Welcome from the President Happy Holidays! As we head into a new year, it is important to pause and take stock of the accomplishments of 2018 and to set goals for 2019. We are proud of the many accomplishments of our residents, participants, staff and partners. Together we collaborate to work toward a New Haven where every individual has a safe and decent place to live that they can afford and opportunities to achieve their goals. 2018 was a time to celebrate ECC/HANH’s 80th Anniversary. Founded in 1938 following passage of the US Housing Act of 1937, ECC/HANH held its first Board meeting on Friday August 5, 1938 convened by Mayor John Murphy with appointed Commissioner C. E. A. Winslow serving as Chair. The Authority received its start up funding through a loan from the City and was initially housed in Yale University’s Hendrie Hall. Our first development, Elm Haven, was built in 1940 and was followed quickly by Quinnipiac Terrace and Farnam Court. Standing here, looking back over an 80-year history there is much to celebrate. Each of those initial developments has been transformed into new mixed income communities with related supportive services and amenities. During these last months of 2018 we received additional funding awards that moves forward our comprehensive redevelopment plans. Read on for information about funding awards for our development projects at the next phase of Farnam Courts, Ruoppolo Manor and Fairmont Heights. We welcome our newest Commissioner who was sworn in at our December Board of Commissioners meeting. Commissioner Edwin Rivera Bello is a local real estate agent with experience in property management. Read on for more information on the people of ECC/HANH, new programs and policies and more. The Glendower Group Secures CHAMP funds from Department of Housing for $7.5M The Glendower Group, ECC/HANH’s affiliate/instrumentality development company, was successful in securing the latest Competitive Housing Assistance for Multifamily Properties, or CHAMP funding from the DOH for $3.8M for Farnam Courts Phase 2A (45 units) and $3.7M for Ruoppolo Manor and Fairmont Heights (201 units). This funding will go towards the construction of four buildings for 45 mixed-income, residential units in the rear section of Mill River Crossing (formerly Farnam Courts) on Grand Avenue: 36 affordable and nine market-rate. It will also provide for the rehabilitation of 201 units at the elderly/disabled developments at Fairmont Heights and Ruoppolo Manor. (Continued on page 3)
