



Communities across LCCC area have benefited from almost £10m of investment over the past three years through 40 local projects.
Key projects include village improvement schemes, communitybased sport and leisure facilities, and greenway infrastructure enhancements.
Against a spend of £9,556,415, the council secured external funding of £4,013,997 from the Northern Ireland and UK Governments.
Projects include installation of all-weather surfaces for football and Gaelic at Lough Moss, delivery of village plans in Anahilt, Drumbo and Glenavy, a digital art sculpture trail in Hillsborough Forest Park and village improvements in Moneyreagh.
Visitor numbers to Lisburn almost doubled
in December through an enhanced light festival and Christmas programme of events. Work is planned in the coming weeks to modernise play parks in Crossnacreevy, Ryan Park and in Drumlough whilst a new all-weather playing surface will be installed shortly in Maghaberry. Building on the success
of the only national standard BMX track in Northern Ireland, the council is working with the Lisburn BMX Club to explore improvements to the starter gate alongside creation of Lisburn’s first skatepark at the adjacent Bells Lane Park.

At a recent meeting, Lisburn & Castlereagh City Council (LCCC) agreed the 2025/26 district rate, setting an increase of 3.99% for both domestic and non-domestic properties.
For the average household, this equates to an additional 41 pence per week.
Chair of Corporate Services Committee, Councillor Nicholas Trimble, said: “We recognise that real cost of living pressures continue to impact people’s everyday lives and we have worked hard try to keep the rate increase as low as possible.

hance tourism and strengthen Lisburn & Castlereagh’s position as a premier visitor destination - supporting businesses and driving economic growth. We hope to enhance this further with the ongoing development of our new Tourism Strategy.
“Our 2024 Christmas programme attracted 145,000 visitors to the city centre. This was a welcome boost to the local economy and reinforces our growing reputation as a vibrant place to visit. We want to build on this success throughout 2025 and continue to deliver quality events that people value.
“Finally, I am delighted that we have been able to freeze all leisure activity prices for a third consecutive year, ensuring affordable access to facilities to support physical and mental well-being.”
Lisburn & Castlereagh City Council has joined a global United Nations (UN) drive to help end new diagnoses of HIV: Fast Track Cities.
The City Council agreed to sign the Paris Declaration and to support the UN Fast-Track Cities Initiative at the Corporate Services Committee meeting recently.
The council is one of the first to sign the UNAIDS “Paris Declaration”, aiming to reach zero new HIV diagnoses by the year 2030. Belfast City and Derry City & Strabane District Councils have also signed up.
The most recent HIV statistics from the Public Health Agency showed that, in 2023, there were 1,368 people living with HIV in Northern Ireland. In the same year, 101 new HIV diagnoses were made here (67 men and 34 women).
There are three elements to the actions on Fast Track Cities: public education to challenge outdated misconceptions, access to HIV testing, and ending stigma.
In Northern Ireland, Fast Track Cities is being led by the region’s only dedicated HIV charity, Positive Life, in partnership with the Public Health Agency (PHA).
Dr Rachel Coyle, Public Health Consultant at the PHA said, “The developments in HIV
treatment and care over the last few decades are astonishing. Today, someone diagnosed early with HIV will be able to access highly effective treatment which makes the virus undetectable, so they cannot pass HIV to a sexual partner. HIV is not a barrier to having relationships, to having children or to leading a full and healthy life. The public health message is

The Fast-Track Cities “Paris Declaration” was signed on behalf of Lisburn & Castlereagh City Council by the Mayor of Lisburn & Castlereagh City Council, Councillor Kurtis Dickson, who said: “The signing of this Declaration is an important step to raise awareness of HIV, reducing the stigma for those living with HIV, and making
Northern Ireland a Fast Track Region. It places us alongside cities and regions across the globe working towards the United Nations goal to eliminate HIV. We are pleased to be one of the first councils in Northern Ireland to become a Fast Track city.”
As part of the move, Positive Life is making free, confidential HIV testing available in the Council area.

Lough Moss has seen various improvements including new 3G pitches, a community hub and garden alongside additional car parking and lighting.
“Through this capital investment, we have improved public safety in Anahilt, Glenavy and Maghaberry. An extensive grant scheme was implemented to support local heritage in Moira, Royal Hillsborough and Moneyreagh. Heritage was respected at all times whether it be through new shop frontages, a parklet or a coffee dock in a popular community space.
“A key new project for us is the further development of the Bells Lane complex with the addition of a skateboard park adjacent to the Lisburn BMX Racetrack. I am looking forward to seeing it progressing from design to construction within the year. Alongside all of this, the £55m redevelopment of the new Dundonald International Ice Bowl continues at pace.”

The Freemasons of Ireland Jubilee Benevolent and Welfare Fund has taken a significant step in expanding its charitable reach, announcing the first-ever support for external charities aligned with its core values.
This development follows a recent restructuring of the Fund and the addition of the Maureen Boal Charitable Trust, which will enable the distribution of monies annually, beginning with £75,000 and increasing year on year, which will be used to assist communities across Northern Ireland.
As part of this inaugural funding round, six nonMasonic charities have already benefited enabling them to continue their vital work in Northern Ireland and showcasing the Freemasons’ unwavering commitment to broader community welfare initiatives.
The benefitting charities are: Listening Books – £10,000; Newlife – Charity for Disabled Children£10,000; Teenage Cancer Trust – £20,000; Northern Ireland Chest Heart & Stroke – £10,000; Prostate Cancer UK – £15,000; Assistance Dogs Northern Ireland (ADNI) Receives £10,000 Donation Leslie Nixon, Assistant Grand Master of the
Freemasons of Ireland, emphasised the importance of the guiding principle of “Always Caring, Always Sharing” in Freemasonry.

Maghaberry based businesses welcome the recently completed Environmental Improvement Scheme, which has enhanced a central car park in the village.
Delivered by Lisburn & Castlereagh City Council this project is part of its £2.3m Small Settlements Scheme funded by the Department for Communities and the Department for Infrastructure. This local project involved the resurfacing of the car park to provide safer and improved accessibility to businesses in the heart of Maghaberry village.
Communities Minister Gordon Lyons said: “My department, through the Covid Recovery Small Settlements Regeneration Programme, continues to work collaboratively across central and local government to deliver partnership projects. The upgrade of the carpark in Maghaberry provides improved accessibility for the public, supporting my commitment to develop safe attractive centres.”
Alderman Amanda Grehan, Chair of the council’s Regeneration and Growth Committee said: “We are delighted with the positive response
to the enhancements of this central car park in Maghaberry. It complements the overall village environment and visual appeal for the local community.”
Michael Mooney, Maghaberry Pharmacy, said: “We are very appreciative of the upgrades

The council’s Small Settlements Regeneration Programme was designed
to address the regeneration needs of rural villages. It has been made possible through funding from the Department for Communities (DfC), the Department of Agriculture, Environment and Rural Affairs (DAERA), and the Department for Infrastructure (DfI).
Hundreds of aspiring skilled professionals visited South Eastern Regional College’s (SERC’s) Campuses during NI Apprenticeship Week, to explore the opportunities offered by the College’s apprenticeship courses.

JV Allister spots the first green shoots of spring on a winter woodland walk. I park at the roadside, hopefully leaving room for cars or tractors to pass, but this place is a bit off the beaten track, so it should be OK. Although the snow has mostly disappeared from the road, it’s still heaped on the grass verges, one more than the other, indicating the wind direction, and it’s on the least affected one that I spot the wild garlic coming into bloom, and chew a stalk. While I know they’re native plants which happen
to bloom early, I don’t remember them from my childhood days, so possibly they’re good colonisers.
The wood which I intend to explore is mostly deciduous, although adjoined by a larger plantation, more like a forest, of Sitka spruce, aliens in regimented rows, shadowing needlecovered ground, providing habitat mostly unsuited to native creatures and plants, although I suppose
crossbills and coal tits might be attracted to the seed cones and reclusive sparrowhawks to it as a nesting site from which they can emerge at speed to predate the birds of the nearby native woodland edge and hedgerows. A robin sings, then another further along the woodland edge, territorial competitors, and, as I stand to listen, typically one flutters down to say hello. The woodland edge rather than the darker barer interior attracts most wildlife, whether birds such as robins or blackbirds, and warblers
in spring, and field mice, bees and butterflies in season, to feed and nest because the sunlight, particularly along this south face, encourages trees such as hawthorn, hazel and mountain ash, and wildflowers such as daisies, dandelions and honeysuckle.
The slight path I follow up the hill might have been made by badgers or humans, or both, weaving between grey trunked beech, gnarled oak and smooth elegant ash, along ditches and over small hills, at least one of which looks like it might contain a
badger family. It is still and silent other than the sound of my laboured breathing and uncertain footsteps, breaking twigs and crushing dead leaves, but I stop to allow my senses to settle, to see and listen, and am rewarded by a sharp call ‘tsurp’, frequently repeated, and watch a family party of long-tailed tits, siblings, parents, cousins, maybe in-laws, pass by above, flying quickly from twig to twig, tree to tree, searching for miniscule invertebrates.
After they pass, I relish the silence and the company of the trees, already budded, ready for spring, before making my way back down. A magpie cackles nearby, up to mischief no doubt, and the robins are still singing, joined by foraging blue tits excitedly calling to each other.
I will visit again during the year to enjoy this place, to look, listen, smell, touch and feel woodland and its inhabitants, and, when the leaves are back, to breathe in the oxygenated air. But even today, as it becomes chilly and there are snow clouds gathering, I feel refreshed in body, mind and spirit, and am grateful. JVA
LAGAN Valley MLAs Emma Little-Pengelly and Paul Givan have visited Specsavers Lisburn to hear about how high street hearing health experts can help the NHS cut waiting lists.

City Councillor ALD Allan Ewart MBE also joined the visit, hosted by store directors Leanne Lindsay and Natalie Latham and Specsavers audiology director Paul Clarke.
The visit was arranged after a Stormont event last year where Specsavers shared findings that 310,000 people in Northern Ireland live with hearing loss, while more than 20,000 patients are on NHS audiology waiting lists.

essential. Many people in Lagan Valley and across Northern Ireland are waiting for audiology treatment. Listening to our local experts has highlighted how expanding community-based audiology services could ensure more people get the help they need without having to endure long delays.

Specsavers’ ongoing advocacy for a rollout of community audiology services in Northern Ireland is part of the company’s broader campaign, “It’s Time to Talk About Hearing.” The initiative, which is aimed at increasing awareness of hearing loss and the importance of early intervention, aligns with the broader goals of improving public health and supporting the ageing population who often suffer
with loneliness as a result of hearing loss.
The discussion also focused on the growing issue of loneliness and isolation, particularly among older constituents, which is often
exacerbated by untreated hearing loss. Research outlined in Specsavers’ report has shown that untreated hearing loss can contribute to premature retirement, limiting individuals’ earning
potential and further straining the workforce.
Specsavers is calling for policymakers to back the proposal to fund community audiology services, which would provide hearing tests, hearing aid fittings, rehabilitation, and ear wax removal on the high street, reducing waiting lists and alleviating pressure on hospitals and GPs. This model, which mirrors the success of community-based optometry services, would ensure that hearing care is as accessible as eye care in Northern Ireland.

An enthusiastic team of NI Water volunteers recently helped at Crosskennan Lane Animal Sanctuary near Antrim.
The volunteers helped this fantastic local charity in a number of ways including painting new dog kennels, feeding and clearing out the animals and general farm tasks.
The volunteering day is part of NI Water’s ‘Cares Challenge’ project which has been operating successfully for over ten years and is one of the largest corporate volunteering schemes in the province.
To date over 1,700 staff have volunteered in over 120 challenges, equating to more than 12,000 hours of volunteering to help
support communities across Northern Ireland. In the latest project, volunteers from across the organisation made a valuable contribution to Crosskennan Lane Animal Sanctuary.
NI Water volunteer Debbie Mitchell commented: “It was a wonderful day, spending time helping out at the sanctuary and getting to know and work with other members of NIW. It was a very therapeutic day and I would definitely visit again and highly recommend.”
As part of the programme, activities are planned for various
groups throughout Northern Ireland each year and are set up in partnership with Business in the Community’s NI Cares Programme. The programme identifies organisations and charities within the local community who need a helping hand with physical tasks such as gardening and painting.

Moira is a charming village, rich in history. It has a history stretching back at least 1,500 years, with evidence of ancient ringforts in the area.
The name “Moira” comes from the Irish “Maigh Rath,” which may mean “plain of the streams or wheels” or “plain of the ringforts.”
It was the site of the Battle of Moira in 637 AD, one of the largest to ever take place on the island of Ireland. This is a significant parkland area. In the 17th century, Sir Arthur Rawdon created botanical gardens here, importing exotic plants, and notably building the first hothouse in Ireland.
Moira Railway Station is one of the oldest railway structures on the island of Ireland, having opened on November 18, 1841. Today, part of the NI Railways network, on the Belfast-Portadown/ Newry line - the line that the Enterprise train uses. It’s placement on the Belfast to Dublin route, makes it a vital transport hub.
It’s interesting to note
that when the station was being built a large amount of skeleton were uncovered, unearthing more information about the historic battle of Moira. Children under 16 with a disability or additional needs may be entitled to Disability Living Allowance (DLA), while those over 16 can receive Personal Independence Payment (PIP). The amount received will depend on the condition and how it affects the child. As soon as possible after receiving a positive DLA or PIP decision you should contact whoever pays your current benefits to tell them you’re now getting DLA or PIP, as this could result in you getting higher payments of other benefits such as Universal Credit or Housing Benefit.
You’ll also be exempt from the ‘benefit cap’ which limits the amount of benefit payment a household can receive, and also may be eligible for help towards your household rates if you have made any adaptations to your home to meet the needs of the person with the disability.
If you do not currently receive any benefits
The awarding of a disability benefit is a significant change in circumstances. The entitlement to DLA or PIP may mean that households with a higher income, and who would not otherwise be eligible, can qualify for support.
You should contact an independent benefits advisor who can check if this change means that your household could now be entitled to any other benefits, such as Universal Credit.
Carer’s Allowance and Carer Element
Parents and others who care for someone in receipt of DLA or PIP could be eligible to receive Carer’s Allowance, which is paid weekly at a rate of £81.90. Eligibility
Allowance, or would be in receipt of Carers Allowance if it weren’t for their income being too high, they may be eligible for an additional Carer Element of Universal Credit of £198.31 per month.

Brushing your teeth twice a day, cleaning them for at least two minutes, and visiting the dentist once a year are the staples of oral hygiene learned from an early age.
A new study from health and beauty tech retailer Currys, surveyed 2,000 people across the UK to explore the nation’s oral hygiene habits, and results show that Brits still have a lot to learn. More than 6 in 10 Brits (63%) say that they brush their teeth for less than two minutes, and 16% of the nation says that
they clean them only once a day. In addition to not following the basics, 40% of Brits say they struggle to get to a dentist when they need them.
The nation is losing their smile: is it bad hygiene or the fear of the dentist?
Oral health has been linked to self-esteem, and this is proven in several US studies, for both adults and children.
In the UK, data reveals that nearly 4 in 10 people (38%) are not confident about their smile, and a staggering 59% of them consider their teeth to be discoloured or yellow.
The data paints a similar picture in the Northern Ireland where nearly 6 in 10 (59%) people consider their teeth to be discoloured or yellow, with over a half (51%) not being confident in their smile.
The majority of people in the Northern Ireland (84%)—
similar to the national average—clean their teeth twice a day. However, 14% still think that brushing only once a day is sufficient. More than a fifth (22%) of people in Northern Ireland don’t follow the recommended two-minute minimum, brushing for one to two minutes. More alarmingly, nearly a third (30%) of Irish spend only 30 seconds to 1 minute brushing their teeth.
Not following basic oral hygiene practices or being unable to secure a dentist appointment can lead to serious health problems. For example, an untreated tooth infection can easily spread to surrounding tissue and other parts of the body, potentially resulting in hospitalisation in only the best-case scenario.
Fear of the dentist, also known as dental anxiety or dentophobia, is one of the main barriers to securing a
timely appointment. It is a common issue, with recent research confirming that 41% of Brits suffer from it.
Another obstacle to good oral health, either on its own or combined with dental anxiety, is the difficulty in getting a dental appointment when needed, which was highlighted by nearly the same percentage of people in the UK (40%).
In Northern Ireland people also battle with fear of the dentist (43%) while a similar
percentage (38%) highlight cost as the reason they are putting off a visit to the dentist.
Bad breath tops the list as the worst offputting dental attribute
So, while bad oral hygiene and struggling to get a dentist appointment can affect health and lead to poor self-esteem, it also carries some social consequences too.
Bad breath was flagged across the nation as one of the worst observable dental habits for a

A leaking roof can be caused by age and general wear and tear, as tiles come loose, or roofing felt gets damaged. Sometimes the worst happens, and your roof can leak due to damage from bad weather such as storm damage or a falling tree.
First steps: If you find yourself facing a leaking roof, what are the important things to action first? Move anything you can out of the way of the leak.
A leaking roof is bad enough, so move any possessions or furniture out of the way of the leak. Contain the water. If you can, try to collect the water in buckets to reduce the damage to the surrounding area of your home. Take photos in case you need them for an insurance claim. If your roof has been damaged severely and it makes your home uninhabitable, or the structure is exposed to the elements, this is classed as an emergency situation. You should contact a roofing expert
immediately.
If you spot a leak in your roof, the best course of action is always to call a professional roofer. They’ll be able to identify the cause of the leak, carry out the necessary repairs, and ensure that the leak doesn’t reappear in the future (which could lead to bigger and more expensive damage further down the line). The first step in resolving a leaking roof is knowing how to find the source of the roof leak.
The main things to look out for are whether you can see signs of a leak internally. Roof leak detection is like being a detective – check your ceilings and walls for signs of water or watermarks and stains, as well as checking for damp patches on the floor. Look at the loft space Whether or not you find any clues in the rooms of your home, if you’re trying to detect a roof leak it’s also important to get up in your loft or roof space. Signs of a leaking roof include damp timbers and a strong, musty
plumber, electrician, Gas Safe registered engineer, plasterer and painter and decorator.

If you do detect the signs of a leaking roof, circle the area and take measurements from key marker points such as chimney stacks or vents so you can pinpoint the leak from the outside. A good time for detecting a roof leak is after some consistent rainfall, as it will be easier to see the signs of whether your roof leaks in heavy rain. Other ways to detect a roof leak are to conduct a water test with a hosepipe. This is best done after a dry
weather spell. By directing water onto your roof with a hosepipe and then checking inside your roof space, you should be able to locate any roof leaks. Also, head outside to see if tiles are missing from the outside (top of your roof tiles), if the roof surface is torn or damaged, or covered in moss. Do not attempt to climb onto your roof to inspect it. This should only be done by a professional with the right safety equipment.
