Welcome to the Spring/Summer issue of the Homefront. Many changes have been underway as we continue to find new ways to better serve our residents and participants.

ECC Believes! Youth Achievement Initiative Presented at Capitol Hill On April 30th, ECC/HANH Executive Director Dr. Karen DuBois-Walton presented at Capitol Hill in Washington, DC regarding Elm City Communities Believes, a youth initiative designed to assist students in achieving academic excellence. At the seminar which ended on May 2nd, Dr. DuBois-Walton explained the tenets of the current programming which is a benefit that comes with being one of 39 MTW agencies in the country.

We have launched a new Property Management company called 360 Management Group, Co. It is led by our Senior Vice President, Patricia Johnson. Read on to learn more about Ms. Johnson. 360 Management Group in partnership with the Glendower Group Property Management staff are managing several ECC/HANH properties including Twin Brook, Eastview Terrace, Wilmot Crossing and Fair Haven development. Additionally, they have assumed management of Constance Baker Motley, Katherine Harvey Terrace, Newhall Gardens and Prescott Bush. Each of these four elderly-only developments are undergoing needed renovations that will improve the quality of life for those residents. Information about these projects is included in this edition of Homefront.

We are excited to highlight other members of the ECC/HANH team –those who are new to leadership with us and those who are ending their long and productive careers with us.

Read on to learn more about new policies like the agency’s Smoke-Free Initiative which went into effect on June 1, 2018. Effective immediately, all ECC/HANH properties are smoke-free.

As the school year ends, we celebrate our graduating high school seniors and look forward to summer plans for our young people. Inside this edition, read about our summer activities, our youth interns and our Back to School Fair.

These and other activities are all geared toward creating opportunities for the families we serve.

Connecting With Our Neighbors…

Homefront Staff Profiles The Homefront is starting a new profile series because we want to introduce and connect you with some of our ECC/HANH family who are #MakingADifference for residents every day.

Meet Patricia Johnson, Senior VP of 360 Management Group, Co. Ms. Johnson began with ECC/HANH in December 2017 and has been in non-profit management for “more years than I can count,” she says. She has been committed to what she calls the “three-legged stool” – healthcare, education and supportive/affordable housing – which she mentions has been vastly rewarding and enriching. She is responsible for the portfolio which encompasses Eastview Terrace, Chatham, Twin Brook Properties, Wilmot Crossing, CB Motley, KH Terrace, Newhall Gardens & Prescott Bush.

“Affordable housing in particular really resonates with me and when I heard of this position, I was really impressed with this agency’s forward thinking and the understanding that the face of public housing is changing and re-inventing itself.”

Ms. Johnson is a self-professed “resident of the world,” born at Fort Riley (Kansas) to a military family. She says that New Haven is like “walking through history” and mentions that she has a penchant for architecture, cemeteries and connecting with people.

“I hope that what I can do here, with the creation of 360 Management, is to help us work smarter, not harder,” she says. “I look forward to not only creating sustainable communities and providing supports but also branching out to help other PHAs or nonprofits who have affordable housing and also want to benefit from our best practices.”

Ms. McCrea began her position as Program Director of CED last January and has been going at a nimble pace ever since – especially with the reorganization of her new department in March of this year – which included a supervisor, two managers and a recreational therapist.

Ms. McCrea is originally from The Hill section of New Haven and attended Prairie View A&M University (Texas) and Southern CT State University. Coming from a background as a director of a nursing home for 12 years, her dedication to providing quality service has always been paramount.

“We’re here to enhance the lives of our residents,” she says. “CED offers an array of social services to the community that promote social well-being, health, youth leadership, job development, education and self-sufficiency.”

She loves New Haven for its down-to-earth people, great theatre, food and diversity of culture and also stresses the importance of community.

“It’s truly important and I would advise anyone who wants to be more active to volunteer and offer their own unique skills by going out and interacting within their community.”

Take A Peek At the New Farnam Courts!

Have you witnessed the amazing construction that’s happening on Grand Avenue? It’s certainly hard to miss. The HomeFront is giving you an exclusive view of what is known now as the new Mill River Crossing.

The Glendower Group has been revitalizing the Mill River Crossing (MRC) neighborhood in an ongoing multi-phase revitalization plan. The newly-developed buildings will create a mixed-use, mixed-income community of 205 residential rental units, approximately 5,600 square feet of commercial and community space with an outdoor park – which will be a vital community amenity.

The first phase and second phases of the project will create 94 residential and 111 residential units respectively.

Glendower will provide relocation services to 240 families who will be temporarily displaced during construction.

Families who do not wish to return will also be assisted in identifying permanent housing. While a minimum of 86 units will be designated as RAD Project Based Vouchers (PBV), approximately 20 of the units will be market rate.

Mill River Crossing’s newly created infrastructure and off-site public improvements along Grand Avenue will reconnect the downtown Central Business District and create a walk-able Transit Orient District (TOD). Mill River Crossing is funded through multiple sources including Low Income Housing Tax Credits (4%), state bond funds, federal HOME funds, city capital funds and private financing. Please stay tuned for a ribbon cutting which is scheduled for this summer.

All Eyes on ECC

Spotlight on STEP! Brandon Graham is a part of the Elm City Communities S.T.E.P, or Student Training Employment Program, which offers a paid youth internship to residents in the Voucher (HCV) program, teaching students skills that they can use in the future when searching for employment opportunities.

Brandon has been a part of S.T.E.P for almost three years in the Legal department. In the three years Brandon has worked for S.T.E.P, he has retained many skills like working on the grievance process with residents of the Housing Authority, filing documents, answering phones and handling resident pre-application files.

Last, June Brandon was among some of the residents to be honored at the annual graduation ceremony hosted by Elm City Communities. He now attends Southern Connecticut State University, where he plans to finish with a Bachelor’s degree in Business. Finishing his first year at SCSU, Brandon will work at ECC over the summer saving money for when he returns back to school.

Brandon’s witty character and reliability has made him a valuable member of the Elm City S.T.E.P team. He plans to work under the program until he graduates from college.

Creating Communities of Choice…

Smoke-Free Policy In Effect!

In an effort to comply with HUD’s final rule for all public housing agencies, all ECC/HANH properties are completely smoke-free as of June 1, 2018.

Led by the CED staff, the agency has been holding community meetings to educate residents about the smoke-free policy, answer any questions and administer smoking cessation packets and resources for those who want to quit. For more information about the policy, violations and a list of free resources to help with quitting smoking, please visit: www.elmcitycommunities.org/PressReleases.aspx.

What is RAD? Many residents have questions about ECC/HANH’s recent changes to Rental Assistance Demonstration, or RAD, properties and what that means for them. Currently, approximately 60% of Elm City Communities’ developments are or are scheduled to become part of RAD. The RAD program has allowed for selected Public Housing Agencies (PHAs) to convert to long-term, project-based Section 8 (or HCV) Housing Assistance Payment contracts. The goals of the program are to improve and preserve public housing units (i.e., renovation or modernization) and also to provide more stable funding to those units.

RAD Group 1 Properties to begin construction On May 15th, ECC/HANH closed on the RAD conversion of their Group 1 properties which consist of seniors-only developments Newhall Gardens, Constance Baker Motley, Prescott Bush Mall and Katherine Harvey Terrace. Residents can expect for construction to begin by mid-June 2018. This effort was lead by Shenae Draughn and her team in the Glendower Group as well as the Finance, Operations, CED, P&D, Legal and HCV teams. A special thank you is extended to Jimmy Miller and the Censere Consulting team for giving the project a final push over the finish line.

Gateway + ECC = Skilled BMWs Through a partnership with Gateway Community College, Building Maintenance Workers (BMWs) have been able to receive training in electrical, carpentry, HVAC and plumbing curriculums to sharpen and advance their skills within the industry.

“We are the first employer that Gateway has put this type of program together for,” said Iris M. Rodriguez, Director of Administration.

GCC devised a learning program for each learning classification (I-IV) and provides an intensive hands-on learning experience for each facet of their training. These credentials are designed to (cont’d on page 6)

The HF Team sat down with Comm. Morris to find out more information about her origins and vision of New Haven. Her experience comprises holding positions as a clinician, substance abuse researcher, psychiatric aide and also includes missionary work abroad.

Q: Where are you from originally?

A: I was born in NYC (Harlem) and moved shortly thereafter to South Carolina where I started school. I eventually moved back where I went to a business high school in Manhattan. After my marriage and the birth of my son, I moved to New Haven in 1969.

Q: What do you love most about New Haven?

A: There’s just something about New Haven that keeps me here. When I first moved here, it was almost like a small town and, being near the ocean, I would always go to the beach. Now that my son and grandchildren are here, I see myself staying for them.

Q: What drew you to become a commissioner at ECC/HANH? A: I was actually approached by residents in my building who knew about my background in social work and mental health. Issues of homelessness, low-income populations and mental health are what interest me the most and a big reason why I took this position.”

ECC Believes lives up to its name by “constructing ways for residents to truly believe in all aspects of their life,” said Ronald Huggins, a consultant of the Student Training and Employment Program.

Shannon Dickey, a graduate from Gateway Community College, was sponsored by the ECC Believes programs in spring of 2017. The program was able to help Shannon take two summer classes at GCC. While Ms. Dickey was a part of the Elm City Communities family with S.T.E.P., she also spent some of her free time working alongside her brother in their family band.

“Being a participant of the ECC Believes! program has definitely helped me build my confidence in the professional world, “ said Dickey. “It’s also pushed me to finish school and pursue my dreams of starting a family business and band as well as work with The Future Project. ECC Believes! truly opened doors that I didn’t realize were there.”

The initiative, currently led by the Community & Economic Development Team, began in 2014 and provides educational supports to all residents attending New Haven Public Schools including all early childhood programs as well as students in regional magnet and local charter schools. They also provide support to adults trying to obtain their GED certificate.

“Everyone is given an opportunity to go as far as they want to go,” said Ms. Rodriguez. “The reception has been great even though there was some trepidation in the beginning.

The BMW staff really expressed that they felt the agency was looking out for them and their advancement.”

The skill-level, availability and BMW classification status will determine the amount of time that it takes to complete the program. After completing the classes, the hands-on training and final exam, feedback and scores are provided for the BMWs pathway to promotion.

Conozca a Patricia Johnson, vicepresidenta senior de 360 Management Group, Co. La Sra. ¡Eche un vistazo a New Farmam Courts! ¿Ha visto la increíble construcción en Grand Avenue? Ciertamente es difícil pasarla por alto. The HomeFront le ofrece una vista exclusiva de lo que ahora se conoce como el nuevo Mill River Crossing.

The Glendower Group ha estado revitalizando el vecindario de Mill River Crossing (MRC) en un plan de revitalización en curso de varias fases. Los edificios recientemente desarrollados crearán una comunidad de uso mixto e ingresos mixtos de 205 unidades residenciales de alquiler, aproximadamente 5,600 pies cuadrados de espacio comercial y comunitario con un parque al aire libre, que será un servicio vital para la comunidad.

¡Enfoque en STEP! Brandon Graham es parte del programa S.T.E.P. de Elm City Communities, también llamado el Programa de Capacitación y Empleo para Estudiantes, que ofrece una pasantía para jóvenes pagada disponible para los residentes del Programa de Vales para Vivienda (HCV), donde se enseña a los estudiantes habilidades que pueden usar en el futuro cuando busquen oportunidades de empleo.

Brandon ha sido parte de S.T.E.P. durante casi tres años en el departamento Legal. En los tres años en que Brandon ha trabajado para S.T.E.P., ha ganado muchas habilidades, como trabajar en el proceso de quejas con los residentes de la Autoridad de Vivienda, archivar documentos, contestar el teléfono y manejar archivos de pre-solicitud para los residentes.

Por último, June Brandon estuvo entre los residentes homenajeados en la ceremonia anual de graduación organizada por Elm City Communities. Ahora asiste a la Southern Connecticut State University, donde planea terminar con una licenciatura en negocios. Al finalizar su primer año en SCSU, Brandon trabajará en ECC durante el verano para ahorrar dinero para cuando regrese a la universidad.

El carácter ingenioso y la fiabilidad de Brandon lo han convertido en un valioso miembro del equipo S.T.E.P. de Elm City. Planea trabajar con el programa hasta que se gradúe de la universidad.

Creando comunidades de elección… ¡La política de espacios libres de humo ya está en vigor!

En un esfuerzo por cumplir con la regla final del HUD para todas las agencias de vivienda pública, todas las propiedades de ECC/HANH serán espacios completamente libres de humo a partir del 1 de junio de 2018. Dirigida por el personal de CED, la agencia ha estado llevando a cabo reuniones comunitarias para educar a los residentes sobre la política de no fumar, responder preguntas y administrar paquetes y recursos para dejar de fumar para aquellos que desean dejar de fumar. ¿Qué es RAD? Muchos residentes tienen preguntas sobre los cambios recientes de ECC/HANH en la Demostración de Asistencia de Alquiler, o RAD (por sus siglas en inglés), y lo que esto significa para ellos. Actualmente, aproximadamente el 60% de los desarrollos de Elm City Communities forman o se ha programado que formen parte de RAD. El programa RAD ha permitido que las Agencias de Vivienda Pública (PHA) seleccionadas se conviertan en contratos de Pago de Asistencia de Vivienda de la Sección 8 (o AVC) a largo plazo y asignados al proyecto. El equipo de HF se sentó con la comisionada Morris para conocer más sobre sus orígenes y lo que piensa de New Haven. Su experiencia incluye ocupar cargos como especialista clínica, investigadora de abuso de sustancias, asistente psiquiátrico y también incluye trabajo misionero en el extranjero.

P: ¿De dónde es usted originalmente?

ECC Believes! verdaderamente me abrió puertas que ni siquiera sabía que existían”.

La iniciativa, actualmente dirigida por el Equipo de Desarrollo Económico y Comunitario, comenzó en 2014 y brinda apoyo educativo a todos los residentes que asisten a las Escuelas Públicas de New Haven, incluidos todos los programas para la primera infancia, así como a los estudiantes de las escuelas magnet y charter regionales y locales. El nivel de habilidad, la disponibilidad y el estado de clasificación de BMW determinarán la cantidad de tiempo que se tardará en completar el programa.
