of health protocols.

“I am closely watching what Mayor Benjie Magalong is doing in Baguio where he is also doing a gradual opening. They are doing a tourism bubble with nearby LGUs,” Uy said.

He added that Samal only caters to tourists from Davao Region as long as they go through the process.

Meanwhile, IGaCoS is strengthening its efforts on contact tracing through the use of QR code.

“Our isolation facilities are ready; our testing kits, PCR, and rapid tests are there already. This is

what’s important right now, especially in LGUs who are flooded by tourists. Contact tracing is really important, as well as monitoring the tourists that are going in and out of our respective LGUs,” he said.

Uy said the LGU of Samal has rented inns and beach resorts where we put those who underwent swab test while waiting for their results.

“If you test positive, we will transfer you to another area by the beach. It’s a beautiful area, you will not be bored, you will not be depressed I think if the environment is good where you are quarantined, you can recover quickly from Covid. That’s what we noticed,” he added.

resident Rodrigo Duterte's economic team has sought the swift enactment by Congress of the proposed 2021 national budget as a key component of the government’s comprehensive plan to “rebuild the economy and decisively defeat” coronavirus disease 2019 (Covid-19).

On top of the proposed 2021 General Appropriations Act (GAA) of PHP4.506 trillion, the Duterte administration is also urging lawmakers to act in a "timely and decisive" manner on several economic priority measures designed to accelerate economic recovery and make support available for businesses, workers, and families that were hit hard by the coronavirus-induced global crisis, Finance Secretary Carlos Dominguez III said in a

In an independent auditor’s report dated July 30, State Auditor Concepcion C. Reyes rendered an unqualified opinion on the fairness of presentation of the Commission’s 2019 financial statements.

“In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of the Securities and Exchange Commission as at December 31, 2019, and its financial performance, changes in net assets/equity, cash flows, comparison of budget and actual amounts for the year then ended, and notes to the financial statements, in accordance with the International Public Sector Accounting Standards (IPSASs),” the report read.

Under the IPSASs, auditors issue an unqualified or unmodified opinion when they conclude that financial statements, as a whole, are free from material misstatements, which could arise from either fraud or error.

The SEC also received an unqualified opinion on the fairness of presentation of its financial statements for 2018. COA has given the Commission good housekeeping marks for two straight years now, breaking the rows of audit findings it had made over the past decade.

“The unqualified opinion rendered by COA affirms our commitment to honest, sound and prudent use of public resources to improve our operations for the benefit of the people we serve,” SEC Chairperson Emilio B. Aquino said.

“The audit rating also strengthens our position to lead by example, as it speaks of our adherence to the highest standards of transparency, accountability and good governance that we likewise require of corporations, capital market participants and other entities under our supervision in the best interest of their investors, clients and other stakeholders.”

The SEC has received several recognitions for its initiatives to improve the

ease of doing business in the country by eliminating red tape and other opportunities for graft and corruption, among others.

On August 26, the Commission formally received the ISO 9001:2015 Certification for its quality management system covering all core services across its main and extension offices.

The ISO 9001:2015 Certification covers procedures related to the provision of regulatory services over the corporate sector, the capital market participants, and the securities and investment instruments market in the Philippines, and protection of the investing public.

It also covers procedures related to the provision of registration of partnerships and corporations doing business in the Philippines in the SEC Extension Offices in Baguio, Tarlac, Legazpi, Cebu, Bacolod, Iloilo, Davao, Cagayan de Oro and Zamboanga.

The SEC first obtained ISO 9001:2015 Certification in 2018. From the initial 59 documented procedures, the Commission successfully expanded the scope of its ISO-certified quality management system to cover 122 documented procedures.

Surveys conducted by the Makati Business Club have likewise recognized the Commission as one of the 10 best performing national government agencies.

Meanwhile, the SEC has consistently ranked among the sincerest institutions in fighting corruption, per surveys conducted by the Social Weather Stations with support from the Integrity for Investments Initiative, funding from the United States Agency for International Development, and in partnership with the National Competitiveness Council and The Asia Foundation.

Cleanfuel and Petro Gazz will implement the same changes, excluding kerosene which do not carry.

The changes will take

effect 6 a.m. Tuesday, September 8, 2020 for all the firms, except for Cleanfuel which will implement the adjustments 08:01 a.m. and Caltex at 12:01 a.m. the same day.

Other firms have yet to make similar announcements for the week.

According to the latest data available from the Department of Energy (DOE), year-to-date adjustments stand at a net decrease of P3.92 per liter for gasoline, P8.99 for diesel, and P13.39 for kerosene as of September 1, 2020.

t the Koon Chun Sauce Factory, workers are scrambling to cover hundreds of thousands of bottles with new “Made in China” labels as the popular Hong Kong brand falls victim to spiraling diplomatic tensions.

Founded nearly a century ago, the family-owned factory has survived a world war, multiple economic crises and the slow withering of Hong Kong’s manufacturing base as companies looked for cheaper labor in mainland China.

It remains one of the financial hub’s most enduring brands, churning out culinary staples such as soy, hoisin and oyster sauces found in Chinese restaurants and kitchens around the world.

But from November, it can no longer place the words “Made in Hong Kong” on any products exported to the United States -- part of Washington’s response to Beijing imposing a tough new security law on the restless city.

The new rules, announced by US Customs in July, came just two days before a Koon Chun shipment of 1,300 boxes was about to set sail for Atlanta.

The factory suddenly had to re-label the entire shipment and all other car-

“It was a mission impossible,” Daniel Chan told AFP from the factory his great-grandfather founded in 1928.

China blanketed Hong Kong in a new security law to stamp out huge and often violent pro-democracy protests that convulsed the city last year.

Both Beijing and local authorities said it would have no impact on businesses and would restore stability.

IMPOSSIBLE SITUATION But economic consequences have rippled through the recession-hit hub as authorities use the new powers to pursue political opponents.

Rattled tech firms have declined to share data with local police while some companies and universities are struggling to attract international talent.

Banks have found themselves caught in an impossible situation.

The US has sanctioned

key Chinese and Hong Kong officials in response to the law. But that same security law also forbids companies from complying with any foreign sanctions regime.

Another victim has been the “Made in Hong Kong” brand, a label that companies can place on products made exclusively in the city.

Donald Trump has turned increasingly hawkish towards China as he seeks re-election, and the crackdown on democracy supporters in Hong Kong has given him fresh ammunition.

This summer, his administration declared Hong Kong no longer sufficiently autonomous to justify special trading status. Instead it would be treated like any other Chinese city.

Chan, who studied at Harvard in the US, said he expected the political landscape would shift in Hong Kong. But he never thought it would come so fast.

“I envisioned something closer to 2047, when Hong Kong is officially without One Country Two Systems,” Chan said, referring to the China promise to let Hong Kong keep key liberties and autonomy for 50 years after the 1997 handover from Britain.

The past few weeks

have been a blur of activity at the sauce factory as its 90 employees try to adjust to the new reality.

POLITICAL FIASCO On top of the stop-gap stickers, new labels are being drawn up for US exports -- the large “Made in Hong Kong” lettering replaced with a much smaller “Made in China” declaration.

Much time has been spent rearranging storage for now-delayed cargo shipments.

Companies were given a reprieve when Hong Kong’s commerce minister Edward Yau said Washington had postponed the label rule until early November, after the presidential election.

“This buys us a little bit of time,” Chan said.

But he described it as “a short-term solution to this whole politically inspired fiasco”.

Yau has slammed the labeling change and threatened to take the US to the World Trade Organization.

He also stressed that Hong Kong-made shipments to the US were worth just HK$3.7 billion ($480 million) in 2019, less than 0.1 percent of the city’s gross exports.

But that is little consolation for Chan who says around half his products go

he Bangko Sentral ng Pilipinas is changing its strategy from passive to active gold trading as the central bank aims to reduce its share from the country’s gross international reserves (GIR).

“The MB (Monetary Board) decided to shift from passive (done before I assumed office) to active trading largely because of the change in the price dynamics of gold,” BSP Governor Benjamin Diokno said in a statement on Saturday.

“Before, the price of gold was in the neighborhood of $1,400/FTO (fine troy ounce); now, it’s around $2,000/ FTO,” he said.

On Friday, the BSP chief told the House of Representatives that the policy-setting Monetary Board decided to keep gold’s share in the GIR to only 10% by selling it.

Diokno said that of the record-high $98 billion gross international reserves (GIR) as of end-July, “12% are in gold form.”

“Studies show that the optimal portfolio mix of gold to GIR should be 9.8%.

A WB (World Bank survey showed that the average allocation of gold relative to reserves should be around 9.55%,” he said.

Citing a World Gold Council report, the BSP chief said that a portfolio with 10% allocation to gold had a higher risk adjusted return compared to 0% or 5% allocation.

“At the moment, the ratio of gold to GIR exceeds 10%. BSP will always be opportunistic in its reserves management,” Diokno said.

He noted that a new law makes BSP gold purchases from small miners more at-

I would strongly espouse this volunteer-ism concept.

We have tried everything possible under the sun but our government remains in bondage to corruption, thievery and illegalities.

A volunteer-appointee I think will do better under the circumstance because he is not indebted to anyone but to the appointing authority alone.

Therefore, he will have much leeway to hire and fire, whenever necessary and implement the changes he sees to be effective and efficient.

At least, PRRD need not search in a haystack.

ovak Djokovic’s US Open campaign ended prematurely when he was defaulted for inadvertently striking a line judge in the throat with a ball.

Though he pleaded his case with the on-court officials for several minutes, a frustrated Djokovic was eventually told that although accidental, his offence was worthy of being disqualified from the match and the tournament.

But was it the right decision?

According to the letter of the law and the fine print in the grand slam rulebook, it was.

In the immediate aftermath of the incident, the United States Tennis Association (USTA) released a short statement clarifying the rule and the umpires’

Saso falters in third tourney

he Philippines' Yuka Saso overcame a tough start, playing a steady back nine for a closing 70 to finish in joint 29th in the Golf 5 Ladies Professional golf tournament on Sunday in Japan.

The Fil-Japanese golfer ended up 13 strokes off the winner this time after bagging two titles in three weeks in the Japan LPGA Tour.

Sakura Koiwai, runner-up to Saso in the Nitori Ladies Golf Tournament in Hokkaido last week, capped her solid performance at the Mizu-

nami Country Club with a 66 for a 199 total and ¥10,800,000 (around P4.9 million).

Six strokes off at second place were Ayaka Furue, who shot a 66, and Ayaka Watanabe, who closed with a 67.

Asian Games gold medalist in 2018, Saso was oneover at the turn after three bogeys and two birdies, but picked up three strokes on the back nine.

Saso, who had earlier rounds of 71-71, was in a big group at 212, bagging ¥408,000 (around P186,000).

PROMISE DELIVERED National athletes, coaches to get discount ID, booklets this month T

he wait is over for national athletes and coaches.

The Philippine Sports Commission (PSC) has sent two of the three batches of booklets for the availment of the 20% discount to national athletes and coaches pursuant to Republic Act 10699 or the “National Athletes and Coaches Benefits and Incentives Act (Republic Act 10699).”

“We are doing our best to deliver everything within this month even though there are lockdowns due to the pandemic and the limited workforce.

We are doing our best to comply with it as much as possible this 3rd week of September we should have sent the last batch,” explained Manuel Bitog, Chief of Assistance and Coordination Division and head of the PSC frontline personnel.

PSC immediately went to work to produce Identification Cards (PNSTM ID) and accompanying booklets for all qualified national team members. The Bureau of Internal Revenue’s (BIR) Revenue Resolution 13, series of

2020, prescribes the implementation and regulations of R.A. 10699 on discount privileges.

Luzon-wide lockdown delayed the initial distribution efforts to national athletes and coaches.

“Karamihan kasi ng mga inilagay ng atleta ay addresses nila nung nandito pa sila sa RMSC (Rizal Memorial Sports Complex) dormitory at saka sa Philsports dormitory. That’s why kinailangan naming kunin ‘yung updated addresses nila,” said Bitog who is currently stationed in RMSC along with the sports arm’s skeleton force.

The PSC sent off all the national athletes and coaches under its care earlier this year back to their respective hometowns and provinces to ensure their safety against the threat of COVID-19.
