The non-working holidays include August 21, Friday, which is Ninoy Aquino Day; and Aug. 24, Monday, or the Araw ng Pasasalamat, which is one of the highlights of Kadayawan sa Davao 2020.

The mayor bared that the city government of Davao has received the Executive Order (E.O) declaring August 24, 2020 or Araw ng Pasasalamat in relation to Indigenous Peoples Day in Davao City as holiday while August 21 is Ninoy Aquino Day. “We have the weekend

on August 22, Saturday, and 23 Sunday and then on Aug. 24 is a Holiday as it is our Araw ng Pasasalamat,” she said.

MCM stude wins Asian Speech tilt

ex Michael Ugpay, a 3rd year Chemical Engineering student of Malayan Colleges Mindanao, was recognized the winner of the 2020 C ASEAN Youth Speech Contest — Overseas Category hosted by Thailand and held last August 7, 2020 via online meet.

Among the 93 applications from 10 ASEAN member states, only 10 were considered finalists.

Due to travel restrictions, C ASEAN has separated the award into two categories: one for overseas finalists and the other for Thai residents. 5 of them qualified for the overseas category: 2 from the Philippines, 2 from Indonesia, and 1 from Vietnam.

Rex, who is also a proud IP Youth of the Bagobo Klata tribe, has always been looking for opportunities abroad to enhance his socialization and leadership skills, so when he found out about the C ASEAN contest, he did not hesitate to join.

Rex shares, “I’ve been wanting to create milestones in my life, and it was always in my thoughts while in college to achieve something in my age, a feat wherein I can feel that I’m capable of doing something.”

he National Commission on Indigenous Peoples (NCIP) is checking on the situation of the indigenous cultural communities (ICC) and the indigenous peoples (IP) especially that the country battles with the raging coronavirus pandemic.

NCIP Chairperson Allen Capuyan, in his message during the online celebration of the National Indigenous Peoples Day on Sunday, said he is visiting different IP communities in Mindanao to personally check on their needs.

“Today is also the day seven of my Mindanao sortie for the purpose of giving the hand information on how our ICC and IP are coping with the pandemic

and at the same time assess our responses to food security concerns,” he said.

Capuyan encouraged everyone to participate in the celebration in recognition of IPs, as he targets to visit 120 areas in the country within two months and talk to IP leaders and elders to know their situation and assess how the government can help them.

Among the current concerns of different IP groups in the country are food, safety, and the issues on their ancestral domain.

Covid-19 vaccine 'hopefully' available in PH by Q1 of next year, says expert

Covid-19 vaccine may be available in the Philippines by the first or second quarter of next wyear if phase 3 clinical trials will begin next month, an infectious disease expert said Tuesday after President Rodrigo Duterte expressed hope that the country will be free from the virus by December.

The Philippines is currently considering 5 to 6 vaccines, according to Dr. Rontgene Solante, a member of vaccine experts panel of the Philippine Council for Health Research and Development.

"The current setup now is we’re still in the negotiating process, looking at possibility on how we can really collaborate with them and concrete in terms of the date," he said.

"More or less if we can start these clinical trials

by September or October, we’ll be monitoring those involved in 3 to 6 months.

Then probably first or second quarter of next year hopefully we can have the vaccine."

Russian Ambassador to the Philippines Igor Khovaev earlier said proposals to conduct clinical trials and the possible local production of the vaccine have been submitted to local authorities.

Government has allotted an initial budget of P2.4 billion for COVID-19 vaccines, the Department of Health (DOH) said.

Solante said it would be preferable to have local clinical trials to "get the real data on safety and efficacy" among Filipino patients.

"There’s a big difference because you’re looking at different population.

There may be similarities in safety but we don’t know efficacy seen abroad can also be replicated among our local patients," he said.

Solante, meantime, welcomed government's move to conduct house-to-house symptom checks during Metro Manila's 2-week modified lockdown.

"This will enhance the detection of those who are mild and symptomatic and will give us also an in-depth situation; how much of those who have symptoms and exposed to those with symptoms," he said.

"I think 2 weeks is adequate enough that we can recalibrate our plans and somehow prepare for next surge of cases. Hopefully it will not occur. It’s a good 2-week lull because even with the 2-week MECQ we still have a lot of cases but hopefully we can get the impact of this 2-week lull on the next week or 2

ouncilor Danilo Dayanghirang has proposed a resolution excluding tower application of telecommunication companies from required threefourth votes in the re-classification of land usage under the Comprehensive Zoning Ordinance (CZO).

In his proposal, Dayanghirang stated that telecommunication companies are now considered as industry essentials that play a vital role in the exchange of fast, advance and reliable information technology (IT) which the current global trend is heading to.

The measure also said

that addressing this concern requires a policy formulation to provide telecommunication service providers access to strategic sites needed for their respective network to expand and enhance the best transmission, coverage and speed.

that the three-fourth (75 percent) votes of the City Council in the re-classification of land usage in the CZO is no longer needed to speed up the processing of the applications.

The resolution No. 02561-13 Series of 2013 enacted an ordinance for a Comprehensive Zoning Ordinance of Davao City for 2013-2022 to address a Comprehensive Land Use Plan needed to translate the city’s vision into reality referring to its present and future development.

“The Department of Health advises the public to be vigilant and not entertain calls from individuals introducing themselves as members of the ‘DOH contact tracing team,’” the DOH said in an advisory.

Last month, the Department of Interior and Local Government (DILG) Central Luzon also warned against scammers telling people that they know someone who is COVID-19

positive and they need to get tested as soon as possible. They will then ask the victim for his address for the mailing of a testing kit and then ask for the payment.

“If you refuse to give them your bank card / credit card details, they threaten saying that there are penalties for not complying,” the DILG Central Luzon’s Facebook post said. “So, please be wary.

And if you know any vulnerable people who would fall for this scam...alert them to it.”

The DOH said it does not have its own contact tracing team and if they

receive a call from people who claim to be part of an LGU contact tracing team, they should not give out personal information.

The agency said it received reports from people who received calls from individuals “misrepresenting the Department of Health.”

“They maliciously ask for personal information and extort money in the process. The public is advised to be vigilant and not entertain these calls.

Do not put your security at risk,” the DOH said.

The Philippine National Police and the National Bureau of Investigation are already investigating such

DOH warns public vs. scammers pretending to be contact tracers

resident Rodrigo Duterte on Monday admitted that he is having difficulty balancing between health and economy after reverting Metro Manila and the provinces of Cavite, Laguna, Rizal, and Bulacan to a modified enhanced community quarantine (MECQ) status to allow recalibration of the country’s healthcare capacity.

Duterte said he wanted to heed the request of medical front-liners to extend the MECQ until the end of the month to slow down the spread of the coronavirus disease, but was unsure of where the government would get funds for its social amelioration program.

The MECQ over Metro Manila and nearby provinces will be in effect until August 18.

“Ito ang dilemma ko, dito ako (This is my dilemma, I’m here) between the devil and the deep blue sea. Gusto ng mga doktor na i-lockdown kung may mga infected diyan (the doctors want to lock down infected areas),” Duterte said in a public address in Davao City.

“Ito namang sa kabila, kailangan natin nang palabasin ‘yung mga tao lalo na sa mga trabaho na kailangan talaga ng bayan --- food and everything --and also to move the economy (On the other hand, we have to let people out especially those whose work involve jobs needed by the nation like on food and everything—and also move the economy),” he

According to Duterte, government funds are being “depleted” and he would not be able to feed every Filipino.

Earlier, former National Task Force for Covid-19 special adviser Dr. Tony Leachon said an extended MECQ is necessary to flatten the country’s coronavirus disease 2019 (Covid-19) epidemic curve.

Leachon said a monthlong MECQ would also allow the country to bridge its healthcare gap.

Presidential Spokesperson Harry Roque said possibly extending the MECQ would entail “a delicate balance of protecting and saving people's health to protecting and saving the economic health of the nation”.

he Mindanao Development Authority (MinDA) said it will focus its efforts on the region’s agriculture and fisheries sectors over the next five years as it aims for immediate recovery to counteract the economic slowdown triggered by the coronavirus disease 2019 (Covid-19) pandemic.

In a statement Monday, MinDA Secretary Emmanuel Piñol said the agency will pursue several agriculture and aquaculture projects funded by the European Union that would address poverty, improve productivity, and trigger economic recovery.

“MinDA’s interventions will be mainly on value-adding on its major products to create more job opportunities and increase producers’ earnings. Mindanao’s agriculture and fisheries sector was the bright spot in the region’s econo-

my as it showed resilience by posting positive growth, even as the industry and services sectors were badly battered by the Covid-19 pandemic,” Piñol said.

The Philippine Statistics Authority (PSA) reported that in the second quarter of the year, Mindanao agriculture grew by a measly 0.1 percent, while industry and services sectors contracted by 6.9 percent and 9.7 percent, respectively.

Despite a 16.5 percent drop, the Gross Domestic Product (GDP) in the sec-

ond quarter this year -- the worst since 1981, MinDA projected that Mindanao can withstand Covid-19’s impact on the economy.

“While major growth drivers succumbed to Covid-19 pandemic, agricultural sector output for domestic consumption and exports of top Mindanao agricultural products stood strong against the insane waves of adversity, showing Mindanao’s resiliency,” MinDA Assistant Secretary Romeo Montenegro said.

“Regardless of the situation we are confronted with, calamities, disasters, conflict, pandemic, and the likes, we all need food to survive. So if the focus is given to improving Mindanao’s agri sector, which is an inherent strength, towards self-sufficiency, food security, and sustainability, then we become more resilient and can stand bet-

ter chances of overcoming internal or external shocks and recover faster,” Montenegro explained.

Montenegro said the agriculture value chain cuts across sectors as hotels and malls sell agri-products, some construction activities are related to agri-facilities, logistics flow contain agriculture products, raw or processed, domestic or for export. he Department of Trade and Industry (DTI) is encouraging public and private financial institutions in the country to offer Islamic banking and financing services amid the coronavirus disease 2019 (Covid-19) pandemic.

In a statement Monday, the Export Marketing Bureau (EMB) said offering Islamic financing will help micro, small and medium enterprises (MSMEs) offering Halal products and services to survive during this challenging business environment.

The EMB said inviting more financial institutions to engage in Islamic banking and financing is part of its initiatives as the secretariat of the Philippine Halal Export Development and Promotion Board which assists exporters to venture into Halal markets.

Recently, EMB and the Philippine Trade Training Center-Global MSME Academy conducted a webinar on Covid-19 Islamic financing assistance which was attended by 400 participants, including MSMEs and large businesses in sectors of food, cosmetics, pharmaceutical, logistics, financing, tourism and hotel, restaurant and catering services.

“I am pleased to finally have a particular session on Islamic banking and finance to discuss possible options for our MSMEs who are seriously affected by the Covid-19 pandemic. I personally request-

ed this session because I know that financing is a very crucial part of our businesses as we keep our heads above water amid this health crisis,” DTI Undersecretary Abdulgani Macatoman said.

Among the financial institutions that offer Islamic financing in the country include Amanah Islamic Bank, a subsidiary of the Development Bank of the Philippines, and the microfinance institution ASA Philippines Foundation.

Amanah Islamic Bank offers loans amounting from PHP50,000 to PHP500,000.

The bank is also in search of partnerships and funders to address pending loan applications.

ASA Philippines, on the other hand, has assisted some 31,783 borrowers in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as of June 30, 2020, with average loan amounting PHP16,106.

According to the Bangko Sentral ng Pilipinas, Islamic banking and financing operations are in accordance with the Shari’ah principles.

This prohibits the financing of haram activities such as gambling, prostitution, alcoholic liquor, nightclubs, and narcotics.

It also follows ethical guidelines on fairness and social justice, prohibiting riba or interest, gharar or ambiguous or risky transactions, and maysir or gambling.

Established on August 1, 1976, the heart and soul of SVBB was forged by the vision and leadership of its founders, classmates Eugene A. Tan and Ignacio S. Sapalo, both of the Ateneo School of Law batch 1967.

The life of a seafarer is not a walk in the park as they are physically, mentally and emotionally stressed being away from their families and working on board vessels sailing non-stop for months the world’s oceans.

The risks of getting killed, injured or ill are high as seafar-

ers are constantly exposed to several perils and fluctuating temperatures as the ships cross ocean boundaries.

In some aspect, lawyering is intertwined with “politics” in the classical sense of Plato and Aristotle, viewing it “as the art concerned with what it means to be a human being; what is the best life for a human being; and..,

the ways in which we can order our living together so that good human lives will emerge.”

Notwithstanding Shakespeare’s derogatory remarks about lawyers, Atty. Sapalo underscored that lawyering is very much a noble profession. Lawyers apply their knowledge of the law to sort out, settle and resolve the countless conflicts among individuals, families and communities.

He was referring to the famous line “The first thing we do, let’s kill all the lawyers” from William Shakespeare’s Henry VI. The line has been interpreted in different ways: criticism of how lawyers maintain the privilege of the wealthy and powerful; implicit praise of how lawyers stand in the way of violent mobs; and criticism of bureaucracy and perversions of the rule of law.

Atty. Sapalo stressed that on the lawyer’s shoulders fall the challenging task of ferreting out the truth in every case they handle, carefully balancing contending interests to reach fair and just results, and always staying

within the bounds of the rule of law.

“Serving with a heart; driven to challenge change!” is SVBB’s motto that captures succinctly what the firm is, its culture and values in the protection of the clients’ interests with sensitivity, care, and attention.

HENRYLITO D. TACIO THINK ON THESE!

BE CONTENT PERHAPS one of the most-often quoted memory verses in the Bible is Psalms 23:1. It states: “The Lord is my Shepherd, I shall not want.”

God’s assurance: “He will cover you with his feathers, and under his wings you will find refuge; his faithfulness will be your shield and rampart. You will not feat the terror of night nor the arrow that flies by day, nor the pestilence that stalks in the darkness, nor the plague that destroys at midday. A thousand may fall at your side ten thousand at your right hand, but it will not come near you” (Psalms 91:4-7).

With God watching over you, is there anything you fear?

He will always be with you and for you. All you need to do is be content! Contentment is finding as many benefits for not getting what you want as you do for getting what you want. He who is content has enough but he who complains has too much. Which are you then?

I was reminded of a thought-provoking piece written by Ruth Senter in the book, “Startled by Silence.” Instead of defining what contentment is, she related a story that defines the word: “I heard the voice but couldn’t see the person. She was on the other side of the locker, just coming in from her early morning swim. Her voice sounded like the morning itself – bright, cheerful, and full of life.

At 6:15 in the morning, it would catch anyone’s attention. I heard its affirming tone. “‘Delores, I really appreciated the book you picked up for me last week. I know the library was out of your way. I haven’t been able to put the book down. Solzhenitsyn is a great writer. I’m glad you suggested him to me.’ “‘Good morning, Pat,’ she greeted another swimmer. For a moment, the melodious voice was silent, then I heard it again.

‘Have you ever seen such a gorgeous day! I spied a pair of meadow-larks as I walked over this morning. Makes you glad you’re alive, doesn’t it?’

“The voice was too good to be true. Who can be that thankful at this time of the morning?

Her voice had a note of refinement to it. Probably some rich woman who has nothing to do all day but sip tea on her verandah and read Solzhenitsyn. I suppose I could be cheerful at 6 A.M. if I could swim and read my way through the day. Probably even owns a cottage in the north woods.

“I rounded the corner toward the showers and came face to face with the youthful voice. She was just packing her gear. Her yellow housekeeping uniform hung crisp and neat on her fiftyish frame. It was a uniform I’d seen before --- along with mops, brooms, dust cloths, and buckets. An employee of the facility at which I swam. She flashed a smile my way, picked

up her plastic K-mart shopping bag, and hurried out the door, spreading ‘have a glorious day’ benedictions as she went.

“I still had the yellow uniform on my mind as I swam my laps and sank down among the foamy lather of the whirlpool.

My two companions were deep in conversation. At least one of them was. His tired, sad voice told tragic woes of arthritic knees, a heart aneurysm, sleepless nights, and pain-filled days.

“Nothing was good or right.

The water was too hot, the whirlpool jets weren’t strong enough for his stiff knees, and his doctors had been much too slow in diagnosing his case. With his diamond-studded hand, he wiped the white suds out of his face. He looked ancient, but I suspected he too was fiftyish.

“The yellow uniform and the diamond-studded ring stood out in striking, silent contrast, proof to me again that when God says, ‘Godliness with contentment is great gain,’ He really means it.

This morning, I saw both contentment and discontent. I resolved never to forget.”

B.C. Forbes once said: “It may be all right to be content with what you have; never with what you are.” But in these days of crass materialism and information highway, everyone seems to be in a hurry -- going somewhere. It seems no one is content anymore. People want to have more things in life which actually they don’t need at all.

Again, allow me to share this note sent to me by a friend via e-mail (yes, handwritten letters seem to be out of fashion!). It may be ironic but it’s true: “We have taller buildings, but shorter tempers; wide highways but narrow viewpoints.

We spend more, but have less.

We buy more, but enjoy less. We have bigger houses and smaller families’ more conveniences, but less time. We have more degrees, but less common sense; more knowledge, but less judgment; more experts, but more problems; more medicine, but less wellness.

“We spend too recklessly, laugh too little, drive too fast, get angry too quickly, read too seldom, and watch TV and video too much. We talk too much, love too seldom, and lie too often.

“We have multiplied our possessions, but reduced our values. We’ve learned how to make a living but not a life; we’ve added years to life, not life to years.

“We’ve been all the way to the moon and back, but have trouble crossing the street to meet new neighbor. We’ve conquered outer space, but not inner space. We’ve done larger things, but not better things. We’re cleaning up the air, but polluting the spirit. We’ve split the atom, but not our prejudice. We write more, but learn less. We plan more, but accomplish less.

“We’ve learned to rush, but not to wait. We have more income, but less ethics; more lei-

sure and less fun; more kinds of foods, but less nutrition; more acquaintances, but fewer friends; more effort but less success.

“We build more computers to hold more information, to produce more copies than ever, but have less communication. We’ve become long on quantity, but short on quality.

“These are the times of fast foods and slow digestion; tall men and short character; steep profits and shallow relationships. These are the times of world peace, but also of domestic violence. It is a time when there is much in the show window, and nothing in the stockroom.

“These are the days of fancier houses, but broken homes.

These are the days of quick trips, disposable diapers, throw away self-respect, one-night stands, and pills that do everything from cheer, to quiet, to kill.”

For a contented life, what do you really need? Here’s what one wise man said: “Health enough to make work a pleasure.

Wealth enough to support your needs. Strength to battle with difficulties and overcome them.

Grace enough to confess our sins and forsake them. Patience enough to toil until some good is accomplished. Charity enough to see some good in your neighbor. Love enough to move you to be useful and helpful to others. Faith enough to make real the things of God. Hope enough to remove all anxious fears concerning the future.”

TITLE – This Ordinance shall be known as “THE DAVAO CITY FRONTLINERS, PATIENTS AND CLOSE CONTACT PROTECTION ORDINANCE.” SECTION 2. DEFINITION OF TERMS – The following terms used in this Ordinance shall mean: 1. Frontline Workers or Frontliners – are defined as persons employed in, whether regular, casual, contractual, project based, job order, part-time, or other forms of employment, or exercising essential frontline functions, such as: a. Health workers, such as doctors, nurses, hospital or clinic aids, administrative staff, laboratory technicians, pharmacists and drug store employees; b. Employees of the national, local and barangay units tasked to work on the frontlines; c. Members of the AFP, PNP, PCG, BFP, and other law enforcement agencies; d. Employees of non-government organizations assisting in health, safety, disaster or emergency response such the Philippine Red Cross, World Health Organization, and the like; e. Employees of banks, bayad centers, money transfer services, cooperative and savings establishments, and the like; f. Employees of groceries, convenience stores, wet markets and the like; g. Employees of food preparation, manufacturing and delivery services; h. Those operating public utility vehicles such as taxis, jeepneys, and tricycles; i. Those working in essential private service sectors such as security guards, janitors, caretakers, funeral parlors, drivers of cargo vehicles and vehicles hired to transport other frontline workers, business process outsourcing or call centers, LPG and gas stations, water refilling stations, and the like; and j. Mass media personnel.

Patients – are defined as: a. Confirmed Case – any individual, irrespective of the presence or absence of clinical signs and symptoms, who was laboratory confirmed for COVID-19 in a test conducted at a DOH certified laboratory testing facility. b. Suspected Case – are those identified by DOH guidelines as falling under such classification; c. Probable Case– are those identified by DOH guidelines as falling under such classification.

Provided, that any change in classification of the DOH of cases shall fall under the category of “patients” under this Ordinance.

3. Close Contact – is a person without proper personal protective equipment who is providing direct care for a confirmed COVID-19 case, or a person which has direct physical contact, or lived, worked, transacted or travelled in close proximity

a. Dishonoring existing contractual obligations such as lease contracts, including the refusal to allow entry into such leased premises, solely by reason of being a frontliner, patient or a close contact; b. Performing any form of coercion or harassment to force or influence a person to leave a leased or shared premises, solely by reason of being a frontliner, patient or close contact; c. Removing or firing a person from employment, solely by reason of being a frontliner, patient or close contact; d. Refusal to follow set guidelines by the appropriate government agencies on hazard pay, special risk allowance, or other mandatory benefits, allowances or compensation; e. Refusal of entry into or expelling frontliners from groceries, convenience stores, markets, palengkes, banks, bayad centers or other financial services, and the like; f. Refusing to allow frontliners access to basic services such as food preparation and delivery, transportation, laundry, healthcare, medicine, and the like.

2. Commit any act intended to prejudice against, cause injury to, or harass or those which shall tend to cause shame or humiliation to frontliners, patients, or close contacts, or hiring, engaging, influencing others to do the same, such as: a. Any form of physical, mental or emotional violence or abuse; b. Any form of coercion or threat of physical, mental or emotional violence; c. Any form of financial or economic abuse such as, but not limited to, refusing loans or forfeiting those already granted, rejecting valid payments, failing to properly compensate, denying any support legally due, solely by reason of being a frontliner, patient or close contact; d. Disclosing the information of a person, including, but not limited to, his/ her name, known address, place of work or employment, known alias, medical details, or implying the identity of, or claiming that a person – whether verified or not by DOH – is a frontliner, patient or close contact, unless done so with the permission of such individual or DOH; e. Any form of cyber-bullying or the sharing of classified or private communication without the consent of all involved in the same, or any malicious acts done online, whether the information shared be true or made-up, against the name, dignity or honor of a frontliner, patient or close contact; 3. Any other act of discrimination or prejudice against which demeans, reduces or nullifies the enjoyment or exercise of a frontliner, patient, or close contact’s human and legal rights, or hiring, engaging, influencing others to do the same.

B. In addition to the above acts, it shall be unlawful for any public official, employee, health or medical service provider or law enforcement officer to refuse assistance, deny service to or block aid, or hiring, engaging, influencing others to do the same, to a frontliner, patient or close contact who wished to enforce his/ her rights, unless such person is in violation of the guidelines of the Department of Health and other existing laws.

SECTION 4. PENALTY CLAUSE - Any violation of the provisions of this Ordinance shall be punished by a fine of Five Thousand Pesos (P5,000) and/or imprisonment of not more than 1 year for each offense committed, without prejudice to the prosecution of other administrative, criminal, or civil actions.

Provided, that if the offender is a juridical person, the employees, owners, partners, managers or board of directors who participated, contributed or tolerated the act shall be held individually liable.

SECTION 5. REPEALING CLAUSE - Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 6. SEPARABILITY CLAUSE - If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 7. EFFECTIVITY - This Ordinance shall take effect fifteen (15) days upon approval, posting and publication in a newspaper of local circulation in Davao City.

Chief Executive: Powers, Duties and Compensation “For efficient, effective and economical governance the purpose of which is the general welfare of the city and its inhabitants pursuant to Section 16 of this Code, the city mayor shall represent the city in all its business transactions and sign in its behalf all bonds, contracts, and obligations, and such other documents upon authority of the Sangguniang Panlungsod or pursuant to law or ordinance”; SECTION 3. AUTHORITY - The City Mayor is hereby granted legislative authority to enter into and sign for and in behalf of the City Government of Davao the Memorandum of Agreement to be entered into by and between the Department of Trade and Industry (DTI) and the City Government of Davao relative to the transfer of funds to the City Government intended for the Social Development of the High Priority Bus System Project of this City.

SECTION 4. SEPARABILITY CLAUSE - If, for any reason, any section, or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 5. EFFECTIVITY - This Ordinance shall take effect immediately upon approval.
