Purpose of the Conference

GCB Bank’s 70th Anniversary Thought Leadership Conference, themed “70 years of providing unrivalled financial solutions in the socio-economic development of Ghana”, is being held to celebrate the contribution that GCB Bank PLC (GCB) has made to Ghana’s economy since its inception in May 1953 and to highlight the future trends in banking and financial services in the country.

This one-day conference is being held to celebrate the Bank’s history and looking forward. The history explains the context in which GCB was born, its contributions and its relevance in the transformation of the Ghanaian economy. In addition to a discussion on the Bank’s foundation, the Conference will cover themes such as the role that the 1930’s depression played in shaping Ghanaian attitudes towards commerce, the place of ethics and regulation in our financial services industry, and the expanding contribution that mobile money and digital platforms are playing in introducing financial services to Ghanaians and Ghanaian businesses across the country.

Each of our major themes will have presenters from academia as well as commentary from practitioners.

In this regard, GCB has invited presenters from local and foreign universities and commentators from our local institutions, including our Central Bank. This will help ensure that our conference audience benefits from both academic and practitioner perspectives.

A question-and-answer session has been embedded in the program that would involve the audience and tap into their perspectives, wealth of experience and expertise to enhance the discussions and significantly contribute to the conference’s success.

The conference proceedings will be revised for publication and then be among GCB’s contributions to the development of Banking in Ghana. The published book will be a significant source of information and knowledge for scholars, researchers, academics, policymakers, and policy analysts in Ghana and other parts of the world.

Profile of GCB Bank PLC

Conference Chairman Dr. Ernest Addison, Governor, Bank of Ghana DR. ERNEST ADDISON Dr. Ernest Kwamina Addison was appointed Governor of Bank of Ghana by the President of the Republic of Ghana in April 2017. Addison has spent over 25 years working in the public service, with a focus on Economic Development, Monetary Policy Formulation and Implementation, and Macroeconomic Surveillance.

Addison attended Mfantsipim School in Cape Coast, Ghana. After Mfanstipim he went to the University of Ghana for his Bachelor of Arts degree in economics from 1982 to 1986. He proceeded to Cambridge University for his Master of Economics from 1987 to 1989. In 1993, he obtained his Doctor of Philosophy (Ph.D.) degree in economics from McGill University.

Governor Addison has demonstrated strong leadership, management and policy skills, and inspired confidence and credibility both within the Bank and throughout the financial sector. His tenure as Governor was extended for another four years by the President in 2021.

Under his leadership, the Bank of Ghana has gained several plaudits in the pursuit of prudent monetary policies to achieve price stability, as well as the comprehensive financial sector reforms in 2017 to 2019. The reforms have since strengthened governance and supervisory frameworks and repositioned the financial sector to undertake its primary role of financial intermediation.

In addition to his Governorship role, Dr. Addison served as the Chair of the Board of Governors of the IMF and World Bank at the 2020 Annual meetings in Washington DC. He is currently a Co-chair, of the Financial Stability Board (FSB), a Regional Consultative Group for Sub-Saharan Africa, Chairman of the Board of Directors of the Ghana International Bank, and a member of the Ghana Cocoa Board, among others.

Guest of Honour Hon. Ken Ofori-Atta, Minister of Finance, Ghana HON. KEN OFORI-ATTA Hon. Ken Ofori-Atta is a Ghanaian investment banker and politician who currently serves as the Minister for Finance and Economic Planning in the cabinet of Nana Akufo-Addo. He was born on November 7, 1958, in Kibi, Ghana.

His educational foundation was established at Achimota School in Accra, Ghana. He then pursued higher education, earning a Bachelor of Arts degree in Economics from Columbia University. Furthering his academic pursuits, he completed an MBA at the esteemed Yale University School of Management, equipping himself with the knowledge and skills needed for a successful career.

One of Ken Ofori-Atta’s achievements is co-founding Databank Financial Services, a prominent Ghanaian financial services company. He assumed the role of executive chairman at Databank and played a pivotal role in its growth and success until his retirement on February 14, 2012. Prior to venturing into the financial services industry in Ghana, he gained valuable experience as an investment banker at renowned institutions such as Morgan Stanley and Salomon Brothers on Wall Street in New York. He has other business interests in insurance, retail banking, private equity, microfinance, pharmaceuticals, and real estate.

Hon. Ken Ofori-Atta commenced his term as Ghana’s Finance Minister on January 27, 2017. Hon. Ofori-Atta was the first African to be honoured as a Donaldson Fellow at Yale University in 2010, a John Jay Fellow at Columbia University in 2011 and a Henry Crown Fellow of the Aspen Institute. He is a Co-Founder of the Aspen African Leadership Initiative.

He was the first African to testify at the US Congress Ways and Means Committee in support of the AGOA law, further solidifying his reputation as a respected and influential figure on the global stage.

His contributions to the corporate world have also earned him accolades, including being twice honored by PriceWaterHouse Ghana as one of the Top 5 Most Respected CEOs in Ghana.

BERNARD KOKU AVLE Bernard Koku Avle is a Ghanaian media personality, broadcast journalist, and engaging public speaker. He currently holds the position of host for Citi FM’s popular morning show, The Citi Breakfast Show. Additionally, he serves as the host of the Point of View Show on Citi TV, and he also doubles as the General Manager at Citi FM/TV. Educationally, Bernard Avle holds a Bachelor of Arts degree in Economics, with distinction, from the University of Ghana. He has also acquired an MBA in Marketing from Warwick Business School in the United Kingdom.

Bernard Avle’s contributions transcend the confines of his role in journalism.

He is a member of the governing council of the Global Marketing Network in Ghana.

Furthermore, as a founding director of iJourno Africa, Bernard Avle plays a pivotal role in training and creating opportunities for individuals interested in practicing citizen journalism.

In recognition of his exceptional work in the field of journalism, Bernard Avle was adjudged by earned the Ghana Journalists Association as the “Journalist of The Year” for his contributions in 2017.

Session One Presenter

KOFI ADJEPONG-BOATENG Kofi Adjepong-Boateng is based at King’s College, University of Cambridge.

He is a Research Associate at the Centre for Financial History at Cambridge and a Distinguished Fellow at the Munk School of Global Affairs & Public Policy, University of Toronto.

He is a Trustee of the UK’s Royal Economic Society, a learned society founded in 1890 to promote the study of economics. Its publication, the Economic Journal, was famously edited by John Maynard Keynes between 1912 and 1944. Kofi also serves as a Trustee of the Council of Management of the UK’s National Institute of Economic and Social Research (“NIESR”).

NIESR was founded in 1938 by a group of social and economic reformers, including Keynes and William Beveridge. It is Britain’s longest established independent research institute.

Previously, Kofi held visiting positions at St. Antony’s College (2008-2010), and Blavatnik School of Government (2016-2018), both of which are part of the University of Oxford. He is a past Trustee of the School of African and Oriental Studies (SOAS), University of London (2015-2020); and has also been involved in several research initiatives including as chair of the Policy Committee, Centre for the Study of African Economies, University of Oxford (2012-2018); and as a member of the Steering Committee of the Corporate Complicity Project at the Lauterpacht Centre for International Law at the University of Cambridge (2008-2010). He also sat on the Africa Policy Advisory Panel, an advisory group mandated by the United States Congress, and which reported to the late Colin Powell, who was the then U.S. Secretary of State (2003-2004).

He is a merchant banker by background. He started his career in 1987 while still at St John’s College Oxford, when he served as research assistant to the late Dr. Jonathan Frimpong-Ansah, former Governor of the Bank of Ghana. During this time, he also worked with the team at S.G. Warburg & Co. on sovereign debt restructurings in Uganda, Nigeria, Cote d’Ivoire, and on behalf of the African Development Bank. At the time, Warburg was the UK’s largest merchant bank. Kofi went on to co-found the First Africa Group in 1995 as a joint venture with Warburg. Between 2006 and 2009, the Standard Chartered Bank Group built a shareholding in First Africa and eventually acquired the firm. Thereafter, Kofi joined Standard Chartered as a Vice Chairman, and served on several of the bank’s boards. He stepped down from Standard Chartered in 2012.

In addition to his academic interests, Kofi serves on the boards of Pembani Remgro Infrastructure Managers, based in Stellenbosch; and Helios Fairfax Partners Corporation, listed on the Toronto Stock Exchange. He is a past chair of the investment committee of Soros Economic Development Fund (SEDF), (2018-2023). SEDF is a global firm which invests in the United States, Europe, Africa, and other markets.

PROFESSOR ERNEST ARYEETEY Professor Ernest Aryeetey is a distinguished academic and a significant contributor to development economics. He currently serves as the Secretary-General of the African Research Universities Alliance (ARUA) and was previously Senior Fellow and Director of the Africa Growth Initiative at the esteemed Brookings Institution in Washington, D.C. His academic journey commenced at the University of Ghana, where he earned his Bachelor’s Degree in Economics with Statistics in 1978. He later went on to Kwame Nkrumah University of Science and Technology, where he completed a Master’s Degree in Regional Planning in 1981. Professor Aryeetey obtained a Doktor-Ingenieur from the University of Dortmund, Germany, in 1985.

Apart from his academic contributions, Professor Aryeetey has held various leadership positions. Most notably, he served as Vice-Chancellor of the University of Ghana from 2010 to 2016, and he was Director of the Institute of Statistical, Social, and Economic Research (ISSER) at the University of Ghana, Legon from February 2003 to January 2010. He was also a member of the Governing Council of the United Nations University and the Chairman of the Advisory Board of UNU-World Institute for Development Economics Research.

In recognition of his contributions to the study of African economies and higher education transformation in Africa, Professor Aryeetey has been awarded honorary degrees from the University of Sussex, UK, Lund University, Sweden, Stellenbosch University, South Africa, University of Ghana and University of Health and Allied Sciences. In 2009, he was elected a Fellow of the Ghana Academy of Arts and Sciences. He is a Foundation Fellow of the International Science Council.

DR. PRISCILLA TWUMASI BAFFOUR Dr. Priscilla Twumasi Baffour holds a PhD in Economics from the School of Economics, University of Nottingham, United Kingdom, and both a B.A. in Economics with Sociology and Master of Philosophy in Economics from the University of Ghana. She is Currently a Senior Lecturer at the Department of Economics, University of Ghana. Priscilla has been affiliated with the Centre for Research in Economic Development and International Trade (CREDIT), School of Economics, University of Nottingham, since September 2010, African Economic Research Consortium (AERC) since 2005.

Her research focus is on education and labour markets, gender, international trade, structural transformation and development economics, she has authored several publications in these areas of specialisation. Dr Priscilla Twumasi Baffour has gained vast experience in research, dissemination and advocacy through her work with several international organizations including, the Swizz Agency for Development and Co-operation, African Economic Research Consortium (AERC), International Development Research Centre (IDRC), the International Labour Organization (ILO), the Brookings Institution and Africa Centre for Economic Transformation (ACET).

Specific areas of her publications include, employment choice determination, education and earnings inequality, innovation and employment at the firmlevel in Africa, in addition to the effect of technological innovation and FDI on employment in Ghanaian manufacturing and service firms. Her publication outlets include: Journal of African Economies; The World Economy; Small Business Economics; International Journal of Social Economics; International Review of Economics; and International Advances in Economic Research, World Development Perspective, among others.

Session Two Presenter

PROFESSOR EMMANUEL AKYEAMPONG Professor Akyeampong holds the title of the Ellen Gurney Professor of History and Professor of African and African American Studies at Harvard University. His influence extends further as the Oppenheimer Faculty Director of the Harvard University Center for African Studies.

He joined the History faculty at Harvard in 1993, embarking on a career that would be marked by impactful research. His journey commenced with his acquisition of a Ph.D. in African History from the University of Virginia.

Before his doctoral pursuit, his educational journey began with a bachelor’s degree from the University of Ghana and further to Wake Forest University where he earned a Master’s degree.

Akyeampong’s research interests lie in the social, economic, and cultural history of West Africa, with a particular focus on Ghana and the Akan people.

In recognition of his contributions, Professor Akyeampong has been honored with numerous research fellowships and awards. These include the prestigious Zora Neale Hurston Fellowship at Northwestern University, the Corresponding Fellowship of the Royal Historical Society, and the Fellowship of the Ghana Academy of Arts and Sciences. His impact on his alma mater led to the conferral of an honorary Doctor of Laws degree awarded by the University of Ghana, recognition of his role in advancing the understanding of African history.

To deepen the understanding of cultures, institutions, and economic enterprises, Akyeampong co-founded and directed the International Institute for the Advanced Study of Cultures, Institutions, and Economic Enterprise.

PROFESSOR WILLIAM BAAH-BOATENG William Baah-Boateng is Professor of Economics and Head of Department of Economics. He is the first indigenous Ghanaian and African to be appointed Full Professor at the Department of Economics, University of Ghana and the first ever to be appointed to that ultimate academic rank at the Department on promotion.

He holds a PhD in economics and was educated at the University of Ghana and Harvard University in Cambridge, Massachusetts, U.S.A. He is also the Director and Senior Fellow of the International Institute for Advanced Studies (IIAS) based in Legon and editor of the Ghanaian Journal of Economics. He was appointed Ela Bhatt Vsiting Professor at ICDD, University of Kassel, Germany in 2015/2016 and won a Senior Research Fellowship at Harvard University’s Centre for African Studies in 2017.

He worked at the African Centre for Economic Transformation (ACET) based in Accra as Senior Research Fellow for over two years and also served on the Ghana Presidential Committee on Emoluments as key member in 2016. William also served as Long Term Advisor to Ghana’s Labour Ministry from 2007 to 2012 under the DANIDA sponsored Business Programme Support (BSPS). William has over 70 publications in the form of books, edited books, refereed journal articles, technical reports, working papers, and blogs.

He has also consulted for many international organisations including the ILO, UNECA, UNDP, UNFPA, African Development Bank (AfDB), the World Bank, DANIDA, and JICA. He also consults for domestic institutions including the Ministries of Employment, Finance and Trade, Trades Union Congress, Ghana Employers’ Association (GEA) etc.

AMBASSADOR D.K. OSEI Ambassador Daniel Kofour Osei is a Career Diplomat with over 4 decades of diplomatic experience in public diplomacy, conflict resolution, negotiations, and mediation.

Ambassador D. K. Osei was Secretary to President John Agyekum Kufour between 2001 and 2008. As Secretary to the President, he served as a member of several strategic national bodies such as the Cabinet, the Economic Management Team, the Diplomatic Advisory Council and the National Security Council.

He indeed had an illustrious career that allowed him to work closely with two other former Presidents of Ghana, Dr. Hilla Limann and Flt. Lt. Jerry John Rawlings. He also had very successful diplomatic assignments in Denmark, France, Guinea and Democratic Republic of Congo.

As a celebrated diplomat, Ambassador D.K. Osei has received numerous honours, awards and recognitions. These include The Order of the Volta (Companion Division) Ghana; Togo’s highest national decoration, the Commander of the Order of MOYO (2009); the Order of Gravenhage (2008) from Her Royal Highness the Queen of Netherlands.

The celebrated ambassador launched his memoir titled ‘Privileged Conversations – Adventures of African Diplomat’ in September 2020, chronicling his diplomatic stewardship and experiences in foreign services within the West African sub-region.

Ambassador D. K. Osei was the Diplomat in Residence at the Legon Centre for International Affairs and Diplomacy (LECIAD) University of Ghana Legon, from 2009 to 2015. He is currently the President of the Council on Foreign Relations (CFR-Ghana), a think tank which specializes in Foreign Policy, Diplomacy and International Affairs with particular interest in Africa.

Ambassador D. K. Osei obtained his First Degree in French from the University of Ghana, Legon in 1971. He furthered his studies at the Cheik Anta Diop Institute in Dakar, Senegal and holds a Post-Graduate Degrees in International Relations from the University of Ghana and L’Institu International d’Administration Publique, Paris. He also holds a DESS-MPhil in International Relations from Sorbonne, Paris.

ROBERT DZATO Robert Dzato is the Chief Executive Officer of the Chartered Institute of Bankers, Ghana (CIB Ghana) in Ghana, a position he assumed in October 2022.

He is responsible for leading the Institute to promote the study and practice of banking and to regulate the banking profession in Ghana, as mandated by the Chartered Institute of Bankers Ghana Act, 2019 (Act 991).

Robert is a Chartered Banker and a Chartered Accountant with over 19 years of work experience across industries and multi-cultural environments. Robert worked across in financial services and consulting industry in different markets.

These include Lagos, Nigeria, London and Edinburgh (UK), Ghana and other West African countries. He is a member of Chartered Banker Institute in Scotland, ICA Ghana and CIB Ghana.

He has strong relationships with the Central Bank, the Ministry of Finance, and other regulators, as well as universal banks, insurance, and asset management entities.

Robert Dzato holds an MSc in International Consultancy and Accounting from the University of Reading, United Kingdom, and a Bachelor of Management Studies from the University of Cape Coast, Ghana. Robert obtained a Certificate in Sustainable Finance from the University of Oxford.

Robert Dzato joined CIB from KPMG, where he was the Lead, Financial Services Strategy, and Operations & Customer Solutions in the Management Consulting practice, KPMG in Ghana. Before joining KPMG, he was an Associate Director in the HNI clients’ segment at Standard Chartered Bank, prior to which he was Head of Consumer Banking Academy and CB Manco member at Standard Chartered Bank, Ghana. He also worked for Lloyds Banking Group (Senior Accountant in regulatory reporting), Bank of Scotland, and Halifax in the UK. He also facilitated board and executive strategy sessions. Since joining the Institute, he has led the Institute of develop in Ethics Certification, in collaboration with Bank of Ghana, for the banking industry. He has led the design of the innovative Chartered Banker for Executive Leadership (CBEL) programme. In 2011, Robert designed and facilitated Basel II/ Basel III training programme for practitioners in the banking industry in Ghana. Robert has been part of the orientation programmes for newly qualified members of the Institute.

He has been instrumental in the design and issue of the maiden and 2nd editions of “The GH Bankers’ Voice”, a GAB thought leadership for the banking industry.

PROFESSOR NOEL TAGOE Noel Tagoe is the Chief Executive of Sandhills Advisory Services, a management consultancy firm that provides advisory, research and training services in Finance, Education, Strategy and Technology. He is also a member of the Board of Directors for CIPD (the global Human Resources professional body).

Until recently he was a Professor of Accounting Practice at Nottingham University Business School. Previously Noel was the Executive Vice President, Research & Curricula at AICPA-CIMA. Working with partners across the world he developed competency frameworks to ensure the continuing employability of professionals through reskilling and upskilling.

He has advised leading global companies in the automotive, aviation, financial services, and FMCG industries on finance transformation, digital strategy, managing disruption and sustainability/ESG. Noel held accounting and strategy positions at BP and Elf Aquitaine (now Total Oil), led the financial advisory services unit of KPMG Ghana and taught at leading business schools such as the Michael Smurfit Graduate School of Business (University College Dublin), Manchester Business School (University of Manchester) and Said Business School (University of Oxford).

He is an accomplished thought leader in accounting, banking, finance, strategy, technology and sustainability. He has published widely in academic, policy and practitioner journals. He is also a much sought-after conference speaker and executive education specialist in Africa, Asia-Pacific, Europe, and the United States.

Noel was educated at the University of Ghana (undergraduate) and the University of Dundee and University of Oxford (postgraduate). He is a fellow of CIMA.

DR. MAXWELL OPOKU-AFARI Dr. Maxwell Opoku-Afari was appointed as the First Deputy Governor of the Bank of Ghana on August 7, 2017.

Prior to his appointment, Dr. Opoku-Afari worked at the IMF in various capacities including as Mission Chief and Deputy Division Chief in the African Department of the IMF. His work at the IMF focused on IMF negotiation missions, policy design in the area of monetary policy modernization and macro financial linkages, and was a reviewer of policy documents on a number of developing countries.

He holds a first degree in Economics and Statistics, and an MPhil in Economics, both from the University of Ghana, Legon and also a Ph.D. in Economics from the University of Nottingham in the United Kingdom.

ALBERT KOBINA ESSIEN Mr. Albert Kobina Essien is a seasoned banking professional with extensive knowledge of strategy, corporate banking, and treasury operations.

He started his banking career with the National Investment Bank Limited in 1980 and subsequently joined Ecobank in 1986 and gradually climbed the ranks within the organisation. His dedication and expertise in various roles contributed to his rise in the company.

In a career spanning more than 20 years, Mr. Essien held several key appointments in the Ecobank Group, including Regional Head for the rest of Anglophone West Africa (including Guinea Conakry but excluding Nigeria) and the Eastern and Southern Africa (ESA) regions. He joined the Corporate Banking Department of Ecobank Ghana in 1990, where he held many positions, including Deputy Managing Director (2001) and Managing Director (2002), overseeing important aspects of the bank’s operations, such as corporate banking, treasury, and strategic initiatives.

Mr. Essien assumed the role of Group Chief Executive Officer of Ecobank Transnational Incorporated (ETI), the parent company of the Ecobank Group, in 2014. As Group CEO, Mr. Essien was responsible for leading the Bank’s strategic direction and overseeing its operations across the numerous African countries where Ecobank had a presence. He focused on expanding the Bank’s footprints, enhancing its technology-driven services, and fostering financial inclusion. He led Ecobank’s expansion into various African markets such as Burundi, Kenya, Malawi, Rwanda, South Africa, Tanzania, Uganda, and Zambia. Mr. Essien also led Ecobank’s negotiations in the formation of the Ecobank-Nedbank alliance.

Under his leadership, Ecobank emphasised its commitment to financial inclusion and technology-driven banking solutions and played a significant role in maintaining its reputation as one of the leading financial institutions on the continent.

Mr. Essien has a Degree in Economics from the University of Ghana and is an alumnus of the Executive Development Program of INSEAD (France/Singapore). He is also an honorary fellow of the Chartered Institute of Bankers, Ghana. He won the ‘African Banker of the Year’ award in May 2015. He also won the covetous “Lifetime Achievement Award” at the Ghana Banking Awards in 2015. Prior to that, he was awarded by the Chartered Institute of Marketing as ‘Marketing Man of the Year’ 2005 Mr. Albert Essien is well known for his unique leadership style, which is focused on teamwork, collaboration and innovation. He advocates for sustainable growth, ethical banking practices and social responsibility. He is a World Fellow of the Duke of Edinburgh International Awards Foundation. He is an independent Non-Executive Director of the Development Finance Institute (FinDev), Canada and Old Mutual Insurance, Ghana.

Mr. Essien is the Chairman of the Endowment Fund of the College of Physicians and Surgeons Ghana and the Growth Investment Partners Ghana Ltd (GIPG), a subsidiary of British International Investment PLC (BII), a UK Government entity. He did serve as a Senior External Advisor for Mckinsey & Co and Chairman of the Ghana Stock Exchange, Oasis Africa Capital Fund Limited and the Ghana Amalgamated Trust.

PROFESSOR RAYMOND AKONGBURO ATUGUBA Raymond Akongburo Atuguba is Professor of General Jurisprudence and Dean of the University of Ghana School of Law, where he has taught since 2002. He has been a Visiting Professor of Law and the Henry J. Steiner Visiting Professor of Human Rights at Harvard Law School (2018–2019), a Bok Visiting International Professor at the University of Pennsylvania Carey Law School (Spring 2024) and has taught over 40 related courses at several universities in Africa, Europe, the United States of America, Canada, and Australia.

His research interests are in Policy, Law and Development in the Global South; Constitutional and Administrative Law in Africa; and Transnational Perspectives on Human Rights, Law and Organising and Community Lawyering. A graduate of the University of Ghana and of Harvard Law School, where he obtained a master of laws degree and did doctoral studies, Professor Atuguba has also worked in the public sector (he was one time the Executive Secretary to the Constitution Review Commission of Ghana and Executive Secretary to the President of Ghana); the private sector (he is founder and former Team Leader of Law and Development Associates (LADA) and is Managing Partner of Atuguba and Associates); and the non-profit sector (he is co-founder, former Executive Director and former Board Chair of the Legal Resources Centre and Board Chair of LADA Institute). Professor Atuguba has over 100 publications, been engaged in over 100 research and advocacy projects and produced over 100 research and technical reports. In the last quatre century he has delivered over 500 papers and presentations on all continents of the world, and been involved in the audit, review, and drafting of over 500 constitutions, policies, main legislation, strategies, regulations, guidelines, manuals, and procedures, mainly in African countries and around the world.

He has consulted for many African governments (The Gambia, Ghana, Guinea Bissau, Lesotho, Liberia, Sierra Leone, Uganda, Zimbabwe, etc.) and major international development agencies and NGOs (The UN, UNDP, UN-OHCR, UNICEF, UNHCR, UNODC, UNMIL, FAO, The World Bank, ILO, IOM, EU, AU, ECOWAS, USAID, DFID (UKAID), GIZ (GTZ), DANIDA, FES, KAF, ICHRP, OXFAM, IBIS, IIED, ActionAid International, Human Rights Watch, Human Rights First, CARE International, Plan International, Ford Foundation, OSI, OSIWA, etc.). He has also designed and led or co-led over 100 training programmes and workshops and chaired or sat on over 100 boards and committees, national and international. As Dean of the University of Ghana School of Law, Professor Atuguba established and coordinates a Projects Office to raise US$ 25,000,000 from 38 Special Masters Programmes (Internally Generated Funds); Development Partners; Foundations; Partner Universities; the Private Sector; Law Firms; and Alumni and Friends of the School.

The funds raised are designated for the construction of a multi-purpose, state of the art University of Ghana School of Law Building and for running the following Research and Advocacy Programmes: Democratic Vigilance Programme; Ocean Governance Programme; Decent Work Programme; Africa Programme of Excellence on Data Governance and Digital Rights; Legal History and Human Rights Programme; and Law and Development Programme.

Felix E. Addo is the immediate past Country Senior Partner of PricewaterhouseCoopers Ghana and a former member of the PwC Africa Governance Board. Felix has more than 35 years of practice and consulting experience in corporate finance and recovery, financial, operational and forensic auditing, arbitration and mediation, Capital Projects and Infrastructure (CP&I), organizational restructuring and performance improvement engagements in both developed and developing economies.

Since his retirement from PwC, he is currently the Administrator/Liquidator for the United Steel Company and has developed a portfolio of Board roles in the consumer, financial services, oil and gas and governance sectors. He currently serves on the Board of various organizations including Guinness Ghana Breweries (Chairman), KEK Insurance Brokers (Chairman), MTN Ghana/ Scancom Plc (Director), Payswitch Company(Director), Founding President of the Ghana Association of Restructuring and Insolvency Advisors (GARIA), Member of the University of Ghana Alumni Council, and a Trustee of Achimota Golf Club.

Felix has previously served on Boards of Standard Chartered Bank Plc, Ghana National Petroleum Corporation (Chairman) and American Chamber of Commerce Ghana (Vice President).

Felix was the Project Director (Transaction Advisor) for the very successful listing of the Ghana Commercial Bank (PLC) on the Ghana Stock Exchange (GSE) in May 1996.

Felix was a member of the Professor Justice Date-Bah Business Law Reform Committee of Experts which reviewed the Ghana Companies Act and the Bodies Corporate (Official Liquidation) Act. He is an avid host and participant in various thought leadership (TL) activities in Ghana and across Africa. He is also a member of the United Nations Commission on Trade Law (UNCITRAL) Working Group V (Insolvency Law).

Felix was honored with a D.Sc (h.c) by the University of Mines and Technology, Tarkwa. Felix holds a BSc Hons. (Administration) from the University of Ghana and a MA (Professional Accounting) from Loyola College, Maryland, USA. RAGHURAM RAJAN Raghuram Rajan is the Katherine Dusak Miller Distinguished Service Professor of Finance at the University of Chicago’s Booth School. He was the Governor of the Reserve Bank of India between 2013 and 2016, ViceChairman of the Board of the Bank for International Settlements (2015-16) and Chief Economist at the International Monetary Fund (2003-2006).

Dr. Rajan’s research interests are in banking, corporate finance, and economic development. His book Fault Lines won the Financial Times prize for best business book in 2010 and his most recent book, The Third Pillar: How Markets and the State hold the Community Behind, was a finalist for the award in 2019. His latest book, Breaking the Mold: Re-imagining India’s Economic Future, was released in India in December 2023.

Dr. Rajan was the President of the American Finance Association (AFA) and is a member of the American Academy of Arts and Sciences. He received the AFA’s inaugural Fischer Black Prize in 2003, the Deutsche Bank Prize for financial economics in 2013, Euromoney magazine’s Central Banker of the Year award in 2014, and The Banker magazine’s Global Central Banker award in 2016. In that year, Time magazine chose Dr. Rajan as one of the 100 most influential people in the world.

Rajan is Senior Economic Advisor to BDT Capital, a managing director at Andersen, a member of the governing board of KREA University, the Economic Advisory Panel Federal Reserve Bank of New York and of the IMF Managing Director’s External Advisory Group. He is also Chairman-elect of the Per Jacobsson Foundation.

PROFESSOR TAVNEET SURI Professor Tavneet Suri is the Louis E. Seley Professor of Applied Economics and a Professor of Applied Economics at the MIT Sloan School of Management.

She is also a member of the executive committee of the Abdul Latif Jameel Poverty Action Lab ( J-PAL), a faculty research associate at the National Bureau of Economic Research (NBER), and an editor at the Review of Economics and Statistics.

Professor Suri is a development economist, with a regional focus on subSaharan Africa. Her research centers on the adoption and impacts of technology, especially mobile money, and digital finance, in Africa. She has conducted several field experiments and studies on topics such as agricultural technology, universal basic income, rural roads, slums, and political participation.

A large body of her work focuses on the constraints to technology adoption in agriculture. She has also conducted a lot of research on the impacts of mobile money (for example, M-PESA in Kenya) and applications of the mobile money platform for credit contracts (e.g., trade credit and credit for solar panels).

She obtained a Bachelor of Arts in Economics from Cambridge University-UK, and a Masters in Arts in International and Development Economics (IDE) and PhD in Economics from Yale University.

Professor Suri has received several awards and honors, such as the Elaine Bennett Research Prize from the American Economic Association, the Alfred P. Sloan Research Fellowship, the Excellence in Refereeing Award from the American Economic Review, and the Distinguished Alumnus Award from the University of Nairobi. She has also served in various academic and professional capacities, such as the co-chair of the Agricultural Technology Adoption Initiative, the co-chair of the Digital Identification and Finance Initiative, and the co-chair of the Digital Agricultural Innovations and Services Initiative at J-PAL.

PROFESSOR VIVIAN AFI DZOKOTO Professor Vivian Afi Dzokoto is a distinguished figure in the fields of cultural and clinical psychology. She currently holds the position of a professor in the Department of African American Studies at Virginia Commonwealth University (VCU) in Richmond, Virginia, USA. Her roles extend further, as she also serves as an affiliate faculty member in the Department of Psychology at VCU and is a member of the International Research Network for the Study of Science and Belief in Society.

She earned her Ph.D. in Clinical-Community Psychology from the University of Illinois at Urbana-Champaign in 2005. She had previously obtained a Master of Arts in Clinical-Community Psychology from the University of Illinois at Urbana-Champaign, a Bachelor of Arts in Psychology from the University of Ghana.

She has been honored with several awards and distinctions. These accolades include the VCU Presidential Research Quest Fund Award and the VCU College of Humanities and Sciences Faculty Award for Excellence in Scholarship, Teaching, and Service.

In addition, she also serves as the co-editor of the Journal of Black Psychology.

She is also the co-chair of the African Psychology Task Force of the Society for the Psychological Study of Culture, Ethnicity, and Race. Additionally, she co-chairs the African Cultural Models in Psychology Initiative.

MRS. ELSIE ADDO AWADZI Elsie Addo Awadzi is a Deputy Governor of the Bank of Ghana, having been appointed to the role in February 2018 by His Excellency the President of the Republic of Ghana. Under the leadership of the Governor, she has oversight of the Bank of Ghana’s prudential supervision, market conduct, and financial stability functions, among others. She is a member of the Bank’s Board of Directors, a member of the Monetary Policy Committee, and a member of Ghana’s Financial Stability Council. She also oversees the Bank’s sustainable banking initiative and chairs the Alliance for Financial Inclusion’s Gender Inclusive Finance Committee which provides thought leadership and guidance to the AFI network on the design and implementation of measures to close the gender gap in access to finance in developing countries.

Her career over the past 27 years has spanned central banking, law, finance, governance, financial sector policy and regulation. Before her appointment as Deputy Governor, Elsie was Senior Counsel of the Financial and Fiscal Law Unit of the International Monetary Fund (IMF) where she conducted financial sector stability assessments on G-20 countries and provided technical assistance for the design and implementation of banking sector supervisory, resolution, and crisis management frameworks, and public financial management frameworks in several IMF member countries around the world. Before joining the IMF in 2012, Elsie was a Commissioner of Ghana’s Securities & Exchange Commission for six years, worked as an independent consultant for the World Bank, IFC, DfID, Commonwealth Secretariat, and USAID on key financial sector policy and regulatory reforms in Ghana, Africa, and the Caribbean for several years, and worked in private law practice and banking (treasury), among others.

She holds an LL.M. degree (International Business and Economic Law) with distinction from the Georgetown University Law Center (2012), M.B.A. (Finance) and LL.B. Degrees from the University of Ghana (2000 and 1993 respectively), and a post-graduate qualifying certificate to practice law from the Ghana School of Law (1995). She also holds a Certificate in Executive Public Leadership from the University of Oxford’s Blavatnik School of Government (2022) and a Certificate in WTO Studies from the Georgetown University Law Center (2012). She holds Honorary Fellowships awarded by the Chartered Institute of Bankers (Ghana) and the Institute of Directors (Ghana) in recognition of her contributions to Ghana’s banking sector and Corporate Governance in Ghana, respectively.

KWAMINA DUKER Kwamina Duker, known as “K”, is currently the CEO of the Development Bank of Ghana.

K Duker brings a wealth of experience in finance and investments, particularly Treasury and FX trading. With over 30 years of experience in leadership roles across different geographies including Ghana, the UK, and Asia.

K has particular experience in leading major FX technology platforms and treasury in Europe, the Americas, and the Asia Pacific.

MARTIN KWAME AWAGAH Martin Kwame Awagah is an experienced Digital Economy Specialist and FinTech Expert with expertise in economic research, governance, public policy, financial inclusion, international development, and project management. He is recognized for his contributions to the advancement of financial technologies (fintechs) and digital/mobile payment institutions in Ghana. Martin holds key leadership positions and plays a pivotal role in promoting financial technology innovation, knowledge sharing, and capacity building within the fintech ecosystem.

He is presently a Board Member of the Africa FinTech Network (AFN), a continental platform that unites Africa fintech leaders, organizations and stakeholders through their country associations to exchange information and ideas, promote and support creation of innovative technologies and deployment across and beyond Africa. Additionally, he serves as the President of the Ghana FinTech and Payments Association, the official advocacy and mouthpiece institution of fintech and digital payments fraternity in Ghana, championing the regulatory landscape and innovative solutions across the country.
