he Davao City government has called on parents of children age nine to 59 months to have their children immunized against measles during city-wide measles immunization from October 25 to November 26.

Dr. Julinda Acosta, the head of the City Health Office (CHO) Technical Division, said the citywide immunization activity this year will be conducted in fixed posts like barangay health centers, health stations, nutrition posts, as well as temporary posts such as covered courts, instead of the previous house-tohouse strategy.

“This is so ma-ensure talaga natin ang proper screening and precautionary safety protocols.

The measles vaccination kasi is injection, hindi patak. Dapat maganda yung area sa immunization sites (This is to ensure the proper screening and precautionary safety protocols since the measles vaccination is administered through injection, not drops. The city targets to vaccinate more or less 150,000 children aging 9 to 59 months regardless of immunization status to make sure that there is no child left behind.

This year, CHO recorded lower measles cases in Davao City with 133 cases and 2 deaths against the previous year’s 835 cases and 13 deaths.

Acosta said this is because children are not al-

lowed to go out due to the pandemic.

Still, the CHO will not be complacent and will make sure that no children will be left behind.

Acosta said that there is a pool of unvaccinated children due to the movement restrictions brought by the pandemic.

“These children are susceptible to the disease and they need to be vaccinated in order to prevent a possible outbreak.”

Acosta was hopeful that parents would have their children immunized because measles is a deadly disease but can be prevented through a vaccine.

“We encourage parents. Paano ngayon na nasa Covid situation tayo and what if naa na pud mag outbreak na mga preventable diseases. So sana maprotektahan nato ang mga bata (Now that we are in this Covid situation, what if there would be an outbreak of preventable diseases. So we hope that we can protect the children),” she said.

She assured that the vaccines for measles are safe to use and there is nothing to worry about.

CHO is also set for a virtual orientation with 182 barangay captains all over the city to disseminate the information in the grassroots.

Measles is a disease that comes from the rubeola virus and commonly affects children aged 6 months up to 12 years old. Its symptoms include high fever, cough and colds, swollen eyes, and red rashes all over the body. CIO

Braga wants presentation on Samal Island-Davao connector

he construction of the Samal Island-Davao City connector project is expected to take a bit longer as Davao City Councilor Pilar Braga suggested that nothing should be final yet on the current stage of the project in the Davao City side and even requested the proponents namely the Department of Public Works and Highways (DPWH) and the Ove Arup and Partners Hong Kong Ltd. to do a presentation before the members of the city council.

In a virtual public hearing of SIDC project for Davao City side, which is the southern corridor alignment of the project, held on Monday, Braga suggested that nothing should be final yet at this stage due to some grave important urgent concerns that must first be tackled and responded and reacted to properly in the proper forum.

Braga is referring to the issuance of the Environmental Clearance Certificate (ECC) that needs the approv-

al of the Local Government Unit (LGU) before it will be issued and the four marine sanctuary sites, wherein one of the sites will be affected by the project. The marine sanctuary sites are approved by the city council through an ordinance.

He said the Davao City Development Council has approved the said resolution on October 4, 2019 while IGaCoS approved it on Oct. 10, 2019.

President Rodrigo Duterte on Monday scored social media giant Facebook over its decision to take down accounts and pages advocating “something” that is good for the people.

“Tell me, kung bakit hindi ko magamit para sa kapakanan ng taong bayan (Tell me, why I cannot use (Facebook) for the welfare of the people). If government cannot use it for the good of the people, then we have to talk. We have to talk sense,” Duterte said in his talk to the nation at Malacañang Palace.

Duterte was reacting to Facebook’s move to take down several pages and accounts allegedly linked to the military and police for “coordinated inauthentic behavior” last week.

“I’ve learned in the past days, pati ang advocacy of government tinanggal (was removed), so what is the purpose of you being here.

Facebook listen to me. We allow you to operate here hoping that you could also help us also,” Duterte said.

“Now, if government cannot espouse or advocate something which is for the good of the people, then what is your purpose here in my country?”

The President said his government is not advocating mass destruction but fighting insurgency that has killed thousands of soldiers and civilians in more than 50 years.

“You know Facebook, insurgency is about overturning government. What would be the point of allowing you to continue if you cannot help us,” he said.

“We are not advocating mass destruction, we are not advocating massacre.

It’s a fight of ideas.”

He said Facebook must explain its “sweeping move” against the Face-

book accounts detailing the atrocities committed by the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP).

One of the pages shut down was the “Hands Off Our Children”, whose advocacy is to prevent minors from being recruited into organizations espousing violent extremism.

farmer-scientist in Davao del Norte has warned banana growers on the proliferation of fake biological control agents used as a solution to combat Fusarium wilt or Panama disease.

In an interview on Monday, Roni Manching, who formulated the KWR Permaculture concoctions, said certain individuals from Kapalong, Davao del Norte, have been selling fake organic products to banana growers.

Manching’s KWR Permaculture has already served 50 sites with about 600 hectares in various provinces of the Davao Region.

“They have to double-check if they purchase a concoction. They should be cautious. These people are professional in copying legit organic products,” he told the Philippine News Agency.

It appeared, Manching said, that the purveyors of the fake formula had tried copying his creation.

“The banana farmers who knew me called my attention and asked me

if those sold (fake) products were mine since they really looked like our products. They said they regretted buying it as it caused a bigger problem in their area,” he said in the vernacular.

He added that the fake products were already proliferating in various parts of Davao del Norte.

“We are ought to help the banana industry. Because of what they did, the farmers will lose their trust and think that there is no treatment for their problems in banana especially managing Fusarium wilt,” he said.

Manching said that instead of giving hope and promoting knowledge on the use of biocontrol agents, the banana farmers will get discouraged especially if they tried the fake product that has zero effect.

The commitment was conveyed at an APEC meeting themed, “Building a Resilient Asia-Pacific in a Covid-19 World,” according to a written statement issued by the APEC Health Working Group and APEC Life Sciences Innovation Forum received here on Monday.

At the meeting, APEC health ministers, academics, industry leaders, and representatives from governmental and international organizations recognized the crucial role of investments in health systems and economic recovery packages to support the pandemic response and build resilient economies moving forward.

“The effect of this pandemic has highlighted long-standing weaknesses in existing health systems and vulnerabilities in the global health response as the world struggles to reduce the human and economic toll of this pandemic,” Malaysia Health Minister Adham Baba affirmed.

Minister Baba highlighted the significance of boosting the resilience of health systems and supply chains to cope with the surge in demand during this pandemic.

“The longstanding under-funding and investment in health has impacted the capabilities of economies to cope during a global health crisis,” the minister added.

The APEC region accounts for over 34 percent of Covid-19 infections and over 36 percent of the total fa-

talities worldwide. The prolonged duration of the pandemic is also causing devastating impacts on the global economy.

The APEC region’s economy is forecast to contract 3.7 percent in 2020, with total output loss estimated at USD2.9 trillion.

Focusing on recovery and better health emergency preparedness, members and experts exchanged views on the importance of sustainable vaccination systems, especially the need to strengthen systems to support equitable access and distribution of Covid-19 vaccines once developed.

Members and experts sought a coordinated response to ensure open, secure, stable, and efficient global supply chains that will enhance access and availability of safe and effective medicines, including future Covid-19 vaccines and treatments.

Members also discussed digital innovation and the vital role it plays to assist governments in pandemic management.

Several economies have developed their own digital health solutions, including mobile applications to facilitate contact tracing and exposure notifications, encourage the use of telemedicine, and clinical management, as well as manage quarantine and self-isolation.

“The pandemic has shown us the importance of leveraging digital health technologies and why we need to further encourage innovation and deepen collaboration in this area,” Baba said.

Hosted by Malaysia, the host of APEC 2020, the virtual meeting issued a joint statement reiterating members’ commitment to continue regional cooperation to boost the effectiveness of pandemic response and planning.

Edge Davao’s Tacio wins Binhi Award for Agri Tourism reporting

E

DGE Davao, the lone paper from Mindanao cited in the list of winners of the 44th Binhi Awards held at the Bureau of Soil and Water Management Convention Hall in Diliman, Quezon City last September 24, added another feather to its cap.

The Davao daily was cited for publishing the article, “Agriculture as new innovation in tourism,” written by Henrylito D. Tacio. The said article was cited as Best in Agri Tourism Reporting by the Philippine Agricultural Journalists, Inc. (PAJ).

Due to the current pandemic, Tacio wasn’t able to attend the awarding cer-

emony. On his behalf, her friend, veteran broadcast journalist Melly Tenorio, received the trophy and the cash prize.

There were more than 700 entries this year vying for various categories. The winners were selected by a board of judges headed by Dr. V. Bruce J. Tolentino, a member of the Monetary Board of Bangko Sentral ng Pilipinas.

The awards were given in three categories. Tacio’s win was for special categories. Other winners were: Bianca Cuaresma and Jasper Emmanuel Arcalas for their joint article, “Real transformation seen to

boost efforts to finance Ph ag sector,” which was published in Business Mirror for Best in Agri Finance Reporting; and a pooled story entitled “Pre- and post-rice trade liberalization law, big traders gaming farmer groups,” also published in Business Mirror for SL Agri Tech Best in Rice Reporting.

Winners of the minor categories were: Ian Ocampo Flora for Best Climate Change Story (“DA bets on adaptive practices to help farmers cope with climate change,” Sun Star Pampanga), Jonathan Mayuga for Best Water Sustainability Story (“Ifugao’s ‘muyong,’

This year’s Binhi win of Tacio is his seventh. In 1994, he was named as Countryside-Based Agricultural Journalist of the Year. Two years later, he won the countryside agricultural and environmental journalist of the year.

In 2015, his story on soil erosion was named as Best Environmental Feature of the Year. In 2016, he won two Binhi awards: third place for Agricultural Reporter of the Year and third place for Environmental Journalist of the Year. All these award-winning stories came out in EDGE Davao.

In 2017, his feature

on climate change which appeared in Philippines Graphic was named Best Climate Change Story of the Year.

It was the multi-awarded journalist Dr. Zosimo Ma. Poblico who suggested the name. Patterned after the now defunct Asian Agricultural Journalism and Writers Association, it’s a precursor of the Philippine Association of Agricultural Writers which was organized earlier in 1976.

In 1987, PAJ recognized excellent works in agricultural journalism through the annual Binhi Awards.

Environmental reports, mostly related to agriculture, have been included in the search years later

UNITY FOR RECOVERY! Issued last week is a unity statement ro work together to maintain health protocols and help th economy recover.

Various business and socio civic and religious organizations led by the Davao City Chamber of Commerce and the Archdiocese of Davao have spoken. Other organizations include the Philippine College of Physicians-Davao, Ambassador Club of Davao, People Management Association of the Philippines-Davao, ICT Davao, Inc., Universal Islamic Center, JCI Davao Region, JCI Senate-Davao, and the Davao Tourism Association.

This formal statement galvanizes broad based support to push our recovery

efforts in the city. Key here is a call to patronize and support local products and services to boost consumption demand that will all lift the economy, protecting jobs in the process. With about a third of our economy based on consumption, this unity will help grant all of us the confidence to keep the economy strong and recovering as we approach the important Christmas season.

Working together across all sectors will achieve this.

Nonetheless, vigilance will and must remain to that we can continue opening up, and recovering safely.

That said, we will all need to work together, to protect our community’s health

and push our recovery and growth.

European interest in Mindanao is rising In response to several queries, i can see that over the last few years, European interest in both the Davao and mindanao has actually been increasing.

THe European Chamber of Commerce began their local chapter in Mindanao in 2013, a group which has grown into a large, very active organization alongside the Southern Mindanao Business Council with members all over the island.

Last week, the European Chamber held a successful online forum on investing in Davao. With several Europe-

ans attending, it looks like interest in investments in food related and BPO businesses are strong, with an eye toward capitalizing on and processing Mindanao produce and resources.

The European Union recently gave 3.4 B pesos in financial for peace and development activities in Mindanao and the BARMM. Europeans and their companies have had a long presence in davao over the last several decades since they supply many of our businesses with machinery and goods, and a good number of european investment inquiries and businesses would like to get a foothold in the local and asean mar-

kets.

In the post pandemic world, we will likely see aggressive business and trade promotion activities to help sagging economies recover. Understandably, Europe is no exception. The drops in second quarter gdp been between -10% (Germany) and -20% (UK), their largest economies.

This pandemic exacerbates the global slump due to the US China trade war in 2019. All countries therefore, will need all the trade they can do to recover.

They are part of Mindanao’s economic history, and it looks like it will continue to form part of our economic future.

FRED C. LUMBA SPECKS OF LIFE

“SALA SA INIT, SALA SA LAMIG” In English translation, this would closely mean “neither here nor there,” “flip-flopping,” “playing it safe” or “wanting the best of both worlds.”

In a romantic analogy, he is the playboy who has a number one and a number two – just in case.

In short, he is the chap who can’t decide categorically when an issue confronts him in the face.

He is indecisive, unsure and changes his decision as quickly as he makes them.

He is easily swayed to go to one side then swaps positons.

In this ever-changing human society, the Filipino, I have observed, is one who seems unable to make up his mind when decision-making time comes up, which is why the above expression has evolved – and made a lasting impression.

This has something to do with the question of loyalty, does this not?

It is relatable to an emotional reaction or response to a stimulus.

Emotional, rather than mental, because there appears to be no time in-

volved when the decision to flip-flop is done.

It is a quick response to an issue at hand and where a quick decision must be made that leaves enough room to make a mistake.

Otherwise, if a person adequately brings the idea to a serious thought, he will not commit a grave consequence that a flip-flopper would commit.

Look back at how the congressional hearings of the PhilHealth fund mess went.

All of those who were summoned and subpoenaed – not necessarily the guilty ones but all were put under the lens – could not make a categorical reply to a particular simple query as to who was responsible for a certain function and/or for that miscue or omission.

It appeared to me though that they had an automatic but somehow mechanical though coordinated rehearsed reply that baffled even the most articulate probing members of the congressional committees.

This “sala sa init, sala sa lamig” mentality has successfully invaded the Phil-

ippine bureaucracy that has sadly crippled government functions and the efficient delivery of social services to the people.

Of course, I am talking about a cumulative regression that dates back to the early years of our country’s independence when Filipinos, after having mentored by the Americans on the “amazing’ concept of democracy, began to rely on their new found wisdom and self-reliance attributes.

Coming out of the ashes and ruins of the destructive Pacific War, I remember that the government, being helped back on its feet by compensatory damages from Japan and the United States, the Filipinos survived and crawled out of the mire and the squalor.

Political leaders who emerged then were imbued with the fire of nationalism and progressive vision.

They were a bunch of genuine talented men and women who had actively participated in the shaping of a “new Philippines” that forthwith brought us at par with Japan, economically speak-

ing.

They were highly qualified men and women – in mind and spirit – who brought their legislative and oratorical prowess to the fore that earned for both chambers of Congress endless praise and compliments.

There were no wallflowers nor mute members nor fence-sitters as we have today.

Covered by radio through the auspices of the Philippine Broadcasting Service, the lively and exciting repartee between a bill sponsor and an interpellator created public interest in plenary debates and proceedings that many Filipinos regularly listened to during that period of time.

These recollections of mine sadly portray the stark contrast between yesterday’s and today’s contemporary state of affairs in both houses of Congress.

You can count by the fingers those who actively participate in the plenary debates.

Many come in just to raise their hand and say “present!” during the roll call.

Afterwards, they are gone for the day.

The mindset, over the years, has – wittingly or unwittingly – changed.

Of course, even the geo-political districting has inevitably and differently evolved.

Some provinces were – for political convenience and accommodation – were split into two. And so with district representations.

Smoke the peace pipe, huh and bury the hatchet?

Today, we have just about every party list congressman whose mandate over-laps the government line functions.

The composition of the House of Representatives – 300 of them at the Batasan complex – is way too many (and too hot) to handle.

Baste also said that although the perpetrators were convicted as murderers, they would have been convicted as terrorists as well.

He also emphasized that if only the Philippines has a good anti-terror law, the kind of justice for the victims of that terror attack would have been even more meaningful not only to their families but

also to the peace-loving Dabawenyos who want to ensure that their future is free from the threats of terrorism.

“We believe that the decision underlines the urgency to enforce strong laws against people and groups that espouse terrorism. The Local Government of Davao would like to express its gratitude to the survivors and the families of the fatalities for persistently pursuing the case against the perpetrators despite the many challenges. You were dauntless in your pursuit of justice and your courage was truly inspiring,” he said.

The city has recorded eight bombing incidents in Davao City since 1981 that killed 75 people and wounded 390 others: San Pedro Cathedral bombing on April 19, 1981 that killed 17 individuals and wounded 157 individuals; San Pedro Cathedral bombing on December 28, 1993 that killed six persons and wounded 51 individuals; Evergreen Hotel bombing on March 16, 2002 (1 wounded);

Old Davao City Airport bombing on March 4, 2003 (22 killed and 55 wounded); Sasa Wharf bombing on April 3, 2003 (16 killed and 46 wounded); City Overland Transport Terminal bombing on February 14, 2005 (6 wounded); SM and GMall bombings on September 20, 2013 (five wounded); and the Roxas Night Market bombing.

To prevent more terroristic attacks to happen in the city, the city government has launched the Culture of Security Project, which is a people-centered campaign that encourages Dabawenyos to adopt vigilance as their way of life and through the campaign “May Nakita? Dapat Magsalita!” is an order encouraging Dabawenyos to adopt the Culture of Security as part of their way of life.

Clippers fire Doc Rivers D oc Rivers is out as head coach of the Los Angeles Clippers after a disappointing semifinals exit earlier this month.

The Clippers went 3-1 up in the series against the Denver Nuggets before dropping their next three games to crash out of title contention.

It was not an unfamiliar position for Rivers to be in as the only head coach in league history to let a 3-1 lead slip three times in his career (once more at the Clippers in 2015 and at the Magic in 2003).

Rivers has been at the helm since 2013 and spent five seasons with the Orlando Magic while also in charge of the Boston Celtics for nine, winning a title in 2008.

Haynes reported just under two weeks ago that Rivers would continue on as coach of the Clippers, partly due to his role in Kawhi Leonard joining.

British UFC superstar Conor McGregor is his “marked” opponent, according to Freddie Roach, the Pacman’s chief trainer and coach.

By the way, this has already been whispered about as the fighting senator’s farewell outing several months ago in anticipation of a much bigger endeavor. The 8-weight division world champion is reportedly seeking higher office in the 2022 presidential and vice-presidential balloting.

Excellent match up, I would say.

But even as the sports world awaits with eager wonderment this explosive encounter, odds makers will have a difficult time who between the two should be the favorite.

In this gladiatorial combat where physical attributes are the boxer’s main assets, we cannot determine whether our champion has the edge.

Even if Mcgregor is not an established warrior like Pacquiao in the boxing scene, the former’s bloody encounters in the octagonal ring is as rich – and perhaps – more brutal than the latter’s 25-year experience in the square arena.

Conor has fought a losing but brave meeting with the undefeated Floyd Mayweather, Pacquiao’s erstwhile conqueror, sometime in 2017. But before getting knocked out in the fateful 10th, he gave the Black American champion something to worry about when McGregor rocked Mayweather with hard blows midway in the bout.

Believe me if I say that each is capable of knocking the other one out.

t’s time to take your pick, Lakers or Heat?

In a poll question flicked through social media by this writer, most basketball fans think the ‘loaded’ Los Angeles Lakers will romp away with the NBA title in the bubble over the men from South Beach. It’s not too surprising knowing that the Lakers are favored to win this year’s title from the start of the season and way before the Covid-19 pandemic set in.

The Lakers and the Heat begin their bestof-seven Finals on Friday with the winner taking the trophy home from the first non-homeand-away Championship series.

Samahang Basketball ng Pilipinas (SBP) regional director and Presidential Adviser for Sports Glenn Escandor picked the Lebron James-led Lakers to win 4-1 over the Heat mentored by Fil-Am bench wiz Erik Spoelstra.

Glenn thinks the Lakers are loaded with bigs who can dominate the paint and protect the rim.

Edge Davao columnist Charly Holganza picked the Lakers to win but believes it will be close. The series, he said, will go the full distance of seven games. Although he picked the Lakers, the retired military official is rooting for the Heat.

Veteran sports journalist Fred Lumba, who

also writes a column for Edge Davao, picked the Lakers 4-1. Fred said the Lakers are “too hungry to win a title and Lebron’s personal pride is at stake.

Mindanao Times sports editor Jon Develos, who predicted a Lakers-Miami finale, has the Lakers winning in the same 4-1 fashion.

Engineer Chito Malabanan, a big Kobe Bryant fan, picked the Heat in six games. My golfing Chito shifted allegiance after Lebron came to Holliwood to don the purple and gold.”I don’t like the Lakers now because of Lebron. I like Coach Spo, that’s why Heat in 6. The surprise team, the Kings of the Bubble.”

Another big baskeball fan Dr. Rex Mesiona Caralos is placing is cards on the Lakers. My anaesthetist friend’s forecast: 4-2.

Broadcaster Alex Santos, anchorman at PTV and host at Radyo Pilipinas, confidently picks his favorite Lakers to win via a sweep.

Alex is probably one of the staunchest Lakers supporter in the land and that only shows how he trusts this bunch to relive the glory days of the Laker Nation.

Aside from Alex, two other pollsters predicted a sweep for the Lakers. Broadcaster Dennis Lazo of DXUM and former Ateneo de Davao University Blue Knight Jonelle Llavore

James Butler of the Miami Heat said they need to play near perfect to beat the Lakers. both boldly predicted Lakers in 4.

Coach Arvin Bonleon of the Davao Occidental Tigers in the MPBL, thinks the Lakers will win in six games. Arvon said the Lakers “are going to switch all on defence and offensively they can play small balls or big balls.” He thinks the Miami line-up is slightly thin and Lebron James can play backdown against Miami defenders.

Perth-based Laker fanatic Paolo Molina has the Lakers winning in six games 4-2. Paolo, however, cautioned the Lakers should not get too overconfident and relax their defense and aggressiveness. It could spell disaster.

Another 4-2 prediction came from sportswriter Leo Palo of Southern Sports Digest and my Orlando-based kumpadre Robert Villaluz.

So that sums up our poll. Overwhelmingly, the series is for the Lakers ‘not to lose.’ They are expected to emerge from Disney World with the Larry O’Brien trophy flown home to Southern California.

The last 9 out of 10 Finals have always been one team against a Lebron James team. Lebron was in the Finals 8 times with Cleveland and once with yes, Miami. Except for last year when Lebron missed the playoffs for the first time after going down with a groin injury in his first LA tour, all NBA champions will have to hurdle Lebron. That’s the odds. Hate this man for his talent but you got to accept the fact that his appetite for championships is as voracious as a school of piranhas left unfed for days.

Now for my prediction? Lakers in six. The duo of AD and Lebron is just too much for Butler and Bam Adebayo. And yes, the supporting cast from both teams will play a very big role.

Miami is good to 8 players. In this battle of ammunition, you got to be loaded to up to 10, and the Lakers can play 12.

As Miami forward Jimmy Butler himself put it, the Heat will have to play “damn near perfect” to beat the Lakers.
